When the Togo village water project was first conceived, it was intended to provide potable water and improve the health and sanitation practices at village level. However, a subsequent socio-economic survey found that the village often lacked the financial resources needed to maintain and repair the water works which were to be installed. It was decided therefore to expand the programme to include assistance to the village for the establishment of community development enterprises, the profit of which would provide the funds needed to maintain the village water works. On the implementation of this programme, women became the major participants in the community development enterprises. This paper discusses the institutional structure of those community development enterprises (called 'Lucrative Micro-Projects') and the role that women have played in them. The 'Lucrative Micro-Projects' have been so successful that they have become a means of furthering social and economic development at the village level.  相似文献

ABSTRACT: Since Saskatchewan assumed the responsibility for managing the Province's water resources in 1930, the importance of the Province's water resources has been recognized by assigning the responsibility for managing the resource to higher levels in the government structure. With such recognition, there tended to be an overlapping of responsibilities that resulted in undefined areas of jurisdiction and duplication of services. Also, there was no opportunity for direct public participation in the management structure. These deficiencies were recognized, and following a series of public hearings a “Cabinet Committee on Water Concerns” in 1983 concluded that the most appropriate government structure for managing the water resources of Saskatchewan would be a Crown corporation. As a result, in 1984 the Saskatchewan Water Corporation was formed and given the responsibility to manage, administer, develop, control, and protect the water and related land resources in Saskatchewan. An important aspect of this responsibility was that the corporation should initiate a process of public involvement. Thus, six “Regional Watershed Advisory Boards” were established. The Advisory Boards provide the Corporation with a linkage to the general public by providing advice, participating in policy revision and development, and assisting Corporation staff in other related water management activities.  相似文献

ABSTRACT: Because of its importance and the perceived inability of private sector sources to meet water demands, many countries have depended on the public sector to provide water services for their populations. Yet this has resulted in many inefficient public water projects and in inadequate supplies of good quality and reliable water. Decentralization of water management, including the use of water markets, cannot solve all of these water problems, but it can improve the efficiency of water allocation. When given adequate responsibility and authority, water user associations have effectively taken over water management activities at a savings to tax payers. Moreover, water markets add the potential benefit of improving water efficiency within a sector as well as providing a mechanism for reallocating water among sectors. The key question involves developing innovative mechanisms for reducing the transaction costs of organizing water users and of making water trades. Water rights need to be established which are recorded, tradable, enforceable, and separate from land if markets are to operate effectively. Also, institutions are needed that effectively resolve conflicts over water rights, including third party impacts and water quality concerns.  相似文献

In recent years decentralized development approaches have gained prominence in the agricultural sector. A host of community based watershed management projects have been implemented that encourage community organizations to undertake management of previously government controlled irrigation systems and forests. Community organizations have been given the responsibility of managing water distribution, collection of irrigation service fees and undertaking routine maintenance of irrigation infrastructure. In this context, analysis of irrigation management has concluded that groups that are relatively homogeneous may fare better than heterogeneous groups in facilitating collective action. However, this article argues that analysis of the influence of group heterogeneity on collective action is complicated because of its multi‐dimensional nature and the presence of non‐monotonic effects in mechanisms linking heterogeneity and collective outcomes. The article discusses the importance of context specification in analysis of group heterogeneity through a discussion of elements of a joint management contract in Haryana (India), identification of key variables with a potential to explain collective action in irrigation management and construction of household endowment and water interest scores to account for the influence of group heterogeneity in facilitating collective action. In the process of applying household endowment and water interest scores, the authors highlight the role of local ecological variation and non‐farm employment in influencing collective action. Proper specification of local context enables the researchers to rely on household endowment and water interest scores to predict conflicts and potential for irrigation service provision and compliance with irrigation service rules.  相似文献

Traditionally, in most countries of Latin America, the management of water and water based services has been highly centralized in the public sector. Recently, as the role of government has been reconsidered, many services have been transferred to lower levels of government or to the private sector. At the same time, the emphasis given to water projects as basic development tools has given way to the environmental significance of good water management. Consequently, the approach to water resources management has been modified and space created for the adoption of some of the basic precepts enunciated in the Mar del Plata Action Plan and Agenda 21. ABSTRACT: The arid Southwest of the United States is confronted with increasing water demands and a limited resource. Past efforts to meet water demand have been directed toward development of scarce water resources. While development programs have been successful in stretching available supply, few feasible development options remain. Furthermore, heavy water utilization has affected water quality within drainage basins. It seems likely that water management will play a much more significant role in water resource allocation in the future. This paper will examine water development activity in the Southwest to date. Attention will be given to several of the problems that have arisen. The paper will then examine water management options. In New Zealand environmental management is essentially the responsibility of land managers. Management decisions affect both production/productivity and the environment. However, responsibility for ensuring positive environmental outcomes falls on both local (Regional) and Central Government, and both they and international agencies such as the OECD would wish to monitor and report on changes. In terms of policy, strong links have been established via Central and Regional Government to land managers. Consumers in the market place are also, increasingly, requiring responsibility for positive environmental outcomes of those who purchase and process primary products. Strong links for responsibility have been established between our international markets and processing businesses and there is a noticeable strengthening of the links from the processors to the land manager/producer. In New Zealand a range of initiatives has been developed and implemented over recent times, whereby land managers are taking increasing responsibility for accounting for the environmental outcomes of their production activities. The range covers the spectrum from voluntary to compulsory (e.g., in order to meet market requirements) and from those initiated by customers to processor and/or producer initiatives. This paper follows the evolution of the principles that drove the predominant activities of the period and the processes that initiated the changes in environmental management. As the focus of agriculturalists changed from pioneering in a new world, to establishing a production base, to economic reality, and finally to environmental responsibility, the processes of extension adapted to meet the new challenge.  相似文献

ABSTRACT: Australia's extremely limited water resources highlight the need for policy guidelines for management. During the 1970s, there was the gradual evolution of a national water resources policy, facilitated by a nationally agreed statement of objectives and culminating in a federal policy statement presented in 1979. However, the Australian constitution gives major responsibility for water resources to the states. Further, the federal policy statement seems to assume that each state has a water resources policy and that it accords with the nationally agreed objectives. This is not the case, and the practical management of Australia's water resources falls short of the principles set out in the policy document. The River Murray, the nation's major water resource, provides ample evidence of this fact. With very limited water resources, Australia urgently needs to reduce the disparity between principle and practice in their management.  相似文献

The last decade saw repeated attempts to adopt and implement an integrated management of water in Brazil. Internationally established principles, such as water economics and public participation, have influenced the development of a novel regulatory framework for water use and conservation in the country. However, despite changes in policies and in the legislation, the opportunity to address old and new management problems has been largely frustrated by the internal contradictions of the ongoing institutional reforms. A case study of the Paraíba do Sul River Basin demonstrates the distance between, on the one hand, calls for decentralisation and responsibility sharing and, on the other hand, the persistence of bureaucratised and exclusionary practices. The main distortion is the excessive effort expended on the introduction of water pricing and environmental charges, a controversial policy instrument that has dominated the agenda of the new river basin committee, at the expense of addressing river restoration, public mobilisation and environmental justice.  相似文献

Forest management in south eastern Nigeria has changed hands from the forest communities to foreign technology. As a result the sustainable, conservative and cyclical use that characterised the communities that lived in balance with their forest resources are no longer practised. Consequently, a great deal of the region's valuable timber trees has been lost and the environmental influences of the forest grossly reduced. The local communities have not only been deprived of a multitude of non-timber forest resources upon which they depend for their survival and well-being but have also lost their knowledge of traditional forest management. Although these consequences are far-reaching, the neglected majority in the rural areas bear the brunt. To save what is left of the once vast forest areas, communities in and around the biome need to be empowered to manage their forest resources. Empowerment will challenge their responsibility and their ability to function for the common good—themselves, the State and the world at large.  相似文献

湿地是我国生态环境系统中的重要组成部分。但长期以来,我国湿地被各方掠夺性开发,湿地生态环境面临的形势严峻。造成这一局面的主要原因是湿地产权界定不清带来的外部不经济。试图通过对发生在一个湿地资源型村庄的案例的分析,来呈现因产权界定不清以致湿地生态环境被破坏的过程:集体化结束后,村社成员试图重新界定湿地水面产权。集体成员权作为一种身份和资格,成为界定湿地水权时最为关键的权利。村社的成员权实践受到受到国家法律政策逻辑和乡土逻辑的双重影响。当双重逻辑在成员权实践中共同发挥作用时,村社成员的权益表达就比较和谐;而当双重逻辑逐渐失能时,村社成员的权益表达就会逐渐不和谐;若这双重逻辑完全消解,村社成员就可能放弃自己的权益表达。后果就是湿地被无序开发,当地的生态环境遭到严重破坏。要改变这一情况,亟需国家政治力量和地方社区力量的集体参与——国家要完善湿地环境保护方面的法律政策,使社会在调处湿地水权纠纷时有法可依;同时基层政府应因地制宜地制定湿地环境保护政策,并应以更加积极的姿态介入到村社湿地水权纠纷调处中;村社成员也应主动对接国家政治力量,“迎法下乡”,使依法治村在村社湿地水权纠纷调处中成为可能。  相似文献

Water resources increasingly need to meet the demands and needs of different sectors and to be protected against deteriorating quantity and quality. This paper discusses the different interests of men and women in the use of water resources, and what effects the neglect of female interests in particular, has on development. The authors stress that besides class and ethnic differences, the different interests of men and women also play a role in the cross-sectoral management of water resources. Water pricing, property rights and management structures are three key aspects where a gender approach is required. In the management of water resources in smaller catchment areas, several instruments for a gender approach have been developed. Discussed are gender specific participatory research, planning and tools, gender in management organizations and task divisions and involvement of multidisciplinary teams with a gender orientation.  相似文献

Non-sustainability of programmes and projects has become an overriding concern for the water supply and sanitation sector. Poor programme conceptualization, unimaginative planning, use of inappropriate technologies and rigid management approaches have contributed to high rates of programme failure. Five major water supply programmes undertaken during the UN Water Decade in the Western Sudan were analysed for their management approaches, appropriateness and sustainability. Results prompt the conclusion that sustainable projects need to adopt an adaptive and flexible management approach and to employ a conceptual framework which emphasizes community management, the empowerment of women, selection of appropriate low cost technologies, built in operation and maintenance strategies, cost recovery and institutional support to government.  相似文献

随着我国在水生态环境治理方面的大力投入,全国水环境质量得到整体性改善;但水生态环境保护不平衡、不协调、不充分的问题依然突出,部分流域依然存在水资源短缺、水环境污染、水生态退化问题。排污口是陆源污染物进入水环境的主要通道,通过对排污口及其污染特征的全面排查,可识别影响流域水污染现状的关键因素;经过监测和溯源,打通污染物从污染水体—涉污路径—排污单位监管链条,实现水污染物产排的闭环监管,推进流域治理能力的现代化建设。本研究依据已开展的工作,梳理了排污口排查的主要流程、技术要点,并论述了排查结果的潜在应用,为深入推进水生态环境治理提供支撑。  相似文献

ABSTRACT: Improving water management to meet future global needs will certainly require technical advances, but the main challenge is to integrate the viewpoints of diverse societal interests into decisions about allocation of water resources. The integration cannot be done solely by the market because it requires a balancing among interests which do not respond well to market forces, nor by the state alone because of institutional problems. The concept of “integrated water resources management” has been developed to provide the framework for the required balancing of interests, and, like similar concepts in industries other than water, it has a dual purpose - to link stakeholders and apply best practices to management actions. To clarify the process of integrated water management, the paper focuses on two questions: who should lead integrated water resources management and who should pay for it? Several examples are given to illustrate a range of situations. The paper concludes with a call to improve paradigms of integrated water management, a proposition that water organizations should accept and budget for their external responsibilities as well as their direct missions, affirmation of the need for state and federal agencies to be involved with local interests, a call for better scientific and public information, and identification of the need for continued work to improve the process of integrated water management.  相似文献

Improving the efficiency of water allocation has long been recognised as a key problem for the water resources management decision-makers. However, assessing the efficacy of management decision is difficult due to the complexity and interconnectivity of water resource systems. For this reason, it is vital that robust modelling approaches are employed to deal with the feedback loops inherent in the water resource systems. Whilst many studies have applied modelling to various aspects of water resource management, little attention has been given to innovations in modelling approaches to deal with the modelling challenges associated with improving decision-making. The aim of this study is to apply a System Dynamics modelling approach to improve the efficiency of water allocation incorporating a myriad of irrigation system constraints. The system dynamic approach allows the different system components to be organised as a collection of discrete objects that incorporate data, structure and function to generate complex system behaviour. Through the application of a system dynamic approach, a robust model (named the Economical Reallocating Water Model (ERWM)) was developed which was used to examine the options of re-allocating water resources that minimize the water cost all over an irrigated agricultural area. The EWRM incorporated a wide range of complexities likely to be encountered in water resource management: surface and ground water sources, water trading between sources, system constraint such as maximum ground water pumping, rates, maximum possible trading volumes and differential water resource prices. Two hypothetical systems have been presented here as an example. The results show that the System Dynamics approach has a significant advantages in estimating and assessing the outcomes of alternative water management strategies through time and space.  相似文献

The article considers the impact of introducing government co-management policy in the form of Joint Forest Management (JFM) in an area with a five-decade-old self-organized community forest management system in Orissa, India. We ask a question that appears not to have been previously examined: What happens when JFM replaces an already existing community forest management arrangement? Our comparison of the JFM arrangement with the self-organized community forest management regime (pre- and post-2002 in a selected village) provides three conclusions: (1) The level of villager participation in forest management has declined, along with the erosion of the bundle of common rights held by them; (2) multiple institutional linkages between the village and outside agencies, and reciprocal relations with neighboring villages have been abandoned in favor of a close relationship with the Forestry Department; and (3) the administration of the forestry resource has become politicized. We conclude that the “one-size-fits-all” approach of the JFM, with its pre-packaged objectives and its narrow scope of forest management, is likely to limit experimentation, learning, and institutional innovation that characterizes community forest management.  相似文献

Pesticide dependence is a major threat to food safety and local environment. Although numerous studies have explored different causes of pesticide dependence, few have examined how pesticides are locked into agricultural modernisation and rural transformation. Based on a case study of a Chinese village, this paper demonstrates how agricultural modernisation trajectory and rural changes have perpetuated the use of pesticides as necessities in agriculture as well as for farmers' livelihoods. Modern technologies, such as hybrid rice, conservation tillage, changes in crop structure, and reduction of intercropping all contribute highly towards pesticide dependence. The household responsibility system in China has provided the institutional foundation for increased pesticide use. Rural transformations driven by livelihoods diversification have created conducive social spaces for pesticide application. To step out of pesticide dependence, promotion of genetic diversity in agriculture, a reassessment of locational suitability of conservation tillage, institutional strengthening and the promotion of integrated pest management methods are suggested.  相似文献

Participation by small and medium enterprise (SME) in corporate social responsibility issues has been found to be lacking. This is a critical issue, as individually SMEs may have little impact on the environment but their collective footprint is significant. The management style and ethical stance of the owner-manager affects business decision making and therefore has a direct impact on the environmental actions of the business. Although adoption of environmental practices to create competitive advantage has been advocated, many businesses see implementation as a cost which cannot be transferred to their customers. After a brief review of pertinent literature this paper reports on an exploratory investigation into the issue. Results show that whereas owner-managers of small enterprises express concern regarding the environment, this does not then translate into better waste management practices.  相似文献
