This paper summarises key results of the Joint IPCC/OECD Programme, in particular the draft IPCC Guidelines for National GHG Inventories to be released in January 1994. The focus is on how these results are likely to improve the availability and the quality of national inventories of anthropogenic GHG emission sources and removals by sinks. The IPCC/OECD has already received nearly 50 inventories from 35 countries. Most of the data are for 1988, but some reports cover 1989 and 1990. In addition to CO2, many of these inventories include CH4, N2O, NOx, CO, and NMVOC. Detailed analyses of these inventories have provided valuable insights about the strengths and weaknesses of the national inventories, differences in approach to estimation, reporting, available methods and data. These results in turn, have facilitated the development of the draft Guidelines, most notably the proposed reporting system, and also on estimation methods for the different anthropogenic sources and sinks of GHG. The paper previews key aspects of the draft Guidelines for non-CO2 GHG. Experts are urged to actively participate in the IPCC/OECD Programme to continue to improve inventory methods and overall the Guidelines.The views presented in this paper are those of the authors and do not necessarily represent the views of the OECD or their Member countries.  相似文献

Intervention analysis techniques are described for identifying and statistically modelling trends which may be present in water quality time series. At the exploratory data analysis stage, simple graphical and modelling methods can be employed for visually detecting and examining trends in a time series caused by one or more external interventions. For instance, a plot of a robust locally weighted regression smooth through a graph of the observations over time may reveal trends and other interesting statistical properties contained in the time series. In addition, statistical tests, such as different versions of the nonparametric Mann-Kendall test, can be used to detect the presence of trends caused by unknown or known external interventions. To characterize rigorously and estimate trends which may be known in advance or else detected using exploratory data analysis studies, different parametric methods can be utilized at the confirmatory data analysis stage. Specifically, the time series modelling approach to intervention analysis can be employed to estimate the magnitudes of the changes in the mean level of the series due to the interventions. Particular types of regression models can also be used for estimating trends, especially when there are many missing observations. The US Environmental Protection Agency recently completed two regulatory negotiation demonstrations. These demonstrations suggest that the current EPA rule-making process could be improved through the introduction of face-to-face negotiation at the earliest stages of rulemaking. In the demonstrations, EPA (1) relied on a consensus building process to forestall litigation after the promulgation of the final rule; (2) Used a nonpartisan facilitator to convene the negotiations; (3) Defined criteria to determine which parties should be represented in the negotiation. From the perspective of participants, the negotiating consensus version of a draft regulation is a successful alternative to the traditional rulemaking process. It is still too soon to say negotiated rulemaking significantly reduces the likelihood of ligitation. The results of the demonstration indicate that it is possible for either an agency employee or a neutral outsider to facilitate the sessions. A successful negotiation also requires top level agency support as well as the confidence of the environmental community. The single most important outcome of the negotiations was that the participants developed a greater understanding of the interests of the other parties. The demonstrations also suggest possible changes in future regulatory negotiations.  相似文献

Synthetic musks (nitro and polycyclic musks) are a group of chemicals offering a wide range of important properties for environmental monitoring programs. They are produced as odorous chemicals and added to a wide variety of perfumes, toiletry products and other household products. As such, they are directly applied in cosmetic products or in washed textiles to the human body in considerable concentrations and accumulate owing to dermal resorption. In addition, synthetic musks also enter the environment via waste water treatment. Several polycyclic musks are chiral. By using chiral gas chromatographic methods, it is possible to determine the enantiomeric ratio and assess their bioavailability. Although an comprehensive quality assurance program must be followed during the analysis of synthetic musks in environmental samples, the determination of these compounds is not very demanding and can be carried out by a standard analytical laboratory specialising in trace analysis of organic pollutants. Owing to the pheromone-like behavior of some synthetic musks, the induction of receptors in olfactory systems should be investigated. For HHCB (1,3,4,6,7,8-hexahydro-4,6,6,7,8,8-hexamethylcyclopenta[g]-2-benzopyran, e.g., Galaxolide), three-dimensional structural similarities with androstenone (5 alpha-androst-16-en-3-one), a mammalian steroid pheromone, were found, which support the hypothesis of HHCB as an artificial pheromone. Owing to their environmental abundance, their relation to human activities and their potential for pheromone-like environmental behavior, synthetic musks are especially valuable as future indicator chemicals for environmental monitoring.  相似文献

Researchers are now discovering that naturally occurring environmental nanoparticles can play a key role in important chemical characteristics and the overall quality of natural and engineered waters. The detection of nanoparticles in virtually all water domains, including the oceans, surface waters, groundwater, atmospheric water, and even treated drinking water, demonstrates a distribution near ubiquity. Moreover, aquatic nanoparticles have the ability to influence environmental and engineered water chemistry and processes in a much different way than similar materials of larger sizes. This review covers recent advances made in identifying nanoparticles within water from a variety of sources, and advances in understanding their very interesting properties and reactivity that affect the chemical characteristics and behaviour of water. In the future, this science will be important in our vital, continuing efforts in water safety, treatment, and remediation.  相似文献

In spite of rapid progress achieved in the methodological research underlying environmental impact assessment (EIA), the problem of weighting various parameters has not yet been solved. This paper presents a new approach, fuzzy clustering analysis, which is illustrated with an EIA case study on Baoshan-Wusong District in Shanghai, China. Fuzzy clustering analysis may be used whenever a composite classification of environmental quality/impact incorporates multiple parameters. In such cases the technique may be used as a complement or an alternative to comprehensive assessment. In fuzzy clustering analysis, the classification is determined by a fuzzy relation. After a fuzzy similarity matrix has been established and the fuzzy relation stabilized, a dynamic clustering chart can be developed. Given a suitable threshold, the appropriate classification can be accomplished. The methodology is relatively simple and the results can be interpreted to provide valuable information to support decision making and improve management of the environment.  相似文献

For over three decades, environmental assessment (EA) has gained increasing international recognition as a means of ensuring sustainable development. In light of environmental challenges, Benin has endorsed the principle that a healthy environment is a human right. This concern is manifested by the creation of many institutions for managing environmental issues. But until today, environmental problems are still on the rise and getting worse day by day because of Benin's limited experience in the field of EA. If EA is to be perceived as an instrument of sustainable development, it is important to take into account the achievements and the needs of the country in this field; because we cannot respond properly and adequately in the field of capacity strengthening in EA without first be familiar with what exists, what is fact, and what is needed. In this study, we address and analyze the status of existing resources in the field of EA in Benin with the purpose of identifying the needs for capacity strengthening to enhance environmental assessment effectiveness in the country. The detailed presentation of the results shows that the legislative and institutional resources are available and represent a strong element in the system of environmental management in Benin. However, there is still a room for improvements towards environmental governance before it becomes a solid system of decision supporting all sectors of intervention because the effective application of those laws and texts still constitute big challenges. Below are the main reasons that explain the particular situation: majority of the laws are put in force very late or taken without implementing decree at all; the organizational capabilities have large gaps; the absence of a mechanism for evaluating the needs for strengthening capacity for EA. Recommendations pinpointed three types of needs which must be filled to enhance the effectiveness of EA in Benin: upstream needs of the structure of EA; implementation and enforcement needs; and, maintenance and efficiency needs.  相似文献

This paper characterizes the optimal use of productive capacity and optimal investment in environmental quality when the latter has a positive impact on the production process. For the case of a single country, we find conditions under which capital should or should not be fully utilized, and investment in environmental quality should be positive or zero. We then extend the model to the case of two countries playing a non-cooperative dynamic game. The Nash equilibrium turns out to be a dominant-strategy equilibrium. Since this equilibrium is not Pareto efficient, we show how one country may bribe the other country to achieve a better outcome, for example, by refraining from full utilization of capacity. Under certain conditions, the optimal solution requires that a constant fraction of one country's income be used to bribe the other country to scale down its production.  相似文献

A base line study into the environmental quality of soils in the rural areas of the province of Zeeland, the Netherlands, was performed. The polder-landscape in this area was developed in a complex history of floodings and land-reclamation. Samples from 67 sites, at a density of roughly one per 25 km2, were analyzed for As, Cd, Cr, Cu, Hg, Ni, Pb and Zn in addition to a physicochemical characterization by pH(KCl), dry solids, organic matter, and clay content. At about 2/3 of the sites samples were taken at more than one depth. Fluoride and pesticides were determined in partly overlapping selections of 30 samples. Four land use classes were distinguished (arable land, grass land, orchards, uncultivated), and samples were labelled by region within the province. Data evaluation was aided by a recursive statistical approach, whereby statistical tests confirm and strengthen geochemical reasoning. Single- and multivariate statistics were used both as exploratory tools and as a measure of significance and relevance of conditions and processes. In general the environmental quality of the soils is satisfactory. Exceedence of the legal standards for natural background values at more than one site occurs for Cd, Cu, Hg and the pesticides DDT/DDE, dieldrin and HCH, at most by a factor of three. High levels of Hg appear related to arable land use; enhanced levels of Cu are found in orchards. High Cd levels primarily seem to follow a regional or geological pattern; yet, a relation with arable land use and clayey soils cannot be excluded. Pesticides are not detected in grass land, incidence is highest in orchards as well as in uncultivated areas. DDT levels appear to be generally inherited from the past. Variation in soil type as described by the macro physico-chemical characteristics is essential in explaining the variation in concentration level of the potential contaminants. Variations with depth also appear largely related to concurrent variation in soil properties. For As redox conditions and hydrological regime seem of importance, in addition to the geologic history. The available data do not fully resolve the causes for the regional pattern that remains when the influences of soil type, geology, and land use have been taken into account. In addition to current concentration levels, the base line study offers general insight as to what degree variations in potential contaminants are of natural or anthropogenic origin. A succession of similar studies at suitable time intervals, each with a new selection of sampling sites, may constitute an evolving, flexible monitoring system. When putting up a monitoring system, authorities should weigh the advantages and disadvantages of a network composed of fixed sites against this alternative.  相似文献

The advantages of biological monitoring of the environment have been long recognised. Direct measurements on biota of importance rather than the use of chemical surrogates, integration over time and the ability to measure the perhaps subtle changes brought about by minor or intermittent pollution have all been propounded as adantages.There appear to be a variety of barriers to the wider adoption of biomonitoring approaches. The perception that biomonitoring takes longer and is more expensive than chemical monitoring. The idea that chemical measurements are an adequate surrogate for direct measurements of biological change. The belief that interpretation of biological data is complex and uncertain in comparison with chemical data. These widely held myths are addressed and some broad principles to guide the development of biomonitoring programs are developed.  相似文献

Fuzzy cross-impact simulation is a qualitative technique, where interactions within a system are represented by a cross-impact matrix that includes linguistic elements. It can be used effectively to visualize dynamic evolution of a system. The utility of the fuzzy cross-impact simulation approach is: (1) in dealing with uncertainties in environment-development systems; (2) scoping cumulative effect assessment; and (3) integrating societal response structure in environment impact assessment. Use of the method is illustrated in a case concerning the textile industry in Indore, India. Consequences of policy alternatives for cleanup and pollution abatement are predicted in terms of environmental quality and quality of life, using the simulation model. The consequence analysis is used to arrive at preferred policy options.  相似文献
