ABSTRACT: Watershed management strategies generally involve controlling nonpoint source pollution by implementing various best management practices (BMPs). Currently, stormwater management programs in most states use a performance‐based approach to implement onsite BMPs. This approach fails to link the onsite BMP performance directly to receiving water quality benefits, and it does not take into account the combined treatment effects of all the stormwater management practices within a watershed. To address these issues, this paper proposes a water quality‐based BMP planning approach for effective nonpoint source pollution control at a watershed scale. A coupled modeling system consisting of a watershed model (HSPF) and a receiving water quality model (CE‐QUAL‐W2) was developed to establish the linkage between BMP performance and receiving water quality targets. A Monte Carlo simulation approach was utilized to develop alternative BMP strategies at a watershed level. The developed methodology was applied to the Swift Creek Reservoir watershed in Virginia, and the results show that the proposed approach allows for the development of BMP strategies that lead to full compliance with water quality requirements.  相似文献

ABSTRACT: This paper describes a concerted effort by the Taiwan Water Resources Bureau, the City of Taipei, and the Bureau of Fei‐tsui Reservoir Management to protect the water quality in the Fei‐tsui Reservoir.The reservoir is the major source of water supply for over two million people in the metropolitan area of Taipei. Over the years the reservoir has suffered from siltation and more recently eutrophication. The sources of the pollution are traced to the hundreds of tea gardens, rice fields and other agricultural areas in the watershed and to urban sources such as construction sites. Large amounts of nutrients enter the reservoir by way of storm water runoff during storm or typhoon events. Since 1999, various agencies have worked to initiate an effort to reduce nonpoint pollution in the Fei‐Tsui Reservoir watershed. Practices being considered include nonstructural measures such as nutrient management, and structural measures such as swales, detention basins, and wetlands, in addition to erosion and sediment control methods. A number of field tests have been completed on the performance of selected best management practices (BMPs). A strategy for implementing the BMPs at the watershed scale has been developed based on a total maximum daily load (TMDL) analysis that is reported in this paper.  相似文献

ABSTRACT: The City of Portland's stormwater management program, winner of EPA's Environmental Excellence Award for 1996, is committed to partnership-based, cost-effective, “green” approaches to healthy neighborhoods and water quality. The stormwater program encourages innovative, non-structural pollution reduction techniques like native landscaping, stormwater pollution reduction bioswales and ponds, and public involvement and education. Effectiveness of stormwater best management practices (BMPs) has been difficult to determine on a citywide basis. Recognizing this problem, the City of Portland launched the Parkrose Pilot Project in 1994 to test the effectiveness of a wide range of BMPs in a small watershed in north Portland, the Parkrose catchment, and monitor the results prior to citywide implementation. This catchment was selected because of its small size (144 acres), its representative mix of land uses, and an extensive record of water quality monitoring data. This paper examines the City's strategy in selecting the Parkrose study area as a pilot watershed, the BMPs chosen for use in the watershed, and the results of the program to date. Final success of the Parkrose project will be gauged by the attainment of measurable pollution reduction within the catchment while providing opportunities for meaningful participation by the local community in achieving water quality. Involvement by private citizens in the community is crucial to the success of the project and to ensure compliance with the federal mandate to reduce pollutants to the maximum extent practicable.  相似文献

Nonpoint source (NPS) pollutants such as phosphorus, nitrogen, sediment, and pesticides are the foremost sources of water contamination in many of the water bodies in the Midwestern agricultural watersheds. This problem is expected to increase in the future with the increasing demand to provide corn as grain or stover for biofuel production. Best management practices (BMPs) have been proven to effectively reduce the NPS pollutant loads from agricultural areas. However, in a watershed with multiple farms and multiple BMPs feasible for implementation, it becomes a daunting task to choose a right combination of BMPs that provide maximum pollution reduction for least implementation costs. Multi-objective algorithms capable of searching from a large number of solutions are required to meet the given watershed management objectives. Genetic algorithms have been the most popular optimization algorithms for the BMP selection and placement. However, previous BMP optimization models did not study pesticide which is very commonly used in corn areas. Also, with corn stover being projected as a viable alternative for biofuel production there might be unintended consequences of the reduced residue in the corn fields on water quality. Therefore, there is a need to study the impact of different levels of residue management in combination with other BMPs at a watershed scale. In this research the following BMPs were selected for placement in the watershed: (a) residue management, (b) filter strips, (c) parallel terraces, (d) contour farming, and (e) tillage. We present a novel method of combing different NPS pollutants into a single objective function, which, along with the net costs, were used as the two objective functions during optimization. In this study we used BMP tool, a database that contains the pollution reduction and cost information of different BMPs under consideration which provides pollutant loads during optimization. The BMP optimization was performed using a NSGA-II based search method. The model was tested for the selection and placement of BMPs in Wildcat Creek Watershed, a corn dominated watershed located in northcentral Indiana, to reduce nitrogen, phosphorus, sediment, and pesticide losses from the watershed. The Pareto optimal fronts (plotted as spider plots) generated between the optimized objective functions can be used to make management decisions to achieve desired water quality goals with minimum BMP implementation and maintenance cost for the watershed. Also these solutions were geographically mapped to show the locations where various BMPs should be implemented. The solutions with larger pollution reduction consisted of buffer filter strips that lead to larger pollution reduction with greater costs compared to other alternatives.  相似文献

ABSTRACT: Nonpoint source (NPS) models and expert opinions are often used to prescribe best management practices (BMPs) for controlling NPS pollution. An optimization algorithm (e.g., a genetic algorithm, or GA) linked with a NPS model (e.g., Annualized AGricultural Nonpoint Source pollution model, or AnnAGNPS), can be used to more objectively prescribe BMPs and to optimize NPS pollution control measures by maximizing pollutant reduction and net monetary return from a watershed. Pollutant loads from design storms and annual loads from a continuous simulation can both be used for optimizing BMP schemes. However, which strategy results in a better solution (in terms of providing water quality protection) for a watershed is not clear. The specific objective of the study was to determine the differences in watershed pollutant loads, in an experimental watershed in Pennsylvania, resulting from optimization analyses performed using pollutant loads from a series of five 2‐yr 24‐hr storm events, a series of five 5‐yr 24‐hr storm events, and cumulative pollutant loads from a continuous simulation of five years of weather data. For each of these three different event alternatives, 100 near optimal solutions (BMP schemes) were generated. Sediment (Sed), sediment nitrogen (SedN), dissolved N (SolN), sediment organic carbon (SedOC), and sediment phosphorus (SedP) loads from a different five‐year period (an evaluation period) suggest that the optimal BMP schemes resulting from the use of annual cumulative pollutant loads from a continuous simulation of five years of weather data provide smaller cumulative NPS pollutant loads at the watershed outlet.  相似文献

ABSTRACT: For many years, a commonly used strategy for source water protection in Taiwan has been setting up arbitrary, fixed‐width buffer zones near sensitive waters, such as water‐supply reservoirs, and prohibiting any development in their watersheds. However, such regulations are now often viewed as infringing by the government on landowners' property rights, a situation that has led to citizen protests. This paper describes a proposed strategy that is water‐quality based and uses a quantitative zoning approach. A reservoir's watershed is divided into several zones beginning from the normal water line to the divide. Different levels of best management practices (BMPs) are required for controlling runoff pollution in different zones. The layout of the management zones is based on a number of factors such as reservoir classification, water quality conditions, and physical characteristics of the watershed. The goal of promoting such an approach is to try to balance the needs of watershed development and water quality protection. A case study using the Tapu Reservoir Watershed in Northern Taiwan as an example for illustrating the proposed zoning approach is presented.  相似文献

Stormwater runoff and associated pollutants from urban areas in the greater Chesapeake Bay Watershed (CBW) impair local streams and downstream ecosystems, despite urbanized land comprising only 7% of the CBW area. More recently, stormwater best management practices (BMPs) have been implemented in a low impact development (LID) manner to treat stormwater runoff closer to its source. This approach included the development of a novel BMP model to compare traditional and LID design, pioneering the use of comprehensively digitized storm sewer infrastructure and BMP design connectivity with spatial patterns in a geographic information system at the watershed scale. The goal was to compare total watershed pollutant removal efficiency in two study watersheds with differing spatial patterns of BMP design (traditional and LID), by quantifying the improved water quality benefit of LID BMP design. An estimate of uncertainty was included in the modeling framework by using ranges for BMP pollutant removal efficiencies that were based on the literature. Our model, using Monte Carlo analysis, predicted that the LID watershed removed approximately 78 kg more nitrogen, 3 kg more phosphorus, and 1,592 kg more sediment per square kilometer as compared with the traditional watershed on an annual basis. Our research provides planners a valuable model to prioritize watersheds for BMP design based on model results or in optimizing BMP selection.  相似文献

Quantification of the effects of management programs on water quality is critical to agencies responsible for water resource protection. This research documents reductions in stream water phosphorus (P) loads resulting from agricultural best management practices (BMPs) implemented as part of an effort to control eutrophication of Cannonsville Reservoir, a drinking water supply for New York City. Dairy farms in the upstate New York reservoir basin were the target of BMPs designed to reduce P losses. A paired watershed study was established on one of these farms in 1993 to evaluate changes in P loading attributable to implementation of BMPs that included manure management, rotational grazing, and improved infrastructure. Intensive stream water monitoring provided data to calculate P loads from the 160-ha farm watershed for all runoff events during a two-year pre-treatment period and a four-year post-treatment period. Statistical control for inter-annual climatic variability was provided by matched P loads from a nearby 86-ha forested watershed, and by several event flow variables measured at the farm. A sophisticated multivariate analysis of covariance (ANCOVA) provided estimates of both seasonal and overall load reductions. Statistical power and the minimum detectable treatment effect (MDTE) were also calculated. The results demonstrated overall event load reductions of 43% for total dissolved phosphorus (TDP) and 29% for particulate phosphorus (PP). Changes in farm management practices and physical infrastructure clearly produced decreases in event P losses measurable at the small watershed scale.  相似文献

The effects of increases in effective impervious area (EIA) and the implementation of water quality protection designed detention pond best management practices (BMPs) on storm runoff and stormwater quality were assessed in Gwinnett County, Georgia, for the period 2001‐2008. Trends among eight small watersheds were compared, using a time trend study design. Significant trends were detected in three storm hydrologic metrics and in five water quality constituents that were adjusted for variability in storm characteristics and climate. Trends in EIA ranged from 0.10 to 1.35, and changes in EIA treated by BMPs ranged from 0.19 to 1.32; both expressed in units of percentage of drainage area per year. Trend relations indicated that for every 1% increase in watershed EIA, about 2.6, 1.1, and 1.5% increases in EIA treated by BMPs would be required to counteract the effects of EIA added to the watersheds on peak streamflow, stormwater yield, and storm streamflow runoff, respectively. Relations between trends in EIA, BMP implementation, and water quality were counterintuitive. This may be the result of (1) changes in constituent inputs in the watersheds, especially downstream of areas treated by BMPs; (2) BMPs may have increased the duration of stormflow that results in downstream channel erosion; and/or (3) spurious relationships between increases in EIA, BMP implementation, and constituent inputs with development rates.  相似文献

ABSTRACT: Driven by increasing concerns about bacterial pollution from agricultural sources, states such as Virginia have initiated cost sharing programs that encourage the use of animal waste best management practices (BMPs) to control this pollution. Although a few studies have shown that waste management BMPs are effective at the field scale, their effectiveness at the watershed scale and over the long term is unknown. The focus of this research was to evaluate the effectiveness of BMPs in reducing bacterial pollution at the watershed scale and over the long term. To accomplish this goal, a 1,163 ha watershed located in the Piedmont region of Virginia was monitored over a ten‐year period. Fecal coliforms (FC) and fecal streptococci (FS) were measured as indicators of bacterial pollution. A pre‐BMP versus post‐BMP design was adopted. Major BMPs implemented were manure storage facilities, stream fencing, water troughs, and nutrient management. Seasonal Kendall trend analysis revealed a significant decreasing trend during the post‐BMP period for FC concentrations at the watershed outlet, but not at the subwatershed level. Implementation of BMPs also resulted in a significant reduction in the geometric mean of FS concentrations. FC concentrations in streamflow at the watershed outlet exceeded the Virginia primary standard 86 and 74 percent of the time during pre‐BMP and post‐BMP periods, respectively. Corresponding exceedances for the secondary standard were 50 and 41 percent. Violations decreased only slightly during the post‐BMP period. The findings of this study suggest that although BMP implementation can be expected to accomplish some improvement in water quality, BMP implementation alone may not ensure compliance with current water quality standards.  相似文献

Although water quality problems associated with agricultural nonpoint source (NPS) pollution have prompted the rapid and widespread adoption of a variety of so called "best management practices" (BMPs), there have been few realistic efforts to assess their combined effectiveness in reducing NPS pollution. This study used the Variable Source Loading Function (VSLF) model, a distributed watershed model, to simulate phosphorus (P) loading from an upstate New York dairy farm before and after the implementation of a suite of BMPs. With minimal calibration, the model calculates the dissolved P (DP) losses from impervious surfaces (e.g., barnyards), the plant/soil complex, field-applied manure, and loads associated with baseflow conditions. The simulated DP loads agreed well with measured loads for both the pre-BMP and post-BMP periods. More importantly, results showed that BMPs reduced DP loads by 35%, which is over half of the expected reduction if all manure was removed from the watershed, i.e., approximately 50% reduction. The model results indicate that had no BMPs been installed DP loads would be approximately 37% greater than observed at the watershed outlet. The most effective BMPs were those that disassociated pollutant loading areas from areas prone to generating runoff, i.e., hydrologically sensitive areas. By contrast, attempts to reduce P content in manure were somewhat less effective. This study demonstrates that a combination of distributed, mechanistic modeling and long-term monitoring provides better insights into the effectiveness of water quality protection efforts than either individually.  相似文献

ABSTRACT: Recent federal legislation strengthened nonpoint source pollution regulations and helped to support and standardize pollution control efforts. A comprehensive review of current state and federal programs for forest areas reveals a substantial increase in agency water quality protection activities. These new efforts emphasize monitoring to assess the use and effectiveness of best management practices (BMPs). Recent monitoring reveals that BMP use is increasing and that such use typically maintains water quality within standards. However, information is generally lacking about the cost effectiveness of BMP programs. Carefully designed and executed monitoring is the key to better specification of BMPs and more cost effective water quality protection. Economic costs, water quantity/quality benefits, and cost effectiveness of agricultural best management practices (BMPs) at a watershed scale are increasingly examined using integrated economic‐hydrologic models. However, these models are typically complex and not user‐friendly for examining the effects of various BMP scenarios. In this study, an open source geographic information system (GIS)‐based decision support system (DSS), named the watershed evaluation of BMPs (WEBs), was developed for creating BMP scenarios and simulating economic costs and water quantity/quality benefits at farm field, subbasin, and watershed scales. This DSS or WEBs interface integrated a farm economic model, the Soil and Water Assessment Tool (SWAT), and an optimization model within Whitebox Geospatial Analysis Tools (GAT), an open source GIS software. The DSS was applied to the 14.3‐km2 Gully Creek watershed, a coastal watershed in southern Ontario, Canada that drains directly into Lake Huron. BMPs that were evaluated included conservation tillage, nutrient management, cover crop, and water and sediment control basins. In addition to assessing economic costs, water quantity/quality benefits, and cost effectiveness of BMPs, the DSS can be also used to examine prioritized BMP types/locations and corresponding economic and water quantity/quality tradeoffs in the study watershed based on environmental targets or budget constraints. Further developments of the DSS including interface transfer to other watersheds are also discussed. Urban areas contribute pollutants such as excess nitrogen and bacteria to receiving water bodies. The objective of this project was to determine if stormwater quality could be improved by educating homeowners and implementing best management practices (BMPs) in a suburban neighborhood. The paired watershed design was used, where a control and treatment watershed are monitored during a calibration and treatment period. Treatment consisted of the education of homeowners and structural changes designed to minimize nonpoint pollution. Some changes in measured behavior were reported. According to the treatment period survey, 11% of respondents in the treatment watershed began fertilizing their lawn based on the results of a soil test, whereas none had done so previously. In addition, 82% of respondents in the treatment watershed stated that they left clippings on the lawn compared to 62% from the initial survey. Twelve of 34 lots (35%) adopted some BMPs following education efforts, indicating a significant (P = 0.001) increase in BMP use overall. However, a χ2 analysis of survey data indicated no significant changes in measured behavior with regard to specific questions. Analysis of covariance (ANCOVA) results indicated that a 75% reduction in nitrite + nitrate - N (change in intercept, P = 0.001) and a 127% reduction in fecal coliform bacteria (change in slope, P = 0.05) concentrations occurred. However, the treatment period regression was nonsignificant for bacteria. Total nitrogen, total phosphorus, and ammonia-N concentrations did not change significantly. Intensive education efforts produced BMP implementation and measurable water quality improvements.  相似文献

ABSTRACT: Reservoir water quality is traditionally monitored and evaluated based on field data. Collecting and analyzing field water quality data are costly and time consuming tasks, and whether a limited number of field data truly characterize the spatial variation of the trophic state within a vast water body is often disputed. In this study we utilize Landsat TM data to estimate the water quality and trophic state of the Te‐Chi reservoir in Central Taiwan. A modified multi‐parameter model of Carlson's trophic state index (TSI) was developed for the Te‐chi reservoir. Water quality parameters (concentration of chlorophyll‐a, total phosphorous measurement, and secchi disk depth) required by the model are found to have high correlations with combinations of TM bands. Therefore, TM data are used to map the trophic state of the reservoir. TM‐derived TSI maps of the reservoir reveal that, in summer, the trophic state in the reservoir generally improves from upstream to downstream and that zones of distinct trophic state exist. A trophic state index based on secchi disk depth may give erroneous values in the upstream section of the reservoir pool due to high sediment concentration in the reservoir inflow. We conclude that the Te‐Chi reservoir is eutrophic or worse in summer and meso‐eutrophic in winter. Implementation of best management practices to reduce nonpoint source pollution in the upstream watershed is highly recommended. This study demonstrates the capability of mapping the trophic state in impounded water bodies using the Landsat TM data.  相似文献

Abstract: The growing impact of urban stormwater on surface‐water quality has illuminated the need for more accurate modeling of stormwater pollution. Water quality based regulation and the movement towards integrated urban water management place a similar demand for improved stormwater quality model predictions. The physical, chemical, and biological processes that affect stormwater quality need to be better understood and simulated, while acknowledging the costs and benefits that such complex modeling entails. This paper reviews three approaches to stormwater quality modeling: deterministic, stochastic, and hybrid. Six deterministic, three stochastic, and three hybrid models are reviewed in detail. Hybrid approaches show strong potential for reducing stormwater quality model prediction error and uncertainty. Improved stormwater quality models will have wide ranging benefits for combined sewer overflow management, total maximum daily load development, best management practice design, land use change impact assessment, water quality trading, and integrated modeling.  相似文献

Distributed parameter watershed models are often used for evaluating the effectiveness of various best management practices (BMPs). Streamflow, sediment, and nutrient yield predictions of a watershed model can be affected by spatial resolution as dictated by watershed subdivision. The objectives of this paper are to show that evaluation of BMPs using a model is strongly linked to the level of watershed subdivision; to suggest a methodology for identifying an appropriate subdivision level; and to examine the efficacy of different BMPs at field and watershed scales. In this study, the Soil and Water Assessment Tool (SWAT) model was calibrated and validated for streamflow, sediment, and nutrient yields at the outlet of the Dreisbach (623 ha) and Smith Fry (730 ha) watersheds in Maumee River Basin, Indiana. Grassed waterways, grade stabilization structures, field borders, and parallel terraces are the BMPs that were installed in the study area in the 1970s. Sediment and nutrient outputs from the calibrated model were compared at various watershed subdivision levels, both with and without implementation of these BMPs. Results for the study watersheds indicated that evaluation of the impacts of these BMPs on sediment and nutrient yields was very sensitive to the level of subdivision that was implemented in SWAT. An optimal watershed subdivision level for representation of the BMPs was identified through numerical simulations. For the study watersheds, it would appear that the average subwatershed area corresponding to approximately 4 percent of total watershed area is needed to represent the influence of these BMPs when using the SWAT model.  相似文献

In phosphorus-limited freshwater systems, small increases in phosphorus (P) concentrations can lead to eutrophication. To reduce P inputs to these systems, various environmental and agricultural agencies provide producers with incentives to implement best management practices (BMPs). In this study, we examine both the water quality and economic consequences of systematically protecting saturated, runoff-generating areas from active agriculture with selected BMPs. We also examine the joint water quality/economic impacts of these BMPs-specifically BMPs focusing on barnyards and buffer areas. Using the Variable Source Loading Function model (a modified Generalized Watershed Loading Function model) and net present value analysis (NPV), the results indicate that converting runoff-prone agricultural land to buffers and installing barnyard BMPs are both highly effective in decreasing dissolved P loss from a single-farm watershed, but are also costly for the producer. On average, including barnyard BMPs decreases the nutrient loading by about 5.5% compared with only implementing buffers. The annualized NPV for installing both buffers on only the wettest areas of the landscape and implementing barnyard BMPs becomes positive only if the BMPs lifetime exceeds 15 yr. The spatial location of the BMPs in relation to runoff producing areas, the time frame over which the BMPs are implemented, and the marginal costs of increasing buffer size were found to be the most critical considerations for water quality and profitability. The framework presented here incorporates estimations of nutrient loading reductions in the economic analysis, and is applicable to farms facing BMP adoption decisions.  相似文献

Abstract: Total Maximum Daily Load (TMDL) implementation generates benefits and costs from water quality improvements, which are rarely quantified. This analysis examines a TMDL written to address bacteria and aquatic‐life‐use impairments on Abrams and Opequon Creeks in Virginia. Benefits were estimated using a contingent valuation survey of local residents. Costs were based on the number and type of best management practices (BMPs) necessary to achieve TMDL pollution reduction goals. BMPs were quantified using watershed‐scale water quality simulation models (Generalized Watershed Loading Function and Hydrological Simulation Program‐FORTRAN). Based on our projections, the costs to achieve TMDL induced pollution reduction goals outweigh the estimated benefits. Benefit‐cost ratios ranged between 0.1 and 0.3.  相似文献

The recognition of the significance of the residential environment in contributing to non-point source (NPS) pollution and the inherently dispersed nature of NPS pollution itself that presents significant challenges to effective regulation has led to the creation and dissemination of best management practices (BMPs) that can reduce the impacts of NPS pollution (Environmental Protection Agency US, Protecting water quality from urban runoff, http://www.epa.gov/npdes/pubs/nps_urban-facts_final.pdf, 2003). However, very few studies have examined the factors that influence the adoption of BMPs by residential homeowners, despite the fact that residential environments have been identified as one of the most significant contributors to NPS pollution. Given this need, the purpose of this project was to explore how demographic and knowledge-based factors predict adoption of residential BMPs in an urbanizing watershed in Northern Illinois using statistical analyses of survey data collected as part of a watershed planning process. The findings indicate that broad knowledge of BMPs is the strongest predictor of use for a specific BMP. Knowledge of BMPs is strongly correlated with their use, which reinforces the need for educational programs, even among those assumed to be knowledgeable about BMPs.  相似文献
