While risk assessment continues to drive most environmental management decision-making, its methods and assumptions have been
criticized for, among other things, perpetuating environmental injustice. The justice challenges to risk assessment claim
that the process ignores the unique and multiple hazards facing low-income and people of color communities and simultaneously
excludes the local, non-expert knowledge which could help capture these unique hazards from the assessment discourse. This
paper highlights some of these challenges to conventional risk assessment and suggests that traditional models of risk characterization
will continue to ignore the environmental justice challenges until cumulative hazards and local knowledge are meaningfully
brought into the assessment process. We ask whether a shift from risk to exposure assessment might enable environmental managers
to respond to the environmental justice critiques. We review the US EPA's first community-based Cumulative Exposure Project,
piloted in Brooklyn, NY, and highlight to what extent this process addressed the risk assessment critiques raised by environmental
justice advocates. We suggest that a shift from risk to exposure assessment can provide an opportunity for local knowledge
to both improve the technical assessment and its democratic nature and may ultimately allow environmental managers to better
address environmental justice concerns in decision-making. 相似文献

This article presents a review of major empirical research on environmental justice. Forty-two empirical research studies
spanning three decades were evaluated and categorized on the basis of how well they meet reasonable scientific standards.
Twelve of those studies are described and critiqued in detail, and an overview of trends in the literature is presented. The
author concludes that the empirical foundations of environmental justice are so underdeveloped that little can be said with
scientific authority regarding the existence of geographical patterns of disproportionate distributions and their health effects
on minority, low-income, and other disadvantaged communities. If environmental managers and policy-makers do not recognize
the high levels of empirical uncertainty surrounding the issue, they are apt to attribute an empirically unwarranted level
of concreteness to the empirical research findings, thus leading to poorly conceptualized and therefore potentially harmful

In environmental planning and decision processes several alternatives are analyzed in terms of multiple noncommensurate criteria,
and many different stakeholders with conflicting preferences are involved. Based on our experience in real-life applications,
we discuss how multicriteria decision aid (MCDA) methods can be used successfully in such processes. MCDA methods support
these processes by providing a framework for collecting, storing, and processing all relevant information, thus making the
decision process traceable and transparent. It is therefore possible to understand and explain why, under several conflicting
preferences, a particular decision was made. The MCDA framework also makes the requirements for new information explicit,
thus supporting the allocation of resources for the process. 相似文献

Integration of Environmental Assessment into the Regional Development Planning Process of the Galilee 总被引:2,自引:0,他引:2
/ The Galilee region on the northern edge of Israel constitutes more than 15% of the state's territory, supplies more than half of its drinking water needs, and is an important recreational resource and destination for Israelis. One of the main objectives of the plan for the Galilee was to devise a regional physical and economic development strategy for the years 1992-2007 that would arrest the trend of emigration of its residents, attract newly arrived immigrants to the region, and at the same time protect natural resources and environmental quality. This paper is limited to discussion of the environmental aspects of the plan. It analyzes spatial concepts for distribution of projected population growth, evaluates environmental impacts of alternative plans, and proposes a decision-making framework and tools for minimizing natural resources loss from development at the local level. Assessment of potential environmental impacts generated quantitative data of natural resources areas. Application of the data in the plan evaluation stage showed that the alternative that concentrated most of the new development in central Galilee was the second-best choice environmentally, but was preferred as the best choice for overall qualities. The planning study offers an alternative environmental impact assessment (EIA) process to the one presently used in Israel by incorporating environmental considerations at the initial plan-making stage and not at the plan-approval stage. It demonstrated that in order to be effective, environmental assessment and land-use planning should be seen as one effort that is integrated from the start and in each stage of the plan-making process.KEY WORDS: Environmental assessment; Development planning; Galilee 相似文献

In the last decade, Indian shrimp aquaculture production tripled from 30,000 tons (1990) to 102,000 tons (1999). This fast
development, combined with a lack of adequate planning and regulation, caused a number of environmental problems and social
conflicts, including conversion of mangroves, water pollution, and salinization of drinking water wells. Because of the significant
investments made in shrimp culture and the size of the environmental and social impacts, the formulation of a regulatory framework
for shrimp aquaculture has been subject to an intensive debate between the aquaculture and the environmental lobbies. Following
an order from the Supreme Court (1996), the Aquaculture Authority was established and a regulatory and institutional framework
for the shrimp aquaculture sector has been set up. However, implementation of the system is still defective, and there is
an urgent need for improvement. Farmers are increasingly able to prevent the devastating white spot disease in shrimps, and
in the absence of proper planning and regulation, further expansion of shrimp production could result in significant additional
environmental and social costs. The environmental and social management of Indian shrimp farming can be improved through a
mix of policy measures, including strengthening of the license system, more effective enforcement of regulations, the use
of economic incentives, and increased monitoring of environmental and social impacts. 相似文献

/ The search for sustainable development provides the impetus forexamining the role of indigenous institutions and their ecological knowledgein environmental assessment and local sustainability. This paper attempts totrace the evolution of environmental assessment in Ghana. Focusing on theAshanti Region, the paper further discusses the nature and operations ofindigenous institutions, their ecological knowledge, beliefs, practices, andsocial norms that are relevant to environmental assessment process in thecountry. Some of the challenges that emerge from the discussions arehighlighted. There is a need to establish environmental assessment andcooperative management boards that would include representatives ofindigenous institutions. Volunteer Environmental Monitoring and the Role of the Universities: The Case of Citizens' Environment Watch 总被引:1,自引:0,他引:1
Universities can provide a stable home for launching collaborative community research projects. Citizens' Environment Watch
(CEW), an environmental monitoring initiative based at the University of Toronto, has made significant contributions to environmental
education and stewardship in Ontario, Canada. Following dramatic cuts in provincial monitoring programs, citizens and youth
have used chemical parameters and biological indicators to gauge water and air quality, and to identify areas requiring remediation
and pollution prevention efforts. The relationship of Citizens' Environment Watch to government agencies, funders and other
grassroots environmental groups has evolved over the past 5 years as CEW attempts to remain effective without taking on the
investigative and enforcement roles to support the regulatory enforcement that has been largely abandoned by government. We
explore the challenges inherent in developing and maintaining a volunteer organization that carries out rigorous and useful
scientific work and we outline the ability of a university to help overcome these critical challenges. Finally, we present
lessons learned for the benefit of other citizen and youth monitoring projects. 相似文献

Dynamics and Causation of Environmental Equity, Locally Unwanted Land Uses, and Neighborhood Changes

/ Why are some environmental risks distributed disproportionately in the neighborhoods of the minorities and the poor? A hypothesis was proposed in a recent study that market dynamics contributed to the current environmental inequity. That is, locally unwanted land uses (LULUs) make the host communities home to more poor people and people of color. This hypothesis was allegedly supported by a Houston case study, whereby its author analyzed the postsiting changes of the socioeconomic characteristics of the neighborhoods surrounding solid waste facilities. I argue that such an analysis of postsiting changes alone is insufficient to test the causation hypothesis. Instead, I propose a conceptual framework for analysis of environmental equity dynamics and causation. I suggest that the presiting neighborhood dynamics and the characteristics of control neighborhoods be analyzed as the first test for the causation hypothesis. Furthermore, I present theories of neighborhood change and then examine alternative hypotheses that these theories offer for explaining neighborhood changes and for the roles of LULUs in neighborhood changes. These alternative hypotheses should be examined when analyzing the relationship between LULUs and neighborhood changes in a metropolitan area. Using this framework of analysis, I revisited the Houston case. First, I found no evidence that provided support for the hypothesis that the presence of LULUs made the neighborhoods home to more blacks and poor people, contrary to the conclusion made by the previous study. / This paper explores the new politics of western water policy through an examination of the Animas-La Plata water project and implementation of the Endangered Species Act. It is suggested that the focus of western water programming has shifted from the source of distributed funds, the United States Congress, to the agencies originally created to deliver federal benefits because funding for new project construction has not been forthcoming. Under this new system, members of Congress continue to excite their constituents with promises of money for new project starts, while the administrative agencies perform the myriad duties needed to keep these projects alive. The result is that political objectives have replaced operational/management objectives in administrative processes. In this case, the author demonstrates how resource managers in the Bureau of Reclamation manipulated hydrological analysis to control administrative process, why their manipulation was unfair, and perhaps illegal, and why biologists from the US Fish and Wildlife Service accepted the analysis. While ostensibly protecting all interests, the result is that none of the objectives of federal water programming are achieved.
