An Environmental Management System (EMS) has been widely in use by many companies to manage the environmental effects of their operations. The process has recently gained ground in being adopted at city and municipal levels as well as in institutions such as universities. However, an EMS that is conducted at corporate level has some deficiencies when it is applied at city level. These deficiencies are in evaluating environmental goals and policies carried out to mainly ensure that the policies meet ISO 14001 standard and corporate requirements and neglect of public participation. Urban areas differ from companies due to their size, complexity and environmental challenges, high rate of growth and the dynamic nature of urban systems. Therefore, they need an urban environmental management approach that will assess the formulated urban environment policies and goals in a strategic method before implementation, including social dimensions such as public participation. Therefore, this paper proposes a modified approach to incorporate an EMS, called the Sustainable Urban Environmental Management Approach (SUEMA). The approach recognizes the above-mentioned deficiencies and benefits from the advantages of sustainability and Strategic Environmental Assessment (SEA) in the formulation and evaluation of policies, plans and programs. Designing or transforming urban areas into 'sustainable cities' is becoming an increasingly common vision. It is, however, an unrealizable vision without agreement on how to determine whether a sustainable city vision has been fulfilled. In this paper we define a provisional set of urban environmental sustainability metrics, chosen to cover the spectrum of issues related to urban areas, and to be drawn from data that are customarily available. We devise a display technique to communicate efficiently the results of a metrics evaluation to a variety of stakeholders. The approach is illustrated by applying the metrics set to Vancouver, Canada, an urban area that has expended considerable effort toward achieving its own environmental vision.  相似文献

This paper investigates social and environmental injustices in solid waste management in Kinshasa, the capital of the Democratic Republic of Congo. The urban poor in most parts of Kinshasa bear a huge encumbrance of the solid waste burden and face multiple challenges associated with poor management of solid waste. This situation has resulted in poor and unhealthy living conditions for the majority of the urban residents. The problem of solid waste management in Kinshasa has further been compounded by rapid urbanisation which has occurred in the face of poor urban governance, civil conflict and weak institutional set-up. The combination of these challenges has resulted in increased overcrowding, poor sanitary conditions, lack of water and an unprecedented accumulation of solid waste which have triggered a myriad of urban problems. The worst affected are the poor urban who reside in locations that receive little or no socio-economic services from the Kinshasa Municipal authority. Using secondary data collected through a desk study, this paper argues that the poor solid waste situation in Kinshasa is not only a health risk, but also presents issues of both social and environmental injustices. These issues are analysed within the context of evolving arguments that focus on the need to develop a pro-poor approach in solid waste management that may present an opportunity for achieving both social and environmental justice for the urban poor in Kinshasa.  相似文献

While economic research on environmental policy is mainly concerned with instruments, political science concentrates on actors. The issue of centralisation needs to be analysed using a multidisciplinary approach because it is connected with both actors and instruments. Linking the Advocacy Coalition Framework with an economic approach, the paper first develops an innovative model in order to understand the mechanisms of centralisation and decentralisation in the different phases of policy processes. Focusing on environmental policy, the idea is developed that environmental policy needs the push of centralisation in order to institutionalise the prevailing social norm, but then should be organised decentrally to account for regional differences. The examples of air pollution, climate change and urban sprawl are used to test the explanatory power of the theoretical approach.  相似文献

As a follow-up to our first paper in this journal, this paper discusses projects involving intensive and multiple use of space recently completed or still being developed around railway stations in London (Broadgate and Canary Wharf), Paris (Seine Rive Gauche and La Défense) and Amsterdam (Zuidas and Bijlmer). The cases were compared on the basis of spatial, functional and environmental indicators, as treated in our first paper. The environmental performance of each of the cases was determined through comparison with a theoretic reference project for an equal number of users, yet with average West-European urban values for spatial, functional and environmental properties. The case studies revealed that a high floor space index is easily achievable in urban plans, implying efficient use of land and preservation of green area outside the city. For a mono-functional office area it is easier to achieve a high FSI than for a functionally diverse area with, e.g. apartments and shops. Therefore, with respect to a reference functionally equal to the cases, the predominant office character of Canary Wharf, Broadgate and La Défense results in good environmental performance. However, on the basis of a functionally diverse reference, for which monofunctional cases were enlarged with additional area for housing and amenities, the varied areas of Zuidas and Seine Rive Gauche perform best. With respect to average urban plans, the cases achieved environmental improvement of factor 1.5. This performance is restricted by the energy consumption of buildings, which has by far the most influence on the end result. The impact of stacking on the use of building materials and energy consumption of buildings is limited, and specific sustainability measures on the building scale were not involved in the calculations. The environmental benefits of intensive and multiple use of space are mainly demonstrated by the great improvement factors for the green area preserved and transport fuel consumption. The environmental costs used for these parameters were however relatively low, leading to a limited influence on the end results. Additional effective improvements to the environmental performance of dense and functionally diverse urban plans are sustainable building design and an integrated approach to urban utilities based on sustainable technologies.  相似文献

环境空间管控和环境空间规划是我国城市空间规划体系中的短板,我国亟需建立起一套城市环境空间管控体系,来参与城市空间规划体系的建立,进而彻底扭转城市环境污染被动治理的尴尬局面。构建覆盖城市各领域的环境空间管控体系是城市环境总体规划的主要任务。本文梳理了我国环境空间管控发展现状和问题,从城市环境总体规划的角度,在城市层面构建了由环境功能区划、以生态保护红线为核心的严格管控区以及环境承载调控等手段组成的环境空间管控体系,并以贵阳城市环境总体规划为案例,进行了环境空间管控体系的构建。最后提出了实施城市环境总体规划空间管控的政策建议,保障空间管控体系能够落地和发挥作用。  相似文献

This paper presents a cross-disciplinary framework for assessment of climate change adaptation to increased precipitation extremes considering pluvial flood risk as well as additional environmental services provided by some of the adaptation options. The ability of adaptation alternatives to cope with extreme rainfalls is evaluated using a quantitative flood risk approach based on urban inundation modeling and socio-economic analysis of corresponding costs and benefits. A hedonic valuation model is applied to capture the local economic gains or losses from more water bodies in green areas. The framework was applied to the northern part of the city of Aarhus, Denmark. We investigated four adaptation strategies that encompassed laissez-faire, larger sewer pipes, local infiltration units, and open drainage system in the urban green structure. We found that when taking into account environmental amenity effects, an integration of open drainage basins in urban recreational areas is likely the best adaptation strategy, followed by pipe enlargement and local infiltration strategies. All three were improvements compared to the fourth strategy of no measures taken.  相似文献

This article critically reviews the evolution of urban environmental management in Shanghai since 1978. Established in a transitional postsocialist economy and shaped by a spectacular urban redevelopment process, the current environmental management framework of Shanghai has succeeded in mitigating major industrial pollution and improving urban amenities with unprecedented pace and magnitude. However, it generally failed to take social equity and environmental justice issues into consideration. Based on Haughton’s models of sustainable urban development, this article proposes four priorities and five principles within the framework of a fair shares cities model for the future environmental management of Shanghai and briefly discusses their policy implications and implementation issues. The authors argue that Haughton’s approach is relevant to Shanghai’s case because the essence of his argument—the multidimensional equity principles—is the core of the concept of sustainable development.  相似文献

The concept of sustainable development has become very much in vogue in the past decade. We have also observed a shift in the interpretation of this concept from a global perspective to a meso perspective—that is, at a local, regional or sectoral level. This paper aims at highlighting the urban dimension of environmental issues. After a sketch of urban pollution problems and of tools for economic analysis, the notion of urban sustainability will be advocated as a meaningful analytical and policy concept. Next, the main focus of this paper will be on a typological approach to urban sustainability issues on the basis of three characteristic angles, viz. strong and weak sustainability, absolute and relative decoupling and the spatial ecological footprint. This study develops a modelling framework within which the effects of technology choice and policy on the sustainability of cities may be assessed. A life cycle accounting system for environmental impacts is combined with systems analysis, to represent the flows of resources into cities, the wastes and pollution generated and the technological choices available in an urban environment. The approach is demonstrated through a case study of the demand for paper and management of wastepaper. The case study questions the applicability for paper of the accepted 'hierarchy' of waste management techniques; incineration imposes lower environmental costs than recycling, and consequently lower total costs under some circumstances.  相似文献

城市环境总体规划是对城市中长期环境管理的综合安排,是环境保护基础性的规划,其核心问题在于规模、结构和布局,即从城市环境、资源与生态约束角度为社会经济发展规划、城市总体规划与土地利用规划提出限制(环境、资源与生态红线),从环境承载力与发展生态适宜性分区角度为城市发展规划提出发展适度规模、结构与布局。在城市"多规融合"的实践过程中,城市环境总体规划,作为政府综合决策的重要支撑之一,可以为其他的规划编制提供约束条件以及土地供给能力测算值,使得各规划间能够相互支撑、相互融合,因此有必要先行。本文以北京市丰台区环境总体规划为例,从布局角度出发,基于区域土地资源供给能力对丰台区进行土地生态适宜性评价,并得到土地生态适宜性区划图,从而提出丰台区城市总体规划与土地利用规划的限制条件,为城市环境总体规划先行提供科学依据。  相似文献

There are a number of reasons why planners should take a more positive approach towards the natural economy of the city, and this paper rehearses the arguments in favour. The author takes the view that much publicly owned land is manicured and excessively stocked with exotic species so that they are relatively poor in wildlife. An alternative to the generally held view that dormant land in urban areas is unsightly and encourages vandalism, is that such sites offer opportunities for visual interest, education and recreation. The paper concludes by outlining a number of courses of action which, it is suggested, may come to dominate environmental planning.  相似文献

Urban parks in India are often discussed as positive environmental projects, and their creation appears as unproblematic in public discourse. This paper presents the creation of a municipal park in a small city in Gujarat, India. Using insights from history and architecture, we stress the importance of reading parks as political and to some extent ideological projects in the larger context of city-making. The political ecology and history of the particular park studied here allow us to problematise the socio-ecological project of urban “beautification” via park creation. The municipal park, established in the centre of a small urban agglomeration after displacing a slum settlement from the site, is – as we argue – an integral part of a local geography of power. As such it expresses several registers of values upheld by local elites and brings into focus highly conflictive social relations. The case study contributes to further developing a situated urban political ecological approach that starts theorising cities from the South. It moreover offers a critical perspective on the understudied urban nature of small towns.  相似文献

While the redevelopment of brownfield sites has been the mainstay of public agencies and private developers, this paper argues that in order to promote just redevelopment that encourages participation and targets weak market sites, a community-based approach to brownfield redevelopment should be encouraged. Furthermore, this paper maintains that community development corporations (CDCs) could be the ideal agents to spur community development and address environmental justice concerns through their increased involvement in brownfield redevelopment projects. In order to promote these positions, we first describe this new approach, which focuses on building the capacity of CDCs to meaningfully participate in brownfield redevelopment. We then offer four proposals designed to increase this capacity. We conclude with a discussion of how community-based brownfield redevelopment connects to larger issues of democratic decision-making, environmental justice, and urban revitalisation.  相似文献

Although the application of complex integrated models to wastewater systems is useful, it is often difficult to implement and not always suitable for the design of new systems or for their rehabilitation. Integrated simple approaches that allow assessing the environmental performance of urban wastewater systems may be advantageous, especially during the initial phases of the system planning process. This paper presents an original, straightforward approach that can be used for planning, design and operation of urban wastewater systems. The INtegrated Simplified Approach (INSA) combines the concepts of performance indicators with mass balances and can be applied to wastewater systems as a management support tool, particularly in situations where there is lack of data, economic limitations or time constraints. The INSA was applied to the Algés-Alcantara wastewater system to evaluate its environmental performance and to simulate the individual or combined impact of the rehabilitation measures proposed, thus defining their priority. The results clearly indicate that, despite the investment already made upgrading the wastewater treatment plant (WWTP), the proposed interventions must be implemented to ensure an acceptable environmental performance of the system. In addition, the results demonstrate the significant pollution loads present in stormwater, frequently higher than the pollution loads discharged into receiving waters during dry weather.  相似文献

This paper analyses, by using a constructivist methodology, how sustainability is perceived by Russian urban and regional planners and how environmental planning is understood on a discursive level. The planning discourse, which was reconstructed primarily with the help of 14 thematic interviews undertaken in St Petersburg, is positioned on the axes of the triangle of planning contradictions. The analysis shows that the promoted planning paradigm – the interpretations about the priorities of environmental planning – stem from the expert-centred approach of the Soviet era, and poorly suits the changing governmentality of St Petersburg. Due to regime changes, a significant step from a mute to a reflective governmentality was taken in St Petersburg, but the professional planning discourse is in conflict with this context reality and prohibits a more sustainable planning standpoint from developing.  相似文献
