This paper introduces the problems of a market-driven waste management strategy in the UK and the momentum towards developing markets for recycled materials. It focuses on the demand side barriers and principally the need for market stimulation in the end uses for recyclables. The important role, which small- and medium-sized manufacturing enterprises (SMEs) have to play in developing existing markets for recyclate, is discussed. SMEs also have the potential to contribute to the radical new approach of identifying and developing a broad range of new, more diverse and higher value uses for recyclate. If these enterprises are to be engaged effectively then regional action is essential. The paper then reports on research work focusing on SMEs that has taken place as a component of the CWMRE (Creating Welsh Markets for REcyclate) market development initiative in Wales. As a foundation for this, a series of semi-structured interviews with SMEs has been conducted with those operating in sectors that are known to have the potential to provide novel applications for secondary materials or to have the potential for material displacement. Some of the barriers and corresponding needs within the case study companies involved are discussed. The implications of these findings for a regional market development programme are considered and in particular how these case studies support the need to engage SMEs in the use of secondary materials.  相似文献

Municipal waste arisings continued to increase during the 1970s in all the industrialized economies. Currently, in the midst of a severe international economic recession, the continuing escalation in the costs of waste disposal poses significant problems for municipal authorities. With the data constraints firmly in mind, this paper estimates the secondary materials supply potential of the municipal waste stream. The calculations suggest that a significant supply potential remains to be utilized despite ‘respectable’ overall recycling rates in most industrial economies. Resource recovery options can be divided into ‘low technology’ source separation schemes and ‘high technology’ mechanical separation schemes. The authors concentrate on the former option and appraise (on the basis of social cost-benefit analysis) a number of schemes that have operated in both Europe and North America.  相似文献

All municipal solid waste (MSW) management systems—even “high quality systems” or those employing “best practices”—face multiple challenges, e.g., decreasing prices of secondary raw materials recovered by municipalities, increasing complexity of waste composition, technological lock-ins. Policy-making involves translating these challenges into goals that are generic in nature and implementing them on MSW fractions thanks to tailor-made policy tools, e.g., anticipated disposal fees. Anticipating the impacts of policies can provide valuable insights into the adequacy of policy tools with respect to economic, political, and social contexts of MSW. The goal of this paper is to construct consistent, future scenarios of Swiss waste glass-packaging disposal based on literature and stakeholder knowledge, including the allocation of waste to different disposal routes. These scenarios are future states to which the current system could transit to due to alternative policies in line with waste policy goals and varying societal constraints (e.g., commodity prices). Results of scenario construction show that policy has a limited effect on waste glass-packaging disposal because of economic constraints, preventing goals from consistently being achieved. For instance, increases in energy prices can impede a policy favoring recycling over downcycling to foam glass, an energy-saving product. The procedure applied to construct possible scenarios suits well the ambition of considering uncertain future developments affecting MSW management as it integrates qualitative and quantitative knowledge of various sources and disciplines.  相似文献

The effectiveness of recycling depends upon efficient functioning of secondary material markets. This paper focus on the role that price volatility can play in slowing investment and market development. However, a statistical analysis of the relative volatility of secondary and primary material prices does not confirm the widely-held belief that relative price volatility is higher in secondary than in primary materials, at least at national levels.An econometric estimation of the determinants of plastic recovery volumes in Seattle contributes to the literature in four ways: the use of monthly (as opposed to annual) data; the use of local (as opposed to national) data; the use of an explanatory variable to reflect price volatility; and, the focus on plastics, which have not been examined previously. Some tentative conclusions can be made: the results generally support the principal hypothesis that price volatility has a negative effect on recovery of secondary materials; in addition, and consistent with previous studies, price elasticities are low and insignificant; and finally, policy factors are clearly important. The concluding section treats the economic and policy implications of market inefficiency in secondary material markets.  相似文献

This paper highlights an innovative model of waste management combined with poverty reduction, which has been developed by the organisation Waste for Life (wasteforlife.org) - a network of academics, students, practitioners and on the ground cooperative partners in low income communities. The Waste for Life teams work with local cooperatives to create waste-based composites, which may be sold in local markets, thereby creating an income stream. The application of this model to the context of cartoneros (waste picker) cooperatives in Buenos Aires, Argentina, reveals that viable products can be made from paper and plastic waste, with low-impact material preparation that circumvents the need for chemically intensive, polluting and mechanically degrading procedures, preserving recycled fibre integrity. Tests on material samples indicate mechanical properties comparable to products made with more complex processing. The production model is based on the philosophy that not only the waste materials, but also the production equipment should be locally sourced and manufactured and products created to suit local markets. A simple reproducible model has been developed for the local manufacture of composites from waste, which can provide an income source for waste pickers as well as providing an innovative waste management solution.  相似文献

Local authorities in the UK have been set challenging new targets for recycling household waste for 2003/4. This means many of them are urgently trying to determine which parameters in kerbside schemes are most important for increasing recycling rates. In this work information from previous kerbside schemes was used to plan significant improvements in an existing scheme in Horsham District, UK, and a trial was conducted using 1000 homes including a control group. It used fortnightly collection of residual waste with sets of recyclables collected on alternate weeks. The new scheme resulted in improvements of participation rates from 72 to 84%, and set-out rates from 45 to 59% (falling to 76 and 50% respectively, some months later). Details on participation and set-out for different groups of materials are given, as well as levels of excess waste and participation in the collection of garden waste.  相似文献

Post-consumer plastic packaging waste (PPW) can be collected for recycling via source separation or post-separation. In source separation, households separate plastics from other waste before collection, whereas in post-separation waste is separated at a treatment centre after collection. There are also two collection schemes, either curb side or via drop-off locations. These different schemes have impact on total costs of collection at the municipal level. It can also influence the facility choices and network design. Therefore, a method which can compare costs of various collection schemes is needed.A comprehensive cost model was developed to compare costs of municipal collection schemes of PPW. The ‘municipal waste collection cost model’ is based on variables including fixed and variable costs per vehicle, personnel cost, container or bag costs as well as on emission costs (using imaginary carbon taxes). The model can be used for decision support when strategic changes to the collection scheme of municipalities are considered. The model takes into account the characteristics of municipalities, including urbanization degree and taxation schemes for household waste management.The model was applied to the Dutch case of post-consumer plastic packaging waste. Results showed that that in general post-separation collection has the lowest costs and curb side collection in urban municipalities without residual waste collection taxing schemes the highest. These results were supported by the conducted sensitivity analysis, which showed that higher source separation responses are negatively related to curb side collection costs. Greenhouse gas emission costs are a significant part of the total costs when collecting post-consumer plastic packaging waste due to the low density to weight ratio of the materials collect. These costs can amount to 15% of the total collection costs.  相似文献

The financial costs of recycling schemes fail to account for external costs and benefits such as environmental pollution, road congestion and accidents. This paper compares the environmental and social impacts of a kerbside collection scheme for recyclable household waste, with a bring scheme, using lifecycle assessment. Economic valuation is used to assign relative weights to these impacts. A second comparison examines the relative external costs of recycling and landfill disposal of waste. The results show that the kerbside collection scheme has a lower external cost than the bring scheme, but this is of less importance than the benefits to be gained within the manufacturing system by using secondary materials. It is concluded that the combination of lifecycle assessment and economic valuation is an effective means of evaluation to direct the sustainable development of waste management.  相似文献

Without public contributions, recycling from domestic waste would not be possible. In order to support recycling projects it is important to try to understand who recycles, how they recycle, and why they recycle. This paper presents the results of a structured survey of 500 members of the public served by schemes to collect plastics waste for recycling. Data were gathered on the characteristics, behaviours and motivations of recyclers. The authors also sought to discover how the public perceive plastics compared to other materials, and as a recyclable material. Responses were collected in such a way that the awareness of the recyclability of materials could be compared with the recycling behaviour of respondents. An element of comparison was introduced between those served by a system of bottle banks (bring scheme) and those covered by a household collection (collect scheme). The survey results are reported and their implications for the management of post-consumer plastics waste collection schemes are discussed.  相似文献

In policy support of municipal solid waste (MSW) management, life cycle assessment (LCA) can serve to compare the environmental or economic impacts of two or more options for waste processing. The scope of waste management LCAs generally focuses less attention on future developments, e.g., where will recycling take place, and more on the environmental performance of prototypes, e.g., the incineration of all waste compared to recycling. To provide more robust support for Swiss waste glass-packaging disposal, scenarios of Swiss waste glass-packaging are assessed from a life cycle perspective. The scenarios consist in schemes for the disposal of the total amount of Swiss waste glass-packaging, i.e., different combinations of recycling and downcycling in Switzerland or abroad developed in Part I, Meylan et al. (2013). In this article (Part II), the disposal schemes are assessed with respect to eco-efficiency, an indicator that combines total environmental impacts and gross value added in Switzerland. Results show that no policy alternative guarantees environmental impact reductions and gross value added gains under all developments of exogenous constraints. Downcycling to foam glass in Switzerland is not only an environmentally sound disposal option, but it also buffers gross value added losses in case domestic recycling (and thus glass-packaging production in Switzerland) ceases in the future. The substitution of products based on raw materials other than Swiss cullet is the main responsible for change in environmental and economic impacts. Hence, an eco-efficiency maximizing policy should consider the products of disposal schemes. The combination of scenario analysis and eco-efficiency assessment as presented in this paper can be applied to other contexts (i.e., countries, waste fractions).  相似文献

The number of manufactured aircraft has been continuously increasing worldwide because of the high demand for airline transportation. During manufacturing, many advanced materials and devices are used to build various sizes and shapes of aircraft. However, most of these materials and devices require considerable energy and labor to produce, so reusing these at any life stage of the aircraft offers many economic and environmental benefits, and is considered lucrative and environmentally responsible. Several recyclable materials—composites, metals and alloys, wires, wood, paper, plastics, electronics, and avionics—emerge as waste streams during the manufacturing of aircraft. Many aircraft companies have been recycling these materials to remanufacture aircraft parts or other products for more sustainable production. In the present study, we evaluated the recycling efforts of local aircraft companies in Wichita, KS. These efforts were considered in terms of recycling efficiency/rate and environmental benefits. These included cradle-to-gate (CTG) life-cycle inventory analysis of the materials, carbon dioxide emissions, virgin material replacement with recycled materials, and natural resources usage. Our findings show that there exists a significant potential for contributions to sustainability as well as environmental and health benefits in the region from recycling by aircraft manufacturing plants.  相似文献

Traditionally, environmental issues and concerns have been viewed as a constraint to businesses. This has resulted in environmental managers relying heavily on a reactive, compliance-based approach to justify change. Businesses are now recognizing that efficient management in the environmental arena can benefit the entire company and open new opportunities for increased profits. Managers have acknowledged that environmental issues can be integrated into daily business trends and activities. Not only does sound environmental management decrease liability, but also in current markets a “green” image can attract investors and customers. This article shows how one tool that progressive companies are focusing attention on—environmental performance indicators—is being used to convey the current status of environmental issues and improve the management of these issues for the benefit of the company as well as the environment.  相似文献

“Eco-efficiency” is a term that does not yet appear in dictionaries but has already gained considerable force in shaping the environmental policies and practices of leading corporations. The Business Council on Sustainable Development (BCSD) sounded a trumpet call with their 1992 manifesto, “Changing Course.” Due to the credibility of the companies that constitute BCSD's membership—including Dow Chemical, 3M, Northern Telecom, Ciba-Geigy, Volkswagen, Nissan, Mitsubishi, and many others—their message has had a substantial influence on the strategic thinking of company executives around the world, BCSD's concept of eco-efficiency suggests an important link between resource efficiency (which leads to productivity and profitability) and environmental responsibility. Eco-efficiency makes business sense. By eliminating waste and using resources wisely, eco-efficient companies reduce costs and become more competitive. As environmental performance standards become commonplace, eco-efficient companies will be at an advantage for penetrating new markets and increasing their share of existing markets. The continually increasing volume of the waste stream has led to numerous calls for strategies to close the loop on material use through industrial symbiosis strategies which direct used material and products (wastes) back to production processes. By use of a survey of recycling, remanufacturing and waste treatment firms in Texas, this paper asks if these firms can operate as a bridge between production and consumption/waste to efficiently increase the flow of used materials and products back to production processes at the local level. The results suggest that while most materials and used products are collected locally, only some can be re(consumed) locally. Moreover, the firms face negative perceptions about their activities from industry and the public at large that likely slow both the rate of entry of new firms into these markets and the expansion possibilities of existing firms. In addition, the types of conventions that characterize the interactions of more successful firms are not well developed in this sector(s). It is unlikely that recycling, remanufacturing and waste treatment firms can become central players in the production, consumption and waste cycle loop until society develops production design, marketing and consumption philosophies that include recycling and remanufacturing at a fundamental level.  相似文献

Municipal solid waste (MSW) contains materials which could be put to good use, yet it continues to be discarded, which suggests that it contains little or nothing of value under current conditions. This paper discusses the technical reasons for the lack of commercial interest in recovering materials from MSW. After examining the nature of the salvage industry and trends in the use of materials, the paper considers the characteristics of secondary materials, the properties required of them, and the scope for increased salvage activity. Recycling policy, insofar as it exists, tends to be heavily weighted towards price manipulation. However, it is by now fairly well established that the supply of secondary materials is in most cases quite unresponsive to price changes, so that price-based policies are very unlikely to be effective. This view is further borne out by an attempt to consider explicitly the sort of adjustment processes which must necessarily occur in the generally volatile markets for waste materials. It is suggested that price-oriented policies must first influence the expectations of potential suppliers before any response is forthcoming When this is considered along with the evidently small reaction to those expectations, an even more pessimistic conclusion about the suitability of standard measures to encourage recycling is reached.  相似文献

Solid waste disposal is becoming a difficult problem for many states. Since 1960, the amount of municipal solid waste (MSW) has been increasing at a rate of 1% per year. More than 75% of the waste is comprised of recyclable materials. Several states have mandated recycling to decrease the volume of waste intended for disposal. Those mandated programs are very popular, but depend on many political, social, and economic factors for success. While Alabama has the manufacturing infrastructure to support a mandated recycling program, no recycling legislation has been promulgated. At this time recycling is only being done on a voluntary basis. A mandatory program with the proper support, education and funding could allow Alabama to recycle much of the 5.2 million tons of waste that are generated within its borders each year.  相似文献

The proof is rapidly mounting that instream aeration is a technically and economically feasible supplement to secondary treatment of wastes, an alternative to tertiary waste treatment. Some phenomena remain unexplained; and competing technologies, especially those employing molecular oxygen, are being explored vigorously. However, there are convincing arguments in favor of aeration on theoretical grounds, proved technology is available; and the first installations have already been made. While remaining questions are being further investigated, it is time to consider in more detail the broader aspects, as to the institutional, legal, and political hurdles to be overcome before advantage can be taken of the new technology. This paper first summarizes the state-of-the-art as far as technology is concerned; and then outlines the institutional problem.  相似文献
