The severe floods of 1987 in Bangladesh had devastating effects on many development activities. Here, the use and condition of improved sanitation facilities (double pit water sealed latrines) during the 1987 peak flood period are presented. Two surveys on the use and condition of the latrines were carried out in May (pre-flood) and September (post-flood) 1987 in a rural area 60 km north of Dhaka, with a population of about 4500. General usage of the latrines by the population aged five years or more decreased from 88% to 78% ( p < 0.001) after the flood. Only 40% of the 343 latrines which were in use and had no damaged component at the time of the pre-flood survey still had no damaged components after the floods. Fencing was the component which suffered the most damage. It was the only component which was installed and maintained by the users, project staff being responsible for all other components. The estimated post-flood repair cost was approximately US $4.0 per latrine. Development of an affordable and durable fencing is recommended.  相似文献

This paper investigates farmers’ crop adaptation processes in response to three recent devastating floods in Islampur, a case-study area in rural Bangladesh. The paper reports a multi-method research project which comprised a questionnaire survey, focus-group discussions and interviews with agricultural block supervisors. The author analyses three recent severe floods in Bangladesh, occurring in 1988, 1995 and 1998, and reviews the adaptation techniques and strategies embraced by the same group of farmers in order to survive the more devastating inundations that occur from time to time. The study concluded that vulnerable farmers are highly resilient and, with appropriate support, their adjustments can be sustainable. This enquiry showed that in the face of climate change both the inclusion of autonomous adaptations into planning and policy-making and the enhancement and support of community-based adaptation can be effective in ensuring the survival of riverine farming systems. This case study can be considered as a key reference case in regard to vulnerable locations in the Ganges–Brahmaputra–Meghna mega-delta basin, particularly in respect to Bangladesh.  相似文献

Bangladesh experienced one of the worst floods in recorded history in 1998. This paper focuses on the needs and coping strategies of the urban poor in Dhaka City, which had been very badly affected. The city's roads were completely under water, and most areas were water-logged with drainage and sewage systems blocked. Rising water levels compelled many slum dwellers to move to temporary shelters and relief camps. Women and children were the worst affected. The lack of sanitation facilities and privacy forced women and children to defecate in their own homes. There was an acute scarcity of safe drinking-water, and food prices rose dramatically. Diarrhoea, fever and colds were the most common illnesses affecting the poor. The floods left many of them unemployed, and in some families, the result was increased tension and incidents of domestic violence. In some areas, members felt pressured to repay micro-credit loans. Most NGOs, however, suspended loan repayments. During this period, a committee was set up to co-ordinate and work towards addressing some of the main post-flood problems.  相似文献

This paper explores peoples' indigenous survival strategies and assesses variations in people's ability to cope with floods in two flood‐prone villages in Bangladesh. It reveals that people continuously battle against flood vulnerability in accordance with their level of exposure and abilities, with varied strategies employed at different geophysical locations. The paper reports that people in an area with low flooding and with better socioeconomic circumstances are more likely to cope with impacts compared to people in areas with high and sudden flooding. Similarly, households' ability to cope varies depending on people's socioeconomic conditions, such as education, income and occupation. Although floods in Bangladesh generate socioeconomic misery and cause damage to the environment, health and infrastructure, people's indigenous coping strategies have helped them to reduce significantly their vulnerability. Such flood‐mitigating strategies should be well recognised and emphasised further via proper dissemination of information through an early‐warning system and subsequently external assistance.  相似文献

Bangladesh is one of the poorest and the most disaster‐prone countries in Asia; it is important, therefore, to know how its disaster reduction strategies are organised and planned. Cyclone shelters comprise a widely acceptable form of infrastructural support for disaster management in Bangladesh. This paper attempts to analyse empirically their use during cyclones in a sample study area along the southwest coastal belt of the country. It shows how the location of a cyclone shelter can determine the social power structure in coastal Bangladesh. The results reveal that the establishment of cyclone shelters in the studied communities is determined by neither a right‐based nor a demand‐based planning approach; rather, their creation is dependent on the socio‐political affluence of local‐level decision‐makers. The paper goes on to demonstrate that socially vulnerable households (defined, for example, by income or housing conditions) are afforded disproportionately less access to cyclone shelters as compared to less socially vulnerable households.  相似文献

Massive floods hit Mozambique in 2000.1 Many of the affected regions benefited from external aid. This paper investigates how the floods impacted on two communities in the interior of the Limpopo Valley, which did not receive significant assistance during the event and in the immediate aftermath. Drawing on the livelihood approach, it focuses on the role of two types of local resources: knowledge and social capital. The paper shows that the scale of the 2000 floods surpassed the response capacity of these resources and looks at how wealth and gender influenced access by households to the local support mechanisms that enhance survival and recovery. It appears that the floods mainly affected wealthier households, as these more frequently lost houses and cattle. The paper points to the importance of ploughs and cattle for local support mechanisms, which, in turn, most likely reduced the capacities of communities to recover from the disaster.  相似文献

This paper assesses the vulnerability of schools to floods in the Nyando River catchment (3,600 km2) in western Kenya and identifies measures needed to reduce this vulnerability. It surveys 130 schools in the lower reaches, where flooding is a recurrent phenomenon. Of the primary schools assessed, 40% were vulnerable, 48% were marginally vulnerable and 12% were not vulnerable. Of the secondary schools, 8% were vulnerable, 73% were marginally vulnerable and 19% were not vulnerable. Vulnerability to floods is due to a lack of funds, poor building standards, local topography, soil types and inadequate drainage. The Constituencies Development Fund (CDF), established in 2003, provides financial support to cover school construction and reconstruction costs; CDF Committees are expected to adopt school building standards. In an effort to promote safe and resilient construction and retrofitting to withstand floods, this paper presents vulnerability reduction strategies and recommendations for incorporating minimum standards in the on‐going Primary School Infrastructure Programme Design.  相似文献

This paper opens with a history of development and disaster-prevention strategies in a cyclone-prone area of the east coast of India and traces the evolution in the area of British and Indian governments' programmes and policy over a century. Research over the last 20 years has shown, however, that the programmes and policies have failed to balance economic growth with safety. Resources intended for the benefit of all have been diverted by alliances of powerful people to a small minority, and recent developments have reduced the physical protection of the area. The result is that increasing numbers of people are vulnerable to the effects of cyclones and floods. The findings suggest that the best way to reduce vulnerability is to improve the socio-economic standing of the most vulnerable and for this to happen these people must have an assured income based on assets that will enable them to acquire social and economic credit-worthiness within the local economy. This paper presents evidence that suggests that non-governmental organisation (NGO)-supported co-operatives are the best way to achieve this through self-help and self-employment schemes. It also suggests that NGOs should be encouraged to take up environmentally and ecologically beneficial activities involving the poorest groups in the communities, in this way combining sustained self-employment with environmental protection.  相似文献

They are particularly difficult to forecast accurately and there is little lead time for warning. This makes motorists especially vulnerable. Assuming that these flash flood hazard specificities may be the significant factors leading to difficulties for drivers to perceive danger, we used cognitive mapping combined with GIS data processing to assess motorists’ flash flood risk perception on their daily itineraries. Flood control and drainage projects in Bangladesh are intended to give protection from main river floods, flash floods in the east and northeast of the country, and saline intrusion in the lower delta and to improve drainage in order to avoid crop damage. While in some cases such projects have had positive results, in many others their benefits have fallen well below expectations. One of the major reasons for the poor performance of projects is embankment failure, brought about by poor planning, design, construction, operation and maintenance. Recommended measures to improve the efficiency of projects include the involvement of local people in the planning and operation of projects, better training of management staff and the allocation of adequate funds for maintenance.  相似文献

Bangladesh is vulnerable to seismic events. Experts suspect that if an earthquake with a 7.0 magnitude occurred in large cities of Bangladesh, there would be a major human tragedy due to the structural failure of many buildings. The primary objectives of this paper are to examine seismic risk perception among residents of Dhaka City and investigate their levels of earthquake preparedness. A questionnaire survey conducted among 444 residents of the city provided the major source of data for the paper. The survey results suggest that an overwhelming majority of the respondents were not prepared for a major earthquake, which is anticipated to occur in Dhaka. Multivariate analysis of survey data reveals that value of residential unit and respondent educational levels appear as the most significant determinants of preparedness status of the respondents. This study recommends increasing earthquake awareness and preparedness among residents of Dhaka City.  相似文献

ABSTRACT

Globally, fisheries are important economic resources and support many coastal communities, but the people that rely on fishing experience a range of environmental hazards. This research surveyed 300 fishing households on Kutubdia Island, Bangladesh, regarding their fishing activities and the conditions and perceptions of risk while fishing at sea. This is an artisanal fishery of small boats used for day trips, and larger but still simple boats used for multi-day trips farther offshore. Many households (62%) reported sickness or health problems while at sea. Medicine or first aid kits are carried by only 35% of the boats. Hazards encountered at sea included bad weather (69%), pirates (60%), unfriendly encounters with larger boats (20%), and engine failure (13%). The 300 households reported that 109 fishers had been lost at sea during the past 21 years. From this we estimate an annual death rate of 1335 per 100,000 fishers here, making it among the most dangerous in the world. Bangladesh needs a regulatory framework for its fisheries to include environmental, economic, political, cultural, and social components. Such a regulatory arrangement would support the Kutubdia fishers and should be incorporated into Bangladesh’s national policy for achieving its sustainability goals.  相似文献

While much work has been invested in addressing the economic and technical basis of disaster preparedness, less effort has been directed towards understanding the cultural and social obstacles to and opportunities for disaster risk reduction. This paper presents local insights from five different national settings into the cultural and social contexts of disaster preparedness. In most cases, an early warning system was in place, but it failed to alert people to diverse environmental shocks. The research findings show that despite geographical and typological differences in these locations, the limitations of the systems were fairly similar. In Kenya, people received warnings, but from contradictory systems, whereas in the Philippines and on the island of Saipan, people did not understand the messages or take them seriously. In Bangladesh and Nepal, however, a deeper cultural and religious reasoning serves to explain disasters, and how to prevent them or find safety when they strike.  相似文献

Several researchers have examined the role of microfinance institutions (MFIs) in poverty alleviation, but the part that they play in disaster risk reduction remains unaddressed. Through an empirical study of Hatiya Island, one of the most vulnerable coastal communities of Bangladesh, this research evaluates perceptions of MFI support for the disaster risk reduction, response, and recovery process. The findings reveal no change in relation to risk reduction and income and occupation aspects for more than one‐half of the clients of MFIs. In addition, only 26 per cent of them have witnessed less damage as a result of being members of MFIs. One can argue, though, that the longer the membership time period the better the disaster preparedness, response, and recovery process. The outcomes of this study could help to guide the current efforts of MFIs to enhance the ability of coastal communities to prepare for and to recover from disasters efficiently and effectively.  相似文献

Sociological and anthropological studies in India reveal that caste, class and gender in everyday life are both rigid and dynamic, but little is known about how they influence the survival mechanisms of women during ‘multiple disasters’, nor about how women negotiate with these structural mores to meet their cultural and biological needs. This is explored through the experiences of 12 women-headed households from different social castes in Orissa, India. Multiple disasters or disasters that occur in ‘one specific place’ (such as floods, cyclone and drought) are regular events in coastal parts of the state of Orissa. The super-cyclone of 1999, two floods of 2001 and 2003 and drought of 2000 and 2002 form the case study. Participant observation, in-depth interviews and documentary evidence complement the fieldwork. The findings suggest a complex interplay of caste, class and gender in surviving the multiple disasters including structural mutability under the purview of social organization. In doing so, women demonstrated their individual and collective agencies in order to meet their cultural and biological needs under severe crisis. This research stresses that gender and disaster studies must include a consideration of caste and class for effective disaster management and social vulnerability reduction.  相似文献

People prone to the effects of river-bank erosion are well aware of the hazard they face, but see it as an unavoidable evil. Communities' lack of success in combating erosion can be attributed to their poverty and to their not knowing about any means to mitigate its effects. Households in safer areas have reduced their dependency on agriculture and developed more scope for non-farm activities, however, this is often difficult given the limited development of local enterprise. The major parameters that influence the adjustment measures after erosion are the education, skills, occupation and financial state of those affected. Those most vulnerable are households very much dependent on agriculture: for them resettlement to distant urban areas is not an option.  相似文献

The study investigated factors associated with internalising emotional and behavioural problems among adolescents displaced during the most recent Chechen conflict. A cross-sectional survey (N=183) examined relationships between social support and connectedness with family, peers and community in relation to internalising problems. Levels of internalising were higher in displaced Chechen youth compared to published norms among non-referred youth in the United States and among Russian children not affected by conflict. Girls demonstrated higher problem scores compared to boys. Significant inverse correlations were observed between family, peer and community connectedness and internalising problems. In multivariate analyses, family connectedness was indicated as a significant predictor of internalising problems, independent of age, gender, housing status and other forms of support evaluated. Sub-analyses by gender indicated stronger protective relationships between family connectedness and internalising problems in boys. Results indicate that family connectedness is an important protective factor requiring further exploration by gender in war-affected adolescents.  相似文献

中国是洪水灾害发生频繁的国家之一,研究水灾脆弱性对中国的灾害风险管理有着极为重要的意义。但是,合理评估脆弱性尤其是社会脆弱性却面临着极大的挑战。利用Hoovering改进模式,选择湘江流域的长沙地区为研究区,对研究区内的家户进行了社会脆弱性评价。结果表明,长沙市区的5个区内,高脆弱性家户最多的是天心区,最少的是雨花区。而就社区而言,高脆弱性家户最多的足裕南街街道和桔子洲街道。该结果反映了长沙不同行政区、社区社会脆弱性的差别,可供确定受援地区和受援人群及开展援助活动,乃至灾后日常风险管理参考。  相似文献

The islands of Fiji, in the Western Pacific, are exposed to a wide range of natural hazards. Tropical storms and associated floods are recurring natural phenomena, but it has been regularly alleged that Fijians lack preparation, over‐rely on state assistance in post‐disaster situations or engage in risky behaviours that aggravate the negative impact of floods. Risk reduction strategies, which are now implemented by government authorities and international organisations, heavily promote the principle of ‘community preparedness’. Both community awareness programmes and capacity‐building programmes are conducted throughout the country in the most vulnerable communities. This paper analyses how the inhabitants of Lomanikoro village, in the low areas of the Rewa Delta, perceive and manage existing flood risks. It examines social and cultural factors that contribute to shape risk response locally—in particular, why villagers may be reluctant to adopt some recommended preparedness measures and resettle in higher, safer zones.  相似文献
