The following is the first in a series of articles on various efforts to encourage and support innovation in hazardous waste treatment technologies for sites and affected groundwater. This article provides a brief discussion of the origins of the U.S. EPA’s Office of Solid Waste and Emergency Response (OSWER) Technology Innovation Office (T1O), its mission, and the major initiatives underway or under contemplation. Subsequent articles will provide progress reports on these initiatives and other activities related to technology innovation by federal and state regulators, technology developers, responsible parties, the engineering community, and other interested parties.  相似文献

Power technology innovation has been positioned as an effective way to contribute to China’s carbon productivity. However, limited empirical evidence exists on the impact of power technology innovation on carbon productivity. Thus, based on the annual panel dataset of 30 China’s provinces from 2001 to 2019, this study explored whether and how power technology innovation promotes or impedes the improvement of carbon productivity. First, carbon productivity in the framework of total factor was calculated based on the metafrontier Malmquist-Luenberger productivity index. Second, the effect of power technology innovation on carbon productivity was investigated using the spatial Durbin model. And we also examined whether heterogeneous power technology innovations have a synergistic effect on carbon productivity. Third, influence mechanism of power technology innovation affecting carbon productivity was identified. Results show that (1) there are notable differences in China’s provincial carbon productivity, which is characterized by the spatial correlation. (2) Local power technology innovation has a promotion effect on carbon productivity in both local and neighboring provinces. Moreover, the promotion effect of breakthrough power technology innovation is stronger than that of incremental power technology innovation. (3) Catching-up Effect and Innovation Effect are important transmission channels through which power technology innovation improves carbon productivity. Finally, policy recommendations are provided.

News accounts both reflect and influence public opinion through their noted ‘agenda-setting’ capability. We examined newspaper articles in Australia’s The Sydney Morning Herald from 1843 to 2011 to observe the evolution of media coverage on water issues related to water resources management. The results showed that water supply-related articles have dominated the reporting of water issues since 1843. This emphasis is reflected in the institutions involved and their related policy/management initiatives, as well as the themes of the articles. Extreme events such as flooding and drought have punctuated the historical record of reports on water issues. An economic development-driven tone was overwhelmingly predominant in newspaper articles (85 % of the total); however, there has been a marked decline in the importance of development-driven tone relative to environmental-sustainability oriented tone of articles since 1994. People from academia and NGOs were rarely quoted. Inclusion of wider range stakeholders should be considered as a strategic break-through and natural events should be considered as an “opportunity” to change public opinion on water issues for environmental sustainability.  相似文献

Food irradiation     
The use of irradation to improve the safety, protect the nutritional benefits, and preserve the quality of fresh and processed foods is a well established and proven technology. Over the past 30 years, the United States Government has invested in the science to confirm safety and in the technology to show application. The United States Department of Agriculture and the Food and Drug Administration have approved sources of ionizing radiation for the treatment of foods, and their application to most meats, fruits, vegetables, and spices. Despite the value of this technology to the food industry and to the health and welfare of the public, only minimal application of this technology occurs. This underscorces the importance of increasing the public’s understanding of radiation risks relative to other hazards. Accordingly, the Committee on Interagency Radiation Research and Policy Coordination of the Executive Office of the President has made recommendations for the creation of a centralized National Radiation Information Center that would work closely with Federal departments and agencies in responding to public queries about radiation issues and Federal programs.  相似文献

Acceptance by, and cooperation with relevant stakeholders in developing new sustainability initiatives when they are generally perceived as positive, is one of the keys for successful implementation of such new sustainability initiatives later on. It is remarkable, however, that ample literature exists about involving stakeholders in research projects focusing on problems with diverging views (controversy) around facts and values (wicked problems), but there is very little literature addressing whether and how to involve relevant stakeholders in case of initiatives where diverging norms and values do not play a (substantial) role, like in sustainability assessment for a future seaweed industry. This perspectives paper addresses that gap, and explores how to design such sustainability assessment, illustrated by how stakeholder interaction influenced the assessment and its results for a future seaweed industry in Sweden, followed by a discussion whether and how a similar approach may benefit sustainability assessment of other non-wicked sustainability initiatives.  相似文献

The Superfund Innovative Technology Evaluation (SITE) program was authorized as part of the 1986 amendments to the Superfund legislation. It represents a joint effort between U.S. EPA’s Office of Research and Development and Office of Solid Waste and Emergency Response. The program is designed to assist and encourage the development of waste treatment technologies that would contribute to more solutions to our hazardous waste problems.

Recently, EPA, through the SITE program, issued a work assignment to assess the “stateof- the-art” of electroklnetically enhanced contaminant removal from soils. Prior research efforts, both laboratory and field, have demonstrated that electroosmosis has the potential to be effective In facilitating the removal of certain types of hazardous wastes from soils. Particularly encouraging results have been achieved with inorganics in fine-grained soils where more traditional removal alternatives are less effective.

Although the results of various studies suggest that electrokinetics is a promising technology, further testing Is needed at both the laboratory and field levels to fully develop this technology for site remediation. A conceptual test program Is presented based on best available data which incorporates system design and operating parameters used in previous applications of this technology In the use of electrokinetics treatment as a remediation technique at hazardous waste sites.  相似文献

The Superfund Amendments and Reauthorization Act of 1986 (SARA) directed the U.S. Environmental Protection Agency (EPA) to establish an Alternative/Innovative Treatment Technology Research and Demonstration Program. The EPA’s Office of Solid Waste and Emergency Response and the Office of Research and Development established a program called the Superfund Innovative Technology Evaluation (SITE) Program to accelerate the development and use of innovative cleanup technologies at hazardous waste sites. The SITE Program comprises of five areas: the Demonstration Program, the Emerging Technology Program, the Measurement and Monitoring Technologies Development Program, the Innovative Technologies Program, and the Technology Transfer Program.

This paper discusses the Emerging Technology Program (ETP) that supports the development of technologies that have been successfully tested at bench-scale level. Before a technology can be accepted into the Emerging Technology Program, sufficient data must be available to validate its basic concepts. The ETP enters into a co-funding effort with developers for a one- or two-year effort. Developers are responsible for contributing financial support and conducting the developmental research. After development and data collection, the technology’s performance is documented and a report is prepared, which may include recommendations for further developing the technology. If test results are encouraging, a technology may proceed with approval to a field demonstration.

The purpose of this article is to provide the reader with (1) an introduction to the Emerging Technology Program (2) an understanding of how the program operates (3) a summary of those technologies currently being tested and evaluated under the program and (4) information on how to apply to the program.  相似文献

The last decade has seen a rapid increase in statutory requirements to regulate the disposal of hazardous wastes and clean up the legacies of their past indiscriminate disposal. The ability to accomplish this depends on the development of innovative technologies and the transfer of technical information on their performance to U.S. Environmental Protection Agency staff, state and local governments, and the private sector. This is a key responsibility of the Office of Solid Waste and Emergency Response, in concert with the Office of Research and Development. This paper describes the evolution of a program to transfer critically needed technologies to the field. A series of Agency evaluations that revealed institutional and communications problems impeding technology transfer led to the development of a systematic strategy that clearly defined roles and responsibilities and provided the impetus for improvement. Some of the major improvements resulting from this approach are briefly described.  相似文献

The application of digital technology in conservation holds much potential for advancing the understanding of, and facilitating interaction with, the natural world. In other sectors, digital technology has long been used to engage communities and share information. Human development—which holds parallels with the nature conservation sector—has seen a proliferation of innovation in technological development. Throughout this Perspective, we consider what nature conservation can learn from the introduction of digital technology in human development. From this, we derive a charter to be used before and throughout project development, in order to help reduce replication and failure of digital innovation in nature conservation projects. We argue that the proposed charter will promote collaboration with the development of digital tools and ensure that nature conservation projects progress appropriately with the development of new digital technologies.  相似文献

Despite these actions, little progress has been made on the public acceptance of this technology. In common with other technical fields and disciplines, the air pollution area has “information explosion” problems, compounded by the interdisciplinary nature of the field and the current increased emphasis on air pollution and its control. The development of technical information programs to meet these needs is traced, with emphasis on the Air Pollution Technical Infor-mation Center established by the National Air Pollution Control Administration of the Department of Health, Education, and Welfare. The Center is based on a delegation of responsibility by the Office of Science and Technology, Executive Office of the President, and now contains over 12,000 current references, with an acquisition rate of approximately 200 per month. In addition to the U. S. journal literature, particular emphasis is placed on the foreign literature and on U. S. Government research reports. Other programs discussed include the Air Pollution Control Association, Bay Area Air Pollution Control District, Center for Air Environment Studies at Penn State, and centers serving particular industries. Technologies such as thermal, oxidative, reductive, and microbial methods for the remediation of polychlorinated biphenyls (PCBs) have previously been reviewed. Based on energy consumption, formation of PCDD/F, and remediation efficiency, reductive methods have emerged as being advantageous for remediation of PCBs. However, many new developments in this field have not been systematically reviewed. Therefore, reductive technologies published in the last decade related to remediation of PCBs will be reviewed here. Three categories, including catalytic hydrodechlorination with H2, Fe-based reductive dechlorination, and other reductive dechlorination methods (e.g., hydrogen-transfer dechlorination, base-catalyzed dechlorination, and sodium dispersion) are specifically reviewed. With the retreat of the state under neoliberalism, the lack of (or negligible) government and non-governmental support reasserts grassroots initiatives as a global-change strategy. A feminist political ecology approach and the concept of adverse inclusion were used to facilitate an analysis of social differences shaping local-level adaptive responses. Adaptive responses of small farmers in the border village of San Ignacio, Sonora, Mexico, who are increasingly vulnerable to climate change, water scarcity, and changing labor markets were studied. Gender differences in production sites translate into diverse vulnerabilities and adaptive strategies. Local capacities and initiatives should be a focus of research and policy to avoid viewing women and men as passive in the face of global change. The dynamic strategies of San Ignacio women and men in home gardens and small orchards hold lessons for other regions particularly related to adaptation to climate change via agrobiodiversity, water resource management, and diversified agricultural livelihoods.  相似文献

Extensive reviews and meta-analyses are essential to summarize emerging developments in a specific field and offering information on the current trends in the scientific literature. Shale gas exploration and exploitation has been extensively debated in literature, but a comprehensive review of recent studies on the environmental impacts has yet to be carried out. Therefore, the goal of this article is to systematically examine scientific articles published between 2010 and 2015 and identify recent advances and existing data gaps. The examined articles were classified into six main categories (water resources, atmospheric emissions, land use, induced seismicity, occupational and public health and safety, and other impacts). These categories are analyzed separately to identify specific challenges, possibly existing consensus and data gaps yet remained in the literature.  相似文献

This paper reviews the regulatory history for nitrogen oxides (NOx) pollutant emissions from stationary sources, primarily in coal-fired power plants. Nitrogen dioxide (NO2) is one of the six criteria pollutants regulated by the 1970 Clean Air Act where National Ambient Air Quality Standards were established to protect public health and welfare. We use patent data to show that in the cases of Japan, Germany, and the United States, innovations in NOx control technologies did not occur until stringent government regulations were in place, thus "forcing" innovation. We also demonstrate that reductions in the capital and operation and maintenance (O&M) costs of new generations of high-efficiency NOx control technologies, selective catalytic reduction (SCR), are consistently associated with the increasing adoption of the control technology: the so-called learning-by-doing phenomena. The results show that as cumulative world coal-fired SCR capacity doubles, capital costs decline to approximately 86% and O&M costs to 58% of their original values. The observed changes in SCR technology reflect the impact of technological advance as well as other factors, such as market competition and economies of scale.  相似文献
