The Waste Framework Directive (WFD-2008/98/EC) has set clear waste prevention procedures, including reporting, reviewing, monitoring and evaluating. Based on the WFD, the European Commission and will offer support to Member States on how to develop waste prevention programmes through guidelines and information sharing on best practices. Monitoring and evaluating waste prevention activities are critical, as they constitute the main tools to enable policy makers, at the national and local level, to build their strategic plans and ensure that waste prevention initiatives are effective and deliver behaviour change. However, how one can measure something that is not there, remains an important and unresolved research question. The paper reviews and attempts to evaluate the methods that are being used for measuring waste prevention and the impact of relevant implemented activities at the household level, as the available data is still limited.  相似文献

The present study evaluates the implementation of the EC Directive concerning transfrontier movements of hazardous wastes. Two of the identified bottlenecks, i.e. “the surplus of forms” and “too long delay in returning forms,” were studied in greater detail. A comparison of the forms used in the international waste transport in Europe showed a redundancy of information in comparison with the EC form. This indicates substantial cost savings when the existing forms are replaced by a “single administrative document”, for which the EC form can serve as an example.  相似文献

Climate change has become an important political priority in the environmental field, and beyond. To revert the increase in the Earth’s temperature, developed country parties to the Kyoto Protocol committed to limit their greenhouse gas emissions. The 15 Member States that made up the European Community in 1997 have a combined reduction target of 8% in CO2-equivalent emissions in the period 2008–2012 compared to 1990. The role of soil, both as a source and a sink for carbon, is particularly important. How can soil organic matter be maintained or increased? There is no single answer, and a broad range of options need to be explored. Among the different measures proposed, the promotion of organic input on arable land (crop residues, cover crops, farm yard manure, compost, sewage sludge) has been mentioned. The challenge is to ensure that organic wastes of good quality are used to increase soil organic matter in carbon depleted soils and that appropriate monitoring is established. On the waste management front, the European Commission intends to produce guidance for Member States on the management of biowaste that will take into account all related environmental issues, including soil aspects. As for monitoring, the European Commission has put forward legislation according to which Member States would have to identify the areas at risk of soil organic matter decline in their national territory. Such legislation should be regarded as a major step forward for Europe, as it would ensure a high level of soil protection across the Community. This development will have the potential to enable the kind of estimation, measurement or modelling of crop or grazing land management needed for accounting under Article 3.4 of the Kyoto Protocol.  相似文献

Mixed metal-containing waste, polychlorinated biphenyls (PCB) containing capacitors, printed circuit boards, steel mill dust and metal sludge were among the most common wastes exported from Taiwan. Before the implementation of the self-monitoring model programme of the Basel Convention (secretariat of the Basel Convention 2001) in the Asia region, Taiwan conducted a comprehensive 4-year follow-up project involving government authorities and the waste disposal facilities of the importing countries. A total of five countries and nine plants were visited in 2001-2002. The following outcomes can be drawn from these investigations. The Chinese government adopts the strategies of 'on-site processing' and 'relative centralization' on the waste management by tightening permitting and increasing site inspection. A three-level reviewing system is adopted for the import application. The United States have not signed the Basel Convention yet; the procedures of hazardous waste import rely on bilateral agreements. Importers are not required to provide official notification from the waste exporting countries. The operation, administration, monitoring and licensing of waste treatment plants are governed by the state environmental bureau. Finland, France and Belgium are members of the European Union. The procedures and policies of waste import are similar. All of the documents associated with transboundary movement require the approval of each government involved. Practically, the notification forms and tracking forms effectively manage the waste movement.  相似文献

The overall goal of WHO is to co-operate with its Member States, and provide them with assistance on demand or as needed. Towards this end, the WHO Regional Office for Europe has implemented, over many years, programme activities related to the management of municipal and industrial solid waste, sewage sludge, hazardous waste, waste from hospitals and other health care facilities, and radioactive waste. The published results of the various activities include conclusions and recommendations addressed to national public and environmental health authorities and to the scientific and professional community, as a whole.In more specific terms, work has been completed in recent years on the impact on health from microbes and chemicals in sewage sludge applied to land, and from emissions of dioxin, furan, PAH and heavy metal compounds from municipal waste incinerators. Policy guidelines and a code of practice for the management of hazardous waste, prepared together with the United Nations Environment Programme UNEP, were published in six languages, including Chinese. At present, the emphasis is shifting to hazardous waste, and a study is under way on the health impact of hazardous waste containing certain identified “priority chemicals”. A code of practice is currently being used in work for the site selection for hazardous waste facilities, including landfills. There is also a plan for the training of national trainees in the sound management of hazardous waste. WHO/HQ, together with UNEP and the World Bank, are completing a text on the management of hazardous waste in developing countries. The first two volumes are expected to be published in 1988. A third volume with a number of national case studies is also being prepared. To assist WHO in its tasks, increase the effectiveness of results, and avoid duplication of activities, co-operation is being maintained with various individual experts, national institutes and authorities, and other international governmental and non-governmental organizations. Co-ordination of work and exchange of information is a matter of routine by means of periodic interagency consultations, participation in meetings of other organizations and country visits.  相似文献

Accident risks in collection and transport of hazardous wastes in Finland were studied using statistical data, safety analysis and compatibility charts. The study material comprised stationary collection sites for hazardous waste, campaigns for collection of hazardous waste and hazardous waste treatment and transport contractors. Systematic investigations were made of different working situations and methods and the equipment for hazardous waste collection and transport. Several deficiencies in work safety were found. The largest number of accidents occurred in handling drums and barrels. The parts of the body injured were mostly the eyes, back and feet. Besides the normal loading and unloading hazards, there were others connected with the characteristics of hazardous waste itself, which are most pronounced during waste sorting. Two kinds of hazardous waste compatibility charts were prepared: one for stationary collection sites and the other for special collecting campaigns of hazardous waste. The promotion of the strict use of protective equipment and clothing was recommended.  相似文献

Municipal wastewater treatment results to the production of large quantities of sewage sludge, which requires proper and environmentally accepted management before final disposal. In European Union, sludge management remains an open and challenging issue for the Member States as the relative European legislation is fragmentary and quite old, while the published data concerning sludge treatment and disposal in different European countries are often incomplete and inhomogeneous. The main objective of the current study was to outline the current situation and discuss future perspectives for sludge treatment and disposal in EU countries. According to the results, specific sludge production is differentiated significantly between European countries, ranging from 0.1 kg per population equivalent (p.e.) and year (Malta) to 30.8 kg per p.e. and year (Austria). More stringent legislations comparing to European Directive 86/278/EC have been adopted for sludge disposal in soil by several European countries, setting lower limit values for heavy metals as well as limit values for pathogens and organic micropollutants. A great variety of sludge treatment technologies are used in EU countries, while differences are observed between Member States. Anaerobic and aerobic digestion seems to be the most popular stabilization methods, applying in 24 and 20 countries, respectively. Mechanical sludge dewatering is preferred comparing to the use of drying beds, while thermal drying is mainly applied in EU-15 countries (old Member States) and especially in Germany, Italy, France and UK. Regarding sludge final disposal, sludge reuse (including direct agricultural application and composting) seems to be the predominant choice for sludge management in EU-15 (53% of produced sludge), following by incineration (21% of produced sludge). On the other hand, the most common disposal method in EU-12 countries (new Member States that joined EU after 2004) is still landfilling. Due to the obligations set by Directive 91/271/EC, a temporary increase of sludge amounts that are disposed in landfills is expected during the following years in EU-12 countries. Beside the above, sludge reuse in land and sludge incineration seem to be the main practices further adopted in EU-27 (all Member States) up to 2020. The reinforcement of these disposal practices will probably result to adoption of advanced sludge treatment technologies in order to achieve higher pathogens removal, odors control and removal of toxic compounds and ensure human health and environmental protection.  相似文献

Hospital waste management and toxicity evaluation: a case study   总被引:1,自引:0,他引:1  
Hospital waste management is an imperative environmental and public safety issue, due to the waste's infectious and hazardous character. This paper examines the existing waste strategy of a typical hospital in Greece with a bed capacity of 400-600. The segregation, collection, packaging, storage, transportation and disposal of waste were monitored and the observed problematic areas documented. The concentrations of BOD, COD and heavy metals were measured in the wastewater the hospital generated. The wastewater's toxicity was also investigated. During the study, omissions and negligence were observed at every stage of the waste management system, particularly with regard to the treatment of infectious waste. Inappropriate collection and transportation procedures for infectious waste, which jeopardized the safety of staff and patients, were recorded. However, inappropriate segregation practices were the dominant problem, which led to increased quantities of generated infectious waste and hence higher costs for their disposal. Infectious waste production was estimated using two different methods: one by weighing the incinerated waste (880 kg day(-1)) and the other by estimating the number of waste bags produced each day (650 kg day(-1)). Furthermore, measurements of the EC(50) parameter in wastewater samples revealed an increased toxicity in all samples. In addition, hazardous organic compounds were detected in wastewater samples using a gas chromatograph/mass spectrograph. Proposals recommending the application of a comprehensive hospital waste management system are presented that will ensure that any potential risks hospital wastes pose to public health and to the environment are minimized.  相似文献

The content of hazardous components in Waste arising from Electrical and Electronic Equipment (WEEE) is a major concern that urges governments and industry to take measures to ensure proper treatment and disposal. Thus, the European Union issued directives to encourage reuse, recycling and other proper forms of recovery of such waste while companies and academics are still studying methods and technologies for optimizing recovery processes. This paper presents an analysis of the logistics process assuring the correct collection, handling, transportation and storing of WEEE. The experience comes from an Italian WEEE treatment plant (TRED Carpi S.r.l.) where a new kind of container has been introduced in order to improve the logistics system. An evaluation framework is described and used in order to compare different system configurations and assess the advantages emerging from adopting proper equipments for WEEE transport and handling.  相似文献

Cyprus is one of the candidate countries to become a full member of the European Union. In order to access formally to the EU, Cyprus has to follow an implementation process and take into account all the obligations that the fifteen Member States have to respect. A large number of obligations derive from the European Integrated Pollution Prevention and Control (IPPC) Directive 96/61/EC, which intends to result in the protection of the environment as a whole and the public health as well. This will be the outcome of determining ways of pollution prevention and control for several industrial sectors, which are covered by the IPPC Directive and then taking action so that all operators act according to the Directive's demands. In this framework, the National Technical University of Athens, after thorough examination of a large number of documents relevant to the Best Available Techniques (BATs), developed guidelines for the application of BATs for 14 categories of the industry of Cyprus. In the European Waste List (2000/532/EC as amended) the ash of municipal waste incineration is defined as a so called mirror entry. This waste can be classified as hazardous or non-hazardous depending on the content of hazardous substances and other risk properties. For the assignment of waste in mirror entries, 14 criteria are defined. One of the criteria is H14 “ecotoxic”. In the presented study, the ecotoxicological potential of 12 ashes from different incineration plants has been assessed using biological test systems. The test battery included aquatic tests with eluates (algae, daphnids, and luminescent bacteria) and terrestrial tests with solid waste (plants, earthworms and bacteria). The test results revealed a clear ecotoxicological hazard potential for some of the MWI ashes. Despite the fact that fresh ashes were several times more toxic than aged ashes both groups did not differ consistently in terms of toxicity. The results show also that there is no correlation between the biological effects and the analyzed chemical compounds of the ash samples.  相似文献

Dental wastes are regulated under medical waste control regulations in most countries. Even though the quantity of hazardous wastes in dental solid wastes is a small proportion, there is still cross infection risk and potential danger for environment associated with mismanaged wastes. For this reason, knowledge of waste composition and development of proper management alternatives are necessary. In this study, the composition of solid wastes coming from eight clinics of the dental school of a University hospital in Turkey is examined. Although the waste has some variations between the two samplings, the general picture is such that the major components remain pretty much the same (in terms of %) for a fixed clinic. The composition of waste changes from one clinic to the other as expected. However, one can deduce from the data obtained that at about 35%, rubber gloves constitute close to the half of the total solid waste in almost all the clinics. Other major component is paper forming approximately 30% of the solid waste. In general, total waste coming from the clinics is related with the number of procedures conducted on patients at the clinics. Only a small fraction of the waste is hazardous indicating that at Hacettepe University School of Dentistry, hazardous waste collection rules are obeyed in most of the times.  相似文献

Cement-based waste forms (solidified wastes) are used for the long-term land disposal of industrial hazardous wastes. A cement-based waste form can be prepared by mixing a hydraulic cement and, if needed, a bulking agent with an aqueous waste to cause it to solidify.This article presents eight long-term leaching scenarios based on various properties of waste forms and contaminants as well as different hydraulic regimes and characteristics of groundwater. Each scenario takes the form of a simplified mathematical model used to predict leaching rates for periods of up to 100 years.The analysis demonstrates the importance of chemically fixing the contaminants in the matrix and illustrates the advantages of avoiding situations where ground-water flows through the waste. In situations where advective transport is negligible, leaching rates are limited by pore diffusion and tend to decrease with time.  相似文献

Clever solid waste bin is important to create a well-organized and dynamic waste management system. This paper presents the novel way of carrying out an integrated sensing system which automates the solid waste management process. The proposed smart waste bin is based on ultrasonic-level sensor and various gas sensors which automatically sense the hazardous gases and the maximum limit of waste. The approach is unique and uses cloud and mobile app-based monitoring. Two important features of work are it not only checks the maximum waste level of the bin but also checks various stinky gases. The other part of the work is conveying the information to the responsible authority. This unique approach takes the assistance of cloud sever because of its advantages in field of usability, accessibility and disaster recovery. The information can be linked with municipality web server for immediate action. The waste bins are tracked by a unique number which represents its location. The eccentric technique gives all information related to physical condition of a particular bin and can easily reach the corresponding authority. The evaluation of a hazardous waste disposal site is a complicated process because it requires data from diverse social and environmental fields. These data often involve processing of a significant amount of spatial information which can be used by GIS as an important tool for land use suitability analysis. This paper presents a multi-criteria decision analysis alongside with a geospatial analysis for the selection of hazardous waste landfill sites in Kurdistan Province, western Iran. The study employs a two-stage analysis to provide a spatial decision support system for hazardous waste management in a typically under developed region. The purpose of GIS was to perform an initial screening process to eliminate unsuitable land followed by utilization of a multi-criteria decision analysis (MCDA) to identify the most suitable sites using the information provided by the regional experts with reference to new chosen criteria. Using 21 exclusionary criteria, as input layers, masked maps were prepared. Creating various intermediate or analysis map layers a final overlay map was obtained representing areas for hazardous waste landfill sites. In order to evaluate different landfill sites produced by the overlaying a landfill suitability index system was developed representing cumulative effects of relative importance (weights) and suitability values of 14 non-exclusionary criteria including several criteria resulting from field observation. Using this suitability index 15 different sites were visited and based on the numerical evaluation provided by MCDA most suitable sites were determined.  相似文献

The Waste Framework Directive (WFD; 2008/98/EC) states that classification of hazardous ecotoxicological properties of wastes (i.e. criteria H-14), should be based on the Community legislation on chemicals (i.e. CLP Regulation 1272/2008). However, harmonizing the waste and chemical classification may involve drastic changes related to choice of leaching tests as compared to e.g. the current European standard for ecotoxic characterization of waste (CEN 14735). The primary aim of the present study was therefore to evaluate the influence of leaching conditions, i.e. pH (inherent pH (~10), and 7), liquid to solid (L/S) ratio (10 and 1000 L/kg) and particle size (<4 mm, <1 mm, and <0.125 mm), for subsequent chemical analysis and ecotoxicity testing in relation to classification of municipal waste incineration bottom ash. The hazard potential, based on either comparisons between element levels in leachate and literature toxicity data or ecotoxicity testing of the leachates, was overall significantly higher at low particle size (<0.125 mm) as compared to particle fractions <1 mm and <4 mm, at pH 10 as compared to pH 7, and at L/S 10 as compared to L/S 1000. These results show that the choice of leaching conditions is crucial for H-14 classification of ash and must be carefully considered in deciding on future guidance procedures in Europe.  相似文献

The results of a quantitative study to assess the extent and degree of non-regulated hazardous waste present in municipal solid waste generated in King County, Washington State, U.S.A., are reported. A major objective of the study was to ascertain the health and environmental impacts of non-regulated hazardous waste within the County's collection, transport, and disposal systems and to formulate policies for managing non-regulated hazardous waste within the context of the County's solid waste management master plan. The study sampled municipal waste disposed at seven transfer stations in the County for the purpose of identifying the types and concentrations of non-regulated hazardous waste. Subsequent to the field sampling work and the conduct of the laboratory analyses, a risk assessment was performed to determine the types and degree of risk associated with the levels of non-regulated hazardous waste found in the waste stream. The assessment included the areas of occupational health and safety, of public health, and of environmental impact.  相似文献

Many Superfund or hazardous waste sites prove to be excellent candidates for remediation using transportable incineration. Transportable incineration has been selected as the alternative of choice to remediate numerous sites throughout the United States. There are a number of firms that provide mobile and transportable incineration equipment and services. A variety of treatment systems are available, including rotary kilns, fluidized beds, and infrared incinerators. Roy F. Weston, Inc., has been instrumental in the development, design, permitting, construction, performance testing, and operation of hazardous and toxic waste thermal treatment systems. Weston owns and operates two high-temperature transportable incineration systems (TISs). The first system is Weston's seven-ton-per-hour (tph) TIS-5. The second is the TIS-20, with a design capacity of up to 30 tph. These units are typical rotary kiln incinerators, the most flexible, adaptable type of incineration unit. This article discusses Weston's use of these incinerators to remediate soils at sites contaminated with polychlorinated biphenyls (PCBs).  相似文献

In order to decrease environmental impacts in waste management the choice of treatment method must be based on the characteristics of the waste. Present sampling procedures do not provide statistically representative samples of solid waste and this provides difficulties in characterization. The objective of this study was to develop a procedure for waste component analysis and sampling of waste after collection and at plant level. A further objective was to characterize the waste delivered to an incineration plant for physical and chemical properties and to determine the amounts of delivered waste that could be classified as biofuels and fossil fuels. The proportions of recyclables and hazardous waste were also examined. Samples were taken randomly from waste trucks and divided by square implementation. Statistical analysis of the results showed that the number of sub-samples could be decreased with only a moderate increase in the confidence interval. This means that future waste composition analyses could be made more efficient and thereby less expensive. The analysis of the waste delivered to the Lidk?ping incineration plant (Central Sweden) showed that 66.4% of the household waste was composed of biofuels and 21.3% of non-renewable combustibles, of which 40.3% were recyclables. In addition, 11.6% of the household waste was non-combustible and 0.6% hazardous waste. The heat value for the biofuels was 18.0-19.7 MJ kg(-1) dry mass (DM) and for the fossil fuels 28.2-33.9 MJ kg(-1) DM. The industrial waste consisted of 35.9% biofuels, 62.0% fossil fuels, 1.6% non-combustible and 0.5% hazardous waste. The heat value was 19.5 MJ kg(-1) DM for the biofuels and 31.4 MJ kg(-1) DM for the fossil fuels.  相似文献

Through an agreement with EEE producers, Swedish municipalities are responsible for collection of hazardous waste and waste electrical and electronic equipment (WEEE). In most Swedish municipalities, collection of these waste fractions is concentrated to waste recycling centres where households can source-separate and deposit hazardous waste and WEEE free of charge. However, the centres are often located on the outskirts of city centres and cars are needed in order to use the facilities in most cases. A full-scale experiment was performed in a residential area in southern Sweden to evaluate effects of a system for property-close source separation of hazardous waste and WEEE. After the system was introduced, results show a clear reduction in the amount of hazardous waste and WEEE disposed of incorrectly amongst residual waste or dry recyclables. The systems resulted in a source separation ratio of 70 wt% for hazardous waste and 76 wt% in the case of WEEE. Results show that households in the study area were willing to increase source separation of hazardous waste and WEEE when accessibility was improved and that this and similar collection systems can play an important role in building up increasingly sustainable solid waste management systems.  相似文献
