Enersol's SOBASEC (SOlar-BASed Rural Electrification Concept) programme demonstrates that stand-alone photovoltaic (PV) systems can be an economical option to grid expansion. Developing a local institutional system to support the dissemination of PV technology at the community level has been a major thrust of the programme. Both a service and parts enterprise and a local credit institution have been established, and technicians have been trained and employed. A modest revolving fund was also established to finance the installations. Field analysis of 100 installed systems suggests that small PV systems are viable for widespread application in the Dominican Republic.  相似文献

In 1969, Falconbridge Ltd agreed to expand greatly the facilities operated by its subsidiary in the Dominican Republic. Over the succeeding years, the company mined, processed and exported a large proportion of the country's nickel reserves. Due to worldwide market conditions, however, the company made losses rather than profits, and the Dominican government received little financial benefit from the company's operations. Matters came to a head in November 1987 when President Balaguer of the Dominican Republic unilaterally imposed taxes on company imports and exports. This action was significant because under a long-standing agreement with the Dominican government, Falconbridge was only obligated to pay income taxes and had an exemption in perpetuity from all other taxes. When the company refused to pay the new taxes, the government began to curtail nickel exports. Meanwhile, on world markets, the price of nickel soared. This paper briefly describes how the world nickel market has evolved, and then focuses attention on the relationship between Falconbridge and the Dominican Republic. It outlines the issues that arose, describes the renegotiation process itself and analyses how matters were resolved.  相似文献

National parks have complex relationships with local communities that impact both conservation success and community well-being. Integrated conservation and development projects have been a key approach to managing these relationships, although their effectiveness has been increasingly questioned. Park-people relationships of the Armando Bermudez National Park in the Dominican Republic were studied, focusing on forests, aquatic resources, community well-being and development, and ecotourism. The park, established in 1956, is well respected by the community, based on its long history and its role in protecting water resources that are critical to the community. However, management of riparian vegetation and local fisheries present challenges in terms of finding a balance between conservation and development. Hiking and trekking opportunities attract both national and international tourists to the park, and community members benefit from employment as tour guides and providing mule rentals. At the same time, tourism activities also present continuing challenges related to: (1) the distribution of tourism benefits between local people and outsiders, and within the local community, (2) maintaining the local economic benefits of tourism while protecting park resources, and (3) developing park- or conservation-related economic opportunities to complement tourism. The results highlight the need to develop site-specific strategies to manage park-people relationships through interdisciplinary analysis.  相似文献

/ Air, soil, and water samples were collected throughout the Republic of Armenia both before and after its independence from the Soviet Union in 1991. Reported analyses of those samples indicated that levels of several trace metal concentrations (Ag, Cd, Cr, Cu, Mo, Ni, Pb, Ti, and Zn) exceeded the maximum allowable concentrations established by the former Soviet Union (FSU) and subsequently adopted by Armenia. Although industrial production has declined by more than 80% since the 1980s, the economy is improving and there is potential for a significant increase in the generation of industrial metal emissions. These include automobile emissions, which are now considered to be the primary source of atmospheric lead. Historically, the Soviet Union did not strictly enforce environmental standards, and Armenia is now faced with the resulting environmental problems and the associated risks to public health. Since some trace metal concentrations may be at or near potentially toxic levels, there is a need to accurately assess the extent of metal contamination in order to devise cleanup plans and develop long-term environmental protection and public health strategies in Armenia.  相似文献

District heating (DH) is an important part of the Swedish energy system and one of the most important climate measures at the municipal level. The Swedish planning system gives a large amount of power to municipalities, thus leaving the regional level weak. Despite this, the DH systems in Stockholm have developed into regional systems; how has this development occurred and what made it possible? Regional and municipal strategies concerning DH and energy from 1978 to 2010 have been studied through Regional plans and comprehensive plans. The conclusions show that the municipal DH systems have grown and become interconnected, thus fulfilling one of the most important regional strategies: to expand and interconnect the systems to be able to build combined heat and power plants. This is not entirely due to the regional strategies, however; the local importance of the system, economic reasons and supply security are other explanations. The study shows that regional importance generally has grown, and thus also the regional focus on DH. As environmental and climate issues have risen on the agenda, the importance of DH from the municipal perspective has become more evident, as well as a shift from supply orientation to more focus on energy efficiency.  相似文献

In this article, we focus on documented and possible effects of fish stocking in terms of ecosystem services. The increasing use of fish stocking between 1970 and 2000 in the semiurban setting of Stockholm archipelago, Sweden, is used as case study. The objective is to analyze this management practice from an ecosystem perspective, accounting for both the ecological and social context of releasing fish. The results show that enhancements of four native species (Salmo S. trutta, Salmo salar, Stizostedion lucioperca, and Anguilla anguilla) have dominated over new introductions of one nonnative species. (Oncorhynchus mykiss). The major objective has been to increase fish catches for local resource users. Involved stakeholders include three management agencies, one hydropower company, and several local sport fishing associations. Documented effects focus on recapture and production rates. However, our analysis suggests that additional positive or negative effects on biodiversity, food web dynamics, mobile links, or ecological information may also result, with possible consequences for the long-term provision of food, game, and aesthetic values. We conclude that a more adaptive and cooperative management approach could benefit from a deeper analysis of where, when, and what species is released, by whom, which stakeholders that use the fish and those ecosystem services the fish generate, and of the role of formal and informal institutions for monitoring and evaluating the success of releasing fish.  相似文献

Spectacular industrial accidents, such as the ones in Bhopal, Mexico City, and Basle, have in recent times made the risks associated with the modern chemicals industry unmistakably evident. It has been seen that effective emergency plans for the people living in the vicinity of a hazardous installation become particularly important. The situation of hazardous installations in the Federal Republic of Germany is reviewed and the three-stage safety system, which is established within the German Regulation on Major Industrial Accidents (Störfallverordnung), is described. The evaluation of the current practice shows a couple of problems, especially connected with off-site safety precautions. The disaster control teams are often ill-equipped and inadequately trained. There is a need for further establishment of detailed and specific emergency plans, especially in rural areas. It is expected that the updating of the Regulation on Major Industrial Accidents, which is at present being undertaken in the Federal Republic of Germany and the compilation of instructions for the competent authorities will contribute to better emergency plans for the protection of areas in the vicinity of hazardous industrial installations.  相似文献

The aim of this paper is to show how the environmental practices of a restaurant may be evaluated in a quantitative way. For this, a new methodology, sustainable development records (SDR), was used. This allows financial, environmental and social aspects of an operation to be handled in a systematic way. The results of the two sustainable development audits show that the restaurant washes more dishes per unit of chemicals used in 1994 than in 1991. However, there is a negative trend regarding the number of meals served per unit of water used and waste generated, which suggests that the restaurant in 1994 is more wasteful with these resources than in 1991. On the other hand, this might be explained by the fact that the restaurant has increased its use of primary products. The environmental ratios are increasing for both chemicals and energy, which means that more and more of the resources used are environmentally acceptable. The lowest environmental ratios are those for provisions (<2%) and transportation (<5%), which means that not more than 2% of the provisions and 5% of the transportation are environmentally acceptable in the long run. The restaurant's ratio of satisfied customers as well as its environmental image is improving, while the profitability has not changed. The results of this paper point to a general problem of environmental auditing in regard to the evaluation of perceived positive or negative developments of an individual enterprise, since there might be an opposite implication for the larger system. It is therefore crucial to look at several hierarchical levels in order to be able to assess the effects of environmental measures.  相似文献

Environmental impact assessment (EIA) procedures have been in existence in the People's Republic of China over the last decade. The impetus for China's introduction of EIA was provided by the Environmental Protection Law of the People's Republic of China, which was adopted by the Fifth National People's Congress in 1979. The EIA process, which is administrative and not statutorily mandated, has been applied primarily to construction projects. Four stages are typically involved in an EIA investigation: design of the investigation, evaluation of background environmental quality, prediction of environmental impacts, and an assessment and analysis of the environmental impacts. A variety of approaches is used for predicting and analyzing environmental impacts, ranging from ad hoc methods to fairly sophisticated mathematical models. The results of the EIA investigation are compiled in an environmental impact statement, which is used as the basis for decision making by personnel in environmental protection departments. The EIA process does not include provisions for citizen notification or involvement. Views differ concerning the effectiveness of the EIA program in protecting China's natural, social, and cultural environments. Some hold that the EIA program has brought about improvement in environmental protection, while critics contend that the program has had little effect in the prevention of pollution. However, most, if not all, observers seem to feel that the program should be continued and improved. A major avenue for improvement is to place the evaluation of a particular project in a regional context. As a result of expanding human pressures, the heterogeneity of aformerly diverse landscape has been reduced and the richness ofanimal and plant species has decreased. Some particular standtypes and their species are especially connected withimpoverishment caused by mans activities. Halophyte DentatedMelilot (Melilotus dentata, Fabaceae) is one of suchspecies, which is vanishing apparently as a result of intensiveagriculture, surface mining, and urbanization.The data on its distribution were compiled from herbariumspecimens, literature, and the authors own field observations.The distribution was mapped separately for four periods: up to1900, 1901–1945, 1946–1975, and after 1975.The trend in reduction of localities was documented. At the sametime, their environmental quality was changing as well.Basically, the salt marshes in their original areal extent andtheir former species richness have disappeared. Currentlocalities of M. dentata include poor fragments of the saltmarshes mentioned above and secondary stands, e.g. ruderal placesinside villages, strips along drainage ditches, paths, railwaylines, fields, etc.  相似文献

Web-based Public Participation Geographic Information Systems (PPGIS) are increasingly used for surveying place values and informing municipal planning in contexts of urban densification. However, research is lagging behind the rapid deployment of PPGIS applications. Some of the main opportunities and challenges for the uptake and implementation of web-based PPGIS are derived from a literature review and two case studies dealing with municipal planning for urban densification in the Stockholm region, Sweden. A simple clustering analysis identified three interconnected themes that together determine the performance of PPGIS: (i) tool design and affordances; (ii) organisational capacity; and (iii) governance. The results of the case studies augment existing literature regarding the connections between the different socio-technical dimensions for the design, implementation and evaluation of PPGIS applications in municipal planning. A cyborg approach to PPGIS is then proposed to improve the theoretical basis for addressing these dimensions together.  相似文献

The soil carbon (C) stock of the Republic of Ireland is estimated to have been 2048 Mt in 1990 and 2021 Mt in 2000. Peat holds around 53% of the soil C stock, but on 17% of the land area. The C density of soils (tCha(-1)) is mapped at 2 km x 2 km resolution. The greatest soil C densities occur where deep raised bogs are the dominant soil; in these grid squares C density can reach 3000 tCha(-1). Most of the loss of soil C between 1990 and 2000-up to 23 MtC (1% of 1990 soil C stock)-was through industrial peat extraction. The average annual change in soil C stocks from 1990 to 2000 due to land use change was estimated at around 0.02% of the 1990 stock. Considering uncertainties in the data used to calculate soil C stocks and changes, the small average annual 'loss' could be regarded as 'no change'.  相似文献

Widespread disregard for essential principles of sound environmental management and protection during the three decades of Communist rule prior to 1980 have exacerbated traditional shortages of good arable land and productive forest cover in the People's Republic of China. The government's policies have also drastically reduced valuable freshwater surfaces, caused extensive grassland deterioration and soil erosion, and brought about many local and regional climatic changes. However, new policies put into effect recently are attempting to reverse these trends with a sound ecosystemic approach to land management.  相似文献

Among policy-makers and governments, there is a broad consensus that artisanal and small-scale mining (ASM) needs to be ‘formalized’ – embodied in a standardized legal framework that is registered in and governed by a central state system-, the basic condition being that artisanal miners are given formal property rights. This article aims to contribute to this discussion, drawing on a case study from the Eastern Democratic Republic of Congo (DRC), where it is estimated that up to 90 percent of mineral production and export is ‘informal’. After having pointed out some of the theoretical assumptions behind the formalization canon, we study the challenges of formalizing the mining sector in the DRC. Next, we provide an in-depth analysis of one concrete policy measure of the Congolese government, the temporary ban on all artisanal activities. We argue that the mining ban was not only a radical example of a top-down formalization policy, but also an illustration of a bureaucratic and technical measure that compounds but does not address different problems associated with ASM: conflict, informality, poverty, illegality, state control. Looking at the empirical evidence from the DRC, we argue that these kinds of technical solutions can never address the broader socio-economic and political issues at stake.  相似文献

The Republic of the Marshall Islands (RMI) is a major custodian of one of the ocean's major natural resources: tuna. The commercial tuna fisheries sector is the most important economic sector in the RMI and is thus a substantial contributor to this tiny island nation's GDP. Tuna catch and its associated revenues has fluctuated in line with climatic events such as the El Niño/La Niña Southern Oscillation (ENSO) and, in the last decade, national fisheries development policies have begun to capitalize on the positive effects that ENSO warm events have had on the tuna populations. However, global warming is expected to have a significant impact on ENSO, and not necessarily in positive ways. This paper will focus on the relationship between environment and economic development in the RMI fisheries sector. In particular, the linkages between global warming and its effects on the tuna fisheries sector must be better understood and uncertainties accounted for so that impacts are appropriately addressed and integrated into sustainable fisheries development policies. Conclusions reached are that new fisheries development strategies that emphasize environmental‐based planning are required. The emerging ecosystem‐based approach to fisheries management is a start, as are the various international initiatives in furthering our understanding of the linkages between climate and ocean systems currently underway.  相似文献

In March 1994, China announced its plans for sustainable development in a White Paper entitled 'China's Strategy for Population, Environment and Development in the 21st Century. To achieve the objective of sustainable development; economic, social and environmental aims have to be consistent with each other and meet the needs of the present, without compromising the ability of future generations to meet their own needs. Sustainable development, therefore, encompasses many 'ideals, which need to be introduced through practical management techniques. Summary The conventional economic accounting systems have not played an enlightening role in statistically revealing the actual damage to the environment. This paper examines the extent to which institutional provisions for participation were implemented in Czech communities during the transition period, the types of participatory practices that emerged and the role that NGOs played in fostering community involvement in environmental decision-making. The results indicate that there was virtually no relationship between community action and the presence of active social, cultural, professional and religious organisations. In contrast, participation and mobilisation were more likely to emerge in communities where local, national or international environmental organisations were active. These patterns suggest that specialised NGOs may be instrumental in promoting public participation in local environmental policy and planning processes in states that historically have not had a non-profit sector.  相似文献
