This article examines the problems and prospects of manganese nodule mining. The technological requirements for the exploitation of nodule deposits are considered, superimposed on an interdisciplinary policy-oriented approach. The technological dimension is emphasized because its crucial importance is often underrated when deep ocean mining is assessed. This dimension cannot be divorced from the interactions between economics, international law and oceanography. The technological problems and opportunities of nodule mining are diverse. Provided delays at the UN and economic uncertainties do not channel some of the interest into land-based alternatives, this could be an important area of future technical development.  相似文献

The metal resources of deep sea nodules are attracting investment from many international corporations. Commercial interest in nodule mining is related to, but not governed by, existing estimates of economic profitability of the first generation ventures. Mr. Chacko reviews some of the latest published figures on costs and revenues, and these are updated and put on a comparable basis. He then argues that more attention should be paid to the long-term objectives of corporate policy in analysing the future development of the nodule mining industry.  相似文献

This paper depicts the method used to quantify the environmental impact of mining activities in surface mine projects. The affected environment was broken down into thirteen components, such as Human health and immunity, Surface water, Air quality, etc. The effect of twenty impacting factors from the mining and milling activities was then calculated for each Environmental Component. Environmental assessments are often performed by using matrix methods in which one dimension of the matrix is the “Impacting Factor” and the other one is the “Environmental Components”. For the presented matrix method, each Impacting Factor was first given a magnitude between −10 and 10. These factors are used to set up a matrix named Impacting Factor Matrix, whose elements represent the Impacting Factor values. The effects of each Impacting Factor on each Environmental Component were then quantified by multiplying the Impacting Factor Matrix by Weighting Factor Matrix. The elements of the weighting factors matrix reflect the effects of each Impacting Factor on each Environmental Component. The outlined method was originally developed for a mining and milling operation in Iran, but it can successfully be used for mining ventures and more general industrial activities in other countries in accordance to their environmental regulations and laws.  相似文献

Landscape planning and restoration in mine closure areas is not only an inevitable choice to sustain mining areas but also an important path to maximize landscape resources and to improve ecological function in mine closure areas. The analysis of the present mine development shows that many mines are unavoidably facing closures in China. This paper analyzes the periodic impact of mining activities on landscapes and then proposes planning concepts and principles. According to the landscape characteristics in mine closure areas, this paper classifies available landscape resources in mine closure areas into the landscape for restoration, for limited restoration and for protection, and then summarizes directions for their uses. This paper establishes the framework of spatial control planning and design of landscape elements from “macro control, medium allocation and micro optimization” for the purpose of managing and using this kind of special landscape resources. Finally, this paper applies the theories and methods to a case study in Wu’an from two aspects: the construction of a sustainable land-use pattern on a large scale and the optimized allocation of typical mine landscape resources on a small scale.  相似文献

当前,我国矿山环境问题突出。重点分析了矿山开采环境问题的特殊性,这些特殊性包括矿业对地域区位的依赖性、破坏的大量不确定性以及不可逆性。根据特殊性,讨论了环境经济学的适用性。不确定问题转化为确定性问题或者风险问题依赖于技术层面学科(如矿山环境影响评价和矿山环境地质学等)的支撑。最后指出随着这些技术学科的发展,矿山环境问题就会更精确地纳入成本——效益分析框架,从而发挥更大的作用。  相似文献

A strategy for management of giant sequoia groves is formulated using a conceptual framework for ecosystem management recently developed by Region Five of the USDA Forest Service. The framework includes physical, biological, and social dimensions. Environmental indicators and reference variability for key ecosystem elements are discussed in this paper. The selected ecosystem elements include: 1) attitudes, beliefs, and values; 2) economics and subsistence; 3) stream channel morphology; 4) sediment; 5) water; 6) fire; 7) organic debris; and 8) vegetation mosaic. Recommendations are made for the attributes of environmental indicators that characterize these elements. These elements and associated indicators will define and control management activities for the protection, preservation, and restoration of national forest giant sequoia ecosystems.  相似文献

There exists a formalized and well integrated neoclassical theory of the economics of non-renewable resources. While the classical economists did not deal with non-renewable resources as such, many of them did discuss the economics of the mining industry or of the mine. This paper reviews the theoretical aspects of the contemporary theory of the economics of non-renewable resources and contrasts them with the less formal treatment given by the classical economists. As well as affording a critical review of the classical literature this comparison indicates areas of the contemporary theory which need to be reassessed.  相似文献

The aim of this paper is to assess the conditions that influence foreign direct investment in the mineral industries of China and India. The paper first surveys literature on the determinants of foreign direct investment to identify key conditions, under which host countries attract mining FDI. It then builds an evaluative framework which allows for comparative analysis. The paper then comparatively evaluates the performance of foreign investment regimes that govern mineral industries in China and India. Its findings show that the overall conditions for foreign mining investment in China and India are not favourable and that substantial policy, regulatory and other changes in both countries need to be made if more investment is to flow.  相似文献

At first ‘sustainable mining’ could be perceived as a paradox—minerals are widely held to be finite resources with rising consumption causing pressure on known resources. The true sustainability of mineral resources, however, is a much more complex picture and involves exploration, technology, economics, social and environmental issues, and advancing scientific knowledge—predicting future sustainability is therefore not a simple task. This paper presents the results from a landmark study on historical trends in Australian mining, including ore milled, ore grades, open cut versus underground mining, overburden/waste rock and economic resources. When complete data sets are compiled for specific metals, particular issues stand out with respect to sustainability—technological breakthroughs (e.g. flotation, carbon-in-pulp), new discoveries (e.g. uranium or U), price changes (e.g. Au, boom/bust cycles), social issues (e.g. strikes), etc. All of these issues are of prime importance in moving towards a semi-quantitative sustainability model of mineral resources and the mining industry. For the future, critical issues will continue to be declining ore grades (also ore quality and impurities), increased waste rock and associated liabilities, known economic resources, potential breakthrough technologies, and broader environmental constraints (e.g. carbon costs, water). For this latter area, many companies now report annually on sustainability performance—facilitating analysis of environmental sustainability with respect to production performance. By linking these two commonly disparate aspects—mining production and environmental/sustainability data—it becomes possible to better understand environmental sustainability and predict future constraints such as water requirements, greenhouse emissions, energy and reagent inputs, and the like. This paper will therefore present a range of fundamental data and issues which help towards quantifying the resource and environmental sustainability of mining—with critical implications for the mining industry and society as a whole.  相似文献

In this study, we analyze the evolution of Canada's mining industry from 1929 to 2006, focussing on the determinants of the number of firms in the industry and why this number changed over that period. Most empirical studies of industry evolution have focused on manufacturing industries that share similar structural characteristics. Perhaps because of this, extant models of industry evolution tend to ignore industry-specific and national-specific factors that can cause atypical trajectories, that is, heterogeneous industry evolution. Initial inspection of the Canadian mining industry shows that it is atypical in that it exhibits “negative skew” over time in the number of firms rather than the typical “positive skew.” We review two dominant theoretical approaches to industry evolution: the density-dependence theory and variants of industrial organization economics. We also consider possible sources of industry evolution heterogeneity, focussing particularly on “regulatory punctuation”. Using Canadian mining data, we find that the traditional models do not fully explain the changes in population size in Canada's mining industry. As a result, we introduce a number of hybrid models. The results from these hybrid models suggest that Canadian-specific regulatory punctuations, particularly the introduction of significant new taxes, environmental legislation, and incentives have shaped the trajectory of mining firm participation.  相似文献

Mineral economics is the academic discipline that investigates and promotes understanding of economic and policy issues associated with the production and use of mineral commodities. While its origins can be traced back at least 200 years to the writings of David Ricardo and other early Classical economists, it emerged as a separate academic field only after World War II and then primarily in the United States. As a separate academic discipline, its roots are found in mining schools that needed to consider the milieu in which minerals are sold. While geologists, mining engineers, and others with technical backgrounds were largely responsible for creating the first stand-alone mineral-economics programs, ultimately trained economists became participants as well. Moreover, even after the rise of mineral-economics departments, most of the research in the field continued and continues to be carried out in other academic units, including traditional economic departments and engineering schools, as well as in government agencies, nonprofit research organizations, consulting firms, and international organizations.  相似文献

Millions of people worldwide are involved in artisanal and small-scale gold mining. Many of them live in conditions of poverty and insalubrities due to the mercury amalgamation of gold and the application of other rudimentary techniques. In spite of this, the sector has been nearly overlooked by resource economists. In this paper we analyze the sector based on a survey of the existing literature. We find some commonalities of artisanal and small-scale gold mining in different countries of the developing world as follows: low levels of mechanization and technology, labor intensiveness, low awareness of environmental degradation, poor training, high transience among some miners, and lack of financial savings. Moreover, with these commonalities in mind, we present some topics and challenges for a research agenda in the field of environmental, ecological, and development economics.  相似文献

ABSTRACT: Third World irrigation and drainage systems have experienced major declines recently in both capability and performance. This is due initially to working them well beyond their design capaci-capacities; scouring, sedimentation, and overtopping result. Chronic O&M underfunding then adds heavily to this worsening malaise. International donors have assisted irrigation departments with rehabilitation projects and programs to improve O&M effectiveness on a grand (billions of dollars) scale. Despite their historical propensity to examine, almost fastidiously, program economic justifications (B/C, IRR, etc), the donors apparently have glossed over two basic analytic elements for (a) more spending on O&M as distinct from an equivalent spending on other means to provide farmers with an m3 of water; and (b) different levels of O&M spending on canals and drains. Surely those different levels provide differing benefits, in total, and at the margin. Which level is most economic? This paper identifies these latter analytical issues, posits methodologies key to an O&M spending level analysis, and discusses the information base. Particular attention is paid to identifying relevant costs and benefits, and to suggesting supplementary criteria for O&M spending level selection. The paper is an exercise in delineation of an imminently practical area of irrigation engineering economics.  相似文献

Over the past 10 years, the National Infrastructure Simulation and Analysis Center (NISAC) has conducted over 150 detailed multi-hazard, multi-infrastructure scenario analyses of a wide range of man-made and natural disasters. Using a model-based implementation of the Department of Homeland Security risk management framework, NISAC analyzes scenarios ranging from extreme-event situational awareness to long-term strategic policy for improved homeland security and resilience to these events. This article describes the essential elements of the NISAC scenario analysis process, the toolkit of subject-matter expertise and models used, with a particular focus on the economics component. An example set of Hurricane Katrina economic-analysis results is used to illustrate basic elements of NISAC economics scenario analysis.  相似文献

This paper presents a system framework whose purpose is to improve understanding of environmental management. By analyzing the links between elements of the environmental management system, it is possible to construct a model that aids thinking systematically about the decision-making subsystem, and other subsystems, of the entire environmental management system.Through a multidisciplinary environmental approach, each of the individual subsystems is able to adapt to threats and opportunities. The fields of government, market economics, social responsibility and ecology, for example, are so complex that it is extremely difficult to develop a framework that gives full consideration to all aspects. This paper, through the application of a highly idealized system framework, attempts to show the general relationships that exist between complex system elements.  相似文献

The deep ocean floor represents the latest frontier of knowledge about global mineral resources. The ocean environment poses unique problems for mineral resource development - problems of resource assessment, adaptation of mining technology, and management of resources common to all of mankind. In the first of three related articles on the mineral resources of the ocean, Mr. Odunton assesses the current state of knowledge about the nature and extent of marigenous minerals. He examines the processes of formation, the composition, and the regional distribution of ferromanganese nodules, which represent the most promising of these minerals at present. Attention is also given to the considerations involved in the location, evaluation and exploitation of nodule deposits. Future articles will review ocean mining technology and the economic and policy issues involved in the development of ocean mineral resources.  相似文献

The seminal work of the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services on pollinators, pollination, and food production, informed scientific studies on the understudied impacts of mining on agriculture sub-sectors. This paper assesses the potential impacts of mining activities on beekeeping as an agricultural sub-sector, and the flow-on effects on associated economic values and enterprises to enhance sustainable development. A case study is conducted in the emerging northwest gold mining region of Ghana. The Location Quotient (LQ) and Location Association (La) models are used to explore the economic significance of beekeeping, its spatial links with tree habitats, and mining activities. Geographic Information Systems (GIS) were used to analyze the spatial interactions between concessions, trees, and beekeeping. The paper finds that districts with LQ < 1 in beekeeping also record LQ > 1 in mining, and La < 50 between beekeeping and mining. The findings are useful for stakeholder decision-making toward harnessing and leveraging the prospects of mining on integrated rural and sustainable development.  相似文献

/ Ecological resources are natural resources that provide certain necessary but overlooked system maintenance functions within ecosystems. Environmental economics is in search of an appropriate analysis framework to determine economic values of such resources. This paper presents a framework that estimates and compiles the components of value for a natural ecosystem. The framework begins with the ecological processes involved, which provide functions within the ecosystem and services valued by humans. We discuss the additive or competive nature of these values, and estimate these values through conventional and unconventional techniques. We apply the framework to ecological resources in a shrub-steppe dryland habitat being displaced by development. We first determine which functions and services are mutually exclusive (e.g., farming vs soil stabilization) and which are complementary or products of joint production (e.g., soil stabilization and maintenance of species). We then apply benefit transfer principles with contingent valuation methodology (CVM), travel cost methodology (TCM), and hedonic damage pricing (HDP). Finally, we derive upper-limit values for more difficult-to-value functions through the use of human analogs, which we argue are the most appropriate method of valuation under some circumstances.
