In this article, we clarify the current status of Japanese exports and Chinese imports of secondary resources. A total of around 10 million metric tons (t) of secondary resources are exported annually from Japan to China, Hong Kong, and Korea. Hong Kong plays the role of a transshipment point, especially regarding the trade in plastic waste, and China imports much from the USA and Japan, often through Hong Kong. The secondary resources exported from Japan include both byproducts from manufacturing processes and end-of-life products or materials. The great demand in China, and the difference in prices between countries, drive this transboundary shipment, although Japan has enacted various recycling laws that were implicitly intended to promote domestic recycling. In China, the imported secondary resources are recycled, usually by means of primitive and low-cost hand labor. The greatest concern is whether there are still improper (illegal or polluting) recycling activities in China. International material cycles should prevent environmental pollution and ensure efficient resource utilization. To that end, the following measures are needed: cooperative control of the trade of secondary resources between countries, the alignment of domestic laws with the regulations in other countries based on the actual trade activities, and the realization of sound practices for global resources management. 相似文献

The management of healthcare wastes is receiving greater attention because of the risks to both human health and the environment caused by inadequate waste management practices. In that context, the objective of this study was to analyse the healthcare waste management practices in hospitals of the Algarve region, Portugal, and in particular to assess the risk perceptions of, and actual risk to, healthcare staff. The study included three of the six hospitals in the region, covering 41% of the bed capacity. Data were collected via surveys, interviews, and on-site observations. The results indicate that waste separation is the main deficiency in healthcare waste practice, with correct separation being positively related to the degree of daily contact with the waste. Risk perceptions of healthcare staff show the highest levels for the environment (4.24) and waste workers (4.08), and the lowest for patients (3.29) and visitors (2.80), again being positively associated with the degree of daily contact. Risk perceptions of healthcare staff are related to the difficulties of the correct separation of wastes and the lack of knowledge concerning the importance of that separation. The risk of infection with needlesticks/sharps is higher during patient care than during waste handling, and the frequency of these injuries is related to the daily tasks of each healthcare group (doctors, nurses, and housekeepers). Furthermore, legislative definitions and classifications of healthcare wastes appear to have conditioned the management practices associated with, and the perceptions of risk concerning, healthcare wastes. 相似文献

gradual implementation and development in solid waste management in Vietnam through the study of the municipal solid waste
management (MSWM) systems of eight major urban cities and provinces. The resulting survey and studies showed that there are
big challenges for MSWM in the study areas due to the absence of an appropriate master plan for MSWM; there is a clear need
to set up indicators for waste reduction and greenhouse gas emission reduction from waste generators and enterprises involved
in MSWM, especially in terms of using 3R activities in the management of industrial waste. The strength and organic combination
of institutional frameworks, support measures, and technologies for 3R promotion need to be applied as soon as possible in
order to implement MSWM practices using more effective measures; in particular, a reduction in the amount of hazardous substances

The circular economy has been developing rapidly in recent years in China. A legislative system has been created to provide
legal protection for the development of a circular economy, including a series of price and tax measures in the waste management
area. These measures form the basic foundation for promoting better waste management under the circular economic model. Many
challenges, however, remain. For instance, the legal system needs to incorporate more sophisticated science, and China lacks
key waste treatment technology that could support the further development of a circular economy. There is also a need to educate
the public about the concept of the circular economy and its benefits. Specific suggestions are made for the development and

The consumption of electrical and electronic equipment is surging, so is the generation of waste electrical and electronic equipment (WEEE). Due to the large quantity, high potential risk and valuable capacity of WEEE, many countries are taking measures to regulate the management of WEEE. The environmental pollution and human health-harming problems caused by irregular treatment of WEEE in China make the government pay more and more attention to its management. This paper reviews the development of WEEE management in China, introduces the new policy which is established for WEEE recycling and especially analyzes the effectiveness of the policy, including huge recovery, formation of new recycling system, strict supervision to related enterprises, and the stimulation to public awareness. Waste management in Ireland has been dramatically transformed over the past 10 years from over 90% reliance on landfill towards a fully integrated approach. According to the latest EPA National Database Report in 2007 our municipal (household and commercial but excluding construction and demolition) recycling rate was 35% in 2005. This has been achieved through the implementation of 10 regional waste management plans all prepared within a new national planning framework in accordance with the Waste Management Act 1996 and Government policy document 'Changing Our Ways', published in 1998 by the Irish Department of the Environment, Heritage and Local Government. The principal drivers of the waste management plans and strategies are the EU Waste Framework Directive (recently revised), the EU Packaging Directive and the EU Landfill Directive. In addition, there were substantial political and environmental drivers due to the relatively poor standard of landfills in Ireland. Strict landfill regulation by the Environment Protection Agency commenced in 1997and led to many closures of poor facilities and new standards of siting design and operation. This has led to very high landfill charges that are only now beginning to stabilize. The key to improving public attitudes to the greatly improving waste management system has been the degree and content of stakeholder involvement programmes. These programmes are now consolidated into a national 'Race against Waste' programme (www.raceagainstwaste.ie). The purpose of the programme is to create awareness and deal with many of the misconceptions in the public mind attached to waste treatment methods especially incineration. To solve the recycling challenge for aqueous binder based lithium-ion batteries (LIBs), a novel process for recycling and resynthesizing LiNi1/3Co1/3Mn1/3O2 from the cathode scraps generated during manufacturing process is proposed in this study. Trifluoroacetic acid (TFA) is employed to separate the cathode material from the aluminum foil. The effects of TFA concentration, liquid/solid (L/S) ratio, reaction temperature and time on the separation efficiencies of the cathode material and aluminum foil are investigated systematically. The cathode material can be separated completely under the optimal experimental condition of 15 vol.% TFA solution, L/S ratio of 8.0 mL g?1, reacting at 40 °C for 180 min along with appropriate agitation. LiNi1/3Co1/3Mn1/3O2 is successfully resynthesized from the separated cathode material by solid state reaction method. Several kinds of characterizations are performed to verify the typical properties of the resynthesized LiNi1/3Co1/3Mn1/3O2 powder. Electrochemical tests show that the initial charge and discharge capacities of the resynthesized LiNi1/3Co1/3Mn1/3O2 are 201 mAh g?1 and 155.4 mAh g?1 (2.8–4.5 V, 0.1 C), respectively. The discharge capacity remains at 129 mAh g?1 even after 30 cycles with a capacity retention ratio of 83.01%. 相似文献

Pesticides are widely used in modern agriculture to minimize financial losses and maintain food supplies. In southeast Asia, where agriculture is the principal economic activity, pesticides are considered essential, particularly in tropical regions seeking to enter the global economy by providing off-season fresh fruits and vegetables. The absence of a strong legal framework for pesticides facilitated a significant increase in the use of low-quality pesticides. Farmers ignore the risks, safety instructions, and protective directives when using pesticides. They are only concerned about the effectiveness of the pesticides for killing pests, without paying attention to the effects on their health and the environment. The improper usage of pesticides and the incorrect disposal of pesticide wastes contributed to the pollution of groundwater, surface water, and soil, and induced health problems in local communities. This paper describes the impact of the exposure of pesticides on human health and water resources in connection with the usage of pesticides and their management. Because of availability, the data are mainly taken for Northern Vietnam, and applied to the water quality in the delta; nevertheless, the problem relates to all countries in the delta, and similar situations may be found in other regions, particularly in Asia. 相似文献

Construction and demolition (C&D) waste is a pressing issue not only in Malaysia, but it is also a worldwide concern including the developed countries as well. C&D waste should be managed throughout the construction cycle. The concept of circular economy (CE) is an emerging notion that has the potential to be utilized as waste minimization approach. This paper aims to assess the potentials of incorporating the CE concept as an approach to minimizing C&D wastes, by developing a CE-based theoretical framework for C&D waste management in Malaysia. In line with this objective, a systematic review has been conducted to determine how CE can be operationalised as a strategy to minimize wastes, while considering it as a key factor for mitigating the environmental impacts. Based on the literature review, a CE-based theoretical framework has been proposed using Malaysia as a case study. The framework has been developed following a three-layer approach namely micro-, meso-, and macro-levels. Waste minimization strategies have been identified for each level taking into account the main stages in the construction industry, i.e., planning, designing, procurement, construction, and demolition. Compost toilet systems were assessed for their ability to reduce microbial indicators and pathogens. Bacterial pathogens were not detected in any samples indicating a low survival rate in composting feces and/or an initial low occurrence. Indicator bacteria showed large variations with no clear trend of lower bacterial numbers after longer storage. In controlled composting experiments, thermophilic conditions were only reached when amendments were made (grass and a sugar solution). Even then it was impossible to ensure a homogenous temperature in the composting fecal material and therefore difficult to achieve a uniform reduction and killing of indicator organisms. Presumptive thermotolerant coliforms, Salmonella typhimurium Phage 28 B and eggs of Ascaridia galli, proved useful as indicators. However, regrowth was detected for enterococci and total numbers of bacteria grown at 36 degrees C. These indicator parameters may therefore overestimate the level of other (pathogenic) bacteria present in the material and can not be recommended for use as reliable indicator organisms in composting toilet systems. The addition of indicator bacteria to fecal material contained in semi-permeable capsules proved to be a useful technique to ensure that microorganisms were contained in a small test volume. 相似文献

E-waste is a complex waste category containing both hazardous and valuable substances. It demands for a cost-efficient treatment system which simultaneously liberates and refines target fractions in an environmentally sound way. In most developing countries there is a lack of systems covering all steps from disposal until final processing due to limited infrastructure and access to technologies and investment. This paper introduces the ‘Best-of-2-Worlds’ philosophy (Bo2W), which provides a network and pragmatic solution for e-waste treatment in emerging economies. It seeks technical and logistic integration of ‘best’ pre-processing in developing countries to manually dismantle e-waste and ‘best’ end-processing to treat hazardous and complex fractions in international state-of-the-art end-processing facilities. A series of dismantling trials was conducted on waste desktop computers, IT equipment, large and small household appliances, in order to compare the environmental and economic performances of the Bo2W philosophy with other conventional recycling scenarios. The assessment showed that the performance of the Bo2W scenario is more eco-efficient than mechanical separation scenarios and other local treatment solutions. For equipment containing substantial hazardous substances, it demands the assistance from domestic legislation for mandatory removal and safe handling of such fractions together with proper financing to cover the costs. Experience from Bo2W pilot projects in China and India highlighted key societal factors influencing successful implementation. These include market size, informal competitors, availability of national e-waste legislation, formal take-back systems, financing and trust between industrial players. The Bo2W philosophy can serve as a pragmatic and environmentally responsible transition before establishment of end-processing facilities in developing countries is made feasible. The executive models of Bo2W should be flexibly differentiated for various countries by adjusting to local conditions related to operational scale, level of centralized operations, dismantling depth, combination with mechanical processing and optimized logistics to international end-processors. 相似文献

This article examines the present circumstances of recycling of end-of-life electrical and electronic equipment discarded
in Japan from the domestic and international viewpoints of material circulation. It is pointed out that some of the discarded
items are absorbed into an invisible flow by informal economic activities, being exported in the form of secondhand equipment
and secondary materials. Since the equipment has a pollution potential as well as a resource potential, it is anticipated
that the pollution potential may possibly be realized if the equipment is mishandled at recycling plants in developing countries.
To reduce the invisible flow as much as possible and to reduce the pollution potential from diffusion in developing countries,
a policy tool such as extended producer responsibility should be applied to retailers of the equipment, as well as to producers. 相似文献

The present position paper addresses contemporary waste management options, weaknesses and opportunities faced by Hellenic local authorities. It focuses on state-of-the-art, tested as well as innovative, environmental management tools on a municipal scale and identifies a range of different collaboration schemes between local authorities and related service providers. Currently, a policy implementation gap is still experienced among Hellenic local authorities; it appears that administration at the local level is inadequate to manage and implement many of the general policies proposed; identify, collect, monitor and assess relevant data; and safeguard efficient and effective implementation of MSWM practices in the framework of integrated environmental management as well. This shortfall is partly due to the decentralisation of waste management issues to local authorities without a parallel substantial budgetary and capacity support, thus resulting in local activity remaining often disoriented and isolated from national strategies, therefore yielding significant planning and implementation problems and delays against pressing issues at hand as well as loss or poor use of available funds. This paper develops a systemic approach for MSWM at both the household and the non-household level, summarizes state-of-the-art available tools and compiles a set of guidelines for developing waste management master plans at the municipal level. It aims to provide a framework in the MSWM field for municipalities in Greece as well as other countries facing similar problems under often comparable socioeconomic settings. 相似文献

States use a variety of approaches to encourage landowners and loggers to apply ecologically-sustainable timber harvesting practices, the latter generically referred to as timber harvesting guidelines. A survey of 37 state forestry agency administrators in the eastern U.S. (defined as a contiguous region with the northwest and southwest borders being North Dakota and Texas, respectively) was conducted in 2000 to assess the extent and nature of state guideline programs and the various methods by which states encourage their use. The study found states in the eastern U.S. use a variety of policy tools to promote guideline use, with certain policy tools more common for certain target audiences (e.g., loggers) as well as the types of resources (e.g., wildlife habitat) addressed by the guidelines. Eighty-three percent of the programs directed at encouraging forest landowners in the eastern U.S. to use the timber harvesting practices identified in their state guidebooks are technical assistance, educational, or cost-share programs. Technical assistance and education programs are the most common policy tools used to assist loggers in applying sustainable harvesting practices. Technical assistance and cost-share programs consistently rank among the most effective policy tools for encouraging loggers and landowners to apply the guidelines. Comparing the level of program investment to perceived benefits, assistance programs and education programs rank most efficient landowner programs, whereas premium prices for products and preferential access to contracts are the two most efficient programs directed at loggers. The paper concludes with an assessment of emerging trends and additional information needs associated with encouraging the application of sustainable timber harvesting practices. 相似文献
