Abstract: The spatial scale and location of land whose development has the strongest influence on aquatic ecosystems must be known to support land use decisions that protect water resources in urbanizing watersheds. We explored impacts of urbanization on streams in the West River watershed, New Haven, Connecticut, to identify the spatial scale of watershed imperviousness that was most strongly related to water chemistry, macroinvertebrates, and physical habitat. A multiparameter water quality index was used to characterize regional urban nonpoint source pollution levels. We identified a critical level of 5% impervious cover, above which stream health declined. Conditions declined with increasing imperviousness and leveled off in a constant state of impairment at 10%. Instream variables were most correlated (0.77 ≤ |r| ≤ 0.92, p < 0.0125) to total impervious area (TIA) in the 100‐m buffer of local contributing areas (~5‐km2 drainage area immediately upstream of each study site). Water and habitat quality had a relatively consistent strong relationship with TIA across each of the spatial scales of investigation, whereas macroinvertebrate metrics produced noticeably weaker relationships at the larger scales. Our findings illustrate the need for multiscale watershed management of aquatic ecosystems in small streams flowing through the spatial hierarchies that comprise watersheds with forest‐urban land use gradients.  相似文献

While most research about the relationship between land use and watershed hydrological output has focused primarily on land-use types and their impact on hydrological processes, the relationship between characteristics of land-use patterns (such as pattern fragmentation, connectivity, and coherence) and hydrological processes has not been well examined. Using historical stormwater data, this study evaluates the hydrological effects of different land-use scenarios in the Qing-shui watershed in Beijing, China, at a variety of spatial scales. This study demonstrates that planning and managing land-use patterns can significantly reduce runoff under different scales, particularly for small storm events. In contrast to other aspects of land-use structure characteristics, such as the shape complexity of land-use patches, fragmented level of the patches of land-use types appear as dominant drivers of runoff. The results of the study suggest that land-use pattern management should be an important component of Best Management Practices to reduce the impacts of urbanization on natural hydrological processes.  相似文献

With growing populations fueling increased groundwater abstraction and forecasts of greater water scarcity in the southeastern United States, identifying land management strategies that enhance water availability will be vital to maintaining hydrologic resources and protecting natural systems. Management of forested uplands for lower basal area, currently a priority for habitat improvement on public lands, may also increase water yield through decreased evapotranspiration (ET). To explore this hypothesis, we synthesized studies of precipitation and ET in coastal plain pine stands to develop a statistical model of water yield as a function of management strategy, stand structure, and ecosystem water use. This model allowed us to estimate changes in water yield in response to varying management strategies across spatial scales from the individual stand to a regional watershed. Results suggest that slash pine stands managed at lower basal areas can have up to 64% more cumulative water yield over a 25‐year rotation compared to systems managed for high‐density timber production, with the greatest increases in stands also managed for recurrent understory fire. Although there are important uncertainties in the magnitude of additional water yield and its final destination (i.e., surface water bodies vs. groundwater), this analysis highlights the potential for management activities on public and private timber lands to partially offset increasing demand on surface and groundwater resources.  相似文献

The coastal waters at many beaches in California and the United States are afflicted with fecal pollution, which poses a health risk for people exposed to the water through recreational activities such as swimming, surfing, and diving. Identifying sources of pollution is complicated by oceanographic transport/mixing processes and the nonconservative behavior of microorganisms exposed to sunlight and hostile marine conditions. This article investigates the variation of fecal indicator bacteria (FIB) concentrations in the surf zone and the adjacent coastal marsh by applying autocorrelation and cross-correlation analyses that illustrate solar and tidal modulations. A steady state bioreactor model was developed to explain solar inactivation in the surf zone, whereas a dynamic model was applied to explain tidally influenced disturbances in the coastal marsh. These models applied to intensive monitoring datasets on FIB and environmental variables have provided insights into the biologic and physical processes controlling coastal water quality, specifically the influence of sunlight and tides on bacterial levels.  相似文献

Natural resource planning processes on public lands in the United States are driven in large part by the requirements of the National Environmental Policy Act (NEPA), which dictates general processes for analyzing and disclosing the likely impacts of proposed actions. The outcomes of these processes are the result of multiple factors, many related to the manifold smaller incremental decisions made by agency personnel directing the processes. Through interviews with decision makers, team leaders, and team members on five NEPA processes within the U.S. Forest Service, this study examines those incremental decisions. Risk, in particular external relationship risk, emerged as a dominant lens through which agency personnel weigh and make process-related decisions. We discuss the tradeoffs associated with agency actors’ emphasis on this form of risk and their potential implications for adaptive ecosystem management and organizational performance.  相似文献

The Soil and Water Assessment Tool (SWAT) is widely used in the United States (U.S.) to simulate hydrology and water quality simulation. Process‐based models like SWAT require a great deal of data to accurately represent the natural world, including topography, land use, soils, weather, and management. With the exception of management, all these data are available nationally from multiple sources. To date, credible SWAT studies in the U.S. have assembled suitable management data (operation scheduling, fertilization application rates, and plant growth parameterization). In this research, we develop a national management database for SWAT using existing U.S. Department of Agriculture data sources. These data are compatible with existing SWAT interfaces and are relatively easy to use. Although management data from local sources is preferred, these data are not always available. This work is intended to fill this void with more reasonable management data than the existing defaults. This national database covers all major cultivated crops and should facilitate improved SWAT applications in the U.S. These data were tested in two case studies and found to produce satisfactory SWAT predictions. This article presents an analysis of the projected performance of urban residential rainwater harvesting systems in the United States (U.S.). The objectives are to quantify for 23 cities in seven climatic regions (1) water supply provided from rainwater harvested at a residential parcel and (2) stormwater runoff reduction from a residential drainage catchment. Water‐saving efficiency is determined using a water‐balance approach applied at a daily time step for a range of rainwater cistern sizes. The results show that performance is a function of cistern size and climatic pattern. A single rain barrel (190 l [50 gal]) installed at a residential parcel is able to provide approximately 50% water‐saving efficiency for the nonpotable indoor water demand scenario in cities of the East Coast, Southeast, Midwest, and Pacific Northwest, but <30% water‐saving efficiency in cities of the Mountain West, Southwest, and most of California. Stormwater management benefits are quantified using the U.S. Environmental Protection Agency Storm Water Management Model. The results indicate that rainwater harvesting can reduce stormwater runoff volume up to 20% in semiarid regions, and less in regions receiving greater rainfall amounts for a long‐term simulation. Overall, the results suggest that U.S. cities and individual residents can benefit from implementing rainwater harvesting as a stormwater control measure and as an alternative source of water.  相似文献

This study investigates the potential impacts of climate change on future flows in the main stem of the Connecticut and Merrimack rivers within Massachusetts. The study applies two common climate projections based on (Representative Concentration Pathways), RCP 4.5 and RCP 8.5 and downscaled gridded climate projections from 14 global climate models (GCMs) to estimate the 100‐year, 24‐h extreme precipitation events for two future time‐periods: near‐term (2021–2060) and far‐term (2060–2099). 100‐year 24‐h precipitation events at near‐ and far‐term are compared to GCM‐driven historical extreme precipitation events during a base period (1960–1999) and results for RCP 8.5 scenario show average increases between 25%–50% during the near‐term compared to the base period and increases of over 50% during the far‐term. Streamflow conditions are generated with a distributed hydrological model where downscaled climate projections are used as inputs. For the near‐term, the medians of the GCMs using the RCP 4.5 and RCP 8.5 suggest 2.9%–8.1% increases in the 100‐year, 24‐h flow event in the Connecticut and an increase of 9.9%–13.7% in the Merrimack River. For the far‐term, the medians of the GCMs using the RCP 4.5 and RCP 8.5 suggest a 9.0%–14.1% increase in the Connecticut and 15.8%–20.6% for the Merrimack River. Ultimately, the results presented here can be used as a guidance for the long‐term management of infrastructures on the Connecticut and Merrimack River floodplains.  相似文献

DOI: 10.1111/j.1752‐1688.2011.00609.x Abstract: Recent, recurring, and increased magnitude floods adversely challenge long‐held and erroneous concepts of flood control. This article focuses on the environmental issues with comprehensively reviewed essentials of the United States (U.S.) riverine Flood Control Program, including news reports, scientific articles, books, and landmark treatises. For the past three‐quarters of a century, U.S. floods have continued (and will continue) to occur, causing increasing property damage with growing fiscal loss. Reasons include inattention to fundamental principles of physics, hydrology, and ecology. There are also important challenges involving environmental policy, economics, and common sense. Measures afforded by the existing program encourage and enable investment in floodplains while violating a variety of natural principles that make the situation worse. This detailed review includes the questionable (actually untrue) justification in the document‐setting policy for the 1936 Omnibus Flood Control Act. The well‐documented evidence is overwhelming. An alternative approach is presented that would enable and celebrate natural floods, managing their ecological and hydrological values, and not attempting to control them.  相似文献

Public lands and waters in the United States traditionally have been managed using frameworks and objectives that were established under an implicit assumption of stable climatic conditions. However, projected climatic changes render this assumption invalid. Here, we summarize general principles for management adaptations that have emerged from a major literature review. These general principles cover many topics including: (1) how to assess climate impacts to ecosystem processes that are key to management goals; (2) using management practices to support ecosystem resilience; (3) converting barriers that may inhibit management responses into opportunities for successful implementation; and (4) promoting flexible decision making that takes into account challenges of scale and thresholds. To date, the literature on management adaptations to climate change has mostly focused on strategies for bolstering the resilience of ecosystems to persist in their current states. Yet in the longer term, it is anticipated that climate change will push certain ecosystems and species beyond their capacity to recover. When managing to support resilience becomes infeasible, adaptation may require more than simply changing management practices—it may require changing management goals and managing transitions to new ecosystem states. After transitions have occurred, management will again support resilience—this time for a new ecosystem state. Thus, successful management of natural resources in the context of climate change will require recognition on the part of managers and decisions makers of the need to cycle between “managing for resilience” and “managing for change.”  相似文献

DOI: 10.1111/j.1752‐1688.2011.00540.x Abstract: Annual maximum peak discharge time series from 196 stream gage stations with a record of at least 75 years from the Midwest United States is examined to study flood peak distributions from a regional point of view. The focus of this study is to evaluate: (1) “mixtures” of flood peak distributions, (2) upper tail and scaling properties of the flood peak distributions, and (3) presence of temporal nonstationarities in the flood peak records. Warm season convective systems are responsible for some of the largest floods in the area, in particular in Nebraska, Kansas, and Iowa. Spring events associated with snowmelt and rain‐on‐snow are common in the northern part of the study domain. Nonparametric tests are used to investigate the presence of abrupt and slowly varying changes. Change‐points rather than monotonic trends are responsible for most violations of the stationarity assumption. The abrupt changes in flood peaks can be associated with anthropogenic changes, such as changes in land use/land cover, agricultural practice, and construction of dams. The trend analyses do not suggest an increase in the flood peak distribution due to anthropogenic climate change. Examination of the upper tail and scaling properties of the flood peak distributions are examined by means of the location, scale, and shape parameters of the Generalized Extreme Value distribution.  相似文献

Management of forests, rangelands, and wetlands on public lands, including the restoration of degraded lands, has the potential to increase carbon sequestration or reduce greenhouse gas (GHG) emissions beyond what is occurring today. In this paper we discuss several policy options for increasing GHG mitigation on public lands. These range from an extension of current policy by generating supplemental mitigation on public lands in an effort to meet national emissions reduction goals, to full participation in an offsets market by allowing GHG mitigation on public lands to be sold as offsets either by the overseeing agency or by private contractors. To help place these policy options in context, we briefly review the literature on GHG mitigation and public lands to examine the potential for enhanced mitigation on federal and state public lands in the United States. This potential will be tempered by consideration of the tradeoffs with other uses of public lands, the needs for climate change adaptation, and the effects on other ecosystem services.  相似文献

An intent of the U.S. Federal Regulatory Commission's Order 636, promulgated in April 1992, was to promote competition and efficiency in the transportation sector of the natural gas industry. Additionally, the Order altered the roles of the traditional players in the industry by increasing not only their options for purchase and sale of natural gas, but also their risks. Increased options have the potential of increasing competition and efficiency, not only in the transportation sector, but also in the distribution sector. This paper examines impacts of Order 636. Using annual, aggregate, U.S. price data, a Wilcox rank sum test is employed to test for statistically significant differences between the pre- and post-636 eras. Results indicate median revenues attributable to the transportation sector have declined since the implementation of Order 636.1 Although there are naturally a number of factors that may affect transportation revenues, the decline in median price can be attributed, at least in part, to increased competition, increased efficiency, or both. At this level of aggregation the effects can not be segregated. Results also indicate that although decreased costs of transportation have at least partially been passed on to final consumers, local distribution companies have not significantly altered their business practices when dealing with customers.  相似文献

Many segments of society have systems of values arising from collective beliefs and motivations. For agriculture, and our food system, increasing production to feed the growing human population clearly is a core value. However, a survey we conducted, together with a previously reported survey, showed that the curricula of most U.S. colleges of agriculture do not offer ethics courses that examine the basis of this core value or include discussion of agriculture’s ethical dilemmas such as misuse of pesticides, not progressing rapidly enough toward sustainability goals, relative lack of involvement in addressing diet-related health issues, and lack of commitment to reducing agriculture’s role as a contributor to global climate change. These surveys provide strong evidence that few students have an opportunity to learn ethical concepts and apply them to issues of importance to the agriculture/food system. We suggest that such issues are both growing societal concerns and serious ethical problems that demand attention if our agricultural/food system is not see its relationship with the public further imperiled. Further, we suggest that there is a need for, indeed an obligation of, the faculty of colleges of agriculture to embrace a thorough analysis and discussion of agriculture’s values and their ethical foundation. We offer our thoughts on why curricula of colleges of agriculture do not provide such opportunities and on the importance of agricultural faculties providing leadership in ethical analysis and discussion.  相似文献
