Effective communication about climate change and related risks is complicated by the polarization between “climate alarmists” and “skeptics.” This paper provides insights for the design of climate risk communication strategies by examining how the interplay between climate change and flood risk communication affects citizens’ risk perceptions and responses. The study is situated in a delta area with substantial geographic variations in the occurrence and potential impact of flood risk, which has led to initiatives to make the area more “climate proof.” We developed a research model that examines individual differences in processing information about climate change related flood risk, based on the postulate that individuals often make an implicit trade-off between motivation to know “what is real” and motivation to maintain prior beliefs. A field experiment, embedded in a survey (n = 1887), sought to test out how the participants responded to risk frames in which a story on flood was either or not combined with climate change information. The results show that it was possible to increase the participants’ local climate risk perception in combination with increased motivation for flood damage prevention, despite a certain level of climate change skepticism. A general implication of our study is that relevant and diagnostic information about local climate-related flood risks can stimulate citizens’ need to know “what’s real” and their willingness to take responsibility for preparedness.  相似文献

The public perception of climate change is characterized by heterogeneity, even polarization. Deliberative discussion is regarded by some as key to overcoming polarization and engaging various publics with the complex issue of climate change. In this context, online engagement with news stories is seen as a space for a new “deliberative democratic potential” to emerge. This article examines aspects of deliberation in user comment threads in response to articles on climate change taken from the Guardian. “Deliberation” is understood through the concepts “reciprocity”, “topicality”, and “argumentation”. We demonstrate how corpus analysis can be used to examine the ways in which online debates around climate change may create or deny opportunities for multiple voices and deliberation. Results show that whilst some aspects of online discourse discourage alternative viewpoints and demonstrate “incivility”, user comments also show potential for engaging in dialog, and for high levels of interaction.  相似文献

Public engagement and support is essential for ensuring adaptation to climate change. The first step in achieving engagement is documenting how the general public currently perceive and understand climate change issues, specifically the importance they place on this global problem and identifying any unique challenges for individual communities. For rural communities, which rely heavily on local agriculture industries, climate change brings both potential impacts and opportunities. Yet, to date, our knowledge about how rural residents conceptualise climate change is limited. Thus, this research explores how the broader rural community—not only farmers—conceptualises climate change and responsive activities, focussing on documenting the understandings and risk perceptions of local residents from two small Australian rural communities. Twenty-three semi-structured interviews were conducted in communities in the Eden/Gippsland region on the border of New South Wales and Victoria and the north-east of Tasmania. There are conflicting views on how climate change is conceptualised, the degree of concern and need for action, the role of local industry, who will ‘win’ and ‘lose’, and the willingness of rural communities to adapt. In particular, residents who believed in anthropogenic or human-induced factors described the changing climate as evidence of ‘climate change’, whereas those who were more sceptical termed it ‘weather variability’, suggesting that there is a divide in rural Australia that, unless urgently addressed, will hinder local and national policy responses to this global issue. Engaging these communities in the twenty-first-century climate change debate will require a significant change in terminology and communication strategies.  相似文献

Massachusetts v. Environmental Protection Agency was the first Supreme Court opinion generated specifically as a response to the issue of anthropogenic CO2 emissions, alleging that Environmental Protection Agency's (EPA) failure to regulate is leading to environmental harms for plaintiffs. This essay examines the majority opinion of Justice Stevens and his use of presumption and burden of proof, within a logic of problematic integration, to construct “certainty” as a rebuttal to and rejection of the “uncertainty” offered by EPA. I examine how this strategically constructed rebuttal to “uncertainty” functions as a declarative act of “certainty,” advancing a proposition whose scientific, legal, or political acceptance could function as a tipping point away from the claims of “uncertainty” used by opponents on this contentious issue. Because of the court's influence, the implications of their “certainty” extend beyond the case and into the broader discussion of climate change science and environmental communication.  相似文献

It has been widely acknowledged that people’s beliefs and perceptions influence implementation of climate change adaptation. Regarding perception barriers, some authors keep highlighting the confused definition of adaptation and its various interpretations. Our research contributes to this area by exploring how adaptation to climate change is perceived through 83 semi-structured interviews with stakeholders (public and municipal organizations, ENGO, private sector) from Montreal and Paris. Our results demonstrate a mirror opposition in the perception of adaptation to climate change. Indeed, while several respondents interpreted adaptation as a resignation, many interviewees perceived adaptation as an opportunity. The analysis showed that adaptation referring to resignation includes the ideas of a non-action and detrimental to mitigation; an excuse for not changing; anxiety about climate change; fatalism; and human failure. Adaptation perceived as an opportunity is divided into a source of creativity; toward sustainable development; led by the emergency; and awareness and making society of its responsibilities. Our findings confirm that terminological ambiguity of the term “adaptation” has to be considered in the decision-making process, which can be influenced by the perception of stakeholders.  相似文献

In 2016, Swedish climate reporting declined in quantity and shifted focus somewhat from climate change as such to the harmful climate impacts of meat consumption. The latter prompted discussions in social media—an increasingly important forum for public debate but infrequently studied in environmental communication research. Despite strong evidence that a meat and dairy-based diet is harmful for the environment, meat consumption is increasing, and this qualitative study aims to—through the lens of social representation theory—contribute knowledge about how livestock production is legitimized in everyday discourse on Facebook. The article identifies representations that legitimize livestock production through polarization between (1) livestock production and other (environmental) issues, (2) environmentally “good” and “bad” countries, and (3) “reliable” and “unreliable” information. It concludes by discussing the influence of national ideology on the legitimization of livestock production and the potential of social media to counter the post-politicization of environmental issues.  相似文献

Media influence public awareness through agenda setting and framing of news by selecting what is published, how frequently and through what frames. This content analysis compares portrayals of climate change based on political ideology of the media. It examines daily coverage of climate change in Santiago, Chile by the conservative, El Mercurio, newspaper, and the liberal, La Nación. Twenty percent of the 1,628 articles published in 2003, 2005, and 2007 which included the words “cambio climático” (climate change) or “calentamiento global” (global warming) were analyzed for frequency, content, images, and frames. The liberal newspaper published twice as many articles that were twice as long, with four times as many illustrations about climate change. They presented more thematic and diverse frames than the conservative newspaper. Government sources and conflict frames dominated both newspapers, reflecting some similar maturation processes of climate change coverage found in Europe, the United States, and elsewhere.  相似文献

Media frames have been applied to news information for decades to influence the manner in which news is both delivered and interpreted. However, media frames have tended to focus on traditional news media channels, but the emergence of new media platforms now necessitates a recalibration of how media framing is understood in relation to media and communication studies. With a focus on the issue of climate change, this study explores how framing is employed by the phenomenon of Internet memes in the new media landscape. Specifically, memes presented demonstrate the representation of five common media frames from the perspectives of both the “convinced” and “skeptical” logics. It is argued that through the use of common meme templates combined with the typical humorous or ironic message they convey, Internet memes represent a potentially powerful form of socio-political participation in the online community.  相似文献

What people believe about the beliefs of other people – second-order beliefs – has been acknowledged as a key factor that shapes public support for international climate policy. However, very little is known about their origins. Based on data from an online survey (n?=?935), we analyzed how German citizens assess the climate change awareness in their own nation as compared to those of the US and China. Even if the public climate change awareness in the US and China factually differs, we found that German citizens equivalently rate both nations similar and much lower than their own, a finding which can be explained with social identity processes and “in-group”/“out-group” biases. Hierarchical regression analyses demonstrate that the attention individuals pay towards television and social media predict second-order beliefs on climate change awareness positively, while attention to print media is a negative predictor.  相似文献

The article explores the new media’s role in climate change communication in Russia. By providing an open space for the expression of very diverse points of view, the internet creates a substitute media reality where both climate activists and climate sceptics can question the established discourse. Analysis of 374 entries published on the LiveJournal blogging platform has resulted in the identification of four discursive categories: “conspiracies of climate change,” “climate change impact,” “political games of climate change” and “online (anti-)environmentalism.” Each category demonstrates how the same topic can be framed in very different ways depending on bloggers’ worldview rather than the nature of the discussed environmental problem. The findings also show that the blogs act as “echo-chambers” for both climate deniers and climate activists reinforcing their behold beliefs. Finally, the analysis discovers some parallels with the traditional media coverage in their minimal critique of Russian state policy on climate.  相似文献

Scholars continue to search for solutions to shift climate change skeptics’ views on climate science and policy. However, research has shown that certain audiences are resistant to change regarding environmental issues. To explore this issue further, we examine the presence of reactance among different audiences in response to simple, yet prominently used, climate change messages. Our results show that emphasizing the scientific consensus of climate change produces reactance, but only among people who question the existence of climate change. Moreover, adding political identification to the model as an additional moderating variable shows the increases in reactance occur among Republicans who question the existence of climate change. Finally, our results show that reactance to climate change messaging may lead to backfiring effects on important outcomes tied to climate change such as risk perceptions, climate change beliefs, and support for mitigation policies.  相似文献

Recent calls for communication scholars and practitioners to identify effective communication means for mobilizing constituencies to address climate change often fall to distinguish between communicative acts that “mobilize” and mobilization that enables a particular end. The latter presupposes an account of the intentional or strategic alignment of mobilization, that is, the predicted or assumed relationships among a mobilized public, the mode(s) of influence or leverage this creates, and the expected consequences of such influence, i.e., how specific communicative efforts are related to outcomes or “effects” within a system. This essay argues that the neglect of strategic alignments in some recent climate communication campaigns have caused these campaigns to be non-adaptive at the scale and/or urgency required. Drawing on case studies of the 2007 Step It Up initiative and the Sierra Club's “Beyond Coal” campaign, the essay proposes viewing the strategic as an heuristic for identifying openings within networks of contingent relationships and the potential of certain communicative efforts to interrupt or leverage change within systems of power.  相似文献

Mainstreaming climate change adaptation (CCA) into plans and programs is still a new approach in adaptation and thus there is limited information on how to operationalize it on-ground. This paper addresses this gap by investigating the challenges in mainstreaming CCA into the local land use plans in the province of Albay, Philippines. Specifically, this paper developed 20 quantitative “mainstreaming indicators” to assess the state-of-play and the challenges for local mainstreaming. These indicators were classified under three groupings, namely, the information, institutional, and resource capacities of systems. Qualitative analysis of the indicator scores suggested that developing the institutional capacities of local governments is crucial in the local mainstreaming process. Likewise, the results highlighted the “institutional issues” indicator as the primary barrier in operationalizing the approach. These institutional issues are: fragmented laws and regulations; overlapping policy requirements; and the lack of guidelines for mainstreaming CCA into the local land use plans. Meanwhile, the “leadership” indicator, as signified by a climate change champion in Albay, was evaluated as an opportunity for local mainstreaming. The champion effectively led the CCA efforts because the existing institutional mechanisms supported the champion’s capacity to influence the behavior of people and produce collective action towards CCA.  相似文献

Since the 1970s, precipitation in the Sahel has decreased and become very irregular, leading to widespread drought, whilst the human need for water has rapidly increased. A new “dispositions”-based approach was adapted in order to analyse human interactions with environmental hazards and applied to the case of Hombori village in north-eastern Mali. This article explores how the population and political stakeholders perceive, live with and respond to the increasing scarcity of water. It also explores how their current vulnerability and ability to cope with variations in available water resources indicate future adaptability to climate shocks. On the one hand, this research shows how the population copes with variations in water resource availability: the population’s socio-spatial organisation explains the inhabitants’ exposure to this problem and some of the factors affecting vulnerability, the elderly and women being the hardest hit. The water issue is generally managed on a “day-to-day” basis and considered a big problem only in the dry season, thus lowering any incentive for self-protection. The main two variables that could explain this kind of risk management are the conflicting local governance and current social rules. On the other hand, the discussion of results, based on a conceptual model of social responses, explains why these current “social dispositions” to cope with and even address the water scarcity issue do not guarantee future adaptability to climate change.  相似文献

This paper conducts a comparative study of how the idea of hypocrisy was invoked in media coverage of climate change in 12 newspapers from four countries (Canada, Australia, the United Kingdom, and the United States) between 2005 and 2015. It develops the concepts, and explores the characteristics, of three distinct types of climate hypocrisy: personalized (which attacks the moral character of individuals based on inconsistencies between their stated beliefs and behavior); institutional-analytic (which identifies contradictions between institutional rhetoric and ongoing policies and practices); and reflexive (which develops sympathetic accounts of the struggles individuals face in reconciling the tension between values and actions). It explores how these types are used to undermine the credibility of climate advocates as well as to argue for more aggressive climate action, and maps out key features of climate hypocrisy discourse including ideological attributes, targeted actors and behaviors, affective intensity, and regional variations. It outlines a number of surprising key findings, such as (i) hypocrisy discourses are more frequently invoked by “progressives” supporting climate change action than by “conservatives” resisting climate change action, and (ii) while both groups use hypocrisy discourse, they tend to use very different types of hypocrisy discourses which each likely have very different impacts on climate change discourse.  相似文献

Farming in higher latitudes is generally believed to benefit from a warmer climate due to extended growing season, reduced risk of frost, availability of more productive cultivars, and an opening potential of farming in northern locations. We analyzed the impact of climate change on production of cereals in Russia and found that this general perception of beneficiary effect of a warmer climate is unlikely to hold, primarily due to increasing risk of droughts in the most important agricultural areas of the country. Past impacts of droughts on food security throughout the twentieth century suggest that a number of adaptation options are available to mitigate the increasing risks of crop failure. We analyze the effectiveness of these measures in connection with a set of climate change projections, under two contrasting scenarios of interregional grain trade: “Fortress Market” and “Open Market.”  相似文献

YouTube videos are a ubiquitous source of information but also a venue for users to comment on discussion boards that addend videos. There are no moderators of these discussions, and thus there is a possibility for self-appointed leaders to emerge, responding incessantly and across a genre of videos. These “elites,” as they are labelled here, use the discussion as a personal campaign tool, diminishing the deliberative potential of provocative topics. To determine whether this is happening and to complement existing research analyzing the content of comments, this paper focuses on the structure of the discussions that follow the most popular climate change-related videos. Network analysis confirms that discussions can be elite-driven, appearing in two different network structure types. Among the core group of elite commenters, most are either climate change activists or sceptics, and the most prolific commenters among this core group are activists.  相似文献

Whale watching is a billion dollar industry worldwide. One of the most popular species for whale watching is the humpback whale (Megaptera novaeangliae). The migratory corridors, feeding, resting and calving sites which are used for whale watching may be influenced by changing ocean currents and water temperatures. Here, we used an innovative approach addressing the emerging issue of climate change on the whale watch industry. This involved participatory modelling using key stakeholders for the whale watching industry to develop a systems conceptualisation model for evaluating the potential effects of climate change based on a case study from the east coast of Australia. This participatory approach allowed us to identify the causal linkages (including feedback pathways) between different “Elements” of the system within which the whale watching industry operates. It also allowed us to integrate multiple drivers covering socio-economic and environmental aspects including climate change (e.g. temperature), policy (e.g. number of boats), ecology (e.g. number of whales) and socio-economics (e.g. number of tourists) to evaluate the changes in the overall system. We then developed a Bayesian belief network model from the systems conceptualisation on which stakeholders identified a priority issue (Profitability). Stakeholders provided the structure and the quantification of this model, and a sensitivity analysis was carried out to help identify important intervention points for the industry. Overall, our research illustrates how such a modelling process can assist local tourism operators and authorities in making rational management decisions within a holistic or systems-based framework and its approach is applicable to other regions.  相似文献

Drought is a part of the normal climate variability and the life and livelihoods of the Western United States. However, drought can also be a high impact or extreme event in some cases, such as the exceptional 2002 drought that had deleterious impacts across the Western United States. Studies of long-term climate variability along with climate change projections indicate that the Western United States should expect much more severe and extended drought episodes than experienced over the last century when most modern water law and policies were developed, such as the 1922 Colorado River Compact. This paper will discuss research examining regional socio-natural climate vulnerability and adaptive response capacities to the 2002 drought in the Yampa–White Basins region of Colorado across sectors and will demonstrate how a bottom-up or “toad’s eye” approach to understanding drought is paramount to complement top-down, instrumental data-driven analyses of drought. The results of empirical observations through interviews and participant observation in combination with analysis of drought indicators will be presented. Implications for adaptation research and planning for climate variability and change will be discussed.  相似文献
