Storm frequency estimates and their temporal distributions are important in determining estimates of runoff or peak flow rates in many engineering and hydrological problems. Illinois State Water Survey Bulletin 70 has been serving as the design rainfall standard in Illinois since its publication in 1989. Although Bulletin 70 represented the best available data at the time of its publication, the standards needed to be reevaluated and updated after more than three decades and with the growing evidence of the nonstationary nature of heavy precipitation. The trends in heavy precipitation in Illinois prompted the creation of a new frequency study named Bulletin 75, providing precipitation frequencies for event durations ranging from 5 min to 10 days and for recurrence intervals ranging from 2 months to 500 years. The results are presented for the same 10 geographic sections in Illinois as in Bulletin 70 to maintain the continuity of hydrologic studies and compatibility with regulations. The primary goal of this paper is to outline some of the key methodological issues and challenges, to compare the results with the previous sources, and to highlight the effects of the changing precipitation standards on the development of amendments to existing ordinances. Lake County in Illinois, as one of the most affected urban areas with the highest change in heavy precipitation, was selected to illustrate issues related to the application of modified precipitation standards. 相似文献

Abstract: The rainfall‐runoff model presented in this study represents the hydrology of 15 major watersheds of the Sierra Nevada in California as the backbone of a planning tool for water resources analysis including climate change studies. Our model implementation documents potential changes in hydrologic metrics such as snowpack and the initiation of snowmelt at a finer resolution than previous studies, in accordance with the needs of watershed‐level planning decisions. Calibration was performed with a sequence of steps focusing sequentially on parameters of land cover, snow accumulation and melt, and water capacity and hydraulic conductivity of soil horizons. An assessment of the calibrated streamflows using goodness of fit statistics indicate that the model robustly represents major features of weekly average flows of the historical 1980‐2001 time series. Runs of the model for climate warming scenarios with fixed increases of 2°C, 4°C, and 6°C for the spatial domain were used to analyze changes in snow accumulation and runoff timing. The results indicated a reduction in snowmelt volume that was largest in the 1,750‐2,750 m elevation range. In addition, the runoff center of mass shifted to earlier dates and this shift was non‐uniformly distributed throughout the Sierra Nevada. Because the hydrologic model presented here is nested within a water resources planning system, future research can focus on the management and adaptation of the water resources system in the context of climate change. 相似文献

The health of freshwater biota is dependent on streamflow, yet identification of the flow regimes required to maintain ecological integrity remains challenging to states in the United States seeking to establish ecological flows. We tested the relationship between decreases in streamflow and Shannon‐Weaver diversity index of fish species for four flow‐based habitat guilds: riffle, riffle‐run, pool‐run, and pool in North Carolina. We found species that prefer shallow habitats, such as riffles and riffle‐runs were the most sensitive to decreases in streamflow; whereas no significant relationships were found for pool or pool‐run species. The sensitivity to decreases in streamflow was greatest during summer and fall, when streams are naturally lower. When all fish habitat guilds were included in the assessment of flow‐biology relationships, there were no significant relationships to decreases in streamflow. As the sensitivity of fish to reductions in streamflow is not constant across habitat guilds, combining all fish species together for flow‐biology analyses may greatly underestimate the response of fish species to decreases in flow and should be acknowledged when establishing ecological flows. 相似文献

Abstract: Airborne thermal remote sensing from four flights on a single day from a single‐engine airplane was used to collect thermal infrared data of a 10.47‐km reach of the upper East Branch Pecatonica River in southwest Wisconsin. The study uses a one‐dimensional stream temperature model calibrated with the longitudinal profiles of stream temperature created from the four thermal imaging flights and validated with three days of continuous stream temperature data from instream data loggers on the days surrounding the thermal remote‐sensing campaign. Model simulations were used to quantify the sensitivity of stream thermal habitat to increases in air and groundwater temperature and changes in base flow. The simulations indicate that stream temperatures may reach critical maximum thresholds for brook trout (Salvelinus fontinalis) and brown trout (Salmo trutta) mortality, particularly if both air temperature increases and base flow declines. The approach demonstrates that thermal infrared data can greatly assist stream temperature model validation due to its high spatial resolution, and that this spatially continuous stream temperature data can be used to pinpoint spatial heterogeneity in groundwater inflow to streams. With this spatially distributed data on thermal heterogeneity and base‐flow accretion, stream temperature models considering various climate change scenarios are able to identify thermal refugia that will be critical for fisheries management under a changing climate. 相似文献

We assess adaptive capacity and adaptive management as measures of wastewater (WW) system resiliency using data from interviews with WW system managers (hereafter managers) impacted by past storms. Results suggest the most resilient WW systems are those with high adaptive capacities that employ an adaptive management approach to make ongoing adaptation investments over time. Greater amounts of generic adaptive capacities (i.e., skilled staff and good leadership) help smooth both day‐to‐day and emergency operations and provide a foundation for adaptive management. In turn, adaptive management helps managers both build more generic adaptive capacities, and develop and employ greater amounts and diversity of specific adaptive capacities (i.e., soft and/or hard adaptations) that are especially important for enhancing and sustaining resiliency. Adaptive management also enables managers to better understand their system's vulnerabilities, how those vulnerabilities change over time, and what specific actions may reduce those vulnerabilities. Finally, our work suggests WW system resilience critically depends on the capacities of the human systems for building resilience as much as or more so than relying only on physical infrastructure resilience. Our work contributes to filling an important gap in the literature by advancing our understanding of the human dimensions of infrastructure resilience and has practical implications for advancing resilience in the WW sector. 相似文献

Abstract: Repeated severe droughts over the last decade in the South Atlantic have raised concern that streamflow may be systematically decreasing, possibly due to climate variability. We examined the monthly and annual trends of streamflow, precipitation, and temperature in the South Atlantic for the time periods: 1934‐2005, 1934‐1969, and 1970‐2005. Streamflow and climate (temperature and precipitation) trends transitioned ca. 1970. From 1934 to 1969, streamflow and precipitation increased in southern regions and decreased in northern regions; temperature decreased throughout the South Atlantic. From 1970 to 2005, streamflow decreased, precipitation decreased, and temperature increased throughout the South Atlantic. It is unclear whether these will be continuing trends or simply part of a long‐term climatic oscillation. Whether these streamflow trends have been driven by climatic or anthropogenic changes, water resources management faces challenging prospects to adapt to decadal‐scale persistently wet and dry hydrologic conditions. 相似文献

DOI: 10.1111/j.1752‐1688.2011.00546.x Abstract: Recent studies have documented the important role that “atmospheric rivers” (ARs) of concentrated near‐surface water vapor above the Pacific Ocean play in the storms and floods in California, Oregon, and Washington. By delivering large masses of warm, moist air (sometimes directly from the Tropics), ARs establish conditions for the kinds of high snowlines and copious orographic rainfall that have caused the largest historical storms. In many California rivers, essentially all major historical floods have been associated with AR storms. As an example of the kinds of storm changes that may influence future flood frequencies, the occurrence of such storms in historical observations and in a 7‐model ensemble of historical‐climate and projected future climate simulations is evaluated. Under an A2 greenhouse‐gas emissions scenario (with emissions accelerating throughout the 21st Century), average AR statistics do not change much in most climate models; however, extremes change notably. Years with many AR episodes increase, ARs with higher‐than‐historical water‐vapor transport rates increase, and AR storm‐temperatures increase. Furthermore, the peak season within which most ARs occur is commonly projected to lengthen, extending the flood‐hazard season. All of these tendencies could increase opportunities for both more frequent and more severe floods in California under projected climate changes. 相似文献

Wastewater (WW) systems are vulnerable to extreme precipitation events; storm‐induced WW system failures pollute the environment and put public health at risk. Despite these vulnerabilities, we know very little about how WW managers are responding to current climate risks or to future climate change. This study aims to fill this critical gap in the literature. Data from surveys and interviews were used to understand what WW managers are doing to adapt to the current climate, what facilitates those adaptations, and if they are adapting to future climate change. Findings show most WW managers (78%) are making changes to build resiliency to storms they have experienced in the past (e.g., extra fuel on site, extra staff on call, more training, better communication, adding generators, elevating components, adding capacity); most are not adapting to future climate change. Our work suggests organizational leadership, concern about future climate‐related impacts, and experiencing storm impacts drive resiliency changes while regulatory requirements drive adaptation to future climate change. Beyond advancing science, our work offers practical suggestions for building WW system resilience and for increasing WW system's consideration of future climate impacts in their resiliency building efforts. 相似文献

I combined four distinct methods to develop and refine month-by-month and event-based flow recommendations to protect and partially restore the ecological integrity of the Cache la Poudre River through Fort Collins, Colorado. A statistical hydrologic approach was used to summarize the river’s natural flow regime and set provisional monthly flow targets at levels that were historically exceeded 75% of the time. These preliminary monthly targets were supplemented using results from three Poudre-specific disciplinary studies. A substrate maintenance flow model was used to better define the high flows needed to flush accumulated sediment from the river’s channel and help sustain the riparian zone in this snowmelt-dominated river. A hydraulic/habitat model and a water temperature model were both used to better define the minimum flows necessary to maintain a thriving cool water fishery. The result is a range of recommended monthly flows and daily flow guidance illustrating the advantage of combining a wide range of available disciplinary information, supplemented by judgment based on ecological principles and a general understanding of river ecosystems, in a highly altered, working river. 相似文献

In an effort to restore predictable ecologically relevant spring snowmelt recession flow patterns in rivers regulated by dams, this study defined a methodology by which spring flow regimes can be modeled in regulated systems from the quantifiable characteristics of spring snowmelt recessions in unregulated rivers. An analysis of eight unregulated rivers across the Sierra Nevada mountain range in California found that unregulated systems behaved similarly with respect to seasonal spring patterns and recession limb curvature, and thus prescribed flows could be designed in a manner that mimics those predictable characteristics. Using the methodology to quantify spring recession flows in terms of a daily percent decrease in flow, a series of flow recession scenarios were created for application in an existing hydrodynamic model for the regulated Rubicon River. The modeling results showed that flow recessions with slow ramping rates similar to those observed in unregulated rivers (less than 10% per day) were likely to be protective of native aquatic species, such as the Foothill yellow‐legged frog, while flows that receded at greater rates would likely result in desiccation of egg masses and potential stranding of tadpoles and fry. Furthermore, recession rates of less than 10% per day provided the most spatially diverse hydraulic habitat in the modeled domain for an appropriate duration in spring to support all native species guilds and maximize aquatic biodiversity. 相似文献

Our improved capability to adapt to the future changes in discharge is linked to our capability to predict the magnitude or at least the direction of these changes. For the agricultural United States Midwest, too much or too little water has severe socioeconomic impacts. Here, we focus on the Raccoon River at Van Meter, Iowa, and use a statistical approach to examine projected changes in discharge. We build on statistical models using rainfall and harvested corn and soybean acreage to explain the observed discharge variability. We then use projections of these two predictors to examine the projected discharge response. Results are based on seven global climate models part of the Coupled Model Intercomparison Project Phase 5 and two representative concentration pathways (RCPs 4.5 and 8.5). There is not a strong signal of change in the discharge projections under the RCP 4.5. However, the results for the RCP 8.5 point to a stronger changing signal related to larger projected increases in rainfall, resulting in increased trends, in particular, in the upper part of the discharge distribution (i.e., 60th percentile and above). Examination of two hypothetical agricultural scenarios indicates that these increasing trends could be alleviated by decreasing the extent of the agricultural production. We also discuss how the methodology presented in this study represents a viable approach to move forward with the concept of return period for engineering design and management in a nonstationary world. 相似文献

Toxic blooms of golden alga (Prymnesium parvum) have caused substantial ecological and economic harm in freshwater and marine systems throughout the world. In North America, toxic blooms have impacted freshwater systems including large reservoirs. Management of water chemistry is one proposed option for golden alga control in these systems. The main objective of this study was to assess physicochemical characteristics of water that influence golden alga presence, abundance, and toxicity in the Upper Colorado River basin (UCR) in Texas. The UCR contains reservoirs that have experienced repeated blooms and other reservoirs where golden alga is present but has not been toxic. We quantified golden alga abundance (hemocytometer counts), ichthyotoxicity (bioassay), and water chemistry (surface grab samples) at three impacted reservoirs on the Colorado River; two reference reservoirs on the Concho River; and three sites at the confluence of these rivers. Sampling occurred monthly from January 2010 to July 2011. Impacted sites were characterized by higher specific conductance, calcium and magnesium hardness, and fluoride than reference and confluence sites. At impacted sites, golden alga abundance and toxicity were positively associated with salinity‐related variables and blooms peaked at ~10°C and generally did not occur above 20°C. Overall, these findings suggest management of land and water use to reduce hardness or salinity could produce unfavorable conditions for golden alga. 相似文献

The study considered the influence of sea level rise and hurricane intensification, both influenced by climate change. Combinations of future carbon dioxide equivalent emission rates and carbon dioxide doubling sensitivities, based on findings of the Intergovernmental Panel on Climate Change, were considered to define future climate scenarios. A suite of physically based numerical models for hurricane winds and the resulting waves, surge, and morphological change at the coast were used to determine flooded areas, population affected, and property damages for Hurricanes Bret, Beulah, and a version of Carla shifted south from its original track, under present and predicted future climate conditions. A comparison of the economic damages for current climate conditions and for the 2080s climate scenario shows that, for Carla (shifted), there will be an increase in the range of $270-1,100 million; for Beulah, of $100-390 million; and, for Bret, of $30-280 million. A similar analysis was also conducted for 2030s predicted climate scenarios. Overall, the comparison of the results for the different climate conditions indicates what the destructive consequences of climate change could be, even within the somewhat short time frame of 80 years considered here. 相似文献

POST‐HARVEST RIPARIAN BUFFER RESPONSE: IMPLICATIONS FOR WOOD RECRUITMENT MODELING AND BUFFER DESIGN1

Despite the importance of riparian buffers in providing aquatic functions to forested streams, few studies have sought to capture key differences in ecological and geomorphic processes between buffered sites and forested conditions. This study examines post‐harvest buffer conditions from 20 randomly selected harvest sites within a managed tree farm in the Cascade Mountains of western Washington. Post‐harvest wind derived treefall rates in buffers up to three years post‐harvest averaged 268 trees/km/year, 26 times greater than competition‐induced mortality rate estimates. Treefall rates and stem breakage were strongly tied to tree species and relatively unaffected by stream direction. Observed treefall direction is strongly biased toward the channel, irrespective of channel or buffer orientation. Fall direction bias can deliver significantly more wood recruitment relative to randomly directed treefall, suggesting that models that utilize the random fall assumption will significantly underpredict recruitment. A simple estimate of post‐harvest wood recruitment from buffers can be obtained from species specific treefall and breakage rates, combined with bias corrected recruitment probability as a function of source distance from the channel. Post‐harvest wind effects may reduce the standing density of trees enough to significantly reduce or eliminate competition mortality and thus indirectly alter bank erosion rates, resulting in substantially different wood recruitment dynamics from buffers as compared to unmanaged forests. 相似文献

More than one billion South Asians are affected by water scarcity. Pressure on water resources is likely to grow as a result of population growth, urban expansion, and climate change. This paper assesses the impacts of these effects on the historical hydrological baseline, with particular focus on irrigation. A geospatial water balance model was developed for this purpose based on geo‐referenced information available in scientific public domain databases. Annual water supply and demand for a baseline period 1950–2000 were calculated and projected to 2050 using (1) outputs from 19 Global Circulation Models from the Coupled Model Intercomparison Project Phase 5 for a Representative Concentration Pathway 4.5; (2) population projections to 2050; and (3) historical land‐use patterns at the country level. Improvements in water use efficiency and storage capacity were analyzed using the Modified Water Scarcity Index of the baseline and the projected water balance in 2050 at the watershed scale. 相似文献

Abstract: This paper examines the use of climate forecasting in water management in Brazil and the United States (U.S.). Specifically, it seeks to understand how different institutional arrangements shape the willingness and ability of water managers to incorporate technoscience, especially seasonal climate forecasting (SCF), in their decision‐making process. It argues that among the many factors shaping the willingness of water managers to use SCF, institutional design and change is critical to explain different patterns in Brazil and the U.S. Moreover, factors related to individual flexibility, discretion, and accountability also affect the ability of managers to use climate information in water management. This paper finds that while water managers in the U.S operate in a mostly fragmented and risk‐averse system – which constrains the adoption of innovation – decision makers in Brazil can afford more flexibility to introduce new decision tools as a result of widespread water management reforms initiated in the 1990s. 相似文献

The six mainstem reservoirs in the Missouri River basin (MRB) are managed mainly to prevent flooding from snowmelt and heavy rainfall, a goal for which the interannual variabilities of precipitation (), evapotranspiration (), and surface air temperature () are vitally important. We tested the hypothesis that under the expected higher variability owing to global climate change, the months with the highest contributions to the interannual variability of , , and in the MRB will remain unchanged and quantified likely temporal trends in these quantities. Using high-resolution, downscaled Coupled Model Intercomparison Project Phase 5 multi-model ensemble data sets, we compared the multi-year ratio of monthly and annual interannual variability and temporal trends in , , and during 2011–2020 with three future decades. Results showed that the 6 months with the highest interannual variability in and (April–September) are the same in all four decades. However, for , only 4 months (December–March) retain their status as highly variable throughout the four decades; September and October variability is exceeded by the variability in other months. This implies that, compared to and , the cyclical change in the probabilities of in the MRB is less stable under future global climate change. This finding can be used to consider the need to alter existing strategies for reservoir release while minimizing the likelihood of aggravating flooding below the reservoirs. 相似文献

The source of the Richelieu River is Lake Champlain, located between the states of New York, Vermont, and Québec. In 2011, the lake and the Richelieu River reached historical flood levels, raising questions about the influence of climate change on the watershed. The objectives of this work are to model the hydrology of the watershed, construct a reservoir model for the lake and to analyze flooding trends using climate simulations. The basin was modeled using the HSAMI lumped conceptual model from Hydro‐Québec with a semi‐distributed approach in order to estimate the inflows into Lake Champlain. The discharge at the Richelieu River was computed by using a mass balance equation between the inputs and outputs of Lake Champlain. Future trends were estimated over the 2041‐2070 and 2071‐2100 periods using a large number of outputs from general circulation models and regional climate models downscaled with constant scaling and daily translation methods. While there is a certain amount of uncertainty as to future trends, there is a decreasing tendency in the magnitude of the mean spring flood. A flood frequency analysis showed most climate projections indicate the severity of most extreme spring floods may be reduced over the two future periods although results are subject to a much larger uncertainty than for the mean spring flood. On the other hand, results indicate summer‐fall extreme events such as caused by hurricane Irene in August 2011 may become more frequent in the future. 相似文献

Discussions around adapting water management systems to climate change often express the need to increase system flexibility. Yet despite the frequent use of the term flexibility, very little work has examined what exactly it means to have a flexible water management system, what features of a system make it more flexible than another system, or when the costs to implement flexible options outweigh the benefits gained from increased flexibility. To define and operationalize the concept of flexibility in the field of water resources management, this article reviews and analyzes concepts of flexibility from the fields of information technology, manufacturing, management, and adaptive social‐ecological systems. We identify five characteristics of flexible water resources systems, namely: slack, redundancy, connectivity, compatibility/coordination, and adjustability. We then operationalize the assessment of flexibility for flood management systems by proposing original flexibility metrics and discussing their application. We conclude with a discussion on the tradeoffs of increasing flexibility. 相似文献
