Due to the increasingly serious environmental pollution and destruction,especially humans’ unreasonable activities,the ecological and economic system(EES) issues of Northwest region in China have attracted more and more attention of the researchers.Aiming at evaluating its ecological and economic system health,a multi-objective evaluation framework called PressureState-Response(PSR) was established to describe the ecological and economic health situations.Meanwhile,an integrative set pair model combining set pair analysis(SPA) and fuzzy analytic hierarchy process(FAHP) was proposed to assess the ecological and economic system.Then the EES status of five northwest provinces(Shanxi,Gansu,Qinghai,Ningxia and Xinjiang) of Northwest region in China was evaluated during 1985 to 2009.The EES development trends of five provinces are obtained.In general,the health values of five provinces showed a rising trend.The health values of five provinces grew rapidly during 1985 to 2000.After 2000,the health values of five provinces still followed the present growth trend,but the growth is relatively smooth.The results show that the method proposed is effective for assessing the health of ecological and economic system.  相似文献

Household consumption is one of the important factors that induce COL emission. Based on input-output model, this article calculated the intensity of CO2 emission of different income groups and seven provinces in China, and then estimated total CO2 emission induced by urban household consumption from 1995 to 2004 in China based on statistic data of household living expenditure. The results show that CO2 emission per capita induced by household consumption had increased from 1583 to 2498 kg CO2 during 1995-2004. The ratio of consumption-induced CO2 emission to total CO2 emission had risen from 19% to 30% in the past decade. Indirect CO2 emission accounted for an important part of the consumption-induced emission, the ratio of indirect emission to consumption-induced emission had risen from 69% to 79% during the same period. A significant difference in consumption-induced CO2 emission across different income groups and different regions has been observed. COs emission per capita of higher income groups and developed regions increased faster than that of lower income groups and developing regions. Changing lifestyle has driven significant increase in CO2 emission. Especially, increases in private transport expenditure (for example, vehicle expenditure) and house building expenditure are key driving factors of growth in consumption-induced COL emission. There are big differences in the amount of CO2 emission induced by change in lifestyle across different income groups and provinces. It can be expected that lower income households and developing regions will increase consumption to improve their livings with income growth in the future, which may induce much more CO2 emission. A reasonable level of CO2 emission is necessary to satisfy human needs and to improve living standard, but a noticeable fact is that CO2 emission per capita induced by household consumption in developed areas of China had reached a quite high level. Adjustment in lifestyle towards a low-carbon society is in urgent need.  相似文献

The core issue for China transition development in the next 30 years is to shift from the quantity growth model to the quality improvement model. The paper introduces the research progress in three key areas of sustainable development studies since the 1990s. It is pointed out that there is a well-being thresh-old at which the margin utility of economic growth for human well-being will decline, that there is an ecological limit beyond which more economic growth in terms of physical scale will be impossible, and that the creation of human well-being is related not only to the amount but also to the structure and efficiency of public expenditure from government. After an in-depth discussion on facts, origins and policy implications of each issue, some theory and policy thinking with long-lasting significance are raised for the transition development of China.  相似文献

Along with the progress of urbanization and environ- mental deterioration, residents’ desire for improved air quality is increasing. In order to quantify an individual’s willingness-to-pay (WTP) for improved air quality in Jinan of eastern China, a contingent valuation method (CVM) was employed. A sample of 1,500 residents was chosen on the basis of multistage sampling methods with face-to-face interviews by using a series of hypo-thetical, open-ended scenario questions which were designed to elicit the respondents’ WTP. Results showed that 59.7% of respondents were able to express their WTP and the mean WTP is 100 Chinese Yuan (CNY) per person per year. A probit model on the probability of a positive WTP and a regression model were developed to find the relationship between endogenous variables and WTP. Most parameters in the econometric analysis had the expected sign. Annual household income and expenditure on treating respiratory diseases significantly influence WTP. The rates of positive WTP and the monetary amount are larger for men than for women. Results also showed that people who lived in more polluted areas were willing to pay more for clean air. Unlike developed countries, clean air may only be considered as a public good in China in that more than 40% of respondents had no incen- tive to bear the costs of attempting to achieve better air quality, which indicates the relatively low environmental consciousness.  相似文献

Ground level ozone pollution has become a significant air pollution problem in Beijing. Because of the complex way in which ozone is formed, it is difficult for policy makers to identify optimal control options on a cost-effective basis. This paper identi-fies and assesses a range of options for addressing this problem. We apply the Ambient Least Cost Model and compare the eco-nomic costs of control options, then recommend the most effective sequence to realize pollution control at the lowest cost. The study finds that installing of Stage II gasoline vapor recovery system at Beijing’s 1446 gasoline stations would be the most cost-effective option. Overall, options to reduce ozone pollution by cutting ve-hicular emissions are much more cost-effective than options to "clean up" coal-fired power plants.  相似文献

Environment and health have been more and more jointly addressed in recent years,thanks to the efforts of several public and private institutions.In this scenario,a leading role has been played by the World Heath Organisation(WHO).A specific attention was devoted to the issue by the European Union(EU)EU institutions and the WHO Office for Europe,which lists 52 countries(including Europe,Eastern European Countries and Turkey, former Yugoslavia and part of the former Soviet Union).The objectives of the present paper are to give an overview of the main developments in this area,and to underline the progress made towards a common understanding of health and environment issues,the advantages and limits of these developments and the challenges for the future,to be tackled at a global level.  相似文献

Land degradation and desertification have become severe environmental problems in arid areas due to excessive use of water resources. It is urgent to reduce agricultural water use for ecological rehabilitation, which may result in a decrease in agricultural production and farmer's welfare. This paper focused on the impacts of some main measures including extensions of watersaving irrigation, expanding solar green house and increasing off-farm employment, which are generally recognized to be important to alleviate water shortage and poverty. A bioconomic model is applied taking Minqin Oasis in Gansu Province as a case study site. Simulation results showed that the effect of expanding solar greenhouse was more positive than other ones so it drew more attention. On the view of the different effects between each irrigation zone, mixed policy patterns suitable for them are suggested. In Baqu, expanding solar greenhouse should be the most important, auxiliary with encouraging pipe irrigation. Inversely, with regard to Quanshan, the major attention should be paid to subsidy for pipe irrigation and it would be better to supply the off-farm employment opportunities to the households in Huqu, where the expanding of solar greenhouse should also be summoned. Finally, it should be noted that farmer's income would only resume to 90% of the current level in the short run by putting more effort into local policies. Thus, the ecological compensation is needed to ensure farmer's welfare.  相似文献

A good acoustic environment is absolutely essential to maintaining a high level satisfaction and moral health among residents. Noise and other boresome sounds come from both in- door and outdoor sources. For the residential buildings adjacent to heavy traffic roads, outdoors traffic noise is the main source that affects indoor acoustic quality and health. Ventilation and outdoor noise prevention become a pair of contradictions for the residents in China nowadays for those buildings adjacent to heavy traffic roads. It is investigated that traffic noise emission is mainly con- stituted by the motors of trucks, buses and motorcycles as well as brake. In this paper, two methods of traffic noise reduction on the indoor sound environment and comfort are carried out to study and compare the residential buildings adjacent to heavy traffic roadway in a city. One is to install noise barriers on the two sides of the roadway, which consist of sound-proof glass and plas- tic materials. The effect of sound-insulation of this method is heavily dependent on the relative distance between the noise bar- rier and indoors. A reduction of sound with an average pressure level of 2–15dB is achieved on the places behind and under the noise barrier. However, for the equivalent of noise barrier height, the noise reduction effect is little. As for the places of higher than the noise barrier, the traffic noise will be even strengthened by 3–7dB. Noise increment can be seen at the points of distance farther than 15m and height more than noise barrier; the noise reduction effect is not satisfactory or even worsened. In addition, not every location is appropriate to install the noise barrier along the heavy traffic roads. The other method of noise reduction for the buildings adjacent to heavy traffic is to install the airproof and soundproof windows, which is the conversion from natural venti- lation to mechanical ventilation. A reduction of sound with an average pressure level of 5dB to 17dB can be achieved compared with common glass windows, if adopting sound proof glass win- dows. These two methods are helpful to isolate high frequency noise but not for low frequency noise. For those frequency noises, installing thick and cotton curtain and porous carpet can only decrease 2.4–4.5dB, which hardly contributes to indoor sound comfort, so further study is demanded to cut down traffic noise, especially to cut down the low frequency noise.  相似文献

Refrigerants used in refrigerators are an important source of ozone depleting substances released into the atmosphere, and can have a significantly negative effect on the hole in the ozone layer. But most-emission of refrigerants is man-made, unreasonable and needless. Since in most emission cases the refrigerants are contained in the refrigerators, we can retrieve them by some technique that changes the 'manual emission' into manual retrieving. To promote the retrieval action and diminish the pollution, society can use economic, administrative and technical countermeasures, which can create a 'good-cycle' both 'harnessing pollution and earning income simultaneously', reinforce the motive of retrieving, and retrieve most proportion of refrigerants used by'all refrigerators. This 'good-cycle' method can be easily promoted, and also a valuable way to promote other forms of environmental protection. The three countermeasures have almost no social cost, even no cost at all.  相似文献

The issue of agricultural insurance subsidy is discussed in this paper aiming to make it provided more rationally and scientifically. It is started with the connection between agricultural insurance and financial subsidy. It is really necessary and crucial to implement the financial insurance due to the bad operational performance, especially in the developing countries. But the subsidy should be provided more rationally because financial subsidy has lots of negative effects. A model in competitive insurance markets developed by Ahsan et al (1982) and a farmers' decision model are developed to solve the optimal subsidized rate. Finally, the equation is got to calculate it. But a quantitative subsidized rate is not made here because the calculation should be under some restricted conditions, which are always absent in the developing countries. So the government should provide some subsidy for the ex ante research and preparation to get the scientific probability and premium rate.  相似文献

Abstract

In this paper, we construct a model in which the impact of pollution on health is exerted through both direct and indirect channels. The indirect channel is captured by a production function in which the principal health-improving factor, income growth, can be realized only in the cost of pollution increase. This model is then tested by the aggregated chronicle disease data in over 78 Chinese counties. Our results show, after attaining the threshold of 8 μg/m2, continuous increase in industrial SO2 emission density will lead the ratio of population suffering chronicle diseases, among which respiratory diseases occupy a significant proportion, to rise. However, owing to technological progress in pollution control activities, the needed SO2 emission to produce one unit of GDP diminishes with time. Therefore, the negative effect from pollution augmentation on public health seems to be recompensed more and more by the positive effect of economic growth.  相似文献

本文从生产要素投入端将环境污染引至索洛增长模型,理论考察工业经济结构、经济增长对环境污染的非线性影响机制,基于1999—2014年我国30个省份的面板数据,以SO_2排放量作为环境污染水平的代理变量,采用面板平滑迁移回归(PSTR)模型检验全国及分区域工业经济结构、经济增长对环境污染的非线性影响效应及区域差异性。研究结果表明:随着工业化进程的不断加快,工业产出及污染排放均呈现不断上升的趋势,但由于资本边际收益递减规律使得这种增长趋势逐渐减弱,最终导致经济增长和环境污染增长趋于稳态,当污染排放增长率降低为负时,经济增长对环境污染的影响作用由正向转变为负向。实证表明我国工业经济结构、经济增长与SO_2排放具有显著的产出水平门槛效应,随着经济产出水平由低区制平滑的过渡到高区制,经济增长对SO_2排放的影响由正向促进作用转变为负向减排效应,但工业经济结构对SO_2排放呈现逐渐增强正向促进作用,可见工业经济结构、经济增长对SO_2排放具有显著的非线性影响。此外,研究发现工业经济结构、经济增长对SO_2排放的非线性影响存在显著的区域差异性,东部地区经济增长与SO_2排放呈现显著的倒"U"型曲线关系,而在中西部地区表现出逐渐增强的促进作用,中部地区的工业经济结构对SO_2排放的促进作用最大,西部其次,东部最弱,研究还表明,减排技术水平以及环境治理投资增加对SO_2污染排放具有遏制作用,能源投资的增加加速了SO_2的排放。在未来经济发展中,应摒弃传统"高投入、高消耗"的工业化模式,政府应实施创新管理,完善环境保护立法,鼓励企业发展环境污染治理方面的技术,避免以环境容量过渡为代价,追求工业经济高质量、可持续发展模式。  相似文献

20世纪90年代以来,中国工业污染排放量仍在持续增加,环境质量并没有得到显著的改善,但由于环境技术进步和产业结构调整的贡献,污染排放的增长幅度已出现明显减缓的势头.为了定量评价这两种作用的影响,本文引入环境效应分解模型,对1998-2008年中国工业S02减排的动态效应进行了实证研究.结果表明,1998-2008年中国工业减排的环境净效应中,环境技术效应贡献了环境净效应的-97.76%,而结构调整效应对环境的改善并不大,仅为-6.33%.从各年度环境净效应的分解结果看,环境技术进步效应在各年度仍发挥了主要的作用,年均占到-90.03%.但值得肯定的是,从2005年开始的"十一五"时期,结构效应起到了一定的效果,尤其是2008年,结构效应更是贡献了-15.98个百分点.本文认为,由于企业边际排污成本可能在增加,技术效应总是有限的,尽管产业结构调整的步伐相对比较缓慢,但在当前两型社会建设的进程中,必须在科学发展观的指导下,更加注重结构效应的改善.  相似文献

空气污染对居民公共健康的影响,引起了人们高度的关注。但大多数学者研究从样本的独立性出发且不考虑内生性问题,忽视区域之间空间相关性,所得结论和政策建议需谨慎对待。为了弥补上述不足,本文基于Grossman中国宏观健康生产函数,选取2001—2014年中国广东省珠江三角洲9个城市作为样本,选择以PM_(10)和PM_(2.5)作为空气污染的代理指标,在充分考虑空间效应和严格假设检验的基础上选择合适的空间计量经济学模型,对此进行实证研究。主要研究结果显示:空气污染对居民的公共健康带来了负面影响,即PM_(10)和PM_(2.5)每增加1%,导致哮喘疾病和内科门诊等疾病人数不断上升,且影响都比较大,尤其是对哮喘疾病的影响分别为0.2236%和0.2272%。经济增长对公共健康均有显著的促进作用,影响最大;其它财政医疗支出、卫生技术人员和人口密度等要素对居民公共健康的影响较小。由于空气污染的负外部性,研究还发现,区域之间空气污染的"溢出效应"对领域居民公共健康存在显著的影响,说明忽视空间自相关性的存在,会使得空气污染对公众健康的估计产生偏差。从长期看,空气污染对本地居民公共健康的直接效应都显著为正,PM_(2.5)间接效应显著为负,但PM_(10)间接效应并不显著。因此,各级政府除了在源头上治理污染物的排放,提高公共健康水平外,还应该打破各自为阵的行政垄断,应该作为一个整体,实现跨区域环保合作,共同治理和制定公共卫生政策等。这对区域之间协同减排和保护居民公共健康具有重要的理论和现实意义。  相似文献

在世界经济一体化进程中,国际贸易成为影响各国环境污染变化的重要因素,将其纳入经济增长与环境污染间关系的分析框架是环境学界关注的一个重要问题。本文基于联立方程模型,从经济产出、污染排放、污染治理和国际贸易等四个方面探讨了经济增长与污染排放的相互作用机理,并以美国、中国SO2排放为例进行了实证研究。结果表明:污染排放对经济产出有影响,且对美国和中国分别为正作用和负作用。经济增长增加了两国国内污染排放,且中国增加的相对更多。而污染治理均减少了国内污染排放,美、中的污染减排弹性系数分别为-0.277和-0.417。国际贸易对美国起到污染减排作用,对中国的影响不显著,考虑到贸易对中国经济增长的拉动作用,其经济规模间接污染效应不容忽视。对于中国而言,加大污染治理投资、改善贸易进出口状况、降低经济发展过程中的污染排放是实现经济与环境协调发展的有效途径。  相似文献

空气污染问题是制约经济社会健康发展的重要因素,产业结构调整是缓解该问题的重要途径,探究产业结构调整对于空气污染问题的改善效应具有重要的意义。本文以环境保护和经济增长为双重目标,以投入产出理论为基础,构建了一个一般的具有政策权重的产业结构双目标优化模型。模型目标中的权重体现了政策对两个目标的倾向性需求。给定了某种政策权重,就能根据优化模型计算出最优的产业结构。进一步,我们以SO 2的排放量作为环保指标,以GDP作为经济指标,利用上述模型,依据实际数据,在不同政策权重下,对北京市2017年的产业结构进行了模拟测算,从而给出了与之对应的北京市最优化的产业结构调整方案。特别地,选择了其中三种政策倾向力度,即经济增长偏向性政策、中性政策、环境保护偏向性政策方案,分别给出了最优产业结构方案的数量结果和两个目标的值。我们注意到,2017年的实际值与2016年的实际值相比,2017年的污染物SO 2的排放量大幅减少,且GDP也有所增加,这表明了政府部门的政策相对有效。但是,我们计算出的三种最优化的产业结构对应的两个目标值均优于2017年实际值。事实上,对于经济偏向性政策,最优化的产业结构使得GDP的数量上升更多,而SO 2的排放量也减少了不少;即使是采用环保偏向性政策,不仅使污染物SO 2的排放量更少,而且使GDP的数量仍然高于2017年的实际值。这说明本文提出的通过优化产业结构实现环境保护是一个可行的、合理的途径。  相似文献

环境污染是与居民健康水平紧密相关的,并且会导致处于不同收入阶层的居民的健康人力资本投资决策呈现出异质性特征,从而影响居民收入差距。本文通过构建跨期经济模型研究环境污染对城乡收入差距的影响,研究发现:环境污染导致城镇居民和农村居民出现相同比例的健康损害,这种损害会拉大城乡居民绝对收入差距;处于低收入阶层的农村居民应对环境污染带来的健康损害会进行相对较少的健康人力资本投资,因而城乡居民的健康水平差异会逐渐拉大,所以城乡收入的相对差距也会随着环境污染的加剧而扩大。基于理论研究结果,运用中国2002—2013年的省级面板数据进行实证研究发现:(1)环境污染对中国城乡收入差距的影响显著为正,并且基于人均二氧化硫排放量和人均废水化学需氧量排放量的计量检验结果是一致的,这表明研究结论是稳健的;(2)运用门槛面板模型的计量结果表明当滞后一期的城乡收入差距增加到临界点之后,环境污染对城乡收入差距的正效应会明显增强,表明环境污染对处于不同收入阶层的城镇居民和农村居民的健康人力资本投资决策有显著的影响,环境污染进一步拉大城乡居民的相对收入差距;(3)本文的研究结果证明了在教育、政府行为、城镇化等影响城乡收入差距的核心因素之外,环境污染也是影响中国城乡居民收入差距的显著性因素,并且其影响会随着环境污染的加剧和期初收入差距的拉大而变得更加严重,因此在治理中国城乡收入差距的过程中,相关政策应该平衡环境污染成本在城镇居民和农村居民之间的分配。  相似文献

利用环境经济学方法,对贵州省“十一五”大气污染减排的成本和效益进行定量分析的基础上,对其“十一五”期间大气污染SO2减排绩效进行评估。结果显示:(1)贵州省“十一五”期间SO2减排政策实施后,大气环境质量有所改善,尤其是酸雨pH值上升明显,许多城市的酸雨频率已降低到零;(2)“十一五”期间,贵州省SO2的减排成本为228亿元,SO2的减排收益为27亿元,SO2减排效益大于成本,污染减排约束性指标的倒逼、引导、推动作用开始显现,能源利用效率有所提高,经济结构趋于优化和升级;(3)贵州省火力发电的脱硫装置安装率已达90%以上,表明其大气污染SO2的工程减排空间有限,今后要实现贵州省大气污染减排的刚性约束目标,更多的要从结构减排和管理减排的角度进行  相似文献

大气污染治理是环境保护的重要内容。十二五时期,我国大气污染控制指标需根据国情调整。本研究针对我国目前主要大气污染物SO2、NOX及日益严重的大气复合污染问题,分析了近20年排放量、空气质量变化、控制状况。结果表明:SO2排放总量控制取得一定成效,但缺乏质量指标控制约束;NOX排放增加引发了多种复合型环境问题,部分抵消了SO2控制效果,总体上空气质量并未大幅度提升。对此,借鉴国外控制方法,提出十二五期间应进一步改善控制措施建议:SO2在总量控制基础上加入质量控制,分三类区域以不同标准和手段控制;NOX纳入约束性考核指标;选定重点行业和重点区域,对SO2、NOX采取总量与质量双重控制,并建立相应的政策支撑体系。  相似文献

The relationship between population and the environment is a significant issue due to its impact on chances for achieving sustainable development, especially in developing countries. Previous studies on this relationship have primarily focused on the impact of population growth on the environment, while the impact of the environment on population has received less attention, where most of these studies have used single-equation models (SEM) in their analysis. In order to capture the interrelationship between population growth and the environment, and both its direct and indirect effects on the potential for achieving sustainable development, SEM may not be appropriate. This paper takes a step forward in providing such empirical evidence, by developing a multi-equation model based on the recursive equation system in order to empirically examine the relationship between population growth and the environment in terms of air pollution represented by increased CO2 emissions, health level represented by the mortality and morbidity due to air pollution, and labour productivity represented by GDP per hour worked, and using a time series data set for Egypt during the period of 1950–2010. Quantitatively, the current study finds that (1) In Egypt, a 1% increase in population raises the CO2 emissions by 2.4%. (2) An increase in CO2 emissions by 1% is associated with an increase in deaths due to outdoor air pollution (respiratory and cardiovascular diseases) by 2.5%. (3) Poor health due to air pollution leads to a decrease in labour productivity by 1.58%. (4) The impact of population growth on chances for sustainable development depends on how much the rise in air pollution decreases labour productivity through raising the rate of morbidity. (5) Even when rapid population growth rate plays a minor role in creating a specific problem, such as its indirect negative impact on labour productivity and thus economic growth, population management policies may still constitute a viable measure for dealing with that problem, especially with respect to policy intervention cost. The study argues that population growth in Egypt negatively affects the state’s ability to achieve sustainable development via its negative impact on the environment. Environmental degradation in turn leads to adverse effects on population, particularly with regard to public health. These negative effects on health lead to lower labour productivity, and thus hinder the state’s ability to sustain development.  相似文献
