Journal of the American Water Resources Association (JAWRA) 1‐8. DOI: 10.1111/j.1752‐1688.2011.00524.x Abstract: We compared two approaches to administration of groundwater law on a hydrologic model of the North Canadian River, an alluvial aquifer in northwestern Oklahoma. Oklahoma limits pumping rates to retain 50% aquifer saturated thickness after 20 years of groundwater use. The Texas Panhandle Groundwater Conservation District’s (GCD) rules limit pumping to a rate that consumes no more than 50% of saturated thickness in 50 years, with reevaluation and readjustment of permits every 5 years. Using a hydrologic model (MODFLOW), we simulated river‐groundwater interaction and aquifer dynamics under increasing levels of “development” (i.e., increasing groundwater withdrawals). Oklahoma’s approach initially would limit groundwater extraction more than the GCD approach, but the GCD approach would be more protective in the long run. Under Oklahoma rules more than half of aquifer storage would be depleted when development reaches 65%. Reevaluation of permits under the Texas Panhandle GCD approach would severely limit pumping as the 50% level is approached. Both Oklahoma and Texas Panhandle GCD approaches would deplete alluvial base flow at approximately 10% development. Results suggest periodic review of permits could protect aquifer storage and river base flow. Modeling total aquifer storage is more sensitive to recharge rate and aquifer hydraulic conductivity than to specific yield, while river leakage is most sensitive to aquifer hydraulic conductivity followed by specific yield.  相似文献

This paper seeks to understand the effect of social, economic and political conditions on the selection and effectiveness of voluntary policy in Japan. Borrowing from two sets of literature, the paper develops a two-dimensional framework for analysis of voluntary policy that helps clarify the contextual factors that determine voluntary policy choice and effectiveness. The establishment of voluntary agreements in Japan are then investigated and the specific experiences of one Japanese city's experience, Kita Kyushu. Findings show that insufficient national and local statutory regulations, local citizen pressure resulting from significant pollution problems, city-controlled non-regulatory resources, and local level regulatory power determined Kita Kyushu's policy choice and the resulting effectiveness of voluntary environmental agreements. Findings then indicate where the Japanese experience falls within the framework. The usefulness of the framework for analysis and practice is then reinforced, and challenges for some of the basic assumptions of current theory are suggested.  相似文献

In this paper, we present a comprehensive framework for analysing formal rules regulating the involvement of various actors in protected areas decision-making over time and apply it to Poland. Based on the analysis of legal acts and policy documents, we suggest that since the democratic transition started in 1989, the governance of Polish protected areas has been increasingly multi-level and participatory. However, different designations indicate different levels of involvement by non-state actors, with Natura 2000 standing out from the traditional protected areas. Regarding governance issues, establishing and taking management decisions were characterised by the greatest changes in actors’ involvement. While participation of non-public actors is still limited mostly to information and consultation, the involvement of non-state public actors of various levels increased significantly. The paper highlights the importance of a systematic analysis of legal rules as a starting point for empirical investigation of the governance of protected areas.  相似文献

This article examines why, in spite of vast forest resources, Russia has been unable to attract foreign investors into its forest industry. A survey of 32 influential Western European forest companies indicates that purely economic factors, such as labour or raw material costs, are not the main reasons these companies refrain from investing. Instead, the companies identify a number of institutional factors: ambiguous legal systems; difficulties in negotiating with local authorities; unfair tax enforcement; and general political instability as the main impediments to FDI in the sector. These factors have led many companies to abandon previously considered investments in Russia, and also to terminate existing business relationships with Russian partners. The survey results also indicate that, while many investors in forestry were attracted by the potential for a growing Russian market in the early days of the transition period, they have become more and more aware of the many institutional obstacles challenging growth in the sector. The article concludes, therefore, that FDI in the Russian forestry sector is likely to remain low until a fundamental change takes place in the legal and political systems.  相似文献

Urban water infrastructure expenditures cause a major financial burden to municipalities. In the opinion of many policy-makers, public funds may alleviate this burden and facilitate environmental policies. However, practice has shown that despite ambitious policies, funding often follows traditional cost-dominated thinking. In Austria, national policy-makers were interested in new guidelines for funding that increase the transparency of the planning, ensure the adequate treatment of ecological problems, and foster stakeholder involvement, but keep the process as simple as possible, and require minimal changes of the current guidelines. An interdisciplinary project team conducted such a study. Its outcome was tested in two pilot projects. Based on these experiences, policy-makers finally implemented the recommended guidelines for the funding of communal urban water infrastructure projects. A general observation about the policy-making process was a conservative attitude of policy-makers. They prefer simple constraints (precautionary principle) and flexible negotiations (delegation) to complex assessment and decision-aid methodologies.  相似文献

Institutional work focuses on the role of actors in creating, maintaining, or disrupting institutional structures. The concept has its origin in organisational studies. In this paper, we rethink and redefine institutional work to make it fit for use in the multi-actor and multi-level context of environmental governance. We survey key approaches to institutional change in the literature, and argue that institutional work should have a central place within this theorising. Drawing on the insights from this literature, we argue that studying institutional work should involve a look at both the actions taken by actors, as well as the resulting effects. We identify a critical need for attention to the fundamentally political character of institutional work, the cumulative effects of action taken by multiple actors, and communicative and discursive dimensions. Overall, the concept of institutional work opens up new possibilities for unpacking the longstanding challenge of understanding institutional change in environmental governance.  相似文献

This paper examines the General Environmental Law of Bolivia which was recently passed by its Congress. It is a multi-purpose law with two primary objectives: (i) the protection and conservation of the environment; and (ii) the promotion of sustainable development. In this law, environmental benefits are emphasized by stating general principles, not by attempting to define the means. Regulations setting forth the means are left to the writing of subsequent complementary codes. This paper shows that much of the controversy surrounding the legislation disappears when it is seen as a guideline rather than an operational part of Bolivia's industrial policy. In essence, the law addresses environmental awareness in a region that is more anxious than ever to speed economic growth.  相似文献

Internationally and in South Africa, mining companies are increasingly referring to corporate social responsibility (CSR) and partnerships in terms of the business case, or the expectation that being responsible and collaborating with stakeholders is good for profits. Based on a case study of platinum and chrome mining in South Africa, this article argues that the business case is circumscribed by companies’ institutional context. In the past, mining companies’ dominant interpretation of CSR has been in terms of charitable donations and support to good causes. These efforts have not alleviated the contribution of mining companies to growing social problems around the mines, primarily because they have not impacted on core business practices and have not contributed to necessary cross‐sectoral collaboration. Recently, however, there has been an important transition involving the broadening of the interpretation of CSR and increasing commitment to these issues amongst corporate leadership. Though market‐based incentives have contributed to this, the key driver has been the State's legislated transformation programme premised on State sovereignty over mineral resources. Hence, while the interrelationship between companies and their institutional context has, in the past, brought about a vicious cycle of irresponsibility and minimal collaboration, this cycle may be reversed into a virtuous one, driven in particular by the State. The broader implication is that references to a business case for CSR and partnerships cannot be relied upon independently of continued efforts at shaping the public sector context of companies.  相似文献

Environmental interpretation, a key concept in the literature on environmental education, has usually been studied in relation to visitor centres at national parks and historic sites. This article reported a secondary data analysis of material originally collected by the Countryside Commission on 17 British visitor centres. The aims of the current research were to explore more fully the relationships among key variables related to environmental interpretation; namely visitor enjoyment, visitors' information recall, visitor mindfulness and visitors' own beliefs in how much they had learned. Using a series of partial correlation coefficients, it was concluded that the link between visitors' information recall and enjoyment across all the centres was minimal, and that this relationship was not being suppressed appreciably by confounding visitor and centre characteristics. Further analyses revealed a moderate positive correlation between visitor enjoyment and mindfulness, thus indicating that visitors were being mentally stimulated by their experience in. a more general way. A multidimensional scaling analysis of visitors' reactions to the 17 centres produced a two-dimensional solution which could be interpreted in terms of the interpretive theme at each centre and the quality and diversity of the displays. Finally, cross-tabulations revealed a relationship between interpretive theme (historic and conservation as opposed to general) and visitors' mindfulness, increased information recall and enhanced perception of how much they had learned.  相似文献

In the 1990s a wide array of non-governmental certification initiatives emerged as a way to promote the sustainable management of resources in sectors such as fisheries and forestry. In this paper, we examine two related questions about these initiatives: how does the institutional design of certification initiatives affect the way science is used in the development of certification standards and in whose interest is science employed? Using the empirical case of forest certification and the specific standards various initiatives have created to address the management of forest genetic resources, we show how structural aspects of decision-making processes affects the standards adopted and the rationalization for their appropriateness. Two basic models of decision-making-stakeholder participation and technical expertise-are discussed in relation to three certification initiatives active in North America-the Canadian Standards Association, the Sustainable Forestry Initiative and the Forest Stewardship Council. By examining the standards these initiatives set for the management of forest genetic resources, we illustrate how two dimensions of science-uncertainty and the logic of cause and effect-are used to rationalize cautious and rigid versus flexible and discretionary standards for the management of forest genetic resources. Our findings indicate that the design or structure of certification decision-making processes, and their embedded balance of authority, mediate the form of standards initiatives will justify on the basis of science.  相似文献

An evaluation of woodland reclamation on strip-mined lands in east Texas   总被引:1,自引:0,他引:1  
We compared the composition and structural characteristics of reclaimed and native woody plant communities near Fairfield, Texas, to evaluate the effectiveness of woodland reclamation 3–11 years since establishment. Species composition, foliage density, canopy cover, and woody plant densities were recorded in plots randomly placed along transects bisecting blocks of reclaimed and native woodlands. During summer, vertical foliage densities at heights ≤2 m were similar among native and reclaimed areas. Foliage density and canopy cover declined in reclaimed blocks during winter, but remained relatively constant in native woodlands, where evergreens and vines were more common. Canopy cover was absent in reclaimed woodlands <6 years old but increased with age in 6 to 11-year-old blocks. These data indicated that approximately 27 years will be needed before trees in reclaimed blocks will achieve the stature of canopy trees in native woodlands. Reclaimed woodlands contained different woody plant species and had lower woody stem densities compared to native woodlands. On average, stem densities in reclaimed blocks were six times lower than densities in native woodlands. Comparisons with planting records indicate that survival of most commonly planted woody species was low. Only green ash(Fraxinus pennsylvanica), Russian oliver(Elaeagnus commutata), smooth sumac(Rhus glabra), and redbud(Cercis canadensis) had estimated survival rates >50%. Reclamation procedures used at Big Brown Mine (BBM) during 1981–1988 have not produced woodland habitats with vegetative characteristics comparable to premined woodlands and may not be providing the cover needed to encourage use by certain wildlife species. Increased market internationalization with more and stricter environmental regulations in different countries has caused manufacturers to extend their environmental management practices to cover their supply chain partners. Thus, environmental supply chain management (ESCM) has become an important competitive and environmental strategy for manufacturers to pursue. China, as a global manufacturer, is also facing this balance of economic development with environmental protection. The literature remains unclear on whether internationalization is beneficial or costly when it comes to environmental management practices such as ESCM within China. Further insight into this issue will be useful for organizations in developing and emergent economies to more effectively prepare for internationalizing their operations and markets. Using internationalization drivers that propel the implementation of environmental management practices in the Chinese manufacturing industry, we applied cluster analysis to group a sample of 377 Chinese manufacturers surveyed in 2007 into three clusters: mature internationalization, emergent internationalization, and domestic-focused. Institutional theory within an internationalization context sets the theoretical foundation for evidence that the international environmentally oriented institutional drivers encountered are positively associated with the adoption of ESCM practices by Chinese manufacturers. We also find significant differences in the environmental, economic and operational performance outcomes across the three manufacturer clusters. We conclude that manufacturing organizations experiencing internationalization with a greater extent of adopting ESCM practices tend to perform better.  相似文献

Farmland conversion has become an important public policy issue in the United States and in many other countries. An important part of policy considerations in farmland protection programs is the minimum parcel size for farm-related land divisions and dwelling units. The rationale for establishing size thresholds varies considerably among jurisdictions. This article reviews the policies and criteria used in the United States and several other countries, discusses the policy implications of different types of objectives, and presents the results of a case study in Oregon. The case study was the first attempt by an Oregon county to articulate a set of measurable criteria to quantify a definition of commercial agriculture for land-use applications. The criteria and data base used in the model provide a systematic procedure to process permit applications in an objective, consistent manner. The ordinance was adopted in February 1988 and has worked successfully since that time. The article summarizes permit activity under the new ordinance and comments on its effectiveness.  相似文献

Forty‐five flood control reservoirs, authorized in the Watershed Protection and Flood Prevention Act 1954, were installed by United States Department of Agriculture (USDA) between 1969 and 1982 in the Little Washita River Experimental Watershed (LWREW), located in central Oklahoma. Over time, these reservoirs have lost sediment and flood storage capacity due to sedimentation, with rates dependent on upstream land use and climate variability. In this study, sedimentation rates for 12 reservoirs representing three major land use categories within LWREW were measured based on bathymetric surveys that used acoustic profiling system. Physiographic and climate attributes of drainage area of surveyed reservoirs were extracted from publicly available data sources including topographic maps, digital elevation models, USDA Natural Resource Conservation Service soils, and weather station databases. Correlation, principal component analysis, and stepwise regression were utilized to analyze the relationship between normalized reservoir sedimentation rates (ReSRa) and the drainage area characteristics to determine the major variables controlling sedimentation within the LWREW. Percent of drainage area with extreme slopes, saturated hydraulic conductivity, and maximum daily rainfall event recorded in spring explained most of the variability in ReSRa. It was also found that percent reduction in reservoir surface area can be used as a surrogate for estimating ReSRa. The implications of the results are discussed.  相似文献

In what circumstances do organizations react to changes in their operating environment by adopting proportionate policy responses? And drawing on institutional theory, what expectations can we formulate in relation to the proportionality of policy responses to climate change? These two research questions frame this article, which seeks to make new connections between the emerging perspective of proportionality in policy-making and existing institutional theories. We find that institutional theories are well suited to formulating expectations concerning the (dis)proportionality of policy responses, but their explanatory power can be further improved by taking the characteristics of specific climate policy problems into account. While there are many different problems nested in the ‘meta’ problem of climate change, we find that most of them have characteristics which suggest that policy under-reactions are more, not less likely. Amongst institutional theories, rational choice institutionalism provides the clearest expectation that proportionate policy responses are unlikely. Policy entrepreneurship is identified as one obvious way in which to stimulate proportionate policy responses, through fostering new ways of thinking within organizations.  相似文献

CARIBELATE, the Caribbean Environmental Laboratory for the Advancement of Technological Entrepreneurship is an evolving institutional concept, as well as a physical complex, that provides a dynamic environment for public, academic and private sector organizations to conduct proof of concept technology demonstrations in a landfill environment. This article traces the successful networking of demonstrations at a landfill in New Jersey and the subsequent design of the CARIBELATE project in the Municipality of Carolina, Puerto Rico. The institutional model developed for the Puerto Rico facility has brought together an unlikely combination of stakeholders. Those from the private sector, here called industrial partners, are paired with academic researchers to optimize products for local markets. The basic technology system demonstrated in New Jersey and to be replicated in Puerto Rico removes harmful contaminants from landfill gas and in so doing produces a variety of useful products. A portion of the landfill gas is utilized for micro‐turbine electricity generation and for heating a demonstration greenhouse that houses aquaculture coupled with hydroponic crop production, where aquaculture effluents are recycled as plant nutrients. A strict protocol to verify emission reduction is imposed on all the demonstrations at the CARIBELATE project. Although greenhouse gas credit verification is not the prime mission, it is suggested that the credits verified from these demonstrations are of high quality, and can serve as an excellent training platform. CARIBELATE is conceived to be operated at the municipal level and contribute to income generation and economic development. The continuing networking of stakeholders from the public and private sectors offers some potential guidance for replicating this design in the developing world.  相似文献

Large-scale injections of CO2 into subsurface saline aquifers have been proposed to remediate climate change related to buildup of green house gases in the atmosphere. The pressure buildup caused by such injections may impact a volume of the basin significantly larger than the CO2 plume itself. In areas with hydrological settings similar to the Gulf Coast Basin, the perturbation of the flow-field in deep parts of the basin could result in brines or brackish water being pushed up-dip into unconfined sections of the same formations or into the capture zone of fresh-water wells. The premise of the current study is that the details of multiple-phase flow processes necessary to model the near field evolution of the CO2 plume are not necessary to describe the impact of the pressure anomaly on up-dip aquifers. This paper quantitatively explores conditions under which shallow groundwater would be impacted by up-dip displacement of brines, utilizing an existing carefully calibrated flow model. Modeling an injection of water, arguably equivalent to 50 million tons of CO2/year for 50 years resulted in an average water-table rise of 1 m, with minor increase in stream baseflow and larger increase in ground water evapotranspiration, but no significant change in salinity.  相似文献

Environmental policy and planning problems are inherently complex societal problems whose solution requires the deployment of particular combinations of environmental and human resources to achieve sustainable socio-spatial development. Resources are subject, however, to diverse resource regimes. A stumbling block in devising and implementing solutions is the variance between actual resource regimes and those associated with proposed plans and policies as well as the possibility of combining them optimally. The paper explores how the institutional setting—the numerous and diverse actors and resource regimes involved—affects the output and outcomes of the principal stages of the policy and planning process, it offers proposals for institutional change and it suggests future research directions. Desertification control is analyzed as an illustrative example of a domain where institutional complexity is pronounced and crucial for the feasibility and effectiveness of policy and planning interventions.  相似文献
