The news media are a central source of information about climate change for most people. Through frames, media transmit information that shape how people understand climate change as well as the actions they are ultimately willing to support to address the problem. This article reviews the rise of climate change in the US news media and the emergence of related frames in public discourse. In doing so, it traces the roots of partisan divisions over climate change and highlights the role that events, journalistic practices, technological changes, and individual-level factors such as ideological and partisan identity have played in fostering polarization. The article concludes by identifying the core challenges facing communicators who seek to build consensus for action on climate change and highlights the most viable solutions for achieving success.  相似文献

Climate skepticism in the UK media has not been a major focus of recent research. This paper aims to help fill the gap by looking at the incidence of skeptical voices in UK newspapers across three periods: 2007, 2009/2010, and 2010/2011. After analyzing more than 3200 articles, it finds that skeptical voices increased their presence markedly across all newspapers and all types of articles in the second period, and maintained a significant presence in many in the third. Uncontested skeptical voices were particularly prevalent in opinion pieces and editorials in right-leaning newspapers in the second. It also finds that skeptical voices or opinions were more likely to be included in pieces written by in-house non-specialist columnists than by environment editors or correspondents. The negative implications of the results for public understanding and the quality of public debate are then explored.  相似文献

This study analyzes whether the ideological orientation of a newspaper has an influence on the salience of skeptical arguments (trend, attribution, impact, and response skeptics) in the coverage of climate change in the UK, Germany, and Switzerland, and examines whether certain newspaper titles act as advocates of the skeptical countermovement. A quantitative content analysis of a broad newspaper sample for each country over the course of one year (June 2012–May 2013) was conducted. The results reveal that conservative newspapers do not amplify skeptical voices in general; the difference between conservative and more liberal outlets is only found in the case of impact and response skepticism. Second, in each country, certain conservative newspapers are particularly open to skeptical arguments.  相似文献

China’s technological efforts to tackle climate change have lasted for many years. It is necessary to test the effect of these efforts with quantitative method. To be exact, whether and how China’s low-carbon technology innovation responds to climate change should be tested. Based on the 2004–2015 panel data of 30 provinces in China, we use the method of ESDA analyzing the spatial correlation of China’s low-carbon innovation technology. Furthermore, we use the spatial Durbin model empirically analyzing the spatial spillover effects. The results obtained are as follows: first, supply and demand of Chinese low-carbon innovation has some deviation in the spatial distribution. The low-carbon technology innovation as the supply factor shows the characteristics of expanding from the east to the west. Innovation in eastern China has always been the most active, but innovative activities in the middle and western China are gradually decreased. However, carbon emissions have the characteristics of moving westward, implying the change of technology demand different from technology supply. Second, China’s low-carbon innovation actively responds to the trend of climate change, indicating China’s technological efforts have paid off. However, the spatial spillover effects are not significant, showing that the efforts in each region of China still work for himself. Third, environmental regulation and market pull are important factors for low-carbon technology innovation. Among them, both supporting policy and inhibitory policy have significant impact on the local low-carbon technology innovation, but no significant spatial spillover effects. It shows that environmental policies in different regions are competitive and lack of demonstration effects. Economic growth and export as market pull have higher level of effect on low-carbon technology innovation for both local and adjacent areas. This paper explores a technique for mitigating framing effects in perceptions of global climate change. People's opinions on issues ranging from same sex marriage and the environment to free speech and health care have been shown to be influenced by the way in which the issue is presented: the metaphors, images, and catchphrases that communicate implicit normative messages about the issue. The work described here synthesizes insights from experimental research on moderators of framing effects and sociological research on frame reflection. Based on this synthesis, this paper describes a test of a simple highlighting technique for focusing respondents' attention on the framing operating in political materials. Results suggest that this intervention not only can reduce the opinion-shaping impact of frames but may also reduce ideological polarization. Implications include a better understanding of the mechanisms by which frames operate, techniques for making frame reflection possible among political non-elites, and recommendations for strengthening environmental groups' public communication strategies.  相似文献

哥本哈根会议上碳关税引发热议,成为发达国家和发展中国家讨论的焦点.本文从碳关税的内涵出发,梳理了有关碳关税问题的已有研究,通过建立一个简单的局部均衡模型,对征收碳关税情况下进口国、出口国的福利以及全球福利变化进行了分析,研究得出:进口国征收碳关税能提高本国福利水平,减低出口国的福利水平,但福利变化程度取决于进口国国内碳税、出口国是否征税国内碳税、进出口国国内碳密集度水平等情况.进一步.由于温室气体排放是全球公共品,用全球福利最大化代替进口国福利最大的约束条件,探讨了最优碳关税的确定方法,认为最优碳关税取决于需求函数和供给函数的值,由出口国国内碳税与外部性的差异与进口国国内碳税与外部性差异的比值来决定.温室气体减排是国际贸易面临的新问题,碳关税仅仅拉开了以气候变化之名进行国际贸易保护的序幕,如何有效地将国际气候变化规则纳入国际贸易利益的维护中是我们未来面临的重要课题.  相似文献

This article assesses the success of WWF Japan’s “Background Media Strategy” in influencing Japanese mainstream news outlets’ coverage of climate change negotiations. WWF Japan adopted this “Background Media Strategy” after the Bali COP in 2007; instead of lobbying, it aims to build journalists’ expertise. This article examines its success after seven years through three research approaches: the analysis of participant lists; two surveys (conducted in 2009 and 2015); and a content analysis of climate change articles that appeared in four large mainstream newspapers between April and July 2015. Based on these different data, the author concludes that the new media strategy was successful: Japanese journalists increasingly rely on information provided by WWF Japan and less on information provided by the government and industry. This experiment suggests that a new relationship between global NGOs and the media can improve environmental communications—an approach that could help advocacy groups around the world.  相似文献

适应性发展(Adaptive Development)旨在强调适应气候变化的同时,实现增长、公平和可持续发展目标。该研究在回顾适应性发展理论脉络基础上,界定适应性发展内涵;构建涵盖暴露度、敏感性和适应能力3个维度的适应性发展综合评价指标体系,结合2010—2019年31个省份统计数据,运用CRITIC综合评估法,对适应性发展指数(ADI)进行测算;并使用Moran指数、变异系数和Theil指数等方法,分析其时空分布和区域差异。研究结果表明:①中国适应性发展指数整体较低,呈现波动上升趋势;②三大维度发展趋势差异显著,与2010年相比,2019年暴露度提高3.39%、敏感性提高1.07%、适应能力增强0.7%,适应能力提升较慢;③适应能力是造成ADI水平差异的主要因素;④适应性发展指数呈现“东部>中部>东北>西部”区域特征,区域内差异对总体差异的影响逐渐超过区域间差异,且各省份间存在显著全局空间正相关关系。基于上述结论,该研究从顶层设计、关键领域和协同治理等方面提出中国适应性发展水平提升举措:基于生态文明建设系统工程论,树立复杂系统理念,推进中国适应性发展顶层设计;发挥优势补齐短板,关注适应行动关键领域;积极推动适应性发展融入区域重大发展战略和协调发展战略。  相似文献

长江三角洲,是中国经济社会最发达、人口和产业最密集、发展最具活力的地区之一,正在成长为具有重要国际影响的世界级城市群,在中国经济社会发展中具有举足轻重的地位。长江三角洲的城市化与建设环境互为影响。一方面,用2008年数据概括了长江三角洲城市化现状特征,重点分析了长江三角洲城市化的发展趋势是城市化过程进一步加速;另一方面,综述了常见三角洲海平面上升研究,在未来20 a长江三角洲海平面上升估计将达到220~380 mm;在未来50 a,长江三角洲海平面上升保守的估计将达到270~610 mm。未来气候变化导致海平面上升,必然对长江三角洲城市化过程造成影响,主要是:土地淹没面积大,洪涝灾害加剧,影响生产和能源,以及进一步滋生环境问题。  相似文献

This article proposed the concept of"climate capacity"as a way of measuring human’s adaptiveness to climate change.This article also focused on the related concepts like ecological carrying capacity,water resources carrying capacity,land carrying capacity as well as population carrying capacity.The concept of climate capacity was articulated against a background of global climate and environmental change.Essentially,China’s efforts to adapt to climate change was a matter of improving climate capacity,which is the ecosystem as well as the frequency,the intensity and the scale of human’s social activities that the climatic resources of a particular geographic area were supposed to support.The climate capacity has two components.One is the natural climate capacity,which includes temperature,sunlight,precipitation,extreme climatic events,etc.The other is the derived climate capacity,which includes water resources,land resources,ecological systems,climatic risks,etc.The climate capacity can be developed or be transferred between regions by taking engineering,technology or regime-based adaptive measures.However,these adaptive measures must be implemented under the principle of economic rationalism,ecological integrity,climate protection,and social justice.It is expected that by combining the climate capacity and its threshold value with the assessment of climate change risks,we are able to predict the optimal population carrying capacity and the scale of socioeconomic development,and furthermore,provide policy support for the socioeconomic development strategy and adaptive planning.In the regions with high climate capacity,there is a symbiotic relationship between adaptation and socioeconomic development.But,in the regions with limited climate capacity,irrational development may further damage the environment.Taking the Yangtze River delta,a region with high climate capacity,and a region of Ningxia,a region with limited climate capacity,as illustrative examples,the authors of this article analyzed the policy implications of climate capacity and further made suggestions on the problems of capacitylimited adaptation and development-driven adaptation.This article argued that the concept of climate capacity can not only be used as an analytical instrument of climate change economics,but also it can provide research support for planning regional adaptation and development with climate change impact and risk assessments.  相似文献

Several studies have been using quantified consensus within climate science as an argument to foster climate policy. Recent efforts to communicate such scientific consensus attained a high public profile but it is doubtful if they can be regarded successful. We argue that repeated efforts to shore up the scientific consensus on minimalist claims such as “humans cause global warming” are distractions from more urgent matters of knowledge, values, policy framing and public engagement. Such efforts to force policy progress through communicating scientific consensus misunderstand the relationship between scientific knowledge, publics and policymakers. More important is to focus on genuinely controversial issues within climate policy debates where expertise might play a facilitating role. Mobilizing expertise in policy debates calls for judgment, context and attention to diversity, rather than deferring to formal quantifications of narrowly scientific claims.  相似文献

This article exemplifies an approach to analyzing political arguments and press deliberation on the issue of climate change and oil policy. I apply political discourse analysis to examine an oil minister's press conference presentation of the key official document on Norway's future oil policy, and evaluate how he attempted to reconcile the country's expansive petroleum policy with its self-proclaimed ambition of being world leading in responsible climate policy. The analysis displays how the minister's argumentation served to legitimate an expansive oil policy by projecting an altruistic motivation and invoking the authority of the tradition of the industry. This is supplemented by an analysis of newspaper editorials and commentaries on the speech, identifying a major split in viewpoints between local and national newspapers. The analyses evaluate arguments in an explicit manner, for example by critically questioning their value premises, thus suggesting an approach that could benefit critical research on environmental communication.  相似文献

Does climate change lead to violent conflict? This article reviews the existing literature connecting climatic conditions to conflict. It finds that the existing literature has not detected a robust and general effect from climate to conflict onset. Moreover, there exists scientific agreement that climatic changes can contribute to conflict under some conditions and through certain pathways. In particular, the recent literature offers considerable suggestive evidence that climatic changes can lead to conflict in countries and/or regions, which are dependent on agriculture, host politically excluded groups, and have ineffective institutions. Future research should focus not only on understanding of the pathways and contexts in which climatic changes are most likely to increase or exacerbate the risk of conflict but also work to understand the mechanisms by which climate variability and change might cause conflict.  相似文献

It is often assumed that issue advocacy will compromise the credibility of scientists. We conducted a randomized controlled experiment to test public reactions to six different advocacy statements made by a scientist—ranging from a purely informational statement to an endorsement of specific policies. We found that perceived credibility of the communicating scientist was uniformly high in five of the six message conditions, suffering only when he advocated for a specific policy—building more nuclear power plants (although credibility did not suffer when advocating for a different specific policy—carbon dioxide limits at power plants). We also found no significant differences in trust in the broader climate science community between the six message conditions. Our results suggest that climate scientists who wish to engage in certain forms of advocacy have considerable latitude to do so without risking harm to their credibility, or the credibility of the scientific community.  相似文献

Understanding the earth system requires that the two-way linkages between regions and the global system be well understood and predictable. Most studies of global change are undertaken thematically across limited disciplinary boundaries; few are attempted holistically across many disciplines within regions. The regional approach offers many advantages. Here a variety of linkages associated with the regions of Southern Africa, South Asia, East Asia and Southeast Asia are presented to illustrate the power of a regional approach to earth system science. Major findings include the extent to which long-range transport of aerosols and nutrients affect terrestrial and marine ecosystem functioning in and around southern Africa. Aerosol transport, and the development of a regional haze layer, over South Asia are shown to alter significantly the radiative forcing of change in the atmosphere over the region. Changes in land cover and use over East Asia over along period of time are shown to have affected the strength of the monsoon circulation significantly. Finally, rampant economic development and globalization in Southeast Asia are demonstrated to have been a significant driver of regional change. Electronic Publication  相似文献

通过对IPCC成立背景、工作机制、主要报告与影响、有关争议的研究,特别是有关历史背景和第六次评估报告的进展,提出对中国开展气候变化评估的启示建议,供中国相关工作参考。对IPCC成立历史背景的研究发现,在科学家和国际组织的持续推动下,气候变化越来越得到各国政府的重视,为避免独立专家组可能带来的激进环保主义倾向,1988年成立了政府间气候变化专门委员会(IPCC),将专家纳入到政府间框架下专门开展气候变化评估,提供关于气候变化的权威信息,并遵循科学家与政府一致同意方才发布报告的原则开展工作。IPCC通过组织会员国推荐的志愿专家开展评估,建立了由主席团、工作组构成的专家评估团队以及支持主席团政务工作的秘书处、支持工作组的技术支持组,按照建立组织与程序、确定评估范围与专家、编制与审稿、批准与发布等四个环节开展工作。自1990年以来已经发布了五次评估报告,为《联合国气候变化框架公约》(UNFCCC)、《京都议定书》《巴黎协定》等协议的达成提供了科学依据,目前正在开展第六次评估,将重点面向2023年UNFCCC全球盘点。虽然IPCC在工作审查程序、行政管理效率、政府批准决策者摘要等方面有一些争议,但工作总体上是成功的,并在2010年进行了改革优化,受到科学界和国际组织的承认和拥护。从IPCC的经验来看,积极寻找和达成共识是科学与政治决策协同合作的核心要素,未来气候评估将更加重视科学与政策的联系以及跨学科、跨领域、技术驱动和不确定性问题,针对复杂系统的科学评估需要不断完善相应管理制度,中国气候评估也需要积极响应国际进展,突出特色与重点。  相似文献

气候变化问题、气候变化及其不利影响所导致的现实或潜在的大量气候移民已成为21世纪人类社会面临的严峻挑战,是现阶段人类社会普遍关注的核心问题之一。通过对社会发展进程中各种主客观因素叠加作用导致的渐变缓发性气候风险、极端突变灾害性气候风险等诸种气候变化现象所导致的气候移民问题的剖析,结合已有的研究文献对历史、现实条件下气候变化导致的气候移民产生的机理与逻辑展开分析,以把握其演变发展趋势。从而对气候移民进行概念上的辨析、梳理和界定,以揭示气候移民的实体内涵、本质特点与根本属性;并依据移民的迁移意愿、迁移时限长短、迁移的空间区域和距离远近、导致气候移民的不同致因对其进行类型上的划分与归类,以期加深我们对气候移民问题的深入理解与认知,更好把握气候移民问题产生的本质与演变发展规律。从而为有效破解各种气候变化现象导致的气候移民难题,化解气候移民面临的各种社会风险,促进社会的良性运行与协调发展做出初步探索。  相似文献

This research analyzes Greenpeace International Unfriend Coal protest campaign against Facebook's energy policy (2010–2011), as a case study in the organization's approach to campaigning on climate change issues. In the context of Greenpeace protest history and social movement research, we focus on the online mobilization tactics used by Greenpeace, and how they differed from previous campaign practices. The findings are based on a content analysis of all statuses posted on the campaign Facebook page (N = 119), and six semi-structured interviews with key Greenpeace personnel. The analysis reveals that Greenpeace used Facebook extensively both for disseminating information and context about the campaign, and as a platform for mobilizing and facilitating broad public engagement. Greenpeace seized the affordances of the Facebook platform and introduced new means of online mobilization and engagement. These e-tactics proved effective for engaging diverse transnational supporters in the campaign. The implications for environmental non-governmental organizations and the broader environmental movement are discussed.  相似文献

我国目前应对气候变化的策略表现为:将气候变化政策视为可持续发展政策的一部分;在参与全球气候变化的国际协议方面有着鲜明立场;重视气候变化方面的科学研究;把气候变化问题作为环境外交的重要部分;努力吸引公众参与等方面。但在政策的制定和执行中仍缺乏应有的积极性、主动性和前瞳性。我国的气候变化治理结构存在的问题主要包括:缺乏明确的决策机构和执行机构。科学研究对政策制定的支持能力不足,公众参与薄弱.企业减缓气候变化的动力不足。针对这些问题.提出了以“走向更为积极的气候变化政策与管理”为核心的改进治理结构的政策建议。  相似文献

全球气候变化问题已经超越了一般环境问题的范畴,而成为国际政治经济外交关系的重要考虑因素。随着《京都议定书》的实施以及气候变化问题谈判进程的加快.对我国未来经济社会发展提出了挑战。文章分析认为.要求主要发展中国家承诺减限排义务的压力与日俱增,而我国开始进入工业化中期.应对气候变化问题的能力还比较薄弱。因此.提出应对全球气候变化问题的一些思考:(1)充分认识全球气候变化问题的重要性和严峻性,准确把握国际谈判进程;(2)加快制定适应和减缓气候变化的国家战略。采取适合我国国情的有力措施积极应对气候变暖;(3)加强气候变化领域的能力建设.提高我国参与全球气候变化活动的能力;(4)充分利用国际合作机制,提高我国应对气候变化的技术水平与经济能力。  相似文献
