Over 4,000,000 of California's 17,000,000 licensed drivers used to come to the California Department of Motor Vehicles (DMV) annually to take written and vision tests in order to renew their driver licenses. In an effort to increase public convenience and reduce costs, extension of the license by mail was implemented for selected groups of drivers with clean records over the life of their previous licenses. Continued implementation of the program was subject to evaluation of its effect on traffic safety. Since clean-record drivers make up about 50% of the renewal population, this program made it possible for some 2,000,000 drivers annually to avoid coming to the DMV for license renewal. Two studies of program safety effects were conducted, one evaluating a 2-year extension (760,000 subjects), and the other a 4-year extension (407,000 subjects). Random assignment to a group offered extension by mail or to a control group undergoing standard renewal testing and procedures was followed by careful tracking of accident and conviction activity. During the 48-month period following mailing of renewal notices or extension offers, the extension group had a slightly higher accident rate than did the in-person renewal group — an increase of 1%, or 13 accidents for every 10,000 extension offers. Although this small increase in accident rate would translate into about 2,500 additional accident involvements per year if applied to the current volume of clean-record drivers eligible for extension, statistical tests of significance indicated that the increase could easily be due to sampling error (p>.10). A supplemental Bayesian analysis resulted in a .24 probability that there was no true increase. The administrative cost savings attributable to the extension program were conservatively estimated to be $3,000,000 per year.  相似文献

PROBLEM: Prior research has demonstrated that suspended/revoked drivers pose a significant traffic risk, but until now little has been known about whether, and if so how, this risk varies as a function of the reason for suspension/revocation. METHOD: This study classifies suspended/revoked drivers into subgroups based on their reason for suspension/revocation, and then develops demographic and driving record profiles for each group. Separate driving record profiles are developed for the following traffic safety indicators, measured 3 years prior to the suspension/revocation action: (a) total crashes, (b) fatal/injury crashes, (c) total traffic convictions, and (d) total incidents (crashes + convictions). RESULTS: The findings clearly show that: (a) suspended/revoked drivers are a heterogeneous group, both demographically and in their driving behavior; (b) some suspended drivers, such as those suspended/revoked for a non-driving offense, have low traffic risks that are not much higher than those of validly-licensed drivers, and; (c) all suspended groups have elevated crash and conviction rates, compared to validly-licensed drivers. DISCUSSION: The implications of these findings for current laws and policies targeting suspended/revoked drivers are discussed, and recommendations for improving these laws/policies are presented. This project was designed to evaluate current and alternative strategies for selecting and treating accident-involved drivers in California. The current accident-based selection criteria were contrasted with an expanded selection strategy that included convictions as well as accidents as criteria for selection. The standard diagnostic reexamination treatment was compared to two alternative behavior modification treatments—an accident avoidance session and a mailed educational pamphlet/self-administered test. Interaction between treatments and selection criteria revealed that accident-involved drivers with minimum conviction histories were amenable to treatment intervention, while accident-involved drivers with more extensive conviction histories were not. Treatment effects were statistically significant (p < .02), with each of the treatment groups having posttreatment accident means in excess of 20% lower than comparable control groups.  相似文献

The major purpose of this study was to determine the accident rate of drivers with bioptic telescopic lenses (“bioptic drivers”) in California. The bioptic driver group consisted of 229 drivers, while a randomly selected comparison sample consisted of 21,064 drivers. The 2-year total and fatal/injury accident rates of the bioptic group were normalized to the age/sex distribution of the comparison sample. Normalized accident rates for bioptic drivers were significantly greater than the corresponding rates for comparison drivers. The study also included an analysis of the driving records of bioptic drivers prior and subsequent to acquisition of telescopic lenses and an analysis of total and fatal/injury accidents for bioptic and comparison drivers with valid licenses only. It was recommended that California continue to license bioptic drivers, but with greater use of license restrictions and more stringent post-licensing control.  相似文献

OBJECTIVE: Signalized intersections are accident-prone areas especially for rear-end crashes due to the fact that the diversity of the braking behaviors of drivers increases during the signal change. The objective of this article is to improve knowledge of the relationship between rear-end crashes occurring at signalized intersections and a series of potential traffic risk factors classified by driver characteristics, environments, and vehicle types. METHODS: Based on the 2001 Florida crash database, the classification tree method and Quasi-induced exposure concept were used to perform the statistical analysis. Two binary classification tree models were developed in this study. One was used for the crash comparison between rear-end and non-rear-end to identify those specific trends of the rear-end crashes. The other was constructed for the comparison between striking vehicles/drivers (at-fault) and struck vehicles/drivers (not-at-fault) to find more complex crash pattern associated with the traffic attributes of driver, vehicle, and environment. RESULTS: The modeling results showed that the rear-end crashes are over-presented in the higher speed limits (45-55 mph); the rear-end crash propensity for daytime is apparently larger than nighttime; and the reduction of braking capacity due to wet and slippery road surface conditions would definitely contribute to rear-end crashes, especially at intersections with higher speed limits. The tree model segmented drivers into four homogeneous age groups: < 21 years, 21-31 years, 32-75 years, and > 75 years. The youngest driver group shows the largest crash propensity; in the 21-31 age group, the male drivers are over-involved in rear-end crashes under adverse weather conditions and the 32-75 years drivers driving large size vehicles have a larger crash propensity compared to those driving passenger vehicles. CONCLUSIONS: Combined with the quasi-induced exposure concept, the classification tree method is a proper statistical tool for traffic-safety analysis to investigate crash propensity. Compared to the logistic regression models, tree models have advantages for handling continuous independent variables and easily explaining the complex interaction effect with more than two independent variables. This research recommended that at signalized intersections with higher speed limits, reducing the speed limit to 40 mph efficiently contribute to a lower accident rate. Drivers involved in alcohol use may increase not only rear-end crash risk but also the driver injury severity. Education and enforcement countermeasures should focus on the driver group younger than 21 years. Further studies are suggested to compare crash risk distributions of the driver age for other main crash types to seek corresponding traffic countermeasures.  相似文献

While it seems rational to assume that crash involvement risk and outcome are influenced by the way one drives, nevertheless there is continuing controversy over the validity of certain categories of traffic law infractions as true measures of such behavior. Specifically, does the accumulation of tickets for speeding identify drivers as high risk for becoming culpably involved in speed-related crashes? Further, does a proclivity for exhibiting speeding behavior in the presence of police translate into a greater risk for involvement in high-severity collisions?The research reported in this paper attempted to address these issues. Research has shown that one of the best predictors of a driver's future crash risk is the number of prior moving traffic violations (e.g., speeding). Public driver records are used by government and nongovernment users to assess drivers' future crash risks. However, the adequacy of such records may be compromised by deficient recordkeeping systems and by court-based diversion programs (e.g., probation before judgment, traffic school election) that allow drivers presumed guilty to avoid convictions in court and posting of the violations to their driver records. Using a case study approach in four jurisdictions in three states, citations issued for traffic violations were tracked through court adjudication to placement on driver records. Individual court case records and driver history records were reviewed. The percentages of citations issued that appeared on driver records were 58-87% for moving violations, 30-94% for driving while impaired (DWI), and 67-95% for occupant restraint violations. Diversion programs were a significant factor in two states, where 21% and 35% of moving violation citations resulted in diversions. Almost all court convictions in each jurisdiction were recorded on driver records, but few citations resulting in diversions were recorded. Thus, diversion programs in some jurisdictions substantially reduce the utility of public driver records as reliable indicators of prior traffic violations and future crash risks. Recordkeeping inefficiencies and errors were less important factors in this study.  相似文献

IntroductionUnderstanding driver behavior is important for traffic safety and operation, especially at intersections where different traffic movements conflict. While most driver-behavior studies are based on simulation, this paper documents the analysis of driver-behavior at signalized intersections with the SHRP 2 Naturalistic Driving Study (NDS) data. This study analyzes the different influencing factors on the operation (speed control) and observation of right-turn drivers.MethodA total of 300 NDS trips at six signalized intersections were used, including the NDS time-series sensor data, the forward videos and driver face videos. Different factors of drivers, vehicles, roads and environments were studied for their influence on driver behavior. An influencing index function was developed and the index was calculated for each influencing factor to quantitatively describe its influencing level. The influencing index was applied to prioritize the factors, which facilitates development and selection of safety countermeasures to improve intersection safety. Drivers' speed control was analyzed under different conditions with consideration of the prioritized influencing factors.ResultsVehicle type, traffic signal status, conflicting traffic, conflicting pedestrian and driver age group were identified as the five major influencing factors on driver observation.ConclusionsThis research revealed that drivers have high acceleration and low observation frequency under Right-Turn-On-Red (RTOR), which constituted potential danger for other roadway users, especially for pedestrians.Practical applicationsAs speed has a direct influence on crash rates and severities, the revealed speed patterns of the different situations also benefit selection of safety countermeasures at signalized intersections.  相似文献

Introduction: Fatal crashes that include at least one fatality of an occupant within 30 days of the crash cause large numbers of injured persons and property losses, especially when a truck is involved. Method: To better understand the underlying effects of truck-driver-related characteristics in fatal crashes, a five-year (from 2012 to 2016) dataset from the Fatality Analysis Reporting System (FARS) was used for analysis. Based on demographic attributes, driving violation behavior, crash histories, and conviction records of truck drivers, a latent class clustering analysis was applied to classify truck drivers into three groups, namely, ‘‘middle-aged and elderly drivers with low risk of driving violations and high historical crash records,” ‘‘drivers with high risk of driving violations and high historical crash records,” and ‘‘middle-aged drivers with no driving violations and conviction records.” Next, equivalent fatalities were used to scale fatal crash severities into three levels. Subsequently, a partial proportional odds (PPO) model for each driver group was developed to identify the risk factors associated with the crash severity. Results' Conclusions: The model estimation results showed that the risk factors, as well as their impacts on different driver groups, were different. Adverse weather conditions, rural areas, curved alignments, tractor-trailer units, heavier weights and various collision manners were significantly associated with the crash severities in all driver groups, whereas driving violation behaviors such as driving under the influence of alcohol or drugs, fatigue, or carelessness were significantly associated with the high-risk group only, and fewer risk factors and minor marginal effects were identified for the low-risk groups. Practical Applications: Corresponding countermeasures for specific truck driver groups are proposed. And drivers with high risk of driving violations and high historical crash records should be more concerned.  相似文献

IntroductionIn 1996, the Ministry of Transportation in Ontario (MTO) implemented the Group Education Session (GES), which is a mandatory license renewal program for drivers aged 80 and older. This study describes an evaluation of the GES to assess its impact on road safety in Ontario, as well as its effect on the safety of individual drivers who participated in the program.MethodsTime series analysis of senior driver records both before and after implementation of the GES, and logistic regression and survival analysis examining senior driver records prior to, and following, their participation in the GES.ResultsUsing time series analysis there is some evidence to suggest that the GES had a positive impact on road safety. According to the other analyses, participation in the GES is associated with a decrease in the odds of collisions and convictions, regardless of whether drivers pass their first attempt of the knowledge test or not. In addition, failing the first road test and/or having demerit points are strong indicators of future collision and conviction involvement.DiscussionResults from this evaluation suggest that the GES has had a protective effect on the safety of senior drivers.Practical ApplicationsThe findings and discussion will help MTO improve the GES program and provide insights to other jurisdictions that have, or are considering, introducing new senior driver programs.  相似文献

OBJECTIVE: The risk of motor-vehicle collisions increases as driving-related functional abilities decline. These declines can accompany normal or pathological aging and can be identified through driving-related functional screening exams upon license renewal. The objective of this cost-benefit analysis was to determine the utility of four functional screening procedures used to identify drivers at risk for motor-vehicle collisions, as well as an intervention designed to maintain or improve functional abilities. Additionally, this study sought to determine the expected cost per driver if an intervention was designed to target only those drivers who failed the functional ability-based driving screen, versus the expected cost per driver if the intervention was distributed en masse to all drivers 75 years and older. Improving functional abilities in older adults has potential far-reaching health and financial impacts which are broader than their impact of maintaining mobility. METHODS: A decision tree was constructed to evaluate the expected costs and benefits of (a) screening all drivers and intervening when indicated (several screening batteries of varying length were considered), (b) no screening, but intervening with all drivers of older age, or (c) neither screening nor intervening (i.e., re-licensing per usual). Test characteristics and risk probabilities were based on a cohort of drivers aged 75 and older from a previous study (Ball et al., 2006). Relevant sensitivity analyses were conducted. RESULTS: Providing all drivers with the speed-of-processing intervention is the most cost-beneficial option (expected cost per driver = $493.30), even if the cost of the intervention doubles. Sensitivity analysis indicated the effectiveness of the intervention could drop from 86% to 25% and the preventative approach of intervening with all drivers remains the most cost-beneficial strategy. The least cost-beneficial option is almost always re-licensing per usual (expected cost per driver = $1,562.84). CONCLUSION: Screening drivers upon license renewal is not currently beneficial because the available technology cannot consistently identify drivers at risk for a collision. However, the speed-of-processing intervention has demonstrated efficacy in improving driving competence (Roenker et al., 2003) and is a non-invasive, moderate-cost intervention that has the potential to protect the safety and mobility, as well as the financial interests, of older drivers and the community at large.  相似文献

Introduction: While road traffic accidents and fatalities are a worldwide problem, the rates of road traffic accidents and fatalities show differences among countries. Similarly, driver behaviors, traffic climate, and their relationships also show differences among countries. The aim of the current study is to investigate the moderating effect of driving skills on the relationship between traffic climate and driver behaviors by country. (Turkey and China). Method: There were 294 Turkish drivers and 292 Chinese drivers, and they completed the Traffic Climate Scale, the Driving Skills Inventory, and the Driver Behavior Questionnaire. The moderated moderation analyses were conducted with Hayes PROCESS tool on SPSS. Results: The results showed that safety skills moderated the relationship between internal requirements and violations both in Turkey and China. Safety skills also moderated the relationship between internal requirements and errors only in China and the relationship between functionality and violations in Turkey. Perceptual-motor skills moderated the relationships between external affective demands and errors, and also the relationship between internal requirements and positive driver behaviors in Turkey. It can be inferred that driving skills has different influences on traffic climate-driver behaviors relationship in different cultures and there might be cultural differences in the evaluation of drivers’ own driving skills. Practical Applications: Among driving skills, safety skills have a more critical role to increase road safety by decreasing number of violations. Interventions to increase safety skills of drivers might be promising for road safety.  相似文献

Problem: This study evaluates how the traffic behaviors of young drivers and their attitudes toward traffic regulations have changed over the last 23 years, and particularly, whether the differences in attitudes and behavior between male and female drivers have changed. Method: The study was conducted in 2001, and it replicated a traffic attitude survey administered in 1978. The same survey was used, enabling comparison between the years. The number of respondents was 3,158 in 1978 and 2,759 in 2001. Results: The comparison revealed several differences regarding the background factors, attitudes, and driving style of novice drivers. Most obvious changes in the drivers' background were the changes in education level (higher today), driver training (more private training today), and exposure/experience in terms of kilometers (more today). The summary variable measured that the young drivers showed more negative attitudes toward traffic rules and safe driving in 2001 compared to 1978. Female drivers drove less than males and evaluated their driving skill lower. Female drivers were less involved in accidents and they committed less traffic offenses than males (kilometrage controlled). Female drivers showed a more positive attitude toward traffic safety and rules than males. The difference in traffic attitudes and behavior between males and females in 1978 compared to 2001 remained the same or even increased somewhat.  相似文献

为了分析高速公路交通安全现状,提出高速公路交通安全综合管理对策,采用对比分析法,研判当前高速公路交通安全形势,统计分析高速公路交通事故特征规律,提出基于“6E”的高速公路交通安全系统管理对策。以1994~2013年期间的高速公路交通事故统计数据为分析对象,采用事故起数、事故死亡人数、事故率、致死率、重大事故起数等作为评价指标,对比交通事故总量和不同等级公路事故情况,分析了当前我国高速公路交通安全形势。从交通安全执法管理的角度,对高速公路交通事故发生时间、事故形态、肇事车辆类型、事故原因、肇事驾驶人驾龄等进行了特征分析,在立法、教育、工程、执法、急救、评价6个方面,提出了高速公路交通安全管理系统化对策,为进一步认识当前高速公路交通安全形势,完善高速公路交通安全管理提供技术支持。  相似文献

Introduction: Aggressive driving has been associated as one of the causes for crashes, sometimes with very serious consequences. The objective of this study is to investigate the possibility of identifying aggressive driving in car-following situations on motorways by simple jerk metrics derived from naturalistic data. Method: We investigate two jerk metrics, one for large positive jerk and the other for large negative jerk, when drivers are operating the gas and brake pedal, respectively. Results: The results obtained from naturalistic data from five countries in Europe show that the drivers from different countries have a significantly different number of large positive and large negative jerks. Male drivers operate the vehicle with significantly larger number of negative jerks compared to female drivers. The validation of the jerk metrics in identifying aggressive driving is performed by tailgating (following a leading vehicle in a close proximity) and by a violator/non-violator categorization derived from self-reported questionnaires. Our study shows that the identification of aggressive driving could be reinforced by the number of large negative jerks, given that the drivers are tailgating, or by the number of large positive jerks, given that the drivers are categorized as violators. Practical applications: The possibility of understanding, classifying, and quantifying aggressive driving behavior and driving styles with higher risk for accidents can be used for the development of driver support and coaching programs that promote driver safety and are enabled by the vast collection of driving data from modern in-vehicle monitoring and smartphone technology.  相似文献

研究表明疲劳驾驶是引发交通伤亡事故的重要原因之一,因此有必要采取相应的预防措施。脑电是公认的睡眠(疲劳)金指标,因此论文提出了基于脑电频谱特征的驾驶员疲劳预测方法。采用了驾驶模拟实验中记录的三路驾驶员脑电信号,并利用驾驶员自评与专家评定两种方式相结合的方法将驾驶数据分为疲劳和清醒。针对脑电中眼电噪声很强的特点,对记录的脑电进行了自适应滤波消噪处理,结果显示可有效滤除眼电伪迹;然后根据脑电的频域特征比较突出且与疲劳相关的特点,从去噪后的脑电中提取出了的75个频谱特征;最后利用这些频谱特征,采用朴素贝叶斯分类的方法建立了驾驶员疲劳监测模型。实验结果表明,该方法能监测出驾驶员84%的疲劳状态。  相似文献

解决营运驾驶员驾驶事故频发的不安全行为问题,基于复杂适应系统(CAS)理论和多主体建模与仿真(ABMS)方法,构建营运驾驶员驾驶事故模型。通过调节车辆状况、管理者管理监督水平、营运驾驶员情绪状态、安全教育水平、驾驶经验和环境综合条件等因素,运用NetLogo仿真平台分析安全管理水平、营运驾驶员安全责任意识、心理负荷水平对驾驶事故的影响。研究表明:营运驾驶员驾驶事故的发生系统是一种典型的CAS,营运驾驶员驾驶事故是三大主体属性和行为环境交互的结果,且交互作用程度不同。因此,运输企业要考虑多种因素,采取相应的措施来降低营运驾驶员驾驶事故的发生。  相似文献

INTRODUCTION: The impact of a driver's cognitive capability on traffic safety has not been adequately studied. This study examined the relationship between cognitive failures, driving errors and accident data. METHOD: Professional drivers from Iran (160 males, ages 18-65) participated in this study. The cognitive failures questionnaire (CFQ) and the driver error questionnaire were administered. The participants were also asked other questions about personal driving information. A principal component analysis with varimax rotation was performed to determine the factor structure of the CFQ. Poisson regression models were developed to predict driving errors and accidents from total CFQ scores and the extracted factors. RESULTS: Total CFQ scores were associated with driving error rates, but not with accidents. However, the 2 extracted factors suggested an increased effect on accidents and were strongly associated with driving errors. DISCUSSION: Although the CFQ was not able to predict driving accidents, it could be used to identify drivers susceptible to driving errors. Further development of a driving-oriented cognitive failure scale is recommended to help identify error prone drivers. Such a scale may be beneficial to licensing authorities or for developing driver selection and training procedures for organizations.  相似文献
