ABSTRACT: The application of a water balance model in finding “solutions” to the supply/demand problem was demonstrated using the South Platte River basin as a case study. Solutions were ascertained by hand, using both “average” and “stress” supply/demand conditions, and were developed for 1980, 2000, and 2020; nonquantifiable boundary conditions were incorporated by judgement. The solution obtained for a particular set of conditions is not unique and has strong normative characteristics; thus it must be judged by various interest groups having different ethical positions. The water balance model has a tabular display format and so the “model” is merely a simple table, i.e., a “water balance table.” In this work the water balance table was displayed on an eight-foot by eight-foot color-coded magnetic board. The board provides a means to both find and display the needed supply/demand “solution.” The tabular display facilitates understanding of the systemwide solution and the formulation of value judgments. Based upon these value judgments and an initial “straw man” solution, successive negotiated solutions can be found which can minimize “conflict.”  相似文献

资源环境承载力是区域发展战略决策的基础,对指导区域可持续发展和服务国家战略需求具有重要意义。本文系统梳理了资源环境承载力评价从土地资源承载力向水资源承载力、环境承载力和生态承载力发展,再到近年来以土地开发强度为特征,以及基于供给能力的资源环境承载力评价兴起的历程。资源环境承载力评价从单一资源走向各类主要自然资源、环境要素及综合要素的承载力评价,研究方法不断完善。但目前资源环境承载力研究仍存在更多地关注承载的极限容量,对发展容量的关注不足;缺乏具有普适性、可推广的资源环境承载力评价理论及方法体系等问题,其研究仍面临严峻的挑战。未来资源环境承载力研究仍需在承载力从极限容量向发展容量转变,形成具有广泛指导意义的资源环境承载力评价方法体系,强化以空间开发利用为特征的资源环境承载力评价等方面的研究,以此深化资源环境承载力理论及实践应用研究,为区域可持续发展及服务国家战略提供支撑。  相似文献

生态足迹理论是一种定量测度区域可持续发展状态的有效方法。以皖南丘陵山区池州市为例,对其1996-2004年生态足迹和生态承载力进行了计算和分析。结果显示,池州市历年的人均生态足迹不断增加,9年时间增加了37.85%,而人均生态承载力却减少了5.49%。该地区历年人均生态足迹均出现赤字,而且呈增长的趋势;自然资源的利用效率不高以及自然资源供需的非均衡性增长导致生态赤字的出现和持续增长;目前池州市的发展模式已超出了自然生态系统的承载能力,处在不可持续的发展状态,并提出了相应的对策和措施。  相似文献

国土空间规划是统筹区域资源空间配置、开发管理和布局优化的总体方案,在引领区域协调发展上具有重要意义。国土空间规划必然导致土地利用类型及布局的改变,从而引起经济、社会、生态环境等方面的供给与需求变化。本研究从三生空间耦合协调的角度,通过生态系统服务和人类福祉需求的供需关系,揭示三生空间的供需连接与耦合关系。本研究借助 InVEST模型和生态服务价值当量法对生态系统服务供给与需求进行定量分析,同时引入耦合协调度模型与相对发展度模型,通过对生态系统服务供需变化进行耦合协调类型分析,探究国土空间用地结构调整所产生的供需间的协调关系,并用耦合协调状况对国土空间规划效益进行评价。研究发现,在规划期内宜宾市翠屏区生态系统服务供需总体耦合协调度呈现减小态势。2020-2035年耦合协调度从 0.60降低到 0.59,相对发展度由 1.05减小至 1.01。生态系统服务总体供给盈余明显,但由于供需分布空间差异,城镇地区为主要的供给赤字区域。影响生态系统服务需求的主要因素为环境净化需求,城市化指标对生态系统服务供需相对发展度具有较为普遍的负面影响。  相似文献

ABSTRACT: Florida water resources are among the most abundant in the United States, with Florida receiving the second‐highest mean annual rainfall of all states. However, water supply issues have troubled the state due to the highly variable spatial and temporal distributions of water supply and demand, and they are aggravated by the population's preference for settling in coastal regions where freshwater resources are scarce. Historically, the competing issues of water resource development and natural systems protection have placed water management agencies and local governments at odds. In 1997, the Florida Legislature enacted several major changes to Florida water law in an attempt to improve water resource planning and protection. This paper briefly reviews the history of water management in Florida with an emphasis on decisions culminating in the 1997 legislation, which requires the development of minimum flows and levels. Also examined is the impact of the 1997 law on water management. Efforts made to comply with legislative mandates are summarized; these include, to date, establishment of minimum flows and levels on 209 water bodies and budgeting in excess of $1.4 billion for water resource development projects.  相似文献

ABSTRACT: This paper focuses on the development and testing of a mathematical model of an emergency ground water supply operated principally during periods of low streamflow. The process of ground water withdrawal and recharge is simulated taking account of streamflow, water demand, evapotranspiration, natural and artificial recharge and increased evapotranspiration due to artificial recharge, ground water pumpage, and streamflow contribution to pumped water. The model determines whether natural recharge is possible in less time than the return period of drought and also whether artificial recharge is needed. By simulating operation over a long period of time, the model can examine different droughts of short and long duration and can test the operating rules for ground water storage development in an area. Submodels analyze the components of the operating process including ground water flow into the stream, seepage losses, stream portion of well discharge due to induced infiltration and recharge from rainfall or water spreading. The model has been tested for areas in the humid northeastern United States.  相似文献

ABSTRACT. The design of a municipal water supply system may involve utilizing singly or in combination a conventional water supply, a desalted water supply, and a supply from a recharged aquifer reservoir. Optimization of the design requires a model formulated in a way that modern methods of systems analysis can be used. This study concerns the formulation, solution, and evaluation of a mathematical model of a municipal water supply system that includes a supply from a variable quality output desalting plant. The combined system is operated in conjunction with an artificially recharged aquifer reservoir. Also considered are short periods of water shortages. The model is set up in an approximate linear programming format, and the optimum solution (minimum cost) is found. The model is tested by applying it to the design of a supply system to meet the 1985 estimated water demand of the city of Lincoln, Nebraska. Results of this test indicate that the artificial reservoir and the existing conventional supply system are capable of supplying that demand during all but the peak period. An electrodialysis desalting system is used in this analysis. It is competitive only when the length of transmission pipeline for a conventional supply system approaches 90 miles. The model is formulated in a general way so that it can be applied to almost all situations encountered in municipal water supply design, as well as to the specific system designated for this study.  相似文献

Although it is well established that the availability of upstream flow (AUF) affects downstream water supply, its significance has not been rigorously categorized and quantified at fine resolutions. This study aims to fill this gap by providing a nationwide inventory of AUF and local water resource, and assessing their roles in securing water supply across the 2,099 8‐digit hydrologic unit code watersheds in the conterminous United States (CONUS). We investigated the effects of river hydraulic connectivity, climate variability, and water withdrawal, and consumption on water availability and water stress (ratio of demand to supply) in the past three decades (i.e., 1981–2010). The results show that 12% of the CONUS land relied on AUF for adequate freshwater supply, while local water alone was sufficient to meet the demand in another 74% of the area. The remaining 14% highly stressed area was mostly found in headwater areas or watersheds that were isolated from other basins, where stress levels were more sensitive to climate variability. Although the constantly changing water demand was the primary cause of escalating/diminishing stress, AUF variation could be an important driver in the arid south and southwest. This research contributes to better understanding of the significance of upstream–downstream water nexus in regional water availability, and this becomes more crucial under a changing climate and with intensified human activities.  相似文献

通过一个连续时间的随机动态规划模型,探讨了市场需求、资源存量的不确定性以及勘探活动对矿产资源价格和开采速度的影响,并给出了随机条件下Hotelling法则的表达形式.模型结果显示:不确定性对资源价格变化速度的影响主要取决于开采成本,如果相对于资源存量来说开采成本是不变的或者开采的规模成本是不变的,则不确定性对资源价格的变化速度没有影响.反之,如果开采的规模成本是递增的,则不确定性会加速资源价格的变化.此外,不确定性的存在将加快资源的开采速度.至于勘探活动,它一方面降低了地质条件的不确定性,另一方面增加了资源的存量,所以勘探活动降低了资源价格和开采速度的变化率,减少了不确定性对资源开采的影响.  相似文献

Abstract: The residents of Nassau County Long Island, New York receive all of their potable drinking water from the Upper Glacial, Jameco/Magothy (Magothy), North Shore, and Lloyd aquifers. As the population of Nassau County grew from 1930 to 1970, the demand on the ground‐water resources also grew. However, no one was looking at the potential impact of withdrawing up to 180 mgd (7.9 m3/s) by over 50 independent water purveyors. Some coastal community wells on the north and south shores of Nassau County were being impacted by saltwater intrusion. The New York State Legislature formed a commission to look into the water resources in 1972. The commission projected extensive population growth and a corresponding increase in pumping resulting in a projected 93.5 to 123 mgd (4.1 to 5.5 m3/s) deficit by 2000. In 1986, the New York Legislature passed legislation to strengthen the well permit program and also establish a moratorium on new withdrawals from the Lloyd aquifer to protect the coastal community’s only remaining supply of drinking water. Over 30 years has passed since the New York Legislature made these population and pumping projections and it is time to take a look at the accuracy of the projections that led to the moratorium. United States Census data shows that the population of Nassau County did not increase but decreased from 1970 to 2000. Records show that pumping in Nassau County was relatively stable fluctuating between 170 and 200 mgd (7.5 to 8.8 m3/s) from 1970 to 2004, well below the projection of 242 to 321 mgd (10.6 to 14.1 m3/s). Therefore, the population and water demand never grew to projected values and the projected threat to the coastal communities has diminished. With a stable population and water demand, its time to take a fresh look at proactive ground‐water resource management in Nassau County. One example of proactive ground‐water management that is being considered in New Jersey where conditions are similar uses a ground‐water flow model to balance ground water withdrawals, an interconnection model to match supply with demand using available interconnections, and a hydraulic model to balance flow in water mains. New Jersey also conducted an interconnection study to look into how systems with excess capacity could be used to balance withdrawals in stressed aquifer areas with withdrawals in unstressed areas. Using these proactive ground‐water management tools, ground‐water extraction could be balanced across Nassau County to mitigate potential impacts from saltwater intrusion and provide most water purveyors with a redundant supply that could be used during water emergencies.  相似文献

ABSTRACT As urban expansion outstrips water supplies, the usual solution is to build pipelines to bring in water from sources farther afield. Such water supplies may act as either a leader of urban development or as a follower. In either case, this engineering approach to the provision of water has fostered less than optimal utilization of regional water and land resources for urban growth. More efficient utilization of these resources is achieved when water supply development and urban growth planning are conjoint activities. Water supply planners and land use planners, working together, are able to generate and evaluate the full range of urban development options, including water demand management through conservation. Preferred regional growth plans are achieved using the best mix of water supply and urban growth. The result is a reduced rate of water supply development and a reduction of urban expansion on prime lands. This partnership approach is demonstrated for the Calgary Region under two levels of water conservation.  相似文献

ABSTRACT: A dynamic programming model is presented for planning the optimal capacity expansion sequence of waste water treatment plants servicing sewerage systems with infiltration/inflow. The model employs a nonlinear deterministic demand function for waste water treatment plant capacity. Model output provides the optimal timing, size, and sequence for treatment plant capacity expansion projects and infiltration/inflow removal projects. ABSTRACT The paper presents a systems approach for planning and evaluating alternative plans for resource use incorporating the concepts of multiobjective planning and evaluation (MOPE). The need for multidisciplinary input and strong interagency cooperation in planning for resource use is related to the logical and orderly completion of the planning steps. The paper briefly describes MOPE, emphasizing two important concepts: (1) the relationship of the study problems and objectives to national social objectives, and (2) the display of alternative solutions showing tradeoffs. Several important characteristics of a plan of study which implements MOPE are presented and discussed. A proposed MOPE analytical system is discussed in detail. The MOPE analytical system is divided into eight interdependent subsystems that describe data collection, use, analysis, and results. A linear program (L.P.) model is proposed to analyze the present and future demand relationships for natural resources. The model will also evaluate the interaction of agriculture, forestry, and recreation with the resource base of the basin, considering National Economic Development, Environmental Quality, and Regional Development.  相似文献

Whilst the European Union is proposing a Directive on integrated resource planning and leading cities in both Europe and America are investing in demand side measures, the UK electricity industry seems to be obsessed with building more supply capacity. Recent developments in Leicestershire emphasise this obsession with energy supply.

There is an alternative and local government should be vigorously pursuing this by both a close liaison with local utilities and by increasing public awareness of the social, economic and environmental benefits of reducing energy demand and providing energy services.  相似文献

The three largest water utilities in the Washington, D.C., metropolitan area (WMA) rely on the Potomac River and its reservoirs for water supply. These utilities have committed to a periodic review of the system's adequacy to meet future demands. In 1990, 1995, 2000, and again in 2004 (for publication in 2005) the utilities requested that the Interstate Commission on the Potomac River Basin (ICPRB) conduct a 20‐year water demand and resource adequacy study to fulfill this need. The selection of the five‐year interval provides multiple benefits. It allows regular updates and incorporation of recent demographic forecasts, and it increases visibility and understanding of the adequacy of the region's water resources. It also provides adequate time to conduct research on the physical system and to incorporate modifications based on this research into subsequent studies. The studies and lessons learned are presented in this case study of the WMA. The work has been a natural outgrowth of a long history of cooperative water supply planning and management among the main WMA water utilities and ICPRB.  相似文献

Summary This paper describes the demand and supply information requirements to determine whether a curriculum for a new program, Natural Resources Planning and Management (NRPM), should be developed by Athabasca University (AU). Demand considerations assist in determining forecasted job opportunities and student needs. Supply considerations, including the type and location of existing natural resource programs and their student enrollment levels, assist in determining the enrollment level, the type of degree program, and that the student profile of AU's NRPM graduates will be high, particularly in western Canada. AU has, therefore, been advised to offer an undergraduate bachelor's degree in NRPM. This paper also serves as a model, for organizing demand and supply information for any new university or college program.Fred Curtis, is Professor and Co-ordinator of Regional Systems Engineering, at the University of Regina, Regina, Saskatchewan, Canada. The objective of this review paper is to analyze the efficiency of environmentally motivated taxes on virgin raw materials. We analyze both the economic-theoretical foundations of virgin natural resource taxation, and the empirical experiences of aggregates taxes i.e., taxes on, for instance, gravel, rock, stone, etc. in three European countries. These include Sweden, Denmark and the United Kingdom. The theoretical analysis indicates that taxing natural resource output or use typically represents a ‘second-best’ policy alternative, which can be used when, for instance, the monitoring of non-point source emissions is difficult or efficient property rights regimes cannot be established. The empirical analysis shows that the European aggregate taxes have assisted in reducing virgin resource use in spite of the relatively low own-price responses. However, generators of recycled materials typically have few incentives to enhance their waste sorting activities in the presence of a tax on virgin materials. Unless additional policies to increase the supply of recycled materials are implemented, supply will not increase much even in the presence of high demand. Finally, although second-best taxes are sometimes motivated by the desire to keep administration costs low, they could come at the cost of improper incentives and of limited policy legitimacy.  相似文献

A management model was developed for determining levels of recreation activities at public drinking water reservoirs. Quabbin Reservoir, located in central Massachusetts, served as a case study for the model. An interdisciplinary research team was formed to study the impact of selected recreation activities on water quality, public demand and willingness to pay for selected recreation activities, carrying capacity constraints, and the economic cost/benefits associated with increases in recreation at the Quabbin Reservation. Study variables were integrated into a quadratic programming model, producing the number of participants that corresponds to maximum net benefits for specific development packages on design days. The recreation mix associated with maximum net economic benefits was found to be cost-effective (assuming the use of reasonable entrance fees) and not deleterious to water quality. However, as a result of the findings of a related study, it was recommended that nutrients, particularly from wastewater, not be permitted to enter the reservoir, since the current phosphorous level may be at a critical point. Management techniques that would safeguard against this occurrence were recommended. The model was sensitive to management objectives; recommendations were limited to activities that would not lower the existing high quality of Quabbin water.  相似文献

Abstract: This paper describes an interactive data and model generator that is intended to bridge the gap between the water resource enginner and planner and the mathematical progrmming systems approach to regional water supply planning. The optimization objective is to minimize total annual cost with respect to capital investment and operation and maintenance costs. The matrix generator formulates the necessary hydrologic, demographic and programming problem for system optimization. The interactive program guides the user through the input and optimization segments, totally eliminates the chore of manually structuring the model matrix aides in eliminating errors, and allows use by planners without skill in mathematical programming.  相似文献
