IntroductionExpectations from external stakeholders for eco-safe products and production processes and internal stakeholders for transparent, stable, and robust environment, safety, and health operations have driven high technology organizations to adopt multipart management systems. Organizations can protect workers and the environment and simultaneously contribute to lean management principles by implementing integrated management systems. This research adds to the existing discourse and theory pertaining to the integration of environment, safety, and health management systems. Methods: The research was exploratory and inductive in nature and used mixed methods. Specifically, qualitative methods included use of an iterated Delphi method to elicit information from a panel of experts and detailed case studies conducted at four high technology performance manufacturing firms, while quantitative analysis of variance of correlated data investigated the within-firm and between-firm variability in motivating factors for adopting integrated systems and methods used for implementing integrated systems. Results: The results offer an integrated-lean management system framework and the strategies available and used by a sample of high technology performance organizations to simultaneously protect workers, the environment, and support lean enterprise outcomes. Practical applications: Organizations can protect workers, the environment, and simultaneously contribute to lean management principles by implementing integrated management systems requiring joint management that allow for the shared design, evaluation, and continuous improvement of environmental, safety, and health practices that are compatible with the lean enterprise movement in today’s high-performance driven organizations.  相似文献

Do employee judgments of their organization's corporate social responsibility (CSR) programs relate to CSR‐specific performance and in‐role job performance? Can middle managers influence the formation of such judgments and what factors might moderate such cascading influences? To answer these yet unaddressed questions, we conduct three studies. Study 1 takes an organizational justice perspective and tests our baseline model. Results show that employees' CSR judgments trigger their affective commitment and performance on extra‐role CSR‐specific behaviors; however, extra‐role CSR‐specific performance is unrelated to in‐role job performance. Study 2 replicates Study 1's findings while, in addition, applies a social information processing approach and offers novel insights by demonstrating the cascading effects of managers' CSR judgments on employee CSR judgments. Investments made in CSR programs in order to improve employee judgments and behaviors may be unsuccessful if employees' CSR judgments are based on social information that remains unchanged. In addition to replicating the findings from studies 1 and 2, study 3 draws from middle management involvement and leadership theories to show that leadership styles and managers' involvement in implementing deliberate strategy can strengthen or weaken these cascading effects. INTRODUCTION: This paper describes a web-based system for monitoring and assessing construction safety and health performance, entitled the Construction Safety and Health Monitoring (CSHM) system. METHOD: The design and development of CSHM is an integration of internet and database systems, with the intent to create a total automated safety and health management tool. A list of safety and health performance parameters was devised for the management of safety and health in construction. A conceptual framework of the four key components of CSHM is presented: (a) Web-based Interface (templates); (b) Knowledge Base; (c) Output Data; and (d) Benchmark Group. RESULTS: The combined effect of these components results in a system that enables speedy performance assessment of safety and health activities on construction sites. With the CSHM's built-in functions, important management decisions can theoretically be made and corrective actions can be taken before potential hazards turn into fatal or injurious occupational accidents. IMPACT ON INDUSTRY: As such, the CSHM system will accelerate the monitoring and assessing of performance safety and health management tasks.  相似文献

Introduction: Compared to other types of occupational training, safety training suffers from several unique challenges that potentially impair the engagement of learners and their subsequent application or “transfer” of knowledge and skills upon returning to the job. However, existing research on safety training tends to focus on specific factors in isolation, such as design features and social support. The aim of this research is to develop an overarching theoretical framework that integrates factors contributing to training engagement and transfer. Method: We conducted a comprehensive qualitative review of safety training research that was published between 2010 and 2020. We searched Web of Science, Scopus, and Google Scholar, yielding 147 articles, and 38 were included. We content analyzed article summaries to arrive at core themes and combined them with contemporary models of general occupational training to develop a rich model of safety training engagement and transfer. Results: We propose that training engagement is a combination of pre-training factors such as individual, organizational, and contextual factors, that interact with design and delivery factors. Safety training engagement is conceptualized as a three-component psychological state: affective, cognitive, and behavioral. Organizations should prioritize pre-training readiness modules to address existing attitudes and beliefs, optimize the safety training transfer climate, and critically reflect on their strategy to design and deliver safety training so that engagement is maximized. Conclusions: There are practical factors that organizations can use before training (e.g., tailoring training to employees’ characteristics), during training (e.g., ensuring trainer credibility and use of adult learning principles), and after training (e.g., integrating learned concepts into systems). Practical Applications: For safety training to ‘stick,’ workers should be affectively, cognitively, and behaviorally engaged in learning, which will result in new knowledge and skills, improvements in attitudes, and new safety behaviors in the workplace. To enable engagement, practitioners must apply adult learning principles, make the training relevant, and tailor the training to the job and individual needs. After training, ensure concepts are embedded and aligned with existing systems and routines to promote transfer.  相似文献

Among road users, pedestrians are those whose continued trajectory is the less constrained by the environment and by the regulation rules. Consequently, the choice of where, when and how to cross roads are more or less conforming with the awaited behavior. Proceeding with an experimental approach, from observations of pedestrian crossings to the modeling of the decision-making process, a categorization of both environments and of pedestrian behavior is proposed.  相似文献

The education of safety professionals shows a high variety in their level of approved qualifications, ranging from a technician level up to university master courses, and more recently, doctoral programs. In European countries, it seems that there are some differences in what regards the characteristics of the courses. These may be due to national particularities and legal issues, but also to the nature of the institutions and people ‘behind’ the courses.This paper presents the results of a survey carried out in the scope of an European research project and it aims to provide a basic understanding of the range and diversity of the OHS post-graduation courses. With an estimated average answer rate of 50%, the survey has only included courses with more than 120 teaching hours, from a post-graduation level, and with complete programs. Results are presented for 90 courses, from 18 countries, mainly (84.4%) from universities.It is possible to highlight the fact that, as expected, the majority of the courses (59%) are Masters (or equivalent), and are organised primarily by Engineering, Applied Sciences and Management schools/faculties, which together accounted for nearly 65% of the courses. In what regards the adopted quality systems reported by respondents, there is a predominance (65.8%) of the use of “internal” tools, such as the students and teachers evaluations and internal audits.One of the main conclusions is that there is a large variability amongst the analysed courses. However, it should be emphasised that these results are not representative of the situation all around Europe, as it was not possible to obtain information from all OHS courses. Considering the identified differences within all the European countries, the harmonisation of post-graduation courses on OHS, if it is to occur, has a long way to go.  相似文献

Despite, the overwhelming amount of currently available safety management systems (and accompanying tools) accidents with hazardous substances still occur every now and then in the process industries.In this paper a large number of recently occurred accidents in the process industries are analysed showing that reoccurring disruptions during daily operation were present in the causal path of these accidents. The reoccurring disruptions can be seen as pre-warning signals. Their existence forms a gap with the common proactive safety indicators. This gap exists of information, already present and available in daily operation, of which it is UNKNOWN (to the local assessor) that it may lead to unsafe situations/accidents, e.g. maintenance backlogs, quality reports, etc.It is argued that these reoccurring events should be considered to be included in the safety indicators after assessment by an extended body of knowledge, because these events seem to become increasingly important regarding the prevention of accidents that still occur nowadays.  相似文献

Research conducted on organisations that are able to sustain excellent safety records over long time periods suggests that there are a number of practices that organisations can adopt to achieve high levels of reliability and safety. These practices are often discussed in the context of major incidents to highlight the safety standards that high hazard organisations should try to emulate. However, previous research has predominantly focused on non-profit organisations, and comparatively little research has examined whether high reliability practices may be meaningfully applied to commercial contexts. This paper addresses this gap by using a qualitative approach to explore the types of reliability-enhancing practices implemented in a UK-based oil refinery in its attempt to achieve its ethos of ‘safe and reliable operations’. The findings illustrate the successful application of reliability-enhancing practices in several domains, including: hazard identification and control; emergency preparedness and collection; and analysis of incidents and near misses. Management commitment to safety emerged as an important factor underpinning the successful implementation of reliability-enhancing practices, highlighting its potential significance in the context of commercial organisations. However, promoting an open reporting culture and maintaining high levels of management visibility may be some of the challenges encountered by organisations striving to implement reliability-enhancing practices.  相似文献

Near misses are well-known for providing a major source of useful information for safety management. They are more frequent events than accidents and their causes may potentially result in an accident under slightly different circumstances. Despite the importance of this type of feedback, there is little knowledge on the characteristics of near misses, and on the use of this information in safety management. This article proposes guidelines for identifying, analyzing and disseminating information on near misses in construction sites. In particular, it is proposed that near misses be analyzed based on four categories: (a) whether or not it was possible to track down the event; (b) the nature of each event, in terms of its physical features (e.g. falling objects); (c) whether they provided positive or negative feedback for the safety management system; and (d) risk, based on the probability and severity associated with each event. The guidelines were devised and tested while a safety management system was being developed in a healthcare building project. The monitoring of near misses was part of a safety performance measurement system. Among the main results, a dramatic increase in both the number and quality of reports stands out after the workforce was systematically encouraged to report. While in the first 4 months of the study – when the workforce was not encouraged to report – there were just 12 reports, during the subsequent 4 months – when the workforce was so encouraged – there were 110 reports, all of them being analyzed based on the four analytical categories proposed.  相似文献

Problem: The rollover crash is a serious crash type that often causes higher injury severities. Moreover, factors that contribute to the injury severities of rollover crashes may show instabilities in different vehicle types and time periods, which requires further investigations. This study utilizes the rollover crash data in North Carolina from Highway Safety Information System (HSIS) to study the effect instabilities of factors in vehicle type and time periods in rollover crashes. Methods: The injury severities of drivers are estimated using the random parameters logit (RPL) model with heterogeneity in means and variances. Available factors in HSIS have been categorized into three groups, which are drivers, road, and environment, respectively. This study also justifies the segmentations through transferability tests. The effects of identified significant factors are evaluated using marginal effects. Results: Factors such as FWP (farm, wood, and pasture areas), unhealthy physical condition, impaired physical condition, road adverse, and so forth have shown instabilities in marginal effects among vehicle types and time periods. Practical Applications: The finding of this research could provide important references for policy makers and automobile manufactures to help mitigate the injury severity of rollover crashes.  相似文献

Objective: This study aims to investigate the contributing factors to secondary collisions and the effects of secondary collisions on injury severity levels. Manhattan, which is the most densely populated urban area of New York City, is used as a case study. In Manhattan, about 7.5% of crash events become involved with secondary collisions and as high as 9.3% of those secondary collisions lead to incapacitating and fatal injuries.

Methods: Structural equation models (SEMs) are proposed to jointly model the presence of secondary collisions and injury severity levels and adjust for the endogeneity effects. The structural relationship among secondary collisions, injury severity, and contributing factors such as speeding, alcohol, fatigue, brake defects, limited view, and rain are fully explored using SEMs. In addition, to assess the temporal effects, we use time as a moderator in the proposed SEM framework.

Results: Due to its better performance compared with other models, the SEM with no constraint is used to investigate the contributing factors to secondary collisions. Thirteen explanatory variables are found to contribute to the presence of secondary collisions, including alcohol, drugs, inattention, inexperience, sleep, control disregarded, speeding, fatigue, defective brakes, pedestrian involved, defective pavement, limited view, and rain. Regarding the temporal effects, results indicate that it is more likely to sustain secondary collisions and severe injuries at night.

Conclusions: This study fully investigates the contributing factors to secondary collisions and estimates the safety effects of secondary collisions after adjusting for the endogeneity effects and shows the advantage of using SEMs in exploring the structural relationship between risk factors and safety indicators. Understanding the causes and impacts of secondary collisions can help transportation agencies and automobile manufacturers develop effective injury prevention countermeasures.  相似文献

Introduction: Railroad grade crossings (RRGCs) have emerged as critical transportation infrastructures from the point of safety and operational aspects because two modes of transportation intermingle at the intersecting zone; the understanding of safety and traffic operation at RRGC is of prime concern while planning and designing this transportation facility. Method: In this context, this work tries to comprehend RRGC performance-related parameters from published literature and figure out critical gaps. An international synthesis on the identified potential parameters influencing the RRGC performance (i.e., safety, driver behavior, and operational impact) was carried out by critically reviewing the articles published worldwide. Furthermore, key findings, used variables, analysis methods, research gaps, and recommendations were studied. Results: The review revealed that many researchers had explored the driver behavior and safety aspect based on past crash data and violations prevailing at RRGC. However, little research has been done to evaluate the effect of highways' operational characteristics on the performance of RRGC. Moreover, limited investigation has been carried out to understand the dilemma of drivers and the proactive safety evaluation of pedestrians and non-motorized vehicles at RRGC. A total of seven critical research gaps concerning parameters are recognized, facilitating a clear agenda for further research pertaining to RRGC performance.  相似文献

The hybrid mixture of combustible dusts and flammable gases/vapours widely exist in various industries, including mining, petrochemical, metallurgical, textile and pharmaceutical. It may pose a higher explosion risk than gas/vapor or dust/mist explosions since the hybrid explosions can still be initiated even though both the gas and the dust concentration are lower than their lower explosion limit (LEL) values. Understanding the explosion threat of hybrid mixtures not only contributes to the inherent safety and sustainability of industrial process design, but promotes the efficiency of loss prevention and mitigation. To date, however, there is no test standard with reliable explosion criteria available to determine the safety parameters of all types of hybrid mixture explosions, nor the flame propagation and quenching mechanism or theoretical explanation behind these parameters. This review presents a state-of-the-art overview of the comprehensive understanding of hybrid mixture explosions mainly in an experimental study level; thereby, the main limitations and challenges to be faced are explored. The discussed main contents include the experimental measurement for the safety parameters of hybrid mixtures (i.e., explosion sensitivity and severity parameters) via typical test apparatuses, explosion regime and criterion of hybrid mixtures, the detailed flame propagation/quenching characteristics behind the explosion severities/sensitivities of hybrid mixtures. This work aims to summarize the essential basics of experimental studies, and to provide the perspectives based on the current research gaps to understand the explosion hazards of hybrid mixtures in-depth.  相似文献

The recovery effectiveness for oil spills in ice conditions depends on a complex system and has not been studied in depth, especially not from a system risk control perspective. This paper aims to identify the critical aspects in the oil spill system to enable effective oil spill recovery. First, a method is developed to identify critical elements in a Bayesian Network model, based on an uncertainty-based risk perspective. The method accounts for sensitivity and the strength of evidence, which are assessed for the different Bayesian Network model features. Then, a Bayesian Network model for the mechanical oil spill recovery system is developed for the Finnish oil spill response fleet, contextualized for representative collision accident scenarios. This model combines information about representative sea ice conditions, ship-ship collisions and their associated oil outflow, the oil dispersion and spreading in the ice conditions, and the oil spill response and recovery of the fleet. Finally, the critical factors are identified by applying the proposed method to the developed oil spill response system model. The identified most critical system factors relates collision aspect: Forcing Representative Scenario, Representative Accident Location, Impact Speed, Impact Location, Impact Angle and response aspect: Response Vessel Operability.  相似文献

Introduction: Pedestrian fatalities in the United States increased 45.5% between 2009 and 2017. More than 85% of those additional pedestrian fatalities occurred at night. Method: We examine Fatality Analysis Reporting System (FARS) data for fatal pedestrian crashes that occurred in the dark between 2002 and 2017. Within-variable and before/after examinations of crashes in terms of infrastructure, user, vehicle, and situational characteristics are performed with one-way analysis of variance (ANOVA) and two-sample t-tests. We model changes in crash characteristic proportions between 2002–2009 and 2010–2017 using linear regressions and test for autocorrelation with Breusch-Godfrey tests. Results: The increase in fatal nighttime pedestrian crashes is most strongly correlated with infrastructure factors: non-intersection unmarked locations (saw 80.8% of additional fatalities); 40–45 mph roads (54.6%); five-lane roads (40.7%); urban (99.7%); and arterials (81.1%). In addition, SUVs were involved in 39.7% of additional fatalities, overrepresenting their share of the fleet. Increased pedestrian alcohol and drug involvement warrant further investigation. The age of pedestrians killed increased more (18.1%) than the national average (3.2%). Conclusions: By identifying factors related to the increase in nighttime pedestrian fatalities, this work constitutes a vital first step in making our streets safer for pedestrians. Practical Applications: More research is needed to understand the efficacy of different solutions, but this paper provides guidance for such future research. Engineering solutions such as road diets or traffic calming may be used to improve identified infrastructure issues by reducing vehicle speeds and road widths. Rethinking vehicle design, especially high front profiles, may improve vehicle issues. However, the problems giving rise to these pedestrian fatalities are likely a result of not only engineering issues but also interrelated social and political factors. Solutions may be correspondingly comprehensive, employing non-linear, systems-based approaches such as Safe Systems.  相似文献

The study focuses on individual and standard visual display unit (VDU) workplaces with respect to performance and muscular load. Three different work settings were realized: The workplace was either adjusted to individual preferences or to the European standard. The third condition mirrored exactly the individual setting, however participants were told that it was set according to another standard. Dependent variables were visual performance in a search task, the rated muscular load, and individual preferences. Results show that both individual work settings yielded a superior performance as compared to the standard. However, performance and muscular comfort improved when participants knew they had adjusted the workplace. Apparently, VDU users follow a intuitive rationale adjusting their work setting minimizing muscular load and optimizing performance.  相似文献
