Solid waste management (SWM) has become an issue of increasing global concern as urban populations continue to rise and consumption patterns change. The health and environmental implications associated with SWM are mounting in urgency, particularly in the context of developing countries. While systems analyses largely targeting well-defined, engineered systems have been used to help SWM agencies in industrialized countries since the 1960s, collection and removal dominate the SWM sector in developing countries. This review contrasts the history and current paradigms of SWM practices and policies in industrialized countries with the current challenges and complexities faced in developing country SWM. In industrialized countries, public health, environment, resource scarcity, climate change, and public awareness and participation have acted as SWM drivers towards the current paradigm of integrated SWM. However, urbanization, inequality, and economic growth; cultural and socio-economic aspects; policy, governance, and institutional issues; and international influences have complicated SWM in developing countries. This has limited the applicability of approaches that were successful along the SWM development trajectories of industrialized countries. This review demonstrates the importance of founding new SWM approaches for developing country contexts in post-normal science and complex, adaptive systems thinking. 相似文献

The proper management of waste has several aspects: political, social, environmental, economic and technical. While the objectives of waste management policy differ little from country to country, the methods used to achieve them must be adapted to the prevailing circumstances in each. These factors include the availability of technical, economic, and human resources, and the competition that exists for them from other demands of national policy, especially in developing countries.There is no single correct method to achieve proper waste management. Nevertheless there are common needs that must be addressed by all nations that wish to manage their wastes better. These needs will include: adequate knowledge of the types of waste to be disposed of, how much there is, where it arises, who produces it, and what happens to it. It is also necessary to forecast how the present circumstances will change, and to identify appropriate methods to ensure that what should be done with waste is done. As forecasting the nature and quantity of waste that will arise in the future is difficult, an administrative mechanism is needed to ensure the regular supply of up-to-date data.In any city it is possible to equate the standard of waste management with the overall “standard of living” enjoyed by its inhabitants. Rising expectations of environmental improvement mean that disposal facilities must be appropriately designed, engineered and managed. They must also be planned for the future. The preparation of a thorough and effective plan is a lengthy task if done manually, and the discussion introduces the benefits that can be obtained from the use of computer models to assist, but not replace, human involvement in the preparation of a plan. The aim of this work is to present the structure and the application of a decision support system (DSS) designed to help decision makers of a municipality in the development of incineration, disposal, treatment and recycling integrated programs. Specifically, within a MSW management system, several treatment plants and facilities can generally be found: separators, plants for production of refuse derived fuel (RDF), incinerators with energy recovery, plants for treatment of organic material, and sanitary landfills. The main goal of the DSS is to plan the MSW management, defining the refuse flows that have to be sent to recycling or to different treatment or disposal plants, and suggesting the optimal number, the kinds, and the localization of the plants that have to be active. The DSS is based on a decision model that requires the solution of a constrained non-linear optimization problem, where some decision variables are binary and other ones are continuous. The objective function takes into account all possible economic costs, whereas constraints arise from technical, normative, and environmental issues. Specifically, pollution and impacts, induced by the overall solid waste management system, are considered through the formalization of constraints on incineration emissions and on negative effects produced by disposal or other particular treatments. 相似文献

Due to initiatives such as the clean development mechanism (CDM), reducing greenhouse gas emissions for a developing country can offer an important route to attracting investment in a variety of qualifying project areas, including waste management. To date CDM projects have been largely confined to schemes that control emission from landfill, but projects that avoid landfilling are beginning to be submitted. In considering the waste options which might be suitable for developing countries certain ones, such as energy from waste, have been discounted for a range of reasons related primarily to the lack of technical and other support services required for these more sophisticated process trains. The paper focuses on six options: the base case of open dumping; three options for landfill (passive venting, gas capture with flaring, and gas capture with energy production), composting and anaerobic digestion with electricity production and composting of the digestate. A range of assumptions were necessary for making the comparisons based on the effective carbon emissions, and these assumptions will change from project to project. The highest impact in terms of carbon emissions was from using a sanitary landfill without either gas flaring or electricity production; this was worse than the baseline case using open dumpsites. Landfills with either flaring or energy production from the collected gas both produced similar positive carbon emissions, but these were substantially lower than both open dumping and sanitary landfill without flaring or energy production. Composting or anaerobic digestion with energy production and composting of the digestate were the two best options with composting being neutral in terms of carbon emissions and anaerobic digestion being carbon negative. These generic conclusions were tested for sensitivity by modifying the input waste composition and were found to be robust, suggesting that subject to local study to confirm assumptions made, the opportunity for developing CDM projects to attract investment to improved waste management infrastructure is significant. This study aimed to determine whether the waste management systems, that are presently applied in affluent countries are appropriate solutions for waste management in less developed regions. For this purpose, three cities (Vienna, Damascus and Dhaka) which differ greatly in their gross domestic product and waste management were compared. The criteria for evaluation were economic parameters, and indicators as to whether the goals of waste management (protection of human health and the environment, the conservation of resources) were reached. Based on case studies, it was found that for regions spending 1-10 Euro capita(-1) year(-1) for waste management, the 'waste hierarchy' of prevention, recycling and disposal is not an appropriate strategy. In such regions, the improvement of disposal systems (complete collection, upgrading to sanitary landfilling) is the most cost-effective method to reach the objectives of solid waste management. Concepts that are widely applied in developed countries such as incineration and mechanical waste treatment are not suitable methods to reach waste management goals in countries where people cannot spend more than 10 Euro per person for the collection, treatment and disposal of their waste. It is recommended that each region first determines its economic capacity for waste management and then designs its waste management system according to this capacity and the goals of waste management. 相似文献

Human activities generate waste and the amounts tend to increase as the demand for quality of life increases. Today’s rate in the Southeast Asian Nations (ASEANs) is alarming, posing a challenge to governments regarding environmental pollution in the recent years. The expectation is that eventually waste treatment and waste prevention approaches will develop towards sustainable waste management solutions. This expectation is for instance reflected in the term ‘zero emission systems’. The concept of zero emissions can be applied successfully with today’s technical possibilities in the agro-based processing industry. First, the state-of-the-art of waste management in Southeast Asian countries will be outlined in this paper, followed by waste generation rates, sources, and composition, as well as future trends of waste. Further on, solutions for solid waste management will be reviewed in the discussions of sustainable waste management. The paper emphasizes the concept of waste prevention through utilization of all wastes as process inputs, leading to the possibility of creating an ecosystem in a loop of materials. Also, a case study, focusing on the citrus processing industry, is displayed to illustrate the application of the aggregated material input–output model in a widespread processing industry in ASEAN. The model can be shown as a closed cluster, which permits an identification of opportunities for reducing environmental impacts at the process level in the food processing industry. Throughout the discussion in this paper, the utilization of renewable energy and economic aspects are considered to adapt to environmental and economic issues and the aim of eco-efficiency. This paper reviews several models developed to support decision making in municipal solid waste management (MSWM). The concepts underlying sustainable MSWM models can be divided into two categories: one incorporates social factors into decision making methods, and the other includes public participation in the decision-making process. The public is only apprised or takes part in discussion, and has little effect on decision making in most research efforts. Few studies have considered public participation in the decision-making process, and the methods have sought to strike a compromise between concerned criteria, not between stakeholders. However, the source of the conflict arises from the stakeholders' complex web of value. Such conflict affects the feasibility of implementing any decision. The purpose of this study is to develop a sustainable decision making model for MSWM to overcome these shortcomings. The proposed model combines multicriteria decision making (MCDM) and a consensus analysis model (CAM). The CAM is built up to aid in decision-making when MCDM methods are utilized and, subsequently, a novel sustainable decision making model for MSWM is developed. The main feature of CAM is the assessment of the degree of consensus between stakeholders for particular alternatives. A case study for food waste management in Taiwan is presented to demonstrate the practicality of this model. 相似文献

Solid waste management (SWM) has been an integral part of every human society. The approaches for SWM should be compatible with the nature of a given society, and, in this regard, Asian countries are no exception. In keeping with global trends, the systems are being oriented to concentrate on sustainability issues; mainly through the incorporation of 3R (reduce, reuse and recycle) technologies. However, degree and nature of improvements toward sustainability are varying and depend on the economic status of a country. High-income countries like Japan and South Korea can afford to spend more to incorporate 3R technologies. Most of the latest efforts focus on “Zero Waste” and/or “Zero Landfilling” which is certainly expensive for weaker economies such as those of India or Indonesia. There is a need to pragmatically assess the expectations of SWM systems in Asian countries. Hence, in this paper, we analyze the situation in different Asian countries, and explore future trends. We conceptually evaluate issues surrounding the sustainability of SWM. We propose a multi-pronged integrated approach for improvement that achieves sustainable SWM in the context of national policy and legal frameworks, institutional arrangement, appropriate technology, operational and financial management, and public awareness and participation. In keeping with this approach, a generic action plan has been proposed that could be tailored to suit a situation in a particular country. This paper surveys decision support models that are commonly used in the solid waste management area. Most models are mainly developed within three decision support frameworks, which are the life-cycle assessment, the cost–benefit analysis and the multi-criteria decision-making. These frameworks are reviewed and their strengths and weaknesses as well as their critical issues are analyzed, while their possible combinations and extensions are also discussed. Furthermore, the paper presents how cooperative and non-cooperative game-theoretic approaches can be used for the purpose of modeling and analyzing decision-making in situations with multiple stakeholders. Specifically, since a waste management model is sustainable when considering not only environmental and economic but also social aspects, the waste management bargaining game is introduced as a specific decision support framework in which future models can be developed. 相似文献

There is a great interest in solving problems related to municipal solid waste (MSW) management in the Palestinian territory. However, few studies have been done to assess the extent of these problems and suggest the best alternative solutions. This study aims at assessing MSW conditions in the seven major districts in northern West Bank, Palestinian territory. The study focuses on comparing several MSW management elements (such as collection, budget, and disposal) in municipalities, village councils, and refugee camps in the studied districts and the problems faced by these institutions in handling the waste. It also provides information on MSW collection service availability and waste disposal practices in the districts studied. It was found that, although MSW collection service was available for 98% of the residents in the areas surveyed, no proper treatment or landfill procedure was followed for the collected waste in most of these areas. Instead, waste burning in open dumpsites was the most common practice. Moreover, due to inefficient collection of waste disposal fees from the residents, municipalities were forced to sometimes cut the collection service and reduce its labor force, especially in villages. The budget for MSW management was between 2% and 8% of the total budget of the municipalities studied, indicating a low priority for this issue. 相似文献

Waste is an unavoidable by product of human activities. Economic development, urbanization and improving living standards in cities, have led to an increase in the quantity and complexity of generated waste. Rapid growth of population and industrialization degrades the urban environment and places serious stress on natural resources, which undermines equitable and sustainable development. Inefficient management and disposal of solid waste is an obvious cause of degradation of the environment in most cities of the developing world. Municipal corporations of the developing countries are not able to handle increasing quantities of waste, which results in uncollected waste on roads and in other public places. There is a need to work towards a sustainable waste management system, which requires environmental, institutional, financial, economic and social sustainability. This study explores alternative approaches to municipal solid waste (MSW) management and estimates the cost of waste management in Mumbai, India. Two alternatives considered in the paper are community participation and public private partnership in waste management. Data for the present study are from various non-governmental organizations (NGOs) and from the private sector involved in waste management in Mumbai. Mathematical models are used to estimate the cost per ton of waste management for both of the alternatives, which are compared with the cost of waste management by Municipal Corporation of Greater Mumbai (MCGM). It is found that the cost per ton of waste management is Rs. 1518 (35 US dollars) with community participation; Rs. 1797 (41 US dollars) with public private partnership (PPP); and Rs. 1908 (44 US dollars) when only MCGM handles the waste. Hence, community participation in waste management is the least cost option and there is a strong case for comprehensively involving community participation in waste management. 相似文献

After closure, municipal solid waste (MSW) landfills must be managed and controlled to avoid adverse effects on human health and the environment (HHE). Aftercare (or post-closure care) can be brought to an end when the authorities consider the landfill to no longer pose a threat to HHE. Different approaches have been suggested for long-term landfill management and evaluation of aftercare completion. In this paper, research on aftercare and its completion is analyzed and regulatory approaches for the completion of landfill aftercare are reviewed. Approaches to aftercare could be categorized as (i) target values, (ii) impact/risk assessment, and (iii) performance based. Comparison of these approaches illustrates that each has limitations and strengths. While target values are typically used as screening indicators to be complemented with site-specific assessments, impact/risk assessment approaches address the core issue about aftercare completion, but face large uncertainties and require a high level of expertise. A performance-based approach allows for the combination of target values and impact/risk assessments in a consistent evaluation framework with the aim of sequentially reducing aftercare intensity and, ultimately, leading to the completion of aftercare. At a regulatory level, simple qualitative criteria are typically used as the primary basis for defining completion of aftercare, most likely due to the complexity of developing rigorous evaluation methodologies. This paper argues that development of transparent and consistent regulatory procedures represents the basis for defining the desired state of a landfill at the end of aftercare and for reducing uncertainty about the intensity and duration of aftercare. In this context, recently presented technical guidelines and the ongoing debate with respect to their regulatory acceptance are a valuable step towards developing strategies for the cost-effective protection of HHE at closed MSW landfills. To assess the practicality of evaluation methodologies for aftercare, well-documented case studies including regulatory review and acceptance are needed. 相似文献

There are significant advantages to a consolidated institutional approach to the management of municipal solid waste transfer and disposal in large metropolitan areas. Both operational and environmental benefits can be achieved. On the other hand, it is argued that collection services do not necessarily benefit from centralization, since there are only limited economies of scale. Furthermore, there is abundant evidence that the private sector can provide conventional collection services more efficiently than the public sector. This paper examines a model of decentralized collection and centralized transfer and disposal that is in place at Norfolk, Virginia, U.S.A. and which is being applied in Monterrey, Mexico. The partial application of this model in the Federal District of Mexico City is also examined. Although the 2Rs (reduce and reuse) are considered high-priority approaches, there has not been enough quantitative research on effective 2R management. The purpose of this paper is to provide information obtained through the International Workshop in Kyoto, Japan, on 11–13 November 2015, which included invited experts and researchers in several countries who were in charge of 3R policies, and an additional review of 245 previous studies. It was found that, regarding policy development, the decoupling between environmental pressures and economy growth was recognized as an essential step towards a sustainable society. 3R and resource management policies, including waste prevention, will play a crucial role. Approaches using material/substance flow analyses have become sophisticated enough to describe the fate of resources and/or hazardous substances based on human activity and the environment, including the final sink. Life-cycle assessment has also been developed to evaluate waste prevention activities. Regarding target products for waste prevention, food loss is one of the waste fractions with the highest priority because its countermeasures have significant upstream and downstream effects. Persistent organic pollutants and hazardous compounds should also be taken into account in the situation where recycling activities are globally widespread for the promotion of a material-cycling society. 相似文献
