The newly released findings by the International Commission on Radiation Protection (ICRP) led to a review of the lifetime risk coefficients for fatal cancer used in J-value analysis of nuclear safety systems. The change in life expectancy a safety system brings about by averting a radiation exposure needs to be estimated in order to calculate the safety system's J-value, and this is done following the ICRP's practice of using risk coefficients that are uniform across both genders and all ages in the defined population group (either workers or the general population). The ICRP predicted uniformly lower radiation risks in 2007 than in 1990 on a like-for-like basis, but it was found that the ICRP's new risk coefficients needed to be multiplied by a compensating factor specific to each population when used in calculating the radiation-induced change in life expectancy. Incorporating the new compensating factor leads to a decrease in the J-value calculated of about 5% for workers and 15% for the general population compared with earlier, reported results. These adjustments are not large compared with the uncertainties associated with radiation harm and the economics of installing a safety system, but will strengthen slightly the case for spending on a nuclear safety measure.  相似文献

The judgement- or J-value, which enables the worth of any health or safety scheme to be measured on a common, objective scale, may be applied to a scheme to reduce or eliminate a prolonged radiation exposure provided the life extension achieved can be calculated. The calculation is necessarily complex because of the long and stochastic incubation periods associated with radiation-induced cancers. However, numerical techniques are presented here that speed up the calculation of the improved life expectancy by a factor of about one hundred. The J-value assessment of new safety systems on nuclear plant is thus made much quicker and easier.  相似文献

Improvements in nuclear safety are often achieved through introducing a new safety measure that reduces the frequency of a hazardous accident rather than its consequences. To carry out a J-value analysis, it is necessary to calculate how a reduction in accident frequency extends the life expectancy of the potentially exposed group of people. The paper presents two methods for calculating the loss of life expectancy associated with accidents of a certain severity occurring with a defined frequency. The first begins by using an equivalent, prolonged radiation exposure to represent the effects of the accident occurring once per year over the given period of operation. The resultant loss of life expectancy is then scaled by multiplying by the frequency of occurrence. The second method calculates the loss of life expectancy brought about by a single accident occurring during the given period of operation and scales this by multiplying by both the length of the operational period and the frequency of occurrence. Results derived using the first method show that there is a relatively small effect on loss of life expectancy per accident if several accidents are assumed to occur during a typical period of operation. This conclusion permits a simple assessment of the effect of possible, multiple accidents. The accuracy of the second method is found not to be compromised materially by ignoring the possibility of multiple accidents. The second method is shown to be slightly more conservative than the first, and also somewhat more accurate. Calculations of the loss of life expectancy may be carried out before and after the new safety improvement has been implemented, and the difference between the two results will be the life extension brought about by the new safety measure.  相似文献

The life extension achieved by a safety scheme that reduces or eliminates a prolonged radiation exposure is a necessary parameter for calculating the Judgment-or J-value, which enables the scheme's worth to be measured on a common, objective scale against which health and safety spend across all economic sectors can be assessed. The life-expectancy calculation for radiation exposure is necessarily complex because of the long and stochastic incubation periods associated with radiation-induced cancers. Analytical methods are presented to reduce the size of this calculation approximately a hundredfold. The paper presents a new derivation of the J-value method for assessing health and safety expenditure that highlights the fact that two trade-offs are involved. The trade-off between safety spend and the resulting improvement in life expectancy rests on a prior trade between free-time fraction and income, made at a societal level. It is suggested that each trade is a specific instance of a more general exchange between expected free-time and income, and that the terms of the trade-off are similar, so that the percentage increase in life expectancy has the same value as a similar percentage increase in total expected free-time. The theoretical framework suggests that the average person values all his time equally, but perceives that he has sold his expected working time to an employer, so that, while he will still place a value on it, he does not see that value as coming to him, but rather going to his employer in exchange for the compensation he is being paid. Thus he values the extra years of life expectancy he obtains from a health and safety measure solely in terms of the extra years of free-time he expects to gain. The value of the exponent in the life-quality index has been shown to be equal to both the modulus of the elasticity of expected future free-time with respect to income and the modulus of the elasticity of life expectancy with respect to income. The indifference curves on the planes of income versus life expectancy and income versus discounted life expectancy have been shown to be the loci of J = 1. The actuarial basis for the calculation of working time fraction to the end of life has been explained, and data on the share of wages in Gross Domestic Product have been discussed. Based on recent statistics from the UK economy, the average person would be prepared to forego about 5½% of his income to the end of life in order to increase his life expectancy or discounted life expectancy by 1%, and would require his lifetime income to be increased by 5½% to compensate him for a loss of 1% in his life expectancy, discounted or otherwise. A small degree of asymmetry will, however, occur for larger percentage changes in life expectancy, with the average person requiring somewhat more compensation for a loss of life expectancy than he is prepared to pay for a gain.  相似文献

通过查阅、分析大量文献,结合实际工作经验,系统阐述了医务人员面临的主要职业危害因素,并针对我国医务人员职业危害现状和防治工作中存在的主要问题,提出防治关键环节和措施。分析表明:我国医务人员职业暴露危害严重;医务人员的生命质量和平均寿命低于普通人群;医院职业卫生立法和技术标准滞后;防治措施不力,医务人员职业健康权益得不到有效保护。同时指出对医务人员职业危害防治的关键措施:必须通过加强科学研究、制定法规标准、建设医院安全文化、加强宣传教育和培训、推广免疫接种和防护技术、科学设计工作流程、加强心理疏导等关键措施,有效防治医务人员职业健康危害。  相似文献

IntroductionYoung workers (aged 15–24) suffer disproportionately from workplace injuries, with a nonfatal injury rate estimated to be two times higher than among workers age 25 or over. These workers make up approximately 9% of the U.S. workforce and studies have shown that nearly 80% of high school students work at some point during high school. Although young worker injuries are a pressing public health problem, the critical knowledge and skills needed to prepare youth for safe and healthy work are missing from most frameworks used to prepare the emerging U.S. workforce.MethodsA framework of foundational workplace safety and health knowledge and skills (the NIOSH 8 Core Competencies) was developed based on the Health Belief Model (HBM).ResultsThe proposed NIOSH Core Competencies utilize the HBM to provide a framework for foundational workplace safety and health knowledge and skills. An examination of how these competencies and the HBM apply to actions that workers take to protect themselves is provided. The social and physical environments that influence these actions are also discussed.ConclusionsThe NIOSH 8 Core Competencies, grounded in one of the most widely used health behavior theories, fill a critical gap in preparing the emerging U.S. workforce to be cognizant of workplace risks.Practical applicationsIntegration of the NIOSH 8 Core Competencies into school curricula is one way to ensure that every young person has the foundational workplace safety and health knowledge and skills to participate in, and benefit from, safe and healthy work.  相似文献

Management commitment to safety is recognised as a fundamental component of an organisation's safety culture (Reason, 1997. Managing the Risks of Organisational Accidents. Ashgate, Aldershot, UK). However, the role and experiences of site managers in relation to safety have rarely been examined. A survey questionnaire was conducted of 200 Offshore Installation Managers (OIMs) from 157 offshore oil and gas installations belonging to 36 organisations operating on the United Kingdom Continental Shelf. The questionnaire gathered data relating to OIMs' level of experience and style of leadership as well as their knowledge and experience of safety and leadership within the industry. The aims of the study are twofold. The first aim is to investigate the relationship between managers' level of experience and style of leadership with their safety attitudes and behaviour. The second aim is to investigate managers' perceptions of best practice in safety leadership and their beliefs about the key outstanding safety issues. Findings suggest that experience is not the dominant factor in determining leadership style or attitudes to safety, however, the less experienced OIMs and those with more directive styles of leadership were found to overestimate their ability to influence and motivate the workforce. It seems that although managers are aware of best practice in safety leadership, they do not always act in ways consistent with this. They report having considerable difficulty in motivating and controlling some safety crucial aspects of workforce behaviour such as getting workers to accept ownership of safety and getting workers to report near misses. In terms of outstanding safety issues, it appears that improvements still need to be made in a number of areas such as the standardisation of safety culture; the harmonisation of safety practices and procedures across the industry; improved workforce competency and increased workforce involvement in safety activities and decision making.  相似文献

IntroductionCurrent census reports indicate a growing shift toward workforce diversity in the U.S. construction industry, which is largely the result of increasing participation from the Hispanic community. The data also suggest that the Hispanic workforce suffers a higher rate of fatal injuries compared to their non-Hispanic counterparts. Therefore, there is a dire need to develop and utilize new management tools and strategies to accommodate the differences in language and culture of this incoming labor force.MethodThe absence of these tools and strategies poses several challenges including cost overrun, schedule delay, and more importantly, higher workplace injury rates. This study aims to provide a better understanding of the contribution of cultural diversity as a factor that may influence the overall site safety.ResultsAs a result, this study provides further evidence that indicate that the current findings regarding the influence of active cultural differences are reliable, valid, and needs attention. Furthermore, the study provides sub-analysis results of cultural values among Hispanic workers, which suggest that workers from Mexico are less likely to speak up on safety issues when compared to other Hispanic workers. Therefore, this study has both practical and theoretical implications for managing workforce diversity and related safety performance in the U.S. construction industry. The results of the study can be used by employers and managers to adopt responsive strategies and tools to reduce the likelihood of fatal and nonfatal injuries among Hispanic workers.  相似文献

Studies on the rate of occupational accidents among workers in the wooden furniture industry is sparse, although the industry is deemed to be highly accident prone. Therefore, the rate of occupational accidents among workers in the wooden furniture industry in Malaysia, Thailand, Indonesia and Vietnam were studied, in 240 furniture manufacturing factories, using a structured questionnaire. The findings of the study suggest that contract workers are less prone to occupational accidents compared to their permanent counterparts, and hence, are more productive. Further, the results also revealed that the contract workers have a more positive attitude towards the work, and hence, pick up the essentials of safe working practices quickly. It must therefore be recognized that the “production oriented mentality” prevalent in the wooden furniture industry, which has been argued to compromise occupational safety and health standards in the industry may be debatable. In this context, it is essential for the policy makers to re-examine the employment of contract workers for the furniture manufacturing industry, as changing the psycho-economic parameters of the industry may be warranted before the industry is deemed attractive to a permanent workforce.  相似文献

Very little research has examined the safety expectations of new recruits, particularly those of individuals about to enter full-time work for the first time. There is evidence that new recruits have proportionally more accidents in the first period of their employment. One possible explanation for this is that the safety expectations of new recruits do not match the reality of the workplace they are about to enter. In Study 1 data on workplace safety expectations were collected from 142 final year high school students from six schools. Study 2 collected data from 40 organizations on the safety expectations of a new recruit and compared it with safety expectation data from a manager of the job they were entering. Both studies found that new recruit safety expectations were significantly correlated with ratings of safety specific trust in co-workers and management. Study 2 found that new recruits safety expectation scores were significantly higher than those given by managers. The results suggest that organizations need to develop a clear safety-specific psychological contract with new recruits.  相似文献

INTRODUCTION: Computer-based safety training is becoming more common and is being delivered to an increasingly aging workforce. Aging results in a number of changes that make it more difficult to learn from certain types of computer-based training. Instructional designs derived from cognitive learning theories may overcome some of these difficulties. METHODS: Three versions of computer-based respiratory safety training were shown to older and younger workers who then took a high and a low level learning test. RESULTS: Younger workers did better overall. Both older and younger workers did best with the version containing text with pictures and audio narration. DISCUSSION: Computer-based training with pictures and audio narration may be beneficial for workers over 45 years of age. IMPACT ON INDUSTRY: Computer-based safety training has advantages but workers of different ages may benefit differently. Computer-based safety programs should be designed and selected based on their ability to effectively train older as well as younger learners.  相似文献

During recent years the work environment has undergone significant changes regarding working time, years of employment, work organization, type of employment contracts and working conditions. In this paper, consequences of these changes on occupational and public health and safety are examined. These include the disruption of human biological rhythms, the increase of workers fatigue due to changes in patterns of working hours and years of employment, job insecurity and occupational stress, which have a serious impact on workers’ health and may result in an increase in occupational accidents. Unsafe work practices related to workload and time pressure, the impact of work changes on public safety and the deterioration of workers’ living conditions with respect to income, social-family life, health and insurance benefits, are also described. In this context, difficulties that occur due to the changing work environment in conducting effective occupational risk assessments and implementing OSH measures are discussed (for example, frequent changes between tasks and workplaces, underreporting of occupational accidents and diseases, lack of methodological tools, etc.). A fundamental criterion used while studying consequences on health and safety and the relative preventive measures is that health and safety must be approached as ‘the promotion and maintenance at the highest degree of the physical, mental and social well-being of workers’ and not only as retention of their work ability. Limits in combining “flexibility” at work and overall protection of occupational and public safety and health in a competitive market are put forward for discussion.  相似文献

Introduction and Method

Participants′ perceptions of the safety-related aspects of their organization′s recruitment processes were examined, as were their perceptions of safety aspects associated with new recruits.

Results

One hundred and fifty-four professional fire fighters indicated the trust they held in the safety-related aspects of their organizations′ selection and pre-start training. Perceived trust in pre-start training was negatively correlated (r = -.24, p < .01) with the risk associated with new recruits, and positively correlated (r = .50, p < .01) with ratings of trust in recruits to immediately work safely. Furthermore, trust in recruits to immediately work safely was negatively correlated (r = -.21, p < .01) with crews′ safety behavior toward recruits.

Conclusions

These results are interpreted as particularly dangerous for workers, as new recruits lack familiarity with aspects of their new workplace that cannot be addressed by either selection or pre-start training, making them a risk.

Impact on Industry

Organizations should actively identify new recruits, and encourage existing team members not to immediately trust new recruits to work safely.  相似文献

为了研究有感领导对建筑施工不同经验工人群体不安全行为的影响,采用问卷调查方法,以群体安全氛围为中介变量,建立了多群组结构方程模型(SEM),并运用AMOS软件分析了有感领导核心四要素(能见度、关系、对工作团体的投入、主动管理)对群体不安全行为的影响及路径系数。结果表明:有感领导对经验缺乏的新工人群体的影响均大于老工人群体;对新工人群体,能见度和主动管理对其不安全行为影响较大,路径系数分别为0.654和0.639;而对老工人群体,关系和对工作团体的投入对其影响较大,路径系数分别为0.577和0.561。因此,在实施有感领导管理时,面对不同经验工人群体,应该因人而宜,以实现更加有效的管理。  相似文献

PROBLEM: A number of structural and organizational changes have occurred recently within the New Zealand Forestry Industry, with concerns being raised about the impact of these changes on the forestry worker in terms of fatigue, sleepiness, and compromised safety. This study explored the relationship of fatigue, and some of its key determinants, with accidents and injuries in a group of forestry industry workers in New Zealand. METHOD: A total of 367 forestry workers responded to a self-administered questionnaire. RESULTS: Fatigue was found to be commonly experienced at work in the forest, with 78% of workers reporting that they experienced fatigue at least "sometimes." This study found that certain groups of workers reported long working hours, reduced sleep, compromised recovery time, and intensely paced work. The results of logistic regression analysis showed that recent sleep, number of breaks taken during the workday, and specific job/tasks were independently associated with reporting of high fatigue levels at work. Near-miss injury events were significantly more common among those reporting a high level of fatigue at work. Accidents and lost-time injury were associated with length of time at work, ethnicity, and having had near-miss injury events. DISCUSSION: Together, these results suggest that fatigue and aspects of work organization, which are likely to be fatiguing, may be associated with compromised safety for forest workers. IMPACT ON INDUSTRY: With an already slim margin of error present in forest operations, an impairment due to increased fatigue may constitute a significant risk factor for accidents and injuries in this workforce. The results indicate the need for further examination of shift and workload management among forestry workers, as well as a role for improving industry awareness about the causes and consequences of fatigue.  相似文献
