This review analyses some of the environmental and economic implications of current trade policies and changes in the world trading system for mineral producers and consumers. A principal factor which determines environmental performance is whether firms have the resources and capabilities to undertake innovation. We therefore place particular emphasis on the anticipated effects of liberalized trade on innovation and competitiveness at the firm level. Evidence indicates that improvements in environmental management would be expected to occur irrespective of the country hosting the investment. Due to the opening investment climate and relatively large quantities of mineral reserves, we expect these effects to be positive for many mineral producing developing countries. One difficulty which may arise is whether policy measures to promote production efficiency and develop innovation in mining and mineral processing operations could be interpreted as protectionism. The creation of new lines of credit, to promote, but not subsidize, technological and organizational innovation, may be the best way forward for developing countries .  相似文献

World mineral production is dominated by the developed countries — the developing countries dominate production of only tin, cobalt, bauxite, and petroleum. This production pattern is largely the result of historical, political, and economic factors, and is not likely to change radically in the next decade. Apart from petroleum, there seems to be little opportunity for the formation of mineral-producer cartels, although there is considerable scope for constructive producer-consumer agreements. Given the pattern of world mineral production and trade, the developed countries would on the whole benefit more than the developing countries from price increases. The most acute present need is for new means of financing exploration and development of mineral deposits in the developing countries, and for means of redressing the worst imbalances between rich and poor nations outside of the commodity arena.  相似文献

It is generally considered that the non-renewable nature of mineral resources will make them gradually depleted over time. However, in the perspective of development availability of mineral resources in a long-term depends not only on their currently available amounts but also on future potential mineral resources (e.g. those undiscovered and low-grade ores) and substitutive renewable resources. In addition, it is influenced by factors like technology and capital. These factors interact with each other. As a result, it is possible to make the sustainable development of mineral resources by appropriate coordination between these factors. A new concept of Degree of Sustainable Development of Mineral Resources (DSDMR) and its conceptual model are proposed in this paper in the viewpoints of system science and sustainable development to evaluate the ability of sustainable development of mineral resources for a mining city. DSDMR refers to the ability of meeting needs of present and future generations for mineral resources by their logical distribution and substitution. An indicator system and a fuzzy integrated judgment model, which involve factors of resources, economy, society, environments and intelligence, are presented. They are used to evaluate DSDMR of Huangshi city, which is the most ancient and yet one of the most important mining cities producing iron and copper in China.  相似文献

This paper examines China's mineral trade and notes a widespread enthusiasm about that country's potential to supply minerals to the rest of the world. It is felt that this enthusiasm is misplaced since the balance of China's trade in metals is in deficit and the quality of its reserves far from exceptional. ABSTRACT: Our nation periodically reviews national water policy and considers its directions for the future. The most recent examination was directed at the western United States and the role of the federal agencies in meeting its needs. The West is no longer the frontier, but rather contains vibrant cities and booming centers of international trade, as well as tourism, mineral, and oil and gas development, agricultural, and other development. In this changing environment, federal water policies need to consider the long term sustainability of the West, provide justice to Indian tribes, protect the rivers and ecosystems on which natural systems depend, balance the needs of newcomers with those of agricultural users and communities, and meet a myriad of other demands. The Western Water Policy Review Advisory Commission has just concluded its review of these issues and issued its report. Key among the recommendations is the need to coordinate federal agencies at the basin and watershed level and make government more responsive to local needs, but within a framework that includes national mandates. The Commission's recommendations are presented here, along with some of the issues that surrounded the operations of the Commission.  相似文献

The business rationality of the CMEA mineral traders is bound by several characteristics of mineral production under central planning and by the mechanics of foreign trade monopoly. These characteristics include aspects such as: priority of national economic goals over trading strategies of the Foreign Trade Organisations (FTOs) in Eastern Europe; balance-of-payment problems; the organizational complexities and the weakness of the incentive mechanism, as well as the lack of an appropriate performance criterion. It is suggested that the 30 mineral trading FTOs in the CMEA tend to perform in a manner comparable to marketing departments of the Western mineral industries but are at a clear disadvantage when compared with ‘stand alone’ Western intermediaries making profits through risk taking and abhoring bureaucracy and rigidity in management.  相似文献

The terms of trade debate initiated by Raul Prebisch and Hans Singer over 60 years ago continues to this day and is unlikely to be resolved soon. However, even if Prebisch and Singer are right and the terms of trade of countries exporting primary products are falling, to suggest that these countries should diversify away from the production of mineral commodities and other primary products, as many have done, may be poor policy advice, encouraging countries to abandon a promising source of wealth with which to foster economic development.  相似文献

在经济全球化浪潮的推动下,文化影响力日益加大,文化产业成为各国竞相争抢的战略高地。文化贸易作为一种新的贸易形态实现了迅猛增长,而国与国竞争的焦点在于主要节点城市实力的较量。采用灰色关联方法,从经济发展、产业规模、市场需求和科研创新四个方面选取14个指标,对上海文化产业及贸易发展的影响因素进行了实证分析。结果表明,城乡居民家庭人均可支配收入等因素对上海文化产业发展有着重要的关联影响,而人均生产总值和互联网用户普及率等因素对上海文化贸易有着重要的影响,但科技成果与文化产业及贸易的关联度均较小,尤其是外贸依存度的关联影响不显著。  相似文献

Water markets are developing as part of a Council of Australian Governments initiative to promote an efficient use of Australia's water resources. The consequences of these policies on river health is yet to be fully understood, but recognised as having significant interrelationships which need to be explored. This paper examines the consequences of introducing trade and allocating water for environmental use in the Border Rivers region of Queensland. The results of this study suggest that: (1) trade in water entitlements is likely to increase the differential between extractive demand and historical flow regimes as extractive water-use concentrates on the most profitable crops, and (2) water markets are likely to limit the effectiveness of water policies aimed at restoring natural flow regimes. As a result, trade-offs between environmental needs and income from extractive use will need to be determined. This work is important and timely in water-policy development demonstrating the linkages and trade-offs between ecological and economic objectives.  相似文献

The mineral industries have always had significant environmental problems. Dealing with them is in many cases technically possible, but the cost is often prohibitive in an industry with uniform products and much trade. As a possible solution, it is suggested to make mineral products less uniform and more distinguishable in terms of the environmental impacts involved in producing a specific shipment or volume of mineral; this could be combined with means to identify each shipment. Such action would require identification techniques and, more particularly, clear and unequivocal evidence regarding environmental impacts at all stages of production.  相似文献

The resources of the seabed and ocean floor beyond the limits of national jurisdiction were declared the ‘common heritage of mankind’ by the United Nations General Assembly. This article discusses the mineral resources located in this area and how the commercial availability of such resources was perceived to affect national interests. Although the exploitation of these resources would have benefited all states, some more than others, such exploitation was seen to have conflicting consequences on national interests in the light of the North-South dialogue in which trade and access to raw materials played a central role. The factual basis for these different national interests is examined by a discussion of the possible impact of mineral production from the deep-seabed on world markets and the policies implemented in the Convention on the Law of the Sea to ensure these interests are evaluated.  相似文献

Remarkable changes are occurring within the economies of the USSR, China and India that are influencing mineral industry activities. These three countries account for a major share of world minerals production and consumption. Their domestic reforms may ultimately have a serious impact on the global mining industry. This paper examines the present status of the Soviet, Chinese and Indian mineral industries, and forecasts conditions to 2010. Long-term characteristics analysed include industrial production, intensity of use, consumption, mine and plant expansion and trade policy. Six metals are highlighted in the study – aluminium, copper, lead, nickel, steel and zinc.  相似文献

Mineral reserves are unevenly and erratically distributed throughout the world; those countries which were intensively explored in the past — the USA, Canada, the USSR, Australia, South Africa, and a limited number of Asian, African, and Latin American countries — control a large share of many of the industrially important metallic minerals. Current attitudes towards exploration and the mining industry in both the developed and the less developed countries should clearly encourage rather than discourage new exploration. Given an increase in exploration, new reserves may well be found in previously unexplored areas, but any major increase in world mineral supplies will probably come from mining very low- grade deposits and developing new methods of mining and processing non-conventional ores. While it is vital to increase research and development in exploration techniques and mining and processing technology, it is also critical to maintain current levels of consumption and trade by reversing the trend towards trade restriction on the part of some of the less developed countries who are important mineral exporters.  相似文献

While local food production may be beneficial in terms of developing the local economy and reducing greenhouse gases from transportation, sustainability strategies focused on local food production may generate their own risks due to yield variability. We have developed a robust optimization (RO) model to determine the minimum amount of land (cropland and pasture) required to grow food items that would satisfy a local population’s (accounting for gender and age) calorie and nutrient needs. This model has been applied to Boone County, Missouri, which has a population of approximately 170,000. Boone County is 1790 km2, with 16% of the land defined as cropland and 30% defined as pasture. The model includes 27 nutrients from 17 potential foods that could be produced: six fruits and vegetables, five grains and six animal-sourced foods. Yield estimates are based on the predominate methods of agriculture in the USA. We first run our model assuming no variability, using the midpoint yield estimates. Then, to quantify uncertainty in yield for different food types, we use historical yield data over 10 years to estimate this variability and run our RO model under these variability estimates. We compare the two model results to illustrate the impact of data uncertainty on meeting sustainable local food for communities. Solutions suggest that nutrition needs can be met for the Boone County population within the land area defined.  相似文献

This paper attempts to reveal the durable and occasional factors influencing the Hungarian trade in aluminium semi-fabricated and fabricated products. The analysis starts with the presentation of various figures showing the major trends in the Hungarian exports of aluminium products and it is based on identification of a variety of determinants affecting the fluctuation of trade. Specifics of the Hungarian trade in aluminium fabricated products to the West are further illustrated by short case histories. Much of the world's remaining mineral resources lie within the underdeveloped nations of the Third World. The current crisis of confidence characterized in international investment and trade in extractive resources has become detrimental to both the resource-rich developing countries and the resource-hungry industrialized countries. Japan is one nation that has developed a strategy to foster mutual trust and to restore confidence in the international extractive industries. In 1978 the USA used non-fuel processed mineral materials valued at over $200 billion (109). Non-fuel mineral imports caused a trade imbalance of $8 billion. Imports supplied more than half of US supplies of 20 important minerals. The US stockpile of strategic materials is valued at over $11 billion. While world reserves of most minerals are now deemed adequate until 2000, demand for high temperature and special property materials requires careful monitoring and anticipation of disruptions in vulnerable sources.  相似文献

Recreation ecology, the study of environmental consequences of outdoor recreation activities and their effective management, is a relatively new field of scientific study having emerged over the last 50 years. During this time, numerous studies have improved our understanding of how use-related, environmental and managerial factors affect ecological conditions and processes. Most studies have focused on vegetation and soil responses to recreation-related trampling on trails and recreation sites using indicators such as percent vegetation cover and exposed mineral soil. This applied approach has and will continue to yield important information for land managers. However, for the field to advance, more attention needs to be given to other ecosystem attributes and to the larger aspects of environmental conservation occurring at landscape scales. This article is an effort at initiating a dialog on needed advances in the field. We begin by reviewing broadly generalizable knowledge of recreation ecology, to separate what is known from research gaps. Then, based on the authors’ perspective of research in the USA and North America, several research directions are suggested as essential for continued progress in this field including theoretical development, broadening scale, integration with other disciplines, and examination of synergistic effects.  相似文献
