Habitat loss is major factor in the endangerment and extinction of species around the world. One promising strategy to balance continued habitat loss and biodiversity conservation is that of biodiversity offsets. However, a major concern with offset programs is their consistency with landscape-level conservation goals. While merging offset polices and landscape-level conservation planning is thought to provide advantages over a traditional disconnected approach, few such landscape-level conservation-offset plans have been designed and implemented, so the effectiveness of such a strategy remains uncertain. In this study, we quantitatively assess the conservation impact of combining landscape-level conservation planning and biodiversity offset programs by comparing regions of San Diego County, USA with the combined approach to regions with only an offset program. This comparison is generally very difficult due to a variety of complicating factors. We overcome these complications and quantify the benefits to rare and threatened species of implementing a combined approach by assessing the amount of each species’ predicted distribution, and the number of documented locations, conserved in comparison to the same metric for areas with an offset policy alone. We found that adoption of the combined approach has increased conservation for many rare species, often 5–10 times more than in the comparison area, and that conservation has been focused in the areas most important for these species. The level of conservation achieved reduces uncertainty that these species will persist in the region into the future. This San Diego County example demonstrates the potential benefits of combining landscape-level conservation planning and biodiversity offset programs.  相似文献

Saproxylic (dead-wood-associated) and old-growth species are among the most threatened species in European forest ecosystems, as they are susceptible to intensive forest management. Identifying areas with particular relevant features of biodiversity is of prime concern when developing species conservation and habitat restoration strategies and in optimizing resource investments. We present an approach to identify regional conservation and restoration priorities even if knowledge on species distribution is weak, such as for saproxylic and old-growth species in Switzerland. Habitat suitability maps were modeled for an expert-based selection of 55 focal species, using an ecological niche factor analyses (ENFA). All the maps were then overlaid, in order to identify potential species’ hotspots for different species groups of the 55 focal species (e.g., birds, fungi, red-listed species). We found that hotspots for various species groups did not correspond. Our results indicate that an approach based on “richness hotspots” may fail to conserve specific species groups. We hence recommend defining a biodiversity conservation strategy prior to implementing conservation/restoration efforts in specific regions. The conservation priority setting of the five biogeographical regions in Switzerland, however, did not differ when different hotspot definitions were applied. This observation emphasizes that the chosen method is robust. Since the ENFA needs only presence data, this species prediction method seems to be useful for any situation where the species distribution is poorly known and/or absence data are lacking. In order to identify priorities for either conservation or restoration efforts, we recommend a method based on presence data only, because absence data may reflect factors unrelated to species presence.  相似文献

Conservation organizations rely on conservation easements for diverse purposes, including protection of species and natural communities, working forests, and open space. This research investigated how perpetual conservation easements incorporated property rights, responsibilities, and options for change over time in land management. We compared 34 conservation easements held by one federal, three state, and four nonprofit organizations in Wisconsin. They incorporated six mechanisms for ongoing land management decision-making: management plans (74 %), modifications to permitted landowner uses with discretionary consent (65 %), amendment clauses (53 %), easement holder rights to conduct land management (50 %), reference to laws or policies as compliance terms (47 %), and conditional use permits (12 %). Easements with purposes to protect species and natural communities had more ecological monitoring rights, organizational control over land management, and mechanisms for change than easements with general open space purposes. Forestry purposes were associated with mechanisms for change but not necessarily with ecological monitoring rights or organizational control over land management. The Natural Resources Conservation Service-Wetland Reserve Program had a particularly consistent approach with high control over land use and some discretion to modify uses through permits. Conservation staff perceived a need to respond to changing social and ecological conditions but were divided on whether climate change was likely to negatively impact their conservation easements. Many conservation easements involved significant constraints on easement holders’ options for altering land management to achieve conservation purposes over time. This study suggests the need for greater attention to easement drafting, monitoring, and ongoing decision processes to ensure the public benefits of land conservation in changing landscapes.  相似文献

Automated monitoring devices are useful technologies for communities seeking to document and solve environmental problems. However, without deeper scrutiny of their design and deployment, there is a risk that they will fail to have the impact that many of their promoters intend. We develop a rubric for analysing how different kinds of monitoring devices help environmental advocates influence public debates. We apply this rubric in a study of environmental organizations in Pennsylvania that are choosing between recruiting volunteer citizen scientists and using automated sensor-based devices to gather water quality data in streams threatened by hydraulic fracturing for natural gas. Many organizations rely on volunteers using simple monitoring tools because they are affordable and produce easily managed data sets. An argument for this method of monitoring is that volunteering in the field also fosters citizen engagement in environmental debates. By comparison, we find the increased use of automated devices tends to reinforce hierarchies of expertise and constrains the agendas of nonprofessionals who participate in monitoring projects. We argue that these findings suggest that automated technologies, however effective they may be in gathering data on environmental quality, are not well designed to support broad public participation in environmental science and politics.  相似文献

Wildlife conservation policy for endangered species restoration follows a six-phase process. Population viability analysis (PVA) can play a major contributing role in four of these. PVA, as discussed here, is a technique where extinction vulnerabilities of small populations are estimated using computer simulation modeling. The benefits and limitations of using PVA in wildlife decision and policy processes are reviewed based on our direct experience. PVA permits decision makers to set time frames for management, estimate the required magnitude of restoration efforts, identify quantitative targets for species recovery, and select, implement, monitor, and evaluate management strategies. PVA is of greatest value for rare species policy and management. However, a limitation of PVA simulation models is that they are constrained by the amount of biological data available, and such data are difficult to obtain from small populations that are at immediate risk of extinction. These problems may be overcome with improved models and more data. Our experience shows benefits of PVA far outweigh its limitations, and applications of the approach are most useful when integrated with decision analysis and completed within an adaptive management philosophy. PVAs have been carried out for 14 Victorian species and less used elsewhere in Australia. Management and recovery plans are developed from these PVAs. We recommend that PVA be used to guide research programs, develop conservation strategies, and inform decision and policy making for both endangered and nonendangered species because it can significantly improve many aspects of natural resource policy and management.  相似文献

Impacts of human land use pose an increasing threat to global biodiversity. Resource managers must respond rapidly to this threat by assessing existing natural areas and prioritizing conservation actions across multiple spatial scales. Plant species richness is a useful measure of biodiversity but typically can only be evaluated on small portions of a given landscape. Modeling relationships between spatial heterogeneity and species richness may allow conservation planners to make predictions of species richness patterns within unsampled areas. We utilized a combination of field data, remotely sensed data, and landscape pattern metrics to develop models of native and exotic plant species richness at two spatial extents (60- and 120-m windows) and at four ecological levels for northwestern Ohio’s Oak Openings region. Multiple regression models explained 37–77 % of the variation in plant species richness. These models consistently explained more variation in exotic richness than in native richness. Exotic richness was better explained at the 120-m extent while native richness was better explained at the 60-m extent. Land cover composition of the surrounding landscape was an important component of all models. We found that percentage of human-modified land cover (negatively correlated with native richness and positively correlated with exotic richness) was a particularly useful predictor of plant species richness and that human-caused disturbances exert a strong influence on species richness patterns within a mixed-disturbance oak savanna landscape. Our results emphasize the importance of using a multi-scale approach to examine the complex relationships between spatial heterogeneity and plant species richness.  相似文献

In this study, we asked the Ariaal herders of northern Kenya to answer "why, what and how" they classified landscape, and assessed and monitored the biodiversity of 10 km(2) of grazing land. To answer the "why question" the herders classified grazing resources into 39 landscape patches grouped into six landscape types and classified soil as 'warm', 'intermediate' or 'cold' for the purpose of land use. For the "what question" the herders used soil conditions and vegetation characteristics to assess biodiversity. Plant species were described as 'increasers', 'decreasers' or 'stable'. The decreaser species were mostly grasses and forbs preferred for cattle and sheep grazing and the increasers were mostly woody species preferred by goats. The herders evaluated biodiversity in terms of key forage species and used absence or presence of the preferred species from individual landscapes for monitoring change in biodiversity. For the "how question" the herders used anthropogenic indicators concerned with livestock management for assessing landscape potential and suitability for grazing. The anthropogenic indicators were related to soils and biodiversity. The herders used plant species grazing preferences to determine the links between livestock production and biodiversity. By addressing these three questions, the study shows the value of incorporating the indigenous knowledge of herders into classification of landscape and assessment and monitoring of biodiversity in the grazing lands. We conclude that herder knowledge of biodiversity is related to the use as opposed to exclusive conservation practices. This type of knowledge is extremely valuable to conservation agencies for establishing a baseline for monitoring changes in biodiversity in the future.  相似文献

This work presents a method of assessing plant conservation effectiveness in a given region, which takes into account the legal, species-centered protection, ecosystem conservation, ex situ conservation, restorations and translocations, reintroductions, and monitoring. In order to illustrate the conservation effectiveness, both legally protected species of plants and threatened species were examined. The conservation effectiveness of legally protected species was estimated to have a low value of 23.328 points (pts) according to the methods of calculation. Habitat conservation is insufficient for these species. Almost 40% of all localities are deprived of any ecosystem protection. The conservation effectiveness of the threatened group of species scored a very low value of 13.46 pts. The major reason for this result is a very low level of species protection. Less than 30% of the threatened taxa are under legal preservation and some species from the Orobanche and Cuscuta genera are treated as harmful organisms, which it is obligatory to control within the province territory. Almost 30% of all localities of threatened species are deprived of any ecosystem protection and only 10% lie inside nature reserves. Recovery planning is a key component of many threatened species conservation initiatives and can be a powerful awareness raising tool. One of the largest impediments to conservation efforts in the Pacific region however, is the lack of ecological data and its subsequent effects on the development of feasible and useful recovery plans for threatened species. Without these plans, the understaffed, underfunded and often technically ill-equipped conservation agencies face huge difficulties in planning, prioritizing and conducting conservation activities to adequately protect biodiversity. The Fiji sago palm, Metroxylon vitiense, is an endemic endangered palm species whose survival is heavily dependent on a feasible species recovery plan. It is geographically restricted and threatened by habitat destruction and overexploitation for thatch for the tourism industry and palm heart consumption by local consumers. Despite its threatened status, M. vitiense is not currently protected by national or international legislation. Recent field surveys and extensive stakeholder consultation have resulted in the production of a species recovery plan highlighting the importance of the species and advocating sustainable harvesting rather than complete bans to promote conservation. This article summarizes the recovery plan and its current effects on the status of M. vitiense in Fiji. We also discuss the role of different stakeholders in the conservation of M. vitiense, including the absence of significant behavioral changes by the largest consumer - the tourism industry, and the importance of recovery plans for biodiversity conservation in the Pacific.  相似文献

Predictions of plant and animal species distributions are important for conservation and for the assessment of large-scale ecosystem change. Land cover data are becoming more widely available for use in land management and conservation. We use a logistic regression modelling approach to investigate the utility of these data for modelling. The relationship between the distribution of 137 British ground beetles species and land cover was investigated using data from 1,687 10 km national grid squares. Land cover data were simplified using ordination and the axes used as predictors in logistic regression with presence absence data for individual beetle species as response variables. Significant regression models were generated for all species with first and second axis scores. The amounts of variation explained by models were generally low, but predictions derived from models generally matched the known distributions of the species in Britain. Species with coastal preferences were poorly modelled and predicted to occur throughout lowland Britain whilst a number of species occurring in southern Britain were predicted to occur into Scotland. A validation exercise comparing model predictions with new data from a survey of 59 10 km(2) produced mixed results with the distribution of grassland species being better predicted than riverine species. Jack-knifing was used to assess the robustness of models for four species which differed in their apparent responses to the land cover variables. Methods for improving the predictive power of these models and their potential for use in assessing the impact of global climate change are discussed.  相似文献

Forest management can benefit from decision support tools, including GIS-based multicriteria decision-aiding approach. In the Mediterranean region, Pinus pinaster forests play a very important role in biodiversity conservation and offer many socioeconomic benefits. However, the conservation of this species is affected by the increase in forest fires and the expansion of Matsucoccus feytaudi. This paper proposes a methodology based on commonly available data for assessing the values and risks of P. pinaster forests and to generating maps to aid in decisions pertaining to fire and phytosanitary risk management. The criteria for assessing the values (land cover type, legislative tools for biodiversity conservation, environmental tourist sites and access routes, and timber yield) and the risks (fire and phytosanitation) of P. pinaster forests were obtained directly or by considering specific indicators, and they were subsequently aggregated by means of GIS-based multicriteria analysis. This approach was tested on the island of Corsica (France), and maps to aid in decisions pertaining to fire risk and phytosanitary risk (M. feytaudi) were obtained for P. pinaster forest management. Study results are used by the technical offices of the local administration—Corsican Agricultural and Rural Development Agency (ODARC)—for planning the conservation of P. pinaster forests with regard to fire prevention and safety and phytosanitary risks. The decision maker took part in the evaluation criteria study (weight, normalization, and classification of the values). Most suitable locations are given to target the public intervention. The methodology presented in this paper could be applied to other species and in other Mediterranean regions.  相似文献

Private landowners play a pivotal role in determining whether or not rare species persist in regions where privately owned land is extensive. The range of the gopher tortoise (Gopherus polyphemus) is confined to the Southeastern U.S., a region predominantly under private ownership, and thus the status of this species is largely dependent upon land management decisions made by private landowners. We sent an anonymous mail survey to 2,584 individuals to examine factors affecting gopher tortoise occurrence on private lands in Mississippi (adjusted response rate of 23%). Few respondents (19%) reported currently having tortoises on their property, although many had them in the past (30%). Tortoises were persisting primarily on larger properties with longleaf pine that were not managed chiefly for timber production. In general, respondents were largely unaware of habitat requirements of tortoises or effects of various land management practices on them, and few reported using management techniques that benefit tortoises, such as prescribed burning. Most respondents (57%) knew of wildlife incentive programs, but were hesitant to enroll because they did not want to commit to managing their property in a particular manner (34%). We suggest actions that could improve the likelihood of tortoise persistence in this region, as well as changes that could be made to incentive programs to increase landowner participation. These suggestions should be relevant to the conservation of other rare species on private lands in other regions.  相似文献

/ Whereas habitat conservation plans (HCPs) have been intended to provide comprehensive environmental mitigation for multiple species, they often narrow in focus to one species and either one mitigation site or unspecified sites. We developed an indicators framework from which to rate land units for their ecological integrity, collateral values (nonbiological qualities that can improve conservation), and restoration and conservation opportunities. The ratings of land units were guided by the tenets of conservation biology and principles of landscape and ecosystem ecology, and they were made using existing physical and floral information managed on a GIS. As an example of how the indicators approach can be used for HCPs, the 29 legally rare species targeted by the Yolo County HCP were each associated with vegetation complexes and agricultural crops, the maps of which were used for rating some of the landscape indices. The ratings were mapped so that mitigation can be directed to the places on the landscape where the legally rare species should benefit most from conservation practices. The most highly rated land units for conservation opportunity occurred along streams and sloughs, especially where they emerged from the foothills and entered the Central Valley and where the two largest creeks intersected the Sacramento River flood basin. We recommend that priority be given to mitigation or conservation at the most highly rated land units. The indices were easy to measure and can be used with other tools to monitor the mitigation success. We describe here the development of an ecosystem classification designed to underpin the conservation management of marine environments in the New Zealand region. The classification was defined using multivariate classification using explicit environmental layers chosen for their role in driving spatial variation in biologic patterns: depth, mean annual solar radiation, winter sea surface temperature, annual amplitude of sea surface temperature, spatial gradient of sea surface temperature, summer sea surface temperature anomaly, mean wave-induced orbital velocity at the seabed, tidal current velocity, and seabed slope. All variables were derived as gridded data layers at a resolution of 1 km. Variables were selected by assessing their degree of correlation with biologic distributions using separate data sets for demersal fish, benthic invertebrates, and chlorophyll-a. We developed a tuning procedure based on the Mantel test to refine the classification's discrimination of variation in biologic character. This was achieved by increasing the weighting of variables that play a dominant role and/or by transforming variables where this increased their correlation with biologic differences. We assessed the classification's ability to discriminate biologic variation using analysis of similarity. This indicated that the discrimination of biologic differences generally increased with increasing classification detail and varied for different taxonomic groups. Advantages of using a numeric approach compared with geographic-based (regionalisation) approaches include better representation of spatial patterns of variation and the ability to apply the classification at widely varying levels of detail. We expect this classification to provide a useful framework for a range of management applications, including providing frameworks for environmental monitoring and reporting and identifying representative areas for conservation.  相似文献

Protected areas present a global heritage. Assessing conservation achievements in protected areas is of crucial importance with respect to the on-time delivery of international biodiversity conservation targets. However, monitoring data from publicly accessible databases for comparative studies of conservation achievements in the protected areas of the world are very scarce, if not non-existent. At first glance this is surprising because, with regards to protected areas, at least according to well established protected area management guidelines and widely accepted public mandates, a great deal of monitoring work and data gathering is to be conducted. This would imply that data on changes of biodiversity in protected areas could be expected to exist, and the constant progress in information technologies and Web tools engenders hope that some of it might even be available online for the global public. This review article presents the results of an extensive online search and review of existing monitoring data from freely accessible online databases for its use in an assessment of conservation achievements in a larger sample of protected areas. Results show two contrary sides to the status quo of accessible data from the World Wide Web for conservation science: data overkill and data scarcity with poor metadata provision. While ever more research is, in fact, based on open-access online data, such as extrapolations of species ranges used in conservation management and planning, it remains almost impossible to obtain a basic set of information for an assessment of conservation achievements within a larger number of protected areas. This awareness has triggered a detailed discussion about the discrepancies in sharing data at the level of protected areas; mismatching relationships between expected activities in protected areas and the capacity for delivering these requirements are certainly among the main challenges. In addition, the fear of data misuse potentially resulting in harm for nature, careers, and competencies still seems to be a critical barrier strictly controlling the willingness to share data. Various initiatives aimed at tackling technical and cultural obstacles are introduced and discussed to reach the goal of a modern resource management based on adaptive management using digital opportunities of the new millennium for a sustainable global village.  相似文献

ABSTRACT: In 1996, the Big Thompson Watershed Forum (BTWF) was formed “to assess and protect the quality of water” in the Big Thompson Watershed in northern Colorado. However, until 1999, water quality monitoring in the watershed was performed by many state, local, and federal agencies with no coordination among programs and with few efforts toward efficiency, data comparability, or information exchange. To better meet the needs of its stakeholders, the BTWF since 1999 has been actively pursuing the design and implementation of a cooperative water quality monitoring program. The program design involved consensus building among the funding participants, primarily drinking water providers. The final design included 38 parameters to be sampled 15 times per year at 24 stream and canal locations plus two reservoirs. Although the collaborative consensus based approach has been successful for the BTWF, this approach has its drawbacks; most notable among these are the time and labor this approach requires. Also, the BTWF struggled with achieving equal representation of all interests, since those agencies that provided funding had the greatest voice in the final product. While a collaborative approach may not always be best for monitoring program design, it should be appropriate for many watershed organizations that face the common problem of severe financial constraints.  相似文献

Rhododendron ponticum is an invasive species in many countries, including the United Kingdom, Ireland, Belgium, and France. It poses a serious threat to native flora and fauna, as it is capable of altering entire seminatural communities through its vigorous spread. Control is essential if the conservation value of some communities, such as oak woodland and lowland heath, are to be successfully maintained. Commonly used interventions are herbicide application, herbicide application postcut, and cutting (manual or mechanical) alone. Various techniques have been developed to apply these interventions, but often retreatment of the area is required, increasing the cost of control. Here, we evaluate the effectiveness of some commonly used interventions for R. ponticum control using a systematic review methodology. Eleven studies provided data for statistical analysis. Meta-analyses of captured data show that postcut application of the herbicide Glyphosate or applying the herbicides Metsulfuron-methyl or Imazapyr (no cut) can effectively reduce a R. ponticum stand. There is insufficient available experimental evidence for effectiveness of any other intervention. The systematic review process has demonstrated the lack of replicated studies with controls or long-term monitoring and increases the call for more rigorous monitoring of all conservation management interventions. The quality of experimental evidence of the effectiveness of some interventions contrasts with the acceptance of their use through dissemination of experience. The collection and objective review of experience will require active collaboration of organizations concerned with R. ponticum control.  相似文献

Ecological conservation monitoring programmes abound at various organisational and spatial levels from species to ecosystem. Many of them suffer, however, from the lack of details of goal and hypothesis formulation, survey design, data quality and statistical power at the start. As a result, most programmes are likely to fail to reach the necessary standard of being capable of rejecting a false null hypothesis with reasonable power. Results from inadequate monitoring are misleading for their information quality and are dangerous because they create the illusion that something useful has been done. We propose that conservation agencies and those funding monitoring work should require the demonstration of adequate power at the outset of any new monitoring scheme.  相似文献
