The rationale for pesticide use in agriculture is that costs associated with pesticide pollution are to be justified by its benefits, but this is not so obvious. Valuing the benefits by simple economic analysis has increased pesticide use in agriculture and consequently produced pesticide-induced “public ills.” This paper attempts to explore the research gaps of the economic and social consequences of pesticide use in developing countries, particularly with an example of Nepal. We argue that although the negative sides of agricultural development, for example- soil, water, and air pollution; pest resistance and resurgence; bioaccumulation, bio-magnification; and loss of biodiversity and ecosystem resilience caused by the use of pesticides in agriculture, are “developmental problems” and are “unintentional,” the magnitude may be increased by undervaluing the problems in the analysis of its economic returns. Despite continuous effort for holistic system analyses for studying complex phenomena like pesticides impacts, the development within the academic science has proceeded in the opposite direction that might have accelerated marginalization of the third world subsistence agricultural communities. We hypothesize that, if these adversities are realized and accounted for, the benefits from the current use of pesticides could be outweighed by the costs of pollution and ill human health. This paper also illustrates different pathways and mechanisms for marginalization. In view of potential and overall negative impacts of pesticide use, we recommend alternative ways of controlling pests such as community integrated pest management (IPM) along with education and training activities. Such measures are likely to reduce the health and environmental costs of pesticide pollution, and also enhance the capabilities of third world agricultural communities in terms of knowledge, decision making, innovation, and policy change.  相似文献

In the past, most of the attempts to improve the situation of the developing countries have focused on economic policy, on the conditions of international trade, on aid and direct investment. A debate on a New International Economic Order (NIEO) was launched in the 1970s (c.f. Tinbergen, 1976)—and largely failed (c.f. Simonis, 1989). This paper shows that environmental policy could be a more effective lever for improving the lot of the developing countries; the near future may see the evolution of a new international environmental order which is likely to better link environmental protection and economic development.  相似文献

Pesticides, regardless of their known toxic impacts to human health and environment, are widely used in the rapid growing agricultural sectors of developing countries. As an agricultural country with small lands and enormous population to feed, a developing country like Bangladesh rely heavily on the uses of pesticides to increase crop yields. Nevertheless, during the past decades, Peoples’ Republic of Bangladesh has experienced 26.46% decrease in total pesticide consumption. However, the presence of unregistered pesticides in the environmental samples and agricultural products has pointed out the weakness in the existing legal regime of the pesticide governance. This, in turn, is threatening the livelihood and health of the farmers, food safety and consumer health. This paper reviews the antiquity of the status of pesticide consumption, evolution and drawbacks of pesticide in the context of existing socio-economic position of Bangladesh. A consolidated uniform system is lacking to project pesticide management in the country. Existing legal policy, rules and regulations in the context of international agreements regarding pesticide management have been reviewed and suggested for further amendment. Moreover, role of green microfinance in sustainable management of pesticides and food safety were recommended. A framework is proposed for pesticide governance with a stronger pesticide surveillance program and coordination of ministries interlinking environmental, occupational health and food safety.  相似文献

The 1990s have seen a dramatic shift in capital flows into the developing world. Despite pledges made at the 1992 UNCED Conference in Rio de Janeiro, official development aid has declined in real terms. At the same time, private direct investment and lending to developing countries has risen from $44 billion at the beginning of this decade to $256 billion in 1997, supporting a record economic boom in the developing world. Developing countries have become significant sources of capital, as well as hosts to transnational corporations.
Cases illustrating the negative impacts of large investments under environmentally lax conditions are contrasted with the rise of environmental screening of funds by commercial entities, such as banks, insurance companies and investors. Although the new inflows of foreign capital may have brought the spread of Western consumerism, this new economic potential has also contributed cutting-edge environmental technologies, that may assist developing countries leapfrog over the most damaging phases of industrialization.
The article discusses the role of public lending agencies, international organizations and NGOs in setting the investment climate that determines the effects of foreign capital on the natural resources base, communities and the environment. Various mechanisms for defining environmental standards are discussed, and a more active role for governments and the United Nations is advocated.  相似文献

This article examines energy priorities for Thailand from the economic, social and environmental perspectives of sustainable development. The article uses a set of indicators devised by the International Atomic Energy Agency in partnership with other international agencies and research institutes in seven countries. Thailand's energy efficiency in the 1980s and 1990s are analysed using energy intensity indicators, and possible impacts on sustainable energy development are highlighted. The early 1990s in particular was an important period for Thailand, as the country was at the height of its economic growth, and a number of energy efficiency and conservation programmes were launched. Energy intensity indicators show continuing and faster growth in energy consumption relative to economic activity. The financial crisis in the late 1990s did halt growth in energy consumption, with positive consequences on environmental emissions, but only temporarily as Thailand's economy quickly started to recover in 2000. Notwithstanding the financial crisis, the other indicators show significant progress in economic and social dimensions.  相似文献

Tourism is one of the largest and fastest growing industries in the world. It is an increasingly important source of income, employment and wealth in many countries. Its rapid expansion has, however, had detrimental environmental (and socio-cultural) impacts in many regions. In this article, I examine the main economic benefits and environmental impacts of tourism, and review the development of the international sustainable tourism agenda. While much of international tourism activity takes place within the developed world, this article will focus on the (economic) development of the industry in developing countries I conclude that new approaches to sustainable tourism development in these countries should not only seek to minimize local environmental impact, but also give greater priority to community participation and poverty alleviation. I argue, in particular, that more emphasis should be given to a 'pro-poor tourism' approach at both national and international levels.  相似文献

A study of a watershed planning process in the Cache River Watershed in southern Illinois revealed that class divisions, based on property ownership, underlay key conflicts over land use and decision-making relevant to resource use. A class analysis of the region indicates that the planning process served to endorse and solidify the locally-dominant theory that landownership confers the right to govern. This obscured the class differences between large full-time farmers and small-holders whose livelihood depends on non-farm labor. These two groups generally opposed one another regarding wetland drainage. Their common identity as “property owner” consolidated the power wielded locally by large farmers. It also provided an instrument – the planning document – for state and federal government agencies to enhance their power and to bring resources to the region. The planning process simultaneously ameliorated conflicts between government agencies and the large farmers, while enhancing the agencies’ capacity to reclaim wetlands. In this contradictory manner, the plan promoted the environmental aims of many small-holders, and simultaneously disempowered them as actors in the region’s political economy. Biomonitoring programs are widely used in developed countries. They also offer many advantages in assessing ecological consequences of perturbations in developing countries, including reducing the equipment-operation, maintenance, and training costs associated with physicochemical monitoring. Three case histories of river biomonitoring using freshwater organisms (fish, benthic macroinvertebrates, diatoms, zooplankton) are described that involve (1) documentation of environmental effects from long-term, large-scale applications of insecticides to control insect-vectors of river blindness (onchocerciasis) in 11 West African countries; (2) water quality assessments and restoration planning in and around national parks in three East African countries; and (3) evaluation of overall ecological health of the Lower Mekong River in four Southeast Asian countries. As in developed countries, benthic macroinvertebrates are the organisms most widely used in biomonitoring in developing countries. Conflicting opinions of system resilience and whether expected changes are within natural variation may result in differences in underlying hypotheses proposed, study designs implemented, and study execution; each may lead to uncorrectable bias. Direct transfers of approaches used from developed to developing countries are often appropriate; however, techniques dependent on pollution-tolerance values are often region specific and not transferable. Typically expressed concerns about applications of biomonitoring in developing countries include poor coordination among agencies; lack of legislation, identification keys, and trained personnel; and incomplete information on how tropical rivers function. Problems are real but solvable, as evident from accomplishments in several multicountry programs in developing countries. Developed countries requiring coordinated monitoring of international rivers may benefit from examining successful programs under way in developing countries.  相似文献

This article examines the environment and habitat management experiences of Ethiopia and Ghana in the postindependence period (1960–2000). Based on extensive archival research, semistructured focused interviews of environment and habitat officers of the World Bank, the United Nations System and the International Union for the Conservation of Nature (IUCN) and personal professional field experiences, the paper argues that the uncritical adoption of externally generated discourses, narratives, policy guidelines, and strategies of environmental and habitat management has structured thought and action in both countries. The experience of both countries in defining and responding to environmental and human settlement management is explored from a political ecology perspective. The analysis indicates that both countries have essentially adopted a technocratic, state-centered, and unsustainable management strategy framework based on population control, poverty reduction, sustainable development, and capacity-building. It also suggests that international organizations such as the World Bank, INCN, and the United Nations system have been important sources of thought and action in both countries. Conversely, regional international organizations such as the Economic Commission for Africa, the Organization of African Unity and the African Development Bank have largely served as conduits for the diffusion of global discourses, narratives, policies and strategies. The need for adopting management policies and strategies that are based on principles of multiple engagement, decentralization, incentives, public education, and participation is underscored.  相似文献

Since the establishment, following World War II, of the World System, by which the affluent industrialized countries established various international assistance agencies (including the multilateral development banks, UN affiliates, and Bilaterals), these assistance agencies have invested very large sums in helping finance planning and construction of community sewerage and water supply facilities in the developing countries. However, much of this large investment has been ineffective and wasted, primarily because of the lack of understanding by the staff of the assistance agencies that the design criteria for the facilities must be modified to suit the socio-economic status of the developing country. The developing countries are relatively very poor in terms of available finances, hence cannot afford to emulate Western environmental standards and design practices, especially as related to operation and maintenance, hence much simpler approaches must be used. Experiences in several Asian countries are discussed, and a recommendation is made on how to go about resolving this problem.  相似文献

Summary This paper presents an overview of: (1) the institutional context of the environmental pollution sector of environmental quality management; (2) accomplishments and problems in some representative subsectors; and (3) prospects. The author describes levels of government within the US federal system and lists types of organizational structures, explains the division of responsibilities for managing environmental quality among legislative bodies/executive agencies, state and federal courts, and state public utility commission, and notes the significant role of nongovernmental environmental groups. In order to assess both the past performance and present status of environmental quality management in the United States, Bower cites some specific and generic problems in such subsectors as water quality, soil erosion, air quality, and hazardous wastes. He goes on to characterize recent approaches and their results using these observations as a basis for an appraisal of future prospects in the context of intermedia impacts and multiple modes of impact on various species. Bower, a Registered Civil Engineer, is a Consultant in Residence at Resources For the Future in Washington, DC. Summary Efforts to improve environmental protection in the developing countries continue to dominate the global agenda of environmental conservation for sustainable development. However, very little comment is made regarding the impact of the non-governmental agencies in conservation matters in the developing countries. This paper explores the nature and role of environmental pressure groups in environmental conservation in Nigeria, and discusses potential avenues of cooperation which might exist with external agencies seeking to support environmental protection efforts in the developing world through formal non-governmental channels.Dr Boyowa A. Poor countries are disproportionately affected by the cost of disasters. Yet there is evidence of the benefits of seeking to mitigate the impact of a disaster, compared with the costs incurred in ‘making good’ after a major event has occurred. This article reviews a programme of landslide risk reduction in unplanned communities in the Eastern Caribbean. The construction of appropriate surface water management measures, based on the application of scientific and engineering principles, has been demonstrated to reduce the hazard from rainfall-triggered landslides. Adopting a community-based approach additionally delivers social and environmental benefits relating to employment generation, improvements in the environmental conditions within the community, and improvements slope management practices. The sustained implementation of the community-based projects has provided the necessary evidence-base for these practices to influence Government policy and practice, and gain recognition from regional development agencies. The strategic and incremental uptake of the community-based methodology is demonstrated to be an effective means for delivering physical landslide risk reduction measures in the most ‘at risk’ areas of unplanned housing.  相似文献

Many anticipate that over the next decade, voluntary environmental management system (EMS) standards will take on the same importance in the marketplace as the ISO 9000 quality standards; the draft international EMS standard (ISO 14001) is on pace to be completed by mid-1996. In the United States, despite rapidly growing interest in EMS standards, most companies and regulatory agencies are uncertain about their potential benefits and about the process of developing an EMS. Case studies of EMS implementation, particularly in small and medium-sized companies, are needed to demonstrate the process and identify areas in which further EMS guidance is needed for environmental managers. This article presents seven case studies of EMS implementation in small, medium-sized, and large companies. Each company is participating in an EPA-sponsored Demonstration Project in which a variety of organizations are piloting the implementation of EMS standards (the project is being coordinated by NSF International, a not-for-profit company specializing in environmental and public health standards and certification). The case studies, written by the companies themselves, share experiences of EMS assessment, planning, and implementation, and discuss challenges that are special to particular industries.  相似文献

Summary This paper describes use of the economic-cumenvironmental regional development planning process (as differentiated from regional economic planning and regional environmental planning) for its first application in the Asia-Pacific region, for The Songkhla Lake Basin Planning Study, in southern Thailand. The study project was carried out, with Asian Development Bank (ADB) loan financing, as a joint venture of the national economic and national environmental planning agencies. Because of its pioneering nature, in both technical and institutional aspects, numerous lessons were learned from the project. These are described, and yield guidelines valuable for future studies of this type.Dr Harvey F. Ludwig, Chairman of Seatec International Consulting Engineers in Bangkok, has a unique record of distinguished experience in environmental engineering. This includes, in addition to his present role, experience as a professor at the University of California at Berkeley, in research (four USA national awards), in government (as Assistant Chief Engineer of the US Public Health Service Engineering Group, the predecessor to USEPA), and with numerous international assistance agencies including the World Bank, ADB, and many UN affiliates. Dr Ludwig moved to live in Bangkok in 1973 and has since been a continuing adviser to the National Environment Board of Thailand and to the Institutes of Water Resources Research of Indonesia. He is the author/coauthor of some 160 professional publications and the senior author of a textbook onEnvironmental Technology in Developing Countries, now being printed by CRC Press of Boca Raton, Florida. Pollution has taken on a global dimension, and the effects are most obvious in developing countries. The effects take a toll on human health, animals, and vegetation, as well as on soil, air, and water quality. The objective of this article is to discuss the current relationships among pollution, environmental quality, and human health within the frame of anthropogenic activities in developing countries. In addition to personal observations, we review relevant literature on conditions throughout the developing world and case studies on conditions and activities in Nigeria. Key findings show the significant, adverse contributions to human health and environmental risk from current waste generation and handling practices, indoor and outdoor air pollution, wastewater and effluent generation and disposal, the hazardous nature and pollution potential of wastes, and the human behaviors that contribute to pollution in developing countries. There is an urgent need to create awareness among the various segments of society of the human health hazards posed by pollution as well as a need for the comprehensive development and enforcement of appropriate policies to prevent a descent into an abyss of deteriorating human and environmental health.  相似文献

Environmental protection is a topical and controversial issue of contemporary Third World development. As a result of the growing crisis of environment and development as well as issues of global environmental balance, divergent views and proposals have been put forward by external governments, international agencies, and environmental groups in resolving the environmental degradation problems of the developing world. However, very little appraisal has been made of the efforts by indigenous Third World governments in facing up to their environmental conservation issues. This article examines the role of past and recent government environmental control policies and programs in Nigeria. The article analyzes three aspects of environmental protection: (1) the theoretical economic bases of environmental protection and the Nigerian approach to environmental protection, including traditional values and modern institutional control measures, the latter embracing nature conservation efforts; (2) environmental considerations in national development plans; and (3) the evolution of a federal environmental protection agency and a national policy on environment. Finally, the article discusses the future challenges and directions for environmental policy.  相似文献

In the United States, environmental regulatory agencies are required to use “best available” scientific information when making decisions on a variety of issues. However, agencies are often hindered by coarse or incomplete data, particularly as it pertains to threatened and endangered species protection. Stakeholders often agree that more resolute and integrated processes for decision-making are desirable. We demonstrate a process that uses species occurrence data for a federally endangered insect (Karner blue butterfly), a readily available habitat modeling tool, and spatially explicit information about an important Michigan commodity (tart cherries). This case study has characteristics of many protected species regulatory decisions in that species occurrence data were sparse and unequally distributed; regulatory decisions (on pesticide use) were required with potentially significant impacts on a viable agricultural industry; and stakeholder relations were diverse, misinformed, and, in some situations, unjustly contentious. Results from our process include a large-scale, empirically derived habitat suitability map for the focal species and a risk ranking of tart cherry orchards with risk based on the likelihood that pesticide applications will influence the focal protected species. Although the majority (77%) of pesticide-influence zones overlapped Karner blue butterfly habitat, risk scores associated with each orchard were low. Through our process we demonstrated that spatially explicit models can help stakeholders visualize and quantify potential protected species effects. In addition, model outputs can serve to guide field activities (e.g., species surveys and implementation of pesticide buffer zones) that help minimize future effects.  相似文献

In this study, we seek to verify the contributions made by three international standards to efforts by eight companies to reduce their environmental impacts and move toward sustainable development. The standards considered in this article are the International Organization for Standardization's (ISO) 9001 (quality), ISO 14001 (environmental management systems), and the Occupational Health and Safety Assessment Series (OHSAS) 18001. The eight companies analyzed for this study are located in the state of Rio Grande do Sul in Brazil. As part of this work, the authors generated a proposed sustainable positioning matrix and placed each company within one of four quadrants—economic approach, environmental approach, social approach, and sustainability approach—derived from the context of the Triple Bottom Line (Elkington, 2004 ).  相似文献
