Summary Biosphere reserves are protected areas of representative environments internationally recognised for their value for conservation and for their ability to provide the scientific knowledge, skills and human values to support sustainable development. Biosphere reserves — as a part of the UNESCO programme Man and the Biosphere (MAB) — make up a world-wide network sharing research information on ecosystem conservation, management and development. They include strictly protected core-areas — representative examples of natural or minimally disturbed ecosystems. Core areas are surrounded by buffer zones in which research, environmental education and training and recreation can take place. Buffer zones are, in turn, surrounded by transition areas, large open areas where the aim is to ensure rational development of the natural resources of the region. At present, twelve biosphere reserves are designated in Germany, covering in all an area of 11,589 km2. The role of biosphere reserves to support sustainable development in Germany and Europe is discussed.Karl-Heinz Erdmann is a geographer and Deputy Secretary General at the Secretariat of the German National Committee for the UNESCO Programme on Man and Biosphere (MAB), Federal Agency for Nature Conservation. Conservation scientists are arguing whether naturalness provides a reasonable imperative for conservation. To clarify this debate and the interpretation of the term natural, I analyze three management strategies – ecosystem preservation, ecosystem restoration, and ecosystem engineering – with respect to the naturalness of their outcomes. This analysis consists in two parts. First, the ambiguous term natural is defined in a variety of ways, including (1) naturalness as that which is part of nature, (2) naturalness as a contrast to artifactuality, (3) naturalness as an historical independence from human actions, and (4) naturalness as possession of certain properties. After that, I analyze the different conceptions with respect to their implications for the three management strategies. The main conclusion is that there exists no single conception of naturalness that could distinguish between the outcomes of the three management methods. Therefore, as long as the outcomes of the different methods are regarded as being of a different value in conservation, we should either abandon the idea of naturalness as the guiding concept in conservation or use the term natural only in the ways that take both its historical and feature dependent meanings into consideration.  相似文献

Detailed analysis of an energy conservation program implemented on a 46 story government building is presented. Conservation was achieved by reduced lighting, changes in building operating hours, thermostat settings of 20C (68F) in the winter and 27C (80F) in the summer, and the elimination of air conditioning reheat. As a result, energy consumption in the summer was reduced by 54 percent. A survey of the occupants' thermal comfort and the insulating value of thei r clothing was taken. In the summer 68 percent were comfortable compared with 80 percent in the winter. The insulating value of the clothing worn by the women was consistently less than that of the men; the difference was largest in the summer. Though the temperatures in the occupied spaces were not as cold or as warm as the thermostat settings, the survey indicates that comfort could be improved if occupants dressed more appropriately for the expected thermal environment of the work place.An energy analysis with a building simulation program (NBSLD) was also undertaken. The simulated energy consumption was within 5 percent of the measured values. Additional large savings may be achieved in this and similar buildings through a reduction in the energy cost of transporting air and chilled and hot water around the building for the environmental control systems.  相似文献

Summary The author considers various moral, social and political issues that have become apparent from the aftermath of the WWF's twenty-fifth Anniversary Celebrations in Assisi, Italy. Scholarly critics such as Wendell Berry, as well as the popular media, frequently refer to problems associated with agriculture as the agricultural crisis or the farm crisis. Despite the identification of a problem or problems as symptomatic of this crisis, scant attention is paid to why the situation is a social crisis as opposed to a problem, tragedy, trend, or simple change in the structure of agriculture. This paper analyzes the use of social crisis as applied to the state of modern agriculture and, by extension, other crises such as those in legitimation and morality. It concludes that, although important social values associated with farming as a way of life may be in danger of being lost, the crisis we may be facing with respect to agriculture is more properly understood as a sociopolitical crisis that has broader implications than simply the loss of farms or traditional farming values. Indeed, what is in danger of being lost is our ability to affect a secure and sustainable political-economic system.  相似文献

Summary Many developed countries in the Western world employ some form of Environmental Impact Assessment (EIA). A number of sophisticated procedures are used for the assessment of the impact of large- scale developments upon the environment. In developing countries there are both large-scale schemes that are often financed by foreign aid, and small-scale projects in which technology is less sophisticated but more appropriate to human needs. Standard EIA procedures are followed for large-scale developments but assessment of the impact of small-scale projects is often ignored.This paper attempts to define appropriate technology and to describe some of the often less apparent adverse effects of such technology upon society and the environment. The need for assessment of small-scale projects is established and the possibility of applying current EIA procedures to such developments is considered. The final paragraphs refer to the advantages and disadvantages of environmental impact assessment of small-scale technology.Dr Pamela M. Goode and Alastair I. Nature quality in relation to farming is a complex field. It involves different traditions and interests, different views of what nature is, and different ways of valuing nature. Furthermore there is a general lack of empirical data on many aspects of nature quality in the farmed landscape. In this paper we discuss nature quality from the perspective of organic farming, which has its own values and goals in relation to nature – the Ecologist View of Nature. This is in contrast to the Culturist View characteristic of much conventional agriculture and the Naturalist View characteristic of the traditional biological approach to nature quality. This threefold distinction forms a framework for exploration of nature quality criteria in the farmed landscape. The traditional work on nature quality has mainly focused on biological interests based on a Naturalist View of Nature. In this paper we will explore how criteria for nature quality based on the Ecologist View can be developed and thereby feed into the ongoing discussion of the development of the organic farming practices. We suggest additional criteria for nature quality based on an Ecologist View of Nature: biodiversity, habitat diversity, extent and structure, functional integrity of habitats and agro-ecosystems, landscape integrity, accessibility, and experientiality. The larger set of Naturalist and Ecologist criteria can provide a wider and more balanced basis for developing nature quality indicators that are relevant in the farmed landscapes. This broader approach to nature quality is also expected to benefit the general societal discussions and decisions on farming and nature.  相似文献

Flood warning systems offer a large potential for reducing human losses and property damage in flood-prone regions. This article illustrates why official organized systems should not be relied on completely in either developing or developed societies. Free market environmentalists believe that the extension of private property rights and market transactions is sufficient to address environmental difficulties. But there is no invisible hand operating in markets that ensures that environmentally sound practices will be employed just because property rights are in private hands. Also, liability laws and the court systems cannot be relied upon to force polluters to internalize the social costs of pollution. Third, market prices do not provide an objective measure of environmental matters. Finally, there is a right to a livable environment that justifies regulations protecting the public from unreasonable environmental risks.  相似文献

Bioassessment is used worldwide to monitor aquatic health but is infrequently used with risk-assessment objectives, such as supporting the development of defensible, numerical water-quality criteria. To this end, we present a generalized approach for detecting potential ecological thresholds using assemblage-level attributes and a multimetric index (Index of Biological Integrity—IBI) as endpoints in response to numerical changes in water quality. To illustrate the approach, we used existing macroinvertebrate and surface-water total phosphorus (TP) datasets from an observed P gradient and a P-dosing experiment in wetlands of the south Florida coastal plain nutrient ecoregion. Ten assemblage attributes were identified as potential metrics using the observational data, and five were validated in the experiment. These five core metrics were subjected individually and as an aggregated Nutrient–IBI to nonparametric changepoint analysis (nCPA) to estimate cumulative probabilities of a threshold response to TP. Threshold responses were evident for all metrics and the IBI, and were repeatable through time. Results from the observed gradient indicated that a threshold was 50% probable between 12.6 and 19.4 g/L TP for individual metrics and 14.8 g/L TP for the IBI. Results from the P-dosing experiment revealed 50% probability of a response between 11.2 and 13.0 g/L TP for the metrics and 12.3 g/L TP for the IBI. Uncertainty analysis indicated a low (typically 5%) probability that an IBI threshold occurred at 10 g/L TP, while there was 95% certainty that the threshold was 17 g/L TP. The weight-of-evidence produced from these analyses implies that a TP concentration > 12–15 g/L is likely to cause degradation of macroinvertebrate assemblage structure and function, a reflection of biological integrity, in the study area. This finding may assist in the development of a numerical water-quality criterion for TP in this ecoregion, and illustrates the utility of bioassessment to environmental decision-making.  相似文献

The Environmental Impact Statement (EIS) attempts to portray the current character of a given ecosystem. This provides a Baseline against which future possible changes can be assessed. Ecosystems, however, are dynamic and in a constant state of change. Consequently, data representing a single year reflect conditions only for that year and can be misleading if compared against any other year. In addition to this temporal variation, considerable spacial variation exists in species composition and cover. Ample sampling is required to compensate for this heterogeneity. Variation, or background noise, can be minimized by the use of similarity indexes and sampling over a period of at least two years.  相似文献

The prominent, though not exclusive, role of basic needs strategies to attain ethically acceptable development goals raises the question of the ability of development agencies to find and employ basic needs strategies. The obligation to prevent severe human suffering leads to the obligation to employ basic needs strategies to attain basic needs goals. The history of failure by development agencies in finding and employing basic needs tools leads to a further obligation to cultivate bureaucratic environments which foster profound innovation. This requires not only new tools but also new bureaucratic behaviour. An understandable obstacle to simultaneously technological and bureaucratic innovation lies in the tension between responsible behaviour and behaviour promoting fundamental change. Since this tension is based on the unpredictability of creative change, a series of axioms and corollaries which reduce the unpredictability is given. They include: (1) an obligation to seek innovation; (2) a clear statement of basic needs goals and intent to use some basic needs tools; (3) increase in effective knowledge of the poor and their survival strategies; (4) bureaucratic learning flexibility; (5) participatory development and allied emphasis on sustainable resource technologies. The City of Austin, Texas, is one of the fastest growing metropolitan areas in the United States. It is also in one of the most biologically diverse terrestrial ecosystems in the world: the Balcones Canyonlands. Five cave invertebrates and two species of birds that inhabit the area are listed as threatened or endangered, two species of plants are candidates for listing, several others are considered rare and of concern, and a species of the salamander has also been proposed for listing. A habitat conservation plan, of national significance according to Secretary of Interior Bruce Babbit (Haurwitz 1996), has been under development for the last several years to conserve those endangered species through a 2400-ha system of preserves and to allow development to continue in more than 162,000 ha of surrounding area. The preserve system, comprising several units ranging in size from less than a hundred to several thousand hectares, would be bordered in many instances by developed areas. Development and maintenance of the infrastructure necessary for new and existing development, both commercial and residential, could have negated the biological value of the preserves (e.g., power-line corridors, water-treatment pipelines and facilities). The challenge of bringing this plan to fruition illustrates the complex biological, technical, and sociological context within which habitat conservation planning may occur. Resolving resource use conflicts of this nature have several commonalities that overarch these contexts. If recognized and addressed, one may move easily and foster positive results. These commonalities can be expressed as principles such as: relying on scientists to recognize, but not solve problems; acting before a scientific consensus is achieved; including human motivation and responses as part of the system to be studied and managed; and confronting uncertainty.  相似文献

Colorado, USA, developed the Joint Review Process (CJRP) in 1978 to coordinate the application and review of permits required for major development projects. Since then, the state has used the process on over 20 projects. This study examined whether the CJRP has achieved its primary goals—enhanced coordination of agencies, enhanced public participation, and strengthened communication between agencies and project sponsors— and several related secondary goals. The success of the process was measured through a survey of 54 key people who had been directly involved with the process. Those surveyed included federal and state agency staff, local agency managers, corporate officers, private consultants, and environmental leaders. All groups, with one exception, agreed that the process achieved its primary goals and that it should be retained. Environmental leaders were neutral about whether the process enhanced public participation and about retaining the process. The report concludes with a review of recommended improvements to and applications of the CJRP.  相似文献

The virtue of trust is often spoken of as central to the work of dietitians working in nutrition counseling, especially in the context of disordered eating/eating disorders nutrition therapy. Indeed, dietitians are purported to be the most trusted source of information on nutrition and food by professional associations such as Dietitians of Canada. Here trust is explored through educational, relational, and virtue theory in order to elucidate trusts meaning and relevance to dietitians work and interactions with each other, including the general public. If dietitians are to continue to be trusted during times of skepticism in expert knowledge, reflexivity, active contestation, and moral testing in the context of our socio-political milieu need be employed so that we as a profession may respond to clients in respectful, authentic, meaningful ways; practices worthy of our trust.  相似文献

Summary The State Council of China has adopted Agenda 21for China and biodiversity conservation is one plank of its agenda for China's sustainable development. This paper offers a brief discussion of China's White Paper on Agenda 21 and examines, as a case study, the problem of sustaining biological diversity in Xishuangbanna Dai Autonomous Prefecture in Yunnan. This area is rated as one of megadiversity, and therefore, as one deserving a high priority for conservation purposes. After discussing the general socio-economic obstacles to biodiversity conservation in Xishuangbanna, the article outlines the types of strategies adopted in China for reducing pressures of local communities on biodiversity and nature conservation. China's preferred strategy for easing pressures on biodiversity conservation in nature reserves is to improve economic opportunities outside of the reserves and raise the income levels of people living in the neighbourhood of the reserves. This approach has been adopted in Xishuangbanna and there are plans to extend it. Community development projects such as agroforestry, joint ventures in tourism and so on are being encouraged. Mechanisms for selecting suitable community development projectse.g. using rapid rural appraisal (RRA), are considered. Summary Planning, the visible hand of government, is the resource allocation sphere that has the potential to prevent destructive conflict over resources, by creating a long term, rational, ethics-based and participatory decision-making process. Other public decision-making systems (the market, legal and political arenas), by their very nature, cannot adequately protect the environment or ensure sustainable development. However, as presently conceived, Planning+ cannot do so either. Reform has been impeded by an ideological bias which defines Planning as diametrically opposed to the market, such that creative alternatives to the two systems of social choice have not been developed.To address this problem, a new tri-partite structure of environmental governance is proposed. Based on an ecofeminist paradigm, it is primarily designed to constrain the potential for the abuse of power, and allow society to address environmental (ethical) as well as social (distributional) and economic (efficiency) issues. In a sense, it rationalises the social decision-making system by re-aligning rights, wants and needs with the appropriate decision-making forum (representative democracy, the market and Planning respectively). The model exposes the need to redesign all these institutions so that they better correspond to their logical functions within the resource allocation system. The physicochemical characteristics of the recipient environment into which chemical contaminants are deposited may influence their chemical speciation, mobility, bioavailability, and toxicity. In formulating Water Quality Criteria, the Environmental Protection Agency of the United States (EPA) considered the modifying effect of abiotic environmental factors on pollutant toxicity in an innovative regulatory approach. Scientific knowledge of the interactions and correlations between pollutant toxicity and abiotic factors remains limited. Recognition of the influence of the physicochemical characteristics of the recipient environment on pollutant toxicity has implications for the eventual formulation of regional, rather than uniform and national, criteria. In addition, in developing Water Quality Criteria that incorporate the effects of pollutants on aquatic life, EPA primarily focused on toxicity to aquatic animals and plants (including unicellular algae). The effects of pollutants on microbe-mediated ecological processes that are necessary for maintaining the state and quality of the ecosphere (such as biogeochemical cyclings, litter decomposition, and mineralization) were not included in the formulation of the Water Quality Criteria. To facilitate the recognition and quantification of adverse effects of pollutants on these ecological processes, the development of a computation, termed the ecological dosage 50% (EcD50) is recommended. Such a formulation could also be applied to setting environmental quality criteria for terrestrial ecosystems.  相似文献

This article presents a new approach to the analysis and management of large-scale societal problems with complex ecological, economic, and social dimensions. The approach is based on the theory of self-organizing systems—complex, open, far-from-equilibrium systems with nonlinear dynamics. A brief overview and comparison of different self-organization theories (synergetics, self-organization theory, hypercycles, and autopoiesis) is presented in order to isolate the key characteristics of such systems.The approach is used to develop an analysis of the landuse controversy in the South Moresby area of the Queen Charlotte Islands, British Columbia, Canada. Critical variables are identified for each subsystem and classified by spatial and temporal scale, and discussed in terms of information content and internal/external origin. Eradication of sea otters, introduction of black-tailed deer, impacts of large-scale clearcut logging, sustainability of the coastal forest industry, and changing relations between native peoples and governments are discussed in detail to illustrate the system dynamics of the South Moresby sociobiophysical system. Finally, implications of the self-organizing sociobiophysical system view for regional analysis and management are identified.  相似文献

Vernal pools are vulnerable to loss through development and agricultural and forestry practices owing to their isolation from open water bodies and their small size. Some vernal pool-dependent species are already listed in New England as Endangered, Threatened, or Species of Special Concern. Vernal pool creation is becoming more common in compensatory mitigation as open water ponds, in general, may be easier to create than wooded wetlands. However, research on vernal pool creation is limited. A recent National Research Council study (2001) cites vernal pools as challenging to recreate. We reviewed documentation on 15 vernal pool creation projects in New England that were required by federal regulatory action. Our purpose was to determine whether vernal pool creation for compensatory mitigation in New England replaced key vernal pool functions by assessing project goals and documentation (including mitigation plans, pool design criteria, monitoring protocols, and performance standards). Our results indicate that creation attempts often fail to replicate lost pool functions. Pool design specifications are often based on conjecture rather than on reference wetlands or created pools that function successfully. Project monitoring lacks consistency and reliability, and record keeping by regulatory agencies is inadequate. Strengthening of protection of isolated wetlands in general, and standardization across all aspects of vernal pool creation, is needed to ensure success and to promote conservation of the long-term landscape functions of vernal pools.  相似文献
