This paper analyzes the Massachusetts Toxics Use Reduction Act (TURA), evaluating what TURA has achieved, how it has been implemented, how it motivates firms to change and how its underlying principles might be strengthened to better support innovation for toxics use reduction. Through this analysis recent debates are engaged about the potentials and limitations of using regulation to promote innovation for the environment. The analysis here shows that TURA is distinct from existing regulatory programmes in how it requires firms to self‐evaluate and plan for process improvements, supports implementation through technical assistance and focuses on pollution prevention rather than control. Mandatory planning, new mechanisms of accountability and improved processes of learning have all been critical to TURA's success in motivating firms to innovate for the environment. Taken together, these factors have supported incremental innovations in industry that may point the way toward policies to support even greater environmental improvements.  相似文献

In recent years, the goal of nature preservation has faced, almost worldwide, an increase in the number of visitors who are interested in experiencing protected areas resources, landscapes and stories. Spain is a good example of this process. The rapidly increasing numbers of visitors have prompted administrations and managers to offer and develop a broad network of facilities and programs in order to provide these visitors with information, knowledge and recreation. But, are we doing it the best way? This research focuses on developing and applying a new instrument for evaluating the quality of visitor management in parks. Different areas are analyzed with this instrument (78 semi-quantitative indicators): planning and management capacity (planning, funding, human resources), monitoring, reception, information, interpretation, environmental education, training, participation and volunteer's programs. Thus, we attempt to gain a general impression of the development of the existing management model, detecting strengths and weaknesses. Although Spain's National Parks constituted the specific context within which to develop the evaluation instrument, the design thereof is intended to provide a valid, robust and flexible method for application to any system, network or set of protected areas in other countries. This paper presents the instrument developed, some results obtained following its application to Spanish National parks, along with a discussion on the limits and validity thereof.  相似文献

This paper examines the ability of civil society actors to champion environmental justice in an industrial risk society in South Africa by way of mobilisation and protest action. This paper presents viewpoints from key stakeholders at the Durban city level and three local case study sites to examine social capital relations to achieve environmental justice. It explores how civil society engages in social capital for mobilisation with itself and subsequent protest actions to engage with government and industry. The paper highlights that social actor response to engage in social capital for mobilisation and protests is best understood in relation to the socio-economic and political positioning of individuals or organisations.  相似文献

Remote island communities in the Caribbean are known to be disproportionately vulnerable to the impacts of climate change. As a result, there is a need to better understand the factors that contribute to increasing local-scale adaptive capacity through large-scale adaptation projects. While it has been argued that strong institutional networks are highly influential in a community’s ability to leverage funds and to implement tailored adaptation projects, limited empirical research has been undertaken. Social Network Analysis was used to retrospectively evaluate the importance of institutional integration for enhancing adaptive capacity in the small island community of Paget Farm in St. Vincent and the Grenadines. Paget Farm successfully adapted to a lack of fresh water through the implementation of a funded solar-powered desalination plant – and as a result the community represents an ideal case study for analysis. Results reveal that while the level of vertical integration varied throughout the temporal phases of the adaptation project, horizontal integration was consistently low. These findings suggest that high integration between institutions may not be required during all project phases in order to ensure success and that more consistent rather than high levels of integration between sectors may be more meaningful for enhancing adaptive capacity.  相似文献

Drought is a complex, slow–onset phenomenon that affects more people than any other natural hazard and results in serious economic, social, and environmental impacts. Although drought affects virtually all climatic regimes and has significant consequences in both developed and developing countries, its impacts are especially serious in developing countries where dryland agriculture predominates. The impacts of drought are often an indicator of unsustainable land and water management practices, and drought assistance or relief provided by governments and donors encourages land managers and others to continue these practices. This often results in a greater dependence on government and a decline in self–reliance. Moving from crisis to risk management will require the adoption of a new paradigm for land managers, governments, international and regional development organizations, and non–governmental organizations. This approach emphasizes preparedness, mitigation, and improved early warning systems (EWS) over emergency response and assistance measures. Article 10 of the Convention to Combat Desertification states that national action programmes should be established to identify the factors contributing to desertification and practical measures necessary to combat desertification and mitigate the effects of drought. In the past 10 years, there has been considerable recognition by governments of the need to develop drought preparedness plans and policies to reduce the impacts of drought. Unfortunately, progress in drought preparedness during the last decade has been slow because most nations lack the institutional capacity and human and financial resources necessary to develop comprehensive drought plans and policies. Recent commitments by governments and international organizations and new drought monitoring technologies and planning and mitigation methodologies are cause for optimism. The challenge is the implementation of these new technologies and methodologies. It is critical for governments that possess this experience to share it with others through regional and global networks. One way to accomplish this goal is to create a network of regional networks on drought preparedness to expedite the adoption of drought preparedness tools to lessen the hardships associated with severe and extended drought episodes.  相似文献

Community-based collaborative groups involved in public natural resource management are assuming greater roles in planning, project implementation, and monitoring. This entails the capacity of collaborative groups to develop and sustain new organizational structures, processes, and strategies, yet there is a lack of understanding what constitutes collaborative capacity. In this paper, we present a framework for assessing collaborative capacities associated with community-based public forest management in the US. The framework is inductively derived from case study research and observations of 30 federal forest-related collaborative efforts. Categories were cross-referenced with literature on collaboration across a variety of contexts. The framework focuses on six arenas of collaborative action: (1) organizing, (2) learning, (3) deciding, (4) acting, (5) evaluating, and (6) legitimizing. Within each arena are capacities expressed through three levels of social agency: individuals, the collaborative group itself, and participating or external organizations. The framework provides a language and set of organizing principles for understanding and assessing collaborative capacity in the context of community-based public forest management. The framework allows groups to assess what capacities they already have and what more is needed. It also provides a way for organizations supporting collaboratives to target investments in building and sustaining their collaborative capacities. The framework can be used by researchers as a set of independent variables against which to measure collaborative outcomes across a large population of collaborative efforts.  相似文献

This paper examines how local communities adapt to climate change and how governance structures can foster or undermine adaptive capacity. Climate change policies, in general, and disaster risk management in mountain regions, in particular, are characterised by their multi-level and multi-sectoral nature during formulation and implementation. The involvement of numerous state and non-state actors at local to national levels produces a variety of networks of interaction and communication. The paper argues that the structure of these relational patterns is critical for understanding adaptive capacity. It thus proposes an expanded concept of adaptive capacity that incorporates (horizontal and vertical) actor integration and communication flow between these actors. The paper further advocates the use of formal social network analysis to assess these relational patterns. Preliminary results from research on adaptation to climate change in a Swiss mountain region vulnerable to floods and other natural hazards illustrate the conceptual and empirical significance of the main arguments.  相似文献

This study focuses on the human-ecological dimension of disaster resilience after the 2004 tsunami. The paper examines how concepts of social capital and external aid delivery influence community performance in conservation of mangrove ecosystems. Experiences are reported through the words of local informants in six villages in Thailand. Findings indicate that social capital represents a potential for collective action, but design of aid programmes may prevent such action. Programmes that emphasised bottom-up aid delivery mobilised local social capital and directed it toward obtaining resources that fit local needs and capabilities. Alternatively, top-down aid programmes provided significant resources, but oppressed mobilisation of social capital. Implications are that disaster stricken communities should be treated as active participants, rather than the more common perspective that views them as vulnerable and in a state of helplessness.  相似文献

In this paper we examine and compare communication processes aimed at building social networks and increasing citizen engagement in two communities participating in a municipal sustainability planning (MSP) pilot programme in Alberta, Canada, initiated by the Alberta Urban Municipalities Association (AUMA). Data were gathered through qualitative semi-structured interviews and documentary review. In soliciting citizen engagement, each community utilised a variety of communication methods, based on available resources and on-going evaluation of community responses. In both cases, citizens developed a shared vision of a preferred future for their community, aided by a reconfiguration of their internal and external social networks. In addition to drawing upon and strengthening bonding relationships within the community, bridging relationships with external actors and agencies promoted knowledge mobilisation that aided in planning and transitioning towards sustainability. Both communities faced challenges as well, which the authors discuss in relation to the sustainability of MSP planning.  相似文献

Conventional approaches to evaluation of environmental programs have tended to limit themselves to restricted measures of program effectiveness. This paper shows how a social learning approach can be incorporated into evaluating public environmental programs. A social learning approach is particularly suited to complex environmental challenges which are inherently difficult to understand, predict, and manage, thus complicating the evaluation process. The paper presents an Australian case study of dryland salinity management where there are major knowledge barriers impeding conventional management techniques. The research presented in this paper focused on evaluating a public demonstration program to track its impact through its design, implementation, and monitoring phases. The paper shows that, by incorporating social learning principles and practices, program evaluation can promote collective action, critical reflection, and increased knowledge to underpin improved environmental management.  相似文献

This paper aims to initiate a debate through which the gap between rhetoric and the local-level implementation of sustainable development might be addressed. It seeks to contribute towards a conceptual as well as a practical basis for the understanding of what contribution sustainable development can make in the context of the post-apartheid reconstruction of South African cities. The analysis draws on an examination of the incorporation of sustainable development in post-apartheid policy as it relates to the urban environment, and its implications for implementation as experienced by formal (local government) and informal (community groups) local-level institutions. In order to ensure that capacity exists for the implementation of sustainable development, it is argued that this rethinking of sustainable development should be informed by the present transformation of formal and informal institutions, whilst the transformation of institutions should occur in a manner that reflects these new conceptual understandings.  相似文献

The aim of this paper is to presents a progress report on how a subnational jurisdiction, the Australian state of Victoria, is attempting to implement regional governance for sustainability through its catchment planning framework. The paper examines the lessons learnt from a best practice approach to the implementation of network governance to see whether there are actions that can be taken to improve regional governance for sustainability in Victoria. The authors argue that Victoria is implementing a network governance approach to natural resource management (NRM) as a significant component of sustainability and that this has certain advantages. In particular the emergence of Regional Catchment Strategies developed by the State's ten statutory Catchment Management Authorities as 'regional sustainability blueprints' is bringing a significant level of maturity to the state's governance framework. Furthermore the state is currently working to complete its governance for sustainability through new statewide integrating frameworks—an Environmental Sustainability Framework as well as a statewide Catchment Management and Investment Framework. The paper concludes that taking a network governance approach could have transformative potential but there are significant challenges ahead: the complex task of aligning of national, state, catchment and local government strategies through an outcomes focus; the scarcity of mechanisms and tools to assist in translation of strategies into integrated investment priorities; gaps in knowledge and understanding of natural resource management problems; limitations in the capacity of regional and local bodies, including local government; and getting the policy tools right within the framework. However, as the best practice examples illustrate, taking a gradual approach to the development of the institutions—building on successive wins in capacity—is the best and only way to proceed.  相似文献

Activism research is over-reliant on social psychological frameworks emphasising framing or ideological-based explanations. The current underdevelopment of resource-based accounts requires urgent attention from social movement scholars. Stressing the rationality of social movement actors, resource mobilisation theory is used to assess and understand the empirical validity of resource-driven social mobilisation. Anti-genetically modified organism (GMO) activism in France is selected as a uniquely ripe context for exploring resource mobilisation. A resource-based examination reveals why, when and how key anti-GMO movement actors differentiated their strategies on the basis of protest, politics and produce. A new framework is proposed to encompass key variables around material, human and network-based resources. It is argued that resource mobilisation research designs need to move beyond financially driven causal arguments.  相似文献

Landcare is an Australian success story and an important example of the potential of state-sponsored community participation. An important trend encouraged by the lead agencies is for Landcare groups to be linked through so-called networks. Linking together may appeal to groups as a way of increasing their capacity to compete for scarce resources and enhance their impact on agencies, regional catchment committees and government. Network formation is also driven by government and agency demands for efficiency, accountability and effective regional planning. In this paper the authors draw on their 1997 study of the Ovens Valley Landcare Network in Victoria. This research suggested networks are important local organisations and enhance the impact of groups by improving inter-group communication and 'pulling down' resources. Network processes also contributed to robust, productive, agency-community partnerships and suggested participation can increase community influence on decision making and be compatible with adaptive management.  相似文献

As community-based natural resource management (CBNRM) increases in popularity, the question of the capacity of such groups to successfully manage natural resources becomes increasingly relevant. However, few studies have quantifiably analyzed how the amount or type of capacity in a CBNRM organization directly affects the outputs or the environmental outcomes produced. This paucity of research exists in part due to the diversity of indicators for CBNRM group capacity, as well as the ensuing debate over how to best define and measure success in CBNRM initiatives. Although concrete outputs vary widely, many efforts center on creating natural resource management plans (RMPs). The primary objective of our research was to explore the link between capacity and RMP implementation success, as perceived by practitioners among CBNRM groups across Illinois. A short online survey was constructed, utilizing findings from focus groups in combination with an extensive literature review, to measure CBNRM participants’ (n = 190) perceptions of 10 key capacity indicators and RMP implementation success. Results show that capacity perceptions varied significantly among respondents in low, moderate, and high RMP implementation success groups, and that group capacity was predictive of the degree of perceived RMP implementation success. Further, our findings suggest that bonding social capital and outreach are crucial in predicting low versus moderate RMP success, while leadership, motivation, and vision best distinguish the moderately successful and highly successful groups.  相似文献

This paper assesses the way in which an actor network presiding over the management of the River Wye has stabilized through accepting a particular view on the issue of navigation. The paper provides an account of how the network was challenged by a dissonant actor who, through reviving an old company, developed a counter network. It is argued that network stabilization is a form of consensus-building and it is contended that the way in which an issue is defined is crucial in terms of the successful enrolment of actors. The paper illustrates some of the conflicts and complexities encountered in resource planning, suggesting that research of this nature should trace actors back through time as well as through space if dynamics between actors involved in rural planning and management are to be effectively understood.  相似文献

ABSTRACT

Marine spatial planning (MSP) has become the most adopted approach for sustainable marine governance. While MSP has transformative capacity, evaluations of its implementation illustrate large gaps between how it is conceptualised and how it is practiced. We argue that these gaps arise from MSP being implemented through post-political processes. Although MSP has been explored through post-political lenses, these evaluations are incomplete and do not provide sufficient detail about the complex nature of the post-political condition. Drawing on seminal literature, we conceptualise the post-political as consisting of highly interconnected modalities of depoliticisation, including: neoliberalism; choreographed participation; path dependency; technocratic-managerialism; and the illusion of progressive change. Using these modalities as an analytical framework, we evaluate English MSP and find that it focuses on entrenching neoliberal logic through: tokenistic participation; wholescale adoption of path-dependent solutions; obstructionist deployment of inactive technological solutions; and promising progressive change. We do not, however, view the post-political condition as unresolvable and we develop a suite of suggestions for the re-politicisation of MSP which, collectively, could form the basis for more radical forms of MSP.  相似文献

Adaptive Comanagement for Building Resilience in Social–Ecological Systems   总被引:19,自引:4,他引:15  
Ecosystems are complex adaptive systems that require flexible governance with the ability to respond to environmental feedback. We present, through examples from Sweden and Canada, the development of adaptive comanagement systems, showing how local groups self-organize, learn, and actively adapt to and shape change with social networks that connect institutions and organizations across levels and scales and that facilitate information flows. The development took place through a sequence of responses to environmental events that widened the scope of local management from a particular issue or resource to a broad set of issues related to ecosystem processes across scales and from individual actors, to group of actors to multiple-actor processes. The results suggest that the institutional and organizational landscapes should be approached as carefully as the ecological in order to clarify features that contribute to the resilience of social–ecological systems. These include the following: vision, leadership, and trust; enabling legislation that creates social space for ecosystem management; funds for responding to environmental change and for remedial action; capacity for monitoring and responding to environmental feedback; information flow through social networks; the combination of various sources of information and knowledge; and sense-making and arenas of collaborative learning for ecosystem management. We propose that the self-organizing process of adaptive comanagement development, facilitated by rules and incentives of higher levels, has the potential to expand desirable stability domains of a region and make social–ecological systems more robust to change.Published online  相似文献

One potentially significant, yet hardly investigated, criterion for postoccupancy evaluation is the legibility of a setting—the degree to which a building or group of buildings facilitate the ability of users to find their way around. Legibility is one of the foundation concepts of environmental psychology, yet it has not often been considered enough as a guiding principle in design. The purpose of this paper is to analyse spatial orientation and wayfinding problems encountered by newcomers (freshman students) at the King Saud University (KSU) campus, Saudi Arabia, and to test/relate this to Lynch's elements of the image of cities. The analysis draws on previous research findings, theories, and more general observations, as well as observations made of wayfinding performance and map sketching by 30 high-school students likely to soon enroll at the university. Many specific problems with orientation and the architectural legibility of the buildings are identified and discussed. Emphasis is placed upon physical-setting variables that are likely to affect the ease with which spatial orientation and wayfinding are accomplished. These include the following facets of the KSU built environment: degree of differentiation; degree of visual access; and complexity of spatial layout.Legible buildings within which people can effectively maintain their orientation and find their way, according to this research, are in no way simplistic, dull, or boring; on the contrary, settings must possess distinctive landmarks and regions which, along with understandable path networks, allow users to know where they are and how to make their way to desired destinations. Coherent and legible environments are important in the lives of the people who use them. The movement of people through buildings and the factors that influence whether or not they are able to find their way need to continue to be of significance to both researchers and practitioners.  相似文献
