Establishing positive and urgent targets for CO2 reduction and emission peak, and promoting energy conservation and energy structure adjustment are among the strategies to address global climate change and CO2 emissions reduction. They are also means to break through the constraints of domestic resources and environment, and internal needs, to achieve sustainable development. Generally speaking, a country's CO2 emission peak appears after achieving urbanization and industrialization. By then, connotative economic growth will appear, GDP will grow slowly, energy consumption elasticity will decrease, and energy consumption growth will slow down – dependent mainly on new and renewable energies. Fossil fuel consumption will not increase further. When CO2 emission reaches its peak, the annual reduction rate of CO2 intensity of GDP is greater than GDP annual growth rate; and the annual reduction rate of CO2 intensity of energy use is greater than the annual growth rate of energy consumption. Therefore, three important approaches to promotion of CO2 emission peak can be concluded: maintaining reasonable control of GDP growth, strengthening energy conservation to significantly reduce the GDP energy intensity, and optimizing the energy mix to reduce the CO2 intensity of energy use. By around 2030, China will basically have completed its rapid development phase of industrialization and urbanization. Connotative economic growth will appear with the acceleration of industrial structure adjustment. The target of GDP energy intensity will still be to maintain an average annual reduction of 3% or higher. The proportion of non-fossil fuels will reach 20–25%, and the aim will be to maintain an average annual growth rate of 6–8%. The total annual energy demand growth of 1.5% will be satisfied by the newly increased supply of non-fossil fuels. The annual decline in CO2 intensity of GDP will reach 4.5% or higher, which is compatible with an average annual GDP growth rate of approximately 4.5% in order to reach CO2 emission peak. This corresponds to the level of China's potential economic growth. Achieving CO2 emission peak will not impose a rigid constraint on economic development, but rather promote economic development and accelerate the transformation of green, low-carbon development. The CO2 emission peak can be controlled with a cap of 11 billion tons, which means that CO2 emission will increase by less than 50% compared with 2010. The per capita emission peak will be controlled at a level of less than 8 tons, which is lower than the 9.5 tons in the EU and Japan and much lower than the 20 tons in the US, future economic and social development faces many uncertainties in achieving the CO2 emission peak discussed above. It depends on current and future strategies and policies, as well as the pace and strength of economic transformation, innovation, and new energy technologies. If the economic transformation pattern fails to meet expectations, the time required to reach CO2 emission peak would be delayed and the peak level would be higher than expected. Therefore, we need to coordinate thoughts and ideas and deploy these in advance; to highlight the strategic position of low-carbon development and its priorities; to enact mid- to long-term energy development strategies; and to establish and improve a system of laws, regulations, and policies as well as an implementation mechanism for green, low-carbon development. Oriented by positive and urgent CO2 reduction and peak targets, the government would form a reversed mechanism to promote economic transformation and embark on the path of green, low-carbon development as soon as possible.  相似文献

Images in children’s books can leave a more lasting impression in young learners’ minds than text. Therefore, it is important for children’s books to use images as a teaching tool, especially regarding global issues such as environmental sustainability. This study examined how the images in nonfiction children’s books approach the topic of sustainability and whether these images support the overall goals of environmental education. We selected seven easy-to-access trade books which yielded 384 images for analysis. Two coders analyzed the images according to the following categories: (a) gender and age, (b) actions of people, (c) depictions of nature, (d) depictions of objects, (e) structures, and (f) habitation. Results show that nearly half of the images (48 %) depicted non-natural objects (16 %) or humans (31 %). One half of the images portrayed humans as consumers. Gender bias was evident, with 33 % of females portrayed as consumers and only 16 % of males portrayed as consumers. Similarly, 12 % of the images with males showed them engaged in recycling behavior, while only 4 % of the images showed females recycling. Of the 32 % of images depicting nature, individual plants rather than ecosystems were portrayed. Depictions of man-made systems predominated the images, a surprising finding. No images established the connection between consumerism and the depletion of natural resources or pollution, and further sustainable actions or lifestyles were not portrayed, implying that consumption is a societal norm. We conclude with recommendations for the use of images in children’s literature focusing on environmental education and sustainability.  相似文献

Abstract

Makerspaces – open access design and fabrication workshops – provide new contexts for design practice through ‘distributed production’. The global community of makerspaces has evolved quickly and in turn, substantial hype is attributed to its potential for radical sustainable innovation. In this article, we explore this potential in the context of the new ‘circular economy’ agenda. We focus the research on the critical role of makerspace managers/founders who are recognised as gatekeepers to circular practices. The research method is action-led including expert interviews (academics and founders/managers) as well as two generative context-mapping workshops, run at selected makerspaces in collaboration with their founders/managers. We unearth everyday ‘how-to’ guidance to interweave circular practices within makerspaces from the outset by: fostering an enabling culture; building local connections; nurturing individual/community capacities; and stimulating practical know-how. However, while the research reveals immense opportunities to cultivate circular literacy from within makerspaces, the prospects to ask more profound questions about our economy, through makerspace practices, are found to be compromised by day-to-day concerns. The insights from this research can act as a starting point for future work in this emerging research area.  相似文献

Effective integrated water resources management (IWRM) and developments impacting on water resources are recognized as key components of environmentally sustainable development. Istanbul (Turkey) is a very large metropolitan city with a population of approximately 14 million. Istanbul is one of the 23 megacities (metropolitan areas with a population of more than 10 million) in the world and one of the most rapidly growing cities in Europe. The annual population growth is 2.8 %. The population growth in the city is almost twice the overall rate of the whole of Turkey, because of a large in-migration. The present study is a baseline assessment of IWRM of Istanbul and also provides a critical review of Istanbul’s future challenges. The assessment is part of an action on water governance (City Blueprints) in the context of the European Innovation Partnership on Water of the European Commission. The City Blueprint indicator approach and process have been applied as first step of gaining a better understanding of IWRM and the challenges ahead. This is done by using well-established and high-quality data sets, a relatively cost-effective online survey and a relatively simple questionnaire. Istanbul has set a good example to the challenges faced in water supply in megacities, where illegal settlements on watershed zones posed a threat to scarce water resources. Despite these enormous efforts, the projected future population growth and climate change in Istanbul will necessitate further major transitions towards sustainable IWRM. This holds for all aspects of the water cycle: water quality, water quantity, water supply and sanitation, coping with extreme weather events (floods and droughts), as well as for the protection of the sources of water, i.e. ecosystem conservation. Istanbul is a place where problems emerge and solutions need to be found. The time window available to do this is rapidly closing. As such, this review of IWRM of Istanbul confirms the conclusions of the World Economic Forum that water supply is one of the top three global risks for both the impact and likelihood. Our framework has been applied for nearly 40 cities, and the results for Istanbul are discussed in the broader context of recent initiatives on water governance and smart cities by the European Commission.  相似文献

In order to well understand the implications of wastes import, this paper further analyzes the resource and environmental effects and risks of different wastes imports as well as the strong driving force of wastes imports. Based on these detailed analysis and solid data, policy recommendations are put forward to reduce the demand for raw materials, to further strengthen the inspection of and supervision over the international trade of the wastes that can be used as raw materials by using the life cycle analysis and risk analysis, to improve the environmental standards and strengthen the disposal capacity, to re-export the raw materials produced from the imported wastes, to develop the long-term planning for the import of wastes and to promote international cooperation.  相似文献

Northern Ontario’s Ring of Fire/Wawangajing controversy constitutes a complex site of debate about the risks and benefits of mining in an area of major ecological significance that is also the ancestral territory of nine First Nation communities. This paper investigates the rhetorical alignments and divergences in public calls by Matawa First Nations tribal council and the Ontario Wildlands League for stronger environmental assessment of mining projects than that favoured by the Canadian government. Tracing the terminologies each group uses to describe the affected region and its inhabitants in its activist rhetoric about EA offers insight into the contingent, shifting ways in which wilderness advocacy and Indigenous justice discourses may speak together yet distinctly within contemporary environmental-natural resource disputes.  相似文献

By presenting stakeholders’ competing representations of an extraordinary geological formation, an island with a surface that is comprised of runoff from an infamous mud volcano in East Java, this article explores the communicative openings and closures that arise during an environmental disaster. A particular concern is attuning communicative practices to the diverse human and nonhuman actors that not only produce disasters but also shape our understandings and responses to disasters. Drawing on the work of Bruno Latour, this article suggests that non-anthropocentric modes of inquiry present new communicative and political possibilities for pursuing both social justice and safe environments. While this article focuses on a specific set of incidents in Indonesia, this project develops tools and perspectives that can be applied to environmental conflicts at other places.  相似文献

Studies investigating the local ecological knowledge (LEK) held by fishermen about the fishing resources have indicated that fishermen’s LEK may have the potential to improve fishery management, by providing new information about the ecology, behavior and abundance trends of fish and other aquatic animals. Our major aim is to undertake a brief review of published ethnoichthyological studies with a focus on coastal Brazilian fisheries and freshwater fisheries in both Brazil and Southeast Asia. Based on such review, we provide 29 hypotheses on fish ecology based on fishermen’s LEK and compare them with what is already known from the biological literature, using an arbitrary ‘likelihood’ measure: “Low likelihood” corresponded to unexpected hypotheses, which contradict existing biological data. “Medium likelihood” corresponded to hypotheses that could not be compared to available scientific knowledge. Hypotheses that agree with scientific data were considered as “High likelihood”. We therefore discuss these three categories of hypotheses about several distinct topics, such as migration, reproduction, feeding habits, abundance patterns, ecological relationships between fish and their predators, and fishing pressure. Our results may contribute to the fisheries management and research in the studied regions and other similar places, besides raising the interest of biologists to properly include fishermen’s LEK when planning and conducting fisheries surveys. An integrated approach based on multiple indicators and individual and combinational evaluation methods is proposed to evaluate water scarcity. Four evaluation methods are employed, and their results are joined through three combination methods in order to obtain a consistent evaluation. This iterative-correction approach has been applied to Yunnan Province in China for water scarcity evaluation. The results demonstrate the capability of the iterative-correction framework to provide insightful analyses of water scarcity. Diqing Tibetan Autonomous Prefecture (Diqing) and Nujiang Li Autonomous Prefecture (Nujiang) ranked 1st and 2nd, indicating the best situation for water scarcity evaluation, while Yuxi and Zhaotong ranked 15th and 16th, indicating the worst situation. Two types of major water scarcities were observed in Yunnan Province. One was a typical representative of lack of water quality in the central part of Yunnan, and the other was a typical engineering type in the western part of Yunnan. The water scarcity has been found to arise from non-judicious water use, rapid urbanization and lack of protective measures for water resources. Therefore, it is necessary to conduct more water conservancy projects in future to alleviate the water scarcity issue.  相似文献

Modern science is global. This is particularly true of environmental science, which has been guided to a considerable extent by international environmental policy. Accordingly, one might expect the standards of scientific research around the globe to have unified over the last 30 years. Yet environmental scientists from different nations and scientific schools have demonstrably dissimilar views on key environmental issues. This is the conclusion we reached after a series of in-depth interviews with prominent American and Russian environmental scientists. China is facing the challenge of many marine environment problems with rapid economic growth. Japan had experienced similar marine environmental pressure during its industrialization and had been facing the problem through successful environment policy step by step. The paper reviews the lessons and experiences of Japan’s marine environment protection and analyzes the marine environment pollution in China and its causes, taking Shandong province as a case, such as GDP-oriented economic growth, heavy coal assumption, etc. The paper also analyzes the marine industry with focuses on coastal tourism and its relationship with marine environment. Forest administrators play a crucial role in translating conservation and development policies into action, yet policy reformers and scholars rarely examine how these administrators make decisions about the implementation of conservation and development policy in India. In this paper, I address this gap. I begin by developing a framework that draws on Western policy implementation studies and Ostrom’s Institutional Analysis and Development framework and then apply this framework to a review of published studies that examine the role of forest officials in implementing public policies in India. The framework differentiates between formal and informal institutions and between institutions which are developed within an agency and those that are directed from outside the agency. I find that forester behavior varies significantly across space and time and has an important influence on the outcome of forestry programs. Innovations and excellent program implementation appear related to foresters’ desire to demonstrate professional efficacy. On the other hand, many failings can be traced either to external direction or to foresters developing internal institutions that are poorly suited to the problems they are tasked with solving. Existing research is limited in its geographic and temporal scope and leaves many questions unanswered, and thus, the review concludes with a brief outline of future research needs.  相似文献

This paper explains one way in which New Zealand’s free-market reforms have adversely affected its environment. Liberalisation of New Zealand’s economy has radically changed the determinants of agricultural export success, largely due to the elimination of subsidies to domestic producers, and of tariffs on imports. In this exposed agricultural milieu, the dairy industry has thrived; cow numbers have increased by over 50%, with commensurate increases in herd and farm sizes. With this rapid expansion has come increasing pollution of New Zealand’s waterways. New Zealand’s Resource Management Act 1991 is potentially capable of controlling these adverse effects; however, its implementation was slow and piecemeal throughout the 1990s. So, at the same time as production and pollution from dairy farming expanded, the efficacy of environmental policy was limited. Southern Amazonia is the first region of Brazil’s Amazon area to be exposed to intensive conversion to agriculture and ranching. This conversion emits greenhouse gases from the carbon stock in the biomass and soils of the previous vegetation. Quantifying these carbon stocks is the first step in quantifying the impact on global warming from this conversion. This review is limited to information on Brazilian Amazonia’s carbon stocks. It indicates large amounts of carbon at risk of emission in both biomass and soils, as well as considerable uncertainty in estimates. Reducing uncertainty is a priority for research but the existence of uncertainty must not be used as an excuse for delaying measures to contain deforestation. The magnitude of carbon stocks is proportional to greenhouse gas emissions per hectare of deforestation and consequently to impact on global climate.

Available cross-country, macro-level evidence regarding gender differences in environmental behaviors shows women are more environmentally concerned and responsive than men. However, while such macro-level evidence helps understand patterns of women’s environmental behaviors at a much broader level, it does not allow deeper insights into particular patterns at a single location or in much smaller areas. Tailor-made interventions needed to address livelihood and environmental strategies of poor rural women become meaningful if studies aim at revealing context specific, local variations in women’s environmental behaviors. In this context, there is only little research for Ethiopia regarding what influences women’s response to environmental problems. The objective of this research was to describe women’s response to environmental problems in Pawe Woreda and examine the demographic, socioeconomic, and institutional correlates of this response, with particular emphasis to forest resources. Data were primarily obtained from a sample of 363 households in a multi-stage sample survey and were analyzed mainly using a multivariate logistic regression model. We found that all except one of the demographic and socioeconomic variables included in the model were found to be statistically significant correlates of woman’s environmental response, but the institutional variable was not significantly associated with a woman’s environmental response. However, the qualitative result for additional institutional issues revealed the importance of land tenure. Many of the results are in line with the existing literature.  相似文献

Sustainable use of natural resources and sustainable development are concepts that are gaining momentum globally in the advent of global warming and climate change. The threshold for the entry in force of the Paris Agreement on Climate Change was achieved exactly 5 days after the unveiling of Botswana’s Vision 2036 document. This development framework envisages sustainable economic development and climate change adaptation. This article uses exploratory research methodology of systematic document analysis to analyze these principles in the context of Botswana. It investigates government's intentions in achieving the third pillar of the national vision. Botswana has declared its intensions to reduce carbon emissions by 15% by 2030 through the intended nationally determined contributions. While the country’s ambitions are largely forward-looking and aligned with those of the Paris Agreement, the economic diversification plans of Botswana threaten to potentially contribute significantly to the emission of greenhouse gases. The article applies sustainability and/or sustainable development theory in examining the relationship between the Paris Agreement and Botswana’s vision. It concludes that there is link between the two documents, both of which are anchored of the development which is environmentally sustainable. It further concludes that developing nations should make international commitments which are aligned to their developmental plans.  相似文献
