PurposeFor over 20 years the feasibility of including man-made impacts on biodiversity in the context of Life Cycle Assessment (LCA) has been explored. However, a comprehensive biodiversity impact assessment has so far not been performed. The aim of this study is to analyse how biodiversity is currently viewed in LCA, to highlight limitations and gaps and to provide recommendations for further research.MethodFirstly, biodiversity indicators are examined according to the level of biodiversity they assess (genetic, species, ecosystem) and to their usefulness for LCA. Secondly, relevant pressures on biodiversity that should be included in LCA are identified and available models (in and outside of an LCA context) for their assessment are discussed. Thirdly, existing impact assessment models are analysed in order to determine whether and how well pressures are already integrated into LCA. Finally, suggestions on how to include relevant pressures and impacts on biodiversity in LCA are provided and the necessary changes in each LCA phase that must follow are discussed.ResultsThe analysis of 119 indicators shows that 4% of indicators represent genetic diversity, 40% species diversity and 35% ecosystem diversity. 21% of the indicators consider further biodiversity-related topics. Out of the indicator sample, 42 indicators are deemed useful as impact indicators in LCA. Even though some identified pressures are already included in LCA with regard to their impacts on biodiversity (e.g. land use, carbon dioxide emissions etc.), other proven pressures on biodiversity have not yet been considered (e.g. noise, artificial light).ConclusionFurther research is required to devise new options (e.g. impact assessment models) for integrating biodiversity into LCA. The final goal is to cover all levels of biodiversity and include all missing pressures in LCA. Tentative approaches to achieve this goal are outlined.  相似文献

The use of life cycle assessment (LCA) as a sustainability assessment tool for agro-bioenergy system usually has an industrial agriculture bias. Furthermore, LCA generally has often been criticized for being a decision maker tool which may not consider decision takers perceptions. They are lacking in spatial and temporal depth, and unable to assess sufficiently some environmental impact categories such as biodiversity, land use etc. and most economic and social impact categories, e.g. food security, water security, energy security. This study explored tools, methodologies and frameworks that can be deployed individually, as well as in combination with each other for bridging these methodological gaps in application to agro-bioenergy systems. Integrating agronomic options, e.g. alternative farm power, tillage, seed sowing options, fertilizer, pesticide, irrigation into the boundaries of LCAs for agro-bioenergy systems will not only provide an alternative agro-ecological perspective to previous LCAs, but will also lead to the derivation of indicators for assessment of some social and economic impact categories. Deploying life cycle thinking approaches such as energy return on energy invested-EROEI, human appropriation of net primary production-HANPP, net greenhouse gas or carbon balance-NCB, water footprint individually and in combination with each other will also lead to further derivation of indicators suitable for assessing relevant environmental, social and economic impact categories. Also, applying spatio-temporal simulation models has a potential for improving the spatial and temporal depths of LCA analysis.  相似文献

基于清洁生产、产业生态学和循环经济等可持续发展理论,结合产业园区现有指标体系、评价标准和相关文献资料,通过评价指标频度统计分析,筛选出重点关注指标,经专家咨询补充完善相关指标,构建了产业园区清洁生产水平评价指标体系(包含7项一级指标和26项二级指标)。通过层次分析法确定了各项指标权重,参考已发布相关标准及研究成果,确定了指标评价标准。以苏州国家环保高新技术产业园为例,应用该指标体系评价其清洁生产水平,结果为合格,与实际情况相符。指出,该指标体系能够合理反映产业园区清洁生产水平,判断其是否建成清洁生产园区,并在园区层面提出清洁生产审核重点及改进建议,从而进一步发掘产业园区清洁生产潜力。  相似文献

Impact assessment faces a number of key challenges. One area singled out as needing attention is community-based impact assessment. Impact assessment related to Indigenous communities is a particular case in point. We lend an Indigenous voice to this conversation. The emerging field of Indigenous impact assessment is under-developed compared to other forms of IA, particularly in terms of its theoretical foundation. In the article we address that gap by highlighting the current conundrum in Indigenous practice, exemplified in the context of Aotearoa New Zealand. Then we base our deliberation in an Indigenous worldview, applying Indigenous planning theory to impact assessment. Indigenous planning theory has an explicit decolonising agenda that supports communities to reclaim traditional planning approaches. We provide key parameters for establishing a theoretical and practical space for Indigenous IA, and for conceptualising the relationship between Indigenous IA other forms of IA. We argue for a ‘third space’ that facilitates co-existence of different forms of IA activity rather than integration of Indigenous endeavours into broader IA types. In doing so, we demonstrate the potential of Indigenous planning theory to connect international dialogue and case studies on Indigenous impact assessment, and to broaden and deepen IA theory and practice.  相似文献

Urban floods have a significant impact on the economy, livelihoods, and daily activities. Despite extensive research on flood adaptation, there is a lack of consensus on ways to assess flood adaptive capacity. This research thus proposes an assessment framework of flood adaptive capacity of urban residents in flood-prone areas. The indicators are based on six components: economic resources, social capital, awareness and training, technology, infrastructure, and institutions and policies. The relevancy of the indicators was evaluated by experts in related fields, and a questionnaire was developed to collect data from a random sample of 230 households in 10 flood-prone municipalities in Thailand. Statistical analysis and structural equation modeling were subsequently performed to validate the components and indicators, and a flood-adaptability questionnaire was constructed. As a trial implementation, the questionnaire was applied to a target flood-prone municipality, Phetchaburi, to assess its adaptive capacity to flooding, expressed as flood adaptive capacity index. The adaptive capacity of Phetchaburi municipality to flooding was found to be high indicating the improvement in economic resources and infrastructure components. These findings reveal that the proposed framework is suitable for assessing the flood adaptive capacity of urban residents and useful for integrated flood risk assessment and management.  相似文献

Traditionally, decision-makers have relied on economic impactestimates derived from conventional economy-wide models. Conventional models lack the environmental linkages necessary for examining environmental stewardship and economic sustainability, and in particular the ability to assess the impact of policies on natural capital. This study investigatesenvironmentally extended economic impact estimation on a regionalscale using a case study region in the province of Alberta knownas the Foothills Model Forest (FMF). Conventional economic impactmodels are environmentally extended in pursuit of enhancingpolicy analysis and local decision-making. It is found that theflexibility of the computable general equilibrium (CGE) modelingapproach offers potential for environmental extension, with a solid grounding in economic theory. The CGE approach may be the tool of the future for more complete integrated environment andeconomic impact assessment.  相似文献

The literature is prolific on the use of visual tools and their potential to promote inclusive public participation. This is particularly the case with the literature on communication, as well as on environmental planning and management, but significantly less abundant in environmental impact assessment, which is the specific focus of our research. The purpose of this paper is to share research results on the actual capacity of visual tools to promote and enhance inclusive public participation in environmental impact assessment related decision-making processes. Based on the literature reviewed, and characterizing the key benefits and challenges of visual tools according to their technical, cognitive, social and emotional effects/dimensions, this paper will: (i) compare their potential capacity to promote inclusive public participation; (ii) consider whether, when applied, they were fit for purpose – i.e. designed to promote a participatory process in each specific case–, and (iii) to what extent was the public involved in their design. Our results show that the literature largely dwells upon ad hoc evaluations of visual tools employed, that normally they are preset, with predefined choices and not made to fit the reality that they intend to serve. We also conclude that, at least according to the experience shared in the literature, seldom is the public involved in the design and choice of visual tools.  相似文献

In environmental impact assessment, qualitative methods are used because they are versatile and easy to apply. This methodology is based on the evaluation of the strength of the impact by grading a series of qualitative attributes that can be manipulated by the evaluator. The results thus obtained are not objective, and all too often impacts are eliminated that should be mitigated with corrective measures. However, qualitative methodology can be improved if the calculation of Impact Importance is based on the characteristics of environmental factors and project activities instead on indicators assessed by evaluators. In this sense, this paper proposes the inclusion of the vulnerability of environmental factors and the potential environmental impact of project activities. For this purpose, the study described in this paper defined Total Impact Importance and specified a quantification procedure. The results obtained in the case study of oil drilling in Colombia reflect greater objectivity in the evaluation of impacts as well as a positive correlation between impact values, the environmental characteristics at and near the project location, and the technical characteristics of project activities.  相似文献

Demographic change and economic decline produce modified urban land use pattern and densities. Compared to the beginning of the 90s after the German reunification, nowadays massive housing and commercial vacancies followed by demolition and perforation come to pass in many cities of the former GDR. In consequence, a considerable surplus of urban brownfields has been created. Furthermore, the decline in the urban fabric affects social infrastructure and urban greenery of local neighbourhoods. Here, urban planning enters into ‘uncharted territory’ since it needs to assess the socio-environmental impact of shrinkage.In order to carry out such an evaluation quantitatively, a multi-criteria assessment scheme (MCA) was developed and applied. Firstly, we identified infrastructure and land use changes related to vacancy and demolition. Secondly, demolition scenarios for the coming 20 years were applied in order to give an idea for a long-term monitoring approach at the local district level. A multi-criteria indicator matrix quantifies the socio-environmental impact on both urban greenery and residents. Using it, we set demolition scenarios against urban ‘quality of life’ targets. Empirical evidence comes from Leipzig, in eastern Germany, a representative case study for urban shrinkage processes.The results show that shrinkage implies socio-environmental changes of residential livelihoods, however, does not simply increase or decrease the overall urban quality of life. The integrated assessment of all indicators identifies environmental and social opportunities, as well as the challenges a shrinking city is faced with.  相似文献

Environmental impact evaluation is an essential component in environmental impact assessment (EIA) study for any developmental project, wherein importance assignment to various parameters depends on human judgement/experts opinion, which involves a high order of subjectivity. In order to minimise bias and subjectivity in evaluation of impacts, and hence in decision making, three different methods, viz. Battelle environmental evaluation system (BEES), importance scale matrix (ISM), and a combination of both, are considered in the present study. A case study for a development project (setting up a new industry) in an industrial belt situated in a region, which is rich in biological resources with good agricultural productivity and having high potential for further industrial development, is presented. The results of the other two methods are compared with the widely used method of BEES. Both methods are found comparable to the BEES method. However, it is observed that the ISM approach provides a better tool for reducing bias and subjectivity occurring in human judgement.  相似文献

Due to the specific modes of action and application patterns of agricultural insecticides, the insecticide exposure of agricultural surface waters is characterized by infrequent and short-term insecticide concentration peaks of high ecotoxicological relevance with implications for both monitoring and risk assessment. Here, we apply several fixed-interval strategies and an event-based sampling strategy to two generalized and two realistic insecticide exposure patterns for typical agricultural streams derived from FOCUS exposure modeling using Monte Carlo simulations. Sampling based on regular intervals was found to be inadequate for the detection of transient insecticide concentrations, whereas event-triggered sampling successfully detected all exposure incidences at substantially lower analytical costs. Our study proves that probabilistic risk assessment (PRA) concepts in their present forms are not appropriate for a thorough evaluation of insecticide exposure. Despite claims that the PRA approach uses all available data to assess exposure and enhances risk assessment realism, we demonstrate that this concept is severely biased by the amount of insecticide concentrations below detection limits and therefore by the sampling designs. Moreover, actual insecticide exposure is of almost no relevance for PRA threshold level exceedance frequencies and consequential risk assessment outcomes. Therefore, we propose a concept that features a field-relevant ecological risk analysis of agricultural insecticide surface water exposure. Our study quantifies for the first time the environmental and economic consequences of inappropriate monitoring and risk assessment concepts used for the evaluation of short-term peak surface water pollutants such as insecticides.  相似文献

Proper management of healthcare wastes is a key concern across resource-constrained countries in South Asia. Existing scientific research on this topic usually involves epidemiological and behavioral studies. Similarly, environmental impact assessment of healthcare wastes is mainly conducted from an end-user or anthropocentric point of view. In this study, we took a novel approach by analyzing healthcare wastes using an ecocentric position. Here, we utilize a case study of a general public hospital in a major city of Pakistan to analyze the embodied energy of its waste fractions by category. We used Emergy analysis to assess the true economic potential of recycling these waste items. While doing so, we compared the economic potential of current waste recycling practices with the scenario of 100% recycling of useful waste fractions. We discovered that the latent embodied energy of different recyclable waste fractions made them far more valuable than their existing market prices indicate. This value increased further if the useful waste fractions were completely recycled. In conclusion, this study used empirical evidence to argue in favor of source-segregation and recycling of healthcare wastes so that the higher costs associated with natural resource extraction and processing can be avoided. Future studies considering hazardous healthcare wastes can use the approach taken in this paper to analyze the impact of other practical waste treatment procedures.  相似文献

The use of economic valuation methods to assess environmental impacts of projects and policies has grown considerably in recent years. However, environmental valuation appears to have developed independently of regulations and practice of environmental impact assessment (EIA), despite its potential benefits to the EIA process. Environmental valuation may be useful in judging significance of impacts, determining mitigation level, comparing alternatives and generally enabling a more objective analysis of tradeoffs. In China, laws and regulations require the use of environmental valuation in EIA, but current practice lags far behind. This paper assesses the problems and prospects of introducing environmental valuation into the EIA process in China. We conduct four case studies of environmental economic impact assessment (EEIA), three of which are based on environmental impact statements of construction projects (a power plant, a wastewater treatment plant and a road construction project) and one for a regional pollution problem (wastewater irrigation). The paper demonstrates the potential usefulness of environmental valuation but also discusses several challenges to the introduction and wider use of EEIA, many of which are likely to be of relevance far beyond the Chinese context. The paper closes with suggesting some initial core elements of an EEIA guideline.  相似文献

The use of territorial impact assessment procedures is gaining increasing relevance in the European Union policy evaluation processes. However, no concrete territorial impact assessment tools have been applied to evaluating EU cross-border programmes. In this light, this article provides a pioneering analysis on how to make use of territorial impact assessment procedures on cross-border programmes. More specifically, it assesses the main territorial impacts of the Inner Scandinavian INTERREG-A sub-programme, in the last 20 years (1996–2016). It focuses on its impacts on reducing the barrier effect, in all its main dimensions, posed by the presence of the administrative border. The results indicate a quite positive impact of the analysed cross-border cooperation programme, in reducing the barrier effect in all its main dimensions. The obtained potential impact values for each analysed dimension indicate, however, that the ‘economy-technology’ dimension was particularly favoured, following its strategic intervention focus in stimulating the economic activity and the attractiveness of the border area.  相似文献

During the discussion on the “Environmental Protection Law Amendment (draft)” in 2011, it was decided to drop the proposed clauses related to environmental impact assessments (EIAs) on policy, which means that there remained no provisions for policy EIAs, and China's strategic environmental assessment system stayed limited to the planning level. However, considering that economic policy making is causing significant direct and indirect environmental problems and that almost every aspect of governmental policy has an economic aspect, EIAs on economic policies are of the utmost urgency. The purpose of this study is to review the EIA work that has been carried out on trade policy in China through four case studies, and illustrate how trade policy EIAs can be helpful in achieving better environmental outcomes in the area of trade. Through the trade policy EIA case studies we try to argue for the feasibility of conducting EIAs on economic policies in China. We also discuss the implications of the case studies from the point of view of how to proceed with EIAs on economic policy and how to promote their practice.  相似文献

There has been an increased interest in using sustainability indicators for evaluating the impacts of development and conservation projects. Past and recent experiences have shown that sustainability indicators can be powerful tools for measuring the outcomes of various interventions, when used appropriately and adequately. Currently, there is a range of methods for applying sustainability indicators for project impact evaluation at the environment–development interface. At the same time, a number of challenges persist which have implication for impact evaluation processes especially in developing countries. We highlight some key and recurrent challenges, using three cases from Kenya, Indonesia and Brazil.In this study, we have conducted a comparative analysis across multiple projects from the three countries, which aimed to conserve biodiversity and improve livelihoods. The assessments of these projects were designed to evaluate their positive, negative, short-term, long term, direct and indirect impacts. We have identified a set of commonly used sustainability indicators to evaluate the projects and have discussed opportunities and challenges associated with their application. Our analysis shows that impact evaluation processes present good opportunities for applying sustainability indicators. On the other hand, we find that project proponents (e.g. managers, evaluators, donors/funders) face challenges with establishing full impacts of interventions and that these are rooted in monitoring and evaluation processes, lack of evidence-based impacts, difficulties of measuring certain outcomes and concerns over scale of a range of impacts.We outline key lessons learnt from the multiple cases and propose ways to overcome common problems. Results from our analysis demonstrate practical experiences of applying sustainability indicators in developing countries context where there are different prevailing socio-economic, cultural and environmental conditions. The knowledge derived from this study may therefore be useful to a wider range of audience who are concerned with sustainable integration of development and environmental conservation.  相似文献

Many types of methods to assess land use impact have been developed. Nevertheless a systematic synthesis of all these approaches is necessary to highlight the most commonly used and most effective methods. Given the growing interest in this area of research, a review of the different methods of assessing land use impact (LUI) was performed using bibliometric analysis. One hundred eighty seven articles of agricultural and biological science, and environmental sciences were examined. According to our results, the most frequently used land use assessment methods are Life-Cycle Assessment, Material Flow Analysis/Input–Output Analysis, Environmental Impact Assessment and Ecological Footprint. Comparison of the methods allowed their specific features to be identified and to arrive at the conclusion that a combination of several methods is the best basis for a comprehensive analysis of land use impact assessment.  相似文献

In the domain of environmental protection, multi-criteria evaluation is used in cases where multiple alternatives, on the bases of multiple parameters, need to be evaluated. Depending on the particular goal of investigation, various approaches have been developed and applied. This various multi-criteria approaches differ in parameter weighting method, in data normalization method as well as in the method for assessment of alternatives. According to the applied multi-criteria methodology, the result, i.e., the rank of alternatives may differ to some extent. In this context, parameter weighting bears special significance in multi-criteria evaluation, while the choice of method is crucial for final result. The specificity of parameter weighting process in environment protection is directly related to pronounced interdisciplinary character of this area, as well as the large number of influential parameters. With this in mind, this paper presents an approach to multi-criteria evaluation which—through integration of three specific methods for parameter weighting—allows more flexible and multi-purpose application. Based on the established concept, a software application was developed. Besides automated parameter weighting, it also provides graphical interpretation of results. The developed approach and software have been verified on the case study related to evaluation of environmental loadings at six locations in the city of Novi Sad.  相似文献

随着经济发展水平的不断提高,对环境质量的综合评价显得尤为重要,文章建立了能反映环境质量水平的3层指标,从大气环境参量、水环境参量、固废环境参量、噪声环境参量、生态环境参量5个方面以及综合性指标环境质量参量为基础,比较分析了代表我国华北地区、东北地区、东部发达地区、华南地区和西北地区的北京、辽宁、上海、广东和陕西2003—2008年环境质量现状,结果表明,各地的环境质量水平均呈现整体上升趋势,上海和广东地区的环境质量水平较高,辽宁这一重工业地区的环境质量水平较差。  相似文献
