The rising pressure in terms of cost efficiency on public services pushes governments to transfer part of those services to the private sector. A trend towards more privatizing can be noticed in the collection of municipal household waste. This paper reports the findings of a research project aiming to compare the cost between the service of private and public collection of residual household waste. Multiple case studies of municipalities about the Flemish region of Belgium were conducted. Data concerning the year 2009 were gathered through in-depth interviews in 2010. In total 12 municipalities were investigated, divided into three mutual comparable pairs with a weekly and three mutual comparable pairs with a fortnightly residual waste collection. The results give a rough indication that in all cases the cost of private service is lower than public service in the collection of household waste. Albeit that there is an interest in establishing whether there are differences in the costs and service levels between public and private waste collection services, there are clear difficulties in establishing comparisons that can be made without having to rely on a large number of assumptions and corrections. However, given the cost difference, it remains the responsibility of the municipalities to decide upon the service they offer their citizens, regardless the cost efficiency: public or private.  相似文献

There are significant advantages to a consolidated institutional approach to the management of municipal solid waste transfer and disposal in large metropolitan areas. Both operational and environmental benefits can be achieved. On the other hand, it is argued that collection services do not necessarily benefit from centralization, since there are only limited economies of scale. Furthermore, there is abundant evidence that the private sector can provide conventional collection services more efficiently than the public sector. This paper examines a model of decentralized collection and centralized transfer and disposal that is in place at Norfolk, Virginia, U.S.A. and which is being applied in Monterrey, Mexico. The partial application of this model in the Federal District of Mexico City is also examined. Lessons are drawn for the application of such a model to metropolitan areas in other developing countries.  相似文献

Preliminary case studies have been carried out on private sector provision of municipal solid waste services in four large Latin American cities (Buenos Aires, Caracas, Santiago, and São Paulo). A parallel study of a metropolitan solid waste company in Rio de Janeiro provided a comparison. These experiences substantiate that private service provision can be successful in terms of cost containment and quality of service as long as the conditions for contestable markets are met. In the four cases studied, private collection firms have exclusive right to service specific areas of the city and contracts are awarded by competitive bidding. These and other studies in the region suggest that local authorities should establish operational and environmental regulations and standards to guide private contractors, and have the capacity to oversee these activities. Supervision and payment should be based on specific performance measures. More attention needs to be given to cost recovery, financial stability and improved disposal practices. There appears to be substantial scope for expanded private sector involvement in the region.  相似文献

The material recovery methods used by dust-yards in early 19th century London, England and the conditions that led to their development, success and decline are reported. The overall system developed in response to the market value of constituents of municipal waste, and particularly the high coal ash content of household ‘dust’. The emergence of lucrative markets for ‘soil’ and ‘breeze’ products encouraged dust-contractors to recover effectively 100% of the residual wastes remaining after readily saleable items and materials had been removed by the thriving informal sector. Contracting dust collection to the private sector allowed parishes to keep the streets relatively clean, without the need to develop institutional capacity, and for a period this also generated useful income. The dust-yard system is, therefore, an early example of organised, municipal-wide solid waste management, and also of public–private sector participation. The dust-yard system had been working successfully for more than 50 years before the Public Health Acts of 1848 and 1875, and was thus important in facilitating a relatively smooth transition to an institutionalised, municipally-run solid waste management system in England. The dust-yards can be seen as early precursors of modern materials recycling facilities (MRFs) and mechanical–biological treatment (MBT) plants; however, it must be emphasised that dust-yards operated without any of the environmental and occupational health considerations that are indispensable today. In addition, there are analogies between dust-yards and informal sector recycling systems currently operating in many developing countries.  相似文献

We study the impact of some local policies aimed at municipal solid waste (MSW) reduction on the cost efficiency of MSW collection and disposal. We explicitly account for differences between municipalities in background conditions by using a bootstrapped version of the Data Envelopment Analysis methodology in combination with a matching technique. Using data on 299 municipalities in Flanders, Belgium, for the year 2003, our results indicate that municipalities that are member of a waste collection joint venture, or that subscribe to a voluntary agreement to reduce MSW at the highest ambition level, collect and process MSW more efficiently than other municipalities. Weekly instead of two-weekly waste collection, or using a weight-based pricing system appears to have no impact on efficiency. Our results show that aiming at MSW reduction does not lead to lower efficiency of public service provision, even on the contrary.  相似文献

The specific aim of this funded research project was to examine and evaluate the efficiency and the effectiveness of the municipal solid waste collection and transportation system in the State of Kuwait. The contract resources of the seven contracting firms, the annual contract budgets, and the district area and population of each service contract are presented. Service efficiency and effectiveness indicators for each collection/disposal contract are also computed and discussed. The cost of collection and transportation of household waste in Kuwait is also compared with those of a number of urban areas in other nations. The low energy and manpower costs are mainly responsible for the favorable cost of management, collection and transportation of residential waste in Kuwait.  相似文献

This paper provides an overview of the state of municipal solid waste management (MSWM) by local authorities in Kenya as a case study of a low-income developing country. Approaches of possible solutions that can be undertaken to improve municipal solid waste (MSW) services are discussed. Poor economic growth (1.1% in 1993) has resulted in an increase in the poverty level which presently stands at 56%. Migration from the rural areas to the urban areas has resulted in unplanned settlements in suburban areas accommodating about 60% of the urban population on only 5% urban land area. Political interference also hampers smooth running of local authorities. Vulnerability of pollution of surface and groundwater is high because local authorities rarely considered environmental impact in siting MSW disposal sites. Illegal dumping of MSW on the river banks or on the roadside poses environmental and economic threats on nearby properties. Poor servicing of MSW collection vehicles, poor state of infrastructure and the lack of adequate funding militate against optimization of MSW disposal service. The rural economy needs to be improved if rural-urban migration is to be managed. Involvement of stakeholders is important to achieve any meaningful and sustainable MSWM. The role of the informal sector through community-based organizations (CBOs), Non-Governmental Organizations (NGOs) and the private sector in offering solutions towards improvement of MSWM also is explored.  相似文献

This study compares the social costs and environmental benefits of collecting single use drink containers through the Danish deposit system with the social costs and benefits of treating the containers as part of the municipal waste-disposal system. It focuses on single use polyethylene terphthalate and glass bottles, and steel and aluminium cans. The social costs of handling these containers in the deposit system includes the costs of collection, sorting, and transportation, adjusted against the profit from selling the collected material for recycling. The social cost of incinerating these containers as municipal waste consists of the expenses for the collection, incineration of the containers and disposal of ashes. If there is any income from energy generation accompanying incineration, this is adjusted against costs. The main environmental effects related to both strategies are quantified, valuated and included in the assessment. The results of the analysis show that there are significant social costs compared to the benefits connected with the new deposit system. This is true for all four types of single use drink containers examined. All in all, Denmark bears a net social cost of 6.7 to 8.1 million Euros per year compared to a baseline of incineration with energy recovery.  相似文献

In Bosnia and Herzegovina only 50% of the municipalities have a well-organized service for (mixed) waste collection and disposal. Illegal dumping is very common, in particular in rural areas, which are not regularly served by any service of collection. This situation leads to serious risks for public health and has dangerous environmental impacts. In Zavidovi?i the municipality is trying to meet high standards in the delivery of services of waste collection, but is constrained by scarce financial and technical resources. Different scenarios for the implementation of a system of separate collection in Zavidovi?i were elaborated in order to provide a useful tool for decision making by comparing costs and environmental & economic benefits of each scenario. Six scenarios were considered, based on different recovery rates for plastic, paper & cardboard, and metals. Benefits resulting from the implementation of each of the proposed scenarios are compared in terms of savings of landfill volume and costs. The study concludes that the adoption of a system of separate collection could generate positive impacts on all the stakeholders involved in the solid waste management sector in Zavidovi?i and could contribute to the compliance of European standards in many Central and Eastern European countries as established by a number of national environmental protection strategies.  相似文献

A 1989 survey compares the conceptual and technical approaches to the collection of municipal solid waste, secondary materials and household hazardous wastes in eight major European cities. The collection systems reflect local structural conditions as well as the different political tasks of municipal waste management. The aim of this paper is to analyze the effects of intermunicipal cooperation and privatization on the delivery costs of urban solid waste services in rural environments. The results of our empirical analysis, which we conducted among a sample of very small municipalities, indicate that small towns that cooperate incur lower costs for their waste collection service. Cooperation also raises collection frequency and improves the quality of the service in small towns. By contrast, the form of production, whether it is public or private, does not result in systematic differences in costs. Interestingly, the degree of population dispersion, that is, the number of population units within the municipal jurisdiction, has a significant positive relation with service costs. No evidence of scale economies is found because small municipalities have likely exploited them by means of intermunicipal cooperation.  相似文献

The collection, transport and disposal of solid waste, which is a highly visible and important municipal service, involves a large expenditure but receives, scant attention. This problem is even more crucial for large cities in developing countries due to the hot weather. A constructive heuristic which takes into account the environmental aspect as well as the cost is proposed to solve the routing aspect of garbage collection. This is based on a look-ahead strategy which is enhanced by two additional mechanisms. Interesting results were obtained when tested on instances with and without the presence of the effect of the environment.  相似文献

The results of a quantitative study to assess the extent and degree of non-regulated hazardous waste present in municipal solid waste generated in King County, Washington State, U.S.A., are reported. A major objective of the study was to ascertain the health and environmental impacts of non-regulated hazardous waste within the County's collection, transport, and disposal systems and to formulate policies for managing non-regulated hazardous waste within the context of the County's solid waste management master plan. The study sampled municipal waste disposed at seven transfer stations in the County for the purpose of identifying the types and concentrations of non-regulated hazardous waste. Subsequent to the field sampling work and the conduct of the laboratory analyses, a risk assessment was performed to determine the types and degree of risk associated with the levels of non-regulated hazardous waste found in the waste stream. The assessment included the areas of occupational health and safety, of public health, and of environmental impact.  相似文献

Towns concentrate around 50% of world-wide population and the trend is oriented to underscore an urban profile of population. In addition, towns have become important for their economic contribution to the Gross Internal Product. The negative side of towns is the environmental and social impacts as a result of productive and domestic activities, besides the lack of available data. In order to overcome these shortcomings, the United Nations has established a project of urban monitoring throughout the Global Network of Urban Observatories; Mexico joined the project in 2005. The Local Urban Observatory of Mexicali has the task to produce information about cities that is useful to design public policies. Some of this information deals with a set of environmental indicators in the United Nations Habitat Agenda, which includes solid wastes. Therefore, this paper deals with two main topics; firstly, from the Habitat Agenda, a comparative urban analysis of waste production and coverage of domestic waste collection services; secondly, from the Local Agenda, the identification and ranking of environmental problems according to public perception coming from people involved in the municipal planning and decision making process. Recycling and reusing recyclables is an important way to solve the municipal solid waste (MSW) problem. As the collection of solid waste takes up the largest percentage of MSW management budgets, improving the collection of recyclables is important. Since the decline of government-run waste buying depots in the late 1980s, the collection of recyclables from households and waste deposit sites in China is done by buyers with small informal bases and waste pickers, who are usually unskilled rural people who have come to the cities. Because of this, the current system is seen to have social problems. So, the recyclable collection system has both social as well as economic significance. China is in the process of rapid industrialization and urbanization, and a new mode of community collection system is emerging. It operates by market mechanisms, with waste collection companies that are supported by the municipal government, establishing recycle service sites, and employing workers to buy recyclables door-to-door. This paper is a case study of the new system in the Haidian District, Beijing. It summarizes the system, compares it to experiences in other countries and discusses whether the new approach contributes to resources recycling in China.  相似文献

This article reports a study of the economic viability of a separate household waste collection project, and considers its social and environmental benefits. The study was developed from the database obtained through the pilot project on separate collections in João Pessoa, the capital of Paraíba, in the northeast region of Brazil. The pilot project had been supported by the local municipal council since September 2000. The methodology applied to this study of economic viability is based on the economic quantification of the benefits and costs involved in the process of a separate collection of household waste. The benefits to the environment, owing to the reduction of the final disposal of household waste, were also evaluated. The results of this research are encouraging for the benefit cost relation (B/C) of both the quantified economic components and the environmental aspects. The values found for the relation B/C ranged from 1.27 to 1.77 depending on the economic quantification of the direct and indirect benefits to the components involved in the project, i.e., the waste collectors, the municipal council, the sellers of recycled material, and the recycling industry.  相似文献

Truck-based collection of municipal solid waste imposes significant negative externalities on cities and constrains the efficiency of separate collection of recyclables and organics and of unit-price-based waste-reduction systems. In recent decades, hundreds of municipal-scale pneumatic collection systems have been installed in Europe and Asia. Relatively few prior studies have compared the economic or environmental impacts of these systems to those of truck collection. A critical factor to consider when making this comparison is the extent to which the findings reflect the specific geographic, demographic, and operational characteristics of the systems considered. This paper is based on three case studies that consider the specific characteristics of three locations, comparing pneumatic systems with conventional collection on the basis of actual waste tonnages, composition, sources, collection routes, truck trips, and facility locations. In one case, alternative upgrades to an existing pneumatic system are compared to a potential truck-collection operation. In the other cases, existing truck operations are compared to proposed pneumatic systems which, to reduce capital costs, would be installed without new trenching or tunneling through the use of existing linear infrastructure. For the two proposed retrofit pneumatic systems, up to 48,000 truck kilometers travelled would be avoided and energy use would be reduced by up to 60% at an incremental cost of up to $400,000 USD per year over the total operating-plus-capital cost of conventional collection. In the location where a greenfield pneumatic system is already in operation, truck collection would be both less expensive and more energy-efficient than pneumatic collection. The results demonstrate that local geographic, demographic, and operational conditions play a decisive role in determining whether pneumatic collection will reduce energy requirements, produce more or fewer greenhouse gas emissions, and cost more or less over the long-term. These findings point to the local factors that will determine the relative economic and environmental costs and benefits in specific situations.  相似文献

The incomplete collection of municipal solid waste is a significant problem in the cities of many developing countries. Mexican cities collect less than 75% of the waste generated. The uncollected waste generates pollution and poses risks to human health and the environment. Low-income communities comprise most areas that lack refuse collection. In many of the areas where there is no official collection service, informal collectors provide this service for a fee. This paper analyses informal refuse collection in three Mexican cities, and argues that it can supplement municipal collection, create jobs, benefit the economy and help clean up the urban environment.  相似文献

Tehran, the capital city of Iran and a metropolis with a population of 8.2 million and containing 2.4 million households, generated 2,626,519 tons of solid waste in 2005. The present study is aimed at evaluating the generation, characteristics and management of solid waste in Tehran. Municipal solid waste comprises more than 97% of Tehran's solid waste, while three other types of solid waste comprise less than 3% of it, namely hospital waste (1.0%), industrial waste (0.6%) and construction and demolition waste (0.5%). The contribution of household solid waste to total municipal solid waste is about 62.5%. The municipality of Tehran is responsible for the solid waste management of the city; the waste is mainly landfilled in three centers in Tehran, with a small part of it usually recycled or processed as compost. However, an informal sector is also active in collecting recyclable materials from solid waste. The municipality has recently initiated some activities to mechanize solid waste management and reduce waste generation. There remain important challenges in solid waste management in Tehran which include: the proper collection and management of hospital waste; public education aimed at reducing and separating household waste and educating municipal workers in order to optimize the waste collection system; and the participation of other related organizations and the private sector in solid waste management.  相似文献

This paper provides a general overview of solid waste data and management practices employed in Turkey during the last decade. Municipal solid waste statistics and management practices including waste recovery and recycling initiatives have been evaluated. Detailed data on solid waste management practices including collection, recovery and disposal, together with the results of cost analyses, have been presented. Based on these evaluations basic cost estimations on collection and sorting of recyclable solid waste in Turkey have been provided. The results indicate that the household solid waste generation in Turkey, per capita, is around 0.6 kg/year, whereas municipal solid waste generation is close to 1 kg/year. The major constituents of municipal solid waste are organic in nature and approximately 1/4 of municipal solid waste is recyclable. Separate collection programmes for recyclable household waste by more than 60 municipalities, continuing in excess of 3 years, demonstrate solid evidence for public acceptance and continuing support from the citizens. Opinion polls indicate that more than 80% of the population in the project regions is ready and willing to participate in separate collection programmes. The analysis of output data of the Material Recovery Facilities shows that, although paper, including cardboard, is the main constituent, the composition of recyclable waste varies strongly by the source or the type of collection point.  相似文献
