应对气候变化的科学基础是摸清区域碳排放基本状况,对碳排放现状的梳理是探索环境改善路径的依据。探索低碳发展路径的核心在于减排政策选择,同时也是实现可持续发展的条件保障。京津冀协同发展背景下区域环境保护及大气污染治理成为研究热点,河北省资源环境容量与经济增长之间的矛盾日益凸显,生态文明、可持续发展的要求促使探明环境现状,研究节能减排低碳发展的创新机制。摸清河北省碳排放基本现状,探明能源需求和碳排放的演变规律,对河北省探索低碳发展路径具有实践意义。本文基于河北省全域的数据资料和实地调查,核算了河北省下辖11个地级市能源活动引起的碳排放,分析了2005-2013年碳排放的时空演化规律,以情景分析方法为基础,预测了河北省到2030年的碳排放状况。认为:第一,能源活动的碳排放量从研究时间尺度上来看,始终保持增长的趋势,且2009年以后增长更为显著;从空间尺度上来看,唐山市的排放始终是全省最高。第二,基于情景分析对河北省能源活动的碳排放可能状况进行预测。基准情景是排放量最高的情景;低碳情景下2025年前后碳排放量基本稳定;强化低碳情景下设定2030年回到2005年的排放水平上,人均碳排放量始终保持下降,2030年将与全国2012年的人均排放平均水平相当。  相似文献

根据曹妃甸地区地表水和地下水资源异常紧缺、降水量不足、主要依靠跨区域调水的特点,综合考虑环境、人口、社会、经济等各方面要素,选取水资源子系统、生态环境子系统和社会经济发展子系统,并运用区域水资源规划管理理论,采用多目标规划技术建立了水资源承载力的多目标评价模型;结合按照各种发展模式设定的A,B,C,D四种情景,采用隶属度的方法分析计算了曹妃甸工业区2010,2020,2030年在A,B,C,D四种不同发展情景下的水资源承载力,得出A,B发展模式下曹妃甸工业区水资源准不可承载,C,D发展模式下可承载的模型预测结果;并针对评价结果,结合工业区实际情况,提出曹妃甸工业区提高水资源承载力的对策.  相似文献

基于广义水环境的概念,研究水环境承载可持续性的量化评价方法,拓展了水环境承载的内涵。主要考虑水环境的水源、资源、纳污、生态等四个功能过程,兼顾社会调节活动对水环境功能的影响。设计并构建了水环境承载的可持续性评价指标体系。对指标体系的1个指数、6个分类指标和36个衰征变量,采用多指标综合评价方法进行定量评价,得到水环境可持续承载度。建立了基予GIS的评价平台。结合白洋淀保定地区的案例进行了水环境承载的实证评价,分析了不同年份水环境承载度指数的变化趋势。提出了改善水环境承载状况的措施建议。研究成果可为科学制定保护规划和管理政策提供技术依据。  相似文献

It has become increasingly evident over the past several decades that there is a growing tension between two seemingly irreconcilable trends: (1) moderate to conservative demographic projections that world population size could easily reach 9 billion (or more) by the mid-to-late twenty-first century; and (2) prudent and increasingly reliable scientific estimates suggesting that the Earth's long-term sustainable carrying capacity (at an 'adequate to comfortable' standard of living) may not be much greater than 2–3 billion. I therefore argue that it is now time – indeed, past time – to develop and implement a set of well-conceived, clearly articulated, broadly equitable and internationally coordinated sociopolitical initiatives that go beyond merely slowing the growth – or even the stabilization – of global human numbers. After summarizing a number of 'inescapable realities' that the human species must soon confront, and notwithstanding the considerable difficulties involved in establishing rational and defensible global population optimums, I conclude with several suggestions relevant to the next logical step: how best to bring about a very significant reduction in global population size over the next two to three centuries. To the extent that there is still time to choose whether this dramatic decrease will be under conscious control or essentially chaotic, these proposals are cautiously optimistic.  相似文献

The measurement of urban population carrying capacity is the basis for cities’ sustainable development. However, the traditional study on population carrying capacity which was based on food supply is not applicable to the single urban area. This paper built a model for the analysis of urban carrying capacity, and took Haidian District in Beijing as an example to calculate the urban carrying capacity of Haidian District in the future, which was the basis for the improvement of the population carrying capacity. This study would also provide a reference to the measurement of the urban population carrying capacity for other cities and districts in China.  相似文献

基于投入产出方法的中国居民虚拟水消费研究   总被引:1,自引:0,他引:1  
居民在消费商品或服务的过程中,即在消费隐含其中的虚拟水,并且虚拟水的消费量远大于实物形态的水的消耗。不同消费模式对水资源的需求差异很大。文章借助投入产出方法计算了2002年中国各省及城乡居民的虚拟水消费情况,并分析了造成虚拟水消费差距的原因。结果表明,人均虚拟水消费量省际间及城乡间差异显著,基本是发达地区高于欠发达地区,城镇高于农村;每万元消费的虚拟水含量省际间及城乡间也有所不同,基本是欠发达地区高于发达地区,农村高于城镇。分析认为,消费水平和消费结构是造成这种差异的根本原因。  相似文献

Abstract

Water saving and developing water conservation society are the two key strategies both for wise water allocation and sustainable utilization. The paper analyses the connotation of water saving and water conservation society. Essentially, water saving means freeing up water from non-beneficial uses and providing it to some more productive uses. Basic principles for setting indicator are presented by providing efficient use of water, considering social issues and ecological protection. An integrated assessing water saving system aiming at more sustainable and efficient consumption is given considering unbalanced social and economic development in regions and basins. The hierarchy Indicator system provides qualified tools to the practice of water conservation and evaluates the value for water conservation society construction.  相似文献

A new approach for evaluating water sustainability is introduced by comparing physical and economic sustainability. To achieve physical sustainability, water should be available in sufficient quantity and of good quality and used efficiently. The economic sustainability can be achieved by balancing between costs and values of water. The objectives of this study were to estimate the physical and economic sustainability of surface water in the Big Lost River, south–central Idaho. The study used a Bayesian network by building a graphical diagram of nodes representing all significant variables related with the sustainability, such as water demand, water quality, and the different costs and values of water. The study showed that the likelihood of the physical sustainability is less than that of the economic sustainability, which is attributed to the scarcity of water in the Big Lost River. 水土资源是粮食生产和粮食安全的基础.水土资源粮食安全价值核算对于促进水土资源可持续利用,平衡地区粮食生产任务促进粮食安全具有积极意义.目前国内尚未有关于水土资源粮食安全价值系统的核算方法.本文根据虚拟水和虚拟土理论,综合考虑自然、经济和社会因素对粮食安全的影响,构建了粮食生产中的水土资源粮食安全价值核算方法体系,并以黄淮海地区为例进行了实证分析.结果表明:水土资源的粮食安全价值真实存在且可以量化,黄淮海地区各省市水土资源的粮食安全价值存在差异,河北、江苏、安徽、山东和河南省的水土资源粮食安全价值总量远远高于北京和天津,并提出了建立粮食安全补贴完善粮食安全价值实现途径的政策建议.  相似文献

水资源支撑能力即在当前技术水平条件下,某一区域水资源对区域发展总体目标的支撑限度.该文以系统动力学理论为指导,对长清区水资源的支撑能力进行了分析.拟定出在水资源约束条件下的三个区域发展方案,即:(1)水资源投资控制;(2)工业增长速度控制;(3)污水回用率控制.仿真结果分析表明,以方案(3)的适用性较好,在水资源投资不断增加,投资比例趋于合理的情况下,水资源对社会经济发展的支撑能力将由2002年的0.98提高天2010年的1.0.  相似文献

资源环境承载力研究进展:基于地理学综合研究的视角   总被引:1,自引:0,他引:1  
资源环境承载力作为连接社会系统、环境系统与经济系统之间的纽带,是协调人口、资源与环境相互联系、又彼此相对独立的矛盾统一体的关键所在。资源环境承载力是地理学综合研究的重要方向。综合性与区域性、人地关系是支撑其发展的重要理论框架。本文对国内外资源环境承载力的研究进展、存在问题和发展趋势进行了详尽的综述。国内外资源环境承载力研究经近百年发展,从最初的单一的土地资源承载力、水资源承载力甚至农业资源承载力发展到资源承载力、环境承载力以及生态环境承载力。近几十年,生态足迹、虚拟水、能值分析等综合研究理论与方法兴起,极大地推动了资源环境承载力研究的定量化和模式化。目前,资源环境承载力的研究面临着一系列新的要求和挑战。主要表现在:资源环境承载力理论基础、学科范式和方法体系尚需继续完善;若干关键科学问题(包括:尺度效应、关键阈值、变化机制等)亟待解答;基础研究需要与实践应用加强联系等等。在此基础上,本文主张从地理学综合视角重新审视资源环境承载力研究的理论框架和今后研究的优先主题。通过建构资源环境承载力的地理学综合研究范式,能够拓展资源环境承载力的理论深度和广度,有助于提升资源环境承载力在国民经济社会发展中的应用水平。本研究提出未来相关研究应围绕以下优先主题开展:(1)资源环境承载力关键要素的变化及驱动机制;(2)资源环境承载力综合评价的理论与方法;(3)资源环境承载力的动态监测与预警;(4)基于资源环境承载力的国土功能区划与管控;(5)重点区域的资源环境承载力的恢复与提升途径。  相似文献

The paper examines the linkages between water depletion, continuous population growth and economic development viewed primarily as agricultural development. This is done within a framework of a dynamic simulation model of ecological-economic type over extended periods of time. It is found that intensive agriculture, driven by an increase in the cropping intensity as a result of increase in area under paddy crop, has led to an increased gap between the demand for and supply of water resources, in particular subsurface resources. The consequent fall in water table may lead to constraints in the use of water. This has strong inequity implications in the resource use as well as threats to future of agricultural development in the region. It is revealed that a mix of interventions based on price solutions, non-price solutions and institutional set up are decisive in bringing a sustainable development and use of resource. The paper concludes with emphasising the role of state/government in achieving the desired goal.  相似文献

River Nile is one of the longest transboundery rivers and it is shared and used by Burundi,Democratic Republic of Congo,Egypt,Ethiopia,Eritrea,Kenya,Rwanda,Sudan,Tanzania and Uganda.As of today,the Nile is a crucial resource for the economic development of the Nile Basin countries and a vital source of livelihood for 160 million inhabitants as well as 300 million people living in the 10 riparian countries.The Nile Basin Initiative(NBI) is one of the international cooperative river basin management program and regional partnership where all the Nile Basin countries except Eritrea unite to pursue long-term sustainable development,improved land use practices and management.This review therefore focused on the challenges not faced on NBI in terms of integrated use of the river and conducted analysis of strengths,weaknesses,opportunities and threats(SWOT) based on secondary data.The result of the review revealed that for decades,the Nile Basin people have been facing many complex environmental,social,economic and political challenges that have made it difficult for the proper management and sustainability of Nile water.The initiative provides training to develop skills in government ministries,non-governmental organizations and local communities in each country.It is also working to raise awareness of critical environmental issues by strengthening networks of environmental education practitioners;developing curriculum in the education sector.The challenges of NBI include the involvement and funding of World Bank,lack of sufficient staff,procedural and policies conflicts,lack of coordination and linkage with other regional institutions and lack of recognition as river basin organization.Considering the complex nature of the project,it is recommended that the NBI should come up with a strong multi-disciplinary monitoring and evaluation team to follow up all implemented projects.The NBI should carry out participatory land use planning in communities along the river basin.Moreover,livelihood analysis should be carried out especially in communities along the Nile to come up with poverty eradication projects which are socially acceptable,applicable,economically viable and affordable.  相似文献

In Africa, the land and water resources quality are key factors for sustainable development. The degradation of the quality of these resources leads to scarcities and conflicts, which together threaten the sustainability of rural livelihoods. This work investigated and analysed the livelihoods conflicts over the land and water resources and their scarcities, policies that contributed to the land and water scarcities and the livelihood conflicts and linkage of the conflicts to the resources scarcities and degradation. Implications of degradation of the resources, development policies and livelihoods conflicts on sustainable development are discussed. Literature study, visits and discussions, participatory assessments, observations and questionnaire survey were used tools to collect data. Interviews of the 266 households revealed that, those experiencing the land and water scarcities and conflicts over these resources are significantly (p < 0.001) higher than those not experiencing the scarcities and conflicts. Crop-livestock competition, over the land and water resources causes prominent conflicts. A significant, (p < 0.05) associations of livelihoods conflicts to water shortage and period of water shortage for crop and livestock production were found. Improved accessibility to soil and water management technologies, wildlife–livestock co-existence, recognition of needs and land rights for pastoralists are recommended to minimize scarcities and herders versus farmers’ conflicts.  相似文献
