Bryan Norton’s 2005 book Sustainability describes a pragmatic approach to environmental philosophy that stresses philosophy’s role as one of mediating between scientific and ordinary language. But on two topics, Norton’s approach is not pragmatic enough. In the case of his discussion of risk, he accedes to a scientific notion that fails to acknowledge the way that ordinary usage of the word risk involves pragmatic links to human action and moral responsibility. With respect to the word sustainability, his analysis fails to acknowledge important scientific work that characterizes the functional integrity of system cycling, opting instead for usage grounded either in economic accounting or in an even less substantive sense of a broad social movement for environmental improvement. On each of these topics, adherence to the pragmatic orientation of Norton’s philosophy results in a different analysis of the concepts in question.  相似文献

In this paper, we present and defend the theoretical framework of an empirical model to describe people’s fundamental moral attitudes (FMAs) to animals, the stratification of FMAs in society and the role of FMAs in judgment on the culling of healthy animals in an animal disease epidemic. We used philosophical animal ethics theories to understand the moral basis of FMA convictions. Moreover, these theories provide us with a moral language for communication between animal ethics, FMAs, and public debates. We defend that FMA is a two-layered concept. The first layer consists of deeply felt convictions about animals. The second layer consists of convictions derived from the first layer to serve as arguments in a debate on animal issues. In a debate, the latter convictions are variable, depending on the animal issue in a specific context, time, and place. This variability facilitates finding common ground in an animal issue between actors with opposing convictions.  相似文献

Marine ecosystems are in serious troubles globally, largely due to the failures of fishery resources management. To restore and conserve fishery ecosystems, we need new and effective governance systems urgently. This research focuses on fisheries management in ancient China. We found that from 5,000 years ago till early modern era, Chinese ancestors had been constantly enthusiastic about sustainable utilization of fisheries resources and natural balance of fishery development. They developed numerous rigorous policies and regulations to guide people to act on natural laws. Being detailed and scientific, the legal systems had gained gratifying enforcement, due to official efforts and folks’ voluntary participation in resource management. In-depth analyses show that people’s consciousness of ecological conservation was derived from the edification of kinds of ancient eco-ethical wisdom, such as totemism, nature worship, Zhou Yi, Taoism, Buddhism, Confucianism, Mohism, etc. All this Chinese classical wisdom have the same cores: “Nature and Man in One” spirit, frugality and “All things are equal” concept. The findings show that eco-ethical thinking is never inconsistent with social ethic systems, and it’s of great importance to give legal effect to usual ecological moral claims and eco-ethical requirements of the public in protecting the environment. The eco-ethical wisdom is efficient in assisting and urging people to fulfill humans’ obligation for nature. Finally, it’s believed that present world fisheries management will benefit a lot from all these ancient Chinese thoughts and practices. People are expected to make the most of the eco-ethical wisdom, strengthen fishery legislation and fully stimulate their voluntary participation in both marine fishery resources conservation and fishery cyclic economy.  相似文献

The theoretical concept, “asset specificity,” is applied to real data in the context of Danish nature conservation network planning in order to produce illustrative examples of an economic measure of the network’s vulnerability to exogenous shocks to the species composition. Three different measures of asset specificity are quantified from the shadow value of eliminating a key species from the individual grid cells. This represents a novel approach and a different interpretation of the term, as it is conventionally used as a qualitative indicator in the transaction cost economics literature. Apart from supplementing existing cost measures with an indicator of risk associated with investments in protected areas, this study demonstrates how the estimation and interpretation of various asset specificity measures for geographical areas may qualify policy makers’ choice of policy instrument in conservation planning. This differs from the more intuitive approach of basing policy instrument choice solely on the rarity of the species in a given area.  相似文献

This article critically reviews the evolution of urban environmental management in Shanghai since 1978. Established in a transitional postsocialist economy and shaped by a spectacular urban redevelopment process, the current environmental management framework of Shanghai has succeeded in mitigating major industrial pollution and improving urban amenities with unprecedented pace and magnitude. However, it generally failed to take social equity and environmental justice issues into consideration. Based on Haughton’s models of sustainable urban development, this article proposes four priorities and five principles within the framework of a fair shares cities model for the future environmental management of Shanghai and briefly discusses their policy implications and implementation issues. The authors argue that Haughton’s approach is relevant to Shanghai’s case because the essence of his argument—the multidimensional equity principles—is the core of the concept of sustainable development.  相似文献

Norton argues on pragmatic “Deweyan” grounds that we should cease to ask scientists for value neutral definitions of “sustainability,” developed independently of moral and social values, to guide our environmental policy making debates. “Sustainability,” like human “health,” is a normative concept from the start—one that cannot be meaningfully developed by scientists or economists without input by all the stake holders affected. While I endorse Norton’s approach, I question his apparent presumption that concern for sustainability for the future is at odds with and ought to trump concern for enhancement in the present of public opportunities to access the goods nature represents. I argue that the two are not separable in practice. I argue for Passmore’s position that unless we take care to enhance equitable access to the good and services nature represents in the present, we cannot succeed in promoting sustainability for future generations.  相似文献

As environmental and conservation efforts increasingly turn towards agricultural landscapes, it is important to understand how land management decisions are made by agricultural producers. While previous studies have explored producer decision-making, many fail to recognize the importance of external structural influences. This paper uses a case study to explore how consolidated markets and increasing corporate power in the food system can constrain producer choice and create ethical dilemmas over land management. Crop growers in the Central Coast region of California face conflicting demands regarding environmental quality and industry imposed food safety standards. A mail survey and personal interviews were used to explore growers’ perceptions and actions regarding these demands. Results indicate that in many cases growers face serious ethical dilemmas and feel pressured by large processing and retail firms to adopt measures they find environmentally destructive and unethical. Future strategies to address environmental issues on agricultural landscapes should consider the economic constraints producers face and the role of large firms in creating production standards.  相似文献

This paper examines Indigenous water rights in rural and remote Australia and how water justice seems to be elusive in many of these spaces. The purpose of this literature review is to link water justice theory and practices to the way different water cultures are valued in Australia while simultaneously critiquing the water justice movement. This paper situates the notion of water justice as a specific kind of environmental justice to cater for the unique qualities that define this resource. In doing so, this paper draws on Schlosberg’s (2004) conception of environmental justice with its trivalent approach that describes the following three ‘circles of concern’: recognition of difference, plurality of participation, and finally equitable distribution of resources and costs and benefits. This framework provides that if the first two ‘circles of concern’ are not in existence in a natural resource management process, then inequitable distribution of that resource is a likely outcome. This paper presents two areas where water injustices exist in the context of Indigenous rural and remote Australia. The first relates to how Indigenous rights to water have been inadequately recognized and the second presents empirical data on water supply and sanitation in rural and remote Indigenous communities that demonstrates ongoing dilemmas around securing this basic human right. The undervaluing of cultural differences relating to water is argued to be antecedent to the injustice manifest in poor water supply and sanitation provision for Indigenous rural contexts. This paper does not attempt to survey the body of ethnographic work on society-water relations in rural and remote Indigenous Australian contexts but reviews the gaps in current mainstream acknowledgement of Indigenous water cultures. In exploring water justice in rural and remote Indigenous Australia, this paper offers a novel approach to a dilemma more frequently analysed solely as a health development issue.  相似文献

Sustainability and welfare are concepts that are often mentioned in the context of fishing and fish farming. What these concepts imply in practice, how they are defined and made operational is less clear. This paper focuses on the role of fish buyers as a key actor in the supply chain between the fisher or fish farmer and the consumer. Using semi-structured interviews, we explore and analyze whether and how the interviewed fish buyers define and implement moral values related to animal welfare and sustainability. The eight fish buyers who were interviewed suggest that moral values are used in their work, but also result in a number of value conflicts (moral and non-moral). The focus on sustainability and animal welfare appear to be driven by external and market factors. Sustainability mainly reflects fishing methods and quotas and fish welfare is seen as part of sustainability. Fish welfare seems more important for farmed than for wild fish as the buyers feel a responsibility regarding these kept animals. Further, the decision whether a product is sustainable is mainly based on labels. Fish buyers argue that labels are useful as a business-to-business tool. Nonetheless, based on the interviews, we argue that the relevance of these labels for addressing the ethical dilemmas of buyers is limited. Labels often are a rather procedural solution that deals with the genuine dilemmas only to a limited extent. We conclude that in order to move forward, the sector needs to further reflect and elaborate on its core values.  相似文献

Genetic engineering evokes a number of objections that are not directed at the negative effects the technique might have on the health and welfare of the modified animals. The concept of animal integrity is often invoked to articulate these kind of objections. Moreover, in reaction to the advent of genetic engineering, the concept has been extended from the level of the individual animal to the level of the genome and of the species. However, the concept of animal integrity was not developed in the context of genetic engineering. Given this external origin, the aim of this paper is to critically examine the assumption that the concept of integrity, including its extensions to the level of the genome and the species, is suitable to articulate and justify moral objections more specifically directed at the genetic engineering of animals.  相似文献

Thus far, the moral debateconcerning genetically modified foods (GMF) hasfocused on extrinsic consequentialist questionsabout the health effects, environmental impacts,and economic benefits of such foods. Thisextrinsic approach to the morality of GMF isdependent on unsubstantiated empirical claimsand fails to account for the intrinsic moralvalue of food and food choice and theirconnection to the agent's concept of the goodlife. I develop a set of objections to GMFgrounded in the concept of integrity andmaintain that food and food choice can beintimately connected to the agent's personalintegrity. I argue that due to the constitutionof GMF and the manner in which they areproduced, such foods are incompatible with thefundamental values and integrity of certainindividual moral agents or groups. I identifythree types of integrity that are threatened byGMF: religious, consumer, and integrity basedon certain other moral or metaphysical grounds.I maintain that these types of integrity aresufficiently important to provide justificationfor political and societal actions to protectthe interests of those affected. I conclude byproposing specific steps for handling GMFconsistent with the moral principles ofinformed consent, non-maleficence, and respectfor the integrity of all members of society.They include mandatory labeling of GMF, theimplementation of a system for control andregulations concerning such foods, andguaranteed provision of conventional foods.  相似文献

In this paper, we investigate the Precautionary Principle (PP) in action. Precaution is a fairly new concept in environmental policy. It emerged back in the 1960s but did not consolidate until the 1980s, as it formed part of the major changes taking place in environmental policies at that time. The PP is examined in three contexts. Firstly, we look at the meaning of the concept and how it is disseminated through the media and public discourses to the political arenas of Denmark. Then we examine how the idea is adopted to the political level. Thirdly, we look briefly at the first Danish translation of the principle into a practical context, which includes translations into concrete scientific practices. It is concluded that if the PP shall be more than a simple “idea” or a frequently used “term,” emphasis must be put on the transformation of the concept into concrete practices, like e.g., the alternative testing regimes that we show in the case of plant growth-retarding pesticides presented in this paper.  相似文献

The Swiss expert report suggests that the inherent dignity of a living being be identified with its inherent value. But the phrase “inherent value of a living being” seems to connote two concepts of inherent value. One has a morally obligating character but is counterintuitive because of its egalitarianism. The other is one of non-moral value. It is more compatible with considered intuitions but insufficient for substantiating the expert report’s claim that human beings have moral duties towards animals and plants. The paper discusses these concepts. Consideration is then given to the problem of how discursive support can be generated for the expert report’s claim that human beings have the moral duty to abstain from impairing those functions and abilities of a non-human being that members of its species as a rule can practice.  相似文献

Social learning is a process suited to developing understanding and concerted action to tackle complex resource dilemmas, such as freshwater management. Research has begun to recognise that in practice social learning encounters a variety of institutional challenges from the shared habits and routines of stakeholders (organised by rules, norms and strategies) that are embedded in organisational structures and norms of professional behaviour. These institutional habits and routines influence the degree of willingness to engage with stakeholders, and expectations of behaviours in social learning processes. Considering this, there has been a call to understand how institutions influence social learning and emergent outcomes. We addresses this by presenting a heuristic for implementing social learning cognisant of institutional context to answer three questions: (i) How institutional influences impact implementation of social learning design; (ii) how implementation of social learning design modifies institutions influencing social learning; and (iii) how these changes in design and institutions together shape social learning outcomes? To answer these questions a freshwater planning exercise was designed, implemented and evaluated as a social learning process with community groups in two New Zealand catchments. Incorporating participatory reflection enabled the project team to modify social learning design to manage institutional influences hindering progress toward outcomes. Findings emphasise that social learning is underpinned by participants’ changing assumptions about what constitutes the institution of learning itself—from instruction to a dynamic, collective and emergent process. Reflecting on these assumptions also challenged participants’ expectations about their own and others’ behaviours and roles in freshwater planning.  相似文献

In this essay I argue that the evolutionary and comparative study of nonhuman animal (hereafter animal) cognition in a wide range of taxa by cognitive ethologists can readily inform discussions about animal protection and animal rights. However, while it is clear that there is a link between animal cognitive abilities and animal pain and suffering, I agree with Jeremy Bentham who claimed long ago the real question does not deal with whether individuals can think or reason but rather with whether or not individuals can suffer. One of my major goals will be to make the case that the time has come to expand. The Great Ape Project (GAP) to The Great Ape/Animal Project (GA/AP) and to take seriously the moral status and rights of all animals by presupposing that all individuals should be admitted into the Community of Equals. I also argue that individuals count and that it is essential to avoid being speciesist cognitivists; it really doesn't matter whether ‘dogs ape’ or whether ‘apes dog’ when taking into account the worlds of different individual animals. Narrow-minded primatocentrism and speciesism must be resisted in our studies of animal cognition and animal protection and rights. Line-drawing into ‘lower’ and ‘higher’ species is a misleading speciesist practice that should be vigorously resisted because not only is line-drawing bad biology but also because it can have disastrous consequences for how animals are viewed and treated. Awareness of farm animal welfare issues is growing in Canada, as part of a larger food movement. The baseline Canadian standards for farm animal welfare—the Recommended Codes of Practice for the Care and Handling of Farm Animals—are up for revision. The success of these standards will depend in part on perceived legitimacy, which helps determine whether voluntary code systems are adopted, implemented, and accepted by target audiences. In the context of the Codes, legitimacy will also hinge on whether the standards-developers marshal narratives about farm animals that accord with their audiences’ expectations. The aim of this paper is to catalogue factors that influence legitimacy in farm animal welfare standard-setting, including which narratives of animal welfare are emphasized by standard-setters. Drawing upon the example of the baseline Canadian standards, and the National Farm Animal Care Council, the paper will present a theoretical and methodological framework for analyzing legitimacy in the context of animal welfare standards-development and discuss associated policy considerations.  相似文献

Regulatory bodies tend to treat people’s emotional responses towards foods as a nuisance for rational opinion-formation and decision-making. This position is thought to be supported by such evidence as: (1) people showing negative emotional responses to the idea of eating meat products from vaccinated livestock; and (2) people showing positive emotional responses to Magnum’s “7 sins” marketing campaign. Such cases are thought to support the idea that regulatory communication about foods should abstract from people’s emotional perceptions and that corporate marketing of foods should show restraint in capitalizing upon these weaknesses of the heart. This paper, on the contrary, argues that people’s emotional perceptions of foods represent valuable sources of knowledge. This argument is developed by making the dominant reception of people’s emotions intelligible by tracing its roots through the history of the Platonic paradigm. Although this paradigm has dominated the philosophical and psychological debate about emotions, the idea that emotions are sources of knowledge has recently gained force. This paper also traces the historical roots of the alternative Aristotelian paradigm. The cases of meat products from vaccinated livestock and Magnum’s 7 sins serve to illustrate this controversy. The paper concludes by showing that a neo-Platonic emphasis on the irrationality of emotions does not contribute to a fruitful discussion about implications of people’s perceptions for agricultural and food politics, whereas a neo-Aristotelian account of rational emotions could enable regulatory bodies to engage people in a fruitful process of opinion-formation and decision-making about food production and consumption. Numerous challenges face those involved with developing a coordinated and consistent approach to cleaning up the US Department of Energy’s (DOE) Hanford Site in southeastern Washington. These challenges are much greater than those encountered when the site was selected and the world’s first nuclear complex was developed almost 50 years ago. This article reviews Hanford’s history, operations, waste storage/disposal activities, environmental monitoring, and today’s approach to characterize and clean up Hanford under a Federal Facility Agreement and Consent Order, signed by DOE, the Environmental Protection Agency, and the Washington Sate Department of Ecology. Although cleanup of defense-related waste at Hanford holds many positive benefits, negative features include high costs to the US taxpayer, numerous uncertainties concerning the technologies to be employed and the risks involved, and the high probability that special interest groups and activists at large will never be completely satisfied. Issues concerning future use of the site, whether to protect and preserve its natural features or open it to public exploitation, remain to be resolved.  相似文献

China is an illustrative—and extreme—case of the difficulties of balancing the pursuit of economic, social, and environmental objectives. In 2003 it adopted a form of Strategic Environmental Assessment (SEA) for its plans and programs (referred to here as PEIA) with the aim of moving towards greater environmental sustainability. The literature has explored primarily the issue of methods and legal procedures. This research contributes to the analysis of PEIA through a different set of interpretative lens. Drawing on recent developments in the theory and practice of SEA, I propose a conceptualization of SEA effectiveness that combines direct and incremental impacts, and a need for context-specific systems as a way to focus on the relationship between assessment, planning, and their context, and thus maximize effectiveness. This framework underpins the analysis of China’s experience, which I explore with the help of interview material and the literature. The result is an evaluation of the strengths and weaknesses of PEIA in terms of its purpose, assessment concept, process, and methods. The detailed analysis of six aspects of the context helps explain the origin of such shortcomings, and identify opportunities for its improvement. I conclude defining elements of a context-specific system for SEA that seeks to maximize the opportunity for incremental, as well as direct, effectiveness in China.  相似文献

The decline in biodiversity is a worldwide phenomenon, with current rates of species extinction more dramatic than any previously recorded. Habitat loss has been identified as the major cause of biodiversity decline. In this article we suggest that a statutory duty of care would complement the current mix of policy options for biodiversity conservation. Obstacles hindering the introduction of a statutory duty of care include linguistic ambiguity about the terms ‘duty of care’ and ‘stewardship’ and how they are applied in a natural resource management context, and the absence of a mechanism to guide its implementation. Drawing on international literature and key informant interviews we have articulated characteristics of duty of care to reduce linguistic ambiguity, and developed a framework for implementing a duty of care for biodiversity at the regional scale. The framework draws on key elements of the common law ‘duty of care’, the concepts of ‘taking reasonable care’ and ‘avoiding foreseeable harm’, in its logic. Core elements of the framework include desired outcomes for biodiversity, supported by current recommended practices. The focus on outcomes provides opportunities for the development of innovative management practices. The framework incorporates multiple pathways for the redress of non-compliance including tiered negative sanctions, and positive measures to encourage compliance. Importantly, the framework addresses the need for change and adaptation that is a necessary part of biodiversity management.  相似文献
