Waste management is pressing very hard with alarming signals in construction industry. Concrete waste constituents major proportions of construction and demolition waste of 81% in Australia. To minimize concrete waste generated from construction activities, recycling concrete waste is one of the best methods to conserve the environment. This paper investigates concrete recycling implementation in construction. Japan is a leading country in recycling concrete waste, which has been implementing 98% recycling and using it for structural concrete applications. Hong Kong is developing concrete recycling programs for high-grade applications. Australia is making relatively slow progress in implementing concrete recycling in construction. Therefore, empirical studies in Australia, Hong Kong, and Japan were selected in this paper. A questionnaire survey and structured interviews were conducted. Power spectrum was used for analysis. It was found that “increasing overall business competitiveness and strategic business opportunities” was considered as the major benefit for concrete recycling from Hong Kong and Japanese respondents, while “rising concrete recycling awareness such as selecting suitable resources, techniques and training and compliance with regulations” was considered as the major benefit from Australian respondents. However, “lack of clients’ support”, “increase in management cost” and “increase in documentation workload, such as working documents, procedures and tools” were the major difficulties encountered from Australian, Hong Kong, and Japanese respondents, respectively. To improve the existing implementation, “inclusion of concrete recycling evaluation in tender appraisal” and “defining clear legal evaluation of concrete recycling” were major recommendations for Australian and Hong Kong, and Japanese respondents, respectively.  相似文献

Efficacy of waste recycling is one of the key determinants of environmental sustainability of a city. Like other pro-environmental activities, waste recycling cannot be successfully accomplished by just one or two people, but only by a concerted effort of the community. The collective-action dilemma creates a common underlying difficulty in formulating workable solutions to many environmental problems. With a view to the non-excludability of the outcome, rationality drives people to free-ride efforts of others in waste recycling. To solve this free-rider problem, some scholars suggest the use of economic incentive. This article attempts to study the impacts of reward schemes on waste recycling behaviour of residents in 122 private housing estates in Hong Kong. The study is differentiable from the others as the latter mainly focus on domestic waste recycling in low-rise low-density housing while this one looks into the same in a high-rise high-density residential setting. According to the results of analyses on a set of aggregate data, reward schemes are found to have a significant positive relationship with the per-household weight of recyclables collected, keeping other things constant. The research findings suggest that economic incentives do work in promoting waste recycling in Hong Kong. Practical and policy implications follow.  相似文献

In this article, we clarify the current status of Japanese exports and Chinese imports of secondary resources. A total of around 10 million metric tons (t) of secondary resources are exported annually from Japan to China, Hong Kong, and Korea. Hong Kong plays the role of a transshipment point, especially regarding the trade in plastic waste, and China imports much from the USA and Japan, often through Hong Kong. The secondary resources exported from Japan include both byproducts from manufacturing processes and end-of-life products or materials. The great demand in China, and the difference in prices between countries, drive this transboundary shipment, although Japan has enacted various recycling laws that were implicitly intended to promote domestic recycling. In China, the imported secondary resources are recycled, usually by means of primitive and low-cost hand labor. The greatest concern is whether there are still improper (illegal or polluting) recycling activities in China. International material cycles should prevent environmental pollution and ensure efficient resource utilization. To that end, the following measures are needed: cooperative control of the trade of secondary resources between countries, the alignment of domestic laws with the regulations in other countries based on the actual trade activities, and the realization of sound practices for global resources management.  相似文献

All too often, waste authorities either assume that they know enough about their bulky waste stream or that it is too insignificant to deserve attention. In this paper, we use Hong Kong as an example to illustrate that official bulky waste figures can actually be very different from the reality and therefore important waste management decisions made based on such statistics may be wrong too. This study is also the first attempt in Hong Kong to outline the composition of bulky waste.It was found that about 342 tonnes/day of wood waste were omitted by official statistics owing to incomplete records on actual bulky waste flow. This is more than enough to provide all the feedstock needed for one regular-sized wood waste recycling facility in Hong Kong. In addition, the proportion of bulky waste in the municipal solid waste (MSW) streams in Hong Kong should be about 6.1% instead of the officially stated 1.43%. Admittedly, there are limitations with this study. Yet, present findings are suggestive of significant MSW data distortion in Hong Kong.  相似文献

Waste management in the building industry in Hong Kong has become an important environmental issue. Particularly, an increasing amount of construction and demolition (C&D) waste is being disposed at landfill sites. In order to reduce waste generation and encourage reuse and recycling, the Hong Kong Government has implemented the Construction Waste Disposal Charging Scheme (CWDCS) to levy charges on C&D waste disposal to landfills. In order to provide information on the changes in reducing waste generation practice among construction participants in various work trades, a study was conducted after 3 years of implementation of the CWDCS via a structured questionnaire survey in the building industry in Hong Kong. The study result has revealed changes with work flows of the major trades as well as differentiating the levels of waste reduced. Three building projects in the public and private sectors were selected as case studies to demonstrate the changes in work flows and the reduction of waste achieved. The research findings reveal that a significant reduction of construction waste was achieved at the first 3 years (2006–2008) of CWDCS implementation. However, the reduction cannot be sustained. The major trades have been influenced to a certain extent by the implementation of the CWDCS. Slight improvement in waste management practices was observed, but reduction of construction waste in the wet-finishing and dry-finishing trades has undergone little improvement. Implementation of the CWDCS has not yet motivated subcontractors to change their methods of construction so as to reduce C&D waste.  相似文献

Due to the rising worldwide awareness of green environment, both government and contractors have to consider effective construction and demolition (C&D) waste management practices. The last two decades have witnessed the growing importance of demolition and renovation (D&R) works and the growing amount of D&R waste disposed to landfills every day, especially in developed cities like Hong Kong. Quantitative waste prediction is crucial for waste management. It can enable contractors to pinpoint critical waste generation processes and to plan waste control strategies. In addition, waste estimation could also facilitate some government waste management policies, such as the waste disposal charging scheme in Hong Kong. Currently, tools that can accurately and conveniently estimate the amount of waste from construction, renovation, and demolition projects are lacking.In the light of this research gap, this paper presents a building information modeling (BIM) based system that we have developed for estimation and planning of D&R waste. BIM allows multi-disciplinary information to be superimposed within one digital building model. Our system can extract material and volume information through the BIM model and integrate the information for detailed waste estimation and planning. Waste recycling and reuse are also considered in our system. Extracted material information can be provided to recyclers before demolition or renovation to make recycling stage more cooperative and more efficient. Pick-up truck requirements and waste disposal charging fee for different waste facilities will also be predicted through our system. The results could provide alerts to contractors ahead of time at project planning stage. This paper also presents an example scenario with a 47-floor residential building in Hong Kong to demonstrate our D&R waste estimation and planning system. As the BIM technology has been increasingly adopted in the architectural, engineering and construction industry and digital building information models will likely to be available for most buildings (including historical buildings) in the future, our system can be used in various demolition and renovation projects and be extended to facilitate project control.  相似文献

A material flow study on five types of household electrical and electronic equipment, namely television, washing machine, air conditioner, refrigerator and personal computer (TWARC) was conducted to assist the Government of Hong Kong to establish an e-waste take-back system. This study is the first systematic attempt on identifying key TWARC waste disposal outlets and trade practices of key parties involved in Hong Kong. Results from two questionnaire surveys, on local households and private e-waste traders, were used to establish the material flow of household TWARC waste. The study revealed that the majority of obsolete TWARC were sold by households to private e-waste collectors and that the current e-waste collection network is efficient and popular with local households. However, about 65,000 tonnes/yr or 80% of household generated TWARC waste are being exported overseas by private e-waste traders, with some believed to be imported into developing countries where crude recycling methods are practiced. Should Hong Kong establish a formal recycling network with tight regulatory control on imports and exports, the potential risks of current e-waste recycling practices on e-waste recycling workers, local residents and the environment can be greatly reduced.  相似文献

The consumption of electrical and electronic equipment is surging, so is the generation of waste electrical and electronic equipment (WEEE). Due to the large quantity, high potential risk and valuable capacity of WEEE, many countries are taking measures to regulate the management of WEEE. The environmental pollution and human health-harming problems caused by irregular treatment of WEEE in China make the government pay more and more attention to its management. This paper reviews the development of WEEE management in China, introduces the new policy which is established for WEEE recycling and especially analyzes the effectiveness of the policy, including huge recovery, formation of new recycling system, strict supervision to related enterprises, and the stimulation to public awareness. Based on the current achievement, some recommendations are given to optimize the WEEE management in China.  相似文献

This study employed contingent valuation method to estimate the willingness to pay (WTP) of the households to improve the waste collection system in Kuala Lumpur, Malaysia. The objective of this study is to evaluate how household WTP changes when recycling and waste separation at source is made mandatory. The methodology consisted of asking people directly about their WTP for an additional waste collection service charge to cover the costs of a new waste management project. The new waste management project consisted of two versions: version A (recycling and waste separation is mandatory) and version B (recycling and waste separation is not mandatory). The households declined their WTP for version A when they were asked to separate the waste at source although all the facilities would be given to them for waste separation. The result of this study indicates that the households were not conscious about the benefits of recycling and waste separation. Concerted efforts should be taken to raise environmental consciousness of the households through education and more publicity regarding waste separation, reducing and recycling.  相似文献

As Hong Kong is a compact city with limited available land and high land prices, the construction of high-rise buildings is prevalent. The construction industry produces a significant amount of building waste. In 2005, about 21.5 million tonnes of construction waste were generated, of which 11% was disposed of in landfills and 89% in public filling areas. At the present rate, Hong Kong will run out of both public filling areas and landfill space within the next decade. The government is taking action to tackle the problem, such as by introducing a construction waste landfill charge, and promoting prefabrication to reduce on-site waste generation. This paper reports an ongoing study on the use of prefabrication in buildings and its impact on waste reduction in Hong Kong. A questionnaire survey was administered to experienced professionals, and case studies of recently completed building projects were conducted. The results revealed that construction waste reduction is one of the major benefits when using prefabrication compared with conventional construction. The average wastage reduction level was about 52%. This implies that a wider use of prefabrication could considerably reduce construction waste generation in Hong Kong and alleviate the burdens associated with its management.  相似文献

At the core of EU and Swedish waste policy is the so-called waste hierarchy, according to which waste should first be prevented, but should otherwise be treated in the following order of prioritisation: reuse, recycling when environmentally motivated, energy recovery, and last landfilling. Some recent policy decisions in Sweden aim to influence waste management in the direction of the waste hierarchy. In 2001 a governmental commission assessed the economic and environmental impacts of introducing a weight-based tax on waste incineration, the purpose of which would be to encourage waste reduction and increase materials recycling and biological treatment. This paper presents the results of a life cycle assessment (LCA) of the waste incineration tax proposal. It was done in the context of a larger research project concerning the development and testing of a framework for Strategic Environmental Assessment (SEA). The aim of this paper is to assess the life cycle environmental impacts of the waste incineration tax proposal, and to investigate whether there are any possibilities of more optimal design of such a tax. The proposed design of the waste incineration tax results in increased recycling, but only in small environmental improvements. A more elaborate tax design is suggested, in which the tax level would partly be related to the fossil carbon content of the waste.  相似文献

While accurately estimating electrical and electronic waste (e-waste) generation is important for building appropriate infrastructure for its collection and recycling, making reliable estimates of this kind is difficult in Hong Kong owing to the fact that neither accurate trade statistics nor sales data of relevant products are available. In view of this, data of e-products consumption at household level was collected by a tailor-made questionnaire survey from the public for obtaining a reasonable e-waste generation estimate.It was estimated that on average no more than 80,443 tonnes (11.5 kg/capita) of waste is generated from non-plasma and non-liquid crystal display televisions, refrigerators, washing machines, air-conditioners and personal computers each year by Hong Kong households. However, not more than 17% of this is disposed as waste despite a producer responsibility scheme (PRS) not being in place because of the existence of a vibrant e-waste trading sector. The form of PRS control that can possibly win most public support is one that would involve the current e-waste traders as a major party in providing the reverse logistics with a visible recycling charge levied at the point of importation. This reverse logistic service should be convenient, reliable and highly accessible to the consumers.  相似文献

The Taiwan Environmental Protection Administration (Taiwan EPA) launched a national Extended Producer Responsibility (EPR) system after integrating eight private recycling organizations in 1998. After that, the environmental performance of the EPR system brought a lot of attention to policy makers. Many studies show positive environmental effects of the EPR system in Taiwan. However, there are controversial questions remained, such as whether the performance indicators used are the right choice to estimate the environmental effects of the recycling policy? Can those estimated results really reflect the performance of the system?This paper would therefore like to more accurately evaluate the performance indicators of the EPR system based on data observed over the past decade in Taiwan. In the process of evaluating the performance indicators, we have found that the collection rates for durable goods are often ignored in countries that pursue a zero waste policy. This may affect the actual recycling outcome and resource direction targeted by producers. However, in order for the collection rate to be adopted as a policy indicator, how to estimate the amounts of retired or waste products during a period is critical. In this paper, we estimate the collection rate for electrical and electronic waste by using the survival analysis and ownership data analysis approaches. We also provide a comparison of both approaches and put forward suggestions for directions in the future in solid waste management.  相似文献

Direct waste analysis (DWA) and the material flows approach are the two standard methods to quantify aggregated waste streams and analyze waste composition. Yet, with the increasing application of producer responsibility measures, product-based waste data rather than aggregated waste data are becoming important. It is over this requirement that both approaches fail to some extent in delivering the type and quality of information that is needed. This study uses plastic bag waste as an illustration to show how self-reported questionnaire survey data may be used to assess disposal quantities of product-based waste types. The estimates from a large-scale questionnaire survey with over 4,100 completed cases were verified against DWA data of the same year in Hong Kong. It was found that self-reported data give systematically lower figures (on the order of 1.3-5 times) than those obtained from standard methods such as DWA for Hong Kong and the UK. However, it is demonstrated that self-reported data can be internally consistent. Also, the magnitude of underestimation may not be as considerable as it appears since the data from DWA are not themselves entirely accurate owing to the difficulties in obtaining a pure load of waste for field analysis and the variable moisture contents or contamination levels in waste material.  相似文献

The large waste generation has become one of the worldwide environmental problems. Circular economy has been seen as a way to tackle its urgent problems of environmental degradation and source scarcity. In recent years, under the concepts of circular economy, waste prevention through “Reduce, Reuse and Recycle” (3R) rules have attracted a broad concern in China. China has made some great achievements on waste management, and at the same time is facing many challenges. It is very necessary to share the management experiences and practices with the scholars and managers in other countries. This review covered the current situation and progress of circular economy development from the perspective of the legal regime and project practices, and the recycling practices of typical waste. The typical household wastes, including municipal solid wastes (MSW), e-waste, and end of life vehicles (ELV), were studied as the typical cases. Based on an examination of the statistical results, we also identified the potential problems and challenges for waste prevention through 3R in China. Finally, we provided some effective measures to further improve the waste management and recycling in China.  相似文献

Sustainable material management (SMM) has been initiated by the Organization for Economic Cooperation and Development (OECD) in 2005. SMM is an approach to promote resource conservation, reducing negative environmental impacts and preserving the natural capital of material and the balance of economic efficiency and social equity. Life cycle assessment and material flow analysis have been widely used to estimate the environmental impacts for resource consumption, but economic development has not been taken into account. Before 1984, improper garbage disposal was not an important issue in Taiwan. But over the past three decades, the Taiwan Government has accomplished not only waste disposal but also resource recycling, which are conducive to the essence of SMM. This study is the first research project to develop a SMM conceptual model for policy and strategy in Taiwan. SMM is the suitable waste management concept for the next era. This study reviewed the policy and strategy that has been applied in Taiwan’s waste management, and compares the efficiency of waste management policy in Taiwan with the concept of SMM. A case study of the waste flow will be used to prove that the sustainable material policy can be a suitable management system to achieve sustainable development. This study will open a new chapter of research on global SMM for Taiwan.  相似文献

The level of recycling for household waste is significantly higher in Hamburg than in London, yet the extent of materials recovery in both cities is well below technically achievable levels. This paper shows that the higher level of recycling in Hamburg can be accounted for by three main factors: a higher density of recycling facilities combined with the use of more sophisticated collection systems such as a dual-bin service for putrescible wastes; a unified administrative structure for waste management under direct control of an elected regional government; and finally, a system of proportional representation in local government allowing environmentalist political demands to be directly translated into public policy. Despite these differences however, both cities face difficulties with the expansion of recycling derived from the weakness of the secondary materials market, the lack of legislative control over the size and composition of the waste stream, the fiscal constraints on local government and the expense of comprehensive recycling programmes in comparison with alternative forms of waste disposal. This paper concludes that the high cost of recycling presents a fundamental political dilemma for sustainable waste management policy in developed economies.  相似文献
