Summary The land uses that now predominate in Brazil's Amazon Region are unlikely to produce sustainable yields. They also tend to close off potentially sustainable alternative uses. Cattle pasture — either productive or abandoned — now occupies most deforested land. Small farmers plant pasture after using the land for a year or two under annual crops, while large cattle ranches plant pasture directly after clearing. The principal motive for planting pasture is often its low cost and high effectiveness as a means of securing speculative land claims — not beef production.Pasture and cattle yields are low and, after use for about a decade, the planted grasses are out-competed by secondary forest species or inedible grasses. Depletion of available phosphorus in the soil is a major cause of yield decline; Brazil's relatively modest phosphorus deposits, virtually all of which are outside of Amazonia, make fertiliser use not feasible for the vast areas now rapidly being converted to pasture. Converting a substantial portion of Amazonia to pasture would have potential climatic effects. Areas that can be planted in annual and perennial crops are restrained by world markets, as well as by soil quality and Brazil's limited stocks of the inputs needed for intensive agriculture.Recent initiatives for agricultural-ecological in Brazil's Amaoznian states could be a first step toward more rational land use. Immediate measures are needed to slow deforestation, to discourage unsustainable uses and to make sustainable alternatives profitable.Professor Philip Fearnside is currently Research Professor in the Department of Ecology at the National Institute for Research in the Amazon. Energy Systems Theory (EST) provides a framework for understanding and interpreting sustainability. EST implies that "what is sustainable" for a system at any given level of organization is determined by the cycles of change originating in the next larger system and within the system of concern. The pulsing paradigm explains the ubiquitous cycles of change that apparently govern ecosystems, rather than succession to a steady state that is then sustainable. Therefore, to make robust decisions among environmental policies and alternatives, decision-makers need to know where their system resides in the cycles of change that govern it. This theory was examined by performing an emergy evaluation of the sustainability of a regional system, the San Luis Basin (SLB), CO. By 1980, the SLB contained a climax stage agricultural system with well-developed crop and livestock production along with food and animal waste processing. The SLB is also a hinterland in that it exports raw materials and primary products (exploitation stage) to more developed areas. Emergy indices calculated for the SLB from 1995 to 2005 revealed changes in the relative sustainability of the system over this time. The sustainability of the region as indicated by the renewable emergy used as a percent of total use declined 4%, whereas, the renewable carrying capacity declined 6% over this time. The Emergy Sustainability Index (ESI) showed the largest decline (27%) in the sustainability of the region. The total emergy used by the SLB, a measure of system well-being, was fairly stable (CV?=?0.05). In 1997, using renewable emergy alone, the SLB could support 50.7% of its population at the current standard of living, while under similar conditions the U.S. could support only 4.8% of its population. In contrast to other indices of sustainability, a new index, the Emergy Sustainable Use Index (ESUI), which considers the benefits gained by the larger system compared to the potential for local environmental damage, increased 34% over the period.  相似文献

This paper describes the problems encountered in developing environmental education in Federal protected areas in Brazil. Results of a survey on the current status of environmental education in four categories of Federal protected areas; namely national parks, biological reserves, ecological stations and environmental protection areas, are described and discussed. The study suggests that the development of environmental education in protected areas in the country has several limitations: financial resources, lack of training, material resources and a lack of policy on environmental education. It also identifies that some of these problems seem to be inter-related with those of the National System of Conservation Units of the country which may result in a retarding of the development of environmental education in such areas.  相似文献

Continuous deterioration of the natural resource base has become a serious threat to both the ecological systems and economic production in Ethiopia. Many of these problems have been attributed directly or indirectly to the rapid dwindling of the country's forest cover which is associated with unsustainable forest use and management. Closing community woodlands from human and livestock intervention to promote natural regeneration of forests has been one of the environmental restoration strategies pursued in the degraded highland areas of northern Ethiopia. However, local pressure to use reforested community lands for economic benefit has become a major threat to forest sustainability.Using locally identified sets of criteria and indicators for sustainable community forest management, this paper applies a multi-criteria decision analysis tool to evaluate forest management problems in the northern province of Tigray, Ethiopia. Three MCA methods – ranking, pair-wise comparison, and scoring – were used in evaluating the sets of criteria and indicators and alternative forest management scenarios.Results from the study indicate a number of noteworthy points: 1) MCA techniques both for identifying local level sustainability criteria and indicators and evaluating management schemes in a participatory decision environment appear to be effective tools to address local resource management problems; 2) Evaluated against the selected sets of criteria and indicators, the current forest management regime in the study area is not on a sustainable path; 3) Acquainting local people with adequate environmental knowledge and raising local awareness about the long-term consequences of environmental degradation ranked first among the set of sustainability criteria; and 4) In order to harmonize both environmental and economic objectives, the present ‘ecological-biased’ forest management regime needs to be substituted by an appropriate holistic scheme that takes into account stakeholders' multiple preferences and priority rankings.  相似文献

An endeavor to feel the pulse of a coast devastated by a powerful oceanographic event is made. Results of field investigations along Tamil Nadu seaside revealed that the tsunami of December 2004 demolished dwellings within strips ranging from 6 to 132m (average width, 41m) from the dune, and flooded up to 862m (average, 247m) from the shore. The event damaged sand dunes, ripped dune vegetation, created new water bodies and shattered high value assets. Comparatively, casuarina forests performed remarkably. Uprooting of trees was exclusively restricted to a frontal strip ranging from 5 to 25m (average width, 14m) nearest to the shore where the maximum wave run-up was 6.5m above sea level. Sand dunes in general, and casuarina forests in particular, posses an innate capacity to dissipate powerful waves. This inference is supported by (a) negligible over wash along belts characterized by high dune complexes, (b) intact villages shielded by dense forests as well as sand dunes, and (c) maximum destruction of open beach front influenced by intense human activity. In this context, the coastal regulation zone (CRZ) Notification of 1991 offers sufficient scientific validity to be endorsed. However, post-tsunami ecosystem management initiatives lack a scientific basis. Therefore, a coastal hazards policy, that considers adaptation, dune restoration and forested buffer zones, is a sustainable long-term option for Indian coasts.  相似文献

This article focuses on the somewhat ambiguous concept of scarce water, or, more accurately stated, on the rather more ambiguous concept of scarcity. Still today, water scarcity in a region is defined largely in physical terms, typically gallons or cubic metres per capita if a stock or per capita-year if a flow. However useful purely physical measures may be for broad comparisons, they cannot adequately reflect the variety of ways in which human beings use water — neither to their wastefulness when water is perceived as abundant nor to their ingenuity when it is not. This article argues that water scarcity should be defined according to three orders of scarcity that require, respectively, physical, economic and social adaptations. It goes on to demonstrate that perceiving scarcity mainly in physical terms limits opportunities for policy-making and approaches for capacity building.  相似文献

Summary Tropical forests are being destroyed faster than ever, the rate having almost doubled during the 1980s. The main agent of deforestation now turns out to be the displaced peasant or landless farmer, sometimes known as the shifted cultivator; that group accounts for more forest loss than the combined impacts of the commercial logger, the cattle rancher and all other better known sources of deforestation. Yet, the over-riding target of conservation efforts remains the minor players in the forest's decline. All too little attention is directed towards the shifted cultivator, and next to nothing is done to address the problem which this group represents. Policy purviews need to be expanded to include the key factor of the shifted cultivator. In turn, it must determined what impels these people to abandon established farming areas in the countries concerned and to migrate into the forests. It appears that these people are driven by an array of forces: population growth, maldistribution of arable lands, inadequate rural infrastructure and lack of government attention to subsistence agriculture. While transboundary waters are widely advocated to be best managed at the basin level, practical experience in transboundary waters at the basin vis‐à‐vis other scales has not been systematically examined. To understand past experiences in transboundary water management at alternate scales, this paper: (i) determines the relative abundance of water treaties at different scales and (ii) elucidates how transboundary water law varies according to the scale to which it applies. The paper developed a scale typology with six groups, and systematically applied it to stratify transboundary water treaties. Treaty contents were then compared across scales according to the following set of parameters: primary issue area, temporal development, and important water management attributes. Results of this work reveal: (i) treaties tend to focus on hydropower and flood control at smaller scales, and organizations and policies at larger scales; (ii) a temporal trend toward treaties concluded at larger scales; and (iii) a higher proportion of treaties is at larger scales in Africa and Asia than in Europe and the Americas. These findings suggest that smaller scale cooperation may constitute a more constructive scale in which to achieve development‐oriented cooperation. Further, scope may exist to complement basin scale cooperation with cooperation at smaller scales, in order to optimize transboundary water management. In the context of basin‐wide management frameworks, Africa and Asia may benefit from greater emphasis on small‐scale transboundary water cooperation.  相似文献

This study aims to characterize the different types of certification in the Brazilian citriculture as well as analyze the major changes in the market. The paper also has the objective to discuss how social and environmental factors influence the demand for food certifications and the sustainability and ethics aspects in the field. Therefore, a literature review on the subject was carried out as well as a qualitative research using interviews with certifiers, governmental institutions, farmers, cooperatives and producer associations. The certification is becoming mandatory for those working in foreign markets and for those working nationally; it can be a competitive differential. The organic certification in citriculture shows the highest number of growers. Companies with large areas of citrus and the orange juice processing industry are adhering to this certification in order to maintain themselves competitive in the market. There is an enormous potential of Brazilian citriculture certification, because the certified area is still less than 6 % of the total area. Certification reduces the asymmetry of information and consists of an important step towards sustainability although incapable of solely guaranteeing it.  相似文献

Public values toward forests have changed since the late 1980s, from a commodity-oriented perspective toward a more inclusive (commodity and non-commodity) orientation. This study examines the influence of four indicators of population diversity (age, ethnic background, place of residence, and gender) on amenity values of forests, environmental attitudes, and forest value-attitude correspondence. Four values of public and private forests were assessed, wood production (utilitarian value), clean air (a life support value), scenic beauty (an aesthetic value), and heritage (a spiritual value). Environmental attitudes were measured using a modified version of the New Environmental Paradigm scale. Five hundred and forty-eight randomly selected residents of households in 13 states of the Southern United States participated in a telephone interview. Age and ethnic background were found to moderate the value-attitude relationship, with the strength of the association being dependent upon the type of forest (i.e., public or private) and the forest value (i.e., utilitarian, life support, spiritual, and aesthetic). Females, younger persons (less than 43 years old), and whites reported lower utilitarian values of forests than their respective counterparts. Results are interpreted within the context of an emerging post-material society, in which a biocentric orientation to forests and the natural environment may be favored more by a younger (versus older) generation and increasingly racially diverse U.S. population. Implications for managing forests using a multiple-values (versus multiple-uses) approach are discussed.  相似文献

Jamaica is a small island that is losing its forest cover at a rapid rate. Due to the dependency of its largely poor population on the many services and functions its forests provide, this loss threatens to have substantial socioeconomic and ecological consequences for the country. Despite these basic facts, the problem of Jamaican deforestation has received very little attention from the scientific community. This article presents results of an island-wide, satellite-based study of forest change for Jamaica for the period 1987–1992, which was supplemented by a field trip to the island in 1999 to assess the overall accuracy of the estimate. Landsat MSS images, which are available only up until 1992, have proved to be an invaluable and cost-effective resource for mapping forest change in the tropics, particularly in large areas. A supervised classification indicates that Jamaica experienced an average annual deforestation rate of 3.9% for this period, a figure higher than existing estimates based on partial ground surveys but lower than the FAO's 1990 Tropical Forest Assessment of 5.3% for 1981–1990. Deforestation estimates for Jamaica's 14 parishes are also presented, based on the integration of satellite-derived forest classification maps with a parish administrative boundaries map of the island in a GIS. A correlation analysis between parish deforestation estimates and socioeconomic and land use/quality indicators derived from official sources suggests that deforestation is occurring most rapidly in highly populated areas possessing large numbers of small farmers who live and work under resource-poor conditions. By providing a sense of the magnitude of and main forest loss hotspots, it is hoped that these national and subnational level forest estimates will draw scientific attention to the problem of deforestation on the island. In addition, the socioeconomic analysis may provide policy-makers and planners with some sense of the relative contribution of underlying driving process in this deforestation as a first step toward the creation of effective social programs to combat the problem.  相似文献
