Landscape planning and restoration in mine closure areas is not only an inevitable choice to sustain mining areas but also an important path to maximize landscape resources and to improve ecological function in mine closure areas. The analysis of the present mine development shows that many mines are unavoidably facing closures in China. This paper analyzes the periodic impact of mining activities on landscapes and then proposes planning concepts and principles. According to the landscape characteristics in mine closure areas, this paper classifies available landscape resources in mine closure areas into the landscape for restoration, for limited restoration and for protection, and then summarizes directions for their uses. This paper establishes the framework of spatial control planning and design of landscape elements from “macro control, medium allocation and micro optimization” for the purpose of managing and using this kind of special landscape resources. Finally, this paper applies the theories and methods to a case study in Wu’an from two aspects: the construction of a sustainable land-use pattern on a large scale and the optimized allocation of typical mine landscape resources on a small scale.  相似文献

Generally speaking, there is a greater amount of quantitative data available to measure and model the cumulative environmental or economic impacts of mining than the social impacts. In part, this is because social impacts are often inherently more difficult to quantify, but historically there have also been fewer regulatory drivers for companies or state agencies to invest in collecting such data. Regulators in some jurisdictions are now starting to require resource companies to report on aspects of their social performance, but companies and regulators are still struggling to identify appropriate metrics, particularly in regards to cumulative impacts. This paper describes an innovative quantitative approach to tracking how communities experience and respond to increased mining activity, using data from the complaints registers maintained by mines located in the Upper Hunter Valley in New South Wales, Australia. In this study, complaints lodged with five separate mines adjacent to the township of Muswellbrook over several years were aggregated and trends analysed. The aggregated set showed that complaint frequency increased with the increase in mining activity but then decreased as individual complaints were addressed. However, when complaints from near-neighbours were removed, it emerged that the proportion of complaints that came from the town itself steadily increased over time. Further analysis indicated that this increase was closely associated with the amount of mine-disturbed land that could be seen from the town over time, as measured using a combination of remotely sensed data and a digital elevation model. This is persuasive evidence of a cumulative social impact that is more than just the sum of the local impacts of individual mines.  相似文献

To be considered as sustainable, a mining community needs to adhere to the principles of ecological sustainability, economic vitality and social equity. These principles apply over a long time span, covering both the life of the mine and post-mining closure. The legacy left by a mine to the community after its closure is emerging as a significant aspect of its planning. Progress towards sustainability is made when value is added to a community with respect to these principles by the mining operation during its life cycle. This article presents a series of cases to demonstrate the diverse potential challenges to achieving a sustainable mining community. These case studies of both new and old mining communities are drawn mainly from Canada and from locations abroad where Canadian companies are now building mines. The article concludes by considering various approaches that can foster sustainable mining communities and the role of community consultation and capacity building.  相似文献

The number of operating mines has fallen sharply for most mineral products, and the average size of mine risen, with the changes gathering momentum during the 1990s. The paper looks at trends in copper, zinc and gold, and then explores the relationship between size and unit costs in copper mining, separately for underground and open-pit mines, in order to ascertain the existence and importance of economies of scale. Changes in mine size have been accompanied by major technological and geographical shifts. There is only a weak relationship between the scale of mines and overall unit costs per tonne of copper produced. The paper discusses the data and explores some of the reasons.  相似文献

Australia has been a leading mining nation and its mines continue to attract substantial investment due to its strong mineral endowment, mining tradition and high skills base. In recent years Australian mining companies have been facing higher labour costs, which need to be offset by other savings. Automating mine-site machinery offers one potential source of such savings.Underground mines pioneered automated technology largely for safety and mine accessibility reasons and to reduce operating costs. Yet these operations now represent a much smaller portion of the total ore tonnes mined due to the changing mining techniques meaning larger lower grade deposits are becoming economic. It appears the future of mine automation will be directed by surface mining as this maturing technology finds further applications above ground and in the next decade large scale open pit automation trials gain more momentum.This paper assesses the implications of introducing driverless haul trucks in a typical large remote Australian open-pit mine. Such automation will save employee and associated costs, increase operational productive hours and ultimately will reduce mine site workforce numbers. While there will be fewer jobs per mine, with reduced costs and higher productivity some previously uneconomic mines may again be profitable.The social implications of greater mine site automation are the reduction in population of remote mining towns and a decrease in the lower skilled labour requirements for the mining sector. There will be an increase in fly-in fly-out mining operations and companies will establish remote control centres for automated mines in larger cities. This may decrease overall labour requirements and so reduce employment in the sector; therefore, the government should be mindful of implementing policies that ensure a fair return on the economic rent of mineral leases.  相似文献

The mining industry can be critical to a nation's economic well-being. Impacts may be felt on a national or regional level, with their significance dependent in part on the resources under development as well as existing government policies. This paper examines typical economic consequences of mining and how such impacts are being felt in the so-called transitional economies of Asia and Europe. Clearly, while mining continues to play an important role in the economies of Russia, China, Vietnam and other transitional nations, the nature and impacts of mining are different by virtue of years of centralized planning in the industry and the use of non-economic measures of efficiency. The changing character of mining is today opening up new opportunities for foreign investment and technology assistance.  相似文献

China is the largest coal producer and the largest coal consuming country in the world. Approximately half of China's coal comes from small‐scale mines. The sustainability of China's coal industry would be improved if a greater share of the coal come from larger‐scale mines. This article presents a case history of the Shuangliu Mine in Shanxi Province and discusses the issues and benefits of the transformation of this mine. Significant gains were observed in worker safety and benefits, and in more efficient exploitation of the coal resource. Problems included loss of employment opportunities for local labourers, and reduced revenue for local townships. The wider implications of a shift of China's coal supply from small‐scale to large‐scale mining operations are discussed in relation to economic, social and environmental aspects.  相似文献

Today, mine reclamation is a key component to a successful mine plan. Most of the industrialized nations have recognized the need to make mining activities relatively environmentally friendly, if they want to continue to benefit from the economic gains from mineral resource development. Countries such as the United States, Canada, Australia and South Africa are leaders in the field and have implemented relatively sophisticated legislation to ensure environmentally correct mine closure. These countries rely on a combination of strict control strategies and economic penalties to ensure compliance. Yet, from the firm's perspective, reclamation activities are counterproductive as they cut into profits. In order to attract economic development and earn much needed economic capital, most of the rest of the world, particularly the developing countries, lack effective mine closure legislation. The traditional command and control type of legislation that is sometimes used is either vague and therefore avoided, or not enforced appropriately, resulting in an undesirable level of environmental degradation. With the use of case studies from Brazil, this article shows that direct controls are effective in some instances and not in others. It proposes that economic and financial tools may be more effective than the traditional direct controls in getting firms to comply with environmental standards, particularly in developing countries where environmental compliance is more difficult to achieve. It explains the use of performance bonding as one type of economic incentive that has proven to be an effective environmental policy in mine planning and closure. The authors additionally push beyond the typical style of performance bonds to introduce a flexible bonding and insurance system that allows governments to maintain strict environmental standards but limits firms financial exposure during the mining process. Such a system learns from the successes of the industrialized countries that use performance bonding and is sensitive to the needs of developing nations to attract investment yet maintain environmental integrity.  相似文献

The development of mineral and energy resources worldwide has placed pressure on regional environments, economies and communities. The cumulative impacts, or cumulative effects, arising from overlapping development have stretched political systems that have traditionally been geared toward the regulation and management of individual resource developments, presenting challenges for policy makers, resource developers and civil society actors. An equally challenging task has been realisation of the potential development dividends of mineral and energy resources in the areas of business development, infrastructure, human development or the management of resource revenues. This paper introduces a special issue on ‘Understanding and Managing Cumulative Impacts in Resource Regions’. The special issue interrogates the effectiveness of new and traditional policy responses, explores methods and strategies to better respond to cumulative impacts, and details practical examples of collaborative and coordinated approaches. Papers cover a range of environmental, economic and social issues, geographical regions, commodities, and conceptual approaches. This introductory paper introduces the cumulative impact issues that have manifest in resource regions, critically appraises current conceptions of cumulative impacts, and details management and policy responses to address the cumulative dimensions of impact.  相似文献

Although the small-scale mining sector in Bolivia has absorbed economic aid, little or no improvement has resulted. It appears that much closer technical and financial co-operation with those operating small mines is called for, including rigid credit supervision. Problems in small-scale mines arise from difficult mining conditions, the tax structure and capital market situation as well as the employment patterns of the mine operators. It is suggested that mechanized projects may not always be the best way to overcome poor conditions, but where they are, lack of collateral is frequently an obstacle. In such cases, a three stage approach to project implementation is proposed.  相似文献

This paper summarizes a study designed to measure the differences in production costs at certain US and Colombian coal mines and to identify those factors, including mine health, safety and environmental requirements, which account for the difference. Meaningful cost-structure comparisons required that mines with similar geology, techniques and sizes be evaluated in each country. Standard engineering estimating techniques were used to develop costs at three roughly matched pairs of mines, one from each country. Tax and labour cost differences were found to be more important factors than regulatory differences in the cost advantage of the Colombian mines in each set.  相似文献

Coal mine reclamation projects are very expensive and require coordination of local and federal agencies to identify resources for the most economic way of reclaiming mined land. Location of resources for mine reclamation is a spatial problem. This article presents a methodology that allows the combination of spatial data on resources for the coal mine reclamation and uses GIS analysis to develop a priority list of potential mine reclamation sites within contiguous United States using the method of extrapolation. The extrapolation method in this study was based on the Bark Camp reclamation project. The mine reclamation project at Bark Camp, Pennsylvania, USA, provided an example of the beneficial use of fly ash and dredged material to reclaim 402,600 sq mi of a mine abandoned in the 1980s. Railroads provided transportation of dredged material and fly ash to the site. Therefore, four spatial elements contributed to the reclamation project at Bark Camp: dredged material, abandoned mines, fly ash sources, and railroads. Using spatial distribution of these data in the contiguous United States, it was possible to utilize GIS analysis to prioritize areas where reclamation projects similar to Bark Camp are feasible. GIS analysis identified unique occurrences of all four spatial elements used in the Bark Camp case for each 1 km of the United States territory within 20, 40, 60, 80, and 100 km radii from abandoned mines. The results showed the number of abandoned mines for each state and identified their locations. The federal or state governments can use these results in mine reclamation planning.  相似文献

Little formal recognition is given in Canadian mineral management to the inevitable socioeconomic changes induced by mine closure. This paper documents and evaluates government and non-government arrangements to ameliorate socioeconomic impacts of mine closure at the Marmoraton Mining Company in Ontario during 1978. Measures used to reduce detrimental socioeconomic hardships of mine terminations on Canadian communities are presented. Abandoned mines are an important global concern and continue to pose real or potential threats to human safety and health including environmental damage/s. Very few countries had government mine regulation and reclamation policies until the latter part of the century where legal, financial and technical procedures were required for existing mining operations. Major reasons for mine closure may be mainly due to poor economies of the commodity making mining unprofitable, technical difficulties and national security. If the mine is abandoned, more often than not it is the government that shoulders the burden of clean-up, monitoring and remediation. The topic of abandoned mines is complex because of the associated financial and legal liability implications. Abandoned mercury mines have been identified as one of the major concerns because of their significant long-term environmental problems. Primary mercury production is still ongoing in Spain, Kyrgzystan, China, Algeria, Russia and Slovakia while world production declined substantially in the late 1980s. In the Philippines, the mercury mine located southeast of Manila was in operation from 1955 to 1976, before ceasing operation because of the decline in world market price for the commodity. During this time, annual production of mercury was estimated to be about 140,000 kg of mercury yearly. Approximately 2,000,000 t of mine-waste calcines (retorted ore) were produced during mining and roughly 1,000,000 t of these calcines were dumped into nearby Honda Bay to construct a jetty to facilitate mine operations where about 2000 people reside in the nearby three barangays. In October, 1994 the Department of Health received a request from the Provincial Health Office for technical assistance relative to the investigation of increasing complaints of unusual symptoms (e.g. miscarriages, tooth loss, muscle weakness, paralysis, anemia, tremors, etc.) among residents of three barangays. Initial health reports revealed significant elevation of blood mercury levels exceeding the then recommended exposure level of 20ppb in 12 out of the 43 (27.9%) residents examined. The majority of the volunteers were former mine workers. In this study the abnormal findings included gingivitis, mercury lines, gum bleeding and pterydium. The most common neurologic complaints were numbness, weakness, tremors and incoordination. Anemia and elevated liver function tests were also seen in a majority of those examined. The assessment also revealed a probable association between blood mercury level and eosinophilia. The same association was also seen between high mercury levels and the presence of tremors and working in the mercury mine. To date, there are very limited environmental and health studies on the impact of both total and methylmercury that have been undertaken in the Philippines. Thus, this area of study was selected primarily because of its importance as an emerging issue in the country, especially regarding the combined effects of total and methylmercury low-dose and continuous uptake from environmental sources. At present the effects of total mercury exposure combined with MeHg consumption remain an important issue, especially those of low-dose and continuous uptake. Results of the study showed that four (4) species of fish, namely ibis, tabas, lapu-lapu and torsillo, had exceeded the recommended total mercury and methylmercury levels in fish (NV>0.5 microg/gf.w., NV>0.3 microg/gf.w., respectively). Saging and kanuping also exceeded the permissible levels for methylmercury. Total and methylmercury in canned fish, and total mercury in rice, ambient air and drinking water were within the recommended levels, however, additional mercury load from these sources may contribute to the over-all body burden of mercury among residents in the area. Surface water quality at the mining area, Honda Bay and during some monitoring periods at Palawan Bay exceeded total mercury standards (NV>0.002 ng/mL). Soil samples in two sites, namely Tagburos and Honda Bay, exceeded the EPA Region 9 Primary Remediation Goal recommended values for total mercury for residential purposes (NV>23 mg/kg). The hand to mouth activity among infants and children is another significant route for mercury exposure. Statistically significant results were obtained for infants when comparing the results after one year of monitoring for methylmercury levels in hair for both exposed and control sub-groups. Likewise, comparing the initial and final hair methylmercury levels among pregnant women/mothers in the exposed group showed statistically significant (p<0.05) results. Comparing the exposed and control sub-groups' mercury hair levels per sub-group showed statistically significant results among the following: (a) initial and final total mercury hair levels among children, (b) initial and final methylmercury hair levels among children, (c) final total mercury hair levels among pregnant women, (d) initial and final total mercury hair levels among mothers, and (e) initial and final methyl hair levels among mothers.  相似文献

As part of the process of drafting environmental guidelines for mining, a study of the impact of mining on the environment was undertaken by the Ghanaian Minerals Commission. The study evaluated the impact of underground mines and surface mines on the physical environment as well as their socio-economic impact. Among its conclusions: for both types of mines, drainage emptying out into rivers is a major cause of pollution; mine roads open up uninhabited regions to farming and other uses. Underground mines employ more workers than surface mines; the socioeconomic benefits of the surface mines to local people are less than those of underground mines.  相似文献

The duration of acid mine drainage flowing out of underground mines is important in the design of watershed restoration and abandoned mine land reclamation projects. Past studies have reported that acid water flows from underground mines for hundreds of years with little change, while others state that poor drainage quality may last only 20 to 40 years. More than 150 above-drainage (those not flooded after abandonment) underground mine discharges from Pittsburgh and Upper Freeport coal seams were located and sampled during 1968 in northern West Virginia, and we revisited 44 of those sites in 1999-2000 and measured water flow, pH, acidity, Fe, sulfate, and conductivity. We found no significant difference in flows between 1968 and 1999-2000. Therefore, we felt the water quality data could be compared and the data represented real changes in pollutant concentrations. There were significant water quality differences between year and coal seam, but no effect of disturbance. While pH was not significantly improved, average total acidity declined 79% between 1968 and 1999-2000 in Pittsburgh mines (from 66.8 to 14 mmol H+ L(-1)) and 56% in Upper Freeport mines (from 23.8 to 10.4 mmol H+ L(-1)). Iron decreased an average of about 80% across all sites (from an average of 400 to 72 mg L(-1)), while sulfate decreased between 50 and 75%. Pittsburgh seam discharge water was much worse in 1968 than Upper Freeport seam water. Twenty of our 44 sites had water quality information in 1980, which served as a midpoint to assess the slope of the decline in acidity and metal concentrations. Five of 20 sites (25%) showed an apparent exponential rate of decline in acidity and iron, while 10 of 20 sites (50%) showed a more linear decline. Drainage from five Upper Freeport sites increased in acidity and iron. While it is clear that surface mines and below-drainage underground mines improve in discharge quality relatively rapidly (20-40 years), above-drainage underground mines are not as easily predicted. In total, the drainage from 34 out of 44 (77%) above-drainage underground mines showed significant improvement in acidity over time, some exponentially and some linearly. Ten discharges showed no improvement and three of these got much worse.  相似文献

The causes for the failure in enforcement of environmental regulations at the Giap Lai pyrite mine in northern Vietnam are considered and the environmental impacts that are associated with this mine are evaluated. It is shown that sulphide-rich tailings and waste rock in the mining area represent significant sources of acid rock drainage (ARD). The ARD is causing elevated metal levels in downstream water bodies, which in turn, represent a threat to both human health and to aquatic ecosystems. Metal concentrations in impacted surface waters have increased after mine closure, suggesting that impacts are becoming progressively more serious. No post-closure, remediation measures have been applied at the mine, in spite of the existence of environmental legislation and both central and regional institutions charged with environmental supervision and control. The research presented here provides further emphasis for the recommendation that, while government institutions may need to be strengthened, and environmental regulations need to be in place, true on the ground improvement in environmental quality in Vietnam and in many other developing countries require an increased focus on promoting public awareness of industrial environmental issues.  相似文献

Increased soil erosion on sloped land has become a significant environmental concern in China that has been attributed to human activities such as deforestation, over-cultivation, and over-grazing of livestock. In order to reduce soil erosion on sloped lands, the Chinese government has responded by implementing large-scale, ecological rehabilitation programs, including the "Grain for Green" reforestation project. This program involves financial incentives to transition farmers into other economic activities with the goal of reducing ecological pressures and degradation. Because of the scope and potential impacts from these programs, detailed research is needed to understand their social and ecological effects. This paper reports on research conducted in Tianquan County, Sichuan Province, and Wuqi County, Shaanxi Province, that evaluates the effects of the program upon local economies and household livelihood systems. The paper argues that the successful conversion of farmland under "Grain for Green" depends upon local government involvement, local economic development, and funding for local projects. Without economic development within rural economies, we conclude that farmers will remain dependent upon continued subsidy assistance to meet the policy's ambitious environmental restrictions, thereby undermining the program's long-term sustainability.  相似文献
