Balancing agendas for climate mitigation and environmental justice continues to be one of the key challenges in climate change governance mechanisms, such as Reducing Emissions from Deforestation and Degradation (REDD+). In this paper we apply the three-dimensional environmental justice framework as a lens to examine the REDD+ process in the Lao People’s Democratic Republic (Laos) and the REDD+ social safeguards. We focus particularly on challenges to justice faced by marginalized communities living in forest frontier areas under an authoritarian regime. Drawing on policy analysis and open-ended interviews across different policy levels, we explore procedural, distributional, and recognitional justice across the REDD+ policy levels in Laos. We find that REDD+ social safeguards have been applied by both donors and state actors in ways that facilitate external control. We underscore how authoritarian regime control over civil society and ethnic minority groups thwarts justice. We also highlight how this political culture and lack of inclusiveness are used by donors and project managers to implement their projects with little political debate. Further obstacles to justice relate to limitations inherent in the REDD+ instrument, including tight schedules for dealing with highly sensitive socio-political issues under social safeguards. These findings echo other research but go further in questioning the adequacy of safeguards to promote justice under a nationally driven REDD+. We highlight the importance of recognition and political context, including aspects such as power relations, self-determination and self-governance of traditional or customary structures, in shaping justice outcomes.Supplementary InformationThe online version contains supplementary material available at 10.1007/s13280-021-01618-7.  相似文献

It seems inevitable that the ongoing and rapid changes in the physical environment of the marine Arctic will push components of the region’s existing social-ecological systems—small and large—beyond tipping points and into new regimes. Ongoing changes include warming, freshening, acidification, and alterations to food web structure. In anticipation we pose three distinct but interrelated challenges: (1) to explore existing connectivities within components of the marine system; (2) to seek indicators (if they exist) of approaching regime change through observation and modeling; and (3) to build functional resilience into existing systems through adaptation-oriented policy and to have in hand transformative options when tipping points are crossed and new development trajectories are required. Each of the above challenges is scale dependent, and each requires a much deeper understanding than we currently have of connectivity within existing systems and their response to external forcing. Here, we argue from a global perspective the need to understand the Arctic’s role in an increasingly nonlinear world; then describe emerging evidence from new observations on the connectivity of processes and system components from the Canada Basin and subarctic seas surrounding northern North America; and finally posit an approach founded in “resilience thinking” to allow northern residents living in small coastal communities to participate in the observation, adaption and—if necessary—transformation of the social-ecological system with which they live.  相似文献

The REDD+ scheme of the United Nations intends to offer developing countries financial incentives to reduce the rates of deforestation and forest degradation for reducing global CO2 emissions. This is combined with building carbon stocks in existing wooded ecosystems and fostering other soil, biodiversity and water conservation objectives. Successful application of REDD+ to the Xylophone Triangle of West Africa faces substantial challenges and risks to both meeting REDD+ objectives and to the local people’s rights and livelihoods. The transnationality of the culturally coherent area requires collaboration of three national governments. The opportunities, however, are great to capitalize on the region’s biodiversity, the well-developed traditional ecological knowledge and the use of local medicinal plants as an integral part of the agro-ecosystem. Possibilities open to, not only sequester carbon, but also to increase the resilience of the ecosystem and of independent rural livelihoods in the face of climate change and globalization.  相似文献

Conservation policies are increasing in response to human-induced ecosystem degradation, but little is known about their interplay with natural disasters. Through an analysis of satellite imagery and field data we evaluated the impacts of a devastating earthquake on forest recovery and avoided forest loss estimated to have been obtained by two of the largest conservation programs in the world. Results show that more than 10% of the forests in Wenchuan County, Sichuan province, China were immediately affected by the 2008 earthquake, offsetting some gains in forest cover observed since the enactment of the conservation programs. But without the enactment of these conservation programs, the combined effects of human disturbance and earthquake-induced landslides could have severely reduced the region’s forest cover. The continuation—and enhancement—of incentives for participation in conservation programs will be important for reducing the environmental impacts of the combined effects of human disturbance and natural hazards not only in the study area but also in many disaster-prone regions around the world.  相似文献

Protecting the climate is not costly but profitable (even if avoided climate change is worth zero), mainly because saving fuel costs less than buying fuel. The two biggest opportunities, both sufficiently fast, are oil and electricity. The US, for example, can eliminate its oil use by the 2040s at an average cost of 15 per barrel (200015 per barrel (2000), half by redoubled efficiency and half by alternative supplies, and can save three-fourths of its electricity more cheaply than operating a thermal power station. Integrative design permits this by making big energy savings cheaper than small ones, turning traditionally assumed diminishing returns into empirically observed expanding returns. Such efficiency choices accelerate climate-safe, inexhaustible, and resilient energy supply—notably the “micropower” now delivering about a sixth of the world’s electricity and 90% of its new electricity. These cheap, fast, market-financeable, globally applicable options offer the most effective, yet most underestimated and overlooked, solutions for climate, proliferation, and poverty.  相似文献

Numerous scientific publications have stirred a political debate about the impact of synthetic chemicals on the endocrine system of humans and animals. In an parliamentary inquiry, the Federal Government of Germany was requested to give its opinion on currently available information, to describe the measures taken so far and to outline the challenges for the future. The government’s reply — an abridged, translated version is published here — reviews crucial aspects of the present scientific debate. The main focus is on the critical examination of the request for immediate legal action (e.g. restricting the production or use of certain substances) to reduce exposure to endocrine disruptors. Furthermore, an overview is given on national and international measures taken so far to refine the assessment of the potential hazards emanating from these chemicals, to gain more insight into the underlying biological mechanisms and to improve the basis for targeted and adequate legal action.  相似文献

The spatial and temporal repercussions of climate change are of an extremely complex nature. Coping with climate change is, first and foremost, a challenge to political decision making and, considering the long-term effects of the climate system, to planning. However, there have never been more doubts that the political-administrative system is able to meet these requirements. Although much evidence has been put forward in favor of such skepticism, sometimes, it is dangerous to overstate the existing limits. Drawing on two case studies in the area of flood risk management in Germany, the article illustrates how and why significant path change came about. In both cases, the state proved to still being a pivotal actor, due to a number of functions that cannot be assumed by other actors. However, other actor groups—such as actors from science, the media, NGOs, and citizen groups—play a significant role as well by providing relevant expertise and influencing the public discourse, thus mobilizing significant political pressure.  相似文献

Vegetation change has consequences for terrestrial ecosystem structure and functioning and may involve climate feedbacks. Hence, when monitoring ecosystem states and changes thereof, the vegetation is often a primary monitoring target. Here, we summarize current understanding of vegetation change in the High Arctic—the World’s most rapidly warming region—in the context of ecosystem monitoring. To foster development of deployable monitoring strategies, we categorize different kinds of drivers (disturbances or stresses) of vegetation change either as pulse (i.e. drivers that occur as sudden and short events, though their effects may be long lasting) or press (i.e. drivers where change in conditions remains in place for a prolonged period, or slowly increases in pressure). To account for the great heterogeneity in vegetation responses to climate change and other drivers, we stress the need for increased use of ecosystem-specific conceptual models to guide monitoring and ecological studies in the Arctic. We discuss a conceptual model with three hypothesized alternative vegetation states characterized by mosses, herbaceous plants, and bare ground patches, respectively. We use moss-graminoid tundra of Svalbard as a case study to discuss the documented and potential impacts of different drivers on the possible transitions between those states. Our current understanding points to likely additive effects of herbivores and a warming climate, driving this ecosystem from a moss-dominated state with cool soils, shallow active layer and slow nutrient cycling to an ecosystem with warmer soil, deeper permafrost thaw, and faster nutrient cycling. Herbaceous-dominated vegetation and (patchy) bare ground would present two states in response to those drivers. Conceptual models are an operational tool to focus monitoring efforts towards management needs and identify the most pressing scientific questions. We promote greater use of conceptual models in conjunction with a state-and-transition framework in monitoring to ensure fit for purpose approaches. Defined expectations of the focal systems’ responses to different drivers also facilitate linking local and regional monitoring efforts to international initiatives, such as the Circumpolar Biodiversity Monitoring Program.  相似文献

We are happy and proud to announce that our book ‘Atmospheric Degradation of Organic Substances — Data for Persistence and Long-range Transport’ (see pp. 143–144) has recently been published by Wiley-VCH [1]. It contains a critical compilation of photo degradation rate constants and quantum efficiencies relevant for calculating the atmospheric persistence of volatile and a few semi-volatile organic compounds. In addition to the data of nearly 1100 substances, the importance of persistence in air and long-range transport potential is presented in two chapters from the point of view of chemicals legislation and of atmospheric photochemistry.  相似文献

Background, aim, and scope  The Arctic holds large stores of minerals, and extracted materials are provided to the world’s economy; in this sense, the Arctic issue associated with mining is not local but global. In a part of the Arctic region (the Kola Peninsula, 66–70° N and 28–41° E), metal levels are generally elevated in the lake sediment. There is a question as to what results in elevated metal levels—a natural process (naturally abundant minerals) or an anthropogenic process (mining and metallurgy). In terms of solving this question, Staroe lake located on the Kola Peninsula was researched as a case study. Materials and methods  The following parameters were determined in relation with Staroe lake: (1) the current quality of the lake’s water—each 1,000-ml sample was collected at a surface point and a deep point (near the bottom layer), and the collected samples were directly analyzed after filtration; (2) atmospheric bulk deposition—bulk deposition was collected using a set of three rainwater samplers near the lake. In addition, bulk deposition was collected in a background site (250 km to the southwest of the smelter complex) as a reference; and (3) sediment profile (plus principal component analysis)—lake-bottom sediment was collected by an open-gravimetric column sampler equipped with an automatic diaphragm. After collection, the sample columns were cut at a 1-cm interval for analysis. Eigenvalues and variances by factor were calculated from the correlation coefficients. Results  The obtained data show that (1) naturally poor elements (Cu, Ni, Si, and SO4 2−) dominantly influence the lake’s water quality; (2) they are transported from the anthropogenic sources to the study lake through the atmospheric pathway; (3) mainly the contents of Cu, Ni, Sr, and Ca have influenced the sediment quality since the 1950s, corresponding to the industrial movement; and (4) Cu, Ni, and Sr originate from an anthropogenic source (smelter), and Ca originates from both natural and anthropogenic sources. Discussion  As compared with the Russian standard (San Pin 2.1.980–00), the contents of NO3 (50.3 ± 0.1 mg l−1) and particulates (2.3 ± 0.2 mg l−1) exceeded the standard levels (0.7 mg l−1 NO3 and 45 mg l−1 particulates); Staroe lake may be slightly contaminated. However, the contamination factor (comparison with the background data) implies that Staroe lake is considerably contaminated. There is a strong possibility that fine overburden detritus (<0.1 mm diameter) may be transported from an open pit to the study lake by natural forces such as wind. Although it is difficult to suppose that one factor dominantly affects the sediment quality, it follows from a factor analysis that factors 1 and 2 account for about 70% of the total variance: Factor 1 is the most dominant, and factor 2 is the second most dominant in the variability of sediment quality. It is considered that Cu, Sr, and Ni in factor 1 originate from anthropogenic sources because they are poor in sediment rocks. Conclusions  The field survey conducted in Staroe lake can give the following answers to the key objectives: (1) The present water quality is affected by Cu, Ni, Si, and SO4 2− in light of the contamination factor, and these elements originate from anthropogenic sources (the smelter and the open pit) and are transported to the lake through the atmospheric pathway; (2) the sediment profile and statistic analysis show that the lake quality has been influenced by deposition of metals since the 1950s; and (3) Cu, Ni, Sr, and Ca have influenced the sediment quality in light of the most dominant factor—Cu, Ni, and Sr originate from an anthropogenic source, whereas Ca comes from both natural and anthropogenic sources. Recommendations and perspectives  The presented lake survey shows that the dispersion of human-related pollutants via the atmospheric pathway takes place in the Arctic region. If the current pollution continues without countermeasures, the high-latitude environment may lose its original characteristics; hence, this subject is important when considering how to implement a wide range of environmental protection measures in the Arctic.  相似文献

Natural colors particularly animal-based colorants are employed in the field of cosmetics, food, and flavors and also gaining popularity in textiles, due to their soothing nature. In this study, the microwave-assisted extraction of colorant from cochineal insects for dyeing of bio-mordanted silk has been carried out. Acidic, methanolic, and acidified methanol solubilized media were used to extract the natural colorant from cochineal under microwave irradiation for 1–6 min. Bio-mordants have been employed at optimized conditions to make the process greener and sustainable. It is found that acid solubilized extract of pH 4, employed at 55 °C for 55 min containing 5 g/100 mL of Glauber’s salt as exhausting agent has given high color strength onto microwave-treated silk fabric. Suggested ISO standards for colorfastness have revealed that bio-mordants have given excellent color depth and excellent rating of fastness properties, compared with chemical mordants used. It is found that microwave treatment has not only improved the dyeing behavior of colorant extracted from cochineal in acid solubilized medium but also enhanced the color characteristics onto bio-mordanted silk fabric.  相似文献

Background, aim, and scope  

Heavy metals such as lead are well known to cause harmful health effects. Especially children are particularly susceptible to increased levels of lead in their blood. It is also a fact that lead concentration is increasing in the environment due to increased anthropogenic activity. The risk of heavy metal contamination is pronounced in the environment adjacent to large industrial complexes. In a combined case study, the environmental pollution by heavy metals was related to children’s health in the vicinity of an industrial area located 4 km south-east from Bucharest about 2 km east from the nearest town—Pantelimon. This site includes companies processing different, nonferrous solid wastes for recovery of heavy metals and producing different nonferrous alloys and lead batteries. In this paper, mainly the results of environmental sampling and analyses are summarized.  相似文献

As human populations expand and nonhuman animals decline, understanding the interactions between people and wildlife is essential. For endangered species, appreciating the effect of human disturbance can be important for their conservation. However, a human disturbance angle is often absent from ecological research, despite growing evidence of the negative impact of nonfatal human interference. Here, we monitored Hainan Eld’s deer living within a reserve and translocated animals living amongst villagers. We show that translocated deer deviated from a crepuscular activity pattern and became increasingly nocturnal, and most active when villagers were not. It appears that translocated deer adapted over time to human disturbance and this pattern is similar to that of other species during periods of hunting. People do not pose an actual threat to Eld’s deer, but their presence triggered a response akin to predator avoidance and may be interfering with broader aspects of their biology and conservation.  相似文献

In the tradition of the study of materials flows through society, the Substance Flow Analysis (SFA) method and its software tool SFINX are presented. SFA aims at providing the relevant information for a country’s overall management strategy regarding single substances or coherent groups of substances. Three modelling techniques and their possibilities and limitations are discussed: Bookkeeping, static modelling, and dynamic modelling. The computer program SFINX can be used for varoius purposes: (1) to obtain an overview of stocks and flows of a substance in, out and through a nation’s economy and environment for a specific year, (2) to trace the origins of specific pollution problems, and (3) to estimate the effectiveness of certain abatement measures. Background  Due to the requirements of the EU Water Framework Directive and other legal regulations (e.g., national laws like the German Federal Soil Protection Act), but also due to the implementation of the new EU chemicals management system REACH, environmental monitoring will gain increasing importance for the surveillance of environmental quality as well as for the assessment of chemicals. Against this background, the Work Group on ‘Environmental Monitoring’ of the Division of ‘Environmental Chemistry and Ecotoxicology’ within the German Chemical Society has compiled a position paper on substance-related environmental monitoring. Scope  Core elements of this position paper are the definitions of important terms like monitoring, exposure monitoring, effect monitoring, and integrated monitoring. Moreover, temporal and spatial aspects (monitoring of spatial distributions, trend monitoring, and retrospective monitoring) and their applications are discussed. The main focus of this position paper is the coverage of aspects which have to be observed for the preparation and implementation of a monitoring program. Essential is the clear specification of the targets of the monitoring which determine the development of the monitoring concept and its realization, e.g., if environmental media (compartments) or organisms are most appropriate as samples for the aim of the study. Of course, also the properties of the target substances are important (e.g., lipophilicity/bioaccumulation as pre-requisite for an exposure monitoring with organisms). Finally, the monitoring phases of sample planning, sampling, storage and transport of samples, selection of analytical methods, quality assurance measures as well as reporting are discussed. Perspectives  An important issue for the future is to link the quantification of chemicals in environmental compartments (exposure and pollution monitoring) more closely to the study of biological effects (effect monitoring) than has been the case up to now. Furthermore, by inclusion of a spatial differentiation, a comprehensive evaluation of the state of an ecosystem can be obtained and the relevance of the results improved. Practical examples of monitoring studies which illustrate various aspects covered in this position paper will be presented in a series of publications by members of the Work Group in the following issues of this journal.

Part I: Abstract  In the tradition of the study of materials flows through society, the Substance Flow Analysis (SFA) method is presented. SFA aims at providing the relevant information for a country’s overall management strategy regarding single substances or coherent groups of substances. This article is dedicated to the presentation of a threestep general framework for SFA-type studies, and elaborates on its first step the systems definition. Attention is given to the definition of the external and internal system boundaries, the categorization of the system’s elements, aspects of materials choice, time, and space, and how these depend on the aim of the conducted study. Moreover, a broader discussion is started on the need for standardization of materials flow studies in general. Along the coast of South Africa, marine resources play a significant role in supporting livelihoods and contributing to food security in impoverished rural communities. Post-apartheid fisheries laws and policies have begun to address traditional fishing rights and development needs, and new management arrangements are being implemented. One such initiative has been the Mussel Rehabilitation Project in Coffee Bay, which piloted a resource rehabilitation technique at several over-exploited fishing sites. Mussel stocks in these exploited areas had dropped to under 1 % mussel cover, and during the project period, stocks increased to >80 % cover, supporting a sustainable harvest well above national daily bag limits. This stock enhancement was achieved only after the project had started to address social challenges such as the lack of local management institutions and the need to enhance food security. The project embarked on training and institution-building; it formed a robust community mussel management committee; and developed a local resource management plan, facilitating increased community participation in the day-to-day management of the resource. The project also saw the initiation of various ancillary projects aimed at improving food security and stimulating the local economy and hence alleviating pressure on the marine resources. Here we review this 10-year project’s outcomes, and present lessons for small-scale fisheries governance in South Africa and internationally. We show, through empirical experience, that balancing stock rebuilding needs in a context of widespread poverty and dependency on natural resources by a local fisher community can only be addressed through an integrated approach to development. Participation of resource users and a thorough understanding of the local context are imperative to negotiating appropriate small-scale fisheries governance approaches. We recommend that the implementation of South Africa’s newly minted Small-Scale Fisheries Policy should begin with bottom-up, demonstrative resource management measures such as mussel rehabilitation. This type of initiative can deliver short-term food security benefits and foster social learning towards sustainable and cooperative fisheries governance.  相似文献

The protection of the Baltic Sea ecosystem is exacerbated by the social, environmental and economic complexities of governing European fisheries. Increased stakeholder participation and knowledge integration are suggested to improve the EU’s Common Fisheries Policy (CFP), suffering from legitimacy, credibility and compliance problems. As a result, the CFP was revised in 2002 to involve fisheries representatives, NGOs and other stakeholders through so called Regional Advisory Councils (RACs) in the policy process. We address the RAC’s task to incorporate stakeholder knowledge into the EU’s fisheries governance system in empirical and theoretical perspectives. Drawing on a four-stage governance concept we subsequently suggest that a basic problem is a mismatch between participation purpose (knowledge inclusion) and the governance stage at which RACs are formally positioned (evaluation of management proposals). We conclude that, if the aim is to broaden the knowledge base of fisheries management, stakeholders need to be included earlier in the governance process.  相似文献

Measurements of carbonyl sulfide (COS) and carbondisulfide (CS2) were carried out on samples drawn from a smoke stack of an aluminium smelter. Volume mixing ratios of 6 ppm COS and 0.1 ppm CS2 were measured for gases from the electrolysis unit that had previously passed an Al2O3 fluid bed reactor and electrostatic precipitators. Specific emissions of 1.6 kg COS and 0.03 kg CS2 per ton of primary aluminium were found. Extrapolating from this particular smelter’s conditions to a world mix specific COS emissions of about 4 kg/t(Al) are calculated resulting in emissions of annually 0.08 Tg COS into the atmosphere due to electrolytic aluminium production in 1995. Besides the photochemical conversion of anthropogenic CS2 aluminium production is established to be the second major industrial source of COS probably exceeding automotive tire wear’s and coal combustion’s contributions.  相似文献

A school-based experiment was conducted in the Brazilian Amazon to examine the effects of passively received information versus active elaboration on the ‘perceptions’ of jaguars (Panthera onca) among students, and the effects of information communicated via illustrated book on those perceptions among student’s parents. Books distributed via school decreased fathers’ perceptions of social acceptance of jaguar killing, but the same books distributed via a conservation organization did not. This suggests that fathers were influenced not only by the information explicitly conveyed in the content of books, but also by the implicit message that jaguar conservation was socially supported. Elaboration alone produced more persistent effects than information alone, but some negative attitudes were reinforced. Information and elaboration combined created stronger and more enduring effects than either intervention alone. These findings are important in designing interventions for our coexistence with jaguars and other charismatic species worldwide.  相似文献
