Summary Effective communication concerning environmental issues can take a variety of forms. The following essay is offered as a metalogue, a piece of writing in which the writing itself illustrates the principles developed in the writing.International readers will be helped if they know that Jack Armstrong and Sergeant Preston are heroes of moralizing (and often jingoistic) radio dramas popular among children in the United States during the War years and that the Tom Mix Holster Set and the A-bomb Ring were premiums offered to children in boxes of cold cereal in the period after the War. These trivia illustrate the kinds of societal messages directed toward the generation of Americans who presumably will be running the country during the 1980s.The authors are a professor of Psychology and Ethology and a graduate student in International Development. Both attended Harvard University in the late 1950s and the University of California, Berkeley, in the early 1960s. Their autobiographical reflections have something to say about the motivation underlying the environmental movement and where these motivations are likely to lead in the near future.  相似文献

Biotechnology applied to traditional foodanimals raises ethical issues in three distinctcategories. First are a series of issues that arise inthe transformation of pigs, sheep, cattle and otherdomesticated farm animals for purposes that deviatesubstantially from food production, including forxenotransplantation or production of pharmaceuticals.Ethical analysis of these issues must draw upon theresources of medical ethics; categorizing them asagricultural biotechnologies is misleading. The secondseries of issues relate to animal welfare. Althoughone can stipulate a number of different philosophicalfoundations for the ethical assessment of welfare,most either converge on Bernard Rollins principle ofwelfare conservation (Rollin, 1995), or devolve intodebates over the ethical significance of animaltelos or species integrity. The principle of welfareconservation prohibits disfunctional geneticengineering of food animals, but would permit alteringanimals biological functions, especially when (as inmaking animals less susceptable to pain or suffering)do so improves an individual animals well being.Objections to precisely this last form of geneticengineering stress telos or species integrity asconstraints on modification of animals, and thisrepresents the third class of ethical issues. Most whohave formulated such arguments have failed to developcoherent positions, but the notion of species being,derived from the 19th century German tradition,presents a promising way to analyze the basis forresisting the transformation of animal natures.  相似文献

India has 2.34 million km2 of hot desert called Thar located in the north-western part of Rajasthan between latitudes 23°3 and 30°12 North and longitudes 63°30 and 70°18 East. The Indian desert is spreading annually over 12000 ha of productive land degrading it and slowly advancing towards the national capital New Delhi at the rate of 0.5 km per year. The Indian desert is characterised by huge shifting sand dunes; high wind speed; scarce rainfall; and intense solar radiation. Tremendous efforts have been made since the 1960s to arrest desertification and for ecological restoration of the Thar desert. An Ambitious afforestation programme including stabilisation of shifting sand dunes and creation of micro-climates through tree-screens and shelter-belt plantation was launched by the forest department of Rajasthan. A huge canal, 649 km long was also introduced to the Thar desert for ecological restoration.  相似文献

Scholarly critics such as Wendell Berry, as well as the popular media, frequently refer to problems associated with agriculture as the agricultural crisis or the farm crisis. Despite the identification of a problem or problems as symptomatic of this crisis, scant attention is paid to why the situation is a social crisis as opposed to a problem, tragedy, trend, or simple change in the structure of agriculture. This paper analyzes the use of social crisis as applied to the state of modern agriculture and, by extension, other crises such as those in legitimation and morality. It concludes that, although important social values associated with farming as a way of life may be in danger of being lost, the crisis we may be facing with respect to agriculture is more properly understood as a sociopolitical crisis that has broader implications than simply the loss of farms or traditional farming values. Indeed, what is in danger of being lost is our ability to affect a secure and sustainable political-economic system.  相似文献

This paper investigates the relationship between pupils' environmental perception (in terms of preservation and utilisation of nature) and personality (in terms of risk-taking). 713 secondary school pupils in Switzerland were investigated. Environmental perception was assessed via three factors: Preservation, Utilisation of Nature and Consideration for Conservation. Risk-taking was evaluated via six factors: Positive Risking, Ambivalence, Thrill in Gambling, Ineffective Control, Effective Control, and Anger Reaction. Analysis of the correlation matrix between Risk-taking and Environmental perception revealed three profiles (types): the high scorer on Preservation is the controlled and cautious gambler. The Utiliser (anthropocentric) profile is essentially a mirror image of the first: the Utiliser does not enjoy unpredictable risks, reacts with anger when risks fail and has little control over his/her own risk-taking behaviour. The Consideration for Conservation (ecocentric) profile assumes a position between these two profiles.  相似文献

Conservation scientists are arguing whether naturalness provides a reasonable imperative for conservation. To clarify this debate and the interpretation of the term natural, I analyze three management strategies – ecosystem preservation, ecosystem restoration, and ecosystem engineering – with respect to the naturalness of their outcomes. This analysis consists in two parts. First, the ambiguous term natural is defined in a variety of ways, including (1) naturalness as that which is part of nature, (2) naturalness as a contrast to artifactuality, (3) naturalness as an historical independence from human actions, and (4) naturalness as possession of certain properties. After that, I analyze the different conceptions with respect to their implications for the three management strategies. The main conclusion is that there exists no single conception of naturalness that could distinguish between the outcomes of the three management methods. Therefore, as long as the outcomes of the different methods are regarded as being of a different value in conservation, we should either abandon the idea of naturalness as the guiding concept in conservation or use the term natural only in the ways that take both its historical and feature dependent meanings into consideration.  相似文献

Professor Hugh Lehman has recently argued that the rights view, according to which nonhuman animals have a prima facie right to life, is compatible with the killing of animals in many circumstances, including killing for food, research, or product-testing purposes. His principle argument is an appeal to life-boat cases, in which certain lives should be sacrificed rather than others because the latter would allegedly be made worse-off by death than the former. I argue that this reasoning would apply to so-called inferior humans just as much as to animals, and that this appeal is unsuccessful in any case. I distinguish two versions of the rights view: the equal and the unequal rights views. Although the unequal rights view, unlike the equal rights view, would sanction the killing of animals (and some humans) for food under severely restricted circumstances, neither rights view sanctions the raising of animals for their meat. Moreover, neither rights view would sanction the killing of animals for research or product-testing purposes. I conclude with a brief discussion of the merits of phasing out the meat production industry.  相似文献

Summary Biosphere reserves are protected areas of representative environments internationally recognised for their value for conservation and for their ability to provide the scientific knowledge, skills and human values to support sustainable development. Biosphere reserves — as a part of the UNESCO programme Man and the Biosphere (MAB) — make up a world-wide network sharing research information on ecosystem conservation, management and development. They include strictly protected core-areas — representative examples of natural or minimally disturbed ecosystems. Core areas are surrounded by buffer zones in which research, environmental education and training and recreation can take place. Buffer zones are, in turn, surrounded by transition areas, large open areas where the aim is to ensure rational development of the natural resources of the region. At present, twelve biosphere reserves are designated in Germany, covering in all an area of 11,589 km2. The role of biosphere reserves to support sustainable development in Germany and Europe is discussed.Karl-Heinz Erdmann is a geographer and Deputy Secretary General at the Secretariat of the German National Committee for the UNESCO Programme on Man and Biosphere (MAB), Federal Agency for Nature Conservation. Bioassessment is used worldwide to monitor aquatic health but is infrequently used with risk-assessment objectives, such as supporting the development of defensible, numerical water-quality criteria. To this end, we present a generalized approach for detecting potential ecological thresholds using assemblage-level attributes and a multimetric index (Index of Biological Integrity—IBI) as endpoints in response to numerical changes in water quality. To illustrate the approach, we used existing macroinvertebrate and surface-water total phosphorus (TP) datasets from an observed P gradient and a P-dosing experiment in wetlands of the south Florida coastal plain nutrient ecoregion. Ten assemblage attributes were identified as potential metrics using the observational data, and five were validated in the experiment. These five core metrics were subjected individually and as an aggregated Nutrient–IBI to nonparametric changepoint analysis (nCPA) to estimate cumulative probabilities of a threshold response to TP. Threshold responses were evident for all metrics and the IBI, and were repeatable through time. Results from the observed gradient indicated that a threshold was 50% probable between 12.6 and 19.4 g/L TP for individual metrics and 14.8 g/L TP for the IBI. Results from the P-dosing experiment revealed 50% probability of a response between 11.2 and 13.0 g/L TP for the metrics and 12.3 g/L TP for the IBI. Uncertainty analysis indicated a low (typically 5%) probability that an IBI threshold occurred at 10 g/L TP, while there was 95% certainty that the threshold was 17 g/L TP. The weight-of-evidence produced from these analyses implies that a TP concentration > 12–15 g/L is likely to cause degradation of macroinvertebrate assemblage structure and function, a reflection of biological integrity, in the study area. This finding may assist in the development of a numerical water-quality criterion for TP in this ecoregion, and illustrates the utility of bioassessment to environmental decision-making.  相似文献

Agriculture and medicine palpably manifest a culture's world view. Correspondingly, changes in agriculture and medicine may be barometers of change in a culture's overall outlook. Conventional industrial agriculture and modern surgical/chemical medicine clearly express the Newtonian mechanical model of nature. The modern classical world view represents nature to be an externally related, atomic, reductive, material, and mechanical aggregate. Modern medicine, correspondingly, treats the body as an elaborate mechanism and industrial agriculture regards soil as a substratum for monocultures assembled from fossil fuels, synthetic fertilizers, and chemical pesticides. The nascent agroecology and wellness movements each express and reflect the new paradigm variously emerging from ecology and quantum physics. Ecology and the new physics, each in its own way, represent nature to be an internally related, systemic, integrated, organic whole. Agroecology translates this abstract new vision into a concrete agricultural vocabulary: The farmstead is regarded as an artificial ecosystem with a multiplicity of diverse plant and animal constituents interacting with one another and with environing natural ecosystems in complex and mutually supporting ways.  相似文献

Oregons land-use planning program is often cited as an exemplary approach to forest and farmland conservation, but analyses of its effectiveness are limited. This article examines Oregons land-use planning program using detailed spatial data describing building densities in western Oregon. An empirical model describes changes in building densities on forest and agricultural lands from 1974 to 1994, as a function of a gravity index of lands commuting distance to cities of various sizes, topographic characteristics, and zoning adopted under Oregons land-use planning program. The effectiveness of Oregons land-use planning program is evaluated based on the statistical significance of zoning variables and by computing estimated areas of forest and agricultural lands falling into undeveloped, low-density developed, and developed building density categories, with and without land-use zoning in effect. Results suggest that Oregons land-use planning program has provided a measurable degree of protection to forest and agricultural lands since its implementation.  相似文献

Landscape is equated with the term scenery and is considered as an environmental resource. The need for an evaluation of scenery in environmental assessment statements is outlined. Three established methods of landscape evaluation are tested in a section of the Niagara Peninsula of southern Ontario. The methods are compared in terms of the nature of results produced and the time/manpower requirements for field data collection. The amenability of the methods to analysis from a cartographic data base is also considered. The simpler Newkirk and Linton methods produce readily useable data quickly, whereas the Leopold method not only yields data on scenic resources but can also be used to relate such results to other environmental attributes and processes.  相似文献

US civil defense planning for nuclear attack since 1974 has emphasized the doctrine of crisis relocation. Under this doctrine, some 150 million people would evacuate from urban areas and other probable targets to rural host communities. The population of the latter would stay put to assist the relocatees. Local communities would be responsible for the welfare of up to ten times their normal population for an indefinite period of time.This study examined certain implications of crisis relocation for the town of Greenfield, Massachusetts, USA, a typical host community. Various assumptions were articulated regarding the timing of events, the season of year, weather, and social behavior. Assumptions were favorable to the success of crisis relocation. Nevertheless, Greenfield would face impossible burdens in attempting to provide fallout protection, water, food, medical care, and civil order. Additional pressures would arise from adjoining communities which are functionally dependent upon Greenfield for normal goods and services, but which would receive their own allotment of relocatees. Crisis relocation is not taken seriously in Greenfield and virtually no preparations have been made to implement it.  相似文献

Since the term environmental ethics began to be used a generation ago, it has covered many different kinds of environmental notions, problems, ethical systems, and forms of behavior. A variety of cases are presented and examined under two terms,environmental ethics andecological morality, in an effort to illustrate different kinds of ethical objectives. In order to understand the connections between various strands of environmental ethics, personal and social values and subcultural norms of environmental ethics are examined under Christopher Stone's concept of moral pluralism. Summary A new city has emerged in the 1990s, designed to achieve urban sustainability. The notion of sustainable urban form has its roots in the Garden City movement at the turn of the century. The garden cities of the 1900s and the ecological cities of the 1970s were proposed as alternatives to the pathology of modern urban form. Just as cities provide a place for humans to live, so they destroy ecosystems and become unfit habitats for the human spirit. The city must be made more vital, humane, efficient, beautiful, self-sufficient, and natural through a return to a more compact form, its impact on the environment must be decreased. These themes have re-emerged in the sustainable cities of the 1990s, advanced on behalf of future generations and planetary ecology. The sustainable city is a compact city. Calthorpe's Transit-Oriented Developments (1989) are hailed as sustainable because their walkable streets free residents from reliance on automobiles and their high density preserves surrounding wildlife habitat. The European Commission (EC) rests a sustainable future for Europe (1990) on the twin pillars of urban compactness and urban regeneration. Nash (1991) believes that sustainable global urbanization would consist of 1.5 billion humans living in 500 compact cities. He calls his vision Island Civilisation. The sustainable city is also a city of regenerative processes. Girardet (1990; 1992) thinks it has a circular metabolism, as distinguished from the linear metabolism of contemporary cities. McDonough (adviser to President Clinton on sustainable development) theorizes inThe Hannover Principles (1992) that in order to make civilization sustainable, urban form will have to be based on the principles of nature, which makes no waste, maximizes biodiversity and is sustained by the sun. The urban form designed by McDonald (1993), conceptualized with ideas from chaos theory, contemplates a sustainable city within a sustainable watershed and a form holistic, diverse, fractal and evolutionary. Lyle (1994) believes that the sustainable cities of the next century will be based on the green infrastructure of regenerative systems. The commonality linking these landmarks of sustainable urbanization is the ideal of bringing the city into a vital symbiosis with nature. The sustainable city is a green or living city. The search for the sustainable city in the 20th century has not been Utopian buttopian, a quest to create a form of city suited to optimal development of the Earth island.Andrew D. Basiago, an American lawyer and city planner, was a scholar in land economy at Cambridge. He is currently writing a book on solar cities.  相似文献

According to a rights view it is acceptable to kill animals if they are innocent threats or shields or are in a lifeboat situation. However, according to advocates of such a view, our practices of killing animals for food or scientific research may be morally unacceptable. In this paper we argue that, even if we grant the basic assumptions of a rights view, a good deal of killing of animals for food and scientific research continues to be morally acceptable.  相似文献

Six separate but related strains of thought have emerged prominently since 1950 in discussions of such phenomena as the interrelationships among rates of population growth, resource use, and pressure on the environment. They are the ecological/carrying capacity root, the resources/environment root, the biosphere root, the critique of technology root, the no growth/slow growth root, and the ecodevelopment root.Each of these strains of thought was fully developed before the word sustainable itself was used. Many of the roots are based on fundamentally opposing assessments of the future of mankind. Many of the roots, such as the ecology/carrying capacity root, are based on physical concepts, and they exclude normative values. Others, such as the ecodevelopment root, include such values as equity, broad participation in governance, and decentralized government.When the word sustainability was first used in 1972 in the context of man's future, in a British book,Blueprint for Survival, normative concepts were prominent. This continued to be the case when the word was first used in 1974 in the United States to justify a no growth economy.Sustainability was first used in a United Nations document in 1978. Normative concepts, encapsulated in the term ecodevelopment, were prominent in the United Nations publications.After about 1978, the term sustainability began to be used not only in technological articles and reports but also in policy documents culminating in the use of the term in the report of the summit meeting of the Group of Seven in 1989.The roots of the term sustainability are so deeply embedded in fundamentally different concepts, each of which has valid claims to validity, that a search for a single definition seems futile. The existence of multiple meaning is tolerable if each analyst describes clearly what he means by sustainability.  相似文献

It is the contention of this paper that some progress in alleviating the social and environmental problems which are beginning to face Papua New Guinea can be achieved by supporting traditional Melanesian values through maintaining the customary system of communal land tenure. In accordance with this aim, I will proceed to contrast certain Western attitudes towards individual freedom, selfinterested behaviour, individual and communal interests and private ownership with attitudes and values expressed in the traditional Melanesian approach. In order to demonstrate the latter, I will briefly touch upon the phenomenon of wantokism and indicate how the Melanesian values associated with this concept find their locus in the system of customary communal ownership. Subsequently, I will describe how the emergence of a cash economy and the attachment to Western gadgetry and products have effected injury to the environment and undermined values which have previously maintained Melanesian social cohesion. While admitting that little can be done to eradicate the desire for cash and the products it can buy, I suggest that Melanesian communities and the environment itself would receive more protection if future development in Papua New Guinea embraced a system which incorporated certain of the traditional Melanesian values through the preservation of the communal form of land tenure. Ultimately, I suggest a way in which customary communal land tenure can be integrated into the established Anglo-Australian legal system.  相似文献

This study compares community-based managed forests under different purposes of management, namely, state-driven conservation or community-designed utilization in two villages located in the Sopsai watershed, Nan Province, northern Thailand. The forest health under different intensity of uses is assessed in association with the collective behaviors and long-term purposes embedded in village social–cultural context. The study found no significant differences in forest succession and proportion in diameter at 1.3 m (dbh) class and height-class distribution of the forest under different use intensity. The forest for utilization also showed higher density and basal area of the local preferred species than the conservation forest. In the utilization forest, we also found a higher number of multipurpose and preferred species than in the conservation forest, which actually responded to the needs of the community in the long term to have more wood products (both firewood and timbers). The community-based forest management (CBFM) for utilization can also lead to natural regeneration and biodiversity similar to conservation forests. Through CBFM, forest resources can be managed to maintain the healthy condition under different intensities and respond to both community needs and external expectation. The findings also emphasize the importance of recognizing community needs and management objectives in watershed restoration and improving the productivity of forests under collective management.  相似文献
