The increasing intensity and frequency of human disasters is often related to ecological mismanagement and especially to that of vegetation through unwise clearing, burning and overgrazing. Corrective measures are generally feasible by instituting sound management but this must be based on good planning and be supported by adequate finance and a willingness to meet the social cost. This Commission on Ecology Paper originated in discussions between IUCN and the League of Red Cross Societies, to determine areas in which they could together work on environmental issues. Disaster Preparedness is a major programme area for Red Cross, although in the public's eye it is more often associated with post disaster relief. For IUCN, ecological mismanagement is a matter of prime concern. It is the hope of both organisations that this Paper will serve as an initial contribution towards those efforts which urgently need to be taken to prevent those disasters which are of man's and not nature's doing. That this task has been started is due to the contribution and efforts of Prof. Lindsay Pryor to whom we owe our gratitude for having made this Paper a reality. Summary The object of this study was to construct a measurement instrument to assess two different environmental world views of adolescents and, additionally, to address the adolescents' verbal commitment and actual behaviour. Using a multiple-choice questionnaire the instrument was designed to identify and measure the existing factors that underlie concern for ecological/environmental problems and behaviour towards environment/nature in the age group of 10 to 16 year old pupils. Within the traditional tripartite model covering cognitive, affective and behavioural components the study selected items that made up the majority of corresponding subscales from various previous studies. Using factor analysis the configuration of the scale's dimensionality was stated. Based on the responses of approximately 2000 Bavarian pupils, subscales were extracted via factor analysis and, subsequently, addressed to different segments of environmental concern ranging from attitudes to verbal commitment and actual behaviour. Correlation coefficients and the standardized Cronbach's -values were also surveyed. Additionally, a Kruskal-Wallis analysis was applied in order to locate the subscales' influences on sociodemographic variables such as gender and age and self-reported variables such as the pleasure of being a pupil and school performance. The further purpose of the present study is to provide the basis for follow-up comparisons of preferences and values in pupils within other countries.
Résumé Le but de la présente étude est la réalisation d'un système de mesure pour l'évaluation de différents niveaux de conscience par rapport à la nature et à la protection de l'environnement, ainsi que des comportements actuels ou envisagés. Le système de mesure s'appuie sur un questionnaire à choix multiples pour évaluer les différents facteurs qui déterminent les niveaux de conscience et les comportements correspondants chez les adolescents de 10 à 16 ans. Dans le cadre du modèle à trois niveaux, qui comprend des composantes cognitives, affectives et comportementales, un grand nombre d'items, en partie issus d'études antérieures, ont été sélectionnés pour former les sous-catégories nécessaires. La configuration des catégories a été garantie par une analyse factorielle.Sur la base des réponses d'environ 2000 élèves, des sous-catégories ont été définies, qui vont depuis les positions de départ jusqu'au comportement actuel. En outre, nous avons défini les coefficients de corrélation, ainsi que les valuers Cronback-Alpha, et une analyse des régressions a été effectuée, qui prend en compte les influences, par exemple, des variables sociodémographiques comme le sexe et l'âge, des résultats scolaires ou de la manière dont l'école est perçue par chacun.La présente étude représente la base aussi bien pour des investigations comparatives entre pays, que pour l'évaluation de l'influence d'un enseignement extra-scolaire adopté.

Following the IUCN 5th World Congress on Protected Areas in 2003, the then-President of Madagascar decided to increase the area of Madagascar’s protected areas from 1.7 to 6 million ha. To combine the aims of protection and timber production, a new concept was developed through the establishment of community-based forest management (CBFM) sites, called KoloAla. However, experience shows that similar management transfers to communities in Madagascar have only been successful in a very few cases. We aimed to explore the success to be expected of this new approach in the particular case of the Manompana corridor at Madagascar’s eastern coast. In a first step, the readiness of the corridor’s resource users for CBFM has been analysed according to the seven resource users’ attributes developed by Ostrom that predict an effective self-organized resource management. In a second step, we explored how KoloAla addresses known challenges of Madagascar’s CBFM. Analyses lead in a rather sober conclusion. Although KoloAla attempts to address the goals of poverty alleviation, biodiversity conservation and timber production under a single umbrella, it does so in a rather non-innovative way. Challenges with regard to the state’s environmental governance, agricultural inefficiency and thus deforestation remain unsolved.  相似文献

In environmental impact assessment of policies and product design results need to be presented in a comprehensible way to make alternatives easily comparable. One way of doing this is to aggregate results to a manageable set by using weighting methods. Valuing the environmental impacts can be a challenging task that can also be quite time-consuming. To the aid of practitioners, several weighting sets with readily available weights have been developed over the last decade. The scope and coverage of these sets vary, and it is important to be aware of the implications of using different valuation methods and weighting sets.The aim of this paper is to map valuation and weighting techniques and indicate the methods that are suitable to use, depending on the purpose of the analysis. Furthermore, we give an overview over sets of generic values or weights and their properties, and give an illustration of how different sets may influence the results. It is very useful to use several weighting sets, and discuss the results thoroughly. It is often a very interesting and fruitful exercise to see if and how the results differ, why they differ, and which one seems to be the best alternative to base any recommendation on.The example provided in this article demonstrates that looking at aggregate results is not enough. Since many weighting sets are not sufficiently transparent as to how they are constructed and what their impact categories actually include, a general recommendation is to provide weighting sets with a declaration of content, providing a clear picture of what is included and what is not, and a recommendation of suitable uses of the weighting set.  相似文献

Summary In spite of the increased awareness about many environmental problems, degradation and pollution of the natural environment by human actions still continue on a large scale. Some of the main reasons for man's continued abuse of the natural environment are the short-term nature of the economic planning process, which largely ignores the negative long-term effects of economic production on the environment (e.g. pollution), and the fact that the pricing system mainly concentrates on man-made goods and services while considering most natural resources to be free goods.This paper argues that environmental functions (i.e. natural goods are services) are at least as important to human welfare as man-made goods and services and should, therefore, be included in economic accounting procedures. To this end, it is suggested to replace the term natural resources by the concept of environmental functions and, efforts should be undertaken to increase our understanding of the ecological and socio-economic benefits of environmental functions to human society. Only when ecological principles become an integral part of economic planning and political decision-making is there a chance of achieving a happy global village based on harmony between man and nature.Rudolf S. de Groot is an environmental consultant and a Ph.D candidate in environmental planning and management in the Nature Conservation Department of the Agricultural University Wageningen. The Lecture celebrated the 20th anniversary of the World Wildlife Fund, and the first anniversary of the World Conservation Strategy. Continuous deterioration of the natural resource base has become a serious threat to both the ecological systems and economic production in Ethiopia. Many of these problems have been attributed directly or indirectly to the rapid dwindling of the country's forest cover which is associated with unsustainable forest use and management. Closing community woodlands from human and livestock intervention to promote natural regeneration of forests has been one of the environmental restoration strategies pursued in the degraded highland areas of northern Ethiopia. However, local pressure to use reforested community lands for economic benefit has become a major threat to forest sustainability.Using locally identified sets of criteria and indicators for sustainable community forest management, this paper applies a multi-criteria decision analysis tool to evaluate forest management problems in the northern province of Tigray, Ethiopia. Three MCA methods – ranking, pair-wise comparison, and scoring – were used in evaluating the sets of criteria and indicators and alternative forest management scenarios.Results from the study indicate a number of noteworthy points: 1) MCA techniques both for identifying local level sustainability criteria and indicators and evaluating management schemes in a participatory decision environment appear to be effective tools to address local resource management problems; 2) Evaluated against the selected sets of criteria and indicators, the current forest management regime in the study area is not on a sustainable path; 3) Acquainting local people with adequate environmental knowledge and raising local awareness about the long-term consequences of environmental degradation ranked first among the set of sustainability criteria; and 4) In order to harmonize both environmental and economic objectives, the present ‘ecological-biased’ forest management regime needs to be substituted by an appropriate holistic scheme that takes into account stakeholders' multiple preferences and priority rankings.  相似文献

Summary This overview paper examines past Australian conservation controversies and experiences to identify prospective means of ameliorating environmental conflict in the future. Since all community disputes should be resolved by means of political and administrative actions, emphasis is placed on federalism and intergovernmental relations, and measures are suggested which might improve environmental policy and practices in the future.Dr Bruce W. In this article a GIS method is presented for riparian environmental buffer generation. It integrates a scientifically tested buffer width delineation model into a GIS framework. Using the generally available data sets, it determines buffer widths in terms of local physical conditions and expected effectiveness. Technical burdens of data management, computation, and result presentation are handled by the GIS. The case study in which the method was used to evaluate the stream buffer regulations in a North Carolina county demonstrates its capability as a decision support tool to facilitate environmental policy formulation and evaluation, and environmental dispute resolution.  相似文献

Environmental management systems (EMSs), such as International Organization for Standardization (ISO) 14001, can be used as a tool in China by industrial park managers to improve their environmental performance. This article uses the case of the Dalian Economic and Technological Development Zone (DETDZ) to show how to establish a comprehensive environmental management system (CEMS) according to the ISO 14001 standard at the industrial park level by considering local realities. The particularly interesting feature of this case study is the use of a CEMS (in this case, ISO 14001) by the administrative group of the DETDZ to develop a more comprehensive approach to the wide range of environmental issues that they face in running the zone. In essence the goal is to address many of the issues at the level of the zone. The incentives, benefits, and barriers associated with implementing ISO 14001 are described. However, implementation of an EMS should not be thought of as the ultimate objective for an industrial parks environmental management. The next steps include encouraging further public participation and taking an integrated approach leading to an industrial ecosystem, which can realize better environmental performance at the industrial park level. Summary The current views on whether environmental law is a subject of study at the Universities is discussed in this paper. The author traces the development of environmental law, and maintains that legal science is one, and that it has been grounded into branches for teaching and research purposes. A case for the teaching of environmental law at the universities is made. A teaching programme is suggested which brings out the relationships of environmental law with ecology, social science, economics, management science, technology and other branches of legal science.Born in Argentina, with a Doctor of Law from the University of Buenos Aires. Has held professorships in Water and Mining Laws, Agrarian and Mining Law, Natural Resources Law, in several universities in Argentina. He was a visiting professor in the period 1967–71, at Delft Technological Institute, The Netherlands.From 1969–70, he was Secretary of State for Water Resources of Argentina, and in 1970, Vice-Chairman of the UN Committee on Natural Resources. He is at present (1980–82) President of the International Water Resources Association.He has been a member of the IUCN Commission on Environmental Policy, Law and Administration since 1978, is President of the Inter American Commission on Environmental Law and Administration, and Regional Governor (Latin America) of the International Council on Environmental Law.In 1978 he was awarded the Elizabeth Haub Prix on Environmental law.He is author of several books and papers on environmental, natural resources and water laws. Nowadays forestry faces a complex management situation; the understanding of sustainable forest management (SFM) has gone far beyond the original meaning of sustainable yield of timber. SFM strategies should fulfil ecological, economic and social functions without causing damage to other ecosystems. In this understanding, forest management actions cannot be seen as isolated or mono-causal. In this case study, indicators for SFM are arranged in a Pressure-State-Response (PSR) framework at forest management unit level. This framework links pressures on the environment caused by human activities with changes of environmental state (condition) parameters. Forest management also responds to these changes by instituting environmental and economic measures to reduce pressures and restore natural resources. The Analytic Network Process (ANP) is utilized to evaluate the performance of four management strategies with regard to the PSR framework on SFM. Priorities of indicators and alternatives are modelled with the ANP resulting from the interconnections to other indicators and their respective cumulative importance. The approach allows for more detailed information on the network of human influences and their impacts on forest ecosystems and goes beyond the limitations of flat-dimensioned indicator sets.  相似文献

首先从现代环境保护的内在逻辑入手,指出我国环境法治正处于从外生型向内生型转变,并认同以排污许可为核心的环境许可制度应成为我国环境治理的核心制度。接着对环境许可制度进行基本的理论分析和简单框架梳理,认为环境许可制度是以法治完善和科技发展为支撑的,在此基础上需要进一步的内容细化和体系构建,并强调在风险预防原则下,环境许可不应局限于排污许可制度。然后分析了欧盟与德国在环境许可一体化上的趋势与不同,进而提出我国环境许可制度的趋势。探讨了与环境许可制度紧密相关的环境技术标准制度,认为基于技术的环境标准面临内生性、系统化和动态完善的要求,环境许可制度需要面向环境质量达标体系转型。本文还分析了德国环境治理理念的转型变革与许可制度衔接的经验。最后,小结对我国环境许可制度的启示。  相似文献

Unlike the United States and the European Union, developing countries do not have sufficiently structured legal and institutional systems to apply certain environmental management tools such as ecological risk assessment. However, it is important for countries with valuable environmental and ecological resources to have appropriate tools and to strengthen their environmental management capabilities and capacities for the sake of those resources. The case study described in this paper attempts to be a case study towards developing environmental management plans, especially in developing countries. The problem formulation step of Ecological Risk Assessment applied in this study contributed to the basic elements of an environmental management plan including the following: the partnership-building process, prioritization of the problems and issues of the ecosystem, and development of the action plan. Based on the information provided by participants from a series of workshops held to develop an environmental management plan for Uluabat Lake, ecosystem risks were ranked and an action plan was formed. The results obtained with the aid of fuzzy set theory provided a base for identification of the action steps by allowing scientific information to be included in the process. The degree to which Uluabat Lakes problem formulation fits into the existing legal framework of Turkey is also analyzed in this paper.  相似文献

Integrated modelling of the interaction between environmental pressure and economic development is a useful tool to evaluate environmental consequences of policy initiatives. However, the usefulness of such models is often restricted by the fact that these models only include a limited set of environmental impacts, which are often energy-related emissions. In order to evaluate the development in the overall environmental pressure correctly, these model systems must be extended. In this article an integrated macroeconomic model system of the Danish economy with environmental modules of energy related emissions is extended to include the agricultural contribution to climate change and acidification. Next to the energy sector, the agricultural sector is the most important contributor to these environmental themes and subsequently the extended model complex calculates more than 99% of the contribution to both climate change and acidification. Environmental sub-models are developed for agriculture-related emissions of CH(4), N(2)O and NH(3). Agricultural emission sources related to the production specific activity variables are mapped and emission dependent parameters are identified in order to calculate emission coefficients. The emission coefficients are linked to the economic activity variables of the Danish agricultural production. The model system is demonstrated by projections of agriculture-related emissions in Denmark under two alternative sets of assumptions: a baseline projection of the general economic development and a policy scenario for changes in the husbandry sector within the agricultural sector.  相似文献

In order to achieve improved sustainability, local authorities need to use tools that adequately describe and synthesize environmental information. This article illustrates a methodological approach that organizes a wide suite of environmental indicators into few aggregated indices, making use of correlation, principal component analysis, and fuzzy sets. Furthermore, a weighting system, which includes stakeholders’ priorities and ambitions, is applied. As a case study, the described methodology is applied to the Reggio Emilia Province in Italy, by considering environmental information from 45 municipalities. Principal component analysis is used to condense an initial set of 19 indicators into 6 fundamental dimensions that highlight patterns of environmental conditions at the provincial scale. These dimensions are further aggregated in two indices of environmental performance through fuzzy sets. The simple form of these indices makes them particularly suitable for public communication, as they condensate a wide set of heterogeneous indicators. The main outcomes of the analysis and the potential applications of the method are discussed.  相似文献

当代中国环境治理的权利观是指从权利的角度去考察、理解当代中国的环境治理,推进当代中国的生态文明建设事业。从这一角度来看,环境相关权利是当代中国环境治理的基本价值目标,也是重要的治理工具。所谓环境相关权利,是指环境治理有助于保障的环境权、生存权和发展权、生命权和健康权,以及在环境治理中可以运用到的知情、表达、参与、监督等权利。当代中国环境治理的权利观,在理论上符合生态文明建设的以人为本原则,符合国家治理体系和能力现代化的方针和取向,在实践上也能够揭示当代中国生态文明建设和环境治理的基本特征、精神实质和发展方向,既具有阐释性,也具有建构性。  相似文献

Summary Present methods of disposal of high-bulk low-toxicity wastes, such as sewage sludge, into shallow marine environments are beginning to be questioned by many environmentalists. The alternative options generally considered all have environmental costs. A novel approach of discharging such wastes as slurries into the deep ocean at depths of 4,000 m close to the abyssal sea bed is considered. Such disposal would fulfil all the criteria required by the Oslo Convention before dumping at sea can be permitted, in that it isolates the waste from Man's ambit and offers no threat to present or foreseeable uses of the ocean. It also seems to fulfil the criteria of the World Conservation Strategy, so long as the oxygen levels in the deep waters of the ocean are not reduced excessively. The improvements in the quality of coastal seas would offset the doubling in the economic cost of disposal.Dr Martin V. Angel is the Head of the Biological Oceanography Group at the Institute of Oceanographic Sciences Deacon Laboratory. He serves on the Council of the WWF, UK and is a member of its Conservation Review Group. He is also a member of the IUCN Commission of Ecology, with particular interests in conservation of oceans and Antarctica. 政府承担生态环境损害赔偿责任的理论基础是政府对环境质量负责,政府对环境质量负责的实质是政府作为公共环境的管理者和控制者对维护公共环境利益所负担的安全保障义务。根据政府的环境安全保障义务,政府承担生态环境损害赔偿责任应以过错推定为归责原则,责任构成的核心是政府负有其职责范围内特定的环境安全保障义务,因未尽环境安全保障义务间接引发生态环境损害。由于政府未尽环境安全保障义务的行为并非直接也并不必然导致生态环境损害,所以政府一般仅根据自身行为的可责性及其程度对生态环境损害承担补充性的赔偿责任,只有在特殊情况下才承担连带赔偿责任,在政府不负有特定环境安全保障义务的情况下政府不承担赔偿责任。  相似文献

ABSTRACT: Left-censoring of data sets complicates subsequent statistical analyses. Generally, substitution or deletion methods provide poor estimates of the mean and variance of censored samples. These substitution and deletion methods include the use of values above the detection limit (DL) only, or substitution of 0, DL/2 or the DL for the below DL values during the calculation of mean and variance. A variety of statistical methods provides better estimators for different types of distributions and censoring. Maximum likelihood and order statistics methods compare favorably to the substitution or deletion methods. Selected statistical methods applicable to left-censoring of environmental data sets are reviewed with the purpose of demonstrating the use of these statistical methods for coping with Type I (and Type II) left-censoring of normally and log-normally distributed environmental data sets. A PC program (UNCENSOR) is presented that implements these statistical methods. Problems associated with data sets with multiple DLs are discussed relative to censoring methods for life and fatigue tests as recently applied to water quality data sets.  相似文献
