In this paper, wood waste (RWW) recovered for heat production in Sweden was studied. Previous research has concluded that RWW contains elevated amounts of heavy metals, causing environmental problems during waste management. This study extends previous work on RWW by analysing which pollution sources cause this contamination. Using existing data on the metal contents in various materials, and the amounts of these materials in RWW, the share of the elevated amounts of metals in RWW that these materials explain was quantified. Six different materials occurring in RWW were studied and the results show that they explain from 70% to 100% of the amounts of arsenic, chromium, lead, copper and zinc in RWW. The most important materials contributing to contamination of RWW are surface-treated wood, industrial preservative-treated wood, plastic and galvanised fastening systems. These findings enable the development and evaluation of strategies aiming to decrease pollution and resource loss from handling RWW. It is argued that source separation and measures taken further downstream from the generation site, such as treatment, need to be combined to substantially decrease the amount of heavy metals in RWW.  相似文献

This survey describes the degree of environmental contamination resulting from the current disposal methods of mercury-containing lamps. The territory studied for this purpose is the federal state of Minas Gerais, one of the most populated areas in the Brazilian federation of states. The results of this survey derive in part from answers received to a questionnaire mailed out to industrial firms, commercial business enterprises, hospitals and departments of public work. The sampling technique used was a nonprobabilistic (purposive sampling). Three types of disposal were found to prevail: (1) as an addition to corporate waste disposal (garbage), (2) recycling and (3) disposal by other methods. Overall, our study shows that the majority of mercury lamps are being disposed in the metropolitan area of Belo Horizonte, primarily by the public sector, followed by industrial, commercial and hospital sectors. Although recycling constitutes a relatively high fraction of the disposal methods, we find Federal regulations in Brazil regarding the disposal of hazardous, mercury-containing lamps to be far behind the state of technological achievement. This gap has permitted the adoption of disposal measures that are obsolete, incorrect, and a primary cause for the extensive contamination of the ecosystems with harmful effects to human health.  相似文献

 This paper deals with the present scenario of hazardous waste management practices in Thailand, and gives some insights into future prospects. Industrialization in Thailand has systematically increased the generation of hazardous waste. The total hazardous waste generated in 2001 was 1.65 million tons. It is estimated that over 300 million kg/year of hazardous waste is generated from nonindustrial, community sources (e.g., batteries, fluorescent lamps, cleansing chemicals, pesticides). No special facilities are available for handling these wastes. There are neither well-established systems for separation, storage, collection, and transportation, nor the effective enforcement of regulations related to hazardous wastes management generated from industrial or nonindustrial sectors. Therefore, because of a lack of treatment and disposal facilities, these wastes find their way into municipal wastewaters, public landfills, nearby dump sites, or waterways, raising serious environmental concern. Furthermore, Thailand does not have an integrated regulatory framework regarding the monitoring and management of hazardous materials and wastes. In addition to the absence of a national definition of hazardous wastes, limited funding has caused significant impediments to the effective management of hazardous waste. Thus, current waste management practices in Thailand present significant potential hazards to humans and the environment. The challenging issues of hazardous waste management in Thailand are not only related to a scarcity of financial resources (required for treatment and disposal facilities), but also to the fact that there has been no development of appropriate technology following the principles of waste minimization and sustainable development. A holistic approach to achieving effective hazardous waste management that integrates the efforts of all sectors, government, private, and community, is needed for the betterment of human health and the environment. In 1980 the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) was passed to instigate the cleanup of uncontrolled hazardous waste sites. CERCLA necessitated the development of a set of criteria for estimating the severity of the contamination at these sites, the potential impact on human health and the environment, and establishing appropriate cleanup levels for the contaminated media. The risk assessment (RA) format was developed to meet these challenges. Though RAs vary dramatically in their scope, emphasis, and regulatory application, there are two primary objectives common to all RAs: (1) to evaluate potential risks to human health and the environment posed by the release of hazardous substances and (2) to evaluate and establish safe cleanup levels based primarily on the number and type of potential receptors, the toxicity and mobility of the contaminants, and the types of exposure pathways present. Achieving these objectives may be a relatively simple task or an extremely complex and difficult one depending on the type of material released and our understanding of its behavior in the environment, the site conditions, and the governing regulations. This article presents an approach for establishing acceptable cleanup levels for subsurface soils and illustrates the application of this approach to three different regulated sites.  相似文献

Corporations often become potentially responsible parties (PRPs) at hazardous waste sites because of their past transportation or disposal of hazardous substances at such sites. Determining a PRP's potential liability for the assessment and cleanup of hazardous waste sites is a challenging effort and often results in disputes among other PRPs regarding appropriate allocation of response action costs to each party. Further, public companies have an obligation to report probable and reasonably estimable costs under Generally Accepted Accounting Principles (GAAP) for environmental liabilities at their current or prior hazardous waste sites. The first step in such an evaluation is to determine whether or not a PRP can extricate themselves from any association with the subject site or, alternatively, demonstrate de minimis status. This article describes the methods by which PRPs can extricate themselves from liability associated with response action costs at contaminated sites, including: evaluating a PRP's prior settlements or indemnifications with other PRPs; identifying insurance coverage or other financial assurance instruments for the disposal facility; and examining applicable statutes of limitations against when a PRP received notification from the regulatory agency. The article also presents a case study discussing how a PRP with a portfolio of 72 hazardous waste disposal sites was able to extricate itself from the majority of these sites, resulting in only four sites where the PRP was determined to be a PRP and where an associated allocable share was assigned. © 2014 Wiley Periodicals, Inc.  相似文献

'Paint waste', a part of the 'household hazardous waste', amounting to approximately 5 tonnes was collected from recycling stations in two Danish cities. Sorting and analyses of the waste showed paint waste comprised approximately 65% of the mass, paint-like waste (cleaners, fillers, etc.) comprised 15-25% and foreign items comprised 10-20%.Water-based paint was the dominant part of the paint waste. The chemical composition of the paint waste and the paint-like waste was characterized by an analysis of 27 substances in seven waste fractions. The content of critical substances was low and the paint waste was less contaminated with heavy metals than was the ordinary household waste. This may suggest that households no longer need to source-segregate their paint if the household waste is incinerated, since the presence of a small quantity of solvent-based paint will not be harmful when incinerated. Allowing household paint waste to be collected with ordinary household waste is expected to reduce the cost of handling household hazardous waste, since paint waste in Denmark comprises the major fraction of household hazardous waste.  相似文献

Natural disasters such as typhoon, flood, and heavy rainfall cause damage in South Korea every year during the summer season. After each rainy season, South Korea suffers not only from flood wastes but also from debris that pile up at dams and stagnate at the estuary of the river. Thus, it is very important to handle these types of wastes as quickly as possible to recover from flood damages and to prevent environmental contamination such as offensive odor and water contamination by the leachate from flood wastes. Other countries such as Japan or USA have established and implemented regulations and guidelines for flood waste. Note, however, that South Korea did not establish practical guidelines; hence, the urgency of establishing practical measures for flood waste. In this study, we suggested various ways of making environmentally sound guidelines including the method of reducing the amount of flood waste by environmentally sound treatment process for flood waste, and the method of setting up and operating the temporary storage site for purposes of efficient separation and treatment of flood waste.  相似文献

Bioremediation has been used frequently at sites contaminated with organic hazardous chemicals where releases from processing vessels and the mismanagement of reagents and generated waste have contributed to significant impairment of the environment. At wood treater sites, process reagents such as pentachlorophenol (PCP), and creosote have adversely impacted the surrounding soil and groundwater. When PCP has been used at these sites, polychlorinated dibenzo‐p‐dioxins (PCDDs) and polychlorinated dibenzofurans (PCDFs) are typically found. Where creosote has been used as the wood preservative of choice, polynuclear aromatic hydrocarbons (PAHs) are commonly found. Many of these compounds are considered to be persistent, bioaccumulative, and toxic (PBT) and are particularly recalcitrant.  相似文献

Waste wood is frequently contaminated with wood treatment preservatives including chromated copper arsenate (CCA) and alkaline copper quat (ACQ), both of which contain metals which contaminate recycled wood products. The objective of this research was to propose a design for online automated identification of As-based and Cu-based treated wood within the recovered wood waste stream utilizing an X-ray fluorescence (XRF) system, and to evaluate the detection parameters of such system. A full-scale detection unit was used for experimentation. Two main parameters (operational threshold (OT) and measurement time) were evaluated to optimize detection efficiencies. OTs of targeted metals, As and Cu, in wood were reduced to 0.02 and 0.05, respectively. The optimum minimum measurement time of 500 ms resulted in 98%, 91%, and 97% diversion of the As, Cu and Cr mass originally contained in wood, respectively. Comparisons with other detection methods show that XRF technology can potentially fulfill the need for cost-effective processing at large facilities (>30 tons per day) which require the removal of As-based preservatives from their wood waste stream.  相似文献

E-waste is a complex waste category containing both hazardous and valuable substances. It demands for a cost-efficient treatment system which simultaneously liberates and refines target fractions in an environmentally sound way. In most developing countries there is a lack of systems covering all steps from disposal until final processing due to limited infrastructure and access to technologies and investment. This paper introduces the ‘Best-of-2-Worlds’ philosophy (Bo2W), which provides a network and pragmatic solution for e-waste treatment in emerging economies. It seeks technical and logistic integration of ‘best’ pre-processing in developing countries to manually dismantle e-waste and ‘best’ end-processing to treat hazardous and complex fractions in international state-of-the-art end-processing facilities. A series of dismantling trials was conducted on waste desktop computers, IT equipment, large and small household appliances, in order to compare the environmental and economic performances of the Bo2W philosophy with other conventional recycling scenarios. The assessment showed that the performance of the Bo2W scenario is more eco-efficient than mechanical separation scenarios and other local treatment solutions. For equipment containing substantial hazardous substances, it demands the assistance from domestic legislation for mandatory removal and safe handling of such fractions together with proper financing to cover the costs. Experience from Bo2W pilot projects in China and India highlighted key societal factors influencing successful implementation. These include market size, informal competitors, availability of national e-waste legislation, formal take-back systems, financing and trust between industrial players. The Bo2W philosophy can serve as a pragmatic and environmentally responsible transition before establishment of end-processing facilities in developing countries is made feasible. The executive models of Bo2W should be flexibly differentiated for various countries by adjusting to local conditions related to operational scale, level of centralized operations, dismantling depth, combination with mechanical processing and optimized logistics to international end-processors.  相似文献

Large volumes of preservative-treated wood containing toxic Cr, Cu and As salts are decommissioned worldwide. This study investigated the effectiveness of solid-state fermentation with copper-tolerant brown-rot fungi for the remediation of wood treated with chromated copper arsenate (CCA) and acid copper chromate (ACC) formulations. Treatment of CCA- and ACC-wood with the most effective strain, Antrodia vaillantii FRLP-14G, attained extensive leaching of As and/or Cr, but Cu elimination was poor (<18%). Additional research showed that a variety of organic acids, including citrate, are effective Cu extractants. Based on these findings, a process combining chemical extraction and subsequent fungal treatment was developed that proved highly effective in removing inorganic pollutants from CCA-wood. Extraction of CCA-wood with citric acid (30 mM, pH 3.10) followed by a 28-day solid-state fermentation period removed 87% Cu, 80% Cr, and 100% As. These results indicate the potential of the two-stage process for the remediation of preservative-treated wood.  相似文献

This article presents the results of demonstration of Geosafe Corporation's in-situ vitrification (ISV) technology at the Parsons Chemical/ETM Enterprises Superfund site in Grand Ledge, Michigan. The primary focus of this article is on the EPA's Superfund Innovative Technology Evaluation (SITE) Program assessment of the sixth melt. A total of eight melts were performed during this project. This demonstration was part of the SITE Program Demonstration (USEPA, 1994), which helped develop innovative hazardous waste treatment technologies, especially those offering permanent remedies for contaminated Superfund and other hazardous waste sites. The demonstration results are not only applicable to this particular project, but are also indicative of other Geosafe project experiences and demonstrate the current state of the ISV technology. The demonstration included two phases. In the first phase, the ISV technology was used to treat the Parsons contaminated soil. In the second phase, post-testing and analysis were conducted about one year after the ISV technology was applied to confirm that the vitrification was completed and that no contamination migration had occurred.  相似文献

Many public agencies and private entities are faced with assessing the risks to humans from contamination on their lands. The United States Department of Energy (US DOE) and Department of Defense are responsible for large holdings of contaminated land and face a long‐term and costly challenge to assure sustainable protectiveness. With increasing interest in the conversion of brownfields to productive uses, many former industrial properties must also be assessed to determine compatible future land uses. In the United States, many cleanup plans or actions are based on the Comprehensive Environmental Responsibility, Compensation, and Liability Act, which provides important but incomplete coverage of these issues, although many applications have tried to involve stakeholders at multiple steps. Where there is the potential for exposure to workers, the public, and the environment from either cleanup or leaving residual contamination in place, there is a need for a more comprehensive approach to evaluate and balance the present and future risk(s) from existing contamination, from remediation actions, as well as from postremediation residual contamination. This article focuses on the US DOE, the agency with the largest hazardous waste remediation task in the world. Presented is a framework extending from preliminary assessment, risk assessment and balancing, epidemiology, monitoring, communication, and stakeholder involvement useful for assessing risk to workers and site neighbors. Provided are examples of those who eat fish, meat, or fruit from contaminated habitats. The US DOE's contaminated sites are unique in a number of ways: (1) huge physical footprint size, (2) types of waste (mixed radiation/chemical), and (3) quantities of waste. Proposed future land uses provide goals for remediation, but since some contamination is of a type or magnitude that cannot be cleaned up with existing technology, this in turn constrains future land use options, requiring an iterative approach. The risk approaches must fit a range of future land uses and end‐states from leave‐in‐place to complete cleanup. This will include not only traditional risk methodologies, but also the assessment and surveillance necessary for stewards for long‐term monitoring of risk from historic and future exposure to maintain sustainable protectiveness. The purpose of this article is to describe the application and progress of the Reduce-Reuse-Recycle (3R) initiative and its gradual implementation and development in solid waste management in Vietnam through the study of the municipal solid waste management (MSWM) systems of eight major urban cities and provinces. The resulting survey and studies showed that there are big challenges for MSWM in the study areas due to the absence of an appropriate master plan for MSWM; there is a clear need to set up indicators for waste reduction and greenhouse gas emission reduction from waste generators and enterprises involved in MSWM, especially in terms of using 3R activities in the management of industrial waste. The strength and organic combination of institutional frameworks, support measures, and technologies for 3R promotion need to be applied as soon as possible in order to implement MSWM practices using more effective measures; in particular, a reduction in the amount of hazardous substances discarded and improvements in the handling of hazardous waste are required.  相似文献

Chromated copper arsenate (CCA) wood preservative can form insoluble sludges when the hexavalent chromium component is reduced by wood extractives, wood particles and preservative additives in the solution. This sludge accumulates in treating solution work tanks, sumps and in-line filters and must be disposed of as hazardous wastes by waste disposal companies at high costs. A number of commercial sludges were investigated and found to contain 18-94% copper, chromium and arsenic as oxides combined with sand, oil, wood particles, additives and wood extractives. We have developed a multi-stage recycling process whereby approximately 97% of the CCA components are recovered from the sludge. It involves extraction with sodium hypochlorite to remove and oxidize chromium (more than 90%) and extract most of the arsenic (approx. 80%) followed by extraction of the copper and remaining arsenic and chromium with phosphoric acid. The phosphoric acid extract contains some trivalent chromium, which is subsequently oxidized by sodium hypochlorite. The combined oxidized extract containing CrVI, CuII and AsV was compatible with CCA treating solutions and could be re-used commercially for treating wood without having a significant effect on the preservative fixation rate or the leach resistance of the treated wood. A cost analysis showed that the economic savings from recovery of CCA chemicals and reduced landfill costs exceeded the variable costs for materials and energy for the process by as much as Can $966 per tonne of sludge if sodium sulfite can be acquired in bulk quantities for the process.  相似文献

This paper presents an application of the ELECTRE III decision-aid method in the context of choosing a sustainable demolition waste management strategy for a case study in the city of Lyon, France. This choice of waste management strategy takes into consideration the sustainable development objectives, i.e. economic aspects, environmental consequences, and social issues. Nine alternatives for demolition waste management were compared with the aid of eight criteria, taking into account energy consumption, depletion of abiotic resources, global warming, dispersion of dangerous substances in the environment, economic activity, employment, and quality of life of the local population. The case study concerned the demolition of 25 buildings of an old military camp. Each alternative was illustrated with different waste treatments, such as material recovery, recycling, landfilling, and energy recovery. The recommended solution for sustainable demolition waste management for the case study is a selective deconstruction of each building with local material recovery in road engineering of inert wastes, local energy recovery of wood wastes, and specific treatments for hazardous wastes.  相似文献

Although the application of microbe biotechnology has been successful with petroleum-based constituents, microbial digestion has met with limited success for widespread residual organic and metal pollutants located above the potentiometric surface. Vegetation-based remediation, on the other hand, shows potential for accumulating, immobilizing, and transforming low levels of persistent contamination from the subsurface. Agricultural bioremediation, called geobotany or phytoremediation, relies on the remediating abilities of contaminant-accumulating plants to remove contamination from soil or groundwater. In natural ecosystems, plants act to filter and metabolize substances generated by nature. Phytoremediation affirmatively applies this process to help clean up contamination created by artificial means. Plants have proven effective at remediating areas contaminated with organic chemical wastes such as petroleum products, solvents, wood preservatives, pesticides, and metals. Phytoremediation is not the best technology for every site but has shown success with lead, cadmium, zinc, and radionuclides. The phytoremediation process takes much longer than conventional methods to clean a site and is dependent upon the type and degree of contamination. Concentrations must be within a narrow range of tolerable levels and the presence of the contamination must be at the appropriate depth. Nevertheless, phytoremediation offers an effective alternative to conventional, engineered remedial plans that usually involve costly activities like excavation, treatment, and disposal of soil or pump-and-treat technologies for groundwater. Phytoremediation also seems to be a promising new technology for the treatment of stormwater, industrial wastewater, and sewage. The relative low costs of capital for start-up together with negligible operations and maintenance costs provide a strong incentive for further investigation and development of phytoremediation projects.  相似文献

Through an agreement with EEE producers, Swedish municipalities are responsible for collection of hazardous waste and waste electrical and electronic equipment (WEEE). In most Swedish municipalities, collection of these waste fractions is concentrated to waste recycling centres where households can source-separate and deposit hazardous waste and WEEE free of charge. However, the centres are often located on the outskirts of city centres and cars are needed in order to use the facilities in most cases. A full-scale experiment was performed in a residential area in southern Sweden to evaluate effects of a system for property-close source separation of hazardous waste and WEEE. After the system was introduced, results show a clear reduction in the amount of hazardous waste and WEEE disposed of incorrectly amongst residual waste or dry recyclables. The systems resulted in a source separation ratio of 70 wt% for hazardous waste and 76 wt% in the case of WEEE. Results show that households in the study area were willing to increase source separation of hazardous waste and WEEE when accessibility was improved and that this and similar collection systems can play an important role in building up increasingly sustainable solid waste management systems.  相似文献
