Since its conception, “oil sands” has been the name of a pro-development narrative seeking to convince skeptics that bitumen saturating the sandstone of Alberta’s Athabasca region ought to be extracted and chemically altered into Synthetic Crude Oil (SCO). Over the decades, the nature of skepticism has changed, and thus oil sands (along with its meanings and claims) has been continually reproduced so as to placate new criticisms. This paper offers a discursive genealogy of the oil sands narrative, demonstrating how it has been transformed from what was throughout the twentieth century a materially situated “narrative of promise” aiming to prove that SCO production was physically possible and that it could be commercially profitable, into what by 2015 was at its core a largely reactive “rhetoric of sustainability” aiming to convince a new class of critics that, contrary to their claims, SCO was in fact being produced in an environmentally responsible manner.  相似文献

Intergenerational equity is a core concept of sustainability, typically expressed as a concern for future generations. We contend in this review paper that intergenerational equity can also reflect a concern for past generations. Within the study and practice of social justice, significant concern is paid to remedying injustices suffered by past generations, sometimes called “restorative justice,” because these injustices do not end with the past, but remain embedded in the social, economic, and ecological fabrics of our present-day society. We ask: what roles do past injustices play in our understanding of intergenerational justice, and what roles can this understanding play in sustainability thought and practice? We weave together reviews from justice and legal studies and environmental ethics. Several short cases illustrate how restorative justice in practice results in benefits for sustainability, including improved resource management and social cohesion and governance. Our review of sustainability literature shows that while only few of the conceptions of intergenerational equity hint at a concern for historical issues, its concern for intra-generational equity may be a place where restorative issues can be addressed. Within sustainability science approaches, restorative issues may also arise in the assessment of the current state as well as in the appreciation of contextual norms and histories of the places attempting to become more sustainable.  相似文献

Wind power is expanding globally. Simultaneously, a growing number of conflicts against large-scale wind farms are emerging in multiple locations around the world. As these processes occur, new questions arise on how electricity from wind is being generated, how such energy is flowing within societies, and how these production-flows are being shaped by specific power structures. The present paper explores the expanding geography of wind energy conflicts by analyzing 20 case studies from across the Americas, Africa, Asia and Europe. Based on the Environmental Justice Atlas database, it reflects on how land pressures and patterns of uneven development emerge as two features of the current expansion of wind farms. Following a relational analysis, these patterns are examined to interpret the plural instances of opposition emerging throughout the rural spaces of the world. The article argues that previously unexplored forms of collective action are expanding the scope and content of the “wind energy debate”. In addition to the claims of “landscape” and “wildlife protection” addressed by the existing literature, this study sheds light on the rural/peripheral contexts where opposition emerges through the defense of indigenous territories, local livelihoods and communal development projects. The study contends that these “emerging storylines” embrace an environmental justice perspective when challenging the socially unequal and geographically uneven patterns reproduced by the ecological modernization paradigm. From this lens, cases of local opposition are not interpreted as selfish forces blocking a low-carbon transition, but instead, are understood as political instances that enable a wider discussion about the ways such transition should take place.  相似文献

Sustainability and sustainable development are prominent themes in international policy-making, corporate PR, news-media and academic scholarship. Its definitions are contested, however sustainability is associated with a three-pillar focus on economic development, environmental conservation and social justice, most recently espoused in the adoption of the UN Sustainable Development Goals in 2015. In spite of its common usage, there is little research about how sustainability is represented and refracted in public discourse in different national contexts. We examine British national press coverage of sustainability and sustainable development in 2015 in a cross-market sample of national newspapers. Our findings show that key international policy events and environmental and social justice frames are peripheral, while neoliberalism and neoliberal environmentalism vis-à-vis the promotion of technocratic solutions, corporate social responsibility and “sustainable” consumerism are the predominant frames through which the British news-media reports sustainability. This holds regardless of newspaper quality and ideological orientation.  相似文献

Adverse consequences to the ecological system and human health caused by impacts potentially attributable to climate change have already drawn great and widespread concern of many scientists and international organizations. However, we still have a hard time determining exactly the impact of climate change on the environment or the damage that climate change inflicts on countries comprising small islands or low-lying lands in light of today’s science and technology. The progress for dealing with the issue of loss and damage has been struggling for a long time from the beginning to the present. In this paper, the author begins by summarizing talks on the concept and the positions of commentators. The author is proposing that the development of future climate negotiations and rule-making process be based on global climate justice as a standard for measuring value. Also, the author proposes that a holistic view of climate justice be established. Generally, three aspects of climate justice can be derived. First, the dimension of human rights protection shows that protection of fundamental human rights is a logical precondition if small-island and low-lying countries are able to achieve climate justice. Second, the definite and traditional concepts of distributive justice and corrective justice hold the view that the principle of common but differentiated responsibilities should be upheld as a basic standard of allocating rights and duties associated with climate change. Third, climate justice requires that any state follow the “no-harm principle,” which is regarded as an international customary rule. According to the principle, the obligation of states to prevent the use of their territory for causing trans-boundary harm to the environment shall be a violation of state responsibility, which incurs international punishment. Then we put forward three remedial approaches in light of climate justice, including the approach of State Responsibility (SR) based on the principles and rules of international human rights law and international environmental law. Based on clear rules, the judge can determine whether the damaging behavior or the damage perpetrated by a state party constitutes a state responsibility. The International Environmental Regulation (IEB), which means solving the problems within the framework established by the Conventions on Climate Change, takes advantage of the market mechanisms and incentives such as fund and insurance support system to relieve or compensate the loss and damage. International Environmental Dispute Settlement Mechanism (IEDSM), which includes the means such as consultations, negotiations, nonmandatory ways and international arbitration, international judicial ways to solve these disputes, functions as a procedural safeguard. As an active promoter of global climate governance, China should no doubt stand by the principle of Common But Differentiated Responsibility (CBDR) and take it as a basis for negotiations, actively strengthen the work of South-South cooperation, fulfill her international climate commitments without reservation, vigorously develop a low-carbon economy, and actively promote international negotiations on the subject of loss and damage.  相似文献

This article will briefly discuss the implications of recognition of ecological justice in relation to environmental education (EE) and education for sustainable development (ESD). It is argued that the present conception of environment taught through EE and ESD negates the subjectivity of non-human species and ignores the ethical imperatives of ecological justice. Massachusetts v. Environmental Protection Agency was the first Supreme Court opinion generated specifically as a response to the issue of anthropogenic CO2 emissions, alleging that Environmental Protection Agency's (EPA) failure to regulate is leading to environmental harms for plaintiffs. This essay examines the majority opinion of Justice Stevens and his use of presumption and burden of proof, within a logic of problematic integration, to construct “certainty” as a rebuttal to and rejection of the “uncertainty” offered by EPA. I examine how this strategically constructed rebuttal to “uncertainty” functions as a declarative act of “certainty,” advancing a proposition whose scientific, legal, or political acceptance could function as a tipping point away from the claims of “uncertainty” used by opponents on this contentious issue. Because of the court's influence, the implications of their “certainty” extend beyond the case and into the broader discussion of climate change science and environmental communication.  相似文献

This paper addresses the issue of public engagement in environmental risk contexts through a rhetorical analysis of the key term “community” in a risk assessment of mining-caused soil contamination. Drawing on Burke's concept of terministic screens and method of cluster criticism, the analysis shows the divergent constitutions of “community” in the Sudbury Soils Study's official discourse and the citizen-activist rhetoric of the Community Committee on the Sudbury Soils Study. Tracing the verbal and visual clusters within each organization's articulation of “community” as place and people reveals how the official Study's technical-regulatory ideology of environmental risk and citizen participation is countered by the Community Committee's contestatory environmental justice ideology. These competing views of “community” are mutually constitutive in that the official Study's mainstream risk discourse establishes the terms for the Community Committee's reactive counter-discourse, thus limiting citizen participation mainly to questions of “downstream” impacts. Our rhetorical analysis of “community” suggests a generative method for understanding the complex power relations animating specific risk communication contexts as well as for potentially reinventing “community” in terms more conducive to meaningful citizen engagement.  相似文献

ABSTRACT

The “common but differentiated responsibility” of developed and developing countries to mitigate climate change is a core principle of international climate politics—but there is disagreement about what this “differentiated responsibility” amounts to. We investigate how newspapers in developed countries (Australia, Germany, United States) and emerging economies (Brazil, India) covered this debate during the UN climate summits in 2004, 2009, and 2014. Newspapers in both types of countries attributed more responsibility to developed than to developing countries. In line with social identity theory, however, media in developed countries attributed less causal responsibility (blame) to other developed countries than media in emerging economies. The latter countries’ media, in turn, attributed less responsibility to other developing countries than media in developed countries. At the same time, in line with the “differentiated responsibility”, media in developed countries attributed more responsibility to their own countries than media in emerging economies.  相似文献

Abstract

For natural resource science, resource productivity studying is an important subject. But researches on tourism resource productivity are limited. The most significant influencing factor on tourism resource productivity is the potential market scale of tourist locations, and second most important influencing factor is the resource endowment. Regional urban population is significantly correlated with region tourist numbers, being the decisive factor of region potential tour market scale. In tourism development, the dual model should be adopted: on one hand to enhance tour spot attractiveness, on the other hand to cultivate the potential market by improving urbanization level and other means. In the situation of tourism development fever spreading, the dual model for improving tourism productivity helps to avoid the “Great Leap Forward” which means that too rapid tourism construction divorces from actual market demand.  相似文献

As “No Impact Man,” writer Colin Beavan conducted a one-year experiment to determine whether he and his family could reduce their environmental impact to zero while living and working in Manhattan. This article examines the No Impact Man (NIM) experiment both as “alternative hedonism,” a reconceptualization of the “good life” that avoids unduly damaging the natural world, and also as a kind of “eco-stunt,” an attempt to garner significant media coverage about positive environmental behaviors. We use DeLuca's theorization of the “image event” to analyze the No Impact Man franchise—blog, book, and documentary film—though we modify that theory in order to explore how No Impact Man functions as multi-media and new-media spectacle. In particular, we explore the risky double-bind Beavan finds himself in when, through his choice to publicize the NIM eco-stunt, he is critiqued for opportunism, foolishness, and insincerity. We suggest that efforts to publicize eco-stunts, however well conceived, invariably invite backlash. As a result, we find that alternative hedonism theory and practice open a space of invitation to environmentally beneficial behaviors and attitudes that could have potential with some audiences, but their mass appeal is compromised by the limitations of the stunts that publicize them.  相似文献

Two obstructionist ways of doing politics on contentious wildlife management issues currently reflect a legitimacy deficit in official channels for public engagement. The first is that of a pernicious “direct-action” politics, in the form of resort by hunters in rural Sweden to illegal killings of protected wolves over whose policy they contest. The second obstruction is when environmental non-governmental organizations routinely file appeals in higher-level courtrooms contesting democratically mandated wolf cull decisions. Although markedly different when it comes to their categorically deliberative values as well as fidelity to the law, we argue both extra-legal and the litigative phenomena reflect disenfranchisement with the participation channels in which such controversies may be resolved through a public dialogue. We also argue that both possess negative systemic deliberative value inasmuch as they frustrate goals of reaching deliberative consensus, by contributing to a stalled public communication on wolf management. We address this deficit by appeal to recent developments in the theory and practice of mini-publics that promote both the categorical and systemic deliberative value of channeling contestation. In particular, we appeal to a novel conception of hunter-initiated, but citizen controlled, mini-publics as a vehicle for re-starting stalled public communication on wolf conservation.  相似文献

Environmental distribution conflicts (EDCs) related to the construction and operation of waste incinerators have become commonplace in China. This article presents a detailed case study of citizen opposition to an incinerator in the village of Panguanying, Hebei Province. Drawing on in-depth fieldwork, we show how this case was notable, because it transcended the local arena to raise bigger questions about environmental justice, particularly in relation to public participation in siting decisions, after villagers exposed fraudulent public consultation in the environmental impact assessment. An informal network between villagers and urban environmental activists formed, enabling the Panguanying case to exert influence far beyond the village locality. This network was critical in creating wider public debate about uneven power and substandard public participation in siting disputes, a central feature in many Chinese EDCs. By transcending local specificities and exposing broader, systemic inadequacies, this case became instrumental in supporting “strong sustainability”.  相似文献

Understanding the connotation and principles of ecological compensation in water source reserve areas is the basis and guarantee for establishing and improving the ecological compensation mechanism of water source reserve areas. First, this paper reviews the three stages of ecological compensation research progress. Based on the review, using the theory of externality, the ecological environment system of water source reserve areas is then analyzed. This paper argues that the connotation of ecological compensation in water source reserve areas is a kind of institutional arrangement, which is designed to internalize externalities. Finally, based on the understanding of the connotation of ecological compensation in water source reserve areas, five principles for establishing and improving the ecological compensation mechanism are proposed, including the principle of fairness and justice, the principle of equivalence of equality and responsibility, the principle of flexibility and effectiveness, the principle of “earmark funds, and implementation by law,” and the principle of government compensation supplemented with market compensation.  相似文献

We attempt to understand, scientifically, how different members of the mining concession, impacted communities, and government authorities behave when a conflicting situation arises. The main purpose of our effort is to start developing a framework for the scientific modeling of stakeholders’ behavior, and we create a reality-driven generic scenario of conflict. We assume that the managers and superintendants of a mining operation currently envision a problem; one that tests the limits of the commitment of the company’s mission statement, and of the spectrum of actions taken which are embedded in the “culture” of the company’s corporate social responsibility. It is an “event” that highlights the nature of an overall problem that the company would like to predict and act proactively: the integration of scientific tools, sustainability, and cultural realities within a mining framework. We adapt an agent-based modeling approach and start with a theoretical understanding of certain social behavior, build a model, and simulate “what if” scenarios to understand its dynamics to gain a better insight of the complexity of a seemingly simple social system of interest.  相似文献

A transformation to sustainability calls for radical and systemic societal shifts. Yet what this entails in practice and who the agents of this radical transformation are require further elaboration. This article recenters the role of environmental justice movements in transformations, arguing that the systemic, multi-dimensional and intersectional approach inherent in EJ activism is uniquely placed to contribute to the realization of equitable sustainable futures. Based on a perspective of conflict as productive, and a “conflict transformation” approach that can address the root issues of ecological conflicts and promote the emergence of alternatives, we lay out a conceptual framework for understanding transformations through a power analysis that aims to confront and subvert hegemonic power relations; that is, multi-dimensional and intersectional; balancing ecological concerns with social, economic, cultural and democratic spheres; and is multi-scalar, and mindful of impacts across place and space. Such a framework can help analyze and recognize the contribution of grassroots EJ movements to societal transformations to sustainability and support and aid radical transformation processes. While transitions literature tends to focus on artifacts and technologies, we suggest that a resistance-centred perspective focuses on the creation of new subjectivities, power relations, values and institutions. This recenters the agency of those who are engaged in the creation and recuperation of ecological and new ways of being in the world in the needed transformation.  相似文献

Public participation has become standard practice in both environmental communication and science and technology studies, with such engagement increasingly moving “upstream” to the early stages of technological development. One framework for these activities is anticipatory governance, in which foresight and public and stakeholder engagement are used to reflect on—and direct—the impacts of new technology. In this essay we draw on our experience of anticipatory governance, in the shape of the “NanoFutures” project on energy futures, to present a reflexive analysis of engagement and deliberation. We draw out five tensions of the practice of deliberation on energy technologies. Through tracing the lineages of these dilemmas, we discuss some of the implications of these tensions for the practice of civic engagement and deliberation in a set of questions for this community of practitioner-scholars.  相似文献

The main purpose of this paper is to discuss whether it is possible to achieve human development without or with less economic growth. For this to happen, it is important that developed countries can maintain high levels of human development while reducing the scale of production and consumption so that developing countries can achieve greater economic growth. Using panel data from 118 countries aggregated in ten blocks of countries, we assess the influence of “growth” on “development”, as proxied by a transformed variable “Social Human Development Index” (SHDI), controlling for the influence of geo-economic factors. In particular, we analyse whether developed countries present a weaker statistical relation between GDP and the social dimension of HDI than their less developed counterparts. Results reveal that the GDP elasticity of SHDI is higher in blocks of countries where the concentration of developing countries occurs than in blocks dominated by the presence of developed countries. Thus, it is possible to envisage that a slowdown in economic activity in developed countries may occur without great sacrifice of human development, at least when it is measured by health and education components. We interpret the findings as meaning that at an aggregate level there are conditions for development to occur without or with less growth.  相似文献
