A cash-flow viability model is used to evaluate the impacts of land-use zoning on farm households in New Jersey. Findings suggest that zoning results in increased production expenses, lower efficiency and profitability, and the devaluation of land assets. Cash flow and economic viability are, thus, reduced. Impacts of zoning on farm incomes, off-farm incomes, revenues from land sales, indebtedness, and farm sizes were not statistically significant. The results suggest that the use of land-use zoning statutes to guarantee the existence of agriculture may not be equitable unless transferable development rights or other methods of compensating farmers for their losses are simultaneously implemented.  相似文献

Because the agriculture/food sectors appear to be driven by short-term economic and political forces, cheap energy, and agricultural-chemical technologies, waste and environmental/social problems in the agricultural/food sectors are estimated to cost the nation at least $150 billion per year. This paper proposes to test the ethical acceptability of four styles of agricultural resource management: (1) contemporary industrial integrated systems agriculture, (2) modern industrial input dependent agriculture, (3) continuous traditional agriculture and (4) non-continuous (or swidden) traditional agriculture. The test of ethical acceptability is whether or not these styles of agricultural resource management embrace or are even compatible with that pattern of practical reasoning and interaction among ethical agents which we have independent theoretic grounds for preferring. The preferred sorts of practical reasoning and interaction are those which we find operating in ethical theories which are strongly committed to letting the discretion of ethical agents construct what is right for them to do. Thus the discussion distinguishes several different strengths of constructivist ethics relating them to the work of John Rawls, Immanuel Kant and Onora O'Neill. Then it argues for the theoretic preferability of one particular strength of constructivist ethic. The paper winds up by arguing that only traditional continuous agriculture embodies the preferred sort of practical reasoning and interaction among ethical agents. Further, I argue that this is the only style of agriculture which can embody such reasoning and patterns of interaction. Thus, as we consider the role of agriculture in our plans of international development, we have one reason to try to favor traditional continuous agriculture. To do otherwise would ignore the ethical superiority of the practical reasoning and patterns of interaction of traditional agriculturalists.  相似文献

Mineral development has contributed greatly to China's economic and social development. Many challenges remain, however, including environmental pollution and resource waste in practice, as well as a dearth of systematic theoretical research. The goal of this study is to analyze the economic and social effects of various mineral developments in China from diversified perspectives, so as to provide the basis for the formulation of China's mineral development policy. The input–output effects, industrial linkage effects and income distribution effects of different mining industries are quantitatively analyzed by adopting basic hypotheses of input–output economics, industrial linkage model and income distribution antitheses based on the latest available official data from China Statistical Yearbook from 2004 to 2010 and the 2007 Input–Output Table of China. The empirical results obtained in this study indicate that all mineral development industries, especially coal mining and washing, and petroleum and natural gas extraction industries, have given a strong impetus to the increase of China's fixed asset investment and GDP. Moreover, they have provided a large number of jobs, thereby alleviating ongoing employment pressure, and they have also played a positive role in promoting China's technology investment. The analysis of industrial linkages demonstrates that mining industries are basic to the national economy and produce a significant impetus to its downstream industries, but create weak pull effects in terms of national economic development. From the perspective of income distribution, mining industries play an important role in increasing China's fiscal revenue and per capital income. Hence, China's mineral development policy should (1) encourage additional investment in technology for exploration and development to insure sufficient supply and expand the input effects; (2) attract additional talent to work in remote regions; (3) optimize the industrial structure and promote the industrial transformation in resource regions; (4) adjust the interest distribution between the central and local governments to enable the local regions to become more self-sufficient; and (5) enhance the legal environment so that companies can more readily undertake their social responsibilities voluntarily.  相似文献

The idea of sustainable development has much popular appeal, but conflicts with centuries of economic theory about how limited land and natural resources constrain the growth of economies and populations. Much of that doctrine, especially that in the Malthusian tradition, is contradicted by historical experience, but the modern threat of environmental degradation raises new questions about whether growth can be sustained. Many of those new problems result from biases in economic organization and institutions against so-called environmental resources. Marketed resource commodities like minerals and timber are protected by the incentives of owners and suppliers to conserve them, enhance them and find new sources, and by the incentives of users to economize on their demands and find cheaper substitutes. Together, these forces have been sufficient to offset depletion and render resources less scarce over time. The same forces are not at work on environmental resources like water and air, so they are over-used and degraded as demands grow. However, promising opportunities exist to develop property rights and economic incentives to encourage users of environmental resources to protect and husband them, and these are likely to be more effective in harmonizing economic activity with the environment than purely regulatory policies.  相似文献

Summary Sustainable development has increasingly come to be seen as a concept which can reconcile the tensions between economic development and environmental protection. However, the concept is a vague one and little work has been undertaken to examine the practical implications of adopting sustainable development as a guiding principle. This paper examines how sustainable development can be defined, and some of the contradictions involved with the concept. The policy implications of sustainable development are examined, with a particular emphasis on industry and employment.His research interests are in sustainable development and local economic development. County-level agricultural statistics were aggregated at the watershed level to provide estimates of trends in land use and agricultural management in the Maumee and Sandusky River watersheds during the period 1975-1995. Average farm size increased by 40% or more, but the number of farms decreased by nearly 40%; the total land area in agriculture also decreased, but only by about 7%. Conservation tillage increased from virtually nothing to nearly 50% of cropland in corn (Zea mays L.) and soybean [Glycine max (L.) Merr.]; most of the change is due to adoption of no-till soybean. The Conservation Reserve Program has enrolled more than 75,000 hectares, but this represents less than 5% of total farmland. The great majority of land classified as highly erodible has been placed under treatment during the study period. Cropland in soybean has increased; land in wheat (Triticum aestivum L.) and hay has decreased. Cropland in corn has decreased in the Maumee watershed and increased slightly in the Sandusky watershed. Average per-hectare yields of corn, soybean, wheat, and hay have increased by 10 to 40%. Fertilizer phosphorus sales increased until about 1980 and have declined significantly since then; fertilizer nitrogen follows a similar but less pronounced pattern. The decreases are more substantial in the Maumee watershed than in the Sandusky. Manure use for fertilizer has also declined significantly.  相似文献

Strategies to involve agribusiness in the development of sustainable agricultural systems have been limited by the lack of a comprehensive conceptual framework for identifying the most critical supportive policies, programs and regulations. In this paper, we propose an efficiency/substitution/redesign framework to categorize strategies for modifying agribusiness practices. This framework is then used to identify a diverse range of short, medium, and long-term strategies to be pursued by governments, community groups, academics and agribusiness to support the transition. Strategies discussed include corporate greening, ethical investment, changing the legal status of the corporaton, new business forms and the development of ecological economics.  相似文献

The Kabul Basin, which includes the city of Kabul, Afghanistan, with a population of approximately 4 million, has several Afghan, United States, and international military installations that depend on groundwater resources for a potable water supply. This study examined groundwater levels in the Kabul Basin from 2004 to 2012. Groundwater levels have increased slightly in rural areas of the Kabul Basin as a result of normal precipitation after the drought of the early 2000s. However, groundwater levels have decreased in the city of Kabul due to increasing water use in an area with limited recharge. The rate of groundwater-level decrease in the city is greater for the 2008–2012 period (1.5 meters per year (m/yr) on average) than for the 2004–2008 period (0–0.7 m/yr on average). The analysis, which is corroborated by groundwater-flow modeling and a non-governmental organization decision-support model, identified groundwater-level decreases and associated implications for groundwater sustainability in the city of Kabul. Military installations in the city of Kabul (the Central Kabul subbasin) are likely to face water management challenges resulting from long-term groundwater sustainability concerns, such as the potential drying of shallow water-supply wells. Installations in the northern part of the Kabul Basin may have fewer issues with long-term water sustainability. Groundwater-level monitoring and groundwater-flow simulation can be valuable tools for assessing groundwater management options to improve the sustainability of water resources in the Kabul Basin.  相似文献

The purpose of this paper is to provide an account of the many dimensions of environmental assessment of residential development, so that planning policy may take substantive steps towards the environmental goal of sustainability in an urban context. It proceeds largely by literature review, drawing together research findings from a wide variety of sources originating in many different disciplines. The conclusion summarizes the analysis in terms of concrete suggestions for revised planning practice, emphasizing the important role that planning can play in this area as well as the constraints placed on planning by economic considerations.  相似文献

For more than half a century, research and practice in international development has focused on improving the quality of life of people living in developing regions of the world. Recently, researchers, practitioners, and policy makers have recognized the need to blend insights from experts and community stakeholders in development decisions. Research in the decision sciences tells us that these kinds of multiparty and multiattribute decisions are extremely challenging. However, recent experience using structured decision-making (SDM) approaches suggests that the quality of both expert and stakeholder input, and resulting decisions, can be improved by ensuring that people address a series of basic principles relating to identifying objectives and their associated attributes, estimating the consequences of proposed actions, and directly confronting trade-offs that arise during the evaluation of management alternatives. In this paper, we provide an overview of SDM and then discuss a research initiative aimed at applying the approach to a pressing international development problem in rural Costa Rica: management of the lucrative but also environmentally destructive pineapple industry. The objectives of this research were twofold: First, we sought to help inform policy decisions by eliciting land management preferences regarding the pineapple industry from people living in communities surrounding plantations. This paper examines the relationships between community development, sustainable development and economics. In particular the convergence of thought in the realms of strong sustainability and ecological economics are shown to be consistent with the goals of sustainable community development (SCD). It is argued that in order to truly and effectively practice SCD, an economics of sustainability, best represented by ecological economics, should be incorporated into all facets of SCD work. It is suggested that the application of neoclassical or environmental economics is likely to limit the effectiveness of SCD work. Five practical implications of the necessary relationship between SCD and ecological economics are presented, suggesting that SCD practitioners must: (1) seek interdisciplinarity, (2) understand and endorse limits to growth, (3) adopt and endorse alternative measures of success, (4) seek the economic valuation of natural and social capital and (5) ensure the inclusion of equity in discussions of sustainability. Finally, a practical example of those implications is offered by way of a community economic workbook application.  相似文献

The objective of this study was to identify the effect of different land uses in peri-urban agriculture on the soil properties. Soil health indicators were evaluated in the top 10 cm at five tilled agricultural sites involving different cropping systems and use of agrochemicals within the peri-urban agricultural areas of Yaounde, Cameroon, and compared with a native forest land. The experimental data showed that the selected indicators were sensitive to cropping practice. Most cropped land had significantly higher total C, available N and P concentrations, soil pH, electrical conductivity, salinity, biomass C and P, dehydrogenase, beta-glucosidase, and acid phosphatase activities. Land producing corn (Zea mays L.) and sugarcane (Saccharum officinarum L.) differed from that producing tomatoes (Lycopersicon esculentum Mill.), but cultivation of these crops has significantly impacted native soil quality. However, phenol oxidase, microbal biomass C/organic C (C(mic)/C(org)), and microbial biomass C/microbial biomass P (C(mic)/P(mic)) were negatively affected. These appeared to be more consistent indicators of negative management causing changes to soil health and may be suitable for an early appraisal of soil health.  相似文献

Our experiences calculating a local ecological footprint of Oslo form the basis for a discussion of key methodological aspects supporting the use of local sustainability indicators. The footprint's strength is its ability to communicate simply the complexity of global environmental challenges. Initially developed for measuring per capita consumption at the national level, the footprint has been adopted at local and regional levels. We argue for adjustments in the footprint methodology when shifting from a national to a local policy context, to ensure the indicator's applicability in local politics and administration. First, the analysis should be limited to consumption aspects relevant to the local environmental policy agenda. Second, the analysis should integrate as much genuine local data as possible. We argue also that a standardised methodology based on the national footprint approach, with the main purpose of international benchmarking of cities, cannot but reduce the indicator's usefulness for administrative/political guidance, due to the methodology's lack of transparency and inability to identify local variations.  相似文献
