该文以时间先后为顺序,系统总结了1972年人类环境会议以来,联合国为推进全球可持续发展所采取的重要行动,对取得的进展和存在的差距进行了评述。认为,人类环境会议特别是环发大会以来,联合国为实现全球经济社会可持续发展付出了巨大的努力,在许多领域推动形成了重要的共识和多边国际公约,促进了可持续发展伙伴关系的形成与发展,加快了许多国家和地区的可持续发展行动。但是,从目前来看,所取得的进展远低于需要达到的水平,突出地体现在千年发展目标进展缓慢、环发领域谈判举步维艰、国际履约明显不足、可持续发展伙伴关系的效果并不理想等。基于这一现实,本文认为"里约+20"大会应努力在如下四个方面取得进展:一是重振里约精神,加快已有政治承诺的落实;二是在坚持里约原则的前提下,围绕气候变化等重大全球性挑战做出新的政治承诺;三是在坚持里约原则的前提下,勾画出人类绿色发展的未来蓝图;四是促进以南南合作为重点的国家合作。  相似文献

This paper summarizes, from a global perspective, the major progress in the implementation of the Agenda 21 since the UN Conference on Environment and Development. The results show that global economy has achieved a substantial growth, and positive progress has been made in poverty eradication, urbanization, and conservation and intensive use of natural resources. However, relevant international conventions and commitments have not yet been completely fulfilled. The paper further analyzes the current major challenges and future trends of global sustainable development. It is argued that there are three major challenges:1) fatal global environmental issues posing an increasing threat to human survival; 2) more and more severe global competition for developing spaces; and 3) issues highlighting global people’s livelihood. There are four trends of global sustainable development:1) sustainable development will further turn from concept into global action; 2) green will be the main trend of global development; 3) emerging developing countries will become the main driving force of global sustainable development; and 4) international relations in the field of sustainable development will turn to competitive co-operation.  相似文献

1992年,联合国环境与发展大会通过了《关于环境与发展的里约热内卢宣言》、《21世纪议程》和《关于森林问题的原则声明》3项重要文件。之后,国际社会为推动"里约精神"的落实做出了积极努力:联合国可持续发展委员会每年举行会议,审议《21世纪议程》的执行情况;许多国家制定了国家和地方层面的《21世纪议程》或可持续发展战略;相关国际组织以可持续发展能力建设为主的活动也十分活跃。人类把发展与环境相协调作为行动准则,各国依据国情制定了促进环境与发展相协调的优先事项,使人类在实现可持续发展的进程中取得了积极进展:全球经济实现了大幅增长,发展中国家在全球经济格局中的地位不断上升;在消除贫困等社会发展方面取得显著效果,全球开始进入城市化时代;全球能源资源供应呈现多元化,资源节约集约利用成效显著。中国在经济发展滞后、贫困现象较严重背景下,承担了全球实施《21世纪议程》的旗舰角色;并依据本国的具体国情,选择性地学习与借鉴,摸索创造出具有自身特色的发展模式和道路,增加了世界可持续发展方式选择的多样性。20年来,尽管各个国家在可持续发展方面采取了积极行动,但是"里约精神"尚未全面转化为行动,在相关国际承诺与公约的履行方面还需付出巨大努力,仍然面临着重大挑战。如:以气候变化为代表的重大全球性环境问题对人类生存构成的直接威胁加大;生态超载背景下的发展空间争夺更趋激烈;全球性民生问题凸显,可持续发展面临的社会风险加大,等等。我们期待:通过"里约+20"大会,使得相关国际制度安排不断形成和完善,可持续发展进一步向全球行动转化;科技创新步伐加快,进一步推动全球向绿色发展转型;加快全球治理体系调整,新兴发展中国家成为全球可持续发展的重要推动力;全球共同努力解决重大资源环境问题,可持续发展领域的国际关系呈现竞争性合作。  相似文献

从全球角度对世界环境与发展大会以来《21世纪议程》的主要实施进展进行了总结.分析表明,全球经济实现了大幅增长,在消除贫困、推进城市化、节约集约利用资源等方面取得积极进展,但在有关国际公约和承诺的履行方面尚需付出巨大努力.通过对当前全球可持续发展面临的重大挑战和未来趋势进行的分析,认为当前全球可持续发展主要面临三大挑战,即重大全球性环境问题对人类生存构成的直接威胁加大、发展空间争夺更趋激烈和全球性民生问题凸显;全球可持续发展主要呈现四大趋势,即可持续发展进一步由理念向全球行动转化、全球向绿色发展转型、新兴发展中国家成为全球可持续发展的重要推动力和可持续发展领域国际关系呈现竞争性合作.  相似文献

全球可持续发展涉及可持续经济、可持续环境和可持续社会三方面的协调统一,要求人类在发展中讲究经济效率、关注环境和谐与追求社会公平,最终达到人的全面发展。自1992年联合国环境与发展大会以来,国际社会积极推动实施《关于环境与发展的里约宣言》、《21世纪议程》和《可持续发展首脑会议执行计划》,各种形式的国际和区域环发合作深入开展,各个国家为促进可持续发展付出了巨大努力,在消除贫困和实现千年发展目标方面取得一些成绩。但是,全球在经济、环境和社会发展方面正在面临着越来越复杂的形势,全球可持续发展事业依然面临严峻的挑战。本文从经济、环境与社会三个方面,系统分析了全球可持续发展面临的挑战。分析表明:全球经济发展依然不平衡,不稳定性在加大,而且世界贫富差距明显,发达国家对发展中国家的官方援助不足;全球能源结构没有根本性改变,CO2排放不断增加,气候变化问题突出,而且一些国家生态环境问题较为严重;世界总人口数不断增加,各国就业水平难以提高,各国教育水平非常不均衡,而且欠发达国家人均医疗卫生支出水平低,居民健康状况堪忧。针对全球可持续发展面临的挑战,本文提出了相应的对策:①坚持"共同但有区别的责任"原则。可持续发展没有统一的模式,各国的发展阶段、条件和能力的不同必须予以正视;要区别发达国家和发展中国家的不同国情,要充分尊重发展中国家的发展权利;要为发展中国家向可持续发展转型提供技术、资金和能力建设方面的强有力支持。②加强各国政府在环境领域的交流与合作。不仅要重视全球性环境问题,而且更要优先考虑区域性环境问题,特别是发展中国家和最不发达国家面临的生态环境问题。③积极推动全球社会朝向均衡、普惠和共赢的方向发展。世界上所有国家都应有权以平等的身份参与全球治理过程以及不断改进和优化治理机制,而且全球治理结构应该向发展中国家倾斜;要积极消除贫困、减少不平等现象、使增长具有包容性、使生产和消费更可持续;要增强人们做出可持续选择的权利,特别是妇女、年轻人、失业者以及社会最弱势和最脆弱群体的权利等。  相似文献

随着世界经济多极化与区域重新组合,亚太地区经济日益繁荣,异常活跃。利用空间技术进行资源勘探与开发、环境监测与保护的需求不断增长。特别是巴西召开世界环境与发展大会之后,提出了《21世纪议程》,亚太地区许多国家和国际组织采取新的政策,积极参与近几年对空间应用的国际合作。反映了充分发挥现有空间应用潜力、加强空间应用、促进区域社会经济持续发展的共同愿望。  相似文献

ABSTRACT

Global environmental cooperation serves as an important part in the Chinese ideal of building a Community with a Shared Future for all Human Beings. The report of 19th CPC National Congress indicates that China is committed to proactive mitigation under the Paris Agreement and further participating in global environmental governance under the 2030 Agenda for Sustainable Development, and both of which are largely integrated to the Belt and Road Initiative (BRI). BRI are also closely linked with South–South environmental and climate cooperation proposed by China from previous UN summits. Based on shared ideas, intersected agendas, and compatible governance approaches, BRI and the 2030 Agenda for Sustainable Development grow increasingly relevant and they might form synergies based on increasingly interactive relations. In sum, seeking and intensifying the linkages between BRI and 2030 sustainable development goals (SDGs) could address global environmental governance deficits and enhance cooperation among nations.  相似文献

在可持续发展和扶贫框架下发展绿色经济与国际可持续发展制度建设及改革是当前世界可持续发展的核心和关键,也是"里约+20"峰会的两个主题。首先,绿色经济是体现经济社会与资源环境相协调和可持续发展的根本途径。绿色经济的核心是以低的自然资源消费、低排放、低污染,达到高的自然资源利用效益,实现高的经济社会发展水平,提供高的生活水平和优良的生活环境。全球绿色经济的发展潮流,将引发社会形态由"工业文明"向"生态文明"转变。虽然经济发展和消除贫困是发展中国家当前首要和压倒一切的优先任务,但也必须探索新型的绿色低碳工业化和现代化道路,在实现工业文明的过程中,努力建设生态文明,实现跨越式发展。同时积极应对全球绿色低碳转型中新的经济、贸易、技术竞争规则和格局的变动,加强先进技术创新,提升自身的低碳竞争力。其次,公平获取可持续发展的理念,应成为国际可持续发展制度建设和改革的基本原则。可持续发展要求既要促进经济社会发展与资源环境相协调,促进"代际公平",又要关注欠发达地区消除贫困,提高生活质量,改善生态环境,实现"国别公平"、"人际公平"。因此,国际可持续发展制度框架的建设和改革,要体现世界各国公平获取可持续发展的理念和原则,全面均衡地反映不同国情和发展阶段国家的利益诉求。主要表现在公平享有全球环境空间、公平获得现代优质能源服务、公平适应全球环境变化、公平承担责任义务及公平的国际制度和机制。中国需要统筹国内外两个大局,走中国特色的绿色低碳发展之路。最后,中国的国情和发展阶段特征,在可持续发展领域又面临比发达国家更多的困难和更严峻的挑战。在全球发展绿色经济,努力实现可持续发展的大背景下,中国要统筹国际国内两个大局,协调推进。在国际上积极参与国际制度的建设和改革,在促进全球经济发展,社会进步和环境保护等方面发挥积极的建设性的作用。在国内加强可持续发展战略的实施,走绿色、低碳和可持续发展的路径。主要战略对策包括加速转变发展方式,强化节能优先,控制能源消费总量和CO2排放总量的过快增长;加强能源结构的低碳化,逐步建立并形成以新能源和可再生能源为主体的可持续能源体系;加强城乡统筹,地区平衡,促进生态城市建设;适应国际可持续发展制度改革的趋势,加强绿色低碳和可持续发展的制度建设;抓住机遇,顺应世界绿色低碳发展潮流,自主实现发展方式的转变,把传统的资源依赖型、粗放扩张的发展方式转变到新型的技术创新型、内涵提高的发展方式上来,基本走上绿色低碳和可持续发展的轨道。  相似文献

In order to further ensure that the 2030 Agenda for Sustainable Development is to be implemented and the action measures of all countries are consistent, the United Nations has put forward a set of indicators to monitor and evaluate the progress of global sustainable development. This set of evaluation indicators is aimed for global and regional progress. An important feature of the evaluation indicators is that they are internationally comparable, but due to the large differences in the levels of sustainable development among countries, this framework of evaluation indicators has a disadvantage that it does not apply to tracking the progress of sustainable development at the national level. This paper focuses on the analysis of specific issues in the application of the global sustainable development indicators framework to meet the goals and targets of the UN and builds a system of evaluation indicators to assess the progress of sustainable development at the national level in China, and offers a perspective to assess China’s progress as well.  相似文献

2012年是巴西里约联合国环境与发展大会20周年,回顾20年来世界各国发展所走过的路程,总结可持续发展战略的成功与不足,是制定未来世界健康发展路线图的历史要求。人们对可持续发展理论的内涵认知,经过了从生存到发展,再从发展到可持续发展的漫长过程。可持续发展被视作是一个自然—社会—经济复杂系统中的行为矢量,该矢量将导致国家或地区的发展朝向日趋合理、更为和谐的方向进化。可持续发展特别强调"整体的"、"内生的"和"综合的"内涵认知。可持续发展理论的"外部响应",是处理好"人与自然"之间的关系,这是可持续能力的"硬支撑";可持续发展战略的"内部响应",是处理好"人与人"之间的关系,这是可持续能力的"软支撑"。只有"当人类向自然的索取能够被人类向自然的回馈相平衡",只有"当人类对于当代的努力能够同对后代的贡献相平衡",只有"当人类为本区域发展的思考能够同时考虑到其它区域乃至全球利益时",可持续发展的实现才具备了坚实的基础。可持续发展揭示了"发展、协调、持续"的系统本质;可持续发展反映了"动力、质量、公平"的有机统一;可持续发展创建了"和谐、稳定、安全"的人文环境;可持续发展体现了"速度、数量、质量"的绿色运行。中国在未来不到10年的时间内,要全面实现小康社会的战略目标,达到经济更加发展、民主更加健全、科教更加发达、文化更加繁荣、生态更加良好、社会更加进步、精神更加富足,全民的生活质量更加提升,这就必然要求实现全面发展、协调发展、可持续发展,充分体现以人为本,促进人的自身完善,努力走出一条生产发展、生活富裕、生态良好的文明发展道路。论文提出了中国可持续发展战略的七大主题:始终保持经济的理性增长;全力提高经济增长的质量;满足"以人为本"的基本生存需求;调控人口的数量增长、提高人口素质;维持、扩大和保护自然的资源基础与生态容量;集中关注科技进步对于发展瓶颈的突破;始终调控环境与发展的平衡。  相似文献

At the World Summit on Sustainable Development (WSSD), world leaders agreed that eliminating unsustainable production and consumption is one of the three overriding objectives of sustainable development. Achieving that objective should have been a major priority for the WSSD Plan of Implementation. Increases in consumption and production over the past decade were largely responsible for the worsening environmental and social trends. Unfortunately, the negotiators of the Plan paid insufficient attention to the lessons from 10 years of discussions about the concepts, the available policies and tools and their effectiveness, the impacts of those policies on developing countries, and the political commitment of countries in an era of globalization. Despite a promising proposal for a new ten-year work programme aimed at bridging the gap implementing the Agenda 21 commitments from Rio, Summit negotiators produced barely more than a muted echo of recommendations from the past which have yet to be taken seriously enough by the world's leaders in a comprehensive intergovernmental strategy. In the ten-year review of progress to achieve sustainable production and consumption (SPAC), governments quickly skipped past the critical work of examining why things are getting worse, avoiding the task of identifying the obstacles (which in some cases were themselves) and in turn avoiding the commitment to time-bound measurable targets. If nothing else, the WSSD demonstrated that a global strategy to achieve SPAC will come not from a UN consensus of world leaders but from a strategic alliance of responsible governments, civil society and others with a vision beyond the next election cycle.  相似文献

This paper provides an overall evaluation of the outcomes of the World Summit on Sustainable Development (WSSD), which took place in Johannesburg from 26 August to 4 September 2002, in a historical perspective, against the background of earlier major United Nations conferences and General Assembly resolutions on environment and development. It focuses on the political and institutional context of the WSSD and its preparatory process and explores its policy implications for future international cooperation on sustainable development in a globalizing world. Both the results of the formal intergovernmental negotiations and the new phenomenon of partnerships for sustainable development between governments, international organizations, the private sector and other major groups are analysed. The Johannesburg Declaration and the WSSD Plan of Implementation are shown to contain little in the way of political vision, credible new commitments and innovative approaches, likely to reinvigorate the implementation of the objectives of sustainable development as formulated in Rio. Though ostensibly designed to give a new political impetus to multilateralism, the WSSD rather revealed the inadequacy of intergovernmental political governance structures to address the social and environmental consequences of economic globalization.  相似文献

The World Summit on Sustainable Development (WSSD), held in Johannesburg during 26 August and 4 September 2002, was a truly remarkable event, not least because it identified and committed the world community to what has to be done to realise Agenda 21 objectives. Discussion begins with the "means of implementation" of the Johannesburg Plan of Implementation (JPI). Education for, and raising awareness of, sustainable development are the key commitments in the "means of implementation". The issues central to these commitments are discussed. The crucial role of moral philosophy in education for sustainable development is then discussed. Defining the "problem" as lack of progress (in fact negative progress between Rio and Johannesburg) towards global sustainable development, a cause–effect relationship of the "problem" is developed based on a systematic and logical analysis. It shows that the "cause" is West's profoundly materialistic, environment-degrading and exploitative attitude and activities to satisfy grossly unsustainable, hedonistic and insatiably avaricious Western life-styles – life-styles that are held up by the West as "ideal" fruits of economic "development" to be aspired by all. The "effects" are pollution of air, water and soil; mounting loss of biodiversity, ecosystems and species; relentlessly widening north–south divide, etc. It is argued that while science and technology can address some of the "effects", they cannot address the "cause". Only moral philosophy can by fundamentally re-orienting moral values genuinely to respect nature and the environment. Based on sound and tested principles of Educational Psychology, a proposal is then made for including moral philosophy in the formal curricula (content and pedagogy) of primary, secondary and higher education for instilling in children and young people genuinely environment-respecting moral values. To this end a generic syllabus for the secondary level is proposed. Finally, it is argued that if the scientific community really believes that science or technology alone can radically change the pervasive environment-degrading moral values to those that genuinely respect the environment, thus paving the way to real global sustainability, then it must demonstrate how this could be done and explain why, despite their abundant science and technology, the developed nations are the biggest polluters and consumers with grossly unsustainable life-styles. Certainly, examples would be much more convincing than rhetoric or tired old clichés about how science and technology alone could deliver global sustainable development.  相似文献

Formulating the GSDR Formulating the GSDR (global sustainable development report) is one of the important achievements initiated by the “Rio +20” summit, and it has received worldwide attention. Nowadays, the international community has made a preliminary consensus on the orientation, key focuses, frameworks, and time schedule of GSDR. But, there are still great divergences in the relationship between GSDR and SDGs/post-MDGs (sustainable development goals/post-2015 development agenda), the GSDR organizational model, and whether countries writing their own national sustainable development report or not. After reviewing the whole process of formulating GSDR, some recommendations for writing GSDR from the Chinese perspective are proposed. The GSDR report should be a science-based and policy-making-oriented assessment report. The GSDR should focus on the priority areas that SDGs/post-MDGs have already identified as core fields. “Limited in number, easy to quantify, and universally applicable” comprehensive assessment indices of sustainable development should be proposed. A GSDR international working group of experts should be established. Countries should be encouraged to formulate the “National Sustainable Development Report” according to their own domestic practices. GSDR should be integrated with the high-level political forum (HLPF). Meanwhile, some suggestions on China’s participation in the GSDR process are also proposed. China’s 2030 mid-term and long-term national sustainable development goals (CSDGs) based on both the SDGs/post-MDGs and domestic practice are proposed. According to the implementation of national sustainable development goals, China should start the appropriate assessment of the progress and regularly report on the national sustainable development. Chinese scientists should be encouraged to actively participate in the process of GSDR.  相似文献

Since the United Nations Conference on Environment and Development in 1992 in Rio de Janeiro, sustainable development became an important issue. Sustainable development often focuses on a single sector or parameter such as tourism, energy supply, water management, different aspects of nature conservation, or economy. In this paper, we provide a comprehensive picture of the development of a region since the Middle Ages and discuss whether this development can be evaluated as socially, economically and ecologically sustainable. We carried out a combined qualitative–quantitative assessment where we use quantitative data and indicators when available, as well as literature sources and expert knowledge from the region for a qualitative assessment. We judge that generally a sustainable development in the Allgäu region can be found, although also some critical points and contentious issues exist. An overall good economic and income situation for most people, the good ecological conditions and rich biodiversity, the relatively well-established social structure, as well as the identity of the people with the region and comparatively low social discrepancy, can be positively stated. In contrast, different actual and future threats exist such as new or planned infrastructure, increasing traffic or tourism activities in certain areas that degrade habitats and reduce species richness, intensification of agriculture in certain areas, but also abandonment of agriculture in other areas, loss of traditions and customs, and declining numbers of smallholders. The objective for the region would be to minimise these negative impacts and reinforce positive trends to assure the sustainable development of the Allgäu.  相似文献

Green development emphasizes co-development between economic and environmental dimensions, and is a people-centered sustainable development approach. Western China demands green development, and international experience could provide necessary, unique and important help and support for Western China to achieve its green development goals. This paper has made a comprehensive overall review and analysis of international experience in green development policy and its implementation, in particular, OECD countries’ (mostly Australia and Canada) experience have been analyzed following the major policy foci defined by the Task Force on Strategy and Policies on Environment and Development in Western China initiated by China Council for International Cooperation on Environment and Development (CCICED). Data and information were gathered from the field surveys and investigations, expert meetings, as well as literature review. The main sessions include policy framework and road map establishment, implementation and performance assessment, co-development between economic development and environmental protection, as well as green employment and poverty alleviation. The paper has addressed five policy considerations for the future promotion of green development in Western China.  相似文献
