This paper aims to identify the positive and negative aspects in the sustainability reporting framework proposed by the Global Reporting Initiative (GRI). The research was conducted through content analysis of 27 companies’ responses to three questions: “Why does the company where you work prepare a sustainability report?” “What are the positive aspects you identify in the framework for GRI reporting?” and “What are the negative aspects you identify in the framework for GRI reporting?” The questionnaire was sent to all Brazilian companies that published sustainability reports using the GRI guidelines between 2011 and 2013 related to the base year 2010. We found that respondents viewed the GRI guidelines and the reports they created as management tools for sustainability and that they assist in benchmarking sustainability performance and legitimizing the sustainability actions of the organization. Furthermore, some respondents indicated that the reports themselves are marketing tools. On the other hand, the respondents reported difficulties in understanding the proposed GRI guidelines. They considered the guidelines complex, ambiguous, and too flexible, which undermined both the standardization of the reports and the ability to compare reports. Based on these comments, it is recommended that the GRI develop a simpler and less flexible reporting methodology.  相似文献

ABSTRACT

This paper offers a conceptual examination of the power-effects of transparency, as information disclosure, on those making accountability claims against actors deemed to be causing significant environmental harm. Informed by Lukes’s ([2005]. Power: A radical view (second edition). Basingstoke: Palgrave Macmillan.) multi-dimensional theory of power, I review recent scholarship to interrogate four hypotheses positing empowerment for accountability claimants arising from the disclosure of sustainability information. Across public and private governance forms, academic research suggests that information disclosure promotes the communication of the sustainability interests of affected parties, and in some cases enhances the capacity of these parties to evaluate justifications provided by relevant power-wielders. However, evidence is weaker that disclosure of sustainability information empowers accountability claimants to sanction or otherwise steer those responsible; and there is little support that transparency fosters wider political interrogation of the configurations of authority producing environmental harm. Differentiating between behavioural and non-behavioural understandings of power allows an evaluation of these research findings on the power-related effects of information disclosure.  相似文献

In the South West of the UK, a growing number of rural and urban communities are exploring various pathways to a more sustainable living. The village of Belstone is among these pioneers of change through its Green Village project. It is a relatively affluent community and it has been a major challenge to engage people that are reticent to change their lifestyle and suspicious of the motives of the initiators. Based on a process of action research, this paper explores the attitudes and perceptions towards sustainability and how they influenced the people's engagement. We demonstrate that the partnership was effective in enabling the villagers engaged in the project to take control over the process. Behaviour changes were reported by the villagers actively engaged with the initiative. The Green Village did not “snowball” to the entire community; however, many of those who chose not to engage associated the word “Green” with traits that they did not identify with.  相似文献

Many cities' municipal governments have made some version of “sustainability” an explicit policy goal over the past two decades. Previous research has documented how the operationalisation and conceptualisation of sustainability in urban sustainability plans vary greatly among cities, particularly with respect to environmental justice. This article reports on whether and how large American cities incorporate environmental justice into their urban sustainability indicator projects. Our findings suggest that while there has been an increase in the number of cities incorporating environmental justice elements into sustainability plans since the early 2000s, their conceptualizations and implementations of sustainability remain highly constrained. The paucity of evaluative tools suggests that environmental justice efforts are potentially losing traction in public debate over macro-scale sustainability concerns (e.g. climate change) or the need for regionally competitive environmental amenities (e.g. parks). This paper concludes with suggestions for revising existing sustainability plans to better reflect environmental justice concerns.  相似文献

ABSTRACT

This paper analyses how social sustainability is implemented in private-led regeneration processes and which understanding of the “social” foregrounds the implementation of sustainability in Montreal. The case studies are two new residential projects led by the private sector participating in the transformation of the Southwest Borough in Montreal. The analysis is based on six components used to evaluate the operationalisation of social sustainability for new residential projects as well on the analysis of opportunities to negotiate the “social” in the implementation of sustainability. The two case studies, Griffintown and the Bassins-du-Nouveau Havre projects are examples of brownfield regeneration in a former industrial area along the Lachine Canal known as the South West Borough. We have used semi-structured interviews with the stakeholders as the main source for data collection, a review of press articles and an analysis of the principal planning documents related to each project. If the second example is more convincing in regards to the operationalisation of social sustainability, there is a lack of incentives for developers to integrate social sustainability principles in their development in the Montreal context. Planning instruments should impose more constraints on developers and municipalities should have more financial resources to negotiate with developers what the “social” should be.  相似文献

This paper examines local sustainability concepts in Connemara, a predominantly rural region in the West of Ireland (in this paper, the term “Ireland” refers to the Republic of Ireland), to show how they are (re-)constituted through people's interactions with social and biophysical environments. We argue that these interactions produce diverse forms of lay environmental knowledge and expertise that encompass cognitive and emotional aspects, a fact that is frequently ignored in environmental policy-making which prioritises rational arguments over reactions rooted in people's sense of place and community. Local people's responses to this dominance of “official” rational-technical sustainability concepts are central to recent cases of environmental controversy and lack of compliance to environmental policies that have characterised the study area but that show many parallels to conflicts and disputes elsewhere. Drawing on rich qualitative evidence from interviews and ethnographic fieldwork, this paper demonstrates how communities' responses to environmental policies depend on how well (or poorly) sustainability concepts underpinning these policies match local people's social-ecological practices and related place-specific views of what should be sustained.  相似文献

Bryan Norton’s 2005 book Sustainability describes a pragmatic approach to environmental philosophy that stresses philosophy’s role as one of mediating between scientific and ordinary language. But on two topics, Norton’s approach is not pragmatic enough. In the case of his discussion of risk, he accedes to a scientific notion that fails to acknowledge the way that ordinary usage of the word risk involves pragmatic links to human action and moral responsibility. With respect to the word sustainability, his analysis fails to acknowledge important scientific work that characterizes the functional integrity of system cycling, opting instead for usage grounded either in economic accounting or in an even less substantive sense of a broad social movement for environmental improvement. On each of these topics, adherence to the pragmatic orientation of Norton’s philosophy results in a different analysis of the concepts in question.  相似文献

Energy is an essential asset for the existence of industrial activities, however, the absence of energy use management may lead to numerous environmental, economic, and social impacts. Thus, industries, which are major consumers of energy, play an essential role in seeking to preserve the energy system. This study aimed at analyzing the practices of energy use management and their relation to sustainable performance in the industries within the Brazilian mineral sector. The practices of energy use management were measured using the model proposed by Liu et al. (2012, Journal of Cleaner Production, 26, 79–89). After that, evidence of sustainable performance was identified based on performance indicators developed by the Global Reporting Initiative (2006, 2010, 2014). The study is characterized as quantitative, and it was conducted through a survey of industries linked to the Brazilian Mining Association. Through our results, we verified that the practices related to energy use management existent in the companies that we studied are subjected to periodic verification of the impacts caused by company activities on the environment, and that attention to energy use provides an incentive to daily practices of energy saving. On the other hand, the practices of energy use management are still little disseminated among these companies, as is certification to the International Organisation for Standardization's (ISO) Energy Management Systems framework, ISO 50001. In general, through the analyses that we performed, we can verify the existence of positive associations between the factors related to the practices of energy use management and to corporate sustainable performance.  相似文献

Creative cities are generally considered as “cool” spaces which attract a particular “creative class” whose ability to innovate and transform – particularly in the media and cultural sectors – offers urban economies a competitive edge. This paper argues that, in the face of dangerous climate change, the creativity of the “not-so-cool” sectors needs to be acknowledged and valued. A case study of Salford in the north-west of England shows how political, technological and economic creativity has secured sustainable regeneration within a floodplain. It is argued that the concept of “creativity” in urban economic discourse needs to be widened to acknowledge the importance of the creativity of planners, civil engineers and builders in securing environmentally sustainable cities. Environmental sustainability, it suggests, not only underpins economic sustainability. Faced with dangerous climate change and society's need to respond, the skills and expertise can in themselves contribute to a city's competitiveness.  相似文献

Recent “green” planning initiatives envision food production, including urban agriculture and livestock production, as desirable elements of sustainable cities. We use an integrated urban political ecology and human–plant geographies framework to explore how foraging for “wild” foods in cities, a subversive practice that challenges prevailing views about the roles of humans in urban green spaces, has potential to also support sustainability goals. Drawing on research from Baltimore, New York City, Philadelphia, and Seattle, we show that foraging is a vibrant and ongoing practice among diverse urban residents in the USA. At the same time, as reflected in regulations, planning practices, and attitudes of conservation practitioners, it is conceptualised as out of place in urban landscapes and an activity to be discouraged. We discuss how paying attention to urban foraging spaces and practices can strengthen green space planning and summarise opportunities for and challenges associated with including foragers and their concerns.  相似文献

This article delineates concepts of eco-modernisation and urban sustainability (including its associated discourses), elucidating Foucault's notion of governmentality and examining select moments of contested urban governance in the neighbourhood of Old Ottawa South, in Ottawa, Ontario, Canada. It shows how intensification – a “compact city approach” to urban sustainability – as both policy and practice, serves to both discipline and regulate by “conducting the conduct” of environmental and entrepreneurial subjects. It reveals that zoning has more explicitly become a political technology (albeit a flexible one) for achieving “highest and best use” of private property, privileging intensification projects proposed by developers, through a hierarchical exercise of state power that privileges market processes, while undermining community values and priorities.  相似文献

ABSTRACT

The sustainable city of the future is typically envisioned as smart, creative and disruptive, assuming that urban and local sustainability is achieved through new technology and innovation. However, considering that the built environments of our cities and surroundings are highly durable, there is also a need to focus on how resources brought from the past – histories, artefacts and places – may be used for promoting urban sustainability. We label this a “deep city” perspective on urban and local transformation. By looking at Røros, a World Heritage Site in central Norway with a dense and historic wooden urban centre, we investigate how its heritage protection facilitates the maintenance of a compact urban centre. We hold that a shared sense of place – the deepness– may serve as a resource against unsustainable sprawl and mall-oriented development.  相似文献

Research of problem definitions typically centres on agenda setting and formulation with less attention given to implementation. In recognition of this gap, this analysis examines the relationship between issue definition, issue redefinition and policy implementation by reviewing two municipal stormwater plans. The results suggest that in larger issue contexts replete with ambiguity and uncertainty, problem definitions are often “tweaked” and adapted during the implementation process. In short, street-level bureaucrats craft “genetically related” but idiosyncratic problem definitions – that fit their own policy-making context. In the case of stormwater, “solutions”; are best described as dynamic policies built upon the values associated with technical expertise, public participation and environmental sustainability.  相似文献

ABSTRACT

Sustainability has emerged as a central concept for discussing the current state of the human-environment system and planning for its future. To delve into the depths of sustainability means to talk about ecology, economy, and equity as fundamentally interconnected. However, each continues to be colonised by normative epistemologies of ecological sciences, neoclassical economics, and development, suggesting that with enough science and development, a more equitable sustainability is achievable. In our analysis, place emerges as an alternative epistemology through which to analyze sustainability. Place exists at multiple spatial and temporal scales, understood through direct observation of boundaries, processes and patterns, phenomenologically through individual experience, and as a complex hybrid: always emerging through interactions among individuals and institutions. Despite the ubiquity of place in the socio-ecological literature, the complexity of place in relation to sustainability is under-theorised, and in as much as sustainability happens or does not happen in real places rather than in policies and models, a place-based sustainability framework is necessary to move forward. To address this gap, we developed the emplacement framework, consisting of four domains: displacement, misplacement, replacement, and emplacement. Each domain is dynamic, constructing place as praxis, and reframing sustainability as a site of collective inquiry and choices. Our goal is to facilitate the active and on-going practices of place-based research and engagement among scholars, activists, and other community members by providing a structure for transdisciplinary dialogue and the application of transdisciplinary research to enable better decision-making.  相似文献

This paper reports on the results of a study of the relationship between the nonprofit sector and the pursuit of sustainability in 13 moderate sized US cities with populations between 400,000 and 600,000. Dividing the cities into two groups – those that have been more serious and less serious about adopting and implementing sustainability policies, analysis of a survey of local public officials examines differences in the nonprofit landscape. Analysis shows that the cities that are more serious about sustainability have local public officials who interact more with nonprofit organisations, and are more likely to report the presence of at least one nonprofit group that supports city sustainability policies. Additionally, these reported groups are more likely to be “local”, or homegrown, and to be explicitly dedicated to the environment or sustainability. While far from definitive, the results provide evidence that the nonprofit sector is different in cities with sustainability policies, and suggest that the role of these nonprofit groups in the governance decisions of city leaders warrants more in-depth study.  相似文献

ABSTRACT

This paper has a quintessentially explorative character. It aims at identifying existing as well as potential (yet missing) links between the finance industry and local businesses that aspire to more sustainable economic practices. Building on the observation that green investments have been gaining weight in global investors’ strategies, we analyse how sustainable – in the most comprehensive sense of the word – green investments could ultimately be(come), when green assets are still managed according to the logic of “financialised finance”. This latter’s technologies of commodification, securitisation and derivatives-trading allegedly oppose alternative economic practices that pursue economic sustainability through social and environmental gains. In contrast, we investigate how the finance industry relates to alternative financial practices, products and organisations that offer sustainability-oriented financing services, – for example, regional banks, cooperatives and the like, – with a specific focus on green, social and solidarity businesses. Both approaches subscribe to apparently contradictory ideologies. We establish a beneficial dialogue between the opposing models of “green capitalism” and “alternative economies” so as to identify potential points of intersection. The context of Luxembourg’s local/regional economies provides a great opportunity to empirically access three levels of investigation: the private sector, the public sector and an international financial centre, a key facilitator for green finance, thus utilising insights from the concept of bricolage. Whilst supporters of Luxembourg’s emerging green finance profile recognise its positive impact on the small country’s national branding, in combination with economic stimuli, more critical commentators point to pure “green washing” effects.  相似文献

The possible role of parish and town councils (local councils) in the local implementation of sustainable development has been overlooked both in research and in policy-making. This article is based on research into local councillors' attitudes to sustainability and to their own role within a single county. A “discourse of local council legitimation” is identified, in which local councillors see their communities as living organisms, whose interests they represent with the benefit of local knowledge and holistic thinking – characteristics which they see as absent at other levels of government. Local councillors essentially see their role as local and relatively short-term – a perspective that will have to be addressed if local councils are to make a significant contribution to sustainability.  相似文献

Wildlife resources the world over have long been subject to harvest and management. As wildlife uses have grown, so too have the need and desire to ensure their sustainability. This new context of sustainability presents opportunities to merge ecological, economic and social elements to foster development. This paper presents the management and harvesting of wild kangaroos as an example of the potentially sustainable use of a natural resource. Some comparisons are drawn between the use of other wild living resources, deer in Europe and crayfish in Western Australia. However, sustainability of kangaroo species and the industry is not just a matter of market economics and ecology, it must also be socially sustainable. The public policy instrument of a statutory advisory board with a marketing function is proposed in order to integrate the cultural and social aspects of kangaroo management with the economic and ecological aspects. Through such integration, full sustainability of a wild resource then might be achieved.  相似文献

DOI: 10.1111/j.1752‐1688.2011.00563.x Abstract: Roof‐top rain water harvesting is mandated by law for all buildings in Bermuda and is the primary source of water for domestic supply. The average rate at which rain water is harvested at the typical house with four occupants is, however, insufficient to meet average demand. While just over one‐third of households have access to supplementary water either from mains pipelines or private wells, the majority rely on deliveries from water “truckers” (tankers) to augment their rain water supply. Assuming a reasonably constant daily demand, there is a linear relationship between the “maximum optimum capacity” of a water storage tank and the size of the rain water catchment area, which depends on the characteristics of the rainfall at a given geographic location. A simple spreadsheet model was developed to simulate tank storage levels for various combinations of catchment area, tank capacity, and demand, with an input of actual daily rainfall data for a study period of nearly three years. It was found that for typical cycles of rainfall surpluses and deficits in Bermuda, the tank capacity which there is no benefit in exceeding — the “optimum maximum capacity”— is 0.37 m3 of storage capacity per 1 m2 of catchment area. Furthermore, it was concluded that many domestic water storage tanks in Bermuda are larger than necessary, especially so where there is a significant imbalance between rain water supply and demand.  相似文献
