One of the major management problems in protected areas of developing nations is the ever more intensifying land use disputes with local, often native, people. The customary rights oflocal people over natural resources, if curtailed by the establishment of national parks, and their disregard by decision-makers, have given rise to open conflicts, thus jeopardizing conservation goals. These conflicts have tremendous impact on the management of natural resources, not only within the park ecosystem but also in its surroundings. To attain the interdependent goals of conservation and sustainable development, such disputes must be promptly and consensually settled. This paper briefly discusses the paradigm of national park establishment and its impact on local livelihood. It then highlights major sources of conflict which have occurred in national parks in developing countries. Some theoretical approaches to conflict resolution as relevant to national parks are summarized, and several strategies, as employed in particular situations, are discussed. It is concluded that an in-depth understanding of human ecology beyond the boundaries of parks and the conceptualization of strategies to resolve the innate problems are imperative. The integration of several strategies is deemed essential in order to address issues comprehensively and on a larger scale.  相似文献

Conservation in Lake Tanganyika, with Special Reference to Underwater Parks   总被引:1,自引:0,他引:1  
Lake Tanganyika is outstanding among lakes because of the intrinsic value of its fauna and the significance of its natural resources. Reconciliation of resource exploitation and conservation is essential because of changes in the lake environment caused by human activities. Important new initiatives to shape national environmental policies for the lake are taking place. Regional cooperation is required for major lakewide studies, especially in lake circulation and the prevention of pollution, and in adjustment of fisheries objectives to meet conservation as well as economic goals. Basic conservation aims proposed are (1) avoidance of gross changes in natural communities in the lake in general, and (2) retention of the fauna in some parts in an unexploited state, as in underwater parks. Early strategies suggested are the extension of four existing wildlife land parks further into the lake to form underwater parks, and reconnaissance of other potential park sites. Initial ecological and social surveys conducted from the four parks would provide baseline data for management. Underwater park boundaries should as far as possible be determined on an ecological basis to encompass entire local distributions of species populations. A case of alternative boundaries is examined for the Nsumbu Park. Other important planning considerations are the multi-use of parks in addition to fundamental conservation, such as tourism, sport fishing, and specific traditional lake and land uses. Regional cooperation between parks will be important for tourism.  相似文献

Ecological regionalization is a base for rational management and sustainable utilization of ecosystems and natural resources. It can provide a scientific basis for constructing healthy ecological environments and making policies of environmental management. In this paper, based on synthetic analysis of the characteristics of the ecology and environments of China, the principles of ecological regionalization are discussed, and indices and nomenclature of ecological regionalization are proposed. The ecoregions on a national scale are divided. The results show that there are 3 domains, 13 ecoregions and 57 ecodistricts. The present scheme can be used as a framework for ecosystem assessment and management. Based on the ecoregions, measurements of management for forest, grassland, agriculture and wetland ecosystems are recommended. The experience and information can be used within and beyond the national scale for land-use planning, biodiversity conservation and ecosystem restoration.  相似文献

Changing Species Richness and Composition in Canadian National Parks   总被引:3,自引:0,他引:3  
Abstract: Canada's national parks and their surrounding areas differ markedly in size, climate, vegetation, and extent of human development. We tested the extent to which total species richness, native species richness, and the number of extirpations and introductions of terrestrial vertebrates were correlated with each of these factors. To do this, we used surveys of park fauna from the present and from the time of park establishment. Richness, extirpations, and introductions were all strongly related to climate. After we controlled for climate, smaller parks had higher rates of species loss than larger parks. Land-use patterns (forest cover and fragmentation, roads, etc.) within parks were strongly correlated with land use in the regions surrounding the parks, showing that parks have not been isolated from regional development. Richness and extirpations within parks were generally more strongly related to regional characteristics than to the characteristics of the parks themselves. Species richness and numbers of introduced species were higher in parks found in landscapes with greater fragmentation. Frequencies of extirpations were less clearly related to human-influenced habitat characteristics. Introductions and extinctions most often involved game species or species directly associated with human activities. There is little evidence of subtle ecological effects being responsible for species loss. Our results suggest that management should focus on direct human interventions, such as hunting, introduction of game species, and habitat fragmentation, in parks and surrounding areas.  相似文献

The effectiveness of parks for forest conservation is widely debated in Africa, where increasing human pressure, insufficient funding, and lack of management capacity frequently place significant demands on forests. Tropical forests house a substantial portion of the world's remaining biodiversity and are heavily affected by anthropogenic activity. We analyzed park effectiveness at the individual (224 parks) and national (23 countries) level across Africa by comparing the extent of forest loss (as a proxy for deforestation) inside parks to matched unprotected control sites. Although significant geographical variation existed among parks, the majority of African parks had significantly less forest loss within their boundaries (e.g., Mahale Park had 34 times less forest loss within its boundary) than control sites. Accessibility was a significant driver of forest loss. Relatively inaccessible areas had a higher probability (odds ratio >1, p < 0.001) of forest loss but only in ineffective parks, and relatively accessible areas had a higher probability of forest loss but only in effective parks. Smaller parks less effectively prevented forest loss inside park boundaries than larger parks (T = ?2.32, < 0.05), and older parks less effectively prevented forest loss inside park boundaries than younger parks (F2,154 = ?4.11, < 0.001). Our analyses, the first individual and national assessment of park effectiveness across Africa, demonstrated the complexity of factors (such as geographical variation, accessibility, and park size and age) influencing the ability of a park to curb forest loss within its boundaries.  相似文献

Ecological Costs of Livestock Grazing in Western North America   总被引:24,自引:0,他引:24  
Livestock grazing is the most widespread land management practice in western North America. Seventy percent of the western United States is grazed, including wilderness areas, wildlife refuges, national forests, and even some national parks. The ecological costs of this nearly ubiquitous form of land use can be dramatic. Examples of such costs include loss of biodiversity; lowering of population densities for a wide variety of taxa; disruption of ecosystem functions, including nutrient cycling and succession; change in community organization; and change in the physical characteristics of both terrestrial and aquatic habitats. Because livestock congregate in riparian ecosystems, which are among the biologically richest habitats in arid and semiarid regions, the ecological costs of grazing are magnified in these sites. Range science has traditionally been laden with economic assumptions favoring resource use. Conservation biologists are encouraged to contribute to the ongoing social and scientific dialogue on grazing issues.  相似文献

There are 37 national parks in Turkey, encompassing the most important mountain ecosystems, with high biological, natural, cultural and historical diversity. These parks also have aesthetic and recreational potential, and are valuable components within the country's nature protection programmes. Globally, a landscape can be regarded as the face of an ecosystem and constitutes a relationship between natural structure and visual features. There have been several studies on whether visual quality can provide indicators for landscape planning. Visual quality can also be assessed as a manifesto for community participation. This paper attempts to extend the understanding of visual quality assessment for national parks, using the Kackar Mountains National Park (KMNP) in north-eastern Turkey as an example. A detailed survey of visual quality preferences, landscape factors (10 main and 40 sub-factors) and semantic factors (naturalness, variety, fascination, vividness, unity, interesting and exciting) affecting these preferences was made using 30 represenative slides selected from the park. The highest preference was found to be 6.54, while the lowest was 2.30. Regression analysis enabled us to determine the relationship between visual quality and visual landscape attributes. The R2 value for naturalness was 0.482, while naturalness together with lake and fog percentage was 0.641. The assessment of preferences for the studied views in various landscape units can be evaluated and used for land-use decisions and future planning in KMNP.  相似文献

作为流域生态系统管理和水资源保护的重要手段,如何科学合理地开展流域水生态功能区划,已成为世界各国可持续发展所面临的关键挑战之一.本文立足我国流域综合管理的特点和发展趋势,针对我国现行水功能区划的问题,结合国外流域水生态区划的经验,提出了基于流域生态学、地域分异规律、生态系统健康与生态完整性、流域生态系统管理等理论基础的,以恢复流域持续性、完整性生态系统健康为目标,反映流域水陆耦合体在不同时空尺度景观异质性的流域水生态功能区划及其原则,重点分析了流域水生态系统的空间格局、生态过程以及动态演替等3个区划的关键问题,并提出了区划的方法,以期为我国流域水生态功能区划和流域生态系统管理提供战略层次的科学依据.  相似文献

生态系统健康评价可以认识区域生态系统健康状况、识别生态环境问题,为制定科学的生态保护对策提供依据,对提高可持续发展和环境管理具有重要的指导作用。文章由压力-状态-响应(P-S-R)概念模型建立了生态系统健康评价指标体系和评价模型,运用RS和GIS技术及统计学分析法,形成程序化、系统化的生态系统健康评价技术方法体系,并以高平市为案例,运用定量的方法对其生态系统健康进行综合评价及分级研究,通过对压力、状态、响应评价结果及健康综合评价结果的分析,结合高平市生态系统健康的自然条件状况与人类活动影响,探讨了影响区域健康的因素,为高平市资源的合理利用与保护提供科学依据。结果表明该技术对生态系统健康评价是切实可行的。  相似文献

介绍一种新的适用于公园景观视觉质量评价的方法,即“区内、区外景观复合叠加分析法”。该方法在实地观测和评价的基础上选用6个评价因子,分别为区内自然景观所占比例、区内自然景观的质素、区内景观建筑物与自然景观的协调性、区外人工建筑物的视觉占有率、区外人工建筑物离观测点的距离、区外人工建筑物的视觉主导性,对公园进行区内、区外景观的复合叠加分析,并将该方法应用于北京市典型的城市公园(紫竹院公园)和郊野公园(东小口公园)。其评价结果既可以从视觉角度对城市公园和郊野公园进行区分,又可以为公园内景观规划管理以及公园外围的空间控制提供依据。  相似文献

The assessment of the ecosystem health of urban rivers and lakes is the scientific basis for their management and ecological restoration. This study developed a three-level indicator system for its assessment. The results indicated that: Zhonghai and Nanhai are in the state of transition from unhealthy to critical state and all the other lakes are in unhealthy states. Water environmental quality, structure and function of the aquatic ecosystem, and the structure of waterfront areas were the constraints. Nanhai was ranked as poor and the others were all ranked as very poor. However, the ecological environment of Zhonghai and Nanhai were better than the others, the sums of the degree of membership to the healthy state and critical state were all close to 0.6. and the restorations of these lakes were moderate. The sums of the degree of membership to the healthy state and critical state of the other lakes were under 0.3, as it was difficult to restore these lakes. Some suggestions on scientific management and ecological restoration of the six lakes were proposed: $`To control non-point pollution and to improve the water quality of six lakes and the water entering into these lakes; $aTo improve the hydrological conditions of six lakes; $bTo rehabilitate the aquatic ecosystem and waterfront areas.  相似文献

城市生态安全评价可以使管理者和公众及时了解城市发展中生态环境压力的严重态势,为城市可持续发展战略的制定和生态系统的管理提供依据和指导。文章构建了由活力、组织结构、恢复力、生态系统服务功能和人类健康状况5个要素构成的城市生态安全评价指标体系。在有序分割类和属性识别准则的基础上,建立了城市生态安全评价的属性识别模型。采用层次分析法(AHP)和熵权法赋予指标权重,充分利用了主观和客观评价方法的优势。根据此模型对广州市1991—2007年间的生态安全状况进行了实证分析。结果表明城市生态安全状况呈现出,从"较不安全级"上升到"临界安全"级。在5个评价要素中,除人群健康状况外,其他4个评价要素呈现出逐年改善的趋势。属性识别理论能对事物进行有效识别和比较分析,且原理直观、计算简便、评价结果准确,在评价、预测、决策等领域中具有广泛的适用性。  相似文献

The evolving concept of ecosystem management is the focus of much current debate. To clarify discussion and provide a framework for implementation, I trace the historical development of ecosystem management, provide a working definition, and summarize dominant themes taken from an extensive literature review. The general goal of maintaining ecological integrity is discussed along with five specific goals: maintaining viable populations, ecosystem representation, maintaining ecological process (ie., natural disturbance regimes), protecting evolutionary potential of species and ecosystems, and accommodating human use in light of the above. Short-term policy implications of ecosystem management for several groups of key actors (scientists, policymakers, managers, citizens) are discussed. Long-term (> 100 years) policy implications are also reviewed including reframing environmental values, fostering cooperation, and evaluating success. Ecosystem management is not just about science nor is it simply an extension of traditional resource management; it offers a fundamental reframing of bow humans may work with nature.  相似文献

区域生态风险评价是区域建立生态风险预警机制,实现有效生态风险管理的基础,而其中区域生态风险评价模型的构建是关键。本研究在分析江苏沿海化工风险源及危害性、风险受体以及风险相应能力的基础上,根据科学性、可操作性、动态性与静态性相结合、定性与定量相结合以及因地制宜的原则,选取代表性强、表征明显、简明且易于统计量化的要素和因子,在传统数学模式的基础上,运用系统动力学、景观生态学以及GIS分析、引入区域化工风险压力、化工园区风险度、区域环境敏感指数等指数,采用Delphi、AHP法构建了包括化工风险压力指数、区域环境状态指数、区域生态风险管理指数的区域化工生态风险的多指标综合评价模型。建立的评价模型为研究区域尺度政策实施的生态风险状态及发展趋势提供了一种思路。  相似文献

Urban ecological risks stemming from urbanization are increasing and limiting the capability of China to effectuate sustainable urban development. Therefore, addressing urban ecological risks is an urgent need. Numerous factors are involved in urban ecological risks, including air, water, and soil. Additionally, risk sources and risk receptors are complex and diverse. In this study, urban ecological risks are defined as adverse effects and possibility of impacts on urban ecosystem services resulting from urbanization. Urbanization is recognized as the risk source, and the urban ecosystem is considered the risk receptor. Based on this understanding, the components of urban ecological risks are defined, and the relationships between the components of urban ecological risks are illuminated by establishing an indicator system. Based on previous studies on urban ecological risks, an explicit framework for identification, assessment, and management of urban ecological risks is proposed. For purposes of identification, there are three types of risk sources: population growth, industrial development, and the expansion of built land. Stressors include the accumulation of contaminants, consumption of resources, and occupation of space. Assessment endpoints are divided into provisioning, regulating, cultural, and supporting services. In response to urban ecological risks having multiple stressors and multiple assessment endpoints, we assessed risks both with a single stressor/single endpoint and comprehensive ecological risks. In our framework, the physical or material assessment of ecosystem services is adopted as the core method for the analysis of urban ecological risk, because it is believed that the analysis of urban ecological risk should be based on the physical or material assessment of ecosystem services instead of the value assessment of ecosystem services. The results of the single value assessment of urban ecosystem services will cause the deviation from the purpose of urban ecosystem services assessment. The purpose of urban ecosystem services assessment is to maintain and/or improve the capability of urban ecosystems of providing physical or material services, and further to reduce or avoid the occurrence risks of unsustainable cities. Additionally, a multi-level characterization method was adopted for the results of urban ecological risk assessment. In this study, we established a platform to manage urban ecological risks based on landscape ecology and environmental internet of things technologies, and to effectuate online urban ecological risk identification, assessment, and management via this platform.  相似文献
