Background, aim and scope

Water is a renewable resource and acceptable quality is important for human health, ecological and economic reasons, but human activity can cause great damage to the natural aquatic environment. Managing the water cycle in a sustainable way is the key to protect natural resources and human health. On a global level, the microbiological contamination of water sources is a major problem in connection with poverty and the United Nations Millennium Development Declaration is an important initiative to handle this problem. In terms of environmental health, persistent organic pollutants (POPs) circulate globally; as they travel long distances, they are found in remote areas far from their original source of application and can cause damage wherever they move to. On a global scale, United Nations Environmental Programme (UNEP) issued the Stockholm Convention to reduce POPs; in the European Union (EU), one intention of the Water Framework Directive (WFD) is to reach the good chemical status of waters; beside these regulations, there are other directives in support of these goals. The aim of this paper is to discuss whether the Stockholm Convention and the WFD allows meeting the targets of protection of human and environmental health, which are established in the different directives and how could we approach the targets.

Materials and methods

The aims and scopes of different directives are compiled and compared with the actual quality of water, different approaches of standard settings are compared and potential treatment options are discussed.

Results

Under the Stockholm Convention on POPs, which came into force in May 2004, governments are required to develop a National Implementation Plan (NIP) setting out how they will address their obligations under the convention and how they will take measures to eliminate or reduce the release of POPs into the environment by the use of best available techniques (BAT) and application of best environmental practices (BEP). On a European level, the WFD has been in place as the main European legislation to protect our water resources and the water environment of Europe since 2000. It requires managing river basins so that the quality and quantity of water does not affect the ecological services of any specific water body. Nevertheless, the goals of other directives as for drinking water, bathing water and urban wastewater treatment are not yet harmonised mainly concerning microbiological, priority substances and priority hazardous substances (PS/PHS) contamination. Following the detection of substances, a risk assessment with sound effect data needs to be performed also for regulatory decisions and priorisation of measures to remove emerging contaminants. Beside personal care products and industrial contaminants, faecal pollution of recreational waters is one of the major hazards facing users, although microbial contamination from other sources as well as chemical and physical aspects also affects the suitability of water for recreation. As in arid and semiarid areas, wastewater is considered for irrigation with regulatory needs of hygienic and chemical parameters—health-based targets—to avoid the contamination of crops and food. In surface waters, currently, the relationships between physical and chemical properties and the biological state of surface waters were quite well-understood to enable the management of catchments and rivers to achieve ecological quality.

Discussion

Nevertheless, more work is needed to find out the actual impact of the regulations for single chemicals and complex mixtures, in terms of environmental quality standards to achieve a ‘good chemical status’, on the good biological status. In a next step after the adoption of the list of PS/PHS substances, which also includes the POPs, the Urban Wastewater Treatment Directive (UWWTD) needs to be adjusted and existing or new treatment options (BATs) should comply with the new requirements of the different directives.

Conclusions

Relevant substances threaten human health and the environment by new effects such as CMR, endocrine-disrupting effects or neurotoxicity which are not yet considered in an adequate way by assessment methods and regulatory standards and the application of abatement technologies. The Registration, Evaluation, Authorisation and Restriction of Chemicals helps to control the sources, but WFD, the Stockholm Convention and UWWTD need to be harmonised and a rolling revision process should react on new developments. Finally, to answer the question if the Stockholm Convention and the WFD (2000/60/EC) could reach the target—I would state that they provide a very valuable frame to approach the targets, but there is still way to go to reach them on an EU level and on a global scale, also under the aspects of the Stockholm Convention and the Millennium Development Goals.

Perspectives

The compilation of the goals of different regulations and combined actions will save a lot of administrative efforts and money.

A three-dimensional dispersion model has been implemented over the urban area of Stockholm (35×35 km) to assess the spatial distribution of number concentrations of particles in the diameter range 3–400 nm. Typical number concentrations in the urban background of Stockholm is 10 000 cm−3, while they are three times higher close to a major highway outside the city and seven times higher within a densely trafficked street canyon site in the city center. The model, which includes an aerosol module for calculating the particle number losses due to coagulation and dry deposition, has been run for a 10-day period. Model results compare well with measured data, both in levels and in temporal variability. Coagulation was found to be of little importance in terms of time averaged concentrations, contributing to losses of only a few percent as compared to inert particles, while dry deposition yield particle number losses of up to 25% in certain locations. Episodic losses of up to 10% due to coagulation and 50% due to deposition, are found some kilometers downwind of major roads, rising in connection with low wind speed and suppressed turbulent mixing. Removal due to coagulation and deposition will thus be more significant for the simulation of extreme particle number concentrations during peak episodes.The study shows that dispersion models with proper aerosol dynamics included may be used to assess particle number concentrations in Stockholm, where ultrafine particles principally originate from traffic emissions. Emission factors may be determined from roadside measurements, but ambient temperature must be considered, as it has a strong influence on particle number emissions from vehicles.  相似文献

Improved benthic conditions compared to the 1990s were found during benthic investigations, including sediment and benthic macrofauna in the inner Stockholm archipelago during 2008. In the 1990s, these areas were dominated by black and laminated surface sediments and very sparse fauna. A clear relationship was found when comparing sediment status with the benthic macrofauna. Reduced surface sediment and impoverished macroinvertebrate community was only found at one sampling station representing an enclosed part of the inner archipelago, whereas the other seven stations, with depths ranging from 20 to 50 m, had oxidized surface sediments and considerable biomasses of benthic macrofauna (6–65 g m−2) dominated by the invading polychaete Marenzelleria neglecta. An extrapolation of the results shows that, within the investigated area, the coverage of reduced surface sediments had decreased from approximately 17% in the late 1990s to 4% in 2008.  相似文献

A multi-media model was developed for predicting the fate of organic chemicals in the Greater Stockholm Area, Sweden, and applied to selected polycyclic aromatic hydrocarbons (PAHs). Although urban models have been previously developed, this model is novel in that it includes sorption to pyrogenically-derived particles, commonly termed "black carbon" (BC), within the model structure. To examine the influence of BC sorption on environmental fate of PAHs, two versions of the model were generated and run: one in which sorption to BC was included and one in which BC sorption was excluded. The inclusion of BC sorption did not cause any significant variations to air levels, but it did cause an average 20-30% increase in sediment concentrations related to increased sediment solids partitioning. The model also predicted reduced advective losses out of the model domain, as well as chemical potential to diffuse from sediments, whilst total chemical inventory increased. In all cases, the lighter PAHs were more affected by BC inclusion than their heavier counterparts. We advocate the addition of sorption to BC in future multi-media fate and exposure models, which as well as influencing fate will also alter (lower) chemical availability and, thus, wildlife exposure to hydrophobic chemicals. A quantification of the latter was derived with the help of the soot-inclusive model version, which estimated a lowering of dissolved water concentrations between five and >200 times for the different PAHs of this study.  相似文献

A yearly maximum sea level simulator for Stockholm is presented. The simulator combines extreme sea level estimates and mean sea level rise projections into a joint probabilistic framework. The framework can be used, for example, to assess the risk that new structures placed at the current minimum allowed height above the sea level can become flooded in the future. Such assessments can be used to underpin future building free levels, which would be a great improvement over the much more arbitrary criteria in use today. Another strong point of the framework is that it can be used to quantify the influence of uncertainties in mean sea level projections, estimates of sea level extremes and future emission scenarios on the risk of flooding. For Stockholm mean sea level uncertainty is found to be much more important than extreme sea level uncertainty. The framework is also set-up to test adaptation measures. It is found that protections that are built once the mean sea level has risen above some given threshold can be very efficient. Lastly, the framework is embedded into a simple decision problem that can be used to calculate risk/reward ratios for land development as a function of height above today’s mean sea level.  相似文献

National inventories to estimate releases of polychlorinated dibenzo-p-dioxins and polychlorinated dibenzofurans have been undertaken since the mid 1980s. These inventories were scattered and hard to compare since there was no harmonized method available. With the conclusion of the Stockholm Convention on Persistent Organic Pollutants and its entry into force, Parties to the Convention at the global level, have to establish PCDD/PCDF release inventories and report these results. UNEP Chemicals has developed a methodology that allows developing and developed countries to make estimates of PCDD/PCDF releases into the environment along all vectors. Presently, there are 23 national release inventories available that have been made with this methodology, the Toolkit. Among the most important sources, open fires in agriculture/forests as well as open burning of wastes have been identified as the major sources of PCDD/PCDF. The results from these inventories may serve as the starting point for interventions to reduce or eliminate sources of PCDD/PCDF by application of best available techniques and best environmental practices. Increasing public participation in environmental assessment is a common goal, North and South. Despite a relative lack of formal education and institutionalised democracy, participatory appraisal has become far more popular in low-income areas in the South, where many advocates claim that it is possible to give local residents a large measure of control over both the research process and its follow-up. In the urban context, the potential for participatory environmental assessment is related to the spatial extent of the environmental challenges. The most critical environmental problems in Southern cities tend to be local, while the most critical environmental problems for Northern cities tend to be global. Using examples from Stockholm and Jakarta, this paper illustrates how such differences alter the comparative advantages of expert and lay knowledge, and the forms of participation that can realistically be aspired to.  相似文献

Concentrations of eleven metals (Al, Cd, Co, Cr, Cu, Fe, Mn, Ni, Pb, V and Zn) were determined in the brown seaweed Fucus vesiculosus collected from the Archipelago of Stockholm. Several factors which influence the metal content in the seaweed have been studied, including errors caused by epiphytes, sea exposure and differences depending on which part of the seaweed is analysed. It is concluded that, if all these factors are considered, Fucus vesiculosus plants are excellent bio-indicators of metal pollution. This is also demonstrated by a significant increase in metal content in transplanted Fucus vesiculosus near the city of Stockholm. The results from this investigation also indicate increasing metal concentrations, especially Cd, in samples from the northern parts of the Archipelago and the reason for this is discussed.  相似文献

Urban dwellers depend on the generation of ecosystem services for their welfare. The city of Stockholm is growing, and a 25% increase in population is projected by 2030. The effects of urban development were estimated through the quantification of nitrogen (N) leakage to the Baltic Sea under two urban development scenarios. We found that total net N load will increase by 6% or 8%, depending on which growth scenario is applied, and population increase by itself will contribute at least 15% of the point source N leakage. Technical improvements in sewage treatment could, according to our results, decrease total N load to the Baltic Sea by 4%. Based on our results, we conclude that proactive measures such as spatial urban planning can provide a constructive tool for sustainable urban development on regional as well as national and international scales, depending on geographical context as well as the ecosystem services' scale of operation.  相似文献

Organochlorine pesticides (OCPs) were analyzed in 26 surface sediment samples from the Liaohe River basin, and the distributions of and potential environmental risks posed by OCPs in the basin were evaluated. Eighteen OCPs listed in the Stockholm Convention were determined using isotope-dilution gas chromatography–high resolution mass spectrometry. This is the first study of hexachlorobenzene (HCB) in the Liaohe River basin sediments. The total OCP concentrations were 0.39–68.06 ng g?1 dry weight. The total α-, β-, γ-, and δ-hexachlorocyclohexane (HCH), the total dichlorodiphenyltrichloroethane (DDT – p,p′-dichlorodiphenyldichloroethane (DDD), p,p′-dichlorodiphenyldichloroethylene (DDE), o,p'-DDT, and p,p′-DDT), and the HCB concentrations in the sediment samples were 0.1–28.48 ng g?1 (mean 4.01 ng g?1), 0.08–6.52 ng g?1 (mean 3.07 ng g?1), and 0.18–24.8 ng g?1 (mean 4.38 ng g?1), respectively. The HCB concentrations were higher than the concentrations of the other OCPs, and the HCHs and HCB together were the dominant OCPs. β-HCH was the most abundant HCH isomer. The concentrations of DDTs and other OCPs were relatively low, and the (DDE+DDD)/DDT ratios (>0.5) and DDD/DDE ratios (<1) indicated that no recent DDT inputs had occurred in the Liaohe River system. The main sources of HCHs were probably the historical production and agricultural use of HCH in the study area. The DDT and HCH concentrations were generally below or similar to the concentrations that have been found in other parts of the world. An ecotoxicological evaluation indicated that HCHs in surface sediments pose slight risks to human and ecological health in the Liaohe River basin.  相似文献

A rapid analytical screening method allowing simultaneous analysis of 23 persistent organic pollutants (POPs) in human plasma was developed. Sample preparation based on solid-phase extraction (SPE) with additional clean-up using small multilayer silica gel columns. SPE was performed using a custom made polystyrene-divinylbenzene sorbent for the extraction of chlorinated and brominated POPs. Special efforts to reduce sample volume and improve speed and efficiency of the analytical procedure were made. Determination of 16 polychlorinated biphenyls (PCBs), 5 organochlorine (OC) pesticides, octachlorinated dibenzo-p-dioxin (OCDD) and polybrominated diphenyl ether (BDE #47) in 0.5 mL human plasma was performed by using high resolution gas chromatography coupled to high resolution mass spectrometry (HRGC/HRMS). Recovery of POPs ranged between 46% and 110%, and reproducibility was below 25% relative standard deviation (RSD) for all target compounds, except for trans-nonachlor and OCDD, which were present only at low levels. Limits of detection (LOD) were for the PCBs between 0.8 and 117.7 pg mL−1 plasma and for the OC pesticides between 5.9 and 89.1 pg mL−1 plasma. The LOD for OCDD and BDE #47 were 1.4 pg mL−1 plasma, and 9.2 pg mL−1 plasma, respectively. The presented method was successfully applied to 1016 human plasma samples from an epidemiological study on cardiovascular disease.  相似文献

Abstract

This study surveyed emissions from 2- and 4-stroke new and in-use motorcycles. Emission tests were carried out on a dynamometer following the designated test procedure of the Economic Commission for Europe (ECE). Samples were derived during various driving stages, which included idle, acceleration, 30 km/hr cruise, 50 km/hr cruise, and deceleration. All test motorcycles (10 new and 15 in-use) complied with Taiwan Environmental Protection Administration’s Phase III Motorcycle Emission Standards. The dominant volatile organic carbon (VOC) species were isopentane (53 and 295 mg/km, 2- and 4-stroke, respectively), 2-methylpentane (75 and 83 mg/km), 3-methylpentane (34 and 66 mg/km), and toluene (30 and 100 mg/km). The VOC emission factors for the 2-/4-stroke motorcycles were 311/344 (new) and 1479/433 (inuse) mg/km, respectively. In addition, the dominant carbonyl species for the new and in-use motorcycles were formaldehyde (0.4 and 0.7 mg/km, respectively), acetaldehyde (0.6 and 1.2 mg/km), and acetone (0.5 and 0.7 mg/km). The carbonyl compound emission factors for the 2- and 4-stroke motorcycles were 3.2/3.1 (new) and 5.3/4.6 (in-use) mg/km, respectively. The ozone formation potentials, based on an ECE test cycle, show that the values from the in-use motorcycles were higher than those from the new motorcycles. The dominant VOC species for the ozone formation potential were propylene (65 and 502 mg-O3 /km, respectively), isopentane (98 and 501 mg-O3 /km), 2-methylpentane (152 and 167 mg-O3 /km), 3-methylpentane (79 and 253 mg-O3 /km), and toluene (127 and 398 mg-O3 /km). Further, the dominant carbonyl species were formaldehyde (4.1 and 6.2 mg-O3 /km, new and in-use, respectively) and acetaldehyde (4.8 and 9 mg-O3 /km).  相似文献
