The popularity of ecotourism in the marine protected areas of Mexico has increased over the last 10 years; in particular there is a large development of a SCUBA diving industry in the Mexican Pacific including Isabel Island. Given the risks associated with human activity in the marine environments around this island, we propose two ecotourism management strategies: (1) the creation and use of underwater trails, and (2) the estimation of the specific tourism carrying capacity (TCC) for each trail. Six underwater trails were selected in sites that presented elements of biological, geological, and scenic interest, using information obtained during field observations. The methodology used to estimate the TCC was based upon the physical and biological conditions of each site, the infrastructure and equipment available, and the characteristics of the service providers and the administrators of the park. Correction factors of the TCC included elements of the quality of the visit and the threat and vulnerability of the marine environment of each trail (e.g., divers’ expertise, size and distance between groups of divers, accessibility, wind, coral coverage). The TCC values ranged between 1,252 and 1,642 dives/year/trail, with a total of 8,597 dives/year for all six trails. Although these numbers are higher than the actual number of recreational visitors to the island (~1,000 dives per year), there is a need for adequate preventive management if the diving sites are to maintain their esthetic appeal and biological characteristics. The Pearl River (Zhujiang) is the largest river system in southern China. The river, which is approximately 2200 km long, discharges into the South China Sea through an extensive deltaic area to the west of Hong Kong. Water quality in the river is under threat from a variety of sources associated with industrializationand urbanization in the Pearl River Delta Region (PRDR). Hong Kong's location on the eastern bank of the Pearl River estuary means that the quality of its western marine waters is likely to be increasingly influenced by the Pearl's pollution burden. Little published material exists on pollution in the Pearl River, or the potential impacts of transboundary pollution on marine water quality in Hong Kong. This paper focuses on this issue of transboundary water pollution between the Delta Region and Hong Kong. Specifically, we present the results of a preliminary analysis of water quality data for the Pearl River. The paper demonstrates that the major potential problem affecting the Pearl River is organic pollution, and that the principal sources of pollution affecting the Pearl River estuary, and consequently Hong Kong's western waters, are the Shenzhen River, the upstream Guangzhou section of the Pearl River, and the Dongguan Canal. We estimate that less than 5% of untreated domestic sewage discharges affecting the estuary derive from Hong Kong itself. The paper also discusses the implications of transboundary pollution in the context of environmentalpolicy making in Hong Kong and argues that more extensive and effective co-operation and collaboration between Hong Kong and mainland agencies should be developed to address these concerns.  相似文献

Hong Kong has enjoyed more than 20 years of almost uninterrupted economic growth and the territory is widely recognized as one of the most successful of the newly industrializing economies. Economic success has, however, brought with it a variety of environmental problems including deterioration of air and water bodies and the loss of terrestrial and marine habitats. Environmental degradation also poses a serious threat to local biodiversity. Despite its stated commitment to environmental protection, the Hong Kong Government is still strongly growth-oriented and the territory's environmental institutions and policies often seem ineffective in resolving the conflicts that arise between development and the environment. To illustrate some of the contradictions inherent in Hong Kong's current approach to environmental and conservation issues, this paper focuses on the controversy surrounding the fate of the local population of the Indo-Pacific humped-back dolphin, or, as it is locally known, the Chinese white dolphin (Sousa chinensis). The dolphin's habitat has been disrupted by major development projects, marine pollution and fishing and shipping activity. It is possible that the species will be extinct in Hong Kong waters by the beginning of the next century. The paper examines the background to the controversy that has arisen surrounding the future of the dolphins and evaluates the Government's attempts to develop a conservation strategy to protect them. The preferred option—the creation of a dolphin sanctuary within a designated marine park area—has been strongly criticized by some local marine biologists and conservationists as being inadequate and inappropriate. The failure to address effectively the problems faced by the Chinese white dolphin may be attributed to the lack of an overall conservation strategy in Hong Kong, shortcomings in the territory's environmental impact assessment system and limited local scientific knowledge concerning the dolphin population.  相似文献

This paper focuses on the role of marine parks and reserves in the conservation of Hong Kong's coastal environment. This environment is under serious threat as a result of pollution of marine waters and habitat loss associated with urbanisation, large-scale reclamation projects, and inadequate treatment and disposal of sewage and industrial effluents. The paper discusses whether in a highly urbanised and stressed environment like Hong Kong, which currently lacks a conservation strategy and an overall framework for handling sustainability issues, small marine parks and reserves can be effective in helping to conserve local biodiversity. The paper also suggests that Hong Kong should adopt a broader regional perspective on its coastal conservation and management problems, a perspective that recognises the significance for the territory of the rapid urban and industrial development taking place in neighbouring Guangdong Province. This will require more extensive and focused liaison with Chinese agencies.  相似文献

British colonial military heritage structures in Hong Kong are in a state of ruin and government neglect. Urgent attention is required in the form of active management to avoid the loss of valuable heritage resources and the negative impact on the landscape and environment. This paper explores two possible alternatives – user participation and social entrepreneur participation – to achieve innovative solutions to rent dissipation of these structures situated in isolated areas within protected-area boundaries, with a focus on a specific case. Emphasis is placed on fostering public participation, involving the allocation of some property rights. Elinor Ostrom's diagnostic approach to common-pool resource problems is applied to both solutions to determine the conditions necessary to achieve the objectives. The discussions are informed by social entrepreneurship principles and a version of the Coase Theorem, the latter coinciding with Ostrom's view regarding the role of property rights in achieving sustainable outcomes.  相似文献

It is a common experience that public administrations tend to shy away from the explicit acknowledgment of quantitative risk levels. Faced with extreme concentrations of population and of industrial activities, including LPG and liquid chlorine storage, within a very small land area, Hong Kong has faced up to the issue of major man-made hazards by “thinking the unthinkable” and adopting explicit risk guidelines. This article describes how these guidelines were developed and the arguments that led to their adoption. It is emphasized that the risk guidelines are not rigid standards but simply a method of focusing decision making and ensuring that any decision to contravene the guidelines is taken at an appropriately senior level in the administration. The way in which the guidelines have been incorporated intimately into the planning and decision-making process is described and details are given on how this has led to the implementation of a variety of measures that have greatly reduced both societal and individual risk from certain types of chemical storage and chemical processing installations in Hong Kong. Paradoxically, cities in the developed world are simultaneously increasing levels of food waste and food insecurity. Social assistance programmes intend to provide vulnerable populations with food, but many people instead choose to collect food from municipal waste streams, including “dumpster diving”. Most food-insecure people who dumpster dive do so from need, to supplement food from, or avoid stigma related to, social assistance programmes. However, it is increasingly common for food-secure people to choose to dumpster dive. We used participant observation and semi-structured interviews to characterise urban dumpster divers in Montréal, Quebec, identify what items they dive for, and describe their social connectivity. We found that while some divers identified as food insecure and extremely poor, most did not; primarily, divers were Caucasian, university students, holding an “alternative” identity, and without a full-time job or children. Divers required specialised knowledge and mostly recuperated food waste from grocery stores and bakeries (e.g. breads, fruits, vegetables, meat, dairy products) that significantly improved the composition and quality of their diets. Unused goods were largely gifted and rarely sold. Food-insecure divers tended to be isolated, while food-secure divers had strong social connections because they frequently exchanged knowledge and goods and held common values. Our findings indicate that the dumpster diving community in Montréal is a heterogeneous group recuperating a range of goods for a variety of reasons that reduces food waste and alleviates food insecurity. We suggest that municipal policy-makers encourage the redistribution of potentially useful goods between local businesses and willing recuperators.  相似文献

On domestic waste recycling, it was found that source separation of domestic waste in mainland China was supported by 85% of the urban population and about 11–13% of the household waste was recovered and sold by the householders for financial gains. It was also found that the lower income group tended to recover a greater portion of waste, indicating that voluntary waste recovery activities in mainland China were carried out largely due to economic reasons. Thus, the Western type of source separation program in which residents are requested to separate recyclables for the community may not be welcomed in mainland China. In Hong Kong, despite the presence of community waste recovery programs, the recovery of domestic waste is only about 6% and is therefore less than those of the mainland Chinese cities surveyed. On the choice of source separation programs, it was found that Hong Kong people ranked familiarity a more important criterion than convenience. Therefore, the collection frequency of recyclables and time and place for setting out recyclables should be as similar to those of normal waste collection as possible to attract high participation in source separation programs.  相似文献

In this case study of a degraded tropical landscape, we examine how the protected area system in Hong Kong, China, should be modified to improve its efficiency in protecting the surprisingly rich biota. The challenge lies in the fine scale of site selection, and the absence of a core area with high species richness and rarity. Site selection was first conducted in 1 km grid units by selecting hotspots and irreplaceable sites using field records for eight groups of species (amphibians, reptiles, mammals, breeding birds, ants, butterflies, dragonflies and rare vascular plants). The habitats of conservation value within the selected grid units were then delineated on the basis of expert knowledge. Recommendations for increasing the total existing protected area by 6% (i.e. an additional 2% of Hong Kong's total land area) were submitted to the Government in August 2000. To test the robustness of the results, site selection was repeated in 2001 using updated data and different selection methods. The numbers of squares selected by complementarity-based algorithms were similar to those by the hotspots and irreplaceable site method. Sites selected for rare species were very sensitive to data completeness, implying that the application of complementarity-based algorithms at fine scales might be limited.  相似文献

Within the context of political democratization, this article explores environmental protection in Hong Kong since the government lauched a ten-year program to “save the environment” in 1989. Examining environmental management by law from a social-choice perspective, it argues that the government has yet to reach an integrative policy orocess. Hence the preconditions for an integrative set of environmental legislation are absent. Institutionally, without a comprehensive green policy, the current arrangements lack a vision as an integrative force to promote effective coordination among various sectoral environmental coordination among various sectoral environmental programs. The dominant approach of policy and law enforcement through consultation has rendered impossible strict enforcement of environmental rules and regulations as local economic growth enjoys a priority over environmental protection. At a time of environmental awakening, the people of Hong Kong are not yet prepared awakening, the people of Hong Kong are not yet prepared to participate in environmental management in a strict legal manner. The overall observation is that Hong Kong has yet to see more mature political, legal, administrative, and social conditions for managing its environment within a legal framework.  相似文献

Wildlife incidents with aircraft cost the United States (U.S.) civil aviation industry >US$1.4 billion in estimated damages and loss of revenue from 1990 to 2009. Although terrestrial mammals represented only 2.3 % of wildlife incidents, damage to aircraft occurred in 59 % of mammal incidents. We examined mammal incidents (excluding bats) at all airports in the Federal Aviation Administration (FAA) National Wildlife Strike Database from 1990 to 2010 to characterize these incidents by airport type: Part-139 certified (certificated) and general aviation (GA). We also calculated relative hazard scores for species most frequently involved in incidents. We found certificated airports had more than twice as many incidents as GA airports. Incidents were most frequent in October (n = 215 of 1,764 total) at certificated airports and November (n = 111 of 741 total) at GA airports. Most (63.2 %) incidents at all airports (n = 1,523) occurred at night but the greatest incident rate occurred at dusk (177.3 incidents/hr). More incidents with damage (n = 1,594) occurred at GA airports (38.6 %) than certificated airports (19.0 %). Artiodactyla (even-toed ungulates) incidents incurred greatest (92.4 %) damage costs (n = 326; US$51.8 million) overall and mule deer (Odocoileus hemionus) was the most hazardous species. Overall, relative hazard score increased with increasing log body mass. Frequency of incidents was influenced by species relative seasonal abundance and behavior. We recommend airport wildlife officials evaluate the risks mammal species pose to aircraft based on the hazard information we provide and consider prioritizing management strategies that emphasize reducing their occurrence on airport property.  相似文献

A number of social surveys on environmental issues have been conducted in Hong Kong over the past 20 years but none has investigated processes of environmental reform from a stakeholder perspective. This paper reports on the findings of a survey of 120 representatives of eight stakeholder groups conducted in 2003. This exploratory study had two main objectives. First, it investigated stakeholder views on environmental policy making in Hong Kong including policy objectives and priorities, the policy instruments employed, the discourse surrounding environmental policy making and sustainable development, and the effectiveness of local environmental institutions. Second, it explored the extent to which Hong Kong is undergoing environmental reform processes consistent with the principles of ecological modernization.

The results indicate that a conventional command-and-control model focusing on pollution control drives environmental policy making in Hong Kong. Government is seen as a relatively unresponsive, ‘controller’ regime relying heavily on laws and regulation to pursue its policy objectives. Support exists among stakeholders for the use of new environmental policy instruments (NEPIs), particularly those of an economic nature, but there is scepticism about the potential effectiveness of voluntary environmental agreements. Local environmental discourse is characterized by the counter-positioning of economic development and the environment. Most stakeholders share the view that the debate surrounding sustainable development has been poorly informed and that the concept is not well-understood. Stakeholder responses suggest that there is considerable divergence between the potential and actual effectiveness of important local environmental institutions. While there is empirical evidence indicating that some environmental initiatives have produced technical outcomes consistent with ecological modernization, our findings suggest these do not reflect a conscious change in the direction of environmental policy and that the social and institutional transformations that also underpin ecological modernization have yet to become embedded in Hong Kong.  相似文献

Forest management certification is assumed to promote sustainable forest management, but there is little field-based evidence to support this claim. To help fill this gap, we compared a Forest Stewardship Council (FSC)-certified with an adjacent uncertified, conventionally logged concession (CL) in Gabon on the basis of logging damage, above-ground biomass (AGB), and tree species diversity and composition. Before logging, we marked, mapped, and measured all trees >10 cm dbh in 20 and twelve 1-ha permanent plots in the FSC and CL areas, respectively. Soil and tree damage due to felling, skidding, and road-related activities was then assessed 2–3 months after the 508 ha FSC study area and the 200 ha CL study area were selectively logged at respective intensities of 5.7 m3/ha (0.39 trees/ha) and 11.4 m3/ha (0.76 trees/ha). For each tree felled, averages of 9.1 and 20.9 other trees were damaged in the FSC and CL plots, respectively; when expressed as the impacts per timber volume extracted, the values did not differ between the two treatments. Skid trails covered 2.9 % more of the CL surface, but skid trail length per unit timber volume extracted was not greater. Logging roads were wider in the CL than FSC site and disturbed 4.7 % more of the surface. Overall, logging caused declines in AGB of 7.1 and 13.4 % at the FSC and CL sites, respectively. Changes in tree species composition were small but greater for the CL site. Based on these findings and in light of the pseudoreplicated study design with less-than perfect counterfactual, we cautiously conclude that certification yields environmental benefits even after accounting for differences in logging intensities.  相似文献

Disposal of more than 300 tonnes waste glass daily derived from post-consumer beverage bottles is one of the major environmental challenges for Hong Kong, and this challenge continues to escalate as limited recycling channels can be identified and the capacity of valuable landfill space is going to be saturated at an alarming rate. For this reason, in the past ten years, a major research effort has been carried out at The Hong Kong Polytechnic University to find practical ways to recycle waste glass for the production of different concrete products such as concrete blocks, self-compacting concrete and architectural mortar. Some of these specialty glass-concrete products have been successfully commercialized and are gaining wider acceptance. This paper gives an overview of the current management and recycling situation of waste glass and the experience of using recycled waste glass in concrete products in Hong Kong.  相似文献

This paper extends prior research on risk perceptions in the West to the Hong Kong Chinese context by studying the nature of the responses of 229 Hong Kong Chinese to an adapted environmental appraisal inventory (EAI-C), which consisted of three scales with one related to the self and the other two related to the local and global environments, respectively. Results lent support to a local–global dichotomy: hazards were appraised to be more threatening in the global than the local context. Responses to the three-scale adaptation were factor analysed and three subscales were extracted for each of the EAI scales. As with findings reported in a previous study with an Irish sample, the subscales could be considered to represent techno-human, everyday-life and natural hazards. Results also indicated that Hong Kong Chinese appraised environmental hazards as more threatening than did Western samples surveyed in prior studies. This was most striking when hazards were appraised in relation to the self. Similar findings have also been reported in recent studies with Japanese samples. It was suggested that the accentuated threat to self observed in the current study might stem from a heightened sensitivity to environmental hazards in the Chinese people, which is determined by self-construction processes specific to Asian cultures. Using the EAI as a measurement for hazard appraisal may provide insights to how people from different cultures construe the impact of environmental hazards in various contexts.  相似文献

In situ trampling occurred under experimental conditions to quantify the differences in the responses to anthropogenic trampling in four dominant species of Hawaiian corals, Porites compressa, Porites lobata, Montipora capitata, and Pocillopora meandrina. Trampling was simulated daily for a period of nine days at which time further breakage was minimal. Forty treatment colonies produced 559 fragments. Trampling was followed by an 11-month recovery period. Coral colony and fragment mortality was low. All four species were highly tolerant of inflicted damage, suggesting that some species of corals can withstand limited pulse events that allow time for recovery. Growth rates following trampling were significantly lower in the treatment groups for three of the four species. This study demonstrated that very few trampling events can produce significant changes in growth even after a long recovery period. Survivorship of fragments is clearly size- and species-dependent in M. capitata and P. compressa. Smaller fragments (<5 cm) had higher mortality than larger fragments (>5 cm). High breakage rates for M. capitata and P. compressa are consistent with the nearshore, low-energy regions they inhabit—the same environment frequented by skin divers and waders. Mechanical tests were conducted to determine tensile and compressive strengths. Pocillopora meandrina exhibited the strongest skeletal strength, followed in decreasing order by Porites lobata, Porites compressa, and Montipora capitata. The skeletal strength obtained from the experiments correlate with the wave energy present in the environments in the regions they inhabit, suggesting that structural strength of corals is an adaptive response to hydraulic stress.  相似文献

This paper estimates the environmental impacts and damage costs (‘external costs’) of synthetic nitrogen fertilizer and discusses options for reducing these impacts, including their consequences for farmers and for producers of fertilizer. The damage costs of the fertilizer life cycle that could be estimated are large, about 0.3 [euro]/kgN (compared to the current market price of about 0.5 [euro]/kgN); much of that is due to global warming by N2O and CO2 emissions during fertilizer production and N2O emissions from fertilized fields. Policy options for internalizing these costs are discussed, and the consequences of reduced fertilizer input on crop yield are explored. If the damage costs were internalized by a pollution tax or tradable permits that are auctioned by the government, the economic consequences would be heavy, with a large revenue loss for farmers. However, if it is internalized by tradable permits that are given out free, the revenue loss for farmers is small. The loss for fertilizer producers increases linearly with the amount of external cost that is internalized, by contrast to the loss for farmers which increases quadratically but is very small for a damage cost of 0.3 [euro]/kgN. Expressed as a change in the fertilizer-dependent part of the farmers' revenue (crop yield × crop price – fertilizer used× fertilizer price), the decrease is less than 0.5% for most crops; the losses are larger only for crops with low [euro]/ha revenue. Averaged over wheat, barley, potatoes, sugar beet and rapeseed, the loss to farmers is about 0.1% in the UK and 0.4% in Sweden. The revenue loss for fertilizer producers is larger, about 8% in the UK and 14% in Sweden.  相似文献

This paper compares the public attitudes of three southern Chinese cities/towns, namely Guangzhou, Dongguan, and Yuanzhou on waste recycling and avoidance, and the New Environmental Paradigm (NEP). The latter describes the concept of treating the resources and the ecosystems on Earth as things having their own rights rather than being subordinate and subservient to humans. These three places are chosen to represent areas in different stages of urbanization in the Guangdong province. As Hong Kong is also a southern Chinese city, where data of similar nature are available, comparison with Hong Kong is also made. It was found that the support for source separation of household waste in the rural and urban areas in mainland China was greater than that found in Hong Kong. Concerning actual practices on waste separation, about 85% of the respondents in the cities and almost all of the rural household surveyed have the habit of saving up and selling the recyclables. It is estimated that about 11-13% of the household waste was diverted in such a way. This is higher than the estimated 8% household waste recovery rate of Hong Kong. The majority of the respondents in the three surveyed cities have recovered household recyclables in the past but with higher family incomes, it was now less common. On the contrary, the lower income group tended to recover greater portion of their waste for selling to the waste depots. These findings have implications on the future waste management policy formulation in China. Regarding the acceptance of the New Environmental Paradigm, it was found that the rural population scored better than the urban population and they tended to agree more frequently with the NEP. However, the rural population perceives a greater potential for industrial and urban development without dampening environmental quality. It was also found that the NEP scores of the mainland Chinese are higher, in general, than their Hong Kong counterparts as measured in early 1990s. Insufficient public support has often been a concern for source separation programmes in all countries despite the obvious waste management benefits of recycling. This study shows that there is overwhelming support for source separation of waste in Mainland China, whether it is in rural or urban communities, and that most people are already undertaking source separation due to the redemption value of the recyclables. Therefore, for policy-makers, the concern should not be on whether the public knows how to separate the waste but rather on how to motivate them to separate waste for the good of society, and how to maintain an effective market for recyclables.  相似文献

This study identified the changing preferences of country park visitors in Hong Kong and the potential for such changes to have further negative impacts on the ecologically sensitive areas of country parks. A questionnaire was used to collect feedback from 644 country park visitors to understand their preferences and visitation patterns. To investigate visitors’ preferences and behaviours and to develop better visitor management strategies, the survey data were compared with studies conducted 20 years ago. The results showed that the most popular nature‐based activities of 20 years ago, namely, picnicking and barbecuing, have significantly declined in popularity, while other activities, namely, nature studies and nature photography, have surged in popularity in recent years. These changes in visitor preferences have directly increased the negative impacts of visitors on country parks as they dispersed away from the high intensity recreation zones to the ecological sensitive areas. This emerging group of country park visitors has not been fully considered in the existing approach to visitor management and may irreversibly impact the ecological value of country parks. In this study, visitor management in Hong Kong's country parks was reviewed based on these research findings, and potential improvements were suggested.  相似文献
