Bangladesh is one of the most densely populated countries in the world with a very low per capita income. The increasing poverty and instability in the political front led to degradation of the environment and natural resources in the country. The present article reviews the current use of natural resources in Bangladesh and the emerging issues in sustainable management of those scarce resources. The paper shows that developments in one sector have adversely affected resources in related sectors and calls for an integrated approach to management of the environment and natural resources in a sustainable manner. The development of strong institutional mechanisms is necessary to facilitate the sustainable management of resources and to prevent further deterioration of the environment.  相似文献

This paper reviews studies of transformative learning through public involvement in natural resource and environmental management (NREM). It summarises evidence regarding instrumental, communicative, transformative and sustainability-oriented learning outcomes, and learning processes such as reflection, rational discourse and applying new frames of references in individual and social action. The paper discusses the implications for the design of NREM and public involvement, and presents a new framework connecting non-formal education, involvement in NREM, transformative learning and sustainability. The paper concludes with suggestions for promising future research, such as scaling up transformative learning in the context of NREM, including examining potential complementarities with leading models of social and organisational learning.  相似文献

A Typology of Collaboration Efforts in Environmental Management   总被引:3,自引:1,他引:3  
Collaboration involves stakeholders and the public in a process of consensus building to address some of the most difficult environmental management problems facing society today. Collaborative groups vary widely, ranging from small watershed councils to regional ecosystem collaboratives to groups addressing large-scale policy issues. While these collaboratives all match the common principles of collaboration, a closer examination reveals many differences. Using institutional theories about levels of decision making provides a way of classifying collaboratives along a spectrum from action level to organizational level to policy level. This typology is applied to thirty-six collaboration case studies in Australia and the United States that were investigated over a series of years through interviews, observation, document analysis, and surveys. The application reveals different tendencies among the case types in terms of population, size, problem significance, institutional setting, and focus of activities. The typology also reveals functional differences in the types of stakeholders involved, the management arrangements for implementation, and the approaches to implementing change. This typology can help practitioners better understand the challenges and appropriate types of collaborations for different settings. It helps highlight differences in the role of government and decentralization of power. It distinguishes the different theoretical foundations for different types of collaboratives. Finally, it elucidates the different evaluation approaches for different types of collaboratives.  相似文献

自然资源资产负债表的编制是生态文明建设制度创新的一项重大举措。本文依据\"先实物后价值、先存量后流量、先有形后无形\"的原则构建自然资源资产负债表框架结构,在遥感和GIS技术支持下探索自然资源资产负债表编制核算路径,确定土地资源、矿产资源、水资源、林木资源、土壤资源、大气资源等六类有形资产核算指标,以及生物多样性维持功能、碳固定功能、水源涵养功能、土壤保持功能等四类无形资产核算指标,并以浙江省为例,完成了浙江省自然资源资产负债表的编制与其核算过程。研究结果表明:①浙江省2014年自然资源资产存量价值约为126 800亿元,相当于当年浙江省GDP的3倍,是浙江省可持续发展的重要基础;② 2000-2014年浙江省自然资源资产存量价值总体呈上升趋势,固定资产存量价值增加900亿元,无形资产存量价值增加200亿元;③ 2000-2014年浙江省自然资源资产负债累计2100亿元,大气资源负债占比最高,达39.07%,其次是水资源负债,达27.07%。本文提出的自然资源资产负债表编制与核算经验,可为全国自然资源资产负债表编制提供有益探索。  相似文献

ABSTRACT: Protection of ecosystems as entities on the landscape has attracted a wide range of support. Ecosystem-based public policies are claimed to be more effective, efficient, and scientifically sound than other approaches to environmental and natural resource policy. The ecosystem concept was never intended to serve as a public policy guide or to determine landscape units for land management purposes. This paper critically examines the use of the ecosystem concept in public policy and land use management and analyzes the proposed rule to manage the National Forest System according to ecosystem management principles. The concept is found to be unsuitable as a basis for guiding environmental and natural resource public policies in general while the proposed rule to manage the national forests according to ecosystem management principles is shown to be incoherent.  相似文献

大气资源是一类重要的\"非实物态\"自然资源资产。优质大气资源具有重要的生态系统服务价值,对人类生存发展起着至关重要的作用。目前,深圳市已将大气资源纳入自然资源资产负债表账户,但其生态系统服务价值尚未有系统性的量化核算方法,给自然资源资源资产负债表填报及领导干部离任审计等工作带来极大困难。本文在分析2015年深圳市大气环境质量现状的基础上,分别采用条件价值法、治理成本法及健康损害法对三类不同AQI等级的深圳市大气资源价值进行了初步核算,从而构建了大气环境质量价值核算体系。该体系可为深圳市大气资源资产负债表填制及领导干部离任审计提供技术支撑,同时为大气资源质量改善和治理提供管理依据,也为其他地区大气资源价值核算提供技术参考。  相似文献

One consequence of the transition of rural communities from industrialised agriculture and natural resource extraction to sustainable development principles has been the rise of community-based natural resource management (CBNRM). CBNRM entails collaborative efforts, typically involving local, state and federal agencies, private firms and landowners, non-governmental organisations such as environmental and economic development groups, and watershed councils. There are no agreed-upon metrics or even broadly accepted approaches for assessing the effectiveness of these new institutions. A good deal of work has been done on evaluating collaborative processes and some on environmental outcomes, but almost none on the socio-economic effects of their activities. To help fill the gap we have been conducting a long-term action research project in Oregon, an analysis of the most effective approaches to the design and implementation of measures of the socio-economic health of communities in which watershed stewardship organisations are active. In this paper we present one case, a participatory process developing socio-economic measures for monitoring CBNRM. We describe the process and the resulting measures. It is expected that the measures will be systematically updated and tracked by the community over the next decade or more. The case study illustrates the necessity and challenges of developing measures for CBNRM that are locally meaningful.  相似文献

A comprehensive paradigm of environmental ethics should encompass two things: (1) a particular way of life, and (2) a path to achieve that ideal. An effective paradigm must also be internally consistent, yet externally workable in the real world. On the whole, the modern environmental movement has failed to provide these essential components and qualities in its associated philosophies, most of which suffer from being too abstract or too utopian.This paper suggests that Islam, as a religion and as a body of knowledge, is capable of providing its followers with a comprehensive and practical system of environmental ethics. The basic principles and guidelines of the faith represent the conceptual ideal, while Islamic institutions and laws provide the operational components of an ethical system.  相似文献

Oyster farmers depend on good water quality. Activities upstream from estuaries result in externalities that impact water quality. Over the last 10 years, oyster farmers have been developing estuary‐wide environmental management systems ( EMSs ) to tackle internal (i.e. industry‐related) and external (i.e. catchment) issues in N ew S outh W ales, A ustralia. Drawing on interview‐based research and document analyses, this paper shows that the process of creating an EMS for the oyster industry, as well as the creation of the EMS itself, resulted in legitimizing the industry's stewardship over the natural resource it depends on (water). For the oyster industry, this result was due to a change in the scale on which EMSs have been developed: instead of viewing issues at the individual business level, the systems expanded their viewpoint to the entire catchment, and included every oyster business in the estuary, as well as all other activities in the upper catchment. By providing a means of communicating internal efforts and with the support of local government bodies, EMSs provided a mechanism with which influence over upstream actors and activities could be exerted. We demonstrate this by using the ‘social‐ecological systems’ and ‘ ENCORE ’ frameworks, emphasizing the transitions that allowed for this change of scale to take place.  相似文献

The article explores and examines challenges and lessons learned from the implementation of community based natural resources management (CBNRM) programmes in Ngamiland, northern Botswana. The article, based largely on primary data, with some secondary data sources, draws on the CBNRM framework, which promotes rural socio‐economic development and natural resources management. Among the key factors identified as pivotal to the success of CBNRM is broadening the consultation base during the mobilization phase of the programme to facilitate effective community participation and representation. Preparedness by both the implementing institutions and participating communities is also highlighted as key to effective mobilization. This means moving away from a conventional consultative forum, to a more multi‐faceted approach that will facilitate capturing the views of diverse user groups within the community. The article also suggests that feasibility studies are needed to address socio‐economic, political and cultural characteristics inherent in communities to guide programme implementation. To achieve increased community participation and enhance positive conservation attitudes, the article advocates a mobilization approach and practice that will effectively facilitate the process.  相似文献

The sustainability concept applied to human activities implies the need to harmonise the protection of environment with a satisfactory economic and social development. This is particularly true for tourism development: a misuse of the natural resources can cause a degradation of the tourist appeal of the destination, bringing it finally to its economic decline. This problem is particularly important in coastal tourism destinations. The implementation of an environmental management system is a powerful way for progressing towards better environmental performances. In this paper, the main results obtained in applying the Eco-Management and Audit Scheme procedure to the municipality of Cervia, a well-known tourist destination located on the Adriatic coast of Italy are described. This research puts into evidence that the main environmental pressures in the summer season are related to the supply of potable water, the production of solid wastes and wastewater air pollution and noise, etc. However, if correctly planned and managed, tourism can also contribute to environmental protection, to the conservation of biodiversity and to a sustainable use of natural resources.  相似文献

新冠肺炎疫情暴发一年多以来,国际国内形势仍面临极大不确定性。疫情显著降低了短期排放水平,但是经济恢复政策和疫情发展形势的不确定使得对未来经济发展和碳排放的判断变得复杂,碳排放是否会反弹对实现《巴黎协定》目标造成挑战,已经投入运行的全国碳市场能多大程度发挥政策效果等问题值得关注。本文首先定量评估了疫情对经济和环境的短期和长期的影响,基于此分析疫情后全国碳市场政策的实施效果。结果显示:疫情造成中国经济活动以及碳排放短期显著下降,2020年中国全年的GDP增长较基准情景下降3.84%,能源消费和碳排放分别较基准情景下降4.47%和5.12%。但是,接下来的十年内,GDP会逐渐恢复至基准情景,累计碳排放较基准情景增加0.06%。在没有其他气候政策干预的情况下,疫情带来的短期减排效应不足以保障中国各项气候目标的实现,落实碳市场政策十分必要。疫情之后启动全国碳市场,可以促进投资、减少能源使用和碳排放,到2030年,能源消费将下降7.44%,碳排放下降10.49%,碳价为229.73元/t。国外疫情若在2021年还不能得到控制,将会继续影响中国的对外贸易,使得中国GDP损失略有提高,但不会改变国内疫情之后经济恢复的大趋势。  相似文献

Numerous governments around the world have adopted statutory mandates on plan content based on the assumption that they lead to greater consistency and higher quality of plans. While a number of studies have examined the relationship between mandates to develop plans and plan quality, there has been limited study of the influence of state mandates for plan content on plan quality in a regional natural resource management (NRM) planning context. This paper explores the relationship between the quality of regional NRM plans between statutory and non-statutory NRM regions in New South Wales and Queensland, Australia. An analysis of 22 regional NRM plans indicates that there is no evidence of a relationship between plan quality and the presence of statutory mandates for regional NRM plans in New South Wales and Queensland. However, the paper identifies and discusses several other factors with unexpected relationships with an impact on the quality of NRM plans in New South Wales and Queensland, Australia.  相似文献

The paper investigates (1) the influence of external pressures, internal factors, and environmental attitudes of entrepreneurs on environmental proactive strategy in small and micro firms and (2) whether environmental proactive strategy impacts environmental investment and environmental performance. The study is based on a survey conducted in Italy and tests the set of hypotheses using a structural equations model. The results underline that external pressures and entrepreneurs’ attitudes are the most important predictors of environmental proactivity both for small and micro firms. The results also confirm a positive relationship between environmental proactivity and environmental investments as well as environmental performance. Yet, environmental investments show a strong influence on environmental performance. Commitment to environmental management by small and micro firms appears thus on the ground, showing that some substantive actions have started to be developed. UTECC主要充当控制旅游需求的功能。UTECC的降低最明显的后果就是损害了城市的生态环境质量,紧接着会导致旅游需求的降低。为了实现城市旅游可持续发展,城市的旅游需求不能超过旅游环境承载力。通常对城市旅游资源过度需求的空间管理方法主要有5种。本文在AlanCollins(1999年)研究的基础上提出了城市旅游环境承载力的概念,并借助城市旅游资源过度需求管理方面的理论对如何使用及防止滥用城市旅游环境承载力作了初步研究。  相似文献
