This paper appraises, in the context of the current debate concerning national parks for Scotland, factors that may have contributed to the achievement of national park purposes in England and Wales. Voluntary support, presumptions and resources are seen as crucial to the achievement of those purposes; while the few extra powers available to the national park authorities and the plan making process are seen to be of some importance. In contrast, it is argued that the much‐debated nature of the administrative authority has had little effect on the extent to which park purposes are achieved. 相似文献

In recent years, cross-boundary management has become an essential part of park management. In this article we compare the
perspectives of managers of several US national parks to the advice on this issue presented in the published literature. Data
were obtained from interviews of the superintendents, assistant superintendents and resources managers of five major western
national parks and from a survey of participants in a NPS workshop attended by park superintendents, scientists, and resource
managers; law enforcement personnel; and interpreters. Three themes related to boundary management were consistently stressed
by park managers: (10 a lack of sufficient funds and personnel within the parks; (2) the need for reliable information on
both political and natural processes; and, (3) the importance of personal interactions between park staff and individuals
from the surrounding area. Basic data collection, the documentation of trends, cooperative groups and personal contacts, educational
programs, and land acquisition were the most useful strategies. A lack of funds and information, ineffective communication,
enforcement problems, and a lack of motivation for parties to reach a negotiated agreement were the most serious obstacles.
A wide range of valuable institutional knowledge concerning boundary management exists within the National Park Service; however,
there appears to be a gap between published strategies and the approaches that work “on the ground”. 相似文献

The National Park Service, like other natural resource management agencies, has adopted the traditional model of public administration,
which emphasizes efficiency, effectiveness, economy, and dichotomy between politics and administration. This approach is particularly
ineffective in greenline parks and increasingly inappropriate in traditional areas. In an era of ecological interdependence,
relationships with other agencies and jurisdictions and with adjacent as well as noncontiguous landowners are as important
as controlling visitors. Recreation managers need to develop more skill in negotiation, cooperation, coordination, and interpersonal

Japan’s national park system constitutes a potentially viable mechanism for securing local community participation and building stakeholder consensus for sustainable park management, although the potential of this system is yet to be fully maximized. This article gives an overview of the system of protecting natural resources in Japan, focusing on the national park system. Parks are managed by zoning and regulation, which is unique in that land is not “set aside” for nature conservation, but designated as national park wherever the need to preserve “scenic beauty” has been recognized, regardless of land ownership or land use. Although resource conservation under this system has been problematic, it has advantages, especially in terms of community participation. This article demonstrates that in order to reach the system’s potential, the park authority must act as coordinator of stakeholders and facilitator of bottom-up approaches to decision-making. In order to do this, steps that must be taken include the following: identifying the various stakeholders in park management and defining the “local community”; clarifying the roles and responsibilities of each stakeholder; and supporting consensus-building among stakeholders regarding the objectives and long-term vision of each park. By taking these steps, it would be possible to build a park management system that overrides government boundaries and involves local communities. This will enable the park authority to address the challenges facing Japan’s complex system of conserving natural resources, and move towards sustainable management of natural resources in Japan. 相似文献

Urban-agricultural parks could have some advantages to wildlife because of less intensive agricultural procedures, absence
of hunting pressure, and reduced human disturbance. In this study, the breeding and wintering bird communities and the small
mammal community in an urban-agricultural park of Rome were compared to those of a close urban park and a close agricultural
area just outside the city. The aim was to assess the best destination and management of wildlife in natural areas at the
urban–rural interface. Richness and diversity of bird communities were higher in the urban-agricultural park. Due to habitat
features and probably human disturbances, but not to urbanization, predation, and competition factors, the urban park drastically
reduces the abundance of decreasing open-land bird species. Abundance of these species was not significantly different in
the urban-agricultural park and in the agricultural area. In the urban-agricultural and urban park, bird and mammal pest species
were more abundant than they were in the agricultural area. Regarding decreasing abundance of small mammal species, no significant
difference among the study areas was observed. Urban-agricultural park is a better choice than urban park for wildlife. Thus,
a higher number of preserved urban natural areas should be devoted to urban-agricultural parks. However, to increase the abundance
of open-land species and in general wildlife, a less intensive management of cultivated and pasture patches is necessary. 相似文献

A Quantitative Analysis of Biodiversity and the Recreational Value of Potential National Parks in Denmark 总被引:1,自引:0,他引:1
Denmark has committed itself to the European 2010 target to halt the loss of biodiversity. Currently, Denmark is in the process
of designating larger areas as national parks, and 7 areas (of a possible 32 larger nature areas) have been selected for pilot
projects to test the feasibility of establishing national parks. In this article, we first evaluate the effectiveness of the
a priori network of national parks proposed through expert and political consensus versus a network chosen specifically for
biodiversity through quantitative analysis. Second, we analyze the potential synergy between preserving biodiversity in terms
of species representation and recreational values in selecting a network of national parks. We use the actual distribution
of 973 species within these 32 areas and 4 quantitative measures of recreational value. Our results show that the 7 pilot
project areas are not significantly more effective in representing species than expected by chance and that considerably more
efficient networks can be selected. Moreover, it is possible to select more-effective networks of areas that combine high
representation of species with high ranking in terms of recreational values. Therefore, our findings suggest possible synergies
between outdoor recreation and biodiversity conservation when selecting networks of national parks. Overall, this Danish case
illustrates that data-driven analysis can not only provide valuable information to guide the decision-making process of designating
national parks, but it can also be a means to identify solutions that simultaneously fulfill several goals (biodiversity preservation

The concern of this paper is with the spatial consequences of development in a given rural setting and the way in which physical planning fits into the revival of a dying rural area, particularly in Third World Countries. It is based on experience derived from Dekinal in Benue State, Nigeria and endeavours to define a rural area by briefly discussing its characteristics and highlighting its problems. The debate over snowmobiling and other types of motorized recreation in US national parks signals the need for a better understanding of the meanings of these experiences. The fundamental issue facing many parks is whether snowmobiling is an appropriate activity. The matter of appropriateness is anchored in two questions: (1) Does snowmobiling in national parks cause unacceptable biophysical and social impacts? (2) Are snowmobiling experiences consistent with the fundamental purposes of national parks? This article particularly addresses the appropriateness issue and presents the findings of an interpretive study of the meanings of snowmobiling experiences in Yellowstone National Park (YNP). Sixty-five semistructured interviews were conducted with winter visitors who used snowmobiles in the park during the winter season of 1999. Overall, the study findings reveal that visitors on snowmobiles view YNP as a place to experience its wildland attributes, such as natural scenery, geothermal features, and, especially, wildlife. Snowmobiling is perceived as a mode of transportation rather than the experience in and of itself. The results challenge the popular image of snowmobiles as thrill-craft and snowmobilers as thrill-seekers. The study demonstrates that snowmobiling in YNP affords highly meaningful recreational experiences, grounded in appreciating the park’s unique natural features and attributes. 相似文献

Local inhabitants' perceptions, preferences, and reactions were investigated in Vikos-Aoos National Park, 25 years after its
designation. Knowledge of aims of the park and source of information about them, necessity for infrastructure, reactions to
certain policies, and effectiveness of administration and management scheme were studied by means of a questionnaire survey.
Personal interviews were performed by systematic sampling, which resulted in 203 cases for analysis. Most respondents said
that they had knowledge of the aims of the national park, and this was positively associated with education; protection of
flora and fauna was identified by most as the main aim, and the management authority (the Forest Service) ranked first in
order as source of information. Tourism development of the area was seen as a positive change, and recreation facilities and
improvement in accessibility were considered of high priority for development. The investigation into peoples' reactions to
several possible alternative management policies revealed willingness to accept certain restrictions on their agricultural
use of the land. A policy of nonintensive agriculture with compensation for loss of income, if the ecosystems of the park
were in danger, seems the most acceptable. Long-term leasing of farms by the Forest Service was another policy with a high
degree of acceptance, especially for certain occupational groups; those working in the secondary and tertiary sectors of economy
would accept such a policy more easily than those working in the primary sector. Finally, a very large majority of the respondents
expressed a preference for a new administration and management scheme with the participation of local communities in the decision-making

Agenda 21 requires that countries adopt ‘national sustainable development strategies’ (NSDS), and this has been emphasized in several international commitments. Ghana has contributed to the methodology for peer review of such national strategies, as well as to guidelines designed by OECD and the United Nations for the NSDS process. Ghana has also adopted mechanisms to manage its own development planning in a sustainable manner. This article highlights various types of frameworks for sustainable development currently operating in Ghana, and considers to what extent they conform to NSDS principles. The article concludes that Ghana has made progress in several ways, but faces some of the same challenges as other countries in adhering to sustainability principles. The article offers recommendations as to how Ghana can achieve sustainable development. The article is an independent assessment by the author, who has also formulated most of the recommendations, except where otherwise indicated. 相似文献

In Europe, sustainable development (SD) is pursued with not one but two overarching strategies, i.e., the so-called Lisbon and SD strategies. While the Lisbon Strategy is a genuinely European response to global economic and social pressures, SD strategies are national efforts corresponding with international (mainly United Nations) guidance to better coordinate and integrate economic, social and, in particular, environmental policies. The present paper explores the vertical coordination and coherence of the two pan-European strategies. After reviewing the international background of SD strategies and the EU origins of the Lisbon strategy, the paper characterizes and compares the governance architectures of the two strategies. With a solid background on how vertical policy integration functions in the two processes, the paper then shows how this affects the coherence of respective strategy structures and monitoring indicators. Based on an extensive empirical stocktaking study of the objectives and indicators in Lisbon and SD strategies across Europe it is shown that, despite the stronger European coordination through the Open Method of Coordination, the Lisbon process entailed only slightly more coherent national strategies than international guidance did in the context of SD strategies. Thus, the paper concludes that the influence international organizations such as the UN and the OECD have on national policy-making must not be underestimated. 相似文献

While park-people conflicts have received worldwide attention, the extent of illegal resource extraction and the relationship with communities’ livelihoods has gained little attention in the literature. Thus this paper investigates the impact of socio-economic factors involved in illegal fuel wood and fodder extraction at Bardia National Park in Nepal. Household questionnaires, key-informant interviews and focus groups were conducted to identify different plant species used by households and explore the causes and mode of resource extraction in three buffer zone villages in the park. Altogether 50 different plants were identified by villagers that were used regularly for different livelihood purposes. Almost half of the respondents met their needs by illegally and regularly extracting resources from the park. Incentive schemes in the form of development projects were important but not sufficient in meeting the basic needs of households’ especially for such daily items such as fuel wood and fodder. The results described in this paper showed that proximity and access to resources either in the national park, the buffer zone community forest or the government forest, and impact on the livelihoods significantly influenced the likelihood of illegal resource extraction activities. Villages that differed in terms of their location to the resource base, the provision of alternative resources and influence of these on their livelihoods showed significant differences in terms of their patterns of resource extraction and use of these resources. As resource use options, resource interest, and resource extraction patterns were different between villages and dependent on circumstances specific to villages, site-specific management strategies were necessary and more influential than the enforcement of ‘one-size fits all’ policies. At the new Marais des Cygnes National Wildlife Refuge in Linn County, Kansas, and Bates County, Missouri, USA, we evaluated
long-lived contaminants before acquisition of the land for the refuge. We sampled sediments at 16 locations and fish at seven
locations. The samples were analyzed for metals and for chlorinated hydrocarbon compounds. Selected sediment samples also
were analyzed for aliphatic hydrocarbons. Arsenic concentrations in sediment samples from six locations were elevated compared
to US norms, but arsenic was not detected in any fish composite. Mercury concentrations in largemouth bass from two locations
were comparable to the 85th percentile concentrations in nationwide fish collections. Most sediment concentrations of other
metals were unlikely to have detrimental effects on biota. No chlorinated hydrocarbons were detected in any sediment sample.
Chlordane compound concentrations in fish composites from two sites at the eastern end of the sampling area were 0.127 and
0.228 μg/g wet weight, respectively, which are high enough to cause concern. Most aliphatic hydrocarbons detected were found
at low concentrations and probably were natural in origin. We concluded that there are no serious contaminants concerns within
the project area, but past use of arsenical pesticides may mean a legacy of elevated soil arsenic levels in parts of the area
and some use of banned pesticides such as chlordane and DDT likely is still occurring near the refuge. 相似文献

The active management of air-filled cave systems is virtually non-existent within the karst landscape of west-central Florida. As in every karst landscape, caves are important because they contain a wide variety of resources (e.g., biota, speleothems) and can act as direct connections between surface and subsurface hydrological processes, potentially exacerbating the pollution of groundwater. Before sound management policies can be drafted, implemented, and enforced, stakeholders must first have knowledge of the management requirements of each cave. However, there is an informational disconnect between researchers, stakeholders, and the recreational caving community. Here, we present a cave inventory system that simplifies the dissemination of resource knowledge to stakeholders so that cave management and protection policies can be drafted and implemented at the state and local level. We inventoried 36 caves in west-central Florida, located on both public and private land, and analyzed cave resource data to provide insights on cave sensitivity and disturbance using two standardized indices. The data revealed that both public and private caves exhibit a wide range of sensitivity and disturbance, and before management strategies can be drafted, the ownership of each cave must be considered. Our inventory geodatabase serves as a link between researchers, landowners, and the public. To ensure the conservation and protection of caves, support from county or state government, combined with cave inventory data, is crucial in developing sound management policy. 相似文献

The study presented in this article used a combination of key informant interviews and a review and synthesis of existing country level literature to identify the major sources of land tenure insecurity in six Southern African countries: Botswana, Lesotho, Malawi, Mozambique, South Africa, and Zambia. Findings reveal that the main causes of land tenure insecurity experienced in Southern Africa include lack of land rights of minority groups, unclear or overlapping land rights, overcrowding, land alienation into leasehold, insecurity of farm workers and farm labour tenants, inappropriate and exploitative administrative practices, land encroachment and illegal settlers and limited women's land rights. The article presents a summary of land tenure security related initiatives that the study countries have or are in the process of adopting. Analysis of these initiatives shows that tenure reforms have focused on changing the law and rules but little has been done to translate new laws into implementable programs; capacity building; prioritization of resources to support tenure reform; provision of complementary policies and incentives; addressing HIV/AIDS‐land tenure related problems; and monitoring and evaluation. The paper contends that these policy issues should be addressed in order to ensure realization of land tenure security for all. 相似文献

Agricultural conservation easements (ACEs) involve the significant expenditure of public funds through either tax benefits and/or direct public expenditures. The selection of agricultural parcels for conservation should, therefore, maximise net public benefits to the extent possible within financial constraints and the need for agricultural viability to maintain working landscapes. Some programmes select agricultural parcels for conservation easements based only on agricultural viability and/or land cost, however, without explicit consideration of the many other public benefits often associated with ACEs. This paper illustrates application of a method for increasing the public benefits of agricultural conservation easements through a case study in the northern San Joaquin Valley of California. The method is a strategic planning process that incorporates both a GIS-based quantitative assessment and a more qualitative assessment. Such an approach is a supplement to – rather than a substitute for – the more science-based Landscape Evaluation and Site Evaluation (LESA) approach developed by the US Soil Conservation Service (SCS) and cost-minimisation approaches that emphasise economic considerations. However, we show that public land use planning and regulatory policies are essential for agricultural conservation. Acquisition strategies in isolation will not be successful without complementary public regulatory policies. 相似文献

The Korea National Cleaner Production Center (KNCPC) affiliated to the Korea Institute of Industrial Technology (KITECH) has started a 15 year, 3-phase EIP master plan with the support of Ministry of Commerce, Industry, and Energy (MOCIE). A total of 6 industrial parks, including industrial parks in Ulsan city, known as the industrial capital of South Korea, are planning projects to find the feasibility of shifting existing industrial parks to eco-industrial parks. The basic survey shows that Ulsan industrial complex has been continuously evolving from conventional industrial complexes to eco-industrial parks by spontaneous industrial symbiosis. This paper describes the Korean national policies and the developmental activities of this vision to drive the global trend of innovation for converting the existing industrial parks to eco-industrial parks through inter-industry waste, energy, and material exchange in Ulsan Industrial complexes. In addition, the primary and supportive components of the Ulsan EIP pilot project, which will be implemented for 5 years is elaborated with its schedules and economic benefits. 相似文献
