The 3R Process: (1) recovers fly ash and HCl from the flue gases; (2) removes heavy metals from the fly ash by extraction with HCl; (3) and returns a pelletized fly ash to the incinerator. Recoveries of about 90% of the Cd, 65% of the Zn and 20% of the Pb and Cu have been achieved in pilot tests. Full scale experiments proved the thermal decomposition of PCDD/PCDF. Integrated solid waste management (ISWM) based on the 3R approach (reduce, reuse, and recycle) is aimed at optimizing the management of solid waste from all the waste-generating sectors (municipal, construction and demolition, industrial, urban agriculture, and healthcare facilities) and involving all the stakeholders (waste generators, service providers, regulators, government, and community/neighborhoods). This article discusses the concept of solid waste management (SWM). Initially, SWM was aimed at reducing the risks to public health, and later the environmental aspect also became an important focus of SWM. Recently, another dimension is becoming a critical factor for SWM, i.e., resource conservation and resource recovery. Hence, the 3R approach is becoming a guiding factor for SWM. On the one hand, 3R helps to minimize the amount of waste from generation to disposal, thus managing the waste more effectively and minimizing the public health and environmental risks associated with it. On the other hand, resource recovery is maximized at all stages of SWM. Lately, the new concept of ISWM has been introduced to streamline all the stages of waste management, i.e., source separation, collection and transportation, transfer stations and material recovery, treatment and resource recovery, and final disposal. It was originally targeted at municipal solid waste management (MSWM), but now the United Nations Environment Programme (UNEP) is promoting this concept to cover all waste generating sectors to optimize the level of material and resource recovery for recycling as well as to improve the efficiency of waste management services. The ISWM concept is being transformed into ISWM systems to replace conventional SWM systems. This article further discusses the implementation process for ISWM. The process includes a baseline study on the characterization and quantification of waste for all waste generating sectors within a city, assessment of current waste management systems and practices, target setting for ISWM, identification of issues of concern and suggestions from stakeholders, development of a draft ISWM plan, preparation of an implementation strategy, and establishment of a monitoring and feedback system. UNEP is assisting member countries and their cities to develop an ISWM plan covering all the waste generating sectors within a specific geographical or administrative area such as a city or municipality. This umbrella approach is useful to generate sufficient volumes of recycling materials required to make recycling industries feasible. This is also helpful for efficient reallocation of resources for SWM such as collection vehicles, transfer stations, treatment plants, and disposal sites. UNEP is assisting cities to develop and implement ISWM based on the 3R approach. These experiences could be useful for other countries to develop and implement ISWM to achieve improved public health, better environmental protection, and resource conservation and resource recovery.  相似文献

Reduce, reuse, and recycle (3R) policies form the basis of waste management and global warming countermeasures globally, so we conducted a comparative study of 3R and waste management policies in the European Union (EU), USA, Korea, Japan, China, and Vietnam. An international workshop for 3R and waste management policymakers was held in Kyoto, Japan, and a bibliographic survey was also conducted to collect data. 3R policies are clearly given priority in the hierarchy of waste management in every country studied. Thermal recovery, which includes power generation from waste heat and methane gas collected from organic waste, is also a priority; this is consistent with the increased use of countermeasures to reduce greenhouse gas (GHG) emissions. In the EU, waste management is characterized by practical and effective 3R policies through the development of realistic regulations and by the policymakers??desire to simplify management systems. The policy ideal in China, however, is the development of a circular economy that targets reductions in the amount and hazardousness of waste. Limits on the number of final disposal sites, strategies for procuring resources, and GHG emission countermeasures are closely linked with 3R policies, and further development of 3R policies in parallel with such issues is expected.  相似文献

Focusing on the promotion of the “3Rs” – reduce, reuse, and recycle – the authors summarize the policy that Japan has evolved in waste management and recycling policy over the years. To realize an international sound material-cycle society (SMS), the 3R approaches should first be implemented in each individual country. After each country has established an SMS to the best of its ability, contribution toward reducing the environmental load internationally, especially across all of East Asia, will be achieved by having waste and recyclable resources that cannot be handled in one country effectively used or processed in other countries. The current situation of international resource circulation is described and a concept of SMS at an international level is proposed. The large waste generation has become one of the worldwide environmental problems. Circular economy has been seen as a way to tackle its urgent problems of environmental degradation and source scarcity. In recent years, under the concepts of circular economy, waste prevention through “Reduce, Reuse and Recycle” (3R) rules have attracted a broad concern in China. China has made some great achievements on waste management, and at the same time is facing many challenges. It is very necessary to share the management experiences and practices with the scholars and managers in other countries. This review covered the current situation and progress of circular economy development from the perspective of the legal regime and project practices, and the recycling practices of typical waste. The typical household wastes, including municipal solid wastes (MSW), e-waste, and end of life vehicles (ELV), were studied as the typical cases. Based on an examination of the statistical results, we also identified the potential problems and challenges for waste prevention through 3R in China. Finally, we provided some effective measures to further improve the waste management and recycling in China.  相似文献

The risks associated with healthcare waste and its management has gained attention across the world in various events, local and international forums and summits. However, the need for proper healthcare waste management has been gaining recognition slowly due to the substantial disease burdens associated with poor practices, including exposure to infectious agents and toxic substances. Despite the magnitude of the problem, practices, capacities and policies in many countries in dealing with healthcare waste disposal, especially developing nations, is inadequate and requires intensification. This paper looks upon aspects to drive improvements to the existing healthcare waste management situation. The paper places recommendation based on a 12 country study reflecting the current status. The paper does not advocate for any complex technology but calls for changes in mindset of all concerned stakeholders and identifies five important aspects for serious consideration. Understanding the role of governments and healthcare facilities, the paper also outlines three key areas for prioritized action for both parties – budget support, developing policies and legislation and technology and knowledge management.  相似文献

Poly-(R)-3-hydroxyalkanoates (PHAs) are bacterial storage polyesters, which are accumulated by a wide variety of microorganisms as a reserve of carbon and energy. Currently, these biopolymers are receiving much attention because of their potential application as biodegradable and biocompatible plastics. The polymer appears as submicron intracellular granules. The biosynthesis of these granules has been studied extensively but many observations remain inexplicable. This paper draws an analogy between the process of emulsion polymerization and that of granule formation. This analogy may explain many of the unknown features of granule formation and may also lead to useful applications of granules as latex products.  相似文献

In this article, we clarify the current status of Japanese exports and Chinese imports of secondary resources. A total of around 10 million metric tons (t) of secondary resources are exported annually from Japan to China, Hong Kong, and Korea. Hong Kong plays the role of a transshipment point, especially regarding the trade in plastic waste, and China imports much from the USA and Japan, often through Hong Kong. The secondary resources exported from Japan include both byproducts from manufacturing processes and end-of-life products or materials. The great demand in China, and the difference in prices between countries, drive this transboundary shipment, although Japan has enacted various recycling laws that were implicitly intended to promote domestic recycling. In China, the imported secondary resources are recycled, usually by means of primitive and low-cost hand labor. The greatest concern is whether there are still improper (illegal or polluting) recycling activities in China. International material cycles should prevent environmental pollution and ensure efficient resource utilization. To that end, the following measures are needed: cooperative control of the trade of secondary resources between countries, the alignment of domestic laws with the regulations in other countries based on the actual trade activities, and the realization of sound practices for global resources management.  相似文献

Rapid economic growth in Asia and the increasing transboundary movement of secondary resources will increasingly require both 3R endeavors (reduce, reuse, recycle) in each country and appropriate control of international material cycles. Recently, managing electrical and electronic waste (E-waste) has become an important target for domestic and international material cycles from the viewpoints of environmental preservation and resource utilization efficiency. To understand the current status of E-waste issues in the context of international material cycles and to discuss the future tasks related to achieving 3R in the region, we organized the National Institute for Environmental Studies (NIES) E-waste Workshop in December 2004. This article reviews past studies on E-waste and briefly describes the topics presented and discussions held at the workshop. The topics at the workshop included E-waste generation, recycling systems, international trade, and environmental impacts. In addition, we discussed various issues such as terminology, current environmental concerns, and possible solutions. Transboundary shipments of E-waste should be conducted taking into consideration the concept of sustainable development. The direction of future research and possible collaborations are also discussed.  相似文献

A regional stock and flow model for an industrial metal was developed based on the substance-flow framework. Using this model, the contemporary copper cycle of the Asian region was constructed by aggregating country-level production and import and export data for different stages of the copper cycle. The reliability and availability of data were assessed both qualitatively and quantitatively. Asia as a region is a net importer of copper. There is a significant build-up of copper in use at a rate of nearly 3TgCu/year. The per capita generation of copper waste (0.4kgCu/(capita-year)) and the rate of secondary recovery of copper are low compared with Europe and North America. Japan's rates of use, waste generation, and recycling of copper are all much larger than the continental average. A tremendous potential exists in the region to utilize the copper content of the in-use reservoir, and subsequently to enhance copper recycling rates in the future. A set of metrics for the copper cycle is suggested in order to address sustainability issues related to resource policy and the environmental management of copper.  相似文献

The purpose of this study is to evaluate cost-effective reduction strategies for nitrogen oxides (NO x ) in the Asian region. The source-receptor relationships of the Lagrangian “puff” model of long-range transportation, ATMOS-N, were used to calculate the wet/dry deposition of the nitrogen (N) in Asia. Critical loads of N deposition in Asia were calculated from the relationships between the critical load of sulfur (S) and balance of N in and out using the data of S critical load of RAINS-ASIA. The cost functions of N reduction of Asian countries were derived by the regression analysis with the data of cost functions of European countries used in RAINS. In order to assess the environmental impact, the gaps between N deposition and critical load of N were calculated. The emission of NO x was reduced in some cases of this model, and the changes of gaps between N deposition and critical load were observed as well as the changes of the reduction cost. It is shown that a uniform reduction of NO x emissions by countries in Asia is not cost-effective strategy.  相似文献

The objective of the present work is to obtain a dollar value as a measure of the relative economic impact of an oil spill at various sites along the coasts of the contiguous United States of America. The model to be used is the NRDAM/CME of the U.S. Department of Interior. The test spills used were 10,000 gallons of No. 2 fuel oil, and of medium crude oil. Both background and tidal currents were suppressed. A wind speed of 10 knots was used; wind direction was chosen to ensure landfall of the oil. Other input variables were taken to be the default values to minimize the number of variables. The locations for the highs and lows of damages assessed are found to be different for the two oils studied. This method may be used as a measure of the relative economic importance of the various natural resources along the maritime coasts of the contiguous United States with respect to oil spills.  相似文献

This paper examines the policy trends of electronic waste (e-waste) management in Asia. E-waste is a rapidly growing waste stream in the world today and is estimated to be growing at 3–5 % per annum. Fast paced obsolescence in the electronic sector has resulted in the generation of e-waste. There are concerns that e-waste generated in developed countries is ending up in developing countries especially in Asia resulting in adverse environmental and health impacts. Consequently, a number of countries in Asia are developing policy instruments to ensure the proper management of e-waste. These include e-waste regulatory frameworks, data and inventories, and infrastructure and capacity building. These trends indicate a positive development path towards sustainable e-waste management in Asia. Nevertheless, potential limiting obstacles for e-waste management in Asia may also include an over-reliance on legislation to drive e-waste management or the simplistic adoption of policies from developed countries without taking into context the local political, cultural and socio-economic waste management issues. Consequently, this paper suggest that e-waste policy development may require a more customized approach where, instead of addressing e-waste in isolation, it should be addressed as part of the national development agenda that integrates green economy assessment and strategic environmental assessment as part of national policy planning. In conclusion, policy trends of e-waste management in Asia appear promising provided there is a paradigm shift from an e-waste perception of an environment problem to a e-waste perception of a potential opportunity as sustainable national green growth strategy in Asia.  相似文献

The purpose of this article is to describe the application and progress of the Reduce-Reuse-Recycle (3R) initiative and its gradual implementation and development in solid waste management in Vietnam through the study of the municipal solid waste management (MSWM) systems of eight major urban cities and provinces. The resulting survey and studies showed that there are big challenges for MSWM in the study areas due to the absence of an appropriate master plan for MSWM; there is a clear need to set up indicators for waste reduction and greenhouse gas emission reduction from waste generators and enterprises involved in MSWM, especially in terms of using 3R activities in the management of industrial waste. The strength and organic combination of institutional frameworks, support measures, and technologies for 3R promotion need to be applied as soon as possible in order to implement MSWM practices using more effective measures; in particular, a reduction in the amount of hazardous substances discarded and improvements in the handling of hazardous waste are required.  相似文献

A new aliphatic block copolyester was synthesized in bulk from transesterification techniques between poly((R)-3-hydroxybutyrate) (PHB) and poly(isosorbide succinate) (PIS). Additionally, other two block copolyesters were synthesized in bulk either from transesterification reactions involving PHB and poly(l-lactide) (PLLA) or from ring-opening copolymerization of l-lactide and hydroxyl-terminated PHB, as result of a previous transesterification reactions with isosorbide. Two-component blends of PHB and PIS or PLLA were also prepared as comparative systems. SEC, MALDI-TOF mass spectrometry (MALDI-TOFMS), 1H and 13C NMR spectroscopy, WAXD, solubility tests, and TG thermal analysis were used for characterization. The block copolymer structures of the products were evidenced by MALDI-TOFMS, 13C NMR, and WAXD data. The block copolymers and the corresponding binary blends presented different solubility properties, as revealed by solubility tests. Although the incorporation of PIS sequences into PHB main backbone did not enhance the thermal stability of the product, it reduced its crystallinity, which could be advantageous for faster biodegradation rate. These products, composed of PHB and PIS or PLLA sequences, are an interesting alternative in biomedical applications.  相似文献
