This paper addresses the problems of the municipal solid waste (MSW) collection system in the Tubas district of Palestine. More specifically, it addresses the often-voiced concerns pertaining to low efficiency as well as environmental problems. This was carried out through a systematic methodological approach. The paper illustrates how a private company applied a logistical management strategy, by rescheduling the MSW collection system, reallocating street solid waste containers and minimizing vehicle routing. The way in which the MSW collection timetable was rescheduled decreased the operating expenses and thus reduced MSW collection costs. All data needed to reschedule the collection timetable and optimize vehicle routing were based on actual field measurements. The new MSW collection timetable introduced by a private company was monitored for a period of a month. The new system resulted in an improvement in the MSW collection system by reducing the collection cost to a level that is socially acceptable (US dollars 3.75/family/month), as well as economically and environmentally sound.  相似文献

The increase in population, the rapid economic growth and the rise in community living standards accelerate municipal solid waste (MSW) generation in developing cities. This problem is especially serious in Pudong New Area, Shanghai, China. The daily amount of MSW generated in Pudong was about 1.11 kg per person in 2006. According to the current population growth trend, the solid waste quantity generated will continue to increase with the city's development. In this paper, we describe a waste generation and composition analysis and provide a comprehensive review of municipal solid waste management (MSWM) in Pudong. Some of the important aspects of waste management, such as the current status of waste collection, transport and disposal in Pudong, will be illustrated. Also, the current situation will be evaluated, and its problems will be identified.  相似文献

The concurrent effects of a fast national growth rate, of a large and dense residential area and a pressing demand for urban environmental protection create a challenging framework for waste management in Pudong New Area, Shanghai. The complexity of context and procedures is indeed a primary concern of local municipal authorities due to problems related to the collection, transportation and processing of residential solid waste. In order to design and implement a suitable urban solid waste system, the first task is to forecast the quantity and variance of solid waste as it relates to residential population, consumer index, season, etc. The system here discussed addresses exactly these issues, by means of an intelligent, sensorized container. Solid waste collection and hauling account for the greater part of the total cost in modern solid waste management systems. In a recent initiative, 3300 Swedish recycling containers have been fitted with level sensors and wireless communication equipment, thereby giving waste collection operators access to real-time information on the status of each container. In this study, analytical modeling and discrete-event simulation have been used to evaluate different scheduling and routing policies utilizing the real-time data. In addition to the general models developed, an empirical simulation study has been performed on the downtown recycling station system in Malmoe, Sweden. From the study, it can be concluded that dynamic scheduling and routing policies exist that have lower operating costs, shorter collection and hauling distances, and reduced labor hours compared to the static policy with fixed routes and pre-determined pick-up frequencies employed by many waste collection operators today. The results of the analytical model and the simulation models are coherent, and consistent with experiences of the waste collection operators.  相似文献

The planning and design of integrated municipal solid waste management (MSWM) systems requires accurate environmental impact evaluation of the systems and their components. This research assessed, quantified and compared the environmental impact of the first stage of the most used MSW container systems. The comparison was based on factors such as the volume of the containers, from small bins of 60–80 l to containers of 2400 l, and on the manufactured materials, steel and high-density polyethylene (HDPE). Also, some parameters such as frequency of collections, waste generation, filling percentage and waste container contents, were established to obtain comparable systems. The methodological framework of the analysis was the life cycle assessment (LCA), and the impact assessment method was based on CML 2 baseline 2000. Results indicated that, for the same volume, the collection systems that use HDPE waste containers had more of an impact than those using steel waste containers, in terms of abiotic depletion, global warming, ozone layer depletion, acidification, eutrophication, photochemical oxidation, human toxicity and terrestrial ecotoxicity. Besides, the collection systems using small HDPE bins (60 l or 80 l) had most impact while systems using big steel containers (2400 l) had less impact. Subsequent sensitivity analysis about the parameters established demonstrated that they could change the ultimate environmental impact of each waste container collection system, but that the comparative relationship between systems was similar.  相似文献

Municipal solid waste management is a multidisciplinary activity that includes generation, source separation, storage, collection, transfer and transport, processing and recovery, and, last but not least, disposal. The optimization of waste collection, through source separation, is compulsory where a landfill based management must be overcome. In this paper, a few aspects related to the implementation of a Web-GIS based system are analyzed. This approach is critically analyzed referring to the experience of two Italian case studies and two additional extra-European case studies. The first case is one of the best examples of selective collection optimization in Italy. The obtained efficiency is very high: 80% of waste is source separated for recycling purposes. In the second reference case, the local administration is going to be faced with the optimization of waste collection through Web-GIS oriented technologies for the first time. The starting scenario is far from an optimized management of municipal solid waste. The last two case studies concern pilot experiences in China and Malaysia. Each step of the Web-GIS oriented strategy is comparatively discussed referring to typical scenarios of developed and transient economies. The main result is that transient economies are ready to move toward Web oriented tools for MSW management, but this opportunity is not yet well exploited in the sector.  相似文献

Waste collection is a highly visible municipal service that involves large expenditures and difficult operational problems, plus it is expensive to operate in terms of investment costs (i.e. vehicles fleet), operational costs (i.e. fuel, maintenances) and environmental costs (i.e. emissions, noise and traffic congestions). Modern traceability devices, like volumetric sensors, identification RFID (Radio Frequency Identification) systems, GPRS (General Packet Radio Service) and GPS (Global Positioning System) technology, permit to obtain data in real time, which is fundamental to implement an efficient and innovative waste collection routing model. The basic idea is that knowing the real time data of each vehicle and the real time replenishment level at each bin makes it possible to decide, in function of the waste generation pattern, what bin should be emptied and what should not, optimizing different aspects like the total covered distance, the necessary number of vehicles and the environmental impact. This paper describes a framework about the traceability technology available in the optimization of solid waste collection, and introduces an innovative vehicle routing model integrated with the real time traceability data, starting the application in an Italian city of about 100,000 inhabitants. The model is tested and validated using simulation and an economical feasibility study is reported at the end of the paper.  相似文献

Japan's basic approach to municipal solid waste (MSW) is (1) waste reduction, (2) promotion of recycling, (3) volume reduction by intermediate treatment, and (4) environmentally sound final disposal. A brief history of legislative trends in waste management is given as background for current waste management and recycling activities. The material recovery rate for MSW collected by local municipalities was only 5.6% in 1996. More than half of MSW, on a volume basis, consists of containers and packages, while great amounts of landfill space are also taken up by bulky wastes such as electric appliances. Therefore, in order to promote recycling and decrease landfill waste, Japan is targeting containers, packages, and electric appliances. A law promoting separate collection and recycling of containers and packages (Packaging Waste Recycling Law) and a law requiring the recycling of specific home electric appliances into new products (Home Electric Appliance Recycling Law) were introduced in June 1995 and June 1998, respectively. Recycling of paper and glass from household waste is an integrated part of waste management in Denmark, however, increased recycling is a legislative target. The questions are: how much more can the recycling rate be increased through improvements of collection schemes when organisational and technical limitations are respected, and what will the environmental and economic consequences be? This was investigated in a case study of a municipal waste management system. Five scenarios with alternative collection systems for recyclables (paper, glass, metal and plastic packaging) were assessed by means of a life cycle assessment and an assessment of the municipality’s costs. Kerbside collection would provide the highest recycling rate, 31% compared to 25% in the baseline scenario, but bring schemes with drop-off containers would also be a reasonable solution. Collection of recyclables at recycling centres was not recommendable because the recycling rate would decrease to 20%. In general, the results showed that enhancing recycling and avoiding incineration was recommendable because the environmental performance was improved in several impact categories. The municipal costs for collection and treatment of waste were reduced with increasing recycling, mainly because the high cost for incineration was avoided. However, solutions for mitigation of air pollution caused by increased collection and transport should be sought.  相似文献

The aim of this study is to compare, from an environmental point of view, different alternatives for the management of municipal solid waste generated in the town of Castellón de la Plana (Spain). This town currently produces 207 ton of waste per day and the waste management system employed today involves the collection of paper/cardboard, glass and light packaging from materials banks and of rest waste at street-side containers.The proposed alternative scenarios were based on a combination of the following elements: selective collection targets to be accomplished by the year 2015 as specified in the Spanish National Waste Plan (assuming they are reached to an extent of 50% and 100%), different collection models implemented nationally, and diverse treatments of both the separated biodegradable fraction and the rest waste to be disposed of on landfills.This resulted in 24 scenarios, whose environmental behaviour was studied by applying the life cycle assessment methodology. In accordance with the ISO 14040-44 (2006) standard, an inventory model was developed for the following stages of the waste management life cycle: pre-collection (bags and containers), collection, transport, pre-treatment (waste separation) and treatment/disposal (recycling, composting, biogasification + composting, landfill with/without energy recovery). Environmental indicators were obtained for different impact categories, which made it possible to identify the key variables in the waste management system and the scenario that offers the best environmental behaviour. Finally, a sensitivity analysis was used to test some of the assumptions made in the initial life cycle inventory model.  相似文献

Uncontrolled growth of the urban population in developing countries in recent years has made solid waste management an important issue. Very often, a substantial amount of total expenditures is spent on the collection of solid waste by city authorities. Optimization of the routing system for collection and transport of solid waste thus constitutes an important component of an effective solid waste management system. This paper describes an attempt to design and develop an appropriate storage, collection and disposal plan for the Asansol Municipality Corporation (AMC) of West Bengal State (India). A GIS optimal routing model is proposed to determine the minimum cost/distance efficient collection paths for transporting the solid wastes to the landfill. The model uses information on population density, waste generation capacity, road network and the types of road, storage bins and collection vehicles, etc. The proposed model can be used as a decision support tool by municipal authorities for efficient management of the daily operations for transporting solid wastes, load balancing within vehicles, managing fuel consumption and generating work schedules for the workers and vehicles. The total cost of the proposed collection systems is estimated to be around 80 million rupees for the fixed cost of storage bins, collection vehicles and a sanitary landfill and around 8.4 million rupees for the annual operating cost of crews, vehicles and landfill maintenance. A substantial amount (25 million rupees/yr) is currently being spent by AMC on waste collection alone without any proper storage/collection system and sanitary landfill. Over a projected period of 15 yr, the overall savings is thus very significant.  相似文献

Waste management procedures in developing countries are associated with occupational safety and health risks. Gastro-intestinal infections, respiratory and skin diseases as well as muscular-skeletal problems and cutting injuries are commonly found among waste workers around the globe. In order to find efficient, sustainable solutions to reduce occupational risks of waste workers, a methodological risk assessment has to be performed and counteractive measures have to be developed according to an internationally acknowledged hierarchy. From a case study in Addis Ababa, Ethiopia suggestions for the transferral of collected household waste into roadside containers are given. With construction of ramps to dump collected household waste straight into roadside containers and an adaptation of pushcarts and collection procedures, the risk is tackled at the source.  相似文献

This paper provides a general overview of solid waste data and management practices employed in Turkey during the last decade. Municipal solid waste statistics and management practices including waste recovery and recycling initiatives have been evaluated. Detailed data on solid waste management practices including collection, recovery and disposal, together with the results of cost analyses, have been presented. Based on these evaluations basic cost estimations on collection and sorting of recyclable solid waste in Turkey have been provided. The results indicate that the household solid waste generation in Turkey, per capita, is around 0.6 kg/year, whereas municipal solid waste generation is close to 1 kg/year. The major constituents of municipal solid waste are organic in nature and approximately 1/4 of municipal solid waste is recyclable. Separate collection programmes for recyclable household waste by more than 60 municipalities, continuing in excess of 3 years, demonstrate solid evidence for public acceptance and continuing support from the citizens. Opinion polls indicate that more than 80% of the population in the project regions is ready and willing to participate in separate collection programmes. The analysis of output data of the Material Recovery Facilities shows that, although paper, including cardboard, is the main constituent, the composition of recyclable waste varies strongly by the source or the type of collection point.  相似文献

Collection of municipal solid waste (MSW) may account for more than 70% of the total waste management budget, most of which is for fuel costs. It is therefore crucial to optimise the routing network used for waste collection and transportation. This paper proposes the use of geographical information systems (GIS) 3D route modelling software for waste collection and transportation, which adds one more degree of freedom to the system and allows driving routes to be optimised for minimum fuel consumption. The model takes into account the effects of road inclination and vehicle weight. It is applied to two different cases: routing waste collection vehicles in the city of Praia, the capital of Cape Verde, and routing the transport of waste from different municipalities of Santiago Island to an incineration plant. For the Praia city region, the 3D model that minimised fuel consumption yielded cost savings of 8% as compared with an approach that simply calculated the shortest 3D route. Remarkably, this was true despite the fact that the GIS-recommended fuel reduction route was actually 1.8% longer than the shortest possible travel distance. For the Santiago Island case, the difference was even more significant: a 12% fuel reduction for a similar total travel distance. These figures indicate the importance of considering both the relief of the terrain and fuel consumption in selecting a suitable cost function to optimise vehicle routing.  相似文献

This paper provides an overview of the state of municipal solid waste (MSW) management in the capital of Cameroon, Yaoundé, and suggests some possible solutions for its improvement. The institutional, financial, and physical aspects of MSW management, as well as the livelihoods of the population, were analyzed. Our study revealed that distances and lack of infrastructure have a major impact on waste collection. Garbage bins are systematically mentioned as the primary infrastructure needed by the population in all quarters, whether it be a high or low standard community. The construction of transfer stations and the installation of garbage bins are suggested as a solution to reduce distances between households and garbage bins, thus improving waste collection vehicle accessibility. Transfer stations and garbage bins would enable the official waste collection company to expand its range of services and significantly improve waste collection rates. Several transfer stations have already been set up by non-governmental organizations (NGOs) and community-based organizations (CBOs), but they require technical, institutional and funding support. Research is needed on the quality and safety of community-made compost, as well as on soil fertility in urban and peri-urban areas. Most of the stakeholders, municipalities, the official waste collection company and households acknowledge the need for better monitoring and regulation of MSW management. The urban community of Yaoundé also needs to maintain its support of MSW management and promote the sustainability of NGOs and CBOs operating in underserved areas not yet covered by adequate infrastructures. A major opportunity for implementation of such waste policy is the heavily indebted poor countries (HIPC) program dedicated to urban planning and good governance.  相似文献

In the present paper, an innovative model for the estimation of municipal solid waste generation and collection is proposed. This model is part of an extended solid waste management system and uses a spatial Geodatabase, integrated in a GIS environment. It takes into consideration several parameters of waste generation, such as population density, commercial activities, road characteristics and their influence on the location and allocation of waste bins. Ground-based analysis was applied for the estimation of the inter-relations between the aforementioned factors and the variations in waste generation between residential and commercial areas. Therefore, the proposed model follows a unified categorization approach for residential and commercial activities and focuses on the dominant factors that determine waste generation in the area under study. The most important result of the research work presented in the current paper is an accurate estimation of the optimal number of waste bins and their allocation. A new methodology and an appropriate algorithm have been developed for this purpose in order to facilitate routing and waste collection. By using these results, municipalities aware of social, economical and environmental factors, related to waste management, can achieve optimal usage of their resources and offer the best possible services to their citizens.  相似文献

A cost methodology is proposed for evaluating the ecological-economic efficiency of a municipal solid waste management scheme based on the recommendations of cost-benefit analysis and the full-cost accounting methodology for municipal solid waste management. The methodology employs the previously introduced waste managements’ efficient decision (WAMED) model and the company statistical business tool for environmental recovery (COSTBUSTER) indicator. A case study presents the practical application of the proposed cost-benefit analysis-based theory to the landfilling concept currently applied in Kalmar, Sweden. It is concluded that the presented provisions for evaluation of the ecological-economic efficiency of a municipal solid waste management scheme reflect a novel integrated approach to solving the problem of simultaneously decreasing the negative impacts of municipal solid waste on the environment and the health of the population while providing an information support tool for decision making in municipal solid waste management at regional and municipal levels to improve small-and medium-sized company competitiveness in particular.  相似文献

The municipal solid waste management significantly contributes to the emission in the atmosphere of greenhouse gases (e.g. CO2, CH4, N2O) and therefore the management process from collection to treatment and disposal has to be optimized in order to reduce these emissions. In this paper, starting from the average composition of undifferentiated municipal solid waste in Italy, the effect of separate collection on greenhouse gases emissions from municipal waste management has been assessed. Different combinations of separate collection scenarios and disposal options (i.e. landfilling and incineration) have been considered. The effect of energy recovery from waste both in landfills and incinerators has also been addressed. The results outline how a separate collection approach can have a significant effect on the emission of greenhouse gases and how wise municipal solid waste management, implying the adoption of Best Available Technologies (i.e. biogas recovery and exploitation system in landfills and energy recovery system in Waste to Energy plants), can not only significantly reduce greenhouse gases emissions but, in certain cases, can also make the overall process a carbon sink. Moreover it has been shown that separate collection of plastic is a major issue when dealing with global warming relevant emissions from municipal solid waste management.  相似文献

This study compares the social costs and environmental benefits of collecting single use drink containers through the Danish deposit system with the social costs and benefits of treating the containers as part of the municipal waste-disposal system. It focuses on single use polyethylene terphthalate and glass bottles, and steel and aluminium cans. The social costs of handling these containers in the deposit system includes the costs of collection, sorting, and transportation, adjusted against the profit from selling the collected material for recycling. The social cost of incinerating these containers as municipal waste consists of the expenses for the collection, incineration of the containers and disposal of ashes. If there is any income from energy generation accompanying incineration, this is adjusted against costs. The main environmental effects related to both strategies are quantified, valuated and included in the assessment. The results of the analysis show that there are significant social costs compared to the benefits connected with the new deposit system. This is true for all four types of single use drink containers examined. All in all, Denmark bears a net social cost of 6.7 to 8.1 million Euros per year compared to a baseline of incineration with energy recovery.  相似文献

Istanbul, with a population of around 13 million people, is located between Europe and Asia and is the biggest city in Turkey. Metropolitan Istanbul produces about 14,000 tons of solid waste per day. The aim of this study was to assess the situation of municipal solid-waste (MSW) management in Istanbul. This was achieved by reviewing the quantity and composition of waste produced in Istanbul. Current requirements and challenges in relation to the optimization of Istanbul’s MSW collection and management system are also discussed, and several suggestions for solving the problems identified are presented. The recovery of solid waste from the landfills, as well as the amounts of landfill-generated biogas and electricity, were evaluated. In recent years, MSW management in Istanbul has improved because of strong governance and institutional involvement. However, efforts directed toward applied research are still required to enable better waste management. These efforts will greatly support decision making on the part of municipal authorities. There remains a great need to reduce the volume of MSW in Istanbul.  相似文献
